    Why Nigerians in Diaspora can’t vote now – Buhari

    President Muhammadu Buhari on Tuesday declared that Nigerians in Diaspora would still have to wait for sometimes before they can start voting in Nigeria’s elections from their bases abroad.

    Stressing that a lot of logistics need to be put in place first, the President said that absentee voting was in Nigeria’s future.

    He spoke at the 2015 Diaspora Day held at the Old Banquet Hall of the Presidential Villa, Abuja, themed: “Diaspora and Nigeria Change Agenda.”

    Buhari, who was represented by Vice President Yemi Osinbajo, said that legislation, huge finance, and confidence in the electoral system were required before Diaspora voting can commence.

    He said: “We are also aware of the importance of voting rights of Nigerians abroad. But to achieve this, the National Assembly will have to legislate. Diaspora voting is in Nigeria’s future.

    “Because obviously there is a lot to be done including building confidence in the Nigerian electoral process. The skills and planning required in planning a number of national election in an atmosphere of continued suspicion of each party is a major challenge itself.

    “Our electoral process is evolving and as greater confidence is built in the institutions and processes associated with it we may then create voting opportunities for our citizens abroad in the not too distant future.”

    According to him, his administration is building a new Nigeria that requires the support and participation of all, including Nigerians in Diaspora.

    He said: “Permit me to take this opportunity to interrogate the place and role of Nigerians abroad in the Change Agenda of the Buhari administration.

    “This is because we have embarked on the building of a bold new Nigeria and we need all hands on deck.

    “The time has come for talents from home and abroad to mix it up in patriotic zeal to fashion the Nigeria of our dreams.”

    National ID card to compliment voter’s card – Buhari

    President Muhammadu Buhari on Tuesday said the national identity card will compliment the permanent voter’s card in future elections in the country.

    Buhari made the remark after he was registered for his national identity card by the National Identity Management Commission (NIMC) at the Presidential Villa, Abuja.

    According to him, the project will go a long way to confirm Nigeria’s population.

    Buhari said: “I think this exercise is very important to confirm our population and those who are entitled to vote, that is those who are 18 years and above. It will complement the permanent voters’ card.

    “So for those who want their votes to count from whichever party or constituency, they should ensure that they and their families are properly captured.”

    The Director General of NIMC, Chris Onyemenam, said the exercise is not a one off thing and has no time limit.

    He said: “It is a continuous exercise. So every enrollment centre that we have established remain open forever, they are like banks’ branches.

    “We are taking deliberate steps to ensure that enrollment centres are opened in each local government. In collaboration with MDAs, we are now extending it to universities. It will also be extended to primary schools and hospitals.

    “With the cooperation we expect from INEC, we are meeting INEC today, it will be extended even further.

    “Because of the records of births and deaths that are the primary responsibility of the Nigerian Population Commission, it will even become wider because there are more centres for the registration of births and deaths.

    “Once a centre is established, it remains there and people can go there and enroll at their convenient time. They will do the pre-enrollment first before going to any centre for the biometric data capture.”

     

  • It’s too early to criticize Buhari – Afenifere

    The Ekiti State Chapter of Egbe Afenifere, the pan-Yoruba socio-political group, has declared that it is too early for a section of Nigerians to criticize President Muhammadu Buhari who is barely three months in office.

    The body said all Nigerians must support Buhari’s efforts to rid the country of corruption and clear the mess allegedly left behind by former President Goodluck Jonathan’s administration.

    It, however, faulted the position of the Afenifere Leader, Chief Reuben Fasoranti, who accused Buhari of ruling like a dictator and running a one-man show by not forming a cabinet since coming to power.

    The Ekiti State Chairman of Afenifere, Chief Ibidapo Awojolu, who spoke in Ado Ekiti on Tuesday, said Buhari has given the country the right direction and showed that he possesses the ability to offer quality leadership.

    He maintained that the people of Ekiti State in particular and the Yoruba in general are not opposed to Buhari, saying they remain important stakeholders in his administration and would never antagonize a government that is determined to take Nigeria out of the woods.

    Awojolu said the impression created by Fasoranti was incorrect and not in tandem with expectations of majority of Nigerians who are happy with Buhari’s vision in enthroning probity, accountability and transparency in governance.

    He said: “Criticizing Buhari is premature and too early in the day. He is not up to three months in office, how can you be criticizing somebody who has four years to spend in office and be assessing his performance within three months?

    “The criticism is part of the inbuilt prejudice and antagonism they have against him which started from the election period.

    “The Yoruba are not against Buhari and we want to say that nobody either as a person or a group should make other Nigerians believe that the Yoruba are against President Buhari.

    “In Ekiti State, majority of the people are in support of President Buhari and what he (Fasoranti) wants the whole Nigerians to believe is that the Yoruba are against Buhari and this is not true.”

  • Wanted: Maximum security for Buhari as corruption fights back

    [dropcap]A[/dropcap]s President Buhari digs in without looking back in fighting corruption in Nigeria, corruption is ferociously fighting back like a wounded lion. The most corrupt political party in Africa and the world, PDP, was the first to start the blackmail and intimidation. What the brigands tell us is that the President should hit the ground running and stop chasing shadows.

    When it suits them, they tell us that President Buhari is clueless and unprepared for the big business of governance and hence the pretence to be fighting corruption. In another development, they tell us that Boko Haram has killed more people in a very short time when compared with the same time frame during ex-president Goodluck Jonathan’s tenure.

    The ‘Pay me, I write for you’ Diaspora internet warriors in Jonathan’s camp joined in hitting at Mr. President to form his cabinet as a matter of urgency and give them what he promised. The charge and bail lawyers and charge and write writers among them said the president’s inability to appoint his cabinet three weeks after being sworn in clearly shows unseriousness and unpreparedness on the part of the President who prepared for leadership for sixteen years.

    They are angry. They are frustrated and frightened. Jonathan made heavy investment on them to help him to realise his dream of governing Nigeria for 10years, but the project crashed like a pack of cards. They are yet to come to terms with what hit them. Pains, tears, abusive languages, hate speech and name calling have become their ways of life these days.

    Frustrated left and right, they sought the help of General Abulsalami’s Peace Committee to intervene to rescue them from the bottomless pit they are going into. The Peace Committee moved in with their blackmail and intimidation also to suppress the anti-corruption machine of Mr. President. Hear them: I think what we are concerned about is the process (of fighting corruption).

    It is no longer a military regime and under our existing laws, everybody is innocent until proven guilty”. The Peace Committee spoke about former President Jonathan’s commitment and his spectacular deeds as president, whatever that means. But when we look back to see the deep rot in the system and reckless looting of our institutions, the so-called spectacular stuff in Jonathan’s deeds vanish into thin air.

    Those who benefited from Jonathan’s billions of naira and dollars to help him win an election he was bound to lose have resorted to their own arm-twisting and subterfuge. They insist that President Buhari must start his war on corruption from the days of IBB in 1985(30 years ago). After abusing President Buhari, after accusing him of being a Boko Haram sponsor, after denying him of votes from the South East and South South, they are setting an agenda for President Buhari.

    They are now shamelessly dictating to Buhari what to do after selling their votes for a mess of porridge. After marginalising themselves politically, the shameless hungry politicians in Ohaneze are now complaining of marginalisation of Igbo. How many votes did Igbo give to President Buhari? Did we not tell them that Jonathan will not win this election? Did they listen to us? Did they hear us? They abused and shouted us down. Now, you cannot eat your cake and have it.

    Please go to where you took your bath and pick your clothes. You have ruined and destroyed Igboland with your greed and political naivety. If you call your boat a useless boat, children will use it to play. Woe betide a nation whose leaders are children! I thank God that APC South East has risen to rebuke the children in Ohaneze for defending Jonathan who ran the most fraudulent and corrupt regime in the world.

    According to Mr. Osita Okechukwu, the South East APC spokesperson ”We have yet to find any sentence where any of them, even our revered icon, erudite, and constitutional lawyer Professor Ben Nwabueze, in any form denied the mindless, pervasive and unbridled corruption which pervaded ex-president Jonathan’s regime”There is nothing more to add than to ask Ndigbo and the children in Ohaneze to move on with life and borrow a leaf from Ijaw nation that had moved on since May 29 2015.

    President Buhari has been stunned into disbelief by the gamut of rot PDP left behind after 16 years. According to Governor Oshiomhole: “If Nigerians know what these people did, they will stone them to death”. These scavengers were not interested in building Nigeria, they were not interested in creating jobs, they were not interested in moving Nigeria to join the human race, and they cared less about what Nigeria becomes in future. They were only interested in their pockets. It was a big scramble to pocket anything in sight and damn the consequences. It was primitive accumulation of even what you do not need. It was bazaar. PDP leaders who were less than 0.5% of the population stole 80% of our common patrimony without caring a hoot. Others called it mindless looting, I call it total madness when people do not know when to say enough is enough. These people are ready to do anything to keep their loot. They are sleeping in hospitals abroad pretending to be sick. They are using blackmail and subterfuge as a cover up to divert attention. They are shouting from the rooftop to deceive the gullible, but there is no hiding place for the enemies of progress. They want to run away from justice and keep their loot.

    This is the reason why I want maximum protection for Mr. President. The world and concerned citizens of this country must help this President to succeed. Those who looted Nigeria for sixteen years are too rich and too dangerous to be ignored. They can do anything to retain their loot. They can destabilise the government with their huge resources. They can topple the government of President Buhari if we do not do something tangible to protect the man.

    If anything happens to the President now, the war on corruption will come to a standstill and the looters will smile away. I know that God will keep President Buhari to do this great job but we have to do our own duty also by being vigilant. If you are surrounded by enemies, you must be vigilant all the time.

  • NCS urges Buhari to appoint IT professional as ComTech minister

    •Says square pegs in round holes affects productivity

    Nigeria’s umbrella body for information technology (IT) professionals, the Nigeria Computer Society (NCS) has advised President Muhammadu Buhari to appoint a professional with IT pedigree as minister of the Communications Technology  (ComTech) Ministry, lamenting that placing square pegs in round holes over the years by successive governments has been an ill-wind that has not blown any good to the country.

    Its President,   Prof Sola Aderounmu, said on September 6, this year, the administration of President Buhari will be 100 days old  in office, adding that as the nation evaluates the first 100 days with the citizens eagerly awaiting the announcement of his ministerial nominees as the president  promised by during his state visit to the United States (U.S),  the professionals are urging him, as a man of integrity to appoint men and women that share his vision of unblemished public service.

    He said: “As a professional group, we are not unaware of the clamour by Nigerians on the need to nominate men of sound pedigree and untainted integrity to serve as ministers in the current administration. We at the NCS, as a society and the umbrella body for all IT practitioners in Nigeria align ourselves with these general call by the populace that it cannot be business as usual.

    “We also want to unequivocally assert that a major bane in under-performance by some ministers lies in the choice of non-professionals to serve as ministers especially in some key ministries that require some level of technical expertise and understanding industry understanding.

    “We therefore urge the President that in his choice of minister for Communications Technology, consideration should be given to a professional in the field of IT who has clear understanding of the challenges of the industry and ways to move it forward for the greater good of the country. Such a person must not only be a practising IT professional but must possess among other qualifications, membership of local relevant IT bodies, that is, Computer Professionals Registration Council of Nigeria (CPN) and NCS.”

    He lamented that the retrogressive culture of putting square pegs in round holes must end with this administration.

    “Similar to what is being done in Ministries of Health and that of Justice, where medical personnel and lawyers are appointed respectively, we request that Mr. President extends same to the ICT ministry.

    “We wish to bring it to the attention of Mr. President that the Communications Technology Ministry, if well managed, is capable of resolving the job crisis and further create wealth for the nation similar to the ICT revolution going on in India and the rest of Asia,” he said.

    Extremism: Ban Ki-moon seeks Buhari’s input in resolution

    President Muhammadu Buhari on Monday accepted an invitation from the United Nations Secretary-General, Mr. Ban Ki-moon, to a meeting of world leaders in New York, United States, which is expected to formulate a fresh plan of action against extremism.

    A statement issued by the President’s Senior Special Assistant on Media and Publicity, Garba Shehu, said Buhari, U.S President, Barack Obama and President Francois
    Hollande of France are also expected to participate in the September 28 meeting.

    The meeting will, among other things, deliberate on a new UN draft resolution on combating extremism worldwide.

    The statement reads: “Mr. Ban Ki- moon also invited President Buhari to a meeting of a select group of 25 World leaders in New York on September 27 to deliberate on a global climate change agreement.”

    While offering the invitations on Monday in Abuja, the UN chief said they were in recognition of the political will demonstrated by President Buhari in combating terror in Nigeria and dealing with environmental issues.

    Ki- moon applauded moves by the Buhari administration to clean up Ogoniland and promised the full support of the UN for the exercise.

    “We will find ways to complement your leadership on environmental reform. We are happy with your plans for the restoration of Ogoniland and we will see how we can help,” he assured President Buhari.

    He said the UN will welcome Buhari’s “input and experience” in finalizing plans to introduce a new resolution against extremism at the General Assembly.

    Buhari to probe past weapons procurement

    President Muhammadu Buhari on Monday directed the National Security Adviser, Major-Gen. Babagana Monguno, to convene an investigative committee on the procurement of  hardware and munitions in the Armed Forces from 2007 till date.

    The investigative committee’s mandate, according to a statement issued by the President’s Special Adviser on Media and Publicity, Femi Adesina, is to identify irregularities and make recommendations for streamlining the procurement process in the Armed Forces.

    Accordingly, the NSA has constituted a 13-member committee headed by Air Vice Marshall, J.O.N Ode (rtd).

    Brig. Gen. Y.I Shalangwa will act as secretary of the committee.

    Other members of the panel are – Real Admiral J.A. Aikhomu (rtd), Real Admiral E. Ogbor (rtd), Brig Gen. L. Adekagun (rtd), Brig Gen. M. Aminun-Kano (rtd), Brig Gen. N. Rimtip (rtd) , Commodore T.D. Ikoli,  Air Commodore U. Mohammed (rtd),  Air Commodore I. Shafi’I,   Col. A.A. Ariyibi, Group Capt. C.A. Oriaku (rtd) and Mr. I. Magu (EFCC).

    The establishment of the investigative committee, the statement noted, is in line with President Buhari’s determination to stamp out corruption and irregularities in Nigeria’s public service.

    “It comes against the background of the myriad of challenges that the Nigerian Armed Forces have faced in the course of ongoing counter-insurgency operations in the Northeast, including the apparent deficit in military platforms with its attendant negative effects on troops’ morale.

    “The committee will specifically investigate allegations of non-adherence to correct equipment procurement procedures and the exclusion of relevant logistics branches from arms’ procurement under past administrations, which, very often resulted in the acquisition of sub-standard  and unserviceable equipment,” the statement added.

    President Muhammadu Buhari will receive the United Nations Secretary-General, Mr. Ban Ki-moon, at the Presidential Villa, Abuja, on Monday.

    The meeting is billed to hold at noon.

    According to a media advisory signed by Mr. Oche Egwa on behalf of the Office of the Special Adviser to the President on Media and Publicity, the two leaders will address a joint press conference at the end of the meeting.

    The UN chief will be hosted to a dinner at the new Banquet Hall of the Presidential Villa at 7:00pm.

    Buhari to lawyers: join fight against crooks

    President Muhammadu Buhari yesterday urged lawyers to back his admistration’s fight against corruption and impunity.

    The President, who acknowledged the lawyers’ professional responsibility of defending their clients, urged them to do so without compromising their professional ethics and the integrity of the legal system – no matter how lucrative the brief may be.

    President Buhari spoke in Abuja last night at the opening of the 55th Annual General Conference of the Nigerian Bar Association (NBA).

    The cream of the legal profession, including Vice President Yemi Osinbajo (SAN) and Chief Justice of Nigeria (CJN) Justice Mahmud Mohammed, were at the ceremony.

    He urged lawyers to see corruption as a gross violation of people’s rights, because pervasive corruption in the country has continued to deny the people access to basic needs.

    “For the masses of our people, the millions still wallowing in want and diseases, corruption is a major reason why they cannot go to school; why they cannot be gainfully employed; and why there are few doctors, nurses and drugs in their hospitals and health centers.

    “It is the reason why pensioners are not paid and potable water is scarce. In effect, corruption diverts public resources meant for millions of people into the private pockets of a greedy few, thereby causing a lot of suffering, deprivation and death. In my view, there can be no greater violation of human rights.

    “Viewed in this way, I think we can all fully appreciate the gravity of this oppressive and destructive evil. This should rouse us to fight it with the same zeal and doggedness as we deploy in the defense of fundamental rights.

    “I am convinced that law, law-makers, lawyers, law courts and the law enforcement agencies all have pivotal responsibilities to discharge, if the change we seek is ever to materialise.

    “As you all know by now, this administration has taken on the challenge of improving security, fighting corruption and revamping the economy, among many others.

    “The fight against corruption is in reality a struggle for the restoration of law and order. Corruption and impunity become widespread when disrespect for law is allowed to thrive in the society. Disrespect for law also thrives when people get away with all sorts of shady deals and the court system is somehow unable to check them.

    “Ability to manipulate and frustrate the legal system is the crowning glory of the corrupt and, as may be expected, this has left many legal practitioners and law courts tainted in an ugly way.

    “In a gathering such as this, I do not need to elaborate on the way that corruption and impunity have damaged our economy. But I would like to say more on what, I believe, should be your role as legal practitioners, in helping us back to the path of rectitude.

    “First, we need to make our courts functional and effective again. This means that we must have lawyers who take the ethics of the profession very seriously; lawyers who will not frustrate the course of justice, even though they defend their clients with all legitimate means and resources.

    “Nigeria needs ethical lawyers who always keep the end of justice in mind and will never sacrifice the integrity of the legal system to cover the misdeeds of their clients, no matter how lucrative the brief may be,” the President said.

    President Buhari, who noted that a functional court system will aid the nation’s quest for foreign investment, said the current regime, where simple civil cases take ages to be resolved in court discourages investments.

    He assured of his administration’s willingness to support needed legal reforms to enhance the effectiveness of the court system.

    “Increased engagement with the outside world is called for as we seek public private partnerships in our quest for enhanced capital and expertise.

    “There is no doubt that all these depend on enforceable agreements and a reliable legal system. Contracts are only good to the extent that they are enforceable without undue delay.

    “If by the default of lawyers or the law courts, it is found that cases take ages to conclude or that the judicial system is somehow corruptible, we obviously cannot attract the kind of partnerships which we need or which our large vibrant economy would ordinarily have attracted.

    “The world today has been correctly described as a global village. Capital and expertise are readily mobile. Comparisons will inevitably be drawn between our country and others when the choice of where to do business is being made.

    “Our current position in this respect is not good enough. Our process for obtaining licenses and permits are too slow. It takes too long a time to enforce contracts in our law courts and our regulatory and administrative processes are not noticeably predictable or efficient.

    “In all these lawyers have a key role to play, whether in the reform of our laws and regulation or in the integrity of our judicial systems.

    “It is my fervent hope that this conference and other fora of lawyers and non-lawyers will closely and quickly work out ways of making our legal system much improved in terms of integrity, the human touch, efficiency and rigorous dedication to the cause of justice,” the President said.

    Chief Justice Mohammed, who assured the President of the support of the Judiciary, blamed the delay in court proceedings mainly on lawyers.

    The CJN, who assured that the on-going reforms in the Judiciary will be sustained, sought an enhanced collaboration between the Bench and the Bar for the court to effectively play its role of justice dispensation.

    “This is a very good sign of the cooperation that has developed between the Judiciary and Legal Profession on the one hand and the Executive branch on the other.

    “Rest assured we shall strengthen our own efforts by giving full support to our President in laying a solid foundation for good governance in accordance with the Constitution and the Rule of Law.

    “A major criticism of our system of justice delivery in Nigeria is the incessant delays in the administration of justice.

    “Lawyers now insist on pursuing cases and interlocutory appeals based on nebulous points of law, regardless of the length of time or the expense involved in doing so to the detriment of their clients.

    “Whilst it must be acknowledged that our Judiciary is not perfect, we cannot overlook the role of counsel in facilitating the onset of delay.

    “As we all are aware, delay in most instances are either occasioned by the lack of diligent prosecution of a case, antics of counsel such as the use of interlocutory appeals to stall and frustrate a legitimate expectation of justice, or indolence on the part of some Judges.

    “My learned colleagues this state of affairs cannot be allowed to continue. It is one thing to talk the talk, but I am also determined to walk the talk.

    Justice Mohammed, who stressed the need for enhanced deployment of Information and Communication Technology (ICT) tools to enhance court operations, noted that the reforms recently introduced in the judges appointment process was yielding results and will, in no distance future eliminate indolent and unqualified judges from the Bench.

    “It is for this reason that, as part of our determined effort to ensure that our Judicial Officers are alert to their responsibilities, the National Judicial Council has constituted an Inspection and Monitoring Committee for on-the–spot assessment of Judicial Officers on duty.

    “As we continue to fish out and discipline indolent and lazy Judges by showing them the way out of the system, we must also acknowledge and praise those judges that are diligent and hardworking. To this end, the NJC’s Judicial Officers Performance Evaluation Committee has also been strengthened to perform its functions,” the CJN said.

    He called for enhanced financial allocation to the Judiciary to enable it meets the expectation o the society. He also frowned at the increasing rate at which lawyers write frivolous petitions against judges, when they ought to utilise available avenue of appealing decisions they are not comfortable with.

    He said henceforth, only petitions that dwell on abuse of ethical conduct and are supported with sufficient evudence would be treated by the National Judicial Council (NJC).

    The CJN, who urged lawyers not to rely solely on litigation as a means of resolving disputes, called for more application of Alternative Dispute Resolution (ADR) mechanisms as a way of decongesting the regular courts.

     ”We must all work in unison to address the problems militating against our collective drive for quick disposition of cases and speedy administration of justice.

    “To our colleagues on the Bench, I wish to appeal for total commitment and due diligence in the performance of our duties.  We must eschew indolence and resist the evil temptation of corrupt enrichment, ensuring that we uphold the right of our citizens to fair hearing within a constitutionally prescribed period.

    “I believe that where there is a unity of purpose by the Bar and Bench then discordant attitudes will be sifted out.  ”That is why we must all speak with a unified voice after this Conference, regardless of what differing opinions we may have had at the start of it.  ”There must be greater emphasis on working in tandem to provide speedy dispensation of justice, engender rule of law and endue our citizens with a healthy respect for the institutions of the Judiciary. To put it bluntly, it is time for the Legal Profession to revisit the issue of justice.

    “I must re-iterate that the legal system and by extension, the Legal Profession must see to it that Justice is done.  Key to this are the twin virtues of excellence and anticipation.

    “We must attain mastery of the challenges that face us, develop the knowledge to tackle those challenges and ensure that the more we gain, the more we desire to achieve.

    “I therefore believe that by working together, we can take the necessary steps towards ensuring a world class legal system,” the CJN said.

    The NBA President Augustine Alegeh (SAN) commended both the President and Vice President Yemi Osinbajo for gracing the occasion.

    He assured the President of the support of the Bar in the government’s anti-corruption efforts.
