  • Buhari inaugurates 15m capacity terminal at Abuja airport

    •$69.3m required to complete projects

    President Muhammadu Buhari has inaugurated the new terminal at the Nnamdi Azikiwe International Airport in Abuja.

    The new terminal designed to handle 15 million passengers in a year is the second in the series of airport terminals inaugurated from the projects funded by the China-Exim bank loan of $500 million with a counterpart funding of $100 million from the Debt Management Office.

    From the $100 million counterpart funding, the government has only paid $30.7 million, leaving a debt of $69.3 million.

    The $69.3 million is expected to boost the speedy completion of the outstanding project, which includes the new terminal in Kano and Lagos.

    Speaking at inauguration in Abuja yesterday, the President said: “With the commissioning of this terminal, Nigeria is moving towards achieving and meeting global aviation standards in facilitation, passenger processing and service delivery in tandem with international best practices.

    “This administration recognises aviation as a catalyst for economic growth and as such, will continue to encourage and support the actualisation of projects that will place Nigerian airports among the best in the world.

    “This event today, reflects government’s deliberate policy to sustain the development of Nigeria’s infrastructure. We are gradually closing the infrastructural deficit bedevilling our country.

    “I am happy to note the progress being made in both the airports and sea ports on the implementation of the Executive Order on the Ease of Doing Business. Government officials manning these gateways are to sustain the momentum and ensure travellers in and out of the country have the best of experience as a necessary complement to the ultra-modern terminal.”

    He added: “Nnamdi Azikiwe International Airport Terminal is the first airport terminal to be connected to rail transport system in the country and indeed in the region. This has provided passengers and other airport users with a choice in the mode of transport to and from the city centre

    The President promised to make Nigeria the aviation hub in the region.

    “I wish to assure you that government remains committed to developing Nigeria into regional air transportation hub and thereby assuming its leadership in the aviation sub sector in Africa,” Buhari said.

    He hailed Minister of State for Aviation Hadi Sirika, Government of the Peoples Republic of China, CCECC and the China Exim Bank for their financial support and the various roles they played, which led to the successful completion of the terminal project.

    Sirika urged the government to approve the outstanding $69.3 million counterpart needed to complete the terminal in Kano and Lagos.

    He said: “From political and economic perspectives, this airport is very strategic to Nigeria not only because it is the gateway to the nation’s capital but also because it is the second busiest airport in the country and the fastest growing in passenger traffic in West and Central Africa, with an average growth rate of eight per cent, where the world average growth is 5.8 per cent. The airport processed 5,709,012 passengers in 2017. This volume equals to about 13 times the total number of passengers recorded by Ghana as a country.”

    On the capacity of the terminal and some of its facilities, Sirika said: “The terminal has annual passenger capacity of 15 million covering a space of approximately 56,000m2. It also has the following facilities as well as capabilities; 72 check-in counters, five  baggage collection carousels, 28 immigration desks at arrival and 16 at departure, eight security screening points, eight passenger boarding bridges, walkway to link the FCT metro rail, additional apron for remote parking of aircraft and link way to domestic wing.”

     

     

  • Buhari seeks genuine reconciliation of APC members

    President Muhammadu Buhari has appealed to stakeholders in the All Progressives Congress (APC) all over the country to work for genuine reconciliation “for the benefit of our people and our nation.”

    President Buhari spoke on Wednesday night in Abuja when he received a group of APC members including Professor Hafiz Abubakar, a former Deputy Governor of Kano State who returned to the party after their departure to various platforms.

    In welcoming the party leaders back to the APC, President Buhari said the house was large enough to accommodate everyone and promised to speak to the leadership of the party and government in Kano to accommodate and work with the returnees.

    In addition to Professor Hafiz, a staunch ally of Sen. Rabiu Kwankwaso Kwankwaso who resigned as Governor Abdullahi Ganduje’s Deputy, the other returnees include a former Managing Director of the Nigerian Ports Authority, Architect Aminu Dabo; the immediate past National Treasurer, Bala Mohammed Gwagwarwa; Security Adviser to Kwankwaso, General Danjuma Dambazau (rtd); Engineer Mu’azu Magaji, all of them staunch members of the Kwankwasiyya as well as Senator Isa Zarewa who left in protest against the last primaries.

    A statement by the Senior Special Assistant on Media and publicity, Garba Shehu, said that they were led to the President by the Governor of Jigawa State, Abubakar Badaru.

    Responding to the Presidential directive, Governor Ganduje welcomed the return of the party stalwarts and assured the President that he was ready to work with everyone to record yet another historic victory in the general elections.

     

  • Buhari commissions Ebonyi fertiliser plant

    President Muhammadu Buhari on Thursday commissioned the ultra modern Fertilizer blending plant, the first and only in the entire South East and South South zones and lauded the developmental strides of Governor David Umahi.

    The President who was represented by the Minister for Agriculture and Rural Development, Chief Audu Ogbe while commissioning the modern fertilizer plant at Onuebonyi said Governor Umahi has the capacity to make Nigeria a great nation and urged Ebonyians to continue to support him.

    “It is always a thing of delight to come to Ebonyi. We have been driving through Ebonyi State and not one pothole on the roads. You know Your Excellency, I want to say it before your people that we are very proud of you. The primary responsibility of a governor is to develop the economy of the State. Politics is nothing. Politics will come and go but when you have a good leader, lifting the economy of the State, creating jobs, saving people from hunger and disease, hold on to him and pray for him”

    “Yesterday, you won a prize in Abuja, awarded by the President himself for your contributions in Agriculture. The Plaque will be delivered to you shortly. We are here to commission this plant which is the only fertilizer plant in the entire southeastern zone and South-South. It is going to add to the production of food in this entire regions”

    Speaking further, Chief Ogbe said: “We are very proud of you for your commitment. We are thoroughly amazed with what we see here today Please remember that anywhere, anytime we mention our successes in Agriculture, your name comes up”

    “Your rice, is in every Supermarket in Abuja and in Lagos and you are one of the five Governors who have succeeded in making Nigeria almost self sufficient in rice production. You have reduced rice import by 90 percent and we have saved some seed import in the last 34 months to the tune of $21b as a country”

    “We thank you, we commend you and we are here today because we have high regard for you, the Governor, and we wish you well. Continue to work. Ebonyi has become a major player in Nigeria’s economy. We have just come away from the place where you are going to build a plant for Lead processing and many other minerals. We saw the road that led to the site”

    A statement by the Chief Press Secretary to Governor Umahi, Emmanuel Uzor further quoted President Buhari as describing the governor as one of the people that has the capacity an ability to make Nigeria grow.

    He said:”It is men like you that will make Nigeria grow. Let us say this, that in no distant future, the South-East should give us a president and you have worked for it. I want to thank you very much the people of Ebonyi. Continue to give him support, continue to work hard and this man will lead you well and free all of us from poverty and want. Poverty is not an asset. It is an embarrassment”

    Earlier, Governor Umahi who spoke during the groundbreaking ceremony of Ebonyi Tongyi Lead/Zinc/Copper Processing plant in Uburu said his administration has put every measures to improve the economy of the state through harnessing the large deposit of solid minerals in the state.

    He said with the limited land in the state, agriculture and solid minerals have been prioriotized to serve as mainstay in the economy of the state in the face of the dwindling fortunes from oil.

    The Minister of State for Mines and Steal Development, Hon. Abubarkar Nawa Bwari while laying the foundation stone for the processing plant commended the governor for his developmental strides and expressed satisfaction that with the state government’s commitment towards harnessing solid mineral deposit, Ebonyi State will become first in the country.

  • Buhari: We’ve dislodged Boko Haram

    President Muhmmadu Buhari on Thursday in Kano said the Armed Forces have succeeded in dislodging Boko Haram insurgents from the nation’s territory.

    “Boko Haram is no longer occupying any Nigerian territory as it used to before the advent of this administration,” he pointed out.

    Buhari, who spoke during the passing out parade ceremony of 602 Cadet of 1st regular course graduates of Nigeria Police Academy, Wudil in Kano stated: “The recent attacks by the Boko Haram group can be likened to attempts of defeated insurgents to reorganize its scattered individuals.

    “This, however, will not be possible as adequate strategic plans have been put in place in conjunction with neighbouring countries to completely wipe out the group.”

    He also commended the Nigeria Police Force for its efforts in fighting insurgency and other criminal activities.

    Buhari however urged the police to live above board as the 2019 general election approaches, pointing out “It is the duty of the police, supported by other security agencies to adequately secure the elections.

    “You must do everything possible to make the election violent-free to avoid ballot box snatching, multiple voting, vote buying, attack on electoral officers and other acts which might negatively impact on the election’s outcome.”

    “The elections must be conducted in a violent-free environment for it to be adjudged credible, free and fair in the eyes of both local and international observers. Let me assure you that I will continue to do all that is possible to make Nigeria police efficient and responsible to the security needs of the country.

    He added: “This administration will also continue to do its best, providing the necessary assistance to make Nigeria police operation technology-based.

    “The police training institutions will be equipped to ensure that officers are regularly trained to improve their capacity and make them more professional and innovative.”

  • Buhari’s campaign fund swells with over N1.77b

    The reelection campaign of President Muhammadu Buhari on Wednesday night received a major boost.

    It got over N1.77 billion donations from the agricultural sector.

    Farmers and other Nigerians in the agricultural value chain showered the donations on the President during the Anchor Borrowers’ Programme Gala Night at the old Banquet Hall of the Presidential Villa, Abuja on Wednesday night.

    According to them, the President has changed the fortunes of the agriculture sector and by bringing unprecedented change to the sector.

    Apart from the increasing progress in the sector, they also claimed that the President’s policies have resulted in savings of billions of naira.

    Topmost of the donations to the President’s campaign fund is N1.2 billion announced by the President of Rice Farmers Association of Nigeria, Aminu Goroyo and N570 million announced by the Fertilizers Producers and Suppliers Association of Nigeria (FEPSAN).

    Stressing that the introduction of the Anchor Borrowers programme has turned around the fortunes of the 12.2 million registered members of the association, Goroyo said that each of the members have contributed N100 each for the President’s campaign towards the 2019 Presidential elections.

    According to him, more fertilizers were made available and easy to rice farmers in the country in the last three years.

    “All these achievements are from your commitments and favourable policies to agriculture.” he said

    President of Fertilizers Producers and Supplies Association of Nigeria, Thomas Etuh, disclosed that N120 billion was saved in two years from fertilizer subsidy.

    President Buhari thanked them for the gesture.

    According to him, the National Bureau of Statistics (NBS) reports have confirmed that his administration’s policies are yielding results.

    He noted that his administration inherited a broken system in the agricultural sector in 2015.

    He said “Seeing your faces and hearing your stories give me hope…..Today, we are on track to achieving inclusive economy.”

    The Governor of the Central Bank of Nigeria, Godwin Emefuele said that the Anchor Borrowers programme launched on the 17th of November, 2015 has resulted in the savings of $800 million.

    Noting that the import bills before the introduction of the programme were as high as N1.4 trillion annually, he said that the anchor borrowers programme has been creating jobs and wealth for the teeming population.

    He said that 2.5 million jobs from rice farming have been created.

    According to him, the anchor borrowers programme is the most successful anchor programme in Africa.

    “It has raised the standard of our farmers,” he stated

    The Minister of Agriculture, Audu Ogbeh declared “It has moved Nigeria up the ladder of Rice producers in Africa.”

    On his part, Kebbi State Governor, Atiku Bagudu, who is the Vice Chairman of the national food security council, noted that the President has shown unprecedented commitments to agriculture development in Nigeria.

    He thanked the President for setting up the national food security council

    According to him, Nigeria is on the path of taking on the world.

    Dignitaries at the gala night included the National Leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, Kogi State Governor, Yahaya Bello, Zamfara State Governor, Abdulaziz Yari, Ondo State Governor, Rotimi Akeredolu, Jigawa State Governor, Badaru Abubakar.

    Also at the occasion were the APC National Chairman, Adams Oshiomhole, Secretary to the Government of the Federation (SGF), Boss Mustapha, Chief of Staff to the President, Abba Kyari, among other top government officials.

  • 2019 Budget presentation: kogi governor, Bello attacks lawmakers

    *Says Buhari displayed uncommon love for Nigeria

    Kogi State Governor, Yahaya Bello on Wednesday night described lawmakers who made the 2019 Budget proposal presentation by President Muhammadu Buhari rowdy as bunch of poorly trained lawmakers at their youthful age.

    According to him, the troublesome lawmakers are not just self-centered, but bent on destroying Nigeria and its democracy.

    Bello spoke with State House correspondents at the end of the Anchor Borrowers Programme Gala Night at the Presidential Villa on Wednesday night.

    The governor, however, noted that President Buhari remained calm during the provocations from the lawmakers and displayed his fatherly love for Nigeria.

    Asked his reaction to the drama that played out during the budget proposal presentation, Bello said “Well, first of all, two distinct human beings. A father and a gentleman who has the interest of the country at heart, President Muhammadu Buhari has displayed his stuff and those who are selfish, self-centred and bent on destroying this country and democracy have also shown themselves today.

    “As I said sometimes back that when you have a child that is not well trained by his parents, he will constitute a menace to the society. And that is what we witnessed today at the National Assembly.

    “The National Assemblies are supposed to be made of men and women of character and integrity. We’ve seen those who constitute such class of human being today and those that constitute menace to the society in the National Assembly today.

    “But above all, I thank God and thank Mr. President for a wonderful presentation of 2019 Budget estimates and which we all believe will take Nigeria to the next level by the grace of God.” he added.

  • Ogun APM adopts Buhari

    The local chapter of Allied Peoples’ Movement (APM) in Ogun State has adopted President Muhammadu Buhari as its presidential candidate for the February 16, 2019 election.

    However, the party is fielding House of Representatives member Adekunle Akinlade as governorship candidate and Ms Adepeju Adebajo as deputy.

    Akinlade defected from the All Progressives Congress (APC) following the crisis that rocked the ruling party’s governorship primary.  Ogun State Governor Ibikunle Amosun claimed that the shadow election conducted by the Ogun APC  chapter was won by Akinlade.

    But the APC  National Working Committee ruled that the state executive of the party had no power to conduct governorship primary but the electoral panel set up by the NWC.

  • We’ve made progress on all fronts, Buhari tells Nigerians

    Global and local challenges nothwithstanding, Nigeria has made progress on many fronts, President Muhammadu Buhari said yesterday.

    Against the backdrop of insinuations of non-performance and negative narratives on economic development, the President insisted that, through perseverance, his administration lifted the economy from recession waters. The economy, he noted, has enjoyed six quarters of growth after its recovery from recession.

    The President spoke at the presentation of the N8.83 trillion 2019 Appropriation to the joint session of the National Assembly in Abuja yesterday.

    He was hacked by some lawmakers who he advised to “behave” because the world was “watching us”. But Buhari remained cool and calm as he read his speech.

    He said that contrary to the allegation of bias by the opposition in the allocation and implementation of infrastructural projects, no part of the country was neglected in the distribution of capital projects.

    “We have done more work with less resources in agriculture, infrastructure and social investments.  We have built better understanding between the Federal Government and the states on non-partisan lines, in particular, intervening several times to support states to meet their obligations, including the payment of salaries and pensions.

    “Sustained development is difficult, if not impossible, in an atmosphere of insecurity and poor governance.  We have therefore made strenuous and successful efforts to overcome the insurgency in the Northeast and to resolve inter-communal misunderstandings elsewhere.

    “The last three and a half years have been challenging, both at home and abroad. Commodity prices, both oil and non-oil, have been volatile.  Global trends, be it security, trade or politics, have also been unpredictable. Here in Nigeria, we have had to cope with disruptions in oil production and exports, security challenges and devastating floods.

    Weathering the storm

    “Through hard work, and by the special grace of God, we have weathered these storms and made progress on many fronts which is why we have cause to be optimistic about the future.

    “The economy has recovered from recession and we have had six quarters of growth since then.

    “The Federal Government and the National Economic Council (NEC) have been working in a unified and patriotic manner to tackle the underlying causes of tension between pastoralists and sedentary farmers. These conflicts have a long-standing history caused mainly by competition for increasingly scarce resources occasioned by rising population and erratic weather conditions – a product of climate change.”

    Buhari praised members of the Armed Forces and Security Services “for their courage, sacrifice and patriotism in protecting our collective safety and security”.

    “The Federal Government has also sustained its efforts to fight grand corruption and improve public financial management, and its efforts to improve public financial management through the comprehensive implementation of the Treasury Single Account (TSA), the Government Integrated Financial Management Information System (GIFIS) and the Integrated Payroll and Personnel Information System (IPPIS),” he said, adding:

    “You will also recall that as part of our commitment to improved governance, we joined the Open Government Partnership (OPG) in 2016 with the aim of enhancing public service delivery, promoting business opportunity, enhancing government efficiencies, preventing corruption and building trust in government.

    “We remain committed to these, and other institutional reforms that will enhance transparency and accountability in public service delivery.”

    Economic gains

    The President listed “several successes in economic management”.  Real Gross Domestic Product (GDP) growth stood at 1.81 per cent in the third quarter of 2018 compared to 1.17 per cent in the third quarter of 2017.

    “We have had a sustained accretion to foreign exchange reserves from a low of $28.57 billion in May 2015 to $42.92 billion by mid-December 2018.  This has contributed to exchange rate stability and will provide a buffer against any unanticipated external shocks. Inflation has also declined from a peak of 18.72 per cent in January 2017 to 11.28 per cent in November this year,” he said.

    Buhari said: “In the area of trade, Nigeria has moved from a deficit to surplus in our trade balance. As at the third quarter of 2018, the trade balance was a surplus of N681.27 billion representing a significant improvement from the deficit of N290.1 billion in 2016.

    “This reflects the rebound in crude oil exports, increased non-oil exports and a reduction in the importation of food and items that can be produced locally.

    “Foreign capital inflows, including direct and portfolio investments, also responded to improved economic management. Capital importation to Nigeria in the third quarter of 2018 stood at $2.86 billion, which is a 56.7 percent increase compared to the corresponding period in 2016.

    “Trading is a significant contributor to our economic development but we must continue to focus on strengthening actual production. From farmers to miners to processors to digital entrepreneurs to players in the entertainment industry, all hands must be on deck to ensure the country succeeds.”

    According to him, “crude oil production continues to increase steadily towards budgetary targets and will receive a further boost when the 200,000 barrels per day Egina oil field starts operations”.

    Agric value chain

    “In agriculture, we are seeing increased investment across the entire value chain from agricultural inputs to farming and ultimately, food processing,” Buhari said, adding:

    “Barely three years ago, Nigeria was spending $5 million dollars a day on rice importation. Today rice imports have virtually stopped. Indeed, we are on course to achieve food security in major staple foods in the not too distant future.

    He spoke of “a lot of progress” in “infrastructure development”, stressing: “Our approach was a logical one. We simply prioritised the completion of critical on-going projects over the introduction of new ones.”

    “For example, in the Ministry of Water Resources, we identified 116 abandoned or uncompleted projects relating to irrigation, dams, drainage and water supply.

    “To date, we have completed and/or commissioned a number of these projects, including: Central Ogbia Regional Water Project, Bayelsa State; Northern Ishan Regional Water Supply Project, Edo State; Sabke Water Supply Project, Katsina State; Takum Water Supply Project, Taraba State; Ogwashi – Uku Dam, Delta State; Shagari Irrigation Project, Sokoto State; Galma Dam, Kaduna State; Mangu Water Supply Project, Plateau State; and Federal University of Agriculture, Makurdi Water Supply Project, Benue State.

    “In the railway sector, we completed and commissioned the Abuja-Kaduna Rail Line and the Abuja Metro-Rail Project. Similarly, the previously abandoned Itakpe-Ajaokuta-Warri Rail Line is undergoing test runs and will soon be commissioned.

    “We are also on track for the Lagos – Kano rail line as significant progress has been made on the Lagos to Ibadan segment of the project.

    “We remain committed to rebuilding and expanding our road network.  In 2018, an additional 1,531 kilometers of roads have been constructed and 1,008 kilometers rehabilitated across the country.

    Priority projects

    “Priority projects, such as the Abuja – Kaduna – Kano highway, as well as the Second Niger Bridge are well underway through the Presidential Infrastructure Development Fund.

    “In every state today, there is a major federal road project going on. For instance, in the Northcentral, long neglected roads like the Ilorin-Jebba Road, a stretch of 93 km that took a number of days to travel has been completed to provide a critical link between the North and South of Nigeria over a few hours.

    “We have awarded the dualisation of this road to expand it all the way to Mokwa, as we have done to the Abuja – Keffi-Lafia -Makurdi roads where work recently commenced.  Similarly, work has resumed on the Suleja – Minna road after years of inactivity.”

    Buhari listed projects in the Southsouth. He said: “We have recently completed the 60 km section of Alesi to Ugep in Cross River State, and awarded the 72km section from Odukpani Junction to Ugep which will reduce a journey that used to take 3 days a few years back, to 3 hours.

    “Work has also commenced on the Calabar – Itu – Odukpani Road that links Akwa-Ibom to Cross River State, as we have started work on the long-neglected Bodo – Bonny Bridge to connect these long separated communities.”

    Federal Presence in regions

    “In the Southeast, a critical section of Umunya linking Awka to Onitsha, a stretch of 18 kilometers, is being constructed now and one side of it should be ready for use before June 2019. Roads like Arochukwu – Ohafia – Bende are also receiving our attention.

    “In the Southwest, long neglected and abandoned roads like the Badagry Expressway have been awarded for construction along with the Apapa – Tin Can Island, Mile 2 – Oworonshoki road to ease the congestion currently being experienced in Lagos, while interstate roads linking Ogun through Ikorodu to Sagamu, and Ipaja to Otta and Abeokuta are being repaired with payment to contractors.

    “In the Northwest, we have completed the Sokoto to Tambuwal – Jega Road comprising 135km out of the entire Sokoto to Yauri stretch and sections of Kaduna Eastern bypass and Kano Western bypass are also progressing.

    “In the Northeast, we have started work on the long-neglected Mayo – Belwa – Jada Road, and the Gombe – Numan – Jalingo Road and recently awarded the reconstruction of bridges damaged by insurgency.

    “In addition, thanks to the N100 billion Sukuk Bond raised in Nigeria, work is on-going in 25 road projects. They incllude: construction of the Oju/Loko-Oweto bridge over River Benue; dualisation of section of Abuja-Abaji-Lokoja Road; dualisation of section of Suleja-Minna Road; dualisation of section of Lokoja-Benin Road (Obajana – Okene); dualisation of section of Kano – Maiduguri Road linking Kano-Jigawa-Bauchi-Yobe; dualisation of section of Kano-Katsina Road; dualisation of section of Kano Western By-Pass; construction of Kaduna Eastern By-Pass; rehabilitation of outstanding section of Onitsha-Enugu Expressway; rehabilitation of Enugu-Port Harcourt Road and the dualisation of a section of Yenegoa Road junction.

    “In power, we are working on over 90 transmission projects across the country; major power transmission stations like Mayo Belwa in Adamawa, Ejigbo and Odogunyan in Lagos, Apo in Abuja, Ikot – Ekpene Switching Station Akwa Ibom, Maiduguri in Borno, Damaturu in Yobe have been completed to support electricity transmission.

    “For effective delivery to critical areas, we decided that we had to decentralize power supply leveraging off-grid solutions especially solar based systems.  We are pushing more “willing- buyer willing –seller” arrangements. Already, this has brought more reliable off-grid power to markets and economic clusters around the country.

    “The projects being implemented right now include the Ariaria Market in Aba, the Sabon Gari Market in Kano, the Sura Shopping Complex in Lagos, to mention a few. Our hope is to roll out such programmes to 300 such economic clusters across the country.

    “In addition to economic clusters, we are also looking at rolling out similar off grid solutions to universities and medical centers across the country.

    “As we develop our infrastructure and power sector, we have not lost sight of the adverse impact climate change has to our economy, food and national security agenda. “The recent floods, farmer-herdsmen conflict and aggressive desertification are all effects of climate change. We have seen our forests, lakes, arable land and grazing areas gradually disappear over the decades.

    “As a government, we took a long term view on tackling the effects of climate change which must be contained and ultimately reversed. We have stepped up our afforestation efforts. In the past two years, we have planted over 2.3 million seedlings in 21 states.

    “We also successfully launched the Green Bond which will focus on developing environmentally friendly projects and other green programmes across the country. Nigeria is also actively participating in international efforts to tackle climate change.

    “Furthermore, working with key stakeholders, including the National Assembly, state governments and the private sector, we intensified our drive to remove obstacles, reduce processes and lower costs of doing business.

    “The fact that over the past three years, Nigeria has gained 24 places in the World Bank Ease of Doing Business rankings is a clear indication that we are moving in the right direction.

    “We are confident that improvements arising from on-going work will result in another quantum leap in the 2019 rankings.  The states have also keyed into efforts to improve the business environment, and the sub-national Doing Business Report for Nigeria showed that 32 out of 36 states recorded overall improvement”.

    Buhari spoke of efforts made in human capital development through some initiatives to boost the economy through entrepreneurial empowerment

    According to him, in line with the commitment of the government to creating a fairer and more inclusive society, efforts were made specifically through the N-Power scheme, 500,000 graduates have been employed to date.

    Others, he said,  include: the National Home-Grown School Feeding programme under which 9,300,892 pupils are being fed in 49, 837 schools in 24 states. The programme empowers  96,972 cooks. There is also the Government Enterprise and Empowerment Programme under which 1,378,804 loans have been disbursed to small businesses and farmers in all states including the FCT.

    The Presidentr went on: “These are interest-free loans that will be paid back; and 297,973 households in 26 states across the country are benefiting from the Conditional Cash Transfer Programme.”

    It was not all kudos. Buhari identified an area of concern, despite “the improved performance of the economy since we started implementing our Economic Recovery and Growth Plan (ERGP)”. “That has to do with our unsatisfactory revenue performance, adding:

    “Although we have sustained efforts at boosting tax revenues, our progress has been constrained by the relatively low level of growth, having just emerged from recession. This has restrained our tax revenue drive.

    “Furthermore, the volatility in oil prices, and disruptions in oil production, delayed our plans to recover past due oil licence and royalty charges as well as restructuring of the Joint Venture Oil Assets.

    “As we have returned to the path of growth, I have directed that action on all our revenue initiatives be expedited.

    “I have already issued a number of Presidential directives on the disposal of recovered assets, deployment of the National Trade Window as well as the immediate recovery of past-due oil royalties, including by crude seizures, if necessary.

    Those who have been asking about the whereabouts of recovered assets got a reply. The President said:

    “On asset recovery, in order to put to use for the benefit of all Nigerians monies and assets stolen from the public treasury, we have since the 2016 Budget created a revenue line in the budget for stolen and recovered funds.

    “Thus every government project today benefits in one way or the other from recovered looted funds. I have also directed all the relevant authorities to liquidate all recovered, unencumbered assets, such as landed properties, buildings  and vehicles, so that these funds can be available to help in the funding of the budget, particularly the important infrastructure projects.”

  • Buhari proposes N8.83 trillion budget for 2019 fiscal year

    The 2019 Budget presented to a joint session of the National Assembly in a tense chamber yesterday by President Muhammadu Buhari has a lot of goodies for workers, defence, education and others, reports Onyedi Ojiabor and Dele Anofi, Abuja.

    President Muhammadu Buhari yesterday presented N8.83 trillion Appropriation Bill for 2019 to a joint session of the National Assembly.

    The proposal, which is less than this year’s Appropriation Act of N9.12 trillion, includes grants and donor funds of N209.92 billion, the President said.

    The President said it was higher than the N8.6 trillion 2018 estimates.

    The budget deficit, he said, was projected to decrease to N1.86 trillion (or 1.3 per cent of the Gross Domestic Product) in 2019 from N1.95 trillion projected this year.

    “This reduction”, he said, “is in line with the country’s plans to progressively reduce deficit and borrowings.”

    President Buhari explained that the proposed N8.83 trillion of 2019 Aggregate Expenditure comprises:

    Recurrent costs of N4.04 trillion;

    Debt service of N2.14 trillion;

    Statutory Transfers of about N492.36 billion;

    Sinking Fund of N120 billion which will be used to retire maturing bond to local contractors; and capital expenditure of N2.031 trillion including capital supplementation but excluding the capital component of statutory transfers.

    The President put the provision for Statutory Transfers in 2019 at N492.36 billion (a seven per cent reduction from 2018).

    He noted, however, that the transfers to Niger Delta Development Commission (NDDC) and Universal Basic Education Commission (UBEC) are projected to be higher as they are directly related to the quantum of oil revenue.

    On debt management, the President said  N2.14 trillion was provided for debt service.

    Of the amount, he said 80 per cent is voted to service domestic debt which accounts for about 70 per cent of the total debt.

    He said: “Although our national debt is within sustainable limits, we need to increase our domestic resource mobilisation to bring down our debt-revenue ratio over the medium term.”

    On recurrent expenditure, President Buhari said that a substantial part of the recurrent cost proposal for next year is for the payment of salaries and overheads in ministries providing critical public services such as:

    Interior ministry (N569.07 billion);

    Defence ministry (N435.62 billion);

    Education ministry (N462.24 billion); and

    Health ministry (N315.62 billion).

    The allocations to the ministries, he said, “represent significant increases over votes in previous budgets, underscoring our commitment to increase investment in national security and human capital development.”

    On personnel costs, President Buhari noted that “personnel costs, estimated at N2.29 trillion, currently amount to nearly 40 per cent of projected revenues.”

    He added that “substantial savings have been made from wider use of the Integrated Personnel Payroll Information System (IPPIS) platform.”

    The President said that he has “directed that all MDAs must implement the IPPIS by March, 2019,” adding that President said that they have made provisions for staff promotion arrears and recruitments by the armed forces, police and para-military agencies.

    He continued: “We have also provided for the settlement of inherited outstanding pension liabilities. Again we have included provisions for the implementation of a new national minimum wage.”

    The President said that one per cent of the Consolidated Revenue Fund, amounting to N51.22 billion, has been earmarked for the Basic Health Care Provision Fund, and other related commitments.

    Throwing more light on the implementation of the new national minimum wage Buhari said: “Let me say something about the minimum wage issue. I am committed to addressing the issue of a new minimum wage and I will be sending a bill to the National Assembly on this.

    “However, in order to avoid a fiscal crisis for the Federal Government, as well as the states, it is important to devise ways to ensure that its implementation does not lead to an increase in the level of borrowing.

    “I am accordingly setting up a high-powered technical committee to advise on ways of funding an increase in the minimum wage, and the attendant wage adjustments, without having to resort to additional borrowings.

    “The work of this technical committee will be the basis of a Finance Bill which will be submitted to the National Assembly, alongside the Minimum Wage Bill. In addition, the technical committee will recommend modalities for the implementation of the new minimum wage in such a manner as to minimize its inflationary impact, as well as ensure that its introduction does not lead to job losses.”

    On capital expenditure Buhari said: “We have allocated N2.28 trillion for capital spending, inclusive of capital in statutory transfers.

    “For comprehensiveness and transparency, the expenditure plans of the larger Government Owned Enterprises (GOEs) as well as Multi-lateral and Bi-lateral project-tied loans have been integrated into the 2019 -to- 2021 Medium Term Fiscal Framework.

    “With the inclusion of N275.88 billion representing capital for the larger GOEs and N556.02 billion for Multi-lateral/Bi-lateral project-tied loans, the aggregate capital budget is N3.12 trillion. This represents 30 per cent of the proposed expenditure for 2019.

    “In order to get full value for monies expended by the government over time and to avoid duplication and waste, our emphasis will continue to be on completion of existing projects.

    “Accordingly, provisions have been made to carry over projects that are not likely to be fully funded under the 2018 budget to the 2019 capital budget.”

    On allocation to social investment projects Buhari said:

    “The allocation to the Social Intervention Projects (SIP) has been retained at N500 billion, consisting of N350 billion recurrent and N150 billion capital.

    “This reflects our continued determination to pursue inclusive gender-sensitive and pro-poor growth.”

    To maintain the peace in the Niger Delta, the President said that the provision of N65 billion for the Presidential Amnesty Programme has been retained in the 2019 budget.

    “Similarly, the sum of N45 billion has been provided for the North East Intervention Fund, as well as the sum of N10 billion as take-off grant for the North East Development Commission.

    The president continued, “To further support Small and Medium Scale Enterprises, which are the focus of our industrialisation drive, we have set aside the sum of N15 billion for the recapitalisation of the Bank for Agriculture and the Bank of Industry.

    “In addition, the sum of N10 billion is provided as a grant to the Bank of Industry for the purpose of subsidizing the interest rates charged on loans to Small and Medium-Scale Enterprises. This is intended to make it possible for them to access single digit interest rate loans from the Bank of Industry.”

    On the vision of his government for the future of the country he said:

    “Our vision is for much better prospects for all Nigerians.  With careful economic management and continued diversification of our production and revenue bases, we will build an inclusive and stable economy for generations to come.

    “In addition to the development of special economic zones which will underpin our efforts to move away from a mono-economy, we intend to exploit the comparative advantages of the six geo-political zones and our 36 states by establishing six industrial parks and 109 special production and processing centres across all 109 senatorial zones, including shared facilities.

    “These clusters will have power, water and broadband facilities with embedded regulatory services. The clusters will generate vibrant economic activity, stimulate small businesses and create jobs across the length and breadth of Nigeria.”

    “A key objective going forward”, Buhari said, “is to further encourage and enable ‘prosperous small businesses.

    “Our micro, small and medium enterprises will accordingly benefit from improved access to funding, supporting infrastructure and off-take arrangements by the government and larger enterprises.

    “They will leverage the Government Enterprise and Empowerment Programme and the Anchor Borrowers Programme.”

    He added: “Modern, up-to-date infrastructure is particularly important to boost economic activity.  We will continue with our emphasis on power, roads and rail.

    “In addition to completing the Ibadan-Kano rail line we will also embark upon and move rapidly to complete the Eastern rail from Port Harcourt to Maiduguri passing through Aba, which will connect to Abakaliki, Awka, Enugu, Owerri, Umuahia, then through Makurdi, Jos, Bauchi and Gombe.

    “The coastal rail from Calabar to Lagos will also be completed as we aim to build a true national rail network that links all state capitals.

    “Our road projects will gather pace and priority projects under the Presidential Infrastructure Development Fund such as the Abuja-Kaduna-Kano expressway, the Second Niger Bridge and the Lagos-Ibadan Expressway will be fast-tracked for early completion.”

  • Buhari to inaugurate Zik’s mausoleum Dec 28 in Anambra

    President Muhammadu Buhari is to inaugurate the mausoleum of the late Dr Nnamdi Azikiwe, on December 28.

    Minister of Labour and Employment Sen Chris Ngige said this yesterday in Awka, Anambra State.

    The Zik mausoleum, awarded in 1997, was abandoned by previous administrations.

    Senatorial candidate of the All Progressives Congress (APC) in Anambra Central, Chief Sylvester Okonkwo, and Nze Modestus Umenzekwe, a party chieftain, hailed the President for remembering Ndigbo.

    Ngige said part of the President’s achievements in the state was not only completing  the Zik mausoleum, but working on federal projects in Southeast, and empowering over 5000 graduates with loans of up to N10 million.

    The minister spoke when he was addressing over 3000 trainees at Awka South council headquarters in Amawbia.

    Speaking with The Nation yesterday, Umenzekwe said Buhari had promised Azikiwe’s son, Chukwuma, before he died in 2014, that he would complete the mausoleum.

    Umenzekwe said: “It   was   there   that   Mr.   President   in   discussion   with Chuma Azikiwe lamented the ugly state he saw the Zik mausoleum, his last resting place”

    “Buhari is one who is very humorous but highly reserved. Without mincing words, he lacks talking from both sides of the mouth”

    “Today, that abandoned mausoleum has been completed. The workaholic Minister of Works Mr. Babatunde Fashola (SAN) had made it completed”

    “Today, the promise of Mr. President has come to pass.The 2nd Niger Bridge so abandoned like the Zik mausoleum is in progress as dateline for the completion has been announced by the Buhari administration and mobilisation for the job paid”

    “Both the Onitsha Port and Dredging of River Niger are in the process. I   hail   the   intervention   of    Governor   Willie Obiano  in   seeing   that   Inosi   Onira   compound   of   Azikiwe was kept in good shape   and   order”.
