Onoh proposes referendum for Biafra Agitators, condemns killing of soldiers

Following the deaths and other forms of violence recorded on Thursday’s Biafra Day commemoration at the Obikabia junction in Ogbor Hill, Abia State, the former campaign spokesman of President Tinubu in the zone, Dr. Josef Onoh, has suggested that the agitating States should be allowed a referendum to know if separation from Nigeria is a majority opinion of the people in the south east.

Onoh said that after the referendum, any State that opts out will cut off from all ties with Nigeria and if any of such State unleashes any act of terrorism on any part of Nigeria, such a state will be visited with war and the Armed Forces will fully engage them from a point of war.

Onoh commiserated with the Army who lost their men in the unfortunate incident and families of other Nigerians who lost their beloved one in the “cowardice act.”

He noted that Nigeria soldiers were not trained to be killed by those they were trained to protect, regretting that the revise has become the case with the Nigeria soldiers being on the defensive.

According to Onoh: “The south east Governors should come together and engage these Agitators, jointly than separately which has been the major loopholes these criminals have leveraged on to constantly unleash mayhem in the region.

“I’m disappointed that all the elites and billionaires including politicians are dancing owambe in other safe regions of the country while remaining silent as their region is besieged by criminals. They would rather spend their wealth on police protection with some having more police men attached to them than the president himself. If the president declares state of emergency in the south east to contain the situation they will condemn him and bring in tribal and political sentiments.

“Today in the south east, both economic and infrastructural development has declined, they work from Tuesday to Thursday, Fridays is now for burials, Saturdays for weddings and traditional marriages, Sundays for thanksgivings and child dedication and the Almighty Monday is now for resting and house chores. What a shame on once a vibrant region.

“Clearly ESN, IPOB and their associates are not to blame, rather it’s the attitude of 99% of people resident in the south east and their selfish exploitation of the sit-at-home to their own comfort that has fuelled the situation. They even circulate propaganda videos on social media 24 hours before each sit-at-home just to promote fear and ensure they don’t go to work or open the markets. I say shame on them. The residents even frustrate the efforts of their respective governors hence defeating the very purpose these governors have attempted to individually contain.

“Finally our brave men and women of the armed forces have sacrificed a lot to be killed for nothing, the inaction of the police hierarchy during the endsars protest that saw criminals killing and beheading police officers have rise to the mayhem we face today and the boldness of burning police stations.

“We only have one country, I can comfortably call the chief of army staff a southeastern, as a personal friend I know his capabilities and his formidable exploits in taming the criminal elements in the region when he was the GOC and I urge him to ensure that our brave soldiers did not die in vain, ensure their families find closure in a matter of days.”

…IPOB raises alarm over alleged plot to kill members by FG

The Anambra State Police Command Friday declared that no arrest of members of Indigenous People of Biafra (IPOB), has been made in the state.

The State Police Public Relation’s Officer (PPRO), Princess Nkeiruka Nwode, told The Nation Friday  in Awka that the command had no problem with IPOB members since after the proscription.

She said Friday members of the group had been peaceful and going about their normal businesses including the residents in the state.

Meanwhile, members of the group had been hiding since the proscription in the state, while the sales of IPOB insignia, flags among others are no longer being displayed at public places.

However, the group yesterday raised the alarm that the federal government was planning another round of massacre against the members.

This was contained in a statement yesterday in Awka which was sent to reporters by Emma Powerful, Media and Publicity Secretary for IPOB.

According to the statement, “We the family of Indigenous People of Biafra (IPOB) worldwide under the command and leadership of Mazi Nnamdi Kanu wish to urgently draw the attention of the civilized world to the dastardly plot being perfected by Nigeria against peaceful unarmed members of IPOB residing in Biafra land in the next few weeks”

“IPOB Intelligence Unit has uncovered elaborate plans by the government to incriminate IPOB members in order to justify their controversial and unpopular proscription of IPOB with the attending laughable tag of terrorist organization against a world recognized peaceful movement”

“The government has resolved to commence another round of their periodic genocide of innocent civilians across South East and South-South, within the next few weeks under the cover that IPOB is a terrorist organization”

“They have concluded plans to kill as many people as possible. They want to spread terror, intimidation and instill fear in the minds of those that will survive this massacre and cause our people to renounce or abandon their legitimate quest for freedom”

“The plan is to bring the people of old Eastern Region to submission before 2019 presidential elections’

“In the meeting where they concluded this devilish line of action, they boasted that they have succeeded in bringing some South East and South-South politicians, especially South East governors under their control, what was left for them was to complete the conquest and subjugation of entire Biafraland and the youths”

“It is presently clear that a special squad has been trained to spearhead and carry this plot to the letter. The plan is to trigger an ethno-religious crisis of immense proportion as a prelude to unleashing what they termed the final solution to the Igbo question in Nigeria” IPOB said.

Meanwhile, one of the Igbo leaders and the Founder of Ogilisi Foundation, Chief Rommy Ezeonwuka, has called on governors of South East states to take a more holistic approach towards ending the spate of agitation for Biafra.

He told reporters Friday in Oba, Idemili South council of Anambra that the decision of the governors to proscribe IPOB was hasty and may not lead to the end of activities of Biafra agitators.

He attributed the perennial call for actualization of Biafra to the yearnings of the souls who died during war for proper burial.

The spiritual leader, who lauded the unity among the governors, urged them to unanimously decide on how the souls of those who lost their lives during the civil war between 1967-1970 and related struggle would be reburied and appeased.

Ezeonwuka said only such a befitting burial and memorial would appease the Biafran Spirit, which had taken over minds of most youths across the South East and South South regions.

He said it was a popular practice among countries in the world to remember the souls that were lost during wars and natural disasters.

“But the governors have not done enough research in it before their decision to proscribe the IPOB, there is a spiritual aspect of what is going on, the souls that died during the war are still hovering because they have not been recognized and buried”

“As a spiritual person, I can tell you that those souls that were lost are still alive, they have possessed our youths that is why they are calling for Biafra even at the risk of their lives”

  • Association warns Deltans against Biafra agitators

EMEDE Grammar School Old Boys Association, EGSOSA, Emede, Isoko South local government area of Delta State has warned Deltans against giving any form of support to Biafra agitators, describing the South East region of Nigeria as not easily accessible in trade and mineral resources.

The association, which gave this warning during the re-union after 44 years of the Alma-mater celebration, had also requested the Biafra agitators to make clear their national quota contribution to the development of the nation Nigeria.

In a statement by the Niger-Delta Zonal President of Emede Old Students Association and former president general of Oleh Community Develop-ment, Chief James Okpighe it said the restructuring of Nigeria economy is the answer to the present recession.

Police on red alert over planned actions by Biafra agitators

Policemen are on red alert across the country ahead of the planned protests by Biafra agitators on Tuesday.

The Indigenous People of Biafra (IPOB), Movement for the Actualization of the Sovereign State of Biafra (MASSOB), Biafra Independence Movement (BIM) and other groups want to shut markets and stage protests in the Southeast and some other parts of the country to back up their agitation for Biafra,.

The police said yesterday that they were deeply concerned with the security implications of the planned actions and urged the groups to shelve their plans in “the interest of national security.”

Moshood Jimoh, the Force Public Relations officer, said in a statement in Abuja that the protests were part of renewed hostilities and subversive propaganda aimed at undermining law and order in the Southeast by these groups, their associates, sponsors, apologists and sympathisers.

He said: “Consequently, the Commissioners of Police in the affected states and their supervising Assistant Inspectors General of Police, have been directed by the Inspector General of Police to be strict, polite, civil and firm in dealing with the situation and put all the Police Personnel and Police Anti-Riot equipments on red alert to deal decisively in accordance with the law with any eventuality from these groups, that can disrupt commercial activities, vehicular movements and safety of lives and properties in some states of the federation considered to be flash/vulnerable points which have witnessed the unfortunate disturbance of public peace by these groups in the recent past.

“The Force sees the activities of these groups as not only unlawful but highly provocative and capable of causing breach of the peace currently being enjoyed in the Southeast states and other states of the federation.

“The planned protests and orders of market closure and illegal unilateral self-imposed restrictions of vehicular movements by these groups in the affected states should be disregarded by all well-meaning Nigerians.

“The Nigeria Police Force hereby advise members of the public to go about their lawful duties and other responsibilities without any fear or apprehension as adequate security arrangements have been put in place for the safety of every Nigerian throughout the country by Nigeria Police Force and other security agencies.

“ The Nigeria Police Force is not unaware of the rights of every Nigerian to freedom of expression, peaceful assembly and association and freedom of movement as essentials of democracy provided by the 1999 Constitution of the Federal Republic of Nigeria as amended, particularly sections 38, 39, 40 and 41.

“However, these rights must be observed with decorum, in good faith and without violating the rights of other millions of Nigerians to free movements and access to public/private facilities and their means of livelihood on daily basis.

“The Nigeria Police while observing the rights of all Nigerians as stated above, is equally conscious of the fact that these rights are not absolute as section 45 of the same Constitution provide for derogations to these rights.

“Consequently, the Police will resist the action(s) of any person or group of persons for whatever course that is against the interest of public defence, public safety, public order, public morality and a threat to the rights and freedom of other Nigerians.

“The Force will continue to Police the country based on international core values and best practices and operate within the Principles of Democratic Policing but will not succumb and tolerate criminal activities of any group(s) under any guise to cause disturbance of public peace and unleash mayhem on innocent Nigerians anywhere in the country.

“ As a result, the Police Force is hereby calling on the Indigenous People of Biafra (IPOB), the Biafran Independence Movement (BIM), the Movement for the Actualization of the Sovereign State of Biafra (MASSOB) to consider the consequences of their actions and activities and without delay and call themselves to order in the interest of National Security, and safety of lives and properties of every Nigerian across the Nation as the full weight of the law will be made to bear on violators of the laws.

“The Nigeria Police Force will not hesitate to deal decisively with any group(s) and their sponsors that attempt to cause disturbance of the peace or carry out any unlawful demonstration, unlawful assembly/procession or gathering and public disobedience that can jeopardise law and order and harmonious co-existence within and amongst Nigerians throughout the country. The fact that freedom of expression as one of the dictates of democracy is being observed by the Police, should not be misconstrued as liberty by any group(s) for sectional or group interest to violate the laws and cause mayhem, confusion and apprehension in the minds of more than about one hundred and seventy Millions Nigerians.

“The Force will continue to carry out its Constitutional duties and other statutory responsibilities in accordance with the law of the land and for the utmost protection of lives and properties of all Nigerians across the country”.

  • Buhari to Biafra agitators:  Drop the idea of Nigeria’s break-up

Buhari to Biafra agitators:  Drop the idea of Nigeria’s break-up

President Muhammadu Buhari on Thursday reiterated the essence of the unity of Nigeria, urging those contemplating its break-up to have a rethink.

He made the call while speaking at a meeting with the Council of South-East Traditional Rulers at the State House, Abuja.

Buhari, in a statement by the Senior Special Assistant on Media and Publicity, Garba Shehu, warned that the question of having another country out of Nigeria was misplaced.

“The question of having another country out of Nigeria is going to be very difficult.  From 1914, we have more than 200 cultures living with one another. God had endowed this country with natural resources and talented people.  We should concentrate on these and be very productive,” the President said.

Addressing specific issues raised in the address by the traditional rulers, the President gave assurance that the South-East will also benefit from the new railway architecture being put in place by his administration.

On their request for more representation for the South-East in his government, the President said that he was “very conscious of the sensitivities of the South East”, on account of which, he gave the region’s four out of five states Senior ranking Ministers in the Federal Cabinet.

President Buhari used the occasion to appreciate the good work of the Ministers from the region in the federal government, saying that they are doing very well for the country.

He appealed to the traditional rulers from the South East to persuade their people to give his government a chance and to continue to serve as beacons of culture and traditions of their people.

He assured the delegation that kidnapping and cattle rustling, which he described as “unfortunate” will be the government’s next target, now that “we have managed to calm down the North-East.”

In taking note of the profuse commendation for his administration’s war against corruption and insecurity by the traditional rulers, President Buhari expressed frustration at the endless nature of some ongoing trials, citing some of the cases as going far back to the tenure of former President Olusegun Obasanjo.

“We are asking the judiciary to clean itself. Nigerians are tired of waiting. They want some actions,” he stated.

The President said he hoped that the Acting Chief Justice of Nigeria and Attorney-General of the Federation will come to some form of agreement by which specially designated courts will give accelerated hearing to some corruption cases that are pending, arguing that “we want Nigerians to know we are serious.”

Earlier in his address, the Chairman of the South East Council of Traditional Rulers,  His Royal Majesty, Eze (Dr) Eberechi N. Dick (JP), had made requests for roads, other projects among other issues, even as he assured the President of their support for his leadership and programmes.

According to a copy of the presentation to the President at a closed-door meeting obtained by our correspondent, Dick urged the President to consider some of the demands made by Biafra agitators including the Indigenous People of Biafra (IPOB).

Stressing that they are not against one united Nigeria, the group said that there was need for the government to look at some of the grievances.

He said that the group has continued to preach to the agitators for peaceful dialogue and respect for the rule of law.

He said: “On the issue of the agitation by some of our youths like IPOB and others for a Biafran Republic. We have continued to engage and preach to them that every problem of the nation can be best resolved through peaceful dialogue and respect for the rule of law.

“While, we re-assure Your Excellency of our total belief in one united and indivisible great nation of ours called Nigeria, we also want to call the attention of the federal government to some of their mentioned grievances for serious considerations, which includes:

“Neglect of the South East in the Amnesty Programme, deplorable state of Federal Roads and other infrastructure in the South East.

“Relegation of oil Producing States of the South East in NDDC projects and exclusion of the South East in key federal appointments.

“Anti-nationalistic treatment of Igbo people by other Nigerians. We also want to call the attention of Your Excellency to the criminal activities of kidnappers, some cattle herdsmen which are posing serious security challenges to the people of South East.

“In the recent times, so many lives and properties worth billions of naira have been lost. While the Governors and Traditional Rulers of the zone have been managing the situation, we want to call on the federal government to use all the instruments of power and resources available to you to come to our aid and rescue.

“May we also use this opportunity to call the attention of Your Excellency to the injustice meted out to one of us (HRM Eze Samuel Agunwa Ohiri, the Chairman, imo state Council of traditional Rulers) by the previous administration,” he said.

Police arrest 14 MASSOB protesters at anniversary

The Police averted a bloody scene in commercial city Onitsha yesterday as separatist group Biafran Independent Movement (BIM), led by Chief Raph Uwazuruike, marched through the streets.

No fewer than 14 people were arrested during and after the protest, according to police spokesperson Nkeiruka Nwode.

The protesters marched through Okpoko and to other streets, with placards marking the 17th anniversary of the Movement for the Actualization of the Sovereign State of Biafra (MASSOB).

Uwazuruike was leader of MASSOB until a crisis broke out following which he established BIM.

Anambra Central Zonal Leader of BIM, Chief Vincent Iloh, said the government should allow the Biafran agitators have their own independent state “since the amalgamation of Nigeria in 1914 expired in 2014.”

He said: “Let the whole world know that we are resolute in our stand for a Biafra Republic. It is not compulsory that we shall remain one indivisible nation so they should allow us to go to our Promised Land,” he said.

Iloh praised Uwazurike’s “resilience,” saying he started the renewed struggle for Biafra on September 13, 1999. He said those working to destabilise the struggle would not succeed.

He urged the Igbo nation to support MASSOB- BIM and called on the international community to help in actualising the Biafra struggle.

The Anambra State Joint Security Task Force cordoned off parts of the Onitsha –Owerri road.

The MASSOB-BIM Director of Information, Anambra North zone, Charles Igbokwe, said some of their members marching towards Amazo Oil along the Onitsha –Owerri road were arrested.

The police spokesperson said nobody was shot or killed, adding that 14 persons were arrested.

The MASSOB leaders also held 17th activities of MASSOB in Calabar, Port Harcourt and addressed a news conference in Lagos.

President Muhammadu Buhari insisted yesterday that Nigeria’s unity is not negotiable.

He urged those nursing the ambition of creating Biafra State in the Southeast to forget it.

He vowed to continue working for Nigeria’s unity and urged youths to make this country great again through pursuit of knowledge, patriotism and commitment to values that promote national unity.

Speaking to over 100 Youth Corps members serving in Daura local government who visited him, he said: “I asked for those from the other extreme of Nigeria because I very much appreciate the NYSC scheme and whenever I see (former Head of State) Gen. (Yakubu) Gowon, I always thank him for that.”

Directing his attention specifically to corps members from the Southeast, the President said: “Tell your colleagues who want Biafra to forget about it.

“As a military commander, I walked from Degem, a border town between the North and the east, to the border between Cameroon and Nigeria.

“I walked on my foot for most of the 30 months that we fought the Nigeria-Biafra civil war, in which at least two million Nigerians were killed.

“We were made by our leaders to go and fight Biafra not because of money or oil, because oil was not a critical factor then, but because of one Nigeria.

“So if leaderships at various levels failed, it was not the fault of the rest of Nigerians who have no quarrel with one another.

“So, please tell your colleagues that we must be together to build this country. It is big enough for us and potentially big enough in terms of resources.

‘’Those who work hard will earn a respectable living. I have seen this country, I fought for this country and I will continue to work for the unity of this country.’’

Buhari urged the youth to remain focused in life, pursue their dreams and reject those fanning embers of discord and disintegration of Nigeria.

He praised the vision of Gen. Gowon for setting up the NYSC scheme in 1973.

The President said the scheme had creditably promoted national unity and cohesion by exposing young people to the uniqueness and cultural diversity of the country.

Daura Local Government Corps Liaison Officer Egbewunmi Adebolu , thanked the President for the honour of receiving them and making their stay in Daura memorable.

He said youths strongly believed in the programme of the President to reduce unemployment and create jobs for more Nigerians.

He thanked the President for his personal gifts of cows, bags of rice and cash to corps members in the community for Sallah celebration.

    Buhari lashes Biafra agitators

President Muhammadu Buhari yesterday lashed out at agitators for a break-up of the Southeast from the federation in the name Biafra.

He said his administration would ensure continuous existence of Nigeria as a united entity.

Leader of the Indigenous Peoples of Biafra Nnamdi Kanu, is on trial for treason at the Federal high court inAbuja.

Speaking at the palace of the Emir of Katsina, Alhaji Abdulmumini Kabiru Usman, as part of the activities of his official visit to his home state, the President recalled that over two million Nigerians were killed during the 30-month civil war between 1967 and 1970.

“But recently, some people who were not even born during the war are saying they want to divide Nigeria.

“I always say the civil war was fought for the unity of Nigeria because then we hadn’t even discovered oil let alone enjoying it. But two million people were killed,” he said.

The President added:  “the way the Sahara is advancing, with Boko Haram, growing number of people and uncertainty over rainfall, in a land where we fought civil war leading to the death of about two million, for someone to just say he will chase us out? So where do we go?”

The President who admitted that he knows the difficulties that Nigerians are passing through said government was doing everything possible to change the fortunes of the nation for the better.

He urged Nigerians who have land to embrace farming “while those who don’t have should learn a trade”.

He urged traditional rulers to spearhead the campaign for peaceful and harmonious co-existence among the diverse socio-political groups in the country.

He said the call had become imperative in view of the activities of some groups which are preaching hatred, disunity and divisive tendencies among Nigerians for their selfish motives.

He enjoined all Nigerians to always ignore those individuals and groups calling for the break-up of Nigeria.

He also called on community leaders across the country to introduce monthly or quarterly meeting in their respective communities to address issues concerning their welfare.

According to him, such meeting will provide solutions to some challenges facing the people rather than awaiting government intervention to resolve such problems.

President Buhari enjoined leaders to always be honest and straightforward while dealing with the people in order to ensure good upbringing of the younger ones in the society.

The Emir accused the immediate past administration of Goodluck Jonathan of abandoning the contract for dredging of River Niger noting: “inland water way is the wealth of the nation and these people don’t want it here”.

Emir Kabir who urged residents to intensify prayers for the president said there are enemies within and outside.

“We know there are saboteurs but we will finish them with prayers” the Emir said and requested for the renovation of dams in the state so as to boost irrigation farming and water supply.

The President paid a similar visit to the Emir of Daura, Alhaji Umar Farouk Umar, where he reassured Nigerians that his administration would continue to promote programmes and policies that would ensure unity, stability and development of the country.

According to him, the 2016 Budget of Change, just signed into law, represents a major step in delivering a new opportunity for Nigeria.

He said despite the challenges, his administration has the will, resourcefulness and commitment to not only secure Nigeria and rebuild the economy but also deliver prosperity to the people.

The president hails from that town.

Special prayers were offered for the nation and its leaders at the palaces of the two emirs

Buhari to Biafra agitators: I won’t compromise Nigeria’s unity

•Our unity not subject of debate
•Obi of Onitsha says secession futile

Pro-Biafra protesters got a reply on their efforts yesterday from  President Muhammadu Buhari: no compromise on Nigeria’s unity.

Buhari who broke his silence on the agitation triggered by the recent arrest and detention of the Director of Radio Biafra, Nnamdi Kalu, declared that he was not in office to preside over the balkanisation of the country.

He had the backing of a leading traditional ruler in the Southeast and Obi of Onitsha, Nnaemeka Alfred Ugochukwu Achebe who asked the protesters to shelve the idea of secession from the rest of Nigeria.

“The corporate existence of Nigeria as a single entity is not a subject of debate and will not be compromised,” Buhari affirmed in a message to the investiture of Achebe as the 7th Chancellor of the Ahmadu Bello University (ABU), Zaria.

The message was delivered by the Minister of State for Education, Professor Anthony Onwuka, who himself is from the Southeast.

He said:”the country is currently facing challenges of insurgency and other forms of insecurity that has become a threat to Nigerians to live their country and be educated in their country.

“The security situation in the country entails that every Nigerian must discharge his responsibility in bringing about peaceful coexistence.

“The menace of insurgency and actions of some people agitating for dismemberment of this country will be surmounted.

“I therefore sound a note of serious warning that the corporate existence of Nigeria as a single entity is not a subject of debate and will not be compromised.”

On the state of education in the country, Buhari pledged to “put our education system back on sound track.”

Universities, according to him, “should on their  own part key into the wave of change across the country. As pacesetters, the universities must avoid any corrupt practices.”

Although Obi was cautious in his prepared speech on the unrest in the Southeast and other parts of the country, he later said in an interview with reporters that pro-Biafra agitators should have a rethink.

He said the agitation violates Nigeria’s constitution of the country and the principles of democracy.

The traditional ruler drew their attention to the inherent dangers involved in their action, emphasising that Nigeria remains a united and indivisible country irrespective of the numerous challenges.

He urged them to channel all their grievances through their elected representatives in the National Assembly for consideration, rather than embarking on violent protests that could result in breakdown of law and order in the region.

He said the renewed agitation for a Biafran state would not solve the various economic and social problems confronting the Southeast zone or add any value to the development and progress of the entire country.

The geo-political zone, he said, remains an integral part of Nigeria and the leaders from the area so much believe in the unity of the country and would always work towards sustaining such bond.

In his prepared speech, he said:”we may have lost our bearing as a nation with the discovery of petroleum in the 50s. A false sense of national wealth has turned us into a nation of frolickers and hustlers, who are fighting one another for a greater share of the proverbial national cake, and spending it extravagantly, rather than leveraging the God given windfall to build a stable, diversified, and more prosperous nation.

“As the volume of production and market value of petroleum have fallen, that is, as the national cake has shrunk in size, the competition and struggle for a stake in that cake has become more intense.

“Thus, today, there is tension everywhere – Niger Delta, Boko Haram, MASSOB, industrial strikes, armed robbery, kidnapping, ethnic rivalries, tension between and within the political parties, etc. The sum total is that, our national mindset, particularly amongst the upper and middle classes, which includes most of us in this audience, has been focused on the consumption, rather than the creation, of our national wealth.”

He added:  “we spend unbelievable amounts importing petrol and subsidizing its retail price whilst our three refineries with adequate capacity to meet our national requirement are literarily moribund, despite huge sums spent on endless turn around maintenances; smaller and less endowed countries successfully operate their own refineries optimally and do not suffer scarcity.

“Nigeria is probably the largest importer of electric generators in the world despite our endowment with natural sources of energy, such as petroleum, coal, hydro and solar energies, and the huge sums spent by successive governments on the power sector. On the other hand, a smaller country, Ghana, takes gas from Nigeria and generates most of its electricity requirements.

“Our food import bill, spent mostly on rice and wheat, is about $22 billion annually, yet our country is blessed with vast arable land and a large population of young jobless people that can be usefully deployed to agriculture.

“Road construction in Nigeria is more expensive than most parts of the world, yet our roads are breaking down faster than we build them because the traditional mode for heavy haulage, namely, railways, pipelines and waterways, are comatose; a trailer load of petrol from Mosimi to Maiduguri causes more damage to our roads than the value of the product being transported.

“A majority of our state governments have recently taken the so-called “bailout loans” for recurrent expenditure, meaning that future generations are being inflicted with the burden of the profligacy of the current generation.”

  • Why Biafra agitators must be stopped, by lawyers

Why Biafra agitators must be stopped, by lawyers

Forty-five years after the civil war, which signalled Biafra’s death, Nigeria is again facing a secession threat. A group, the Indigenous People of Biafra (IPOB) is behind the separatist campaign. In the past one week, it has marched through some Southeast and Southsouth states whipping up the Biafran sentiment. How far can it go? ADEBISI ONANUGA reports.

Biafra died 45 years ago, following the end of the civil war. But a group, the Indigenous People of Biafra (IPOB), is not giving up on the fanciful dream. In the past one week, it has marched through some Southeast and Southsouth states, whipping up the Biafran sentiment. The group is believed to have taken certain steps toward the actualisation of its dream. A new beer – Hero – with the rising sun as its logo has been launched in the Southeast. The rising sun was the symbol on the Biafran flag.

    • Kanu
    • Kanu

IPOB is taking off from where the Ralph Uwazuruike-led Movement for the Actualisation of the Sovereign State of Biafra (MASSOB) seems to have stopped. Last week’s protests in Enugu, Asaba (Delta), Owerri (Imo), Aba (Abia) and Port Harcourt (Rivers) were sparked by the arrest of London-based Radio Biafra Director and IPOB promoter Nnamdi Kanu on his arrival in Lagos. His people are demanding his unconditional release.

Kanu was accused of peddling hate speeches against Nigeria and its leaders.

To some, the demontrators are wasting time. But others believe they should not be treated with kid gloves.

Former President Olusegun Obasanjo called it a fake agitation, saying those behind it only want to draw attention to themselves to make money.

Another former Head of State Gen.  Yakubu Gowon said Biafra died in 1970 after the civil war, adding that those agitating for it now are misguided.

But political observers see the development in another light. They said there was the need for the government to be cautious, especially now that the fight against Boko Haram, which also declared a Caliphate State, has not yet been won.

    Igbo divided

The renewed agitation for Biafra has split the Igbo. Some believe there is no justification for it.

A pro-Igbo group, the Igbo Information Network, led by Chuks Ibegu, argued that the agitations may not be unconnected with hidden selfish interests.

It sees the trend as  an attempt by those who want to capitalise on the past and railroad the region into another “avoidable civil war”.

Those agitating for Biafra argued that the Southeast and Southsouth have suffered too much marginalisation; that successive government has refused to restructure Nigeria into true federalism; and that there is still oppression  against the people 45 years after the civil war.

    The law and secession

The 1999 Constitution and the Criminal Code view any act of aggression or  any act to levy war on the state as treason.

According to a lawyer, Onyekachi Wisdom Duru, treason is a capital offence, which is defined by Section 37(1) of the Criminal Code Act as: “Any person who levies war against the state, in order to intimidate or overawe the president or the governor of a state is guilty of treason and is liable to the punishment of death.

“Any person conspiring with any person, either within or without  Nigeria, to levy war against the state with the intent to cause such leving of war as would be treason if committed by a citizen of Nigeria, is guilty of treason and is liable to punishment of death.”

Section 38 of the Criminal Code states: “Any person who instigates any foreigner to invade Nigeria with an Armed Force is guilty of treason and is liable to the punishment of death.

The offence of Treasonable Felony is defined by  Section 41 of the Criminal Code as: “Any person who forms an intention to effect any of the following  purposes that is to say: To remove during his term of office otherwise than by constitutional means the President as Head of State of the Federation and Commander-in- Chief of the Armed Forces thereof; or to likewise remove during this terms of office the Governor of a state or to levy war against Nigeria in order to put any force or compel the President to change his measures or counsels, or in order to put any force or constraint upon, or in order to intimidate or overawe any House of the National Assembly or any other legislative or legislation authority or to instigate any foreigner to make any armed invasion of Nigeria or any of the territories thereof and manifests such intention by an over act is guilty of a felony and is liable to imprisonment for life.”

    Lawyers’ reactions

Constitutional lawyer Felix Fagbohungbe (SAN) described the agitation as unnecessary and diversionary.  He asked Southeast leaders to call youths, who are agitating for a state of Biafra to order.

“The reason for this is that it is going to divert the attention of the present government and will lead to nowhere.

“The situation that presented itself for the agitation that led to the civil war, those factors are no longer present in the Nigeria of today. Therefore, it is not a realisable objective or mission,” he said.

Fagbohungbe argued that charging the agitators with treason would amount to giving unnecessary publicity to their illicit ambition.

Besides, he said Kanu’s arrest was unnecessary. Fagbohungbe advised strongly that the fresh agitation for Biafra state should be played down.

He urged the government to suspend Radio Biafra. “It is for the Federal Government to invite all the leaders of the Southeast, including the governors and political leaders, to a meeting to discuss how to stem the agitation. Charging them to court for treason would make them more popular and bring them to the attention  of  the world as if something serious is happening.  It is a storm in a tea cup.

“It should not be countenanced because it is not a realisable mission. Biafra has long ended.”

A Lagos-based lawyer and lecturer at the University of Lagos, Wahab Shittu, believes the agitation for Biafra is not justified.

“There is no justification for it in the sense that there is no indication that the Igbo section of Nigeria is marginalised. They are not. If the Igbo are complaining, all others should be complaining too. But we have a government in place that is sensitive and trying to repair the rot perpetuated by previous administration.

“So, this is not the time to castigate this government. This is the time that we should all support the government to correct the wrongs of the past years,” Shittu said.

He said the crisis engendered by the agitation should not be treated with kid’s gloves, stressing that it should be seen as a very serious matter.

This, he said, is because violence in other parts of the world usually starts with little skirmishes.

“So, it is important for the government to treat it with the highest priority and attention,” he said.

To him, it is high time the government began to engage opinion and political leaders and interest groups in a systematic and sustained dialogue to identify whether the project emanates from the genuine aspiration of the people or is largely sponsored by certain elements to destabilise the polity.

“It may have been sponsored by people who are bent on sabotaging this government. So government must move very swiftly and to nip the crisis in the bud before it escalates.

“It is important for government to identify these saboteurs and then examines the relevant legislation and see whether they can be prosecuted within the frame work of our laws.”

  • Fear heightens in South-East as Biafra agitators step up protests, recruitment

Fear heightens in South-East as Biafra agitators step up protests, recruitment

    • Iwuanyanwu, civil war veteran, other Igbo leaders condemn protesters

In the manner that a gentle breeze snowballs into whirlwind, the agitation of the Indigenous People of Biafra (IPOB) and Movement for the Actualization of the Sovereign State of Biafra (MASSOB), which began as an innocuous event, appears to have assumed a disturbing dimension. In the last one week, the agitators have staged series of protests across the region and parts of Delta State, paralysing commercial activities in the process.

Findings showed that the development has caused anxiety among the people who now fear that the agitation may compound kidnapping, armed robbery and other anti-social activities that have bedevilled the region over the years, and metamorphose into acts of terrorism if it is not nipped in the bud quickly.

A worried respondent said: “In the past one week that the agitators started the protests, we have been living with the fear that the region may come under a new regime of insecurity.

“If care is not taken, this may transform into another form of terrorism that would compound the challenges of kidnapping and armed robbery in our area.

“Something urgent should be done to spare us and our land of acts that are capable of causing bloodshed.”

The fear of the agitators appears to have become the beginning of wisdom for some of the leaders in the zone as they declined to comment on the issue for fear that they might incur the wrath of the agitators. It was learnt that in some areas, the groups have started disregarding existing Igbo leadership and have begun to project themselves as the new leaders of the South East.

An Igbo leader, who did not want his name in print, said: “It is risky to openly speak about the group. If you say anything that is against their agitation, they will take you as an enemy, and the truth is that there is nothing positive about what they are doing. They are opportunists and relevance- seeking people who are misleading unsuspecting youths to take to an unworthy cause.

“If there is a need for such agitation, it would not be championed by rudderless and misguided set of human beings; it would be the collective decision of the entire zone. But as we speak, there is no need for such agitation. They are very unruly and power drunk.

“It is disturbing that some of them have no regard for existing leadership in the land and have started seeing themselves as the leaders that the people should reckon with. That is actually their mission, but it would not work.”

It was gathered that the anxiety of the people is fuelled by the aggressive manner the agitators have been “brainwashing” young people to join the movement. Checks revealed that the recruitment is strategically designed to get members across the country.

Ikedigwe Raphael, an IPOB coordinator in Lagos State, confirmed this in a chat with The Nation.

He said: “IPOB is divided into groups A and B. Group A comprises Bayelsa, Rivers, Abia, Imo, Akwa-Ibom and Cross River, while group B comprises Anambra, Enugu, Delta and Ebonyi. We regard any other state, region or zone not captured in the aforementioned groups in the country as a zoo.

“The protests will continue until the director of Radio Biafra, Nnamdi Kanu, is released. Benjamin Onwuka of Biafran Zion Movement (BZM) and others currently arrested should also be released.”

He berated the acclaimed leader of (MASSOB), Chief Raph Uwazurulike, for allegedly misleading and selling out Ndigbo in the pursuit of the Biafran agenda, describing him as a businessman.

The Nation investigation revealed that a number of Igbo traders and commercial motorcycle operators have already been recruited in Lagos.

A commercial motorcycle operator who spoke with our correspondent relished his membership of the group, singing various songs he said they were taught during a training conducted by the leaders of the agitators. “The high point of the protest will occur in December when we will travel home en masse to hold a mass protest. The arrangement is concluded and all we are waiting for is the right time to strike.”

Two leading members of IPOB in Anambra State, Osita Amaechina and Obinna Remigus Ani, said their interest was to actualise Biafra like Southern Sudan, Eritrea and others, adding that it was the reason why they were non-violent.

MASSOB, in a statement it issued in Awka, said there was no meeting, dialogue or discussion with South East governors and the apex Igbo socio-cultural organization, Ohanaeze, without IPOB and MASSOB, asserting that they are the new Igbo leaders.

However, in a statement, the factional Director of Information (MASSOB), Uchenna Madu, said: “We support the meeting of the South East governors and Ohanaeze Ndigbo with leaders of pro-Biafra groups to douse the political tension in the land.

“The continued detention of Nnamdi Kanu, non-compliance with demands and non-violence demonstration will continue to hunt, frustrate and diminish Nigeria’s image before the international community,” Madu said.

    Agitators speak

Some of the agitators who took part in the protests said their demonstration was intended to draw the attention of the global community to what they described as the injustice the Federal Government was meting out to their leader who has been in detention for over two weeks.

The leader of MASSOB, Chief Ralph Uwazuruike, who had called for the release of the detained Kanu, had continued to advocate for a non-violent approach to the Biafra agitation.

In an exclusive chat with The Nation, the separatist, who affirmed the dismissal of the Radio Biafra Director from MASSOB, urged the FG to ignore his hate campaign and release him.

The zonal leader of MASSOB, Mr. Emeka Okafor, said that Ndigbo are fully aware of the implication of secessionist agitation, stressing that a pogrom is already taking place in the northern part of the country where he said Ndigbos are being targeted for mass killing.

His words: “Because of the injustice we have suffered in the Nigeria state, we would prefer to be poor in freedom than be rich as slaves. The Igbo are specially targeted for killing in the North. We have unjustifiably borne the brunt of pogroms in the North. The life of an Igbo person is cheap.’’

A protester who gave his name as Chukwudi said: “We decided to join in the call for the release of our leader and director because he has stayed in detention longer than required. Onitsha, Asaba, Bayelsa, Anambra, Awka, Imo parts of Southeast and South-South states are equally protesting.

“The case of Aba will not be different. And what do we have in our shops that will be more important than joining our brothers to call for the release of our detained leader? It is a struggle that we will not relent in pursuing.”

Another protester, Kenechukwu Okonkwo, said: “We are backing the agitation of our leader because we have been marginalised for a very long time and it is time that we are left to manage our resources. But I equally want to say that we are going to actualise the dreams of our forefathers peacefully and not violently.

“There is no larger implication of any kind. All we are saying is that the federal government should release our leader. If they continue to detain him, they would be calling for more of the protests.

“Let me use this opportunity to call on people in the South-East and South-South states to ensure that they store enough food in their houses because subsequent protests are going to be massive and would go on for unspecified period during which the markets will remain shut.”

    Knocks for agitators

The activities of the agitators have, however, continued to attract condemnation from prominent Igbo leaders in the country. Imo State governor, Rochas Okorocha, condemned the protests in strong terms, stating that it does not enjoy the support or backing of the governors or other Igbo leaders.

According to him, the Igbo do not need the violence associated with militia groups to negotiate their place in the Nigerian project or pursue the Igbo agenda.

Chief Emmanuel Iwuanyanwu, a frontline businessman and grand patron of Ohanaeze youths, said the agitation does not make sense.

He said: “The people making the agitation don’t understand what they are talking about. We fought the civil war and are happy to be re-united back to Nigeria. Igbo people are major stakeholders in Nigeria today.

“Since the beginning of the country, Igbo people have played key role in the development of virtually all the sectors. After all these contributions, how can the region now say that it is breaking away? It doesn’t make sense. Ndigbo should stop anybody that wants to break the country.

“The South-East will be too small to accommodate the enterprising nature of our people if the zone should break away from Nigeria. So, the agitators should stop embarrassing us.

“But I must add here that those young people are doing all this out of frustration and desperation. They have the feeling that they are marginalized and that once you are born an Igbo in Nigeria, your opportunities are limited.”

Mazi Okechukwu Isiguzoro, the President of Ohanaeze Youth Council (OYC), asked the Movement for the Actualisation of Sovereign State of Biafra (MASSOB) and Indigenous People of Biafra (IPOB), to refrain from actions that are capable of threatening the corporate existence of Nigeria as a country.

OYC advised the groups to embrace dialogue and channel their grievances to where they could be given due attention if they truly seek the good of Igbo nation.

A statement signed by the OYC President said the agitators and proponents of secession perhaps have not sat down to count the cost of a divided nation which will borne by the Igbo nation particularly “our youths whose future and strenuously built investments stand at risk. The business concerns of Igbo businessmen and women extend across all geopolitical zones of the country. These meticulously built investments running into trillions of naira cannot be mortgaged on the plinth of unbridled sentimental proclivities, as we believe that President Muhammadu Buhari is a listening leader and we can achieve more through peaceful dialogue.

“We, therefore, call on the agitators to desist from using guerrilla antics capable of casting the Igbo nation in bad light. Rather, Nnamdi Kanu and his group, if they truly seek the good of Igbo nation, should peacefully bring their demands to the table of diamond where their grievances can be heard and accorded due attention. We appreciate and support the efforts of Governor Rochas Okorocha in advancing the cause of the Igbo.”

His Royal Majesty, Eze Kanu, noted: “There is no need agitating for Biafra. I am sure it is those that lost out in their political calculations that are behind this to make themselves relevant. If they feel they were not given what they wanted, they should look for better ways of getting it instead of going about it the way they are doing.

‘’They should take time to think of the implications of their actions and tread with caution. The elders in Igboland have a big role to play in all this. They should advise these youths to put an end to the agitation. They should desist from any action that is capable of setting the country back.

“If they persist, they, as youths, will be the ones that would bear the brunt the more. If their anger is that their expectations have not been met by the present administration, they should remember that Rome was not built in a day. They should endeavour to be patient with the government and choose a peaceful way of presenting their cases.

“As it is now, their activities have been affecting the economy of the region. If they succeed in destroying the little economic foundation that the region is built on, they would end up setting the area and the people back and everybody will have to start afresh. If you burn your beard, you will be the first person to perceive the smell. I will never be party to such move.”

Chief Izuzu Ibechiodo, A Biafran war veteran, observed that “the Biafra we fought for was buried when we agreed to a ceasefire to end the civil war. All that is left is the awareness that we the Igbo know our identity. So, the call for an independent Biafra in any guise is deceitful and self-serving.

“We cannot be dragged to another war. What we should be interested in doing is to discover our place in the entity called Nigeria and fully participate in the politics and economy of the nation.”

The agitation, in the view of Chief Nduka Eya, the immediate past secretary general of Ohanaeze Ndigbo, could be treasonable if it does not follow the rule of law.

Eya said: “The people have the right to self-determination. The recently convened Sovereign National Conference held that people have the right to ask to be left alone. But those agitating for Biafra should realise that the agitation must follow due process without which their actions will be treasonable. They are creating disorder in the society and the police have the right to arrest and charge them.

“Much as what they are doing is not right, the Federal Government is equally doing the wrong thing by arresting their leader and keeping him in detention for this long. They should also follow the rule of law by charging him to court and not continue to keep him in detention in defiance of the law. Detaining him indefinitely is illegal.

“The Federal Government should not be tempted to drive these people underground to avoid escalating the problem. If you ask me, I will say that Biafra died way back in 1970. Instead of shouting and agitating for it, our people and Nigerians as a whole should be calling for the implementation of the resolutions of the Sovereign National Conference organised by the Jonathan administration.’’

Haunted by the experience of the civil war, Barrister Nathaniel Ngozi Ikeocha, a former governorship aspirant under the Congress for Progressive Change (CPC) and All Progressives Congress (APC) and Eze Okey Ananaba decried the agitation. They described the civil war as harrowing and horrific experience which one can never pray to experience twice in his life time.

Ikeocha remarked that the sponsors and agitators are misguided, stressing that their motives were contrary to those of Ojukwu who “invested all he had and his father’s wealth in the war, which was contrary to the present agitators. The agitation is stupid. There is strength in the diversity of Nigeria, and that is what we need to move forward as a nation.

“I can simply attribute the recent protests by MASSOB and IPOB as being politically motivated. We have not reached a stage where referendum will be called because the agitation is not a unanimous one.”

    ‘The way out’

Proffering solution to the challenge, Chief Iwuanyanwu said: “The solution, in my view, is that Igbo businessmen should do everything possible to invest at home. When they come back to the zone to invest, each of them would employ no fewer than five people. When this is done, a lot of our unemployed people will have something doing and the region will not be bedevilled with such problems anymore.

“The solution can’t come from the government alone. We have to play our part. The government on its part should realise that the agitators are doing all this out of frustration. The country doesn’t offer them any hope. They should look into all these and address them.

“The third solution is that the federal government should remove the local governments from the control of the states. The local governments have what it takes to address a number of the problems in the country if they are allowed to function very well. It should not be seen as a place for small people but a place where experienced people who would not use it to enrich themselves should serve to improve the lives of the people.”

Oscar David Kalu, a former Vice President of National Youth Council of Nigeria (NYCN) said: “For me, I would want Nigeria to remain as a nation and I am sure that the vast majority of Igbo people don’t want to secede.

“We are better as one nation, but there is mutual distrust and bitterness with everyone seeing the Igbo as the problem of the country. In spite of this, they would not allow the Igbo to go. If not for our enterprising nature, we would have long gone under as a people.

“There is an urgent need for us to revisit our history of amalgamation and pursue true federalism. President Buhari is not to blame for the Igbo woes. But I will suggest that we take a referendum and see what the outcome will be.

“I am of the belief that the people have the right to protest peacefully. But shredding the Nigerian flag is wrong.”

Barrister Fabian Onwughalu, President of Ohanaeze Ndigbo in Lagos State and a number of other leaders of the zone, opined that the solution lies in the execution of the resolutions of the Sovereign National Conference convened by the Jonathan administration.

“The agitation, in my thinking, is borne out of the people’s feeling that the region is marginalised. There is this feeling that the region is not seen as a part of the country by the present administration. The Federal Government should do everything possible to implement the content of the SNC. It will go a long way in addressing a good number of the problems facing the country.”

For elder statesman and retired medical laboratory scientist, Evangelist Sam Emmanuel, the “amalgamation of 1914 was not a mistake. Neither was it by accident. That is where we started as a nation. But we should not throw into the dust bin the present situation.

“In other, words, there is need to find out what is responsible for the present situation. There are certain things the people making such agitations are clamouring for, and we should know that when a child is pointing while crying, somebody should look into that place.

“Much as I stand for a united Nigeria, there is need for us the leaders to really examine the problem of this geo-political zone. What is the state of their roads? Have they been treated fairly?

“When the war ended in 1970, the then government in power came up with three (Rs) namely, reconciliation, reconstruction and rehabilitation. The question is, have they really achieved that? These are certainly some of the issues I believe these people are pursing.”

Col. Joe Achuzia (rtd) who fought on the side of Biafra, called for a roundtable conference where all issues should be discussed, stressing that the issue of ‘no go areas’ is a mark of dishonesty.

He advocated the abrogation of the present Constitution because it was prepared by the military, and the resuscitation of a civil constitution.

Achuzia dismissed the insinuation that the renewed agitation by pro-Biafra groups came up after Buhari was sworn in as President, stressing that the agitation began while ex-Presidents Jonathan and Yar’Adua were in power.

His words: “The agitation was going on while Yar’Adua was on seat. In fact, at one time, it was said that it was the MASSOB who were supporting the Ijaw militants.’’
