Benue LGAs Motion: Abba Moro distorting truth, misleading Senate, Onjeh alleges

All Progressives Congress (APC) chieftain in Benue State and party’s 2023 senatorial candidate for Benue South, Comrade Daniel Onjeh, has advised the Senate, to always scrutinise all Motions and Bills brought before it in the course of deliberations to avoid being hoodwinked into endorsing proposals sponsored by selfish legislators.

Onjeh made this assertion in response to the Motion titled: “Urgent need to halt the erosion of democracy: The dissolution of elected councils in Benue State,” moved on the floor by Senate Minority Leader Abba Moro.

Sen. Moro had alleged in his Motion that the APC-led government in Benue State illegally dissolved the democratically elected local government system and replaced them with caretaker committees.

He therefore sought amongst others, an urgent intervention of the Senate in reversing what he termed “the unconstitutional sack of the elected executive and legislative arms of the local government areas.”

Moro further urged the Federal Government to withhold statutory allocations to the local government councils in Benue State which were not democratically elected. The Senate, in a unanimous voice vote, approved all the prayers sought by Sen. Moro.

But in a swift reaction, Onjeh stated that Sen. Moro deliberately lied to mislead the Senate and by extension all Nigerians into supporting his selfish and partisan Motion, adding that the local government administrations in Benue State were not arbitrarily dissolved by the State Government as alleged but only suspended on the recommendation of the Benue Assembly, following the establishment of a prima facia  case of financial impropriety against the local government executives.

In a statement on Saturday,Onjeh stated that the Benue Assembly, in the course of its oversight functions, established a prima facie case of financial misappropriation against all the local government authorities in the state.

He added that the complexity of the case revealed a grand conspiracy and collusion by the local government administrations towards shortchanging the generality of Benue people.

He said the Benue Assembly acted within the purview of its mandate and constitutional powers by recommending the suspension of the local government administrations to the state government, to allow tor further and  unfettered investigation into the matter by the nation’s anti-graft agencies.

“It was in order to avoid a lingering lacuna in the administration of the local governments in Benue State that the State House of Assembly, in its wisdom and acting within the ambits of its constitutional powers, recommended the constitution of caretaker committees for the 23 local governments in the state pending the conclusion of investigations into allegations of financial impropriety leveled against the suspended local government executives,” Onjeh stated.

He assured that the government of Gov Hyacinth Alia is responsible, focused and keen on upholding the rule of law which guarantees separation of powers that exists between the executive, the legislature and the judiciary and cannot dabble into the affairs of the State House of Assembly.

“Consequently, the Benue State Government acted on the resolution of the state Assembly and suspended the local government authorities, as acting otherwise will be a brazen disrespect of the legislature and violation of the principle of separation of powers,” he argued.

The statement added Moro’s Motion will amount to a wild goose chase as by the provisions of the constitution, and a subsisting judgment of the National Industrial Court, Makurdi, aside from the Federal Capital Territory ( FCT), the National Assembly has absolutely no jurisdiction to legislate on a matter that borders the prescribing of the event upon the happenings which a Local Government Council stands dissolved; or the Chairman or Vice-Chairman of a Local Government Council vacates his office, or a Councilor or member thereof vacates his seat in the local Government Council.

Rather, he said Houses of Assembly are vested with the powers to carry out oversight functions on the local governments within their respective states. Therefore, the National Assembly actually overstepped its bounds by entertaining Sen. Moro’s Motion.

“The Federal Constitution that we operate only recognizes two separate and independent components – the 36 Federating States and the Federal Government. The Local Governments; for administration, financial control and establishment, are under the states. That’s why the Supreme Court previously established that the states can create additional Local Governments.

“Therefore the interference of the National Assembly in the current happenings in Benue State is unconstitutional and against the spirit of true federalism, to the extent that it is encroaching on the exclusive legislative competence of the Benue State House of Assembly, which has the power to question or carry out oversight on the state governor on how he is running the State,” he stressed.

Comrade Onjeh further stated that the only scenario in which the constitution grants the National Assembly the power to interfere in the running of a state is when for whatever reason, the House of Assembly is incapable of discharging its legislative or oversight functions.

He added that there is no such information before the Senate that the Benue State House of Assembly isn’t functioning or cannot function.

“Therefore the call to suspend statutory allocations to a state or any of its Local Governments is totally illegal and unconstitutional, because the Supreme Court had clearly established that a state cannot be denied its constitutionally guaranteed remittances or allocations. Fortunately, we have a President who took the Federal Government to court when as the sitting Governor of Lagos State, his state’s allocations were withheld because it created additional Local Governments. Therefore, the Benue people can rest assured that President Tinubu will not heed the illegal and unconstitutional advice coming from the Senate.

“I must clearly state that from the onset, I’ve been a strident advocate of local government autonomy. However, what I’m advocating for is genuine autonomy for the Local governments, not a leeway for any politician to use the guise of strengthening the local government system to advance his narrow political interests,” Onjeh added.

He called on the National Assembly to resist the temptation to deliberate further on Sen. Moro’s Motion, while urging them to jettison the Motion into the ignominious dustbin of history.

He further warned that Sen. Moro shouldn’t rope the National Assembly and all Nigerians into the local political matters between the APC and the PDP at the Benue State level.

The former Chairman, Governing Board of the Projects Development Institute (PRODA), Enugu, also called on the PDP in Benue State, which he described as having failed the citizens woefully, to desist from further distracting Rev. Fr. Hyacinth Alia because the Governor has repositioned Benue State on the path of progress and prosperity.

He added that the Benue people are happy as salaries and pensions are being paid regularly and new innovations and initiatives on governance and development are being rapidly introduced into the state

    Rebuilding Benue for posterity

    • By Loverty Ter Maikyur

Sir: A reflection on recent developments in Benue State reveals gravitation towards issues that have held us backwards and rendered us more vulnerable to underdevelopment.

One of such issues is the pull him down syndrome which is being used as a weapon of destruction against prominent people in strategic leadership positions.

All patriotic Benue sons and daughters must rise up to condemn in strong terms the unfolding malaise of an imaginary rift between the current  Secretary to the Government of the Federation, Senator George Akume, and the incumbent  Governor of Benue State, Reverend Father Hyacinth Alia which  is an evil merchandise orchestrated  by  saboteurs who feed on political crisis.

It should be noted that the two leaders mentioned above belong to one big political family which in the present dispensation also controls the federal and majority of state governments.

They currently hold specific separate mandates that require synergy and complimentary partnership in order to deliver on popular aspirations of particularly the Benue people.

It is therefore inconceivable that some will perpetrate hate and hostilities between the two great leaders given that Benue will benefit more if their union is further consolidated.

Senator Akume has remained in public life for close to three decades serving in different power stations. Within this period, he has demonstrated the capacity of a dynamic leader through critical roles which he has played in the governorship succession as well as other elective and appointive positions in our dear state, particularly from 2007 to date.

Indeed, his elevation to national service has lifted him beyond the state for close to 17 years as senator, minister, and currently as Secretary to Government of the Federation where he is visibly committed to delivering the mandate as prescribed by the Tinubu Presidency.

Similarly, Reverend Father Doctor Alia has a specific current mandate of four years to deliver on expectations of the Benue people who massively voted him into office as their governor.

I join patriots to call on detractors to allow the two leaders concentrate on their respective mandates for our collective benefits. I enjoin all Benue sons and daughters to rally round these leaders instead of encouraging embers of disunity and enmity.

The enviable position of SGF was graciously given to our leader through the benevolence of our dear president, Bola Ahmed Tinubu. Let us show solidarity in appreciation of this noble gift with a cessation of all the thriving animosities within our ranks.

I call on our traditional rulers, religious leaders, elder statesmen, women and youths to support a new revolution for a modern and united Benue.

  • Benue and the suppression of Idoma people

Benue and the suppression of Idoma people

    By Onjefu Okidu

A great appellation associated with Reverend Father Hyacinth Alia shortly after his emergence on the Benue political scene as a gubernatorial aspirant and candidate is: “Yes Father!”  Like lots of people with appellative nicknames, Fr. Alia never chose “Yes Father!,” he just came to accept the way the generality of the people of the state embrace and endorse him politically not just as a “man of God” but as “charismatic priest  immersed in the ways of God.”

Undoubtedly, the appellation was a very strong public statement of overwhelming acceptance. For any good observer, the campaign engagement of the appellation significantly saw him made great strides in the 2023 elections. Father Alia obviously was able to pull overwhelming popular vote with admiration due to the general sentiment across the state that there was the need to turn to God to find solutions to the myriads of problems bedevilling the state. The state was (and still is) in a real mess, and actually needs repairing and rebuilding spiritually, materially, physically and psychologically. There were so many gaps – no salaries, no security, no capital investment, no ethnic unity, no sincerity, no honest, no integrity, no truth etc., etc., etc.

To be fair, on his part, Father Alia responded at the time with every Godly responsibility. He demonstrated a deep spiritual response of a potential upright leader with worrying impulsiveness of a “man of God” in a hurry to put things right.  Actually, it could be observed that his heart desired to glorify the Almighty God with his blessing of a victory as he consistently promised to use it for the benefit of all Benue and Nigerian people. To be sure, while offering prayers to the Almighty God for a gift of fidelity and perseverance, Fr. Alia re-emphasized his enormous love and passion for the ways of the Almighty God. He disclosed that “God directed him to take a sabbatical on his sacred orders to take a more spiritually significant role in promoting the value of the crucified Christ among the suffering people of Benue State.”

However, since he took over the reins of power in May, apart from the fact that the appellation has completely disappeared from the Benue and national airwaves, the most random Benue people are beginning to frankly and candidly re-examine the pernicious banter they had used to assess him as a “man of God.” They are kind of taking another look at the appellation as to whether it still really defines the man. A central tenet of religion in society, especially Christianity, which “Fr. Alia subscribes as a front-liner,” is the elimination of evil in all forms. For this reason, Pope John Paul II, wrote in his 1994 apostolic letter, “Priests should act in order that all doubts may be removed.” Apparently, doubts continue to abound since the governor came on board irrespective of the sycophantic communication of his aides, detractors and dementors.

Now, let’s start literally, systematically and candidly. Actually, one of the prominent areas of doubt is Fr. Alia’s management of ethnic identity. A very sad recurrent gap which all and sundry expected the “Reverend gentle man” to address is the impingement of ethnic identity on the state’s political leadership, and by extension the social capital. For the avoidance of doubt, demographic, anthropological and sociological evidence clearly classify the Idoma as a major ethnic group in Benue state. In other words, they are strictly classified as a major ethnic stakeholder in the state as much as her Tiv ethnic counterpart, a reality that cannot be obliterated.

The statistics on the father’s political appointments since the debut of his administration show that the representation of the Idoma people is almost zero percent. Yes, almost zero percent based on the people’s stake-holding in the state! It is actually needless to bore with the governor’s appointment statistics as other previous writers have made great efforts in providing them. Those who are in doubt can refer to them (cabinet and non-cabinet), make a sincere review and pen a rejoinder to this piece for a robust discourse. Actually, a very disturbing and scary trend in Benue politics at the moment is the systematic elimination of the Idomas from the political leadership of the state and by extension the country, in a bizarre, crude and naked manner. The scope of Father Alia’s political suppression of the people is astonishing. It is so great and extreme that some critics have observed that his proudest achievement in his 100 days in office may be the suppression of the Idoma people in political appointments.

To be sure, many have written and made media appearances to appeal to the governor to address the situation but to no avail. For the avoidance of doubt, while some established and truthful Idoma political leaders and elders were disheartened and very pained that Idoma people were being excluded from the governance of the state, and were urging the state governor to do the right thing, Austin Agada, the state APC chair, threw up ominous media conversations in strong condemnation of the leaders and elders. The insults, indecencies, lies, misinformation and the indecorum that emanated from him should suggest to anyone that he is one of the numerous political actors in Idomaland devoid of any counsel that could be beneficial to either the Idoma people or the Benue State government.

In fact, as it is, the fear is no longer political, but existential. Precisely because, when you remove a people from the corridors of political power you also remove them from the corridors of economic power. Since the First Republic, it has never been this bad. However, every now and again, the Reverend Father has continued to hype the cliché of repairing and rebuilding the state. Virtually all his political speeches since his inauguration have been spiced with the repairing and rebuilding cliché. The hard-hitting question being asked by conscientious God fearing Nigerians is: is Father Alia actually repairing and rebuilding Benue State by systematically excluding the Idoma people who are a vital majority stakeholder in the state from political leadership at home and abroad?

To be sure, the appropriateness of the election of a clergy as governor of Benue State at a time of heightened threats of unfairness, injustice and inequity can never be overemphasized. Considering where he was coming from, many truly anticipated Fr. Alia’s administration to be forthright in upholding justice, equity, fairness, inclusiveness and unity in the state. Invariably, the complete opposite appears to be starkly gaining track and traction by day! Aside the God factor, democracy is not about vote-catching as has been argued in some quarters; it is a game of fairness and equity devoid of ethnic parochialism. It reinforces brotherhood bonds and generally maintains balance. Good political leadership therefore produces solidarity across ethnic lines via true brotherhood, generosity and empathy.

Senators George Akume and Gabriel Suswam as governors of the state tried their best to build some kind of bridges, even as non-clerics. Yes, they did. The expectation was that Fr. Alia would improve upon them. Rather, he is seen pulling down the bridges.  Not only the Idoma people, the generality of the Benue people should at this point in clear terms reverse the appellation and say: No Father, this is not the ways of the Almighty God!

The monarch of the area, Enoch Ikyumen, who visited the Health Centre, for first-hand information, and to see the condition of the survivors appealed to the state and Federal governments to order security agencies to protect his subjects.

Ikyumen, who was accompanied by other traditional rulers decried the sustained attacks and killing of his people and also asked other security agencies deployed to the area to protect the lives and property of his subjects.

He said their life wire of economy is farming, yet his people can’t access their farmland as herdsmen have occupied both houses and the land.
