    BPP deserves GWR recognition for saving over N1trn through enhanced price Intelligence in one budget cycle’

    The Progressives Think-Tank, a foremost political and policy advocacy group promoting the achievements and legacy of president Bola Ahmed has hailed the Bureau of Public Procurement (BPP) for achieving a landmark milestone in public finance management, saving over one trillion naira in a single budget cycle through enhanced price intelligence and benchmarking mechanisms. 

    The group said: “This unprecedented achievement, realised under the leadership of the Director-General, Dr. Adebowale Adedokun, represents the most significant cost-saving in the history of the Bureau and is being recognised as one of the most remarkable feats in procurement reform on the African continent.”

    In a statement to newsmen by the acting National Coordinator of the group, Ms. ChristianaTitus, The Progressives Think-Tank commended the BPP for commitment to transparency, efficiency, and fiscal discipline, noting that these savings surpass the cumulative amount recorded by the Bureau from 2007 to 2024. 

    The group stated that this milestone is not only a testament to the leadership of Adedokun but also a reflection of the Federal Government’s decisive reforms aimed at strengthening procurement processes across Ministries, Departments, and Agencies (MDAs).

    The Think-Tank described the achievement as a demonstration of how strategic procurement practices, guided by data-driven intelligence and strict adherence to due process, can generate substantial economic benefits for the nation. They highlighted that the savings recorded are directly linked to improved contract management, better price negotiations, and rigorous monitoring of procurement activities, which have collectively reduced waste and maximised value for public resources.

    In a special note of eulogy, The Progressives Think-Tank praised the appointment of Adedokun as the Director-General of BPP, describing it as a case of a round peg in a round hole. 

    They stated that his exceptional blend of competence, integrity, and visionary leadership perfectly aligns with the demands of the Bureau. 

    The group noted that President Bola Ahmed Tinubu’s strategic decision to recognise and position a capable asset like Adedokun at the helm of procurement underscores a deep understanding of the importance of human capital in achieving government reforms. 

    According to the Think-Tank, such appointments not only accelerate reform agendas but also signal to the nation and the international community that the government values professionalism and results-oriented leadership.

    “The BPP truly deserves recognition from the Guinness World Records (GWR). Candidly, such an award would be a fitting tribute to this extraordinary achievement, which serves as an inspiration for other government institutions to adopt similar reforms and accountability measures,” The Think-Tank said.

    The group urged the government to continue institutionalising these best practices to ensure sustainability, stressing that consistent oversight, transparency, and professional management are essential to prevent lapses and maintain public confidence.

    The Think-Tank also commended the alignment of these achievements with President Tinubu’s Nigeria First Policy, which prioritises local content and promotes domestic industries. They noted that procurement reforms, when executed with precision and integrity, can simultaneously advance national economic growth, create jobs, and strengthen domestic enterprises.

    “This historic milestone marks a turning point in Nigeria’s procurement system, positioning the BPP as a model of excellence in governance and public sector efficiency. We remain committed to supporting the Bureau and will continue to monitor and advocate for reforms that ensure public resources are managed transparently, responsibly, and in the best interest of the Nigerian people.” The group said.

    The group concluded by calling on all stakeholders, including civil society organisations, the media, and the private sector, to celebrate this achievement while collaborating to maintain and expand the culture of transparency and accountability in Nigeria’s procurement landscape.

    BPP committed to maintaining ethical standards in public procurement- D-G

    The Bureau of Public Procurement (BPP) says it is committed to upholding ethical standards and integrity in public procurement by promoting transparency, accountability, and efficiency for national advancement and transformation.

    The Director-General(DG), Dr Adebowale Adedokun, said this in a statement issued by Zira Nagga, Head of Public Relations at BPP in Abuja on Friday.

    According to the statement, Adedokun spoke during a courtesy visit by a delegation from Nigerian Navy Logistics College, Kano.

    He emphasised the importance of maintaining the highest ethical standard in procurement processes.

    He said that the visit, aimed at collaborating with the bureau for capacity building and training of naval officers on proper procurement processes, was timely.

    The  DG said that  BPP was ready to work collaboratively with the Nigerian Navy to ensure that the defence sector was properly trained and certified in public procurement.

    “If defence procurement is done rightly, it will maximise opportunity cost, scale of preference and professionalism.

    “If the defence procurement is taken seriously, it will impact greatly on the security of the nation, in the sense that, procured equipment and ammunition will be of higher grade and well managed.

    “Properly trained procurement officers in the military will easily detect inferior equipment when it is being procured, and have the capacity to negotiate on quality equipment.

    “There will be a drastic reduction in the current security challenges, and it will also reduce poverty,” he said.

    Adedokun suggested various training packages for the college, and urged the management to key into the Nigeria Procurement Certification Portal, a centralised digital platform for the training, assessment and certification of procurement professionals.

    According to him, the Villa project will be re-visited in the long run, as the Navy is already at the forefront of compliance.

    Meanwhile, Rear Admiral Emmanuel Anakwe, Commandant, Nigerian Navy Logistics College, Kano, pledged to collaborate with the BPP on procurement training.

    Anakwe said that the initiative would provide officers with the opportunity to become certified in public procurement and empower them to reach their full potential.

    He said that the Nigerian Logistics College was established in 2022, primarily for the training of Nigerian Navy Logistics Personnel to enhance their knowledge and skills towards professionalism in military logistics.

    “The bureau’s collaboration with the Navy will strengthen and support the Navy’s initiative to build capacity for the best procurement practice in the military.

    “Nigerian Navy Logistics College is set to work out modalities and harmonise its training logistics with BPP for effective capacity building.

    “This is to ensure that the procurement cadre in the Navy is fully trained and certified,” he said.

    The  Bureau of Public Procurement (BPP) has said it is strengthening its audit systems to tackle corruption in public procurement.

    Its Director General, Dr. Adebowale Adedokun, said this when he appeared before the House of Representatives Committee on Public Procurement to defend the bureau’s 2024 budget performance and 2025 proposal.

    Adedokun decried the budgetary ceiling placed on the agency, saying this would hamper the achievement of its objectives, among other strategies it planned to adopt to improve the system.

    He said the bureau proposed N72,775,250,713, while the Budget Office allocated a ceiling of N3,283,021,838. This sum, he noted, was excluded personnel budget of N649,558,451.59.

    Commenting on the 2024 budget performance, Adedokun said N2,234,785,641 was allocated to the agency out of which N2,110,061,164 was utilised.

    The BPP boss explained that the capital allocation of N289,418,688 for the year was inadequate to achieve any meaningful reforms and address the core mandates that would enable it realise an effective contract administration.

    He added that only the sum of N184,024,690 of the sum for capital expenditure has so far been released.

    Adedokun said the agency’s 2025 budget primarily focuses on addressing its office accommodation challenge, address monitoring and evaluation of projects throughout the country, deliver an electronic procurement system to the country as well as build capacity.

    Expressing gratitude to the committee for the support it had shown the bureau, the agency boss decried the paucity of funds and sought the lawmakers’ assistance to get more funds.

    He said: “We also realise that we need to also intensify our audit exercise. It is better to prevent than to prosecute. Under our watch, our strategy is to ensure we prevent misuse of funds through real time IT tools in procurement audit.

    “We want to go digital in terms of our workflow, which means even if the director general is not on his seat, certification can be done anywhere in the country. We also provided for an upgrade of our national database of contractors and service providers. “

    BPP has saved Nigeria N1.9tr from contracts’ fraud, says  DG

    The Bureau of Public Procurement (BPP) has saved the country N1.9trillion from contracts fraud, its Director-General, Dr. Adebowale Adedokun, said yesterday.

    Adedokun, who spoke while defending the Bureau’s vote in the N49.7tr 2025 Appropriation Bill before the Senate Committee on Public Procurement, said the amount was saved over the years.

    According to him, the agency established 17 years ago, has been a key stakeholder in the war against corruption, particularly those that have to do with contracts awards, inflation and diversion.

    He said: “BPP has within the last 17 years been changing the landscape of public procurement in Nigeria by ensuring transparency, fairness and efficiency on contracts awards and execution.

    “BPP has been saving the country from loss of at least  N40 billion annually to contracts inflation, diversion of public fund and poor service delivery.

    “Records from our price intelligence unit indicate that total money prevented so far from being diverted to personal pockets from contracts award is N1.9 trillion.

    “BPP has over the years been significantly contributing to increase revenue generation by the relevant agencies like the Federal Inland Revenue Service (FIRS), National Pension Commission (PENCOM), among others.”

    Adedokun, however, lamented that while his agency proposed N63.5 billion as its capital vote for 2025, the budget office, gave it a paltry N1.57 billion.

    The sum, according to him, will not solve the accommodation problem being faced by the staff of the Bureau, replacing moribund project monitoring vehicles bought since 2008  and  executing the e-procurement programme that is in the pipeline.

    Members of the committee, chaired by Senator Olajide Ipinsagba (APC – Ondo North), wondered how the BPP with 158 workers, would effectively and efficiently monitor contract awards and execution of over 800 government agencies under its purview.

    Ipinsagba directed the BPP DG to include the employment of more workers in the agency’s 2025 Budget.
