  • Akume: massive rigging characterised polls in Benue

Last Saturday’s presidential and National Assembly elections were characterised by various irregularities in Benue State, it has been learnt.

The state’s All Progressives Congress (APC) Leader and former Governor George Akume made the allegation against the ruling Peoples Democratic Party (PDP) in the state.

He said: “There was total lack of security to ensure compliance with the Electoral Act and this opened the gate for these irregularities to be carried out with impunity.

“The lack of security, for instance, made it possible for Governor Samuel Ortom, who is supposed to be the Chief Security Officer of Benue State, to become the biggest security violator in the state. He trained and armed a group of criminals whom he calls the ‘Livestock Guards’ and who were meant originally to enforce the anti-open grazing law currently in operation in Benue.

“The ‘Livestock Guards’ have since the approach of elections abandoned their mandate and have become Governor Ortom’s private army authorised to harass, intimidate and even kill those who do not support him. Governor Ortom has also imported police and army uniforms, which he has distributed to the so-called ‘Livestock Guards’ to visit mayhem on defenceless citizens.

“The former head of the ‘Livestock Guards’, Mr Aliyu Teshaku, said in a recent media interview that the ‘Livestock Guards’ are led by convicted criminals whose names he gave during the interview. The activities of these so-called ‘Livestock Guards’ were particularly noticeable in Guma, Gwer West, Gwer East, Gboko, Logo, Kwande and Vandeikya local government areas during last Saturday’s elections.

“To convince the voters in the state that they mean business in their assignment to assassinate anybody who stands in their way – the killer squads – which have been spread across Benue State since February 14, gunned down the APC Chairman in Ohimini Local Government Area, after he left a meeting with his party comrades. It was a clear case of political assassination.

“Apart from killing political opponents, the ‘Livestock Guards’ have been doing their best to cause a breakdown of law and order in Benue by either attacking farmers under the guise of herdsmen or killing or rustling herdsmen’s cattle. All these tactics are aimed at creating an atmosphere of insecurity and scaring away genuine voters and agents of opposing political parties.

“In the targeted local government areas, most of which are in the North West Senatorial District of the state, and even beyond, political thugs employed by the governor’s party, the PDP, had a field day by hijacking ballot boxes and other electoral materials.

“These were then taken to places where the ordinary voter had no access and the ballot papers stamped. Fantastic votes were subsequently allocated to PDP candidates, as dictated by agents of the party, while small votes were allocated to other parties. It is based on these fabricated figures that the INEC in the wee hours of Tuesday morning announced a result indicating that President Muhammadu Buhari had been defeated by Atiku Abubakar with a gap of over 7,000 votes in Benue State.

“A report released by Mr Jimmy Feyisola George of Grass Roots Empowerment IPD, an accredited INEC independent local observer, said the irregularities and manipulations were targeted at Senator George Akume, the senator representing the district, who was also in the race for re-election in last Saturday’s polls.

“The observers noted in their report that the irregularities were most prevalent in voting units at: Binev, Mbaya, Etulo, and Mbaikaan, Mbaatirkyaa, Mbaapen Wards of Buruku local government areas.

“Mbachouhou, Gbaage-Tongov, Deneb Nyamshi, Sengev-Yenge and Tijime wards of Gwer-West Local Government Area (were also affected).

“In Gboko Local Government Area, the malpractices were most common in Yandev, Anshangapa, Ipav, Mbakper and others. The hijacked materials were taken to the house of an erstwhile senator and prominent politician where the mass thumb-printing of the ballot papers was done in favour of the PDP.

“In Gwer-East Local Government Area, the malpractices were prevalent in Mbalom and Ikyonov wards while in Guma and Makurdi local government areas, the malpractices were found mostly in Nzorov, Mbadwem, Saav and part of Abinsi.

“Given the extent of malpractices recorded by the accredited observers, they have called for a cancellation of the results for the North West Senatorial District in Benue State.

“There is a big question waiting for an answer about the ‘Janjaweed-like’ election in Benue State: What is the role of INEC in the farce? This question is very pertinent because for reasons that are very difficult to see, INEC workers appear to have collaborated fully with those involved in this massive electoral heist.

“It is pertinent that a full investigation is carried out to find out what role was played by individuals and institutions in the anti-democratic exercise that took place in Benue State on February 23.”

“I received a report this afternoon that some people were killed in Agatu by suspected armed bandits.

“I’m not sure of the number of casualty yet but I don’t think it’s up to 16.

“We have sent a patrol team to the general area where the incident happened.

“The location where it happened, although is in Benue can better be accessed through Loko in Nasarawa State”.

Yekini, in a statement explained, he had already deployed a patrol team to the area verify what really happened.

Benue State Governor Samuel Ortom described the incident as quite unfortunate and condemnable.

He urged security agencies to move to forestall further attacks on innocent people of Benue State.

Ortom, who spoke through his Chief Press Secretary, lterver Akase, said Benue can’t afford another rounds of killings close to general elections.

“Yes I can confirm that the governor of Benue State met earlier today with the commissioner of Police Mr. Bishi and he confirmed that there was attack in Ebete in Agatu earlier today in which seventeen persons were killed by suspected armed herdsmen.

“We feel that this is unfortunate because the governor has raised an alarm that some persons for political reasons are planning to unleashed armed herdsmen on innocent Benue people, to create fear in the people for political gains,” he said.

  • Military confirms fresh attack on Agatu community

The Commander of a special military task force known as “Operation Whirl Stroke” has confirmed that there was an attack at Agatu Community in Benue early on Wednesday.

The News Agency of Nigeria (NAN) reports that the special military outfit is charged with the task of flushing armed groups out of Benue, Nasarawa and Taraba.

“I received a report this afternoon that some people were killed in Agatu by suspected armed bandits.

Agatu and many other farming communities in Benue have witnessed repeated armed attacks in recent years in deadly episodes blamed on herdsmen.

  • We’ll support Buhari on credible polls, says Ortom

Benue State Governor Samuel Ortom has given assurances of support for steps being taken by President Muhammadu Buhari to ensure free and fair elections.

The governor however kicked against the President’s directive to the military and police to ruthlessly deal with would-be ballot box snatchers.

He said obeying such directive could amount to perpetrating extra-judicial killings.

Obeying such directive, the Governor cautioned, could attract prosecution by the International Criminal Court (ICC).

He urged the military to stick to the rules of engagement during the conduct of the elections.

Ortom, who spoke to newsmen in Abuja Tuesday, said, while he would not condone election rigging, due process must be followed in dealing with those that may be found breaking the law.

The governor said: “It is unfortunate that Nigeria is gradually drifting to a banana republic where the rule of law is not respected and observed.

“A government that was elected democratically is gradually turning into a dictatorship. It is unfortunate for our own President to come out and disregard the provisions of the laws of the land and give orders for extra-judicial killings in the state and torture against innocent Nigerians.

“Let me say unequivocally that I am completely against the rigging of any form by any political party. It is wrong and we do not need that.

“For me, I did not rig election to become governor. But the truth of the matter is that we have laws. And I expect that Mr. President who is the chief custodian of the constitution of the Federal Republic of Nigeria, should protect our constitution and the laws of the land. It is unfortunate that Mr President gave that order.

“I was just reading from the social media the reaction of the military that they are going to obey the directives of Mr President to the letter. It is unfortunate. This cannot stand, this cannot hold.”

He added: “I want to advise those who are in the military, police and the other security agencies that they should know that they are also Nigerians.

“Today, they are serving the public; tomorrow they will not be there. Maybe some of them will become politicians like some of us are.

“It has happened in the past and it will happen again. And I also want to remind them that the day of reckoning will definitely come when they will be alone to give account of their stewardship.

“So, I want to advise them to respect the rules of engagement based on the laws of the land. No matter the directives of Mr President. The police, army, DSS and all other security agencies should be professional rather than taking arbitrary directives. This is not correct. In a democratic set up, things must be done rightly”.

  • Late arrival of sensitive materials may delay voting in Benue

Indications on Friday are that there is likelihood of delay of Saturday’s Presidential polls in several local government areas of Benue state.

Although security and other logistics arrangements by INEC, security agencies and both federal and state governments appear to have ran smoothly, sensitive materials arrived from Abuja to Makurdi late on Friday afternoon.

INEC spokesman, Mr. Andya Terkaa told The Nation on Saturday that the delayed arrival was bound to affect things on Saturday, especially as security considerations makes night travel to distant local government areas impractical.

  • Fears over fate of IDPs votes in Benue

Internally-Displaced Persons ( IDPs ) are being disenfranchised and mischievous politicians may be manipulating votes in IDP camps, civil society activists have alleged.

Although INEC spokesman, Mr. Andya Terkaa, told The Nation that everything was being done to enable all displaced persons with PVC to vote, the Benue State Civil Society Coalition says it discovered arrangements were made for voting in only two out of the eight existing IDP camps.

Since the bloody bandits’ attacks that reached a high point in January last year, thousands of displaced Benue indigenes have remained in IDP camps amidst unconfirmed reports that some individuals who dared to return home were being shot by unknown assailants.

“We went to great lengths to sensitise IDPs to vote and more than twenty thousand of them collected PVC but only those in two camps are to vote,” the coalition’s Executive Director, Ms Helen Tegh Tegh told The Nation during an interaction at the office in Makurdi on Friday.

“The two IDP camps where voting is really taking place are Anyin and Ugba camps, both of which are in Logo local government area.

“For reasons of security, lack of transport fare and loss of homes during last year’s attacks, thousands of IDPs who were told to go and vote in their respective villages will not be able to use those votes,” Helen Tegh Tegh who is also the Executive Director of Community Link Initiatives stated.

However, INEC asserted that there is no problem to worry about.

According to INEC spokesman, Andya Terkaa, the commission did a profiling of ODPs and made provision for adequate number of voting points after realizing that most IDPs cannot go home to vote.

“The profiling data was taken to Abuja for further analysis and approval and now, the commission is providing IDP Voting Points so that people will not be disenfranchised.

“In normal polling units, there would be just one or two ballot boxes but several will be provided at the Voting Point, based on the profiling and if it means giving them fifteen ballot boxes, the commission will give them,” he explained.

  • Court orders EFCC, banks to pay Benue N100m

A Federal High Court sitting in Makurdi on Tuesday ordered the Economic and Financial Crimes Commission ( EFCC ) United Bank of Africa, UBA and Fidelity Bank to pay Benue state government N100 for freezing its accounts last year.

Delivering judgement in the suit number FHC/MKD/CS/46/2018 filed by the Benue State Government challenging the legality of the EFCC freezing its accounts, Justice Mobolaji Olajuwon ordered the anti-graft commission to pay the Benue State Government the sum of N50 million as damages, while UBA and Fidelity are to each pay the sum of N25 million.

Justice Olajuwon stated the Benue State government accounts frozen do not fall within the classes or categories of accounts liable to be frozen by the EFCC.

She declared the action of the EFCC as illegal, null and void, saying the order to the affected Banks to freeze Benue State accounts was not obtained from a Federal High Court.

The Judge thereafter granted an order of perpetual injunction restraining EFCC from further freezing Benue State Government accounts domiciled in financial institutions.

Benue State Attorney General and Commissioner for Justice, Mr. Michael Gusa described the judgement as sound, adding the Governor Samuel Ortom’s administration believes in the rule of law and due process and would not fail to challenge any act of illegality on the State.

It will be recalled a few days after Governor Samuel Ortom defected from the All Progressives Congress (APC) to the Peoples Democratic Party (PDP), the EFCC ordered the freezing of the accounts of Benue State Government in UBA and Fidelity Bank on the premise that the Governor’s security vote was being investigated.

The State through the office of Attorney General and Commissioner for Justice approached the court seeking a declaration that EFCC acted against the law when it directed the banks to freeze its accounts.

  • FG rehabilitates 250km of Calabar-Ogoja highway

Rehabilitation works are ongoing on the 250km of the Calabar-Ugep-Ikom-Ogoja Highway, the Federal Controller of Works, Federal Ministry of Power, Works and Housing in Cross River State Bassey Nsetip has stated.

The road, which is the nerve of the state, runs 330km from Calabar in the southern part of the state up to Ogoja local government area in the northern part terminating at Gakem at the Benue State border.

The road connects connecting almost the entire 18 local government areas of the state.

The road, which has been in a state of disrepair for decades, had been a source of agony for road users who often spent about 10 hours or more on the road travelling from Calabar to Ogoja local government area due to its poor state.

Nsetip said three different contractors are handling the rehabilitation of the road and the quality of the job was good. According to him areas rehabilitated would not last less than 20 years.

The Controller, who led an inspection to check parts of the road already completed and those still ongoing said this particular road was vital to the life of the state.

He said by the time they are done, commuters would have a smooth ride all the way from Calabar to Ogoja reducing travel time to just about four hours.

“It is a very important road in the state. In fact it is the main arterial Federal Road we have in the state. It connects all the local governments to the state from the south up to the north.

“It is a very important road and the Federal Government has been maintaining the road to ensure that business does not collapse here.

“You know the road is the life wire of the economy and if you want to shut down Cross River State, you shut down this road.

“From Calabar to Ugep that used to be three hours, is now one and a half hour from Calabar.

“If ask the people, they are very happy. We have 250km we are working on right now. Areas we are not working on are areas that are still okay,” he said.
