  • Bills: Rep lauds Saraki, Dogara over synergy in 8th Assembly

    A member of the 8th House of Representatives and Chairperson of the House Committee on Science and Technology, Hon. Beni Lar has lauded the Chairman of the National Assembly, Senator Bukola Saraki, and the Speaker of the House, Hon. Yakubu Dogara for their synergy in making the 8th Assembly remarkable.

    Lar spoke during an interactive session with House reporters at the weekend.

    She said: “I really want to thank the Speaker of the House, Rt Hon. Yakubu Dogara for handling the 8th House of Representatives very well.

    “I think himself and the Chairman of the National Assembly, Dr. Bukola Saraki did a good job, and there was synergy between the two legislative Houses.

    “And I know because of the synergy, we had more bills passed. About 300 bills were passed by this assembly compared to other ones.

    “I believe that alone is a huge success recorded by the Assembly. That means the lawmakers were Serious about the business of lawmaking.”

    She said it’s important to continue with the synergy in the incoming Assembly.

    According to the lawmaker, her committee in the 8th House was successful, culminating in some agencies under her watch excelling.

    “Today, we have some of our agencies; under Ministry of Science have achieved feats they never achieved before.

    “For the first time in West Africa, we have the International Standard Organisation (ISO) certification for the Federal Institute of Industrial Research Oshodi. Because, during the appropriation process, we made sure they got molecular laboratories and all the scientific labs they needed to get the certification.” She said.

     

  • Buhari, Saraki condole with ThisDay MD over wife’s death

    President Muhammadu Buhari and Senate President Bukola Saraki have commiserated with the Managing Director of ThisDay, Mr Eniola Bello (fondly called Eni B), on the death of his wife, Helen, on Tuesday in London.

    In a statement by his Special Adviser on Media and Publicity, Mr Femi Adesina, the President joined family, friends and professional colleagues of the columnist in mourning Helen, whose motherly love and kindness will be sorely missed by everyone.

    President Buhari urged family and loved ones to find solace in God and the seeds of goodness and charity sown in many lives by Bello’s wife, believing she lived and stood for virtues that will continue to resonate.

    The President prayed that the Almighty God will grant Helen’s soul eternal rest, and comfort her family.

    In a statement in Abuja, the nation’s capital, by his Special Adviser (SA) on Media and Publicity, Yusuph Olaniyonu, the Senate President described the untimely passage of Mrs. Eniola-Bello as a very painful loss.

    He said: “Mrs. Eniola-Bello was a dutiful mother and a pillar of support to her husband. Her humility and selflessness endeared her to all. I am deeply saddened that we lost her to illness so soon. We shall all miss her.”

    Saraki condoled with Eni B, his immediate family, the ThisDay Group and the Nigerian media over the irreparable loss.

    He urged Eni B to take solace in the fact that God has a reason for everything, this unexplainable circumstance, notwithstanding.

  • Saraki mourns ex-minister, Lame

    Senate President, Bukola Saraki, expressed sadness over the death of a former Minister of Police Affairs, Dr. Ibrahim Yakubu Lame.

    Saraki in a statement by his Special Adviser (Media and Publicity), Yusuph Olaniyonu, described the late Lame as an astute educationist, parliamentarian and a patriotic Nigerian who played leading roles in the socio-political development of the country.

    “Senator Lame was a man of many parts. He rose from humble beginning into national limelight. His contributions to the upliftment of the nation’s education, party politics and the Nigeria Police remain legendary. We shall all miss him,” Saraki stated.

    He stated that the Bauchi-born politician would be remembered for his humility, hard work and philanthropy.

    He commiserated with the immediate family of the deceased and the government and people of Bauchi State over the painful and irreparable loss.

    He prayed that the Almighty Allah grants the deceased a place  among the righteous in Aljannah firdaus and his loved ones the fortitude to bear the loss.

  • Senate okays bill seeking to upgrade Yabatech to varsity

    The Senate on Thursday passed the City University of Technology (Est, etc) Yaba Bill, 2018 for second reading.

    The decision followed a motion by Senator Gbenga Ashafa (APC-Lagos) at the plenary presided over by Senate President Bukola Saraki in Abuja.

    Essentially, the bill seeks to transform the Yaba College of Technology (YabaTech) in Lagos State, to the City University of Technology, Yaba.

    Leading the debate, Ashafa, representing Lagos East Senatorial District, argued that if the bill is considered, it would enhance the capability of the institution to achieve its objectives.

    He said: “Nigeria’s steady march towards education for all in the shortest possible time has taken a giant leap with the introduction of this bill.

    “I am personally excited by the prospect of transforming this polytechnic to a university of technology because it will motivate both students and academic staff. It will also upgrade the facilities and enhance it capability to achieve its objectives.

    “Similarly, the new university of technology will encourage the advancement of learning and hold out to all persons without distinction of race, creed, sex or political conviction the opportunity of acquiring a higher and liberal education.”

    Citing instances, the lawmaker noted that in similar circumstances in the United Kingdom (UK), most of the polytechnics were upgraded to universities.

    “If Nigeria has plan to become one of the world’s leading economies as currently being pursued by government, we must be ready to adjust and position our educational institutions so that its products are geared for the technological challenges inherent in such projections,” he said.

    According to him, the attainment of university status would definitely enhance the operations of the Yaba Polytechnic and clarify its mission and vision.

    Lawmakers, who contributed to the motion, also supported it.

    When the motion was put on a voice vote, it was unanimously adopted by the legislators.

    Saraki referred the bill to Senate Committee on Tertiary Institutions and TETFUND for further legislative action and report back within a week.

    Similarly, the Senate also passed a Bill for the Establishment of Federal Polytechnic, Iwerekun, Ibeju-Lekki, Lagos, sponsored by Ashafa for second reading

  • Saraki orders probe of new guidelines for journalists

    Senate President Bukola Saraki on Tuesday ordered investigation into the drafting and release of the National Assembly accreditation guidelines without the knowledge of the political leadership of the parliament.

    In a statement by his social media aide, Olu Onemola, the Senate President noted that the guidelines, which have attracted widespread condemnations from several quarters, negated his belief and commitment to unhindered operation of the media practitioners.

    It was gathered that in a bid to unravel the circumstances that led to the release of the accreditation guidelines, the Senate President wrote to the Clerk to the National Assembly, Mohammed Sani-Omolori, to brief the parliament’s political leadership on the matter.

    Following the outrage generated by the release of the guidelines, Saraki and Speaker House of Representatives, Yakubu Dogara, have denied knowledge of the accreditation guidelines.

    Both men were said to have been rattled by the content of the guidelines and promised to unravel the authors of the document.

    It was learnt that the management of the National Assembly may have suspended the accreditation and withdrawn the guidelines due to mounting public outcry that followed its release.

    Although no official statement has been released on the matter, the National Assembly Clerk was said to have directed the Director of Information, Agada Rawlings Emmanuel, who signed the guidelines, to immediately withdraw it.

    A team of National Assembly officials, comprising Emmanuel and other senior workers, have been mandated to work out acceptable guidelines for the accreditation which, it was learnt, has been suspended.

    The statement by Saraki on the need for investigation of the matter reads: “The attention of the President of the Senate, Dr. Abubakar Bukola Saraki, has just been drawn to a story that is circulating on social media about the National Assembly issuing new guidelines to journalists.

    “These alleged guidelines have not emanated from either the Senate President or the Speaker, and will be promptly investigated.

    “The public should note that the eighth National Assembly has been committed to the freedom of the press, as exemplified by its work to bringing governance closer to the people through live streams and live tweets.

    “The leadership of the eighth National Assembly believes strongly in the freedom of the press and in carrying the Nigerian public along.

    “Hence, the Senate President and all his colleagues will continue to work to ensure that these freedoms remain unhindered.”

     

  • Court strikes out suit seeking  Saraki, Dogara, 52 others’ sack over defection

    A Federal High Court in Abuja has struck out a suit that sought the sack of the Senate President, Bukola Saraki, House of Representatives Speaker, Yakubu Dogara ,and 52 other National Assembly members who defected last year from the political parties on whose platforms they got to office.

    The suit was filed by a civil society group, the Legal Defence and Assistance Project (LEDAP).

    In a judgment yesterday, Justice Okon Abang held that despite the plaintiff’s noble intention, his court lacked the jurisdiction to determine the merit of its claims in the case because the plaintiff lacked the locus standi (the legal capacity) to initiate the suit.

    Justice Abang was of the view that the fact that the plaintiff is a registered corporate body under the Company and Allied Matters Act was insufficient to clothe with the right to sue on behalf of the public.

    The judge said the plaintiff’s failure to join the Peoples Democratic Party (PDP), the All Progressives Congress (APC) and the Action Democratic Congress (ADC) – (affected by the defecting lawmakers’s action) – was fatal to the suit.

    He held that the plaintiff did not place anything before the court to show that the constituencies, represented by the defecting lawmakers, are aware of the suit or that the plaintiff has a special interest far above that of the general public.

    Justice Abang equally held that the plaintiff, in instituting the action, failed to involve necessary parties, such as the political parties affected by the defection.

    The judge noted that the plaintiff failed to obtain the fiat of the Attorney General of the Federation (AGF) that would conferred it with the necessary powers to institute the suit.

    He also noted that not being the Independent National Electoral Commission (INEC), the political parties affected by the legislators’ defection, a member of any of the political parties, a member of the constituencies of the defecting  lawmakers or a registered voter in the lawmakers’ constituencies, the plaintiff lacked the legal capacity to file the suit.

    Justice Abang upheld the argument by one of the lawyers to the defendants, Mahmoud Magaji (SAN), to the effect that LEDAP was not a competent plaintiff.

    The judge held that, since the plaintiff was without the requisite locus standi, the court could not invoke Section 68 of the 1999 Constitution against the defecting lawmakers and declare their seats vacant, as prayed by the plaintiff.

    The judge said: “I am persuaded to hold that, though the plaintiff has a good case, promoting the rule of law, regulating the unlawful defection of legislators, amongst others, the plaintiff has no locus standi to institute the suit.

    “I have no jurisdiction to determine the case on its merit because the plaintiff, though has a good case, lacks locus standi. The plaintiff’s case is incompetent. It is struck out.”

    Justice Abang noted in passing that the defecting legislators violated the Constitution and ought to have vacated their seats, since there was no division in any of the political parties, as envisaged by the Constitution to legitimise their defection.

    The judge distinguished the defection of the former Minority Leader, Godswill Akpabio, from those of Saraki, Dogara and 51 others.

    Justice Abang held that Akpabio did not defect in the manner of Saraki, Dogara and others, but moved from the  Peoples Democratic Party (PDP)  to the All Progressives Congress (APC)  ”out of frustration of being expelled by the PDP through a letter dated August 2, 2018″.

    He was of the view that, having been expelled from the PDP, as claimed by Akpabio, which the plaintiff did not deny, he (Akpabio) was at liberty to join another political party of his choice.

    The judge said for the court to declare Akpabio’s seat vacant, as prayed by the plaintiff, would amount to punishing him for exercising his right to freedom of association guaranteed by Section 40 of the Constitution.

  • Buhari to Saraki, Dogara, others: our relationship not the best

    The relationship between the Executive and legislative arms of government in the outgoing dispensation has been everything but cordial, President Muhammadu Buhari said last night.

    President Buhari who reviewed the rapport between the two arms concluded that the relationship “wasn’t the best”.

    He spoke at Iftar dinner (breaking of fast) with the National Assembly leadership led by Senate President Bukola Saraki at the State House.

    The President said the nation deserved better than it got in the outgoing dispensation, expressing hope for a better working relationship between the two arms of government with the 9th National Assembly.

    In a statement by his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, the President was quoted as saying: “Relations between the Executive and the Legislature were not the best in the 8th National Assembly. I sincerely hope each one of us will do his utmost to ensure there is a better working relationship between these two arms of government in the 9th Assembly so that we can serve the people better.

    “The principal task of the National Assembly is to cooperate with the Executive so that together, we can fashion policies that will lift our people out of poverty and out of illiteracy. I appeal to the Distinguished Senators and Honourable Members to subordinate all personal interests and ambitions to the imperative of working for the common good of our people.”

    The President congratulated the members-elect on their success in winning their constituency seats and opined that “this is a great burden and a great responsibility placed on you by your people. Our citizens are faced with challenges of poverty”.

    He assured the leaders that his doors would remain open “to all of you who have genuine concerns or advice to improve the quality of governance and service delivery to our people.”

    Senator Saraki assured the President that the National Assembly will maintain focus on national interest at all times.

    With the Senate were House of Representatives Speaker Yakubu Dogara; Deputy Senate President Ike Ekweremadsu; Deputy Speaker Lasun Yussuff; Senate Majority Leader Ahmed Lawan; House Leader Femi Gbajabiamila; Senate Minority Leader Abiodun Olujimi and House Minority Leader Leo Ogor; as well as Majority and Minority Whips of both chambers.

     

  • Senate exit: Saraki, Ekweremadu, Ortom, extol Mark

    Senate President, Senator Bukola Saraki, his deputy, Ike Ekweremadu, Governor Samuel Ortom, on Sunday paid glowing tribute to the former Senate President, Senator David Mark for his meritorious service to his constituents and the country, as the latter exits from the Senate after 20 years.

    In their separate goodwill messages to Senator Mark at a thanksgiving mass at St. Augustine Catholic Church, Otukpo, Benue State, Saraki, Ekweremadu, Ortom and others described Mark as an icon and patriotic leader in the contemporary Nigeria.

    A statement by the media assistant to David Mark, Paul Mumeh, said that the thanksgiving was to mark former Senate President’s exit from the Senate after 20 years.

    It said that specifically, Saraki noted that his predecessor has set a record as the longest serving Senator since 1999, the longest serving President of the Senate and referred to him as an officer and a gentleman.

    He said: “Senator Mark was our own equivalent of the US Senators Robert C. Byrd (51 years, five months, 26 days), Daniel K. Inouye (49 years, 11 months and 15 days) Strom Thurmond (47 years, five months, eight days), Ted Kennedy (46years, nine months, 19 days and Patrick J. Leahy (44years) in terms of institutional memory that he embodies”.

    Saraki acknowledged that Senator Mark remains a stabilizing force in or out of the chamber pointing out that he remains relevant even when he left the position of the primus inter pares in the Senate.

    According to Saraki, “while Senator Mark’s record in the Senate remains unbeaten, it is necessary to mention that he is a bridge builder and consummate politician. My colleagues and I in the Eight Senate, appreciate his humility, brilliance and patriotism”.

    In his tribute, Deputy President of the Senate, Senator Ekweremadu underscored the leadership qualities of Senator Mark and added “your place of honour as a fine, perceptive, detribalized, patriotic, astute leader and a true democrat is unarguable and unshakable.

    Besides leading the National Assembly to break the jinx of constitutional amendments and the successful electoral reforms, Ekweremadu added “your capacity as a wise, experienced, patriotic and true statesman manifested at a very trying time in the Nation’s history when you guided the National Assembly to invoke the Doctrine of Necessity to steer the country away from palpable constitutional crisis“.

    Governor Samuel Ortom, in his remarks, noted: “your quality representation and indefatigable leadership in the Senate brought stability to the system and added enormous value to democracy.

    “I am proud to identify with you for your selfless services to the State and the nation as well as providing mentorship to upcoming leaders”.

    An elated Senator Mark expressed appreciation to his people for the opportunity to serve, promising to continue to work for peace and unity of Nigeria.

    It said that in his homily, the Vicar General of the Catholic Diocese of Otukpo, Most Reverend Kenneth Odeh described Senator Mark as an icon of inestimable value saying that his contributions to the development of Nigeria cannot be wished away.

    Reverend Odeh urged Nigerian politicians to emulate Senator Mark’s selfless service to the country.

     

  • Senate throws out bill seeking Maritime varsity Lokoja

    The Senate on Thursday threw out a bill seeking the establishment of Maritime University of Lokoja.

    The bill sponsored by Senator Isaac Mohammed Alfa (Kogi East) sought an Act to establish the Maritime University of Nigeria, Lokoja to make provisions for the due management and administration and other related matters, 2019.

    In his lead debate in support of the proposed university, Alfa detailed reasons why the establishment of the specialised university is necessary especially in the coastal town of Lokoja.

    Alfa’s reasons in support of the proposed university did not however persuade his colleagues to support the bill.

    Senate Chief Whip, Senator Olusola Adeyeye, was frontal in his attack on the bill.

    The Osun Central lawmaker said that he would continue to oppose the creation of new universities until existing ones were adequately funded.

    He noted that it was open knowledge that existing state and federal universities were being neglected in terms of funding.

    Senator Adamu Aliero (Kebbi Central) also opposed the bill.

    He noted that as important as the bill may be, existing universities could take care of the proposed Maritime University.

    Sensing that the bill was heading to be killed, Senate Minority Leader, Senator Biodun Olujimi, suggested that the sponsor should withdraw it for further consultation.

    Senate President, Bukola Saraki put Olujimi’s suggestion to Alfa for consideration and possible withdrawal of the bill.

    The Kogi East senator rejected the suggestion.

    Alfa noted that the bill was a well thought out proposed legislation for the creation of the university.

    He added that a lot of consultations were made before the drafting of the bill.

    Alfa insisted that it was difficult for him to withdraw the bill especially in the light of the enormous effort made to package it.

    Saraki promptly put the bill to vote and it was defeated.
