  • Why we visited Buhari, by Sanwo-Olu

Lagos State Governor-elect  Babajide Sanwo-Olu yesterday explained why he and his deputy, Dr. Obafemi Hamzat, visited President Muhammadu Buhari in Aso Villa, Abuja.

He said he visited the seat of government to congratulate the number one citizen for his victory at the general elections.

An elated Buhari, who received Sanwo-Olu and Hamzat warmly, also felicitated with the duo for their victory at the poll. He also held a closed door meeting with them.

Speaking with reporters, after the meeting, Sanwo-Olu said: “It is important for the deputy governor-elect and myself to have a one-on-one short discussion with the Commander-in-Chief, and it’s a rare privilege. It was a short one, just to say congratulations to him on his own election and he also said the same thing to us. So, it’s a very short courtesy visit to Mr. President.’’

The governor-elect gave an insight into the plans for Lagos State, saying that he will preside over a problem-solving government.

Sanwo-Olu said he would find enduring solutions to many of the challenges confronting the state, including transportation, housing, waste management, health and education.

He emphasised that he and his deputy have the competence and capabilities to hit the ground running and foster good governance in the Centre of Excellence.

Sanwo-Olu added: “We are actually very excited. We are excited because we’ve seen all the challenges ahead of us and we know that, given all the plans and strategies we are putting in place for execution, we will certainly be bringing about solutions that will solve various challenges in Lagos very quickly.

“We know that with a mega city of our status, it comes with a lot of challenges but we are lucky that we have been part of it before now and we are excited that the solutions we are bringing up, many of which we told our people on the campaign trail, we are sure we will very quickly be able to bring about positive development that will improve the quality of lives and ease all of the challenges that we currently have in Lagos.”

On the recent building collapse in the state, which he described as unfortunate, the governor-elect said the state government is doing all that is possible to ensure building codes are strictly adhered to.

Sanwo-Olu added that his administration would strengthen the existing codes and also apply the rules without pandering to sentiments.

Sanwo-Olu stressed: “It’s an unfortunate incident. I used to be the Vice Chairman of the Committee on Building Collapse. That was about 10 years ago, which led to the creation of an agency called Lagos State Building Control Agency (LABCA).

“It was meant  to identify structures well ahead before issues like this begin to happen. But it’s an unfortunate thing, extremely very unfortunate and it also means that we expect it would happen again if nothing drastic is done to check it. Our administration will strengthen the agency and apply the law without sentiments.”

“Lagos truly really needs regeneration, especially Lagos Island and that was part of the things we promised on the campaign trail. So, it’s to have a conversation with all of the families on the Island and we’ll see the kind of redevelopment that is important as it’s being done by a lot of other big cities like Lagos.”

On urban renewal, the governor-elect said proper enumeration of property is the ultimate solution to achieve success.

He said once properties are properly enumerated and the owners see the government’s sincerity of purpose, they will key into it and regeneration can take place.

  • Buhari declines assent to five bills

President Muhammadu Buhari has declined assent to five bills passed by the National Assembly.

The affected bills are the Nigeria Film Commission Bill 2018, the Climate change Bill, 2018, the Immigration (amendment) Bill, 2018, the Chartered Institute of Pension Practitioners of Nigeria Bill, 2018 and the Digital Rights and Freedom Bill, 2018.

President Buhari said he relied on Section 58(4) of the Constitution of the Federal Republic of Nigeria 1999 (as amended) to convey to the Senate his decision on 5th March, 2019, to decline Presidential assent to the Nigeria Film Commission Bill, 2018 passed by the National Assembly.

Presidential memo read by the Senate President, Bukola Saraki, quoted President Buhari to have declined assent because a, Section 1(3) (d)&(e) of the Bill conflicts Section 2(a)(i),(ii) and (c) of the National Film and Video Censors Board Act which confers functions in relation to film exhibition on the National Film and Video Censors Board.

The memo also said that Section 7(1) (k) of the Bill which states the 1 percent of the proceeds for television licence from the National Broadcasting Commission shall be paid into a fund to be controlled by the National Film Commission is in conflict with Section 16(1) of the National Broadcasting Commission Act which stipulates the purpose for which expenditure generated by the NBC may be used.

It said that Section 7(2) (d) of the Bill, which proposes to divert 5 percent of VAT on all film-related activity to the National Film Development Fund violates Section 40 of the Value Added Tax Act and the sharing formula prescribed therein, because it diverts funds normally distributed to the states of the Federation to a single federal institution.

Reasons for the refusal of assent to the other four bills were also given.

The IG also declined comment when approached. He simply said there would be no official briefing.

INEC condemned what it described as the role played by some soldiers and armed gangs in Rivers State, which it said led to the disruption of the electoral process.

Its National Commissioner and Chairman, Information & Voter Education Committee, Festus Okoye, said the action which took place during the March 9 election was an attempt to subvert the will of the people.

The commission based its allegation on part of the submissions made by its fact-finding committee which assessed the situation in Rivers State.

But the military said on Monday that the blame apportioned to its men was misdirected as the electoral umpire failed to consider the circumstances that led to military intervention.

Faulting the INEC position in a statement by Deputy Director, Army Public Relations in Charge of 6 Division, Nigerian Army, the military said the remarks credited to INEC smacked lack of trust by an institution.

These were contained in a congratulatory message issued by the council in Ibadan. It was signed by its president, Dansaaki Ade Agbede, a retired colonel.

The YCE also felicitated with the newly elected governors in Southwest – Dapo Abiodun (Ogun), Seyi Makinde (Oyo), Babajide Sanwo-Olu (Lagos), Abdulrahmon AbdulRazak (Kwara) and Gboyega Oyetola (Osun) – as well as the lawmakers-elect.

It maintained that the mandate of another term given to Buhari and his deputy should be a wake-up call to them to redouble their efforts.

The statement also urged the elected Southwest governors and lawmakers to see themselves as one and work for the progress and growth of the Yoruba nation.

It said: “Politics is over now and political parties’ dichotomy should be jettisoned for the common good of all in the region.

“We charge them all to see the Yoruba nation as the epicentre of all their activities henceforth. We call on all of them to forge a common front towards advancing our cause as a nation. They should not distance themselves from the people that gave them their mandates and when the need be, they must not hesitate to seek wise counsel from the elders.

“As a non-partisan body, our doors are opened to all of them, irrespective of whichever political parties they were elected and we are putting it across now that our eyes are on them, They must be conscious at all times that they are being watched. We equally pray that our creator will abide and guide them through the onerous task,” the YCE stated.

The policies, programmes and projects audit committee recently set up by President Muhammadu Buhari is working to produce a specific document that will encapsulate all promises made by the president during the election campaign that preceded the 2019 general election.

The committee, which is chaired by the Vice President Yemi Osinbajo, was inaugurated last Friday to prepare and produce a detailed working document that will guide the incoming cabinet members on the direction of government regarding policies, programmes and projects.

“But even between now and then, the work of the committee continues because there are other background compilations and consultations that are going on,” Akande said
