My FEC colleagues frustrated my projects under Buhari, says Shittu

A former Minister of Communications, Adebayo Shittu, has alleged that some of his colleagues in the Federal Executive Council (FEC) frustrated a number of projects he initiated during the first tenure of the Muhammadu Buhari administration.

Speaking on a Channels Television breakfast programme, “Sunrise Daily,” Shittu admitted that the Buhari administration failed to fulfil some of its campaign promises.

“Even as an individual who had a mandate to oversee communications, there were several projects which I initiated but were frustrated along the line.

“For instance, I wanted to do an ICT university for Nigeria. I made a proposal and it got to the Federal Executive Council, only for a number of our colleagues to oppose it. At the end of the day, Mr. President said: ‘Barrister Shittu, I want to commend you for your hard work on this memo, but this is an overambitious project.’

“That was my saddest day in government.

“This is one of the things that happened and I was not happy. But at the end of the day, when the Federal Executive Council as a body rejects a proposal, you cannot do anything.”

The former minister said he had no regrets serving his fatherland.

“I did not regret serving because I was able to do other things.

“We do know very well that Nigeria had virtually been run aground before he (Buhari) came onboard. Even as someone who served in the Buhari government during the first term, I am always honest enough to admit certain failures that we had.”

Shittu added that the ex-President was sometimes kept in the dark about contract awards processes and the goings-on in his administration.

  • Buhari’s missed opportunity

    Buhari’s missed opportunity

Of all our past leaders, Muhammadu Buhari, by his anti-imperialist and pro-Nigerian policies during his short stay in power between 1984 and 1985 was perhaps the most pro-Nigerian.  The author of ‘Nigerians have no other place they can call their own’ was regarded as an honourable man ‘who cannot be unfair’ (Maitama Sule). The only ware Buhari had to sell in the run up to the 2015 election was his righteousness which he carried around like Saint Christopher’s badge of honour.

Buhari had played his politics well by rejecting IMF loan to prevent the destruction of our budding industries with the flooding of our market with foreign manufactured goods and challenging Nigerians to produce their own wheat or starve.  Nigerians produced not only what they would eat but more than enough wheat that storage facilities became a challenge.  Within the period, our refineries worked with Nigerian exporting refined petroleum products to earn foreign exchange while domestic consumption of PMS was secured through swapping of crude oil with Brazil.

It was widely believed that Babangida’s palace coup was masterminded by CIA in response to Buhari’s anti-imperialist crusade. This was to earn him the sympathy of Yoruba voters in 2015 despite jailing their leaders for between 100-300 years for taxing contractors to raise money to build universities in Edo, Ondo, Ogun and Lagos while treating Shagari who presided over massive corruption that led to the collapse of the economy and his NPN/NPP governors that took foreign loans to marry new wives and set up private banks with kid gloves.

Unfortunately, Buhari, by his mishandling of our crisis of nation-building during his two-term presidency marred by incompetence, cronyism and delegation by abdication, deprived himself of an opportunity to become a statesman.

His first test of integrity after acquiring power was his apparent sympathy for herdsmen terrorists rated by Global Terrorism Index as the fourth deadliest terrorist group in the world, coming after Boko Haram, ISIS and Al-Shabab. As if to confirm the fears of those who alleged his government had been hijacked by ethnic irredentists even before its inauguration, Alhaji Sale Bayeri issued a threat claiming that “the Boko Haram insurgency would be a child’s play if herdsmen and farmers’ conflicts are not resolved in a way that is acceptable to all sides”, while pointing out that what would appease the rampaging herdsmen was contained in a 70-page letter he had sent to President Buhari before his inauguration. Their demand was for an unhindered grazing access in areas he identified as ‘trouble spots’ spread across 75 local government areas across 21 states including “Oye Local Government in the northern part of Ekiti, Shaki in Oyo State, Akwa-Ibom, Cross River, Rivers, Delta, Edo, Bauchi, Gombe, Yola”. To support their claim that “Benue anti-grazing law cannot work”, mindless massacre of 72 people was carried out in the night. Buhari ignored warnings by Nigerian stakeholders including Wole Soyinka who advised the Fulani insurgents should not be treated with kid gloves, until the whole of the middle belt states was overrun.

Buhari’s management of the oil sector which accounts for over 80% of foreign earnings was no less disappointing.  Nigerians had hoped he would improve on his record as oil minister in 1977 and as Head of State in 1984. Curiously, none of Nigerian four refineries worked while his party’s promised modular, for eight years remained a promise.  And while the nation could not meet its OPEC quota of crude oil export due to massive crude oil theft, over N700 billion was being stolen daily under the fuel subsidy scam.

And despite Oronsaye recommendation, Buhari retained the instrument through which politicians and oil marketers commit this crime. For instance, the PPPRA, an outfit with a staff strength of 249, supervised by an unwieldy 22-man strong board, gobbling scandalously whopping salaries and allowances of N57.9 billion per annum, whose mandate include ending long queues at filling stations by making petroleum products  available at reasonable prices”, was retained even when its functions only duplicated those of Pipelines and Product Marketing Company, (PPMC) set up in 1988 to “profitably and efficiently market refined petroleum products and also maintain uninterrupted movement of refined petroleum products from the local refineries.”

Buhari’s management of the economy was no less disastrous. Perhaps scared by IMF that accused him of being stubborn, he went on a borrowing binge with Nigeria debt rising to $40b currently being serviced by about 95% of our national earnings. We can add to that the illegal printing of N23trillion through ways and means by CBN and one-year advance collection of crude oil sales revenue.

His anti-corruption crusade was a sham. He was silent on the frittering away of N7billion on rural electrification project, the $50 billion independent foreign experts claimed was spent on the energy sector by Obasanjo and President Jonathan’s own $8b that pushed the power capacity to 4,517MW in December 2012 before nose-diving to estimated 2800MW.

Nigerians had expected a probe of how Babangida’s Technical Committee on Privatization and Commercialization’s (TCPC) disposed of the following national assets: Assurance Bank, African Petroleum, Unipetrol, National Oil and Chemical Co. Plc, West African Portland Cement, Ashaka Cement, Northern Nigeria Cement, Nigeria Cement company, FESTAC 1977 Hotel, Nigerdock, Niger Insurance, Nigeria Re-insurance, Savannah Sugar, National Trucks Manufacturing, Electricity Meter Company, Zaria, Hamdala Hotel and Federal Palace hotel among many others. They had expected the same on the following national assets sold by Obasanjo’s 1999 Public Enterprises Privatization and Commercialization Act: Delta Steel Company valued at $1.5 billion but sold for $30m; NICON Insurance worth N6billion but allegedly bought with fake MoU and fake cheques, Ajaokuta Steel Company valued at $1.5 billion but sold for $30 million, ALSCON valued at $3.2b but sold for $130m, Nigeria Re-Insurance Corp. worth N50b but sold for N1.5b (see Adamu Adamu: “BPE: Behind Closed doors”(Daily Trust, August 12, 2011). There was also Abuja Sheraton Hotel and Towers built at a whopping $300m in 1986 but sold for a paltry $34m” and “Sofitel Hotel (NICON Luxury Hotels) built with a German loan of $139m in 1990 later sold off for $50m. (The Senate Committee on the Federal Capital Territory (FCT) Probe (This Day, April 23 2008).

Buhari whose campaign promises included restructuring was to feign ignorance as to its meaning after the election. He was however schooled by the following Nigerian stakeholders who first reminded him that our “1954 structure, negotiated by our founding fathers ‘to promote the unity of Nigeria and protect the interest of diverse elements that make up the country’ was destroyed by our military adventurers.

For Atiku, restructuring means ‘less centralized, less suffocating and less dictatorial’ central government to satisfy agitation by some restive groups for self-actualization. For Alhaji Balarabe Musa, the former governor of Kaduna State, it is ‘a return to regional arrangement, where each region can create states, they can cater for, would certainly reduce injustice and inequality among the people’. For Emeka Anyaoku, the former Commonwealth Secretary, it is ‘a return to the regional structure practiced in the First Republic, with the country’s six regions forming the federating units. For Wole Soyinka it means “the basis of our association needed to be renegotiated if we are to prevent a disastrous disintegration”.

But Buhari would rather listen to Ango Abdullahi, the spokesman for Northern Elders Forum, who after tracing it to post-independence power rivalry between the Igbo and the Hausa Fulani, advised him to refer it the National Assembly, a product of injustice, by design and by composition” whose control by northern majority has made any change, including ordinary local policing impossible. And of course, Buhari’s  other trusted confidant is elder-statesman Tanko Yakassai who blamed the Yoruba for supporting self-actualization struggle by restive groups like the Tivs, Beroms, Katafs  of the Middle Belt and the Calabar-Ogoja-Rivers states of the Southeast since 1953.

  • Buhari, Boss Mustapha’s signatures were forged, witness tells court in Emefiele‘s case

Buhari, Boss Mustapha’s signatures were forged, witness tells court in Emefiele‘s case

An EFCC witness, Bamaiyi Mairiga on Thursday told an FCT high court, Maitama that the signatures of former President Muhammadu Buhari and the immediate past Secretary to the Government of the Federation (SGF), Boss Mustapha, were forged.

Mairiga, a forensic document examiner with the EFCC, said this while testifying in the ongoing trial of the immediate past governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, before Justice Hamza Muazu.

Emefiele is charged with an amended 20-count charge bordering on conferment of corrupt advantage, forgery, criminal breach of trust, conspiracy to obtain by false pretence and obtaining money by false pretence.

The sacked CBN governor is accused in the charge of forging a document titled: Re: Presidential Directive on Foreign Election Observer Missions dated 26 January, 2023 with Ref No. SGF.43/L.01/201 and purported same to have emanated from the office of the Secretary to the Government of the Federation to the Governor of the CBN.

He is further alleged to have, on Feb. 8, 2023 knowingly obtain, by false pretence, 6,230,000.00 dollars by falsely representing that the SGF via a letter dated 26 January, 2023 with Ref No. SGF 43/L.01/201 requested the CBN to provide a contingent logistic advance in the sum of $6,230,000 “in line with President’s directive”.

He, however, pleaded not guilty to the charge preferred against him.

Testifying as the sixth prosecution witness (PW6), Mairiga, said that he was on secondment to EFCC from the Nigerian Immigration Service (NIS).

He told the court that the forensic department of EFCC received a request for the examination of some signatures that were forwarded to the department.

Led in evidence by the prosecution counsel, Rotimi Oyedepo, SAN the witness told the court that as an expert, he knew as a fact that no two writers shared identical handwriting characteristics.

He added, two writers could not produce their writing exactly and no writer could exceed their skill level.

According to the PW6, “With this in mind, the signatures were examined for presence of life quality, slants, alignment, diacritical placement, pen movement, skill of execution and comparisons of class and individual characteristics against the specimen signatures.”

Mairiga told the court that both the disputed and specimen signatures were analysed to identify individual characteristics present or absent in each of the signatures.

The witness added that a comparison of the identified individual characteristics in both the disputed and specimen signatures were compared to establish similarities and dissimilarities.

“To verify the entire process, further analysis was carried out using further methodology and a peer review by another expert so as to validate it in terms of reproductibility.

“The conclusion from the analysis revealed that the disputed document showed evidence of forgery and copy act,” Mairiga told the court.

He said it was found out that the skill of execution was discovered to be different from that of the specimen signatures.

The witness added that, “Specifically, the disputed signature and the specimen signatures were found to be different in respect of pen movement, skill of execution, loop formation. There was individual characteristic.

“This is a confirmation that the author of the specimen signature did not write the signature of Muhammadu Buhari on the disputed document.”

According to him, same analysis process led to the conclusion that, “the author of the specimen signature did not write the signature of Boss Mustapha on the disputed document.”

Mairiga added that the process was reduced to a report, which was tendered as an exhibit before the court.

Without any objection from the defence, the report was admitted and marked a second EXhibit FDE.

Oyedepo asked the witness to identify the disputed document in the previous exhibits, marked Exhibit PD6 and Exhibit PD7.

Mairiga told the court that the disputed document in Exhibit FDE was the document titled, “Presidential Directive on Foreign Election Observe Mission” purportedly signed by Muhammadu Buhari, which was marked “X” in the exhibit.

He added that the second disputed document was marked “X1”, titled “Re: Presidential Directive on Foreign Election Observe Mission” purportedly signed by Boss Mustapha.

While being cross examined by counsel for Emefiele, Matthew Burkaa ,SAN, the witness told the court that though he was on secondment from the Immigration, he reported daily for work at the forensic department of EFCC.

He further told the court that he had been on secondment to the anti-corruption commission since 2018.

He added that the Head, Forensic of EFCC is Benedict Agboye, who he said was an expert in question document analysis.

The witness said it is preferable in question document analysis to compare original document to original instead of photocopy, adding that both original and photocopy could be compared.

At a point during cross examination of the witness, Burkaa applied to the court to formally note the witness as being in court deliberately to mislead the court.

“Court should take note of his (Mairiga) demeanour of deliberately refusing to answer questions from the defence and the court to mislead them,” Burkaa said.

The prosecution counsel, however, countered this, saying the court has the responsibility of observing the demeanour of a witness.

He added:”it is unfair for the defence to say that the witness is in court to mislead it.”

Mairiga later told the court that in the report he issued, he analysed the signature of both former President Bihari and that of Boss Mustapha but did not analyse Emefiele’s signature.

Meanwhile, Justice Muazu adjourned the continuation of hearing until March 11

  • Naira redesign, ‘Emilokan’ speech, excerpts from Femi Adesina’s ‘Working with Buhari’

Naira redesign, ‘Emilokan’ speech, excerpts from Femi Adesina’s ‘Working with Buhari’

Former presidential spokesperson Femi Adesina launched a book last week on his time as Former President Muhammudu Buhari’s aide.

The book was titled: ‘Working with Buhari: Reflections of A Special Adviser, Media, and Publicity (2015-2023)’.

The book contains some stories about some of the controversial issues during Buhari’s tenure.

Adesina attempts to correct the common views of the former President by recounting different experiences he had with him.

Here are the major excerpts from the book:

    1. Jubril of Sudan:

Adesina stated that the rumour of a clone – Jubril of Sudan – of his ex-principal was preposterous.

The former presidential aide stated that upon his (Buhari) return from a foreign medical trip on August 19, 2021, rumour began to spread that the erstwhile President wasn’t the real tall, lanky, Daura-born ex-military leader, but rather it was his clone called ‘Jubril of Sudan.’

Adesina recalled that the day the President came back to Nigeria, he (Adesina) had earlier attended the wedding of the daughter of a former Chief of Defence Staff, Gen. Gabriel Olonisakin.

He wrote: “For such outings, you needed the full Yoruba agbada, with cap to match. That was what I wore. From church and reception, I went straight to the airport, as the President was billed to land about 4 p.m. And when he did, we formed the usual reception line.”

The former aide stated that Buhari shook hands with everyone, and when it got to his turn, Buhari complimented him, saying, “Adesina, this is the best I have seen you dressed.”

Adesina further said, “When later, some people began to spread unfounded stories that the man that returned to the country on that August 19 was not the real Buhari, but a clone, named Jubril of Sudan, I just found it preposterous, even otiose.”

He queried that if the “person was a certain Jubril, how did he know my name, and commenting on my dressing?”

    “Pathetic people. Pitiable,” he added.

    2.  Emilokan speech:

Femi Adesina, also revealed how ex-President Muhammadu Buhari reacted to President Bola Tinubu’s ‘Emilokan’ campaign speech.

In June 2022, Tinubu, who was then All Progressives Congress, APC, presidential aspirant was speaking at a parley with delegates of the party in Ogun State when he made the ‘Emilokan’ remark.

Tinubu had said Buhari wouldn’t have been President without his support in 2015.

Concerned about varied interpretations reaching the President, Adesina and other aides decided to brief Buhari during their return flight to Nigeria.

The former presidential spokesperson said they were about to leave Spain for Nigeria when he came across Tinubu’s speech.

Adesina wrote: “The visit concluded, and we were to return home on Friday, June 3, when the social media exploded with reports from Nigeria, of comments made at a public event in Abeokuta, Ogun State, by Asiwaju Bola Ahmed Tinubu, the APC National Leader and an aspirant for President in the forthcoming party primary.

“Asiwaju Tinubu said many things, but what touched on President Buhari directly was that without him (Asiwaju), Buhari would never have been President and that it was now his own turn to rule. Emilokan, my turn, in Yoruba language.

“We, the principal aides of the President, were in a dilemma on how to brief the President on what had happened, as it would not be right for him to get to Nigeria and be reading different versions and interpretations of what happened, which may be right or wrong.

“Myself, Ambassador Kazaure, (SCOP), Chief Security Officer to the President, Idris Ahmed Kasim, Mohammed Sarki Abba, Dr. Suhayb Rafindadi, Col. Yusuf Dodo, the Aide-De-Camp, and Tunde Sabiu, Special Assistant, put heads together, and decided that I should brief the President when we were airborne to Abuja. The motive was so that he would not get varied and possibly distorted versions.

“Few minutes into the flight, I approached the President and said I needed to bring him up to speed on something major that had happened back home.”

Adesina continued, “Ever a willing listener, the President told me to go ahead. I did a summary of the Emilokan speech, and when I ended, the President ruminated for some moments and responded: ‘Asiwaju said all that? Thank you for coming to brief me.”

    3. Naira redesign:

In Buhari’s seven-page contribution to the book, he addressed the naira redesign controversy that happened during his administration

He wrote: “The scarcity of money was not deliberately done to punish Nigerians.

“There is no denying that the Naira redesign policy gave us cleaner elections. It was people who had too much money that had problems with it. When it was said that the new notes were not available, over $260 million was found with one bank chairman. Did I take on the Supreme Court on the issue? No, I could not have.

“Some APC Governors went to court. I refuse to judge people by my own standard. I am not materialistic, but it will be too much to expect all Nigerians to be the same way. It is not fair to condemn anybody, but it is up to them and their conscience. I want to continue to conduct myself with clear conscience, so that when I go to bed, I sleep off immediately.”

He added: “Nobody interfered with the process. It was so transparent. They talk of voters’ suppression in some areas. We were not  a perfect government. People are bound to disagree, and some do it violently.

“Democracy allows people to express their will, and we did not attempt to control them. People understood the implications of their choices, and we did not force them.

“My state, Katsina, showed the beauty of the whole system, In the presidential poll, APC lost. But they came back to win the governorship. Maybe they took things for granted earlier because it was my state, and they thought they would win easily. People do not like being taken for granted.

“I have not responded because it is irrelevant, We had our objectives, held the elections, and finished within the time stipulated by the Constitution.

“I did not expect perfect elections. But we did what was acceptable, and legally defensible

“We conducted ourselves so transparently, people participated openly, and we had no problem of credibility. I even displayed my ballot openly for people to see that I meant what I said, I do what I say, lawyers may continue talking about the legality of it or not but  I will do what is right.”

  • Why I didn’t release my WAEC result in 2015 – Buhari

Why I didn’t release my WAEC result in 2015 – Buhari

Former President Muhammadu Buhari has explained why he refused to release his West African School Certificate (WASC) in the buildup to the 2015 general elections despite pressure from opposition.

This was contained in Chapter 5 of a book, Working with Buhari – Reflections of Special Adviser, Media & Publicity (2015–2023) by his former media adviser, Femi Adesina.

The book detailed Buhari’s educational background as well as the political controversy surrounding his WASC certificate during the 2015 election.

“I was going through a drawer some days ago and saw copies of my certificate. I always had it but refused to release it, so that those venting spleen on it could please themselves,” Buhari was quoted as saying in 2018.

Adesina described how, in November 2018, the WAEC Registrar and his officials gave Buhari the attestation certificate.

Buhari was quoted as saying,  “It would have been impossible for me to attend the Defence Services Staff College, India (1973) and thereafter, the United States Army War College, as a Nigerian military officer if I didn’t sit for the WASC examinations in 1961.

“My colleagues and I who spent close to nine years in boarding school both in primary and secondary, including Gen. Musa Yar’adua, when we intended to join the military we had to take a military examination.

“We were examined in three subjects: English, Mathematics and General Knowledge because English is the language for general instruction throughout the country because of our colonial heritage.

“Mathematics in the military was necessary, coupled with Geography. We were trained how to be dropped off in the bush, given only a pair of compass and since we’re not astronomers, you’ve to learn to find your way, calculate, using the Pythagoras Theorem and others to work out your position.”
