    Finance Minister seeks Islamic Bank’s support

    The Minister of Finance, Mrs Kemi Adeosun has called on the Islamic Development Bank (IDB) to support Nigeria in rebuilding the North Eastern part of the country ravaged by Boko Haram.

    She made the appeal on Monday in Abuja during the inauguration of the IDB Country Gateway office.

    Adeosun said that Nigeria was striving towards attaining the Sustainable Development Goals (SDGs) and would welcome the IDB’s support to achieve them.

    “I call on the IDB Group to work with development partners in operationalising the recovery and peace building assessment and implementation of the recently constituted June 2016 Buhari plan for the revitalisation of the North-East.

    “This entails addressing aspects of interventions relating to peace building, stability and social cohesion.

    “Also, to support critical productive infrastructure and service delivery and provide capacity building and programme management support in national, state and local government institutions.’’

    Adeosun enjoined the Bank to scale up its concessional resources and increase its overall financing to Nigeria and other African member countries.

    She said that the new office would further enhance focus on implementation and decentralisation of activities for speedy completion of projects and better impact of development intervention.

    The IDB president, Dr Ahmad Ali, said that the bank would give Nigeria its utmost support in alignment with the nation’s development priorities.

    He said that the nation’s exemplary leadership and drive for national development, through good governance and zero tolerance for corruption, was an inspiration to the group and other development partners.

    “This determination would go a long way in fast tracking the implementation of development programmes in Nigeria.

    “The IDB group considers the education sector and particularly bilingual education among its priority areas in Nigeria and a key tool to counter extremism,“ he said.

    Ali said that the bank would also focus on health, agriculture, infrastructure, small and medium enterprises and regional integration.

    He added that the establishment of the country gateway office would enable the group to be more service-centric and closer to the Nigerian clients in both public and private sectors.

    The News Agency of Nigeria (NAN) reports that the IDB is a multilateral development financing institution established in 1975 in Saudi Arabia and Nigeria became its 56th member country in 2005.

    •Says 20,000 abductees so far rescued

    THE military has no intention of back-pedaling on rescuing Nigerians being held hostage by the terror sect, Boko Haram, irrespective of whether the group agrees to dialogue with government or not, Chief of Army Staff (COAS), Lt. General Tukur Buratai, said yesterday.

    Among those still being held by the terrorists are the over 200 school girls abducted from the Government Girls Secondary School, Chibok, Borno State, in April 2014.

    Buratai said   20,000 persons abducted by the Boko Haram insurgency have so far been rescued by the military and more will still be rescued.

    The army chief told journalists shortly after indugurating the  Nigerian Army Officers Wife Association (NAOWA) Day Care, Nursery and Primary School at Ribadu Cantonment, Kaduna, yesterday that  the move by the federal government to negotiate with the insurgents will not stop the military’s rescue operations.

    He appealed to anybody with useful information that could boost the rescue operations to volunteer such information to the military.

    He said: “We have so far rescued over 20000 abducted persons, and we are still rescuing more and we will continue to do that.

    “We will continue to carry out our rescue operations. This rescue is ongoing, as far as the Army, and indeed the military is concerned, we will continue to play our own part.

    “The negotiation is left for the appropriate arm of government, but we are looking for any information to rescue anybody that is being held hostage.”

    He visited the headquarters of One Division, Nigerian Army, Kaduna where he had a closed door meeting with officers and men of the division.

    Chief of Army Staff ( COAS),  Lt. General Tukur Buratai on Saturday said that there was no going back on the rescue mission irrespective of any call by Nigerians to dialogue with the rampaging insurgents in the North East of the country.

    This was even as he added that over 20,000 persons abducted by the Boko Haram insurgency have been rescued by the military.

    Speaking in an interview with journalists shortly after commissioning Nigerian Army Officers Wife Association (NAOWA) Day Care, Nursery and primary school at Ribadu Cantonment, Kaduna, Lt. Buratai said the move by Federal arm of  government to negotiate with the insurgents will not stop the military’s rescue operations.

    He appealed to anybody with useful information that could boost the rescue operations to volunteer such information to the military.

    Military receives equipment to clear Boko Haram landmines in Northeast

    A massive de-mining exercise of farmlands and other stronghold battle areas of Boko Haram  by the Nigeria Army in the north east will soon commence, just as the army has already taken delivery of  sophisticated equipment for the exercise.

     The Theatre Commander, ‘Operation Lafiya Dole’ , Major General Lucky Irabor disclosed this on Friday at a briefing with journalists  at the Media Centre of the Operations Headquarters in Maiduguri, the Borno State capital.

     The exercise according to the Theater Commander would be done in areas where the insurgents held sway and planted Improvised Explosive Devices (IEDS) in states of Borno, Adamawa and Yobe State.

    The Nation findings revealed that some farmers from Gujba Local Government of Yobe State were killed by explosives buried on their farmlands as they went back to till the land sometime early this year.

    General Irabor also stated that the Chief of Army Staff, Lieut. General Tukur Buratai has confirmed the shipment of the equipment into the country, adding that they would soon began to arrive Maiduguri and other states that they are need.

    He noted that even though most of the farmers in the region have gone back to their farms, there are still some ‘No go Areas’ especially in some liberated communities along   the Sambisa Forest  that require critical attention of the demining operations and the clearance of the IEDs to make them safe for farming and human activities

    The Theatre Commander disclosed this during a press briefing held Friday at the Media Centre of the ‘Operation Lafiya Dole’ in Maiduguri while updating Journalists on the ongoing operations by troops against remnants boko haram sect in the last one month.

    While giving an update on the ongoing opertions in the Theatre, Major General Irabor said;  ”On 23rd July 2016 at about 0530hrs, own troops sprung an ambush against the Boko Haram Terrorists (BHT) element between KOMALA and MUSAFANARI villages. Some BHT elements on motorcycle and bicycle were engaged while trying to cross SAMBISA Forest. Consequently, 2 BHT were killed while several items were recovered which include 2 AK47 rifles, 4 loaded AK47 magazines, assorted food items, laundry items, a motorcycle, 2 bicycles and assorted clothing.

    “Similarly, On 28th July 2016 at about 0700hrs, own troops conducted a clearing operation in SHUWARI 1 and the adjoining villages. The villages were successfully cleared and all BHT structures were destroyed. In all five BHT were killed while a dane gun and a bicycle were recovered. Also, some food items which were found in several houses were destroyed. Additionally, 13 suspected hostages comprised of a man, 6 women and 6 children were rescued”. Irabor said.

    Likewise, in an ambush operations, troops at PULKA community of Gwoza Local Government Area of Borno state Crossing Point killed some terrorists, while many escaped with gunshot wounds.

    During the operation, he said, one AK47 rifle, a General Purpose Machine Gun, a bicycle, a motorcycle, several live ammunitions, a TECNO phone with Nexttel SIM card and food items in sacks were recoverd.

    He went on to say, “On 29th July 2016 at about 1830hrs, own troops embarked on an ambush operation to a suspected BHT Crossing Point off DAMBOA – KUBWA road towards MULTE village axis. As troops laid in wait, some BHT elements on bicycles appeared and were accordingly engaged. Consequently, one BHT was killed. Items recovered include an AK47 rifle with 14 rounds of 7.62mm ammunition, a Dane gun (shaped like an AK47 rifle), a locally fabricated double barrel pistol and 4 bicycles.

    “On Cordon and Search Operations and following an intelligence report that large quantity of arms and ammo were being moved into areas outskirts of GAMBORU for a possible BHT attempt to retake GAMBORU and RANN Local Government Areas of Borno state, own troops conducted a dawn cordon and search operations around GAMBORU town. A total   of 3 AK56 and 2 AK-L rifles were recovered. Also, 235 rounds of 7.62mm special ammunition and 7 AK magazines were recovered”. Irabor stated.

    The Nigerian Army has granted administrative bail to Ahmed U. Bolori and Aisha Wakil, two of the three persons declared wanted by the force over suspected links to Boko Haram.

    The Nation gathered that the bail was granted after the duo met certain stipulated conditions, including submission of their international passport.

    A top army officer, who pleaded anonymity, disclosed that investigation into their alleged links to Boko Haram is still ongoing while expecting the third wanted person, Ahmed Salkida, a journalist residing in Dubai United Arab Emirate (UAE), to arrive the country.

    Bolori, Wakil and Salkida were declared wanted following the recent release of Boko Haram video purportedly showing some of the abducted Chibok schoolgirls.

    The Nigerian Air Force (NAF) Tuesday described a video released by Boko Haram purportedly showing NAF fighter jets killing some of the abducted Chibok girls as a ruse and a mischievous effort by the sect to draw public attention to itself.

    In a statement signed by Group Captain Ayodele Famuyiwa, NAF Director of Public Relations, the Air Force said the video provided no evidence that the supposed casualty was a result of air to ground attack.

    He said the video was a make-up story to discredit the NAF and more importantly to whip up public sentiments for the terrorist sect.

    In a video posted online on Sunday, Boko Haram had claimed that the NAF air strikes had killed some of the girls and promised to release a video of the killing.

    The NAF however yesterday released its own video showing its precision target attack while maintaining that it’s planes only target confirmed terrorists.

    Famuyiwa said: “It is pertinent to state that the video is not only a ruse but another mischievous effort by the dying sect to draw public attention to itself. Whereas the video showed a cross section of the abducted girls and an airborne aircraft, it provided no evidence that the supposed casualties were as a result of any air to ground attack.

    “More so, there is sufficient evidence to believe that the casualties were arranged as the positioning of the bodies clearly defies any natural setting of a location that has undergone aerial bombardment. Besides, the impact and accompanying degree of damage to the bodies would have been more, were they to have died from air strike.

    “It is therefore clear that the video is a make-up story to discredit the NAF, and more importantly, a deliberate effort to weep up sentiment among the public in order to dissuade and discontinue the use of airpower which has proved very effective as the major determinant factor in the successes recorded in the ongoing counter insurgency operations in the North East,” he said.

    Famuyiwa reiterated that the NAF has put-in place a number of measures to avoid the incidence of collateral damage.

    He said considerable effort is committed to undertaking Intelligence, Surveillance and Reconnaissance (ISR) missions, both day and night, to ensure that only legitimate military targets are engaged.

    The spokesperson said where there are doubts about target status, the NAF will not undertake strike missions.

    Famuyiwa assured Nigerians living in the vicinity of NAF operations of their safety while urging them to disregard the video being circulated by Boko Haram.

    A civil society group under the aegis of Stand Up Nigeria (SUN), has asked journalist, Ahmed Salkida who has close link with Boko Haram to stop using his contact with the sect to seek cheap popularity.

    Salkida and two others, Ahmed Bolori and Aisha Wakil also known as Mama Boko Haram were declared wanted by Nigerian army in connection with the missing Chibok girls on Sunday.

    Bolori and Wakil (AKA Mama Boko Haram) have since reported to the Nigerian Army in an effort to clear their names from been linked with Boko Haram.

    Addressing a press conference on Tuesday in Abuja, SUN’s Executive Director of Communication, Arubi Justina, said the use of close links with Boko Haram by the above named persons to seek popularity was condemnable.

    “Such antics must be condemned by professional bodies which any of the trio is claiming affiliation to,” she said.

    According to her, even if the trio had genuinely started out as professional journalist, negotiators, activists or any other occupation, they have since crossed the threshold of professionalism to become terrorists’ sympathizers who revel in supporting killers.

    She stated that Salkida has overstepped his journalistic boundaries, saying if he has no affiliation with the insurgents, he would have as a matter of national security divulge the information available to him to security agencies.

    According to her, these wanted persons were behind the series of Boko Haram negotiation scams that cost Nigerians billions of naira under former President Goodluck Jonathan.

    She said: “Since they were declared wanted, these Boko Haram collaborators have taken to the media in their usual fashion in attempts to create public outrage against the military in the hope that this could be used to blackmail their way out having to give accounts for their relationship with the world’s most despicable terror group. They have immediately embarked on a media campaign to the effect that they are ready to appear before the army; that they have contributed and made so much sacrifice towards containing Boko Haram or securing the release of the girls; or that they are being persecuted.

    “Similarly, their fellow members in the intellectual wing of Boko Haram had desperately tried to paint the trio as victims; paint Salkida as a journalists being vilified for his doggedness and the other two as genuine negotiators.

    “Stand Up Nigeria therefore call on Nigerians, human rights activist, journalists and online community to shun any extension of solidarity to the trio of wanted Boko Haram sympathizers. Salkida, Wakili and Bolori have at different times confessed to knowing more than the ordinarily in terms of her association with Boko Haram.”

    She urged the Nigerian Army not to be distracted from their conventional military business, saying they are trying to use negative media to blackmail the Army and the Federal Government in a ploy that is as despicable as their association with Boko Haram.

    … ‘I made personal sacrifices for Chibok girls’

    Wanted citizen journalist, Ahmad Salkida, has declared his readiness to return to Nigeria to answer questions on his alleged association with the Boko Haram sect.

    Salkida was declared wanted by the Nigerian Army hours after Boko Haram uploaded another video showing some of the abducted Chibok girls.

    The journalist had claimed on his social media handle that the video was exclusively sent to him by the terror group’s hierarchy.

    In a statement by the Acting Director, Army Public Relations Col. Sani Kukasheka Usman, Salkida was wanted in connection with the last two videos released by Boko Haram terrorists and other findings.

    Responding to the development on his twitter handle, Salkida said he has stayed within “the creed of professional journalism,” in all his work and extensive coverage of Boko Haram insurgency since 2006.

    He said: “Clearly, my status as a Nigerian journalist who has reported extensively, painstakingly and consistently on the Boko Haram menace in the country since 2006 is an open book known to Nigerians and the international community. Equally, my total allegiance and sacrifice to the Federal Republic of Nigeria is self-evident. I have stayed within the creed of professional journalism in my work.

    “As a testimony to the credible and professional values of my access, since May 2015, l have been to Nigeria three times on the invitation of Federal Government agencies. I made personal sacrifices for the release of our Chibok daughters.

    “Finally, the Army is aware that I am not in Nigeria presently. In the coming days I will seek to get a flight to Abuja and avail myself to the Army authorities. Indeed, my return will be hastened if the military sends me a ticket.”

    The Chief of Defence Staff (CDS), Abayomi Olonishakin, on Monday declared that the currently detained Boko Haram members will only be freed by a political decision.

    The sect in a new video released at the weekend demanded the release of its members before freeing the abducted Chibok girls.

    The terror group also threatened to attack Lagos, Abuja and Borno States to release its detained members in those states.

    But speaking with State House correspondents after a security meeting at the Presidential Villa, Abuja, Olonishakin noted that such political decision was not within his jurisdiction.

    President Muhammadu Buhari and Vice President Yemi Osinbajo were conspicuously absent at the meeting.

    The CDS, however, said the military operation against Boko Haram will continue.

    Boko Haram yesterday restated its conditions for releasing the Chibok girls and threatened to bomb Lagos, Abuja and Borno in a fresh video.

    In a swift reaction, the Defence Headquarters (DHQ) said it was investigating the video which showed some of the Chibok girls in the background.

    The government also said it was in touch with the people purportedly behind the video, adding that it will do everything possible to rescue the girls.

    The video showed some girls in Hijab behind an armed Boko Haram militant wearing a desert camouflage combat uniform, a bullet proof vest and covering his face with a turban.

    The girls stood behind a black backdrop – 13 of them standing and the rest sitting –  while the armed spokesperson demanded the release of some of the captured militants in return for the girls.

    The insurgent also claimed that some of the girls died in air strikes by the Nigerian Air Force, while some others have been married off.

    He threatened to rescue the captured Boko Haram members held in Lagos, Abuja and Maiduguri (Borno).  ”I specially inform our people in captivity in Lagos that they should be patient and continue with their prayers, God will take us to where no one expects and we will rescue them.

    “All those in Lagos, Maiduguri and other southern parts of the country; keep praying, very soon, we will rescue you,” he said.

    The 11-minute footage came amid the decimation of the terrorist group’s capability to further cause large scale destruction. The military through its counter insurgency OperationLafiya Dole has also arrested many members of the group.

    The sect member also said in the video: ”They should know that their children are still in our hands; there is a number of the girls, about 40 of them, they have been married, some of them have died as a result of aerial bombardment,”

    The insurgent also interviewed one of the girls who gave her name as Maida Yakubu, who claimed that she was abducted from the Government Secondary School (GSS) in Chibok, Borno state.  The girl who appeared defiant speaks in her native language in what appears to be an appeal to the government to rescue them.

    Director of Defence Information Brig. Gen. Rabe Abubakar said the military was examining the video clip to verify its authenticity.

    In a telephone conversation with our correspondent, he described the video as “media war and technology in action’

    ”We are studying and analysing the clip. We are studying the video clips to verify the authenticity and analysing the comments of the speakers in the video especially the terrorist member and the girl that spoke in mother tongue,” Gen. Abubakar said.

    The Defence spokesperson also debunked allegations in the video that some of the kidnapped girls were hit by an airstrike.  According to him, the air operations were done through precision attack on identified targets. and locations.

    “However, the issue of air raid on the location of Chibok girls is just mere propaganda trying to insinuate the citizens against their professional military. We are using precision airstrike equipment which has the capacity of picking only the targets and engage them.

    Moreso, they said the location of the girls is only known to them. ”It is extremely difficult and rare to hit innocent people during airstrike because the operation is done through precision attack on identified and registered targets and locations. The Precision Airstrike is very effective at taking out targeted enemies because it is not a random operation. We are nevertheless studying the video clips to examine if the victims died from other causes rather from the allegation of airstrike.

    Spokesperson for the Air Force Group Captain Ayodele Famuyiwa said: “We are not talking now on the allegations, we will address the issues later.”
