  • Police need N12.7b to fight insurgency, rebuild stations – IGP

    The Nigeria police need at least N12.7 billion to fight insurgency and rebuild the 56 stations, formations and facilities destroyed by the Boko Haram in the Northeast, the Inspector- General of Police, Solomon Arase, has said.

    Arase said this during an interactive session with the Haliru Jika- headed House Committee on Police Affairs at the National Assembly Complex, Abuja, Thursday.

    While breaking down the funds, Arase told the lawmakers that while N8.7 billion is required to checkmate the Boko Haram insurgency, N4 billion is needed to rebuild the 56 police stations, formations and facilities destroyed by the sect in the region.

    The IGP, however, said an outstanding N57billionfrom the fund appropriated to the police has not been released till date.

    Arase said, “A total of 56 police stations, formations and facilities have been destroyed by insurgents.

    “The present devastative situation has constitutes a major challenge to the capacity of the police within the formations. The total replacement value of the affected structures is about four billion for us to put those things back to shape.”

    U.S. issues global travel warning on Boko Haram, ISIS

    The U.S. State Department yesterday in Washington issued a global travel warning amid possible increased terrorist threats.

    The travel alert, which is in effect until February 24, said current information suggested that militants with ISIS, al-Qaeda, Boko Haram and other militant groups continued to plan attacks in several regions around the world.

    The release did not provide specifics of any planned attacks or threats, and mentioned no specific regions, except to note attacks this year in France, Nigeria, Denmark, Turkey and Mali.

    The department noted that the current information suggested that the Islamic State movement, al-Qaeda, Boko Haram and other terrorist groups are planning more terrorist attacks in multiple regions.

    “U.S. citizens should exercise vigilance when in public places or using transportation.

    “Be aware of immediate surroundings and avoid large crowds or crowded places,’’ it said.

    Boko Haram: Military deploys more troops to meet Dec deadline

    The military has deployed more troops to the Northeast to meet the December deadline to end terrorism, Chief of Army Staff Lt Gen Tukur Yusuf Buratai said in Calabar, the Cross River State capital yesterday.

    The Minister of Defence, Mohammed Dan’Ali,  in  Kaduna, said Boko Haram would soon become history.

    Addressing officers and men of the 130 Battalion in Ogoja Local Government Area of Cross River State, Gen. Buratai called for the commitment of the soldiers to achieve this aim.

    His words: “So far our operations in the Northeast is gathering momentum. They are doing very well and doing the Nigerian Army very proud. I am sure some of you have been in touch with them and some of you may still be going there in the future. The operation there is going very well.

    “We have to keep focus on Mr President’s mandate of keeping to the deadline. We have to work hard to make sure the operation succeeds and I believe we can do it. We have gotten more equipment and have deployed more troops to the Northeast.”

    He emphasised the need to collaborate with other security agencies.

    “I want you to note that on internal security, you cannot operate alone. You must cooperate with other security agencies. You must have a strong collaboration with the police, civil defence, the SSS and others,” he said.

    The Army chief said he visited to identify with the challenges of the soldiers.

    He said:  “I would find time to go to your individual units and formations. I am here to identify with your pressing challenges as it pertains to internal security, general administration and internal security.

    “Here in the barracks we have taken steps to improve accommodation, we are renovating dilapidated structures. We are also looking at issues of medicals as well as your children’s education. Already, I have set up a committee to go round schools to check issues of high and arbitrary fees. We would address issues of your welfare properly.

    “Also, respect members of the community hosting the barracks. You must have very good civil-military relations.

    “Another key issue is espirit de corps. You must be your brother’s keeper. In battle there is no discrimination from insurgents or enemies’ bullets. Work together and coordinate activities to avoid disharmony among yourselves.

    “You must remain loyal. A hundred percent loyalty to Mr President is required of you.”

    The minister, who spoke at the Nigerian Air Force Base, Kaduna during the inauguration of projects for the Training Command, said he was convinced that the military was the viable tool in tackling the problem of national security.

    The minister said: “I am convinced that the activities of these insurgents will soon be a thing of the past and all areas under occupation will be liberated for people to go about their normal lives.

    “I am particularly impressed with the new approach of winning the heart and minds of the populace through advocacy and outreach programmes of the armed forces as emplaced by the leadership of Mr President, Commander-in-chief.

    “I commend the Nigerian Air Force for the success recorded in the renewed vigour of routing out the insurgents and effectively degrading their capabilities.

    “I am confident that this fight will bring more people into the fight against the insurgents, thereby making the task of our armed forces much easier through the cooperation of the locals, especially in the provision of real-time information and intelligence gathering.

    “Let me assure you that the Federal Government will do everything humanly possible to rejuvenate the air force to meet its constitutional roles.

    “I am fully convinced that the military remains the most veritable tool in tackling our contemporary national security challenges, especially the fight against insurgency in the the Northeast.“

    “I believe that, the potential exists in our armed forces and with the right strategic direction which I assure you of, we shall build a modern force capable of not only guaranteeing security in our dear nation but with the ability to project and sustain our leadership position in Africa and beyond.”

    Delivering his address at the Nigerian Air Force Base, Kaduna, during the commissioning of projects for Training Command, Dan’Ali said he is fully convinced that the military is the viable tool in tackling the problem of national security.

    He said, “I am convinced that the activities of these insurgents will soon be a thing of the past and all areas under occupation will be liberated for people to go about their normal lives.

    “I am particularly impressed with the new approach of winning the heart and minds of the populace through advocacy and outreach programmes of the armed forces as emplaced by the current leadership of Mr. President.

    “I sincerely commend the Nigerian Air Force for the successes recorded in the renewed vigour of routing out the insurgents and effectively degrading their capabilities.

    “I am confident that this fight will bring more people into the fight against the insurgents thereby making the task of our armed forces much easier through the cooperation of the locals.”

    Boko Haram: Army arrest two officers for sabotage

    Two army officers have been arrested for acts suspected to be meant to sabotage the military’s fight against terrorism.

    A statement by Army spokesman Col. Sani Usman yesterday did not give the names of the officers.

    The statement titled: “Alert On Impending Smear Campaign By Some Disgruntled Elements,” said preliminary indications established that the Nigerian Army and Chief of Army Staff Lt. General Tukur Buratai as prime targets of the smear campaign.

    The statement said: “The Nigerian Army has received report of some elements both within the Nigerian Army and outside, especially through the use of the social media circle to ridicule the Nigerian Army and the person of the Chief of Army Staff for reasons best known to them.

    “They intend to execute this plan as from next month, December 2015, using all means possible; lies, fabricating baseless stories, falsehood, publishing and broadcasting them through some designated print and electronic media, most especially the Social Media.

    “The Nigerian Army has identified some of the officers involved and their collaborators; the officers are being investigated to unravel their motive and motivation.

    “It is imperative to note that the fight against Boko Haram terrorists is at critical stage, any attack on the Nigerian Army will be counter-productive and serious distraction on the fight against terrorism and insurgency.

    “The public and the media are please requested to be careful and wary of these disgruntled persons; they should please disregard any such material from them.

    “The Nigerian Army holds the media in high esteem; the Nigerian media is one of the best in the world and have consistently been partners in progress and very supportive, understanding and cooperative with the Nigerian Army especially in the fight against terrorism and insurgency.

    “This at times comes at the risk of their personal safety and corporate existence; the role of the media in nation building and conflict resolution, peace building and social responsibility is never in doubt.

    “With this and so many other things, the media, especially the online publications, should not be involved or lured into such dubious campaign. As always, our doors are open for clarification, enquiries and reactions on any issue concerning the Nigerian Army before filing or publicizing such stories.

    “Consequent upon this,  we are calling on all Nigerians not to fall prey to their campaign of calumny. This is because their evil intents would be distractive and capable of reversing the gains on the fight against Boko Haram terrorists.”

    UN restates commitment to fighting insurgency in Nigeria

    Mr. Mohammed Chambas, UN Special Representative of the Secretary-General for West Africa, on Monday restated the UN’s commitment to supporting Nigeria in overcoming its challenges of Boko Haram terrorism.

    Chambas told the News Agency of Nigeria (NAN) in Lagos that the UN stood in solidarity with the Nigerian government in its ongoing effort at fighting the activities of Boko Haram.

    “Today, as we can all see, terrorism is no longer a Nigerian problem alone. It has become an international problem that calls for a strong international response.

    “The UN stands in solidarity with Nigeria as it takes the fight to Boko Haram terrorism which must be defeated at all cost.

    “We will continue to be supportive in ensuring the effective coordination of situations in Nigeria and other countries currently being affected by Boko Haram terrorism,’’ he said.

    The UN official said that he and other UN agencies’ chiefs were in Nigeria for discussions with notable Nigerian leaders on the way forward to ending the menace of Boko Haram.

    Chambas also announced plan to increase the number of troops for the Multi-National Joint Task Force to be able to match stride with Boko Haram activities in Nigeria and other countries.

    The UN special representative also disclosed plans by the UN to work closely with the National Emergency Management (NEMA) and Non-Governmental Organisations in providing humanitarian support for internally displaced persons.

    Chambas said that the UN had recently visited the North-East part of Nigeria for an assessment of the humanitarian situation of the displaced persons.

    “So, many Nigerians have been displaced and so many others dead due to activities of these terrorists.

    “The UN is already supporting many Nigerians who are refugees in neighbouring countries particularly in Niger and Chad.

    “We expect to see a significant and effective response to thoroughly fighting Boko Haram in the coming months,’’ he said.

    Boko Haram: Nigerian Peace Corps bill scales second reading

    The House of Representatives has described the Nigerian Peace Corps (NPC) as an effective tool towards curbing insurgency, kidnapping and other social vices in the country.

    The lawmakers spoke while passing the bill for second reading.

    They said if passed into law, the Corps also has the capacity to provide alternative employment for Nigerian youths, facilitate peace, community services and nation building.

    They added the passage of the bill was expedient to the capacity of the Corps to assist the military and para military organisations in arresting security challenges.

    Sponsor of the bill, Abdullahi Faruk, said the bill sought to provide civic and patriotic training as well as alternative employment.

    He said: “If passed into law, the NPC will provide positive engagement of the youths with a view to pre-occupy them in ventures that would make them economically productive to themselves and larger society.

    “We are investing a lot of energies and resources to contain the menace of insurgency, militancy, kidnapping, vandalism, armed robbery, political thuggery, drug trafficking, prostitution, suicide bombing, cattle rustling and a host of other social vices.

    “This bill seeks to give statutory functions to the existing peace corps of Nigeria, which currently has over 98,000 members with well structured network of branches in 34 states of the federation including the Federal Capital Territory and observing adequately all its stated functions and achievement of no small measure for an NGO.”

    The Nigerian Peace Corps was established 17 years ago alongside the Nigerian Security and Civil Defense Corps (NSCDC).

    The bill successfully scaled second reading after it was put to a voice vote by the Speaker, Yakubu Dogara.

    Military tactics cannot stop Boko Haram – Onaiyekan

    The Catholic Archbishop of Abuja, Cardinal John Onaiyekan, at the weekend advised that there must be somebody who can talk to Boko Haram militants, saying only military strategy cannot end the crisis.

    The Catholic Archbishop advised that all hands must be on deck to deal with the situation as President Muhammadu Buhari’s government cannot do it alone.

    The former President of the Christian Association of Nigeria (CAN), who spoke in Abuja at the 2015 Catholic Television of Nigeria (CTV) dinner with the cardinal said, “I noticed that since we have been taking security very seriously live has been made extremely difficult for everybody.”

    He urged Nigerians to continue praying for possible solution, saying God can do all things.

    He continued: “What happened in Mali can happen here. We do not need people to cause this kind of great calamity.  The question is how do you create a situation where such things don’t happen? It is not easy but you can do all you can to put security apparatus around but you cannot do it in such a way that no bad people will move around.

    “As a spiritual leader, the solution is first we should pray because God can do everything. Secondly we should look into our religious messages, because many of these terrorists are also calling the name of some religion, calling the name of God. But we must find a way of letting them (Boko Haram members) know that this is not what God wants.

    “I personally do not know how to achieve this but I believe that a lot still needs to be done. When you (government) reply fire for fire I am afraid it does not solve the problem. So apart from military tactics there is need for more effort as political discussion, reaching out to people.  Even the terrorists are human being born of a woman with feelings.

    “I am sure somebody somewhere can talk to them.”

  • 10 killed in Cameroon’s suicide bombing

    A suicide attack carried out by suspected members of Boko Haram sect killed at least 10 people over the border in the Far North region of Cameroon on Saturday.

    Several others were reportedly injured in the incident.

    Boko Haram has mounted numerous attacks in Cameroon, Chad, Niger and Nigeria this year and is turning the border region near Lake Chad into a war zone, the United Nations refugee agency said last month.

    “The initial figures speak of 10 dead including the suicide bombers and around a dozen wounded,” a senior Cameroonian army commander told Reuters.
