    Boko Haram’s end in sight – Buhari

    President Muhammadu Buhari on Thursday reaffirmed his conviction that the end of the Boko Haram insurgency is in sight with the new vigour the war against terrorism is being prosecuted by Nigeria and her allies.

    Speaking during an audience with Mr. Mousa Faki Mahamat, the Chadian Minister of Foreign Affairs and Special Envoy of President Idris Deby, President Buhari said with higher morale among troops fighting the Boko Haram militants and their improved logistics, equipment and training, a rapid end to the insurgency should be expected.

    The President, however said, in a statement issued by his Special Adviser on Media and Publicity, Femi Adesina, that Nigeria and Chad must be prepared to make more sacrifices to end the scourge of Boko Haram since they were at the “very heart of the insurgency.”

    “We will sustain our effort and the insurgents will be defeated soon,” President Buhari said.

    The Chadian minister said President Deby appreciated the leadership being shown by President Buhari in the war against terrorism.

    “We also appreciate the diligence shown in appointing a commander for the Multinational Joint Task Force, and President Deby believes that the fight will end in a few months.

    “Our people rely on us to end the insurgency, because economic development is being hampered.  This fight has to come to an end. My coming here is to reaffirm our full commitment. Beyond the number of troops earlier announced, Chad is still ready to commit more soldiers.

    “The enemy is weakened already. Let’s stand firm, and neutralize them,” he stated.

    Buhari warns against extortion in police recruitment

    President Muhammadu Buhari on Thursday said he will not tolerate any irregularity or extortion of money from unemployed Nigerians in the coming recruitment into the police.

    He gave the warning during a meeting with officials of the Ministry of Police Affairs and the Police Service Commission at the Presidential Villa, Abuja.

    According to a statement issued by his Special Adviser on Media and Publicity, Femi Adesina, President Buhari expressed sadness over the extortion of applicants who are made to pay bribes before being accepted into the police force

    He said the practice was totally unacceptable.

    The President told the officials that those in charge of recruitment and training in the police must be above board and eschew every form of extortion and underhand dealing.

    He said: “You must ensure that the recruitment process is transparent. Those who will conduct the recruitment must be above board. It should not be heard that they receive gratification or extort money from those who want to enlist in the police.”

    He also directed the Inspector-General of Police to prune down the number of policemen attached to dignitaries, and redeploy all policemen withdrawn from that role to regular police duties.

    On the stagnation of policemen on a particular rank for many years, the President counselled the PSC to review the current structure of the police, and make recommendations on how the problem can be solved to boost the morale of serving policemen.

    The Permanent Secretary of the Ministry of Police Affairs, Dr. James Obiegbu, had in his briefing, listed inadequate police personnel, dwindling finances and non-rehabilitation of police training schools as some of the challenges facing the force.

    I want to rebuild Nigeria – Buhari

    President Muhammadu Buhari on Thursday said the mission of his administration is to rebuild Nigeria into a competitive, virile, strong and productive economy where the citizens are creative, innovative, responsive, accountable, incorruptible, patriotic and diligent.

    To achieve this, he told civil servants who are in the habit of abandoning their duties to brace up to the new realities of his administration as he will personally hold them collectively and individually responsible for the planning and implementation of the change contemplated by his administration.

    The President, who spoke at the 2015 National Productivity Day and conferment of National Productivity Order of Merit award, said he has resolved to personally drive the productivity crusade in the country and directed the National Productivity Centre to put in place machinery for him to launch the productivity movement in Nigeria.

    Represented by the Permanent Secretary, Federal Ministry of Labour and Productivity, Dr. Clement Illoh, the President also directed the establishment of productivity and efficiency units in all Ministries, Departments and Agencies of government to drive the change agenda in the public sector.

    He assured that the National Productivity Centre will be encouraged and empowered to ensure the Implementation of this directive as well as to carry out its mandate of ensuring a productive nation.

    Buhari said: “We shall dedicate ourselves to the ideals of resilience, integrity, excellence, standards, goodwill, accountability, good governance, patriotism and productivity. The time has now come for all hands to be on deck to work assiduously towards a new improved, recharged and productive Nigeria.

    “The hope of self reliance and self confidence that we are capable of accepting the challenges of nation building by practically demonstrating that given the appropriate opportunities, we can be as efficient and effective as any group anywhere in the world.

    “This administration assumed office at a time when morale was at its lowest ebb at all strata of the Nigerian society and the nation was functioning as a rudderless ship. There was a clear evidence that the system was not working the way it should and the people had even lost confidence and hope in the government hence the inevitable clamour for the much needed change.

    “I wish to commend the usual great resilience of our people and the speed at which they woke up from slumber to respond to the realities of our time. Given the right political leadership and judicious management of human and material resources the Nigeria of our dream can still be attained.

    “This is the onerous task that this administration has taken upon itself and we shall not rest on our oars in the quest to achieve this objective. All we need is your support, patience, loyalty, patriotism and perseverance.”

    Catholic bishops back Buhari’s anti-corruption battle

    President Muhammadu Buhari has got the backing of Catholic bishops for his anti-corruption crusade.

    The bishops urged Nigerians to cooperate with the Buhari Administration to ensure sanity in the polity by rejecting corruption.

    Acting under the aegis of Catholic Bishops Conference of Ibadan Ecclesiastical Province, comprising Ibadan Archdiocese, Ondo, Ilorin, Oyo, Ekiti and Osogbo dioceses, the clerics canvassed a “regime of justice and equity, where merits are respected and the rule of law exalted”.

    The call was made in a communique issued at the end of the second plenary meeting of the bishops held at the Jubilee Conference Centre, Oke-Ado, Ibadan, Oyo State from August 17 to 18.

    The communique, signed by the Most Rev. Gabriel Abegunrin  and the Most Rev. Felix Ajakaye, President and Secretary, with the theme “Choose today whom you will serve” was made available to reporters by Rev. Ajakaye in Ado-Ekiti on Wednesday.

    The bishops said: “We note the renewed hope for a new Nigeria generated in our country since the last general elections. We thank Almighty God for the relatively limited violence and bloodshed during the exercise.

    “We call on our compatriots to cooperate with the current administration to bring sanity back into our country by showing common determination to reject corruption, nepotism, favouritism and to enthrone in our country a regime of justice and equity, where merits are respected and the rule of law exalted.”

    Noting that the country had been recognised as one of the most religious in the world, the bishops said: “Our prayers can only truly be answered if we do the will of God as He has commanded.”

    Reiterating the Catholic Church’s unmitigated belief in the sanctity of human life and family life, the bishops emphasised the need for the government to ensure that lives are protected from conception to natural end.

    They said: “The society must do everything possible to facilitate the growth of family living as a way of promoting responsible parenthood, good upbringing of children and reducing juvenile delinquency.”

    Deploring youth involvement in violence, delinquency and sundry misdemeanour, the bishops challenged Catholic youth to strive to become credible agents of change and apostles of God’s mercy to families, the country and to the world through positive engagement with modern media and a deliberate commitment to good morals and behaviours.

    Buhari to NNPC: work with indigenous oil producers

    President Muhammadu Buhari yesterday assured indigenous companies operating in Nigeria’s oil and gas sector of the full support and protection of his administration.

    He promised during a meeting with members of the Independent Petroleum Producers Association at the Presidential Villa, Abuja to do everything within his powers to address the challenges they currently face.

    A statement by the Senior Special Assistant on Media and Publicity to the President Mallam Garba Shehu, said he commended their determination to increase the participation of Nigerians in the country’s oil industry.

    He directed the management of the Nigerian National Petroleum Corporation (NNPC) to work closely with the indigenous oil producers to resolve the problems which they enumerated to him.

    “We have the manpower for a more effective participation in our oil industry. We will  give you all possible encouragement.  You certainly won’t be ignored under my leadership,” President Buhari told members of the association which represents about  20 Nigerian companies operating mainly on onshore fields.

    President Buhari assured the Nigerian oil producers that the administration will take appropriate actions to maintain and enhance security in their areas of operation, noting that better security will help to lower production costs, which, he said, had become unnecessarily high in the country.

    Mr. Austin Avuru, who spoke on behalf of the Nigerian oil producers, told the President of challenges currently being faced by the group such as security and the funding of joint ventures with the NNPC.

    He said the indigenous oil producers were already making significant contributions to the development of the economy and could do more with the support of the administration.

    Avuru, the chief executive officer of Seplat Petroleum, told reporters after the meeting that given the necessary backing, the Independent Petroleum Producers Group (IPPG) could raise Nigeria’s domestic oil refining capacity to 1.2 million barrels daily by the year 2020.

    Stressing that IPPG is made up of indigenous companies responsible for over 200,000 barrels of oil production and over 900 million cubic feets of gas production per day, he said it is a very significant segment of the upstream sector of the oil and gas industry.

    He said: “It was one of the points we raised with the President, we think that by 2020 domestic refining capacity should not be less than one million barrel of oil per day in domestic refining.

    “We actually put 1.2 million barrels domestic refining capacity per day and that falls on our doorstep as indigenous operators.

    Asked how the target would be achieved, he said: “It will be achieved. Some construction is already ongoing by indigenous companies and between some others which are coming in with smaller sized refineries and in partnership with the NNPC. We are confident that by 2020 we will deliver 1.2 million domestic refining capacity.

    “We thought it was necessary to engage the President, then fortunately the Vice President, permanent secretary, GMD of NNPC were all there. So it was a very useful discussion.” he added

    Speaking further on the necessity of the visit to the President, he said: “Because if you watch the way the oil and gas sector is evolving, increasingly the key segments of the oil and gas industry, the onshore segment and the swamp, oil is now falling into the hands of Nigerian Independent, and which is why in the past five years, we have made so much investment over $9 billion in just acquiring these assets and over $1 billion each year in work programme investment and this is growing.

    According to him, the group is seeking ways to become a very critical partner to government in the delivery of natural gas and other products into the domestic economy.

    He said that the group called for the meeting with the President as it identified with all his policy direction.

    He said: “We realised we are very critical partners that he needed to know about and to engage with very early in the administration of the President. So, we called for the meeting and he obliged us.

    “Mr President was very receptive and promised that all the help and support we need to succeed as indigenous producers, we will get it. Specific requests will go to the GMD when we engage him.

    “What happened today was all parties, stakeholders and all our partners in government, that is partner to indigenous operators in government were present at this engagement. Of course, we would now follow it up with more specifics when we meet with the GMD of the NNPC.

    He said that the indigenous companies do not have to take over from the multinational but will compliment each other.

    He said: “The multinational are going into some areas which we are unlikely to go into. Deep offshore, LNG, and whereas the onshore terrain and delivery of gas to domestic market, these have become our frontiers.”

    On the about 200 barrel per day production, he said: “That is 10 per cent today. Just in the past five years, up from near zero, and we anticipate that in the next 5years (by 2020) we will account for 30 per cent production of about three million barrels per day, that is very significant especially when in addition to that, we account for half of the total gas delivery to the domestic market. We can get as high as seven PCF per day by 2020.”

    Presidency: don’t drag Buhari into ISIS chief’s visa crisis

    The Presidency yesterday cautioned against dragging the name of President Muhammadu Buhari into the controversy over how a leader of the Islamic State of Iraq and Syria (ISIS), Ahmed   Al-Assir, got a Nigerian visa.

    A presidential spokesman, Mallam Garba Shehu, said yesterday that the Ministry of Foreign Affairs, which has demanded a report from the Nigerian mission in Lebanon, should be allowed to carry out the assignment.

    Shehu said it was mischievous to drag the person of President Muhammadu Buhari into how the ISIS chief secured the visa.

    Al-Assir, said to be the Chief Imam of ISIS was arrested on August 15 at Beirut’s Rafik Hariri International Airport in Lebanon on his way to Nigeria through Egypt.

    In spite of being on the watch-list of Lebanon’s security services since 2013, Al-Assir was detected while holding a fake Palestinian passport with the Nigerian visa.

    The Lebanese government accused him of involvement in the death of 17 Lebanese soldiers.

    He was also sentenced to death in absentia by a Lebanese court.

    But how he beat the visa process at the Nigerian Embassy in Lebanon is creating ripples in security circles.

    The Federal Government is said to be disturbed that Al-Assir succeeded in deceiving the Nigerian Immigration Service (NIS) and Embassy officials.

    Although the suspect reportedly changed his identity and looks and presented superficial documents for visa, the government decided to probe the incident to ascertain that there was no internal collaboration at its mission.

    Some security agencies, including the National Intelligence Agency (NIA), the Defence Intelligence Agency (DIA) and the Office of National Security Adviser (ONSA) and the Nigerian Immigration Service (NIS), will also be involved in the investigation to get to the root of the diplomatic challenge and how to avert a re-occurrence.

    A source said: “As I talk to you, those at the nation’s embassy in Lebanon have been queried on how things went wrong.

    “The embassy has been mandated to submit a comprehensive report to the Federal Government within 72 hours.

    “The report is expected to cover how Al-Assir applied for visa, the documents submitted, what he claimed as his mission to Nigeria, the procedure adopted in verifying his claims; whether or not there was any collaboration with security agencies in Nigeria; and the timeline for the issuance of the visa.

    “The government is also interested if the ISIS chief was questioned on where he would stay in Nigeria, his host and the duration of his trip.”

    Another source added: “Besides the report, the security agencies will also look into the list of those granted visa in the last few months to ascertain whether ISIS members had covertly applied.

    “We are worried because Boko Haram has pledged loyalty to ISIS. And the botched trip of Al-Assir is reawakening because it has confirmed Boko Haram’s claim.”

    The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, said: “The Ministry of Foreign Affairs has called for a full report on the case and it is investigating it.

    “But it is mischievous for anyone to attempt to drag the person of President Muhammadu Buhari into the incident. The Buhari administration had nothing to do with the suspect or the supposed visit of the ISIS chief.

    “Without prejudice to the ongoing investigation, it should be noted that Nigerian missions are to serve, they can adjudge an applicant for visa on the basis of documents presented to the Embassy. What is hidden in their heart, you will not know

    “And for this applicant, we have read report of how he concealed his identity and wore a new look to get the visa.

    “Since the Ministry of Foreign Affairs is looking into the matter, let us await the outcome of the investigation.”

    President Muhammadu Buhari is to open the 2015 Diaspora Day/ Conference next Tuesday.

    Permanent Secretary (Political Affairs), Mrs. Ibukun Odusote, told reporters in Abuja yesterday at a press briefing on preparations for the event.

    According to her, the conference, to hold at the old Banquet Hall in the Presidential Villa, would examine three areas; health, education and youth as well as sports.

    Mrs. Odusote said the targets set for the conference were clearly defined and geared towards supporting and enhancing the change agenda of the Federal Government.

    The conference, she added, would have a key participant, a young Nigerian student, Mr. Ufot Ekong, who provided anwers to an unsolved mathematics equation of 30 years.

    The permanent secretary said experts would speak on the different areas, with three panel sessions focusing on sustainable health care in Nigeria, sustainable development through youth empowerment and enhancing education in Nigeria.

    On Monday, August 24, she said a roundtable discussion programme would focus on investment opportunities in Nigeria.

    The Diaspora Day was established by the Federal Government under former President Olusegun Obasanjo, to create a platform for Nigerian experts and professionals in the diaspora to interact with their home counterparts.

    President Muhammadu Buhari is scheduled to declare open the 2015 Diaspora Day Conference on August 25.

    This was disclosed to journalists in Abuja on Wednesday by the Permanent Secretary (Political Affairs), Mrs. Ibukun Odusote, during a press briefing heralding the event.

    The conference, which will hold at the old Banquet Hall of the Presidential Villa, Abuja, according to Odusote, will examine three thematic areas including health, education and youth and sports.

    She said the targets set for the Conference are clearly defined and geared towards supporting and enhancing the change agenda of the Federal Government in formulating and implementing policies.

    She said the conference will have a key participant, a young Nigerian student with an incredible accomplishment, Mr. Ufot Ekong, who recently solved a Mathematical equation of 30 years.

    Experts, the permanent secretary said, will also speak in the different areas, while three panel sessions will dwell on sustainable healthcare delivery in Nigeria, sustainable development through youth empowerment and enhancing education in the country.

    Buhari orders probe of $252m NITEL sale

    The sale of the national telecommunications carrier – Nigeria Telecommunications Company (NITEL) – last December by the Dr. Goodluck Jonathan administration for $252m is to be probed.

    The company was bought by NATCOM consortium.

    President Muhammadu Buhari yesterday ordered the investigation during a briefing by Permanent Secretary Dr. Tunji Olaopa and other officials of the Ministry of Communications at the Presidential Villa in Abuja.

    Olaopa told reporters after the meeting that although the President was not opposed to the sale of NITEL, he wanted to ensure that the country was not shortchanged.

    According to Olaopa, that was why Buhari directed that detail of the transaction should be forwarded to his office in a memo.

    He said: “The President is concerned by the quality of service of telecom operators. The President is very concerned about the whole issue of privatisation that is hindering the investments in ICT infrastructure and that he will personally champion this.

    “The President talked about the potentials of the ICT sector in generating employment.

    “The President is concerned about the liquidation of NITEL. He is not opposed to its privatisation but he wants to know and he wants us to bring a memo on how the whole transaction was undertaken so that he would know whether Nigeria was shortchanged or not.”

    He added that President Buhari also directed the ministry to bring forward for his consideration and approval, all pending proposals for the development of the IT sector, which require the approval of the Federal Executive Council.

    A statement by the President’s Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, quoted the president as saying: “Where you don’t need EXCO approval and you are not in breach of the law and will not lose money, you can go ahead.

    “Now that oil costs less and we are contending with its theft, we have to move to areas where we can realise revenue quickly.”

    The President welcomed the plan by the ministry to use post-offices across the country for IT and financial transactions, especially in the rural communities, saying that he was happy to hear that “we are recovering the post offices from rats and rodents”.

    “He also asked for a comprehensive report on the sale of the Nigerian Telecommunications Company (NITEL), saying that he was concerned by the continuing protests of former NITEL employees and other Nigerians over the manner in which assets of the company were sold.”

    The ministry’s presentation to the President dwelled on the potential of the IT sector which, Dr. Olaopa said, accounts for 10 per cent of the country’s Gross Domestic Product (GDP), but could grow to 20 per cent if some proposals by the Ministry are approved and implemented.

    Also yesterday, the Ministry of Housing briefed the President on its activities.

    The Federal Government promised to give more attention to the Northeast in housing. The area has been adversely affected by the Boko Haram insurgency.

    President Buhari gave the assurance while receiving briefings from officials of the Federal Ministry of Lands, Housing and Urban Development, led by its Permanent Secretary, George Ossi.

    Ossi told reporters after the meeting that that Buhari’s main interest is to ensure that Nigerians, especially those within the lowest income bracket, affordable houses.

    He said that the ministry’s policy drive in the provision of housing in the country was in line with the President’s mandate on housing for low income earners.

    According to him, inadequate funding is one of the Ministry’s challenges.
