    Herders/farmers crisis in Benue politicised – Prof. Uza

    Former Vice Chancellor, Federal University of Agriculture, Makurdi, Prof. Daniel Uza, has expressed worry that the herders and farmers crisis in Benue was being politicised.

    Uza stated this during the investiture of Dr Andrew Amine as the 8th State Chairman of the Nigerian Veterinary Medical Association (NVMA), on Saturday in Makurdi.

    The don said that it was because the issue had been politicised that most people that could have proffered solutions were scared of talking, so as not to be viewed as taking sides.

    According to him, veterinary doctors have the real solution to the crisis, but they will offer it only when the authorities approach them for professional advice.

    He noted that 60 to 75 per cent of diseases affecting human beings had their origin from animals.

    Uza therefore, advised veterinary doctors to collaborate with relevant stakeholders to protect both human beings and animals.

    Speaking earlier, Amine called on stakeholder,s both in the veterinary and human medicine, to collaborate in order to achieve one health for humans, as well as animals.

    He also appealed to the guests to support the association to acquire land for its secretariat, stressing that if the association had a secretariat, it would be easier to ensure service delivery to the people.

    Meanwhile, Dr Joshua Abuku, a former chairman of NVMA in Benue, expressed disappointment over veterinary doctors’ silence on the lingering crisis between herders and farmers in the state.

    Abuku urged them to interact with the stakeholders so that they could proffer solutions and bring an end to the protracted crisis.

    Also speaking at the event, the wife of Benue Speaker, Mrs Cynthia Dajoh, expressed confidence in the ability of Amine to deliver.

    According to Dajoh, the new NVMA chairman has a very bright future ahead of him and will soar higher and higher.

    The inhabitants of Mbaikyor community, Mbalom council ward in Gwer East Local Government Area, Benue State are in serious mourning following an invasion of their ancestral community by some killer herdsmen who left sorrow, blood and tears in their trail.

    While the entire community was asleep at about 4 am penultimate Thursday, the invaders swooped on the remote community, sent 18 of its members into early graves following the herdsmen’s declaration of operation one man, one bullet.

    The worst hit parts include Tse-Agernor, Tse Wamdor, Tse-Ate, Tse-Ayol, Tse-Abagi, Tse-Ifan, Tse-Ukundur, Tse-Girgi, Tse-Tion and Wandoo Market Square where the herders burnt down houses and forced the inhabitants to seek refuge elsewhere, leaving the said areas almost desolate and in absolute ruin.

    The hapless victims are now left to count their losses not only in terms of loss of lives but also in terms of destroyed farmlands, economic trees, houses, huts and farm produce. Women, children and the elderly were not spared in the theatre of war.

    About seven years ago, precisely April 24, 2018, some killer herdsmen had similarly stormed St Ignatius Catholic Church, in Ayar-Ukpor-Mbalom Parish, Gwer East Local Government Area, killing two Catholic priests and 17 parishioners.

    The latest attack, which occurred in the same axis, saw the militia herdsmen ransack the entire village, killing 18 innocent farmers, setting houses ablaze and destroying foodstuffs.

    A victim of the attack, who gave his name as Tarnongo, gave horrifying details of the attacks in an interview with our correspondent, recalling how his toddler twins, brother’s wife and younger ones were gruesomely killed.

    He said at about 4am on that fateful day, some militia herdsmen numbering more than 20 invaded their community and set their houses ablaze.

    “They picked on everyone who tried to escape. My twin children, younger ones and the wife of my brother were all killed.

    “The militia men shot at defenceless women and children while others armed with machetes hacked other people to death.

    “The innocent and unarmed people ran frantically, looking for escape routes, but they were sprayed with bullets.

    “We even tried to hide one of the victims, but they traced his whereabouts and killed him,” he said.

    He however, expressed fears that a bloody war could soon erupt between Fulani herdsmen and Tiv farmers in the state.

    “Unless urgent steps are taken to halt the mindless and barbaric killing of Tiv farmers in Benue State, they would be left with no choice but to respond to the attacks,”  he said.

    “What is our offence? That we did not allow them to destroy our already harvested yam and cassava?

    “What do the herdsmen want? We only asked them not to eat our harvested yams and cassava in the farm when grazing  abd that is the reason for the killings. We are pained,” he said.

    Tarnongo expressed fears of drastic food shortage in Benue State in the nearest future if the killer herdsmen continue with the spate of killings and sacking of communities from their homes and farmlands.

    Speaking on the attacks, the member representing Gwer East in the state House of Assembly, Hon Elias Audu, who led the Speaker of the Benue State House of Assembly, Rt Hon Aondona Dajoh to the attacked community, explained that Wandoo community in Mbaikyo had been deserted for fear of further attacks as herders still graze freely in many parts of Gwer East including Gbemacha, Shough, Mbasombo and Mbalom communities, which share boundaries with Mbaikyo

    He said the action of the herdsmen was an indication that the anti-open grazing law is being flouted by herders in Gwer East with impunity.

    Hon Audu said the people of Mbaikyo and neighbouring communities were traumatised and had deserted their community to become refugees in Ikpayongo, Igbor, shann, Ayar and other communities within the local government area.

    “The people are also traumatised because of unverified reports making the rounds on the social media that Mbaikyo community was attacked because they rustle cows,” he added.

    The Speaker of Benue State House of Assembly, Hon Dajoh, said the house under his leadership would continue to give support to the enforcement of the Open Grazing Prohibition and Ranches Establishment Law.

    He frowned at the fact that armed herders gruesomely murdered the innocent people of the community, and called on the security operatives to do everything possible to bring the perpetrators of the heinous act to book as well as ensure that the police explain the whereabouts of the three herdsmen arrested by the community and handed over to them.

    The Speaker said he would meet with the state governor to provide palliatives for the internally displaced persons (IDPs) innorder to alleviate their plight.

    In an address, the Kindred Head of Mbaikyor, Chief Augustine Ame, said on February, 29, 2024 some of his boys arrested some armed Fulani herders who were grazing openly in the area and handed them over to him, and he, in turn, handed them over to the Aliade Police Division. But on Thursday last week, armed Fulani herders returned and attacked them, killing scores of people including an elderly man who was burnt in the house.

    On his part, the President of Mbaikyor Sons in Diaspora, Simon Kofi, said his people did not rustle any cow, appealing to the Benue State Government to arrest the perpetrators.

    Investigation by our correspondent showed that the attackers, who engage mercenaries, invaded the Mbaikyor community from neigbouring Gwer West Local Government Area of the state and struck in guerrilla style before beating a retreat to their safe haven.

    Our correspondent, who visited the scene of the attacks alongside some government officiald to see things for himself, gathered that only recently, some herdsmen migrated and settled in Mbaikyor and other communities within the local government area, and decided to graze on the local farms, ordering their cows to eat all the harvested yams and dry cassava the farmers had prepared.

    It was gathered that all efforts to stop the herdsmen from destroying the harvested crops were abortive as they insisted that their cows must feed. The development led to a disagreement and the villagers decided that the herdsmen should leave their community if they cannot respect simple decorum.

    “We mobilised amd chased them away. Nobody confiscated their cows. We simply said we don’t want them again,” Tersoo, a youth leader in the area, told our  correspondent.

    He added: “We ensured that they left our farmlands. This is dry season and our wives are harvesting cassava, drying it on the farm.

    “We store our yams in the farm, but anytime we are not in the farm, the Fulani herdsmen will come with their cows and eat up everything

    “See how difficult things are. If we allow them to finish our foodstuffs, how do we feed our various families?

    “So we chased them out of our farmlands. But unknown to us, they left and planned this attack on our people.

    “That was the genesis of the crisis.”

    The state governor, Hycient Alia, who shifted the blame on the Tiv farmers, said that local communities in Benue State are engaged in cattle rustling; a development he said led to the reprisal attacks by Fulani herdsmen.

    Governor Alia’s statement has heightened tension in Gwer East Local Government Area as stakeholders accused the governor of playing politics with human lives by drawing the conclusion that the local farmers were responsible for the attacks on them.

    Speaking on the statement credited to the governor, a community leader in Mbaikyo where the attacks took place, Prof. Iorshase Agaji,  expressed disappointment that the governor concluded that only young people were killed without verifying the facts.

    Agaji said: “Those killed are not all young. In fact, majority of the people are elderly people. The Ate twins, Asan and Asough, one of whom was killed, are approaching 90 years and cannot be described by any standard as young.

    “Asough Ate could not run on account of old age and was killed. His body was also burnt by the attackers.

    “Julius Mbatsavvum Gbatar, Peter Tion, Akuma Kpenge, Nyityo Tion, and John Ndahgh Tyohemba were all above 60 years of age.

    “In fact, Akuma Kpenge was sick. So when the attack started, he was taken and hidden somewhere. But the attackers traced and killed him.

    “Tertsegha Ukombor, Doopinen Awua and Abume Najime  were all in their early 50’s.

    “But the Governor said that young men rustled cows and were selling meat in wheelbarrows. That is not true.

    “The Governor concluded that such acts like rustling come with consequences. The paramount questions here are (1) are we in a jungle in Benue where survival is by might?

    (2) Where is the anti-open grazing law?”

    However, the people of Gwer East Local Government Area, through their umbrella organisation, Masev Development Association (MDA), led by its President General, Prof Vearumun Tarhule, expressed disappointment with the governor’s statement.

    The MDA said in a statement: “The Masev nation, represented by the Masev Development Association, stands united in its dismay, distress, and disillusionment following the recent pronouncement by His Excellency Rev Fr Hyacinth Alia, the Governor of Benue State.

    “The assertion linking the tragic loss of lives and destruction of property in Wandor, Mbaikyor within the Mbalom Council Ward of Gwer East Local Government to cattle rustling has left our community further shattered and demoralised.

    But for the trending video on all social media channels, we would not have believed that Governor Alia, who Masev people massively voted, could have said such a thing.

    “Governor Alia’s irrefutable pictorial and audio evidence in the form  of  video stared us in the face.

    “The Governor’s unequivocal assertion has churned out quite a number of issues:

    “By his own mouth, the governor said he was informed of the incident on his way to the requiem Mass.

    “Without any security personnel or the governor himself visiting the horrific scene, the Governor miraculously knew that it was some Masev youth that rustled cows, killed some and were marketing them in wheelbarrows!

    “It looks to us that someone sold a poorly crafted story to the Governor who rushed to gleefully announce the verdict.

    “Assuming without conceding that what the Governor said was true, does rustling or killing cows justify the massive killing  of 18 people as at today? Is this good justification?

    “What happened to the Anti Open grazing law which the Governor said was in force and the two weeks ultimatum given which has expired?

    “In our respective view it is statements (justifications) such as offered by  Governor Alia that further embolden the herders. Such statements ought not and should never have come from Gov ernor Alia or any elected or appointed government official.

    “It is the constitutional responsibility of Governor Alia to secure the lives of Benue people, not for him to be threading blame, offering excuses which even children will not believe, and consequently playing politics with the lives of Benue People.

    “Having justified the slaughtering of 18 innocent Masev sons, wives and daughters, Gov. Alia then announced that the perpetrators would be brought to book.

    “This to us was strictly politics as the Governor had already justified the wanton killing and destruction of properties by the herders.

    “We express deep concern and apprehension over the governor’s inclination to apportion blame without thorough investigation and unbiased scrutiny.

    “At a time when lives are lost and properties worth millions are razed, it is disheartening that the Governor chose to cast unwarranted accusations upon the youths of Wandor, Mbaikyor.

    “Our people, who have already endured the brunt of external forces, now face unjustified condemnation.

    “The Masev community finds it bewildering that while the Governor extends condolences and promises to pursue the perpetrators behind this heinous act, his office, through his Chief Press Secretary, shifts blame onto local youths.

    “This conflicting stance not only undermines the gravity of the situation but also exacerbates the pain and frustration felt by our people.

    “Let it be clear: the Masev people do not condone criminal activities within our community. However, we vehemently reject any narrative that portrays us as perpetrators of violence against our own.

    “Such baseless accusations not only defame our integrity but also divert attention from the real perpetrators who threaten our safety and livelihoods.

    “Governor Alia was entrusted with the mandate to safeguard the interests and security of all Benue State residents. Regrettably, his recent statements have betrayed the trust and confidence vested in him by the Masev electorate.

    “It is imperative that he revisits his stance and upholds the principles of fairness, accountability, and justice.”

    But Governor Alia, responding through a statement from his Chief Press Secretary, regretted that a section of Masev people feels injured by official statements regarding the tragic loss of lives and destruction of property in Wa-ndor, Mbaikyor, of Mbalom Council Ward, Gwer East Local Government.

    “As the Chief Security officer, the Governor works closely with communities and security organisations, and recieves security intelligence and other priviledged briefings regularly.

    “Masev people cannot as a people be termed cattle rustlers. No! The Governor did not call them so because we are aware of their collective efforts to ensure safety in the land.

    “However, the unfortunate crises or attacks at stake drew from criminal elements that were involved in mischievous acts which tend to result into the indiscriminate action from criminal herder gangs.

    “This is a fact, as sad as it may sound. This in no way approves of the killings or seeks to undermine same. No!

    6″That rustling is fingered in this latest Mbalom attack, it is not an indictment on Masev people, and a leverage for gangs of herders and their agents. No. It is not an indictment on the entire Masev people in no way.

    “Loss of lives cannot be justified under any account irrespective of whatever is the immediate or remote cause. 

    “This again is not a justification of perennial killings caused by militant herdsmen over the years.

    “Government feels concerned and wishes the National Executive Council of the Masev Development Association, and entire Masev people not to view the Governor’s remarks so damaging of their integrity.

    “The apprehension of the people should be relaxed as no ill is intended on the part of government.

    “The Governor notes that the current crises with the unfortunate deaths was undertoned by rustling shouldn’t be seen as an indictment or a statement to undermine the Masev people.

    “Government shares in the pains and aspirations of Masev people and the entire State.”

    The Deputy Governor of Benue State, Sam Ode, said there are no missing N200 billion local government funds in Benue state as alleged by a civil society organization against the administration of Governor Hyacinth Alia.

     Sam Ode, who was one-time Special Adviser to Governor Gabriel Suswam, in charge of Local Government and Chieftaincy Affairs, said the State and Local Government have a joint transit account in which funds are distributed to the third tier of Government and that is how Local Government system is run.

    The Deputy Governor disclosed that he faced a similar situation as a Special Adviser on Local Government and Chieftaincy Affairs, where some people petitioned him to the EFCC, but they investigated and found nothing incriminating against him.

     Ode, speaking while he played host to members of the correspondents’ chapel of the Nigeria Union of Journalists (NUJ) said the N200 billion exists only in the imagination of those who peddled the allegations as Governor Alia has already given autonomy to local government councils in Benue state.

     He called on journalists, especially members of the correspondents’ chapel to support the administration of Governor Alia.

    Controversy trails killing of 30 in Benue

    The number of persons killed and the cause of the latest mayhem in Benue State yesterday became subjects of controversy in Makurdi and Abuja.

    The mayhem which broke out Tuesday in Gbagir, Ukum Local Government Area was said to have continued till the early hours of yesterday.

    While Operation Whirl Stroke (OPWS), a military task force covering the Benue, Taraba and Nasarawa states, put the death toll at 30, a traditional ruler said those killed were about 45.

    Senator representing Benue Northeast Emmanuel Udende told his colleagues during their plenary that 50 persons were killed.

    OPWS which announced that it had commenced clearing operations in the state, attributed the bloodletting to a supremacy battle between local militia leaders. But Udende and a family that lost seven of its members differed, saying armed herders were responsible.   

    OPWS Force Commander Maj-Gen. Sunday Igbinomwanhia spoke at a news conference addressed by Benue State Deputy Governor Sam Ode at the Government House.

    The briefing attended by heads of security agencies in the state was convened to announce to the public that the 14-day ultimatum given to armed herders to leave the state or ranch their cattle had elapsed. 

    But in a telephone chat with The Nation, Paul, spokesman for the Adzandeh family which lost seven members, said: “I want to say it clearly that those who attacked our community are armed herdsmen and not local militia.” 

    The Police did not give the number of those who lost their lives. They, however, said eight bodies were recovered from the scene.

    The spokesman for the command, Sewuese Anene, added that   operatives had been deployed in the area to restore peace and order.

    Anene denied knowledge of any ongoing mass burial taking place in the community as was being rumoured.

    A security source corroborated Gen. Igbinomwanhia that the violence was caused by militia men.

    The source said: “It was militiamen that were killing themselves.

    “One or two persons might have been caught in the crossfire, but the majority of the people that were killed were members of militia gangs in the area.

    “The villagers know those carrying out this dastardly act but are shielding them.

    “We saw several corpses. The attack was not carried out by suspected armed herdsmen. It was a clash between two local militia groups.’’ 

    Another source clarified that most of the dead persons were members of rival militia gangs.

    He added that about 12 farmers were caught in the crossfire, while many were still missing.

     According to the source, a militia leader in Ukum Local Government Area of Benue went to Chinkai in Wukari Local Government Area in neighbouring Taraba at the weekend and kidnapped a tribal militia leader as well as some of his family members.

     “After kidnapping them, he demanded N100 million ransom but was given N5 million. After collecting the money he killed his hostages.

    “The murder of the hostages sparked outrage among members of the victims’ gang members in Taraba.

    “A different militia gang leader in Ukum, joined forces with the avenging militia gang from Taraba to help to eliminate the Ukum gang leader who abducted and killed his Chinkai community victims.

    “The essence was to enable him (the collaborator), to become the head of militia gang in Ukum.’’ 

    The source further explained that the combined forces of two different tribal militia gangs moved into Gbagir bushes on Sunday to sack the gang that killed the Taraba militia gang leader.

    “On Tuesday morning the bloody fight ensued.

    “From what we have heard, more than 45 persons, mainly bandits have been killed. We also have a record of about 12 farmers who were caught in the crossfire.

    “More than 30 others were injured while some are still missing.

    “Sadly caught in the crossfire was a family of seven.’’

     During yesterday’s Senate plenary, Senator Udende called his colleagues’ attention to “attacks on several communities” in Kwande, Ukum, Logo and Katsina-Ala Local Government Areas of Benue state by persons parading themselves as herdsmen.

    He said he was “saddened that residents of the villages and communities now find themselves targeted daily by heavily armed terrorist herdsmen.”

    The lawmaker added that despite public outcry and previous resolutions of the National Assembly, “there seems to be no visible action on the part of the government to curtail, abate or stop the criminal activities of these elements.”

    President of the 9th Senate and Chairman, Senate Committee on Defence, Ahmed Lawan, Enyinnaya Abaribe and Senate Chief Whip, Ali Ndume, in their contributions, called on security agents to halt the killings across the country.

    Suspected herdsmen on Tuesday afternoon killed no fewer than 10  persons in Azandeh, community, Mbasaa,  Mbajiga, Ityulugh, Torov district in  Ukum Local Government Area of Benue North senatorial zone.

    But residents of the area put the figures at 30 or more.

    Among those who killed was a family of seven. Residents identified them as Michael Mtindiga Adzandeh, Iorfa Michael Mtindiga Adzandeh, Akighirga Adzandeh, Tyowuese Adzandeh, Tersee Swende Adzandeh,  Terngu Tortiv Adzandeh and Terkaa Shiati Adzandeh.

    An eyewitness  Tersoo Iorbee told The Nation they got information that some suspected herdsmen were coming to attack the community.

    Iorbee said: ” More than one hour after that information, some gunmen with covered masks stormed Adzandeh settlement, shot at everyone in sight and when the dust was dawn 10 persons were confirmed dead, including a family of seven “

    Msugh Aga, who escaped narrowly and is taking refuge in another town said: “The armed herdsmen shot at people. Thereafter, they used long knives and butchered them into the pieces. They also set many houses ablaze.” 

    The caretaker Chairman of Ukum Local Government Area Hon, Victor Iorzaa, who confirmed the incident, said he has directed the Divisional Police Officer( DPO) of Ukum to deploy more men to the troubled area to prevent further killings.

    Ukum Local Government Area, which shares a boundary with Wukari Local Government Area in Taraba State, has been under attacks from suspected herdsmen.

    But Benue Police Command said it was yet to get report of the attack.

    IOM, UNHCR, partners set to bring interventions to Benue IDPs

    The International Organisation for Migration (IOM), the United Nations High Commissioner for Refugees (UNHCR), Intercommunity Development and Social Organisation (IDS) as well as the Islamic Relief Worldwide (IRW) have concluded plans to shift their interventions to Benue State.

    The Executive Secretary of Benue State Emergency Management Agency (SEMA), Sir James Iorpuu, disclosed this while flagging off the distribution of food and non-food items to Internally Displaced Persons (IDPs) in Benue State at SEMA headquarters, Makurdi, on Friday.

    Sir Iorpuu, who stated that SEMA in collaboration with IOM has concluded training/capacity building for staff of the agency, further disclosed that the UNHCR, which is moving permanently to the state, would also add its expertise as well as provide manpower to complement the efforts of the state government in addressing the humanitarian crisis in Benue.

    According to him, “I am happy to announce to you that the IOM and other partners have agreed to shift their intervention to Benue State. Thus I want to use this medium to thank and commend the IOM and Borno SEMA for the quick facilitation of my visit.

    “While Benue Emergency Management Agency (SEMA) in collaboration with the IOM has just concluded training/capacity building for Benue-SEMA staff, I am happy to announce that the United Nations High Commissioner for Refugees (UNHCR) in the same vein, has moved to Benue State permanently to add its expertise and provide manpower to complement State Government’s efforts in addressing the IDP situations.

    “The Intercommunity Development and Social Organisation (IDS) in partnership with Islamic Relief Worldwide (IRW) is currently distributing lifesaving items to the vulnerable groups in Makurdi, targeting 210 households.

    “Let me seize this opportunity to highlight some of the practical and bold steps taken by the agency in collaboration with support partners recently to address the humanitarian challenges in the state.

    “My recent tour to Maiduguri, Borno State, which was sponsored by IOM, has been fruitful. The visit not only provided me an opportunity to ascertain the living conditions of IDPs but was advantageous to the state.

    “The focus of the visit was to explore potential avenues and establish an effective partnership with the IOM and other humanitarian partners working in Borno State.

    Iorpuu, however, said  the  distribution is part of  Governor  Hyacinth Alia’s efforts to ease the pains suffered by the displaced population in 14 Internally Displaced Persons’ camps across local government areas that witnessed humanitarian challenges in one form or the other and also the needy.

    “This distribution also signifies the Governor’s sustained passion and unflinching commitment to the cause of IDPs and other people needing special attention, not only in the monthly distribution exercise but providing durable solutions to the IDPs’ cause.

    “This is why the State Government, through Benue SEMA, is committed to partnering with humanitarian partners both internationally and locally to cater for the daily needs and proffer short and long-term solutions to the displaced persons.

    “As we commence this distribution to the fourteen IDP camps and host communities, I want to inform you that the Governor has graciously mandated that food and non-food distribution should cover Agatu, Adoka-Otukpo, Jato-Aka and Nyihemba-Kwande, Ijama and Omusu-Okpokwu LGAs of the state and this gesture is aimed at cushioning the hardship faced by victims of armed herdsmen in the affected communities.

    “It will also interest you to know that arrangements to continue the second phase of Biometric Registration have been concluded and I assure you that the exercise will continue until the IDPs are all captured.”

    Benue govt bans political gatherings over insecurity

    Benue State Governor Hyacinth Alia has banned political meetings/ gatherings in the state till further notice.

     Alia said the ban followed intelligence on the security situation in  the state.

     The decision, contained in a statement by Paul Biam, chief of staff to the governor, made specific reference to the presence of armed herders in the state.

     The statement which also copied the state Police Commissioner George Chuku reads: “I write to inform you that Rev. Fr. Hyacinth Iormem Alia has banned all political gatherings in any form, be it inter or intra party or groups in Benue State till further notice.

    Benue denies alleged missing N20bn in local government bureau

    Hon. Dr Denis Akura, The Special Adviser to Benue Governor of Hyacinth Alia on the Bureau of Local Government and Chieftaincy Affairs, has refuted reports of missing N20bn in the Bureau. 

    A group, Global Integrity Crusade Network (GICN), had alleged the figure was missing with Akura stating It was an attempt to discredit and distract the Alia administration. 

    Akura, in a statement, explained: “For the records, His Excellency Rev. Fr. Hyacinth Alia, a very disciplined leader whose standpoint is prudent management of resources, did not direct me to monitor the diversion of over ₦20 billion federal allocation aggregated to the local governments.”  

    He stated as of June 2023 – October 2, 2023, he was not at the helm of affairs at the bureau, stating making references to him within that period only exposes the intent behind GICN’s allegations. 

    Akura emphasised that it is on record that on the assumption of duty at the bureau, he made it clear to all its staff that he was directed by his boss to strictly adhere to the workable administrative framework designed to restructure and revamp local government administration in Benue State and return it to its lost glory.

    “It is unfortunate,” he said, “that GICN’s puerile mischievous, stark ignorance on the running and management of the bureau or both completely exposes its malfeasance. In Benue State, the Bureau for Local Government and Chieftaincy Affairs no longer controls the federal allocation or any funds of the local government areas.” 

    He further stated that quasi financial autonomy has been granted to the local governments where their aggregated federal allocation goes directly to each of their accounts.

    The Bureau for Local Government and Chieftaincy Affairs as mandated by Governor Alia, he stated, only supervises, monitors and coordinates the affairs of the 23 local government areas through her Directorate of Monitoring and Inspection.

    “Moreover,” he added, “for transparency, the designated administrative framework has also directed all the local government area Caretaker Committee chairmen to, as a must, credit their IGR into the local government area accounts before transferring same into the expenditures account to spend on driving their policies, programmes and projects.” 

    All these decisions, he maintained, are deliberated upon and approved in the monthly Local Government Joint Account meetings.

    The same administrative framework, Akuka noted, has returned normalcy in the regular payment of local government staff salaries, imprest, pensions and gratuities; upfront payment of fresh retirees entitlements on or before 25th of every month with immediate enrollment on the pension payroll.

    He emphasised that already the bureau has collected proposals for massive infrastructural development projects from across the state’s 23 local government areas.

     “And within a short time,” he said, “the chairmen will soon be given permission to prepare their local purchase orders to ignite massive infrastructural development ranging from overhaul, renovation of the local government quarters cum installation of street lights, and opening of ruler access roads to better the lives of ruler dwellers in Benue State.

    Akuka stated that the management of the bureau does not have the mandate to share palliatives or Christmas relief materials as alleged in a section of the media. 

    Decrying GICN’s pronouncements, Akuka stated that hatchet jobs of this nature are to be expected, and “we are expecting more to come in the nearest future, especially now that the Alia administration’s reforms in various sectors of government continues to gather steam.”

    He reiterated Governor Alia’s promise and declaration that Benue people deserve to know what happens with their money. “Therefore,” he said, “we are not afraid of any petition and we shall not hesitate to reply to any. We have nothing to hide.”

    The allegation of missing N20 billion in the Bureau for Local Government and Chieftaincy Affairs in Benue State is baseless, an aide of Governor Hyacinth Alia said yesterday.

    The Special Adviser in charge of the bureau, Dr. Dennis Akura, described the allegation as mischievous, callous and ill-motivated.

    He said in a statement that a group, “Global Integrity Crusade Network”(GICN), tried unsuccessfully to mislead the unsuspecting members of the public with glorious fallacy.

    This statement reads: “Rev. Fr. Hyacinth Alia, a very disciplined leader whose standpoint is prudent management of resources, did not direct the Special Adviser to the Governor on Local Government and Chieftaincy Affairs, Dr Denis Akura, to monitor the diversion of over N20 billion federal allocation aggregated to the local governments. 

    “Between June 2023 and  October 2, 2023, Akura was not at the helm of affairs at the Bureau. Therefore, making references to him within the period only exposes GICN’s main intention for the petition.

    The Benue State Police Command yesterday paraded 14 suspected armed robbers, kidnappers and terrorists alleged to have operated in the state.

    The Commissioner of Police, Emmanuel Adesina, paraded the suspects at the command’s headquarters in Makurdi.

    Among the suspects paraded, the police boss said, were the alleged kidnappers of one George Aondosoo Ayua, a resident of Asase 1, North Bank, Makurdi, who was whisked away around 3:30pm on February 21.

    He said his kidnappers later demanded six million naira for his release, adding that Operation Zenda Joint Task Force was deployed to rescue the victim and arrest suspects.

    “A diligent investigation led  the team to a hideout at Abua village, kilometer 16, Gboko Road, Makurdi where the victim was held hostage by his captors.

    “Victim was rescued unhurt while two members of the gang one Ayua Moses and Azua Samson of different addresses in Makurdi were arrested. Investigation is ongoing to arrest other suspects at large.”

    He said operatives also received information about arms deal at Agu Vandeikya LGA, adding that on February 7, detectives arrested one Precious Ebuka Chukwu around 6:30pm.

    “On the spot search conducted on the suspect, led to the recovery of three locally made Berretta pistols. The suspect led the team to the hideout of his regular suppliers- one Tyav Wuese and Tyav Terkuma, blacksmiths of Adikpo, Kwande Local Government Area, who specialized in fabricating guns…”
