    16 killed in multiple suicide attack on UNIMAID

    The peaceful Sallah celebration in Borno state was short lived as the town was yet engulfed with series of suicide bomb attacks on Maiduguri metropolis including one at the University of Maiduguri (UNIMAID).

    The Police Spokesman in Borno State DSP Victor Isuku who confirmed the incident Sunday night said a total of sixteen people including the suicide bombers were killed during the multiple attacks.

    While giving the details of the attacks in a statement made available to journalists in Maiduguri, Mr. Isuku explained that the suicide attacks took place at different location of the town involving many casualties.

    The statement reads: ” Yesterday 25th June, 2017 at about 2221hrs.

    “A male suicide bomber, gained entry into the premises of University of Maiduguri, and detonated PBIED on his body near the Rapid Response Services Office building.

    “The suicide bomber died while three (3) University security personnel on duty were injured.

    “One of the injured security personnel, a female (whose identity was given as Becky Edubi), later died while being attended to at the University of Maiduguri Teaching Hospital.

    “In another development at about 2230hrs same night, Four (4) female suicide bombers infiltrated Zannari community in Gwange general area of Jere LGA.

    “Two (2) of the suicide bombers detonated PBIEDs on their bodies in two residential buildings.

    “The bombers died killing eight (8) other persons while eleven (11) others were injured.

    The third bomber detonated killing himself alone.

    “The fourth female suicide bomber, identity not known, who was arrested also died the same night as a result of injuries she sustained.

    “Yet in another development, today at about 0408hrs, Two (2) female suicide bombers detonated PBIEDs on their bodies within the premises of University of Maiduguri.

    “One detonated close to the Entrepreneurship and Skill Acquisition Centre Complex killing herself with no other casualty.

    “The other suicide bomber detonated behind Works Department complex also killing herself with no other casualty. EOD/SARS and patrol teams were mobilized to the scenes. The dead and injured were evacuated to University of Maiduguri Teaching Hospital.

    “The EOD sanitised and rendered the various scenes and their neighbourhoods safe.
    Normalcy restored.

    “In all, sixteen (16) persons including the suicide bombers died in the multiple explosions while thirteen (13) persons were injured,” the statement explained.

    818 refugees arrive Banki amid inadequate humanitarian intervention

    About 818 Nigerian refugees on Saturday arrived in Banki, Borno State amidst inadequate humanitarian interventions compounding the huge gaps in humanitarian needs for the refugees and Internally Displaced Persons (IDPs).

    This is made known in a statement by Mr Hanson Tamfu, External Relations Officer, United Nations High Commissioner for Refugees (UNHCR) on Sunday in Abuja.

    The UNHCR official disclosed that the 818 refugees include 151 male adult, 146 female adult and 521 children.

    He said that the refugees had added to the influx of Nigerians who returned to the country in the past weeks.

    He said that the influx would compound the yawing gaps of needs already overstretched in catering for IDPs including shelter, food, core relief items hygiene kits among others.

    Tamfu said that the UNHCR had taken urgent steps to address the challenges as it had informed the UN World Food Programme (WFP) to provide food for the new arrivals.

    He said that the agency had also discussed with the military to provide firewood for cooking and discussed with the Borno State Ministry of Reconstruction, Rehabilitation and Resettlement (MRRR) to set up emergency reception tent.

    He said that the refugees would be kept in the tent pending completion of the reception centre this Wednesday.

    Tamfu said that the WFP had promised to look into the possibility of providing dry food ration immediately and the military was undergoing serious screening of the returnees.

    He said that UNHCR and partners were monitoring other urgent needs that might arise.

    He said that a quick survey indicated that water was available in the camp, the condition of the returnees was stabl.

    Tamfu added that some of them came with food rations and were already looking for means of cooking, especially those fasting.

    It will be recalled that between April 9 and May 22, a total of 12,202 Nigerian refugees returned spontaneously from the Minawowa refugees’ camp in Cameroon.

    The main areas of return are Banki, Pulka, Gwoza and Bama in Borno State.

    UNHCR had expressed worry over the influx of the refugees explaining that the return was sudden and without adequate preparations on ground to cater for the refugees.

    Army condemns soldier to death for killing Boko Haram suspect

    A soldier of the Nigerian army is to die for killing a Boko Haram suspect illegally.

    The general court martial (GCM) of the army sitting at 7 Division, Maiduguri, Borno state Friday sentenced  Hilary Joel, a lance coporal, to death for the  murder of a suspected Boko Haram insurgent.

    The offence was committed in Damboa area of the state.

    President of the court martial,Brigadier General Olusegun Adeniyi,handed down the verdict Friday.

    Five other soldiers were punished for violation of human rights and other operational offences in Operation Lafiya Dole.

    One Sergeant Samuel Balanga was demoted to private on two count of desertion and miscellaneous offences.

    Chima Samuel was sentenced to 15 years imprisonment  for aiding and abetting the  murder of a minor Yakubu Isah in Maiduguri while Aliu Audu, a corporal, who was  charged for assault was reduced to the rank of private.

    Sunday Ogwuche, a trooper, was sentenced to two years and five years’ imprisonment for stealing and unlawful possession of 641 rounds of 7.62mm  .

    The acting zonal coordinator of the National Human Rights Commission (NHRC) in Borno State Jumai Mshelia witnessed the proceeding.

    She expressed delight that Nigerian Army has shown that it is a disciplined organisation .

    Borno malnutrition crisis will soon be over, says Health Minister

    The Minister of Health Prof. Isaac Adewale has said that the malnutrition problems in Borno state will soon be over with the identification of the three major problems.

    The three major problems according to the minister, were malaria, diarrhea diseases, and upper respiratory track infections  which have ravaged the population.

    The mister who was addressing the press at the Teachers Village IDP Camp in Maiduguri, Borno State after a three day official visit for the Mid Term Review of the Health and Nutrition Emergency Response Project which was launched in the State in January this year after the Federal Government declared a state of emergency on malnutrition in the state, said he is pleased with the progress made so far in the last three months of the programe.

    “I am highly impressed with what we are doing because no intervention is hundred percent perfect. What we are here to do is to review what we have done, assess progress and tinker with the plan so that we can really become perfect. What is on ground is excellent. The drugs are being distributed, people are being seeing on ground and we have identified the three major diseases, which is malaria, diarrhea diseases, upper respiratory track  infection which are the three common problems and we are happy about this because a problem identified is as good as the solution has been found. So this problem will soon be over.  We want to make sure that people are healthy and are well fed. If people are well-fed, then we can jokingly say that  we are investing in cerebral architecture”, the minister said.

    Prof. Adewale who also visited the Federal Neuro Psychiatric Hospital in Maiduguri where he interacted with psychiatric  patients as part of the psycho-Social aspect of the intervention expressed happiness that the psycho-social aspect of the intervention is the most organized, adding that it requires a lot of coordination and planning.

    “The psycho-social aspect is not neglected. It requires better planning and coordination and others. We need to plan carefully and be coordinated before it is done.  It is not like malaria and if you look at it critically, it is one of the most organized of all the intervention and the level of care is excellent. Looking forward is to more ,  in term of providing  support for the people, putting in place an excellent system that is  robust, resilient, that is patients  centered and caring for the people of Borno State,” Prof. Adewale informed.

    A part of what came out at the technical review of the program on Saturday where some stakeholders called for the extension of the program, the minister said; “We know that this program cannot end in six months. The drugs that we brought to Bono state should last them for two years. We are quite confident that extending it will not be expensive as the initial flag off. We will not need to buy new ambulances, new delivery trucks or  buy new drugs. What we need to do is keep the personale going and some money for logistics and running cost,” The minister assured.

    While   stressing the importance of accurate data for the success of the program, the minister disclosed that each team at the local Government has a data officer  which after collation at the local government levels will be centrally collated, adding that the data will help in measuring up the program and planning.

    “In every endeavor, what we see in program that does not have data  mean it has not happened.  Data is what tell us that it has happen. Data is what we need to assess progress. Data is what we need to actually evaluate and also think cost. Each of the team has a data person. What we do is to integrate all the Data persons from the teams so that we can collate centrally. I think we are doing well in that area,” the minster explained.

    On the issue of Drug Abuse the minister disclosed that more awareness is been created with many of the victims realizing the dangers of drug abuse.

    “As a scientist, I wouldn’t take it that it’s on the rise. What I believe is that there is more awareness now than before. When there is awareness, things will get better. I saw a student at the Nureo Psychiatric Centre who admitted that he was on drug. To me that is a step forward. If you can admit that you are on drugs then the solution is almost done. I think collectively, we will have a drug management program that will be responsible for rehabilitation, re-integration and detoxication become part of what we do”, Prof. Adewale said.

    The Director/ National Coordinator, Health Sector Response Humanitarian Emergencies in Nigeria, Dr.Ngozi Azodoh said the malnutrition crisis in Borno State has significantly improved from the last time its was reported and with the Emergence Response Project which she described as the most comprehensive and most coordinated intervention currently in place in Borno State.

    Dr. Azodoh assured that all the gaps identified in the mid-term review will be bridged in order to strengthen the project to be more impactful to the people of the state.

    The Country Reps of WHO Mr. Wondi Alehu said he is pleased with the progress made so far on the project.

    According to him,  he joined the team of the Honorable Minister to enable him have firsthand experience of what is going on in the project.

    Borno humanitarian response: Health minister commends security agencies

    Minister of Health Prof. Isaac Adewole has praised the efforts the security agencies put in place for the success of emergency response to the humanitarian crisis in the state.

    According to the minister, the health and humanitarian emergency response in Borno state was only possible in the hard reach areas of the state due to the gallant efforts put into liberating the communities hitherto in the hands of the insurgents.

    The minister who spoke at the presentation of the midterm review of Health and Nutrition Emergency Response Project in Borno State at the Multi-purpose Conference Hall of the Government House Maiduguri said the military and other security agencies deserve commendation for making sure health personale get access to the hard to reach areas.

    “The military and other security agencies have made this work possible. Particular commendation must to given to our security agencies for their efforts in liberating those communities in the hands of the insurgents which has made it possible for the health workers and other humanitarian intervention easier for us,” the minister said.

    While setting the agenda for the meeting, the Prof. Adewale explained that Malaria, Diarhoea diseases, Upper Respiratory Tract infections were the three common diseases that were identified during the assessment period.

    He noted that the Federal Ministery of Health through the FMOH Humanitarian Support Team will continue to:

    • To Provide Coordination and Support to the State to manage the emergency response initiative.

    • To strengthen the state`s capacity to undertake integrated supportive supervision in health facilities and communities;

    • To strengthen the logistics and supply chain for medicines and other health commodities;

    • Assist and support the strengthening of the health management information system;

    • To work with SMOH and WHO to rebuild the integrated disease surveillance and response system;

    • To administer and manage the team of health personnel contracted to support with the delivery of health services in the State.

    • Ensure cooperation with all local and international stakeholders under a unified command structure.

    • To perform oversight responsibility for the control and coordination of the field activities, working in consultation with the SMOH.

    • To articulate reports and areas of further intervention and resource mobilization for the consideration of the management of the Federal Ministry.

    Speaking on the objectives of the MTR meeting, the minister informed that the meeting will comparatively analyse the HNER key performance indicators which would form the basis of assessment of the project, adding that , “ we intend to assess and achieve the following parameters:-

    The Level of implementation Common ailments noted during course of implementation The Efficacy of this intervention to the project goals Identification and addressing of project bottlenecks Take necessary steps to improve on project implementation going forward”.

    In his address, Borno State Governor, Kashim Shettima commended the joint ministries committee on humanitarian response in the state and the level of supervision put in the program.

    His words: “Our gathering today, couldn’t have been possible without the efficient role played by the joint team from the Federal Ministry of Health and our own State Ministry of Health and the various implementing teams who defied all odds to go to Local Government Areas in the country side to render nutritional intervention to the most vulnerable communities liberated by our gallant armed forces. Judging from favorable health indices now being reported across the state particularly, the marked improvements in status of Nutrition, it is clear that our collaborative efforts are paying off in the Health sector. I salute the courage and sacrifices of our field men and women who move round the State for the sake of humanity.

    “I understand that today’s Mid-Term Review Meeting is to assess implementation of the HEALTH AND NUTRITION EMERGENCY RESPONSE PROJECT launched earlier on. This is a positive step. As someone from the private sector, I can say that Review and supervision are twin bridges to success in implementing any initiative. In fact, lack of adequate supervision is mostly responsible for failure of most programmes in the public sector.I will therefore urge stakeholders to use today’s Mid-Term Review to, in their usual meaningful ways, recommend ways to strength supervision and implementation of the project. Our goal should be how to increase beneficiaries without compromising standards,” Gov. Shettima said.

    Kashim also took time to remind the Federal Government on some of the promises made to Borno state which include the promises for the establishment of a Radio Diagnostic Centre at the State Specialist Hospital; the establishment of a Burns Centre at Umaru Shehu Ultra-Modern Hospital and the Completion of the Drugs Store under Construction at Molai, stressing that those promises if fulfilled will bring a lot of positive impact on the health of Borno people.

    Goodwill message were presented by the WHO, UNICEF, the Representative of the minister of State Budget and Economic Planning among others.

  • U.S donates $9.5m food aid to women, children

    The United States, through the U.S. Agency for International Development (USAID), has provided an additional $9.5 million to the United Nation’s World Food Program (WFP). This is to ensure that more than 175,000 mothers and children under five do not suffer from malnutrition during this year’s “lean” season.
    The grant from USAID’s Health, Population, and Nutrition Office, is to supplement the ongoing support for the humanitarian assistance in Nigeria by its Office of Foreign Disaster Assistance (OFDA) and Food for Peace (FFP).
    In a statement made available to the Nation, the USAID/Nigeria Mission Director, Stephen Haykin, said it is also seeks to bridge a funding shortfall announced by WFP late last month. The grant according to him will fund a blanket supplementary feeding program to protect the nutrition status of children aged six months to five years and lactating women in the Internally Displaced Persons (IDP) and host communities of Borno State through provision of specialized nutritious foods.
    He said: “In response to the call by the WFP to meet a severe funding shortfall, USAID is pleased to play a part in making sure that the most vulnerable of those impacted by the Boko Haram conflict are taken care of”, adding this support will go to nine areas where the needs of mothers and their children are the greatest.
    According to him, the assistance will help WFP reach an additional 110,000 children under five and 65,000 pregnant and nursing mothers with specialized nutritious food commodities in nine local government areas (LGA) in Borno State.
    WFP he added launched what is known as a Blanket Supplementary Feeding Program aimed at preventing further decline in nutritional status among young children suffering from moderate acute malnutrition, as well as protect the nutritional status of others who are not yet malnourished but are at high risk.
    Haykin said the program, which would distribute the nutrient-rich food monthly through the end of the rainy, or “lean,” season in August, is expected to significantly reduce the burden on the health system related to treating malnutrition as well as other health conditions related to under nutrition, consequently preventing related mortality.
    USAID he said partnered to end extreme poverty and promote resilient, democratic societies while advancing security and prosperity. He said in its partnership with Nigeria, the United States strengthens social stability through social services, supports transparent and accountable governance, promotes a more market­led economy, and enhances Nigeria’s capacity as a responsible regional and trade partner.

    EU plans €140m for Northeast rehabilitation

    The European Union plans to contribute €140 million towards the rehabilitation of the Northeast affected by Boko Haram.

    Head of the EU Delegation to ECOWAS and Nigeria, Amb. Michael Arrion said the support is in addition to what the EU already pledged in Oslo in terms of monetary commitments.

    Arrion added that they are aware that 25 LGAs out of 27 need strong support in terms of rehabilitation in Borno state and the EU will contribute to that.

    He made this revelation yesterday in Abuja, when members of the Progressive Alliance of Democrats and Socialists in the European Parliament visited members of the  #BringBackOurGirls (#BBOG) advocasy in Abuja.

    His words, “I am happy to tell you that very soon we will be in Borno to announce a support recovery and rehabilitation. We will be working with the Borno authorities. I took your message. We know that 25 LGAs out of 27 need strong support in terms of rehabilitation. We will contribute to that, I promise you.

    “We will announce our plans in two weeks’ time. The support is in addition to what we already pledged in Oslo in terms of monetary commitments. In Oslo we pledged €140m in humanitarian response.

    “We are going to announce another package for Borno which is more or less the same amount but this is not for humanitarian assistance but something more long term to address the needs in terms of reconstruction, rehabilitation and recovery. We will implement this package with the state authorities, with Governor Kashim Shettima and the Commissioner for the 3Rs.

    “Of course we cannot be everywhere at the same time but we will work together with other partners, donors and concentrate on a few LGAs. The priority is water, sanitation and electricity. Others will take health and education. We intend to provide electricity to some health centres and rehabilitate some of these centres.”

    Ramat Poly embarks on indefinite strike

    The Academic Staff Union of Borno state owned polytechnic, Ramat Polytechnic Maiduguri has embarked on indefinite strike action with effect from Monday.

    The  ASUP Chairman , Comrade Baba Shuwa at a news conference in Maiduguri  informed  that the union took the decision  after due consultative meetings with all the relevant  stakeholders including those  affected  by the strike like the academic and non-academic staff of the school, the senior staff of the school  which all decided to embark on an  indefinite strike action so as to   press  home  their demands from the state government.

    According to him, the strike became necessary despite the payment of April 2017 salary to all those verified and cleared  because their demands were still not  met by the state Government, adding that all negotiations and warnings have failed.

    The demands he mentioned include the issue of academic staff retirement age of 65 years and non-academic staff at 60 years or 35 years of meritorious service as obtained in other institutions.

    Others include the issue of non-payment of salaries of  both academic and non-academic staff spanning to a period of  9-10 months despite been   verified and cleared by the biometric data capturing committee, just as there are others whose salaries have been stopped by the committee.

    The Chairman regretted that, “families of these staff who are our members are either dying or sick or starved for lack of food to feed their families or carry them to the hospitals for medical treatment or buy drugs for their children and wives.

    “That is why, we decided we should go on strike despite the fact that we have earlier gone on warning strike before a technical committee headed by Bukar Adamu Biu, mni was constituted to negotiate with us and still until date no White paper was produced from our sittings or negotiations and nobody talked to us up till now about our position or the government stand on the matter,” the chairman said.

    Speaking on the  issue of students examinations, Comrade Baba said,  “the unions  are aware that most students are to commence their semester exams today Monday while only a few started their practicals last week, we have to go on strike finally and indefinitely to make the government address our problems.

    “And we are not returning to the class for the students’ exams or lectures until the state Government meet up with our demands or we know our stand. We have been patient enough and we can no longer accommodate it,” he said.

    He narrated how the union made some efforts to avoid students protest in solidarity for their strike.

    “Last week Friday the Union leaders had to go round the Ramat poly mosques during the Congregational prayers to talk to the students not to protest as we gathered some students were planning to stage a protest to support our strike because an angry student can be hostile and uncontrollable that is why we spoke to them to allow us to handle the issues ourselves amicably if not, by now, the situation could have been different,” he explained.

    Some students who spoke to journalists expressed their displeasure with the situation and urged the state governor to intervene immediately in order for them to return to school and continue with their exams and lectures.

    While others called on the state Government as a matter of importance to listen to the Union leaders and address their problems in the interest of peace, unity and development of the state.

    Following a statement credited to Senator Ahmed Makarfi’s led faction of People’s Democratic Party (PDP) condemning the negotiation and the prisoner swap that resulted in the release of 82 of the girls abducted from a girls secondary school in Chibok, Borno State by Boko Haram terrorists, a group under the auspices of League of Upcoming Political Parties has described the statement as shocking from a ‘confused group’.

    The league in a statement signed by its National Coordinator, Dr. Musa Ahmadu and make available to media in Kaduna Monday added that, is more shocking that the statement was coming from the faction led by man who has been the executive governor and chief security officer of a state for eight years and who is widely acclaimed to have brought relative peace to his state of Kaduna during his tenure.

    The statement read in part, “the comment of the PDP at a time when the whole world was congratulating the federal government for leading the initiative that saved the lives of 82 innocent young girls, brought joy to their homes and rekindled the hope of the citizenry that it is now blessed with an effective government which can go all lengths to secure the lives of its citizens.

    “The statement by a faction of a fractured party can only be excused on the basis that the stress of its prolonged engagement to claim authenticity of the party has begun to affect the psyche of its leadership and raises the question whether the statement is not a subtle extension of the cold war between the Makarfi faction and Ali Modu Sheriff.

    “We advice Makarfi not to allow his frustration with Modu Sheriff rob him on his integrity and wisdom for he is one of the most respected among the tribe of former governors in Nigeria. Issuing this kinds of statements that panders to kindergarten logic would definitely harm his head earned reputation.

    “The Makarfi faction said the negotiations that led to the release of the 82 girls violate international best practices  of not negotiating with terrorists, but the faction tends to forget that even US which is the lead figure in the fight against terrorism has never closed the path towards negotiation when it’s interest is at stake and has many times  entered into negotiations with terrorists groups and exchanged prisoners with the underlying aim of securing the lives of hostages first before any other thing”.

    The statement continued, ‎”the Makarfi faction seems to have forgotten  that at the end of every strategy or engagement, it is the result that matters  and that best practices are not statutes but strategies hence cannot be violated but replaced when the matter demands a different approach.

    “The faction also claimed the release of the girls through this process will exert pressure on the parents of the remaining girls yet to be released. They claim the parents of the remaining girls would begin to wonder why their own children were not among the lucky ones released.

    “The recent release of the 82 girls, the largest number so far, rather than sadden the parents of those that are yet to return, has followed a similar pattern by reigniting the hope of the parents of those yet to see their children that it remains a matter of time for them to be equally lucky and has erased the despondency created by the PDP government which kept making statements about its helplessness on the situation and inflicting psychological torture on the parents.

    “The current release of the 82 girls needs to be stressed has not only restored hope in the whole of Chibok, Borno State and Nigeria but globally, that not only are these girls alive and well but with the application of  efficient strategies like the current administration of President Muhammadu Buhari has done, the remaining girls would be found and rescued.

    “We wonder where Makarfi ‎ and his cohorts have been all this while when the current administration has recorded success in the fight against the insurgents by clearing the dreaded Sambisa Forest which became a no go area in the PDP era, secured the release of kidnapped victims, preventing the terrorists from holding any territory under the federal republic of Nigeria and degrading the terrorists to a stage where they can only attack soft targets.

    “But it must be made clear to Makarfi and his co-travellers  that the current administration places high premium on the sanctity of human lives and respect for human rights which has been the hallmark of the current military in all its operations”, the statement added.
