  • FG tasked on lasting solution to flood onslaught

    The federal government has been tasked to pursue ways that will bring lasting solutions to the onslaught of flooding across communities in Nigeria.

    The director of the Center for Peace and Environmental Justice (CEPEJ), Comrade Sheriff Mulade, made the call in a statement made available to newsmen in Warri on Wednesday.

    According to him, not only are properties worth millions of naira lost to the ravaging flood, several lives have been yearly, cut short.

    It will be noted that the Nigerian Meteorological Agency (NMA) had warned of the impending disaster in 11 states including Akwa Ibom, Bayelsa, Bauchi, Benue, Borno, Cross River, Delta, Kaduna, Kwara, Nasarawa, Yobe and Zamfara. However, not much was done by relevant government agencies to avert the situation.

    Mulade, in his statement, therefore appealed to the federal and state governments, international civil society organizations, private sectors as well as well-meaning individuals to join CEPEJ to provide assistance, especially in resettling flood victims in the country.

    He said “As a non-governmental organization with a special focus on environmental justice, we are sensitizing the people living within the affected areas and call for adequate relief materials to the victims and to properly resettle them.

    “CEPEJ is also by this means advocating that the federal government provides continued assistance in the resettlement efforts towards finding a permanent solution to the problem of flooding in Nigeria. We are deeply saddened that several lives have been lost to the annual flooding in the affected areas, homes and farmlands have been destroyed, means of livelihood brought to an abrupt halt and farm produce worth millions of naira have also been destroyed.

    “CEPEJ hopes that as part of the Federal Government’s long term measures, the construction of buffer dams on the long stretch of the Niger be considered, to intermittently break wild water tides and avoid future re-occurrence”, he said.

    Noting that many affected persons are yet to be reached with aids, he added that suffering is on the increase for cases where it was practically impossible to send relief materials or evacuate the victims.

    In September, a national disaster was declared in the worst four affected states; Anambra, Delta, Kogi and Niger, with NEMA releasing a report that about 327,052 people are affected in the flooded states with over 70 casualties.

    Also, an outbreak of malaria and water borne diseases has been reported, just as displaced persons are currently being hosted in emergency shelters such as local government offices, schools, stadiums, churches and internally displaced persons (IDP) hostels built by Presidential Committee on Flood Relief and Rehabilitation.

  • ‘I never said Buhari will lose in North East’

    Senator Bukar Abba has denied media reports that he said President Muhammadu Buhari will not win in the North East, saying the president would win conveniently in the forthcoming 2019 presidential poll.

    Bukar Abba stressed that there is no way the ruling party; the All Progressive Congress (APC) will lose the election.

    His conviction, according to a statement signed by his media aide, Mr. Yusuf Ali was based on the great work the president has done in the last three and half years.

    Yusuf quoted the senator as saying that: “As far as I am alive, there is nothing that will make Buhari fail in the North East. Not in Bauchi, Borno, Yobe, Adamawa, or Taraba. There is no way he will lose the election. By the grace of God, Buhari will win the election and serve his second term.

    “I Bukar Abba, I am in APC now, tomorrow I will be in APC by the grace of God. I will forever be in APC, if they don’t change the party. Nothing will separate me with my party the APC”.

    The senator, Yusuf added has vowed to forever be a member of the All Progressives Congress, a party he fought hard to build. He said it was him and Dr Ogbonnaya Onu the then Chairman of the ANPP that first initiated the merger for the mega party of the opposition to form APC and save the country from the PDP.

    Describing the Senator as “an Elder Statesman in his own right who does not He deserve to be called unprintable names”, Yusuf said it was obvious the three time lawmaker was quoted out of context, noting that “he has pledged his support for the APC and Buhari in the 2019 general elections.”

     

  • Boko Haram : NAF decimates hideout in Bogum, Borno

    The Nigerian Air Force ( NAF ) says its Air Task Force (ATF) of Operation Lafiya Dole has decimated a Boko Haram Terrorist (BHT) hideout and neutralised several insurgents at Bogum in Northern Borno.

    Air Commodore Ibikunle Daramola, NAF Director of Public Relations and Information, made this known in a statement on Monday.

    Daramola, who noted that the attack was carried out on Sunday, added that the action followed intelligence report that the insurgents had been carrying out activities within the settlement.

    He stated that “the ATF used two Mi-35 Helicopter Gunships to engage and destroy the identified BHT positions in the village.

    “The task force focused on concentration areas of the insurgents and attacked in successive waves with direct hits on the targets, leading to the neutralisation of several BHTs.

    “The few surviving insurgents were tracked and mopped up in subsequent attacks.”

    The director added that NAF was working with surface forces and would sustain the tempo of operations with a view to destroying remnants of the terrorists on the fringes of Lake Chad and other areas in Northern Borno.

  • Emir of Kano calls for use of local language to teach

    The Emir of Kano, Muhammad Sanusi II, on Wednesday, advised the Federal Government to institute a policy that allows the use of local languages to teach in Nigerian schools.

    Sanusi, who gave the advice at a two-day Northern Nigeria Traditional Leaders Conference on Out-of-School Children, in Kaduna, said that the use of only English language in teaching has contributed to low educational development in the country.

    The conference was organised by Federal Ministry of Education, Universal Basic Education Commission, National Commission for Mass Education and Sultan Foundation for Peace and Development in collaboration with UNICEF.

    According to him, the national policy on education that allows only English language as a means of communication in classrooms is defective and responsible for low assimilation among students.

    “English as a language yes, but English as the only medium of teaching and learning is wrong and counterproductive.

    “You don’t need English language to be a doctor, you don’t need it to be engineer or anything one wants to be.”

    He stressed that teaching with mother tongue would go a long way in improving the rate of assimilation and make teaching and learning interesting and productive.

    Sanusi also pointed out the lack of commitment to improving the quality of education by all levels of governments had manifested over the years in the paltry budgetary allocation made to education by all levels of government.

    He said that only seven per cent of the 2018 federal budget was allocated to education against the recommended 26 per cent.

    “This is a clear indication that education was the least of the Nigeria’s priority. This is quite disturbing.

    “Our political leaders must be held accountable if they fail to meet up with their responsibility of providing education, quality health services and other development aspiration of the people.

    “If a sitting governor cannot ensure that his people are educated, healthy and empowered to live a productive life then he has no business being in governance.”

    Earlier, 16-year-old Tabitha Emmanuel, from Gwoza Local Government Area of Borno, while sharing her experience stressed that access to quality education for all should be of concern to everyone.

    Emmanuel said that Nigerian societies cannot thrive when millions of children have no opportunity to access education that can make them productive members of their communities.

    “I recalled that sometime ago, Boko Haram sent a letter to my community directing that no girl should be sent to school.

    “They later came and burnt my school and destroyed my village, killed many people, took women and abducted more than 200 girls into captivity.

    “I was forced to stay at home for six months. My future became bleak and life became difficult.

    “But as peace returned to the troubled North East, I was able to complete my primary and secondary school and I am looking forward to a brighter future.”

    She pointed out that there are still huge number of girls and children who do not have access to quality education, and appealed to community leaders to recognised that children are important machinery in shaping a country’s future for greatness.

    According to her, there must be collective effort to ensure that schools are safe, gender based and other barriers to girl child education are addressed.

  • NEMA: Welcome Back My Country

    Human beings are prone to calamities which, in most cases, are beyond human imagination and control.  These calamities are capable of causing untold physical and emotional stress to every discerning mind.  Occurrences like fire outbreaks, chemical spill, flood disasters, gun attacks, insurgents’ activities and even physical threats among several others could result to emergency situations.  People don’t pray for disasters to happen but they pray to see a helper when it happens.
    Emergency situations as enumerated above, sometimes occur from natural causes or otherwise.  However, the varying causes notwithstanding, a practical understanding of such situations and adequate responses to them will reduce their impacts and increase people’s chances of survival.
    The management of such emerging situations in Nigeria is the statutory responsibility of the National Emergency Management Agency (NEMA).  And this very important Agency has consistently played significant roles in emergency situations, particularly the recent efforts to addressing issues relating to flood disasters and Internally Displaced Persons (IDPs) in the middle belt and northeast axis where activities of gunmen and insurgency are pervasive.
    NEMA was established, through Act 12 as amended by Act 50 of 1999, to manage natural and man-made disasters in Nigeria.  The agency was designed to formulate policy on all activities relating to disaster management and coordinate the plans and programmes for efficient and effective response to disasters at national level.
    But how did Nigerians perceived NEMA’s activities and reactions to emergency situations in the country?  Going down memory lane, many Nigerians considered the performance of NEMA in the discharge of its responsibilities as abysmal and far below expectations.
    The Agency was perceived to be bad in all departments – poor policy formulation and planning; inadequate data collation and report from relevant agencies to enhance forecasting, planning and field operations; poor capacity and ability to coordinate activities of other stakeholders in disaster management; and unacceptable response time in emergency situations.
    But the current management in NEMA under the leadership of the Director General, Engr. Mustapha Maihaja has transformed the Agency beyond imaginations.  The newly improved NEMA has developed capacity for effective and efficient disaster management in Nigeria.
    Many of us are still oblivious that NEMA has greater capacity to reasonably deliver on its statutory obligations under the current leadership of Engr. Maihaja.  The Agency recorded impressive strides in the area of timely response to emergency situations across the country and has been consistently visible and effectively felt in crisis situations.  Its visibility is clearly demonstrated especially in the humanitarian crisis in Boko Haram infested region of the northeastern states of Borno, Yobe and Adamawa.
    Engr. Mustapha Maihaja is desirous to bringing succour to victims of emergency situations by giving palliatives to ameliorate the suffering and pains that comes with it.  The DG said that “one key parameter in disaster management was prompt response by the Agency ”.
    NEMA’s commitment was indeed reflected in the improved and timely response accorded to not only the internally displaced persons (IDPS) in the Northeast, but victims of the recent flood disasters across the states.  The flooding was virtually in all geopolitical zones of the country which left hundreds of thousands homeless.  Houses, farmlands, barnyards, resident estates, and commercial plazas are submerged while affected victims depended on NEMA for their shelter and feedings.
    NEMA’s commitment and efficiency was also felt by those adversely affected by mass deportation and repatriation from foreign countries, especially Mali and Libya where many Nigerians ended up in search of green pastures.
    Only recently, the people of Dikwa Local Government Area of Borno State were so impressed with the almost clinical performance of NEMA and praised them highly for a job well done.  They are particularly happy that internally displaced and distressed individuals are properly given medical attention and food items. They noted that camps are being constructed and mobile clinics were set up to carter for medical need.  To the people of Dikwa, it is a great departure from what obtained in the past.
    Engr. Mustapha Maihaja has successfully domesticated in NEMA the global best practices of disaster risk reduction which emphasizes disaster prediction, hazards’ analysis, resilient capacity building and awareness creation.  The agency also distributed relief materials to victims of disasters in emergency situations across the country and to other needy nations.
    NEMA success in this regards earned it the respect of some foreign institutions and bodies who partner with the agency mostly on capacity building. The United Nation’s humanitarian agency, World Food programmes (WFP), visited NEMA and commended its initiatives and programmes in addressing disaster related problems in Nigeria.
    The Vision of Engr. Maihaja is to elevate NEMA to a world class status in the nearest future.  He identified some gaps and shortcomings of the agency, and organized several workshops to share its understanding to review, to enforce and re-position NEMA in a way that it can better operate efficiently, effectively to gear it towards the envisaged world-class agency.
    And as part of his restructuring strategies, Engr. Maihaja has been very creative and innovative.  The DG underscores the need for the agency to create a response and recovery department in line with the best world practices.  Maihaja said the department would encompass search, rescue and recovery as a result of any emergency.
    To complement its capacity building initiatives in NEMA, Engr. Mustapha Maihaja’s led team is committed to an improved workers welfare package and human capital development.  As a show of dedication, management recently approved new and enhanced condition of service for staff of the agency.
    The DG reiterated the need for improved welfare scheme commensurate with what is obtainable in other countries. He initiated the process to commence the 2018 promotion exercise in the agency, and went even further to secure approval from the Bureau of Public Procurement (BPP) for Group Life Insurance for Staff in view of increasing emergency needs.
    The agency has fostered strong working relationship with all relevant national and international agencies including the United Nations Institutions for the reduction of disaster. Engr. Maihaja’s aim is to strengthen modern administrative and managerial skills as well as technological advancement to boost efficiency in NEMA.

    The change of guard that brought Engr. Mustapha Maihaja on board as DG NEMA is a blessing that has transformed the Agency positively.  NEMA’s recent outing and its proactive responses have demonstrated that the system is back in line with the vision of our founding fathers.
    The ever resilient, pertinacious and dogged DG, Engr. Maihaja whom since assuming the leadership of NEMA, has restlessly traverse all the nooks and crannies of affected states despite obvious challenges.  Maihaja and NEMA are doing everything possible to lift up our citizens who are faced with various disasters in and outside Nigeria.
    Engr. Mustapha Maihaja’s great stride in NEMA is a testimony that Nigeria is back and working for the masses.
  • Army seeks collaboration with security agencies to tackle insurgency

     The Nigerian Army has called for closer collaboration with security agencies in Borno, to facilitate successful implementation of the counter-insurgency campaign.

    Brig.-Gen. Texas Chukwu, the Director, Army Public Relations, in a statement issued on Saturday in Maiduguri, quoted Brig.-Gen. Bulama Biu, the Acting General Officer Commanding (GOC), 7 Division, as making the call at a meeting with heads of security agencies in the state.

    According to the statement Biu called for synergy and cooperation towards evolving new strategies in the ongoing fight against insurgency and other sundry crimes.

    Biu stressed the need for routine interaction between stakeholders with a view to strengthen cooperation, intelligent and information sharing among them.

    While commending the agencies for discharging their duties effectively, Biu called for proactive measures to review strategies to meet the security challenges occasioned by the political transition period.

    Biu reminded the agencies of the need to be proactive so as not to allow breach of peace and checkmate unholy political gatherings.

    The meeting was attended by the Commissioner of Police, Mr Damian Chukwu, Comptroller of Customs, AB Abdullahi, and the Commandant, Nigeria Security and Civil Defence Corps (NSCDC), Ibrahim Abdullahi.

    Others were Deputy Commissioner of Police, Ijafaru Bukar, and Comptroller, Nigerian Immigration Service, Abdulfattah Adamu, among others.

    One of the aspirants for the Borno north senatorial seat, Hajia Fati Alkali Shettima has kicked against the inclusion of Sen. Abu Kyari who contested in the gubernatorial primary election three days ago.

    Hajia Fati who is also the state APC Women Leader said she was shocked to see the picture of senator Abu Kyari on the ballot papers for the senatorial primary election.

    The State APC Women Leader alleged that the current Senator from the zone didn’t go through screening hence , he is not eligible to contest for Senatorial seats.

    “I was shocked and surprised when I saw him. when they called all the Senatorial aspirants with House Representatives aspirants into state APC Chairman’s office and addressed us.

    “I am demanding that we must all be given equal treatment, if someone that contested Governorship election three days ago without being part of Senatorial screening is now contesting for the Senate, then something is fundamentally wrong and this must not be allowed.”Hajja Fati Kakenna demanded.

    Our correspondent gathered that the other two aspirants have decided to withdraw their ambition and threw their support for Sen. Kyari, who happened to be the incumbent senator representing Borno North.

    Hajja Fati Kakenna vowed that no amount of intimidation would make her step down for anyone aspirants.

    The Nation checks revealed that there was shortage of election materials as delegates were patiently waiting at state hotel Maiduguri the venue of Borno northern senatorial election for the arrival of the materials.

  • Army assures farmers of security

    The Nigerian Army has pledged to guarantee the safety of farmers in Borno, to enhance the production of paddy rice and other food crops.

    Brig. Gen. Texas Chukwu, Director, Army Public Relations, in a statement issued on Thursday in Maiduguri, quoted Brig. Gen. Bulama Biu, the Acting General Commanding Officer (GOC), 7 Division, Maiduguri as making the pledge when members of the Rice Farmers Association of Nigeria (RIFAN) paid him a courtesy visit in Maiduguri.

    The statement quoted Biu as saying that the army would provide security to farmers to enable them cultivate their farmlands and ensure their safety to encourage agricultural activities.

    Biu noted that rice farmers were critical partners in ensuring food security for sustainable social and economic development in the country.

    He tasked farmers to be law-abiding and ensure that they followed due-process in the discharge of their business.

    In his remarks, Alhaji Bulama Mohammed, the chairman of the association, lauded the military over the successes recorded in the counter-insurgency campaign in the northeast.

    Mohammad sought the support of the military to ease movement of the produce to the market.

  • Boko Haram: NAF Jets destroys meeting venue, Kill insurgents

    The Nigeria Air Force (NAF) disclosed on Monday that Boko Haram meeting place at Jabullam in Borno state has been destroyed with air strikes.

    The Spokesman of the NAF, Air Commodore Ibikunle Daramola said in a statement that the strikes were conducted through the Air Task Force of Operation Lafiya Dole after an intelligence report had established the presence of the terrorists in the buildings.

    Air Commodore Daramola also said some terrorists were killed during the air strikes.

    The statement reads: ” The Air Task Force (ATF) of Operation LAFIYA DOLE has destroyed a Boko Haram Terrorist (BHT) meeting venue at Jabullam in Northern Borno State.

    “The attack was carried out on 28 September 2018 following credible human intelligence reports indicating that some buildings within the settlement were being used for meetings attended by BHT leaders.

    “Accordingly, following confirmatory Intelligence, Surveillance and Reconnaissance (ISR) missions which identified the target building and surrounding structures, the ATF detailed a Nigerian Air Force (NAF) Alpha Jet aircraft, which attacked the location and recorded direct hits on the target leading to the obliteration of the building and neutralization of the BHT occupants. ”

    “The NAF, working in concert with surface forces, will sustain the momentum of operations with a view to destroying remnants of the terrorists in the fringes of Lake Chad and other areas in Northern Borno”.

     

  • Prof. Umara-Zulum wins APC primaries in Borno

    Prof. Babagana Umara-Zulum has emerged winner of the All Progressives Congress (APC) governorship primary election in Borno.

    Declaring the result of the election, the Chairman of the Electoral Committee, Ahmed El-Marzuq,  disclosed that Umara-Zulum scored 4, 432 votes to defeat his closest opponent, Alhaji Idris Durkwa, who polled 114 votes.

    ‪Marzuq revealed that Alhaji Gambo Lawan scored two votes, while Alhaji Mustapha Baba Shehuri; ‪Ambassador Baba Jidda and Maigira Atom got one vote each.

    He explained that about 317 votes were declared invalid, adding that 5,012 delegates participated in the election.

    A total of 21 aspirants were cleared by the party for the governorship primary election in the state.

    Ten of the 21 candidates withdrew from the race and threw their support behind Zulum, while four others abstained from the election.

    Among those that withdrew from the race were Kaka Shehu; Sen. Baba-Kaka Bashir Garbai, Sen. Habu Kyari, Mohammed Makintami and Adamu Dibal.

    Others were Adamu Zaufanjinba; Alhaji Mai Sheriff, Babagana Tijjani Banki, Mohammed Liman and Mustapha Fannarambe.

    Those who abstained the election were Mutawwalli Kashim Imam; Mustapha Baba-Shehuri, Amb. Baba Ahmed Jidda and Abba Jato. (NAN)
