    UNICAL bursar suspended over alleged fraud

    The bursar of the University of Calabar, Mr Peter Agi, was Monday suspended by the management of the institution over allegations of fraud among other accusations.

    A letter to Agi, signed by the Registrar of the institution, Moses Abang, obtained by The Nation in Calabar Monday read, “In an Emergency Meeting of Management held today, August 22, 2016, Management considered recent developments on campus especially your arrest by the Nigeria Police vide letter no. AB:3621/CRS/DFA/VOL.T/123 of August 17, 2016 on allegations of fraud, forgery and threat to life, it has become imperative that you step aside as Bursar and clear yourself of these allegations.

    “Furthermore, Management observed that you have been impersonating the Vice Chancellor on the CBN e-payment platform by making final approvals and payments, a duty that is the responsibility of the Vice Chancellor who is the Chief Accounting Officer of the University.  Bank transactions and alerts are still being forwarded to the immediate past Vice Chancellor, Prof. James Epoke without the Vice Chancellor’s knowledge.

    “Again, you absented yourself from office without requesting any of your Deputies to act for you, thus creating a vacuum in the administration of the Bursary.  Rather, in a circular of 18th August, 2016, you requested members of the University community who need you for official business to do so by reaching you on your phone number.  This is absurd and not acceptable anywhere.

    “To further compound matters, you have as well:(1) Deliberately orchestrated measures aimed at ensuring that the University loses accreditation of its Medical Programmes by refusing to purchase buses for the Departments of Public Health and Community Medicine.

    “This is a major requirement for accreditation and Council had directed you several times on this yet you bluntly refused to comply. (2) Deliberately refused to purchase official car for the Deputy Vice Chancellor (Administration) 8 months after he was appointed into office.  You have ignored several Council and Management directives on this. (3) Deliberately refused to purchase official car for the Dean of Graduate School even when the Graduate School designed measures to internally generate revenue for this purpose.

    “You have consistently ignored Management’s directives with impunity. (4) Bluntly refused to pay TETFUND contractors who have successfully executed jobs and rendered services to the University even when such contractors have been cleared for payments. The consequence of this is that while other Universities are already making progress and accessing the 2015 allocation, the University of Calabar cannot exhaust the 2013 allocation to qualify for the next tranche. (5) Illegally mobilized and brought into campus a group of non-staff/students including suspected cultists, some of whom have been charged to court.

    “These your “supporters” violently molested staff and beat up Journalists who were at the scene of the incident and even damaged their camera (as stated in the security report and reported in the media). (6) Unilaterally granted press interview on matters relating to the University without clearance from appropriate authorities. (7) Callously and with utter disregard of Vice Chancellor’s directives by refusing to pay staff entitlements even when due process have been followed before approval. (8) You were issued a query on August 17, 2016 Ref. UC/R.45to offer explanation on your misdeeds on Campus on Monday, August 15, 2016.  When your staff told you that you have a mail, you requested for the content of the mail to be read to you.

    “Thereafter, you requested for the letter to be brought to you.  You read the letter and returned it through the same staff to your office and directed that they should inform whoever cares that they could not deliver the mail to you.  As a follow up you left definite instruction with the security man in your house not to receive any mail meant for you. As a consequence, the other copy mailed to you by courier was rejected by your gatemen.

    “These actions of yours are a clear manifestation of an orchestrated and deliberate design to bring to ridicule, the image of the University of Calabar and indeed to cripple its progress as an institution. Management cannot continue to close its eyes on these misdeeds and allow the University to crumble.

    “Management has therefore resolved that you should be placed on suspension. You are therefore suspended as Bursar of the University of Calabar with effect from Monday, August 22, 2016. You are to handover immediately to Mrs. Atim Mensah who is the most senior Deputy Bursar while Mr Joseph Odum is to take over the previous duties covered by Mrs Mensah. By this letter of suspension, Council is being briefed accordingly.”

  • Thanksgiving as ex-YABATECH bursar is reinstated

    Eight years after he was unlawfully disengaged by the management of Yaba College of Technology (YABATECH) as the school Bursar, Mr Joseph Akeju, has been reinstated by the school, ending a protracted legal tussle that followed the development.

    Akeju, who is the Principal Founder of Pass Your Examination (PYE), a professional training outfit, could not hold back his joy at a testimony and thanksgiving service held by Professional Accountants’ Christian Ministry in Yaba, Lagos, on Sunday.

    He said his travail was a product of “high-level conspiracy” and “academic politics” by staff of the school, describing his disengagement as unjust. His YABATECH, even as he expects his rights, privileges from the time.

    Akeju whose speech was titled: Reconciliation, reconstruction devoid of vengeance, said his reinstatement came with restoration of his rights and privileges. He said he had forgiven people conspired against him and concocted falsehood that led to the termination of his appointment.

    During the battle for his reinstatement, Akeju said he lost his second wife and his doctoral programme was stalled. He said his only consolation was his vindication by the school management. The PYE boss praised the Rector, Dr Margaret Ladipo, for upholding justice. Akeju said the peaceful resolution of the matter was a testimony to Ladipo’s pragmatic leadership and large-heartedness.

    Akeju said: “I believe God is alive. No matter the level of difficulties believers may be facing, God will never abandon His own people. I am happy that my travail has ended in praise.”

    Pastor Joseph Aborowa, who presided over the service, advised congregation members to have faith in God when faced with difficulties. Taking his exhortation from Psalm 124 Vs 1-8, Aborowa said keeping faith in God would be rewarded with victory, saying Akeju’s reinstatement was through divine intervention.

    The service was attended by Akeju’s family members and friends, including Dr Tayo Popoola of Mass Communication Department of the University of Lagos (UNILAG).

    The Benue State University (BSU), Makurdi, has kicked out its Registrar Dr Timothy Utile and Bursar, Mr Aondoakaa Kwaghfan for alleged corruption.

    The decision to sack the duo was taken after were indicted by the report of a seven-man visitation panel set up by Governor Samuel Ortom to review the activities of the institution from 2010-2015, most of which was during the tenure of former Vice-Chancellor, Prof Charity Angya.

    The Chairman of the panel, Prof Zachary Gundu, while submitting the report to the Governor last December, had alleged that principal officers of the institution were involved in fraudulent practices.

    “Each Principal Officer in BSU collects a Housing Allowance of N6, 418,280 per annum as against N649, 939 per annum in extant salary scales.

    “This means that for every month, BSU Principal Officers collect N534, 856.67 per month as housing allowance instead of N54, 161.00 per month. There are other instances of payroll manipulation in respect of allowances of Principal Officers, especially the Vice Chancellor.

    “Council had also approved the renovation and furnishing of the VC’s Lodge for the former Vice Chancellor at the cost of N22, 398,318.00. This money was given to her directly. Yet when she moved into the Lodge, she was given a furniture grant of N20 million. She vandalised the Lodge when she was moving out,” he said.

    It is believed that these allegations and more led to the sack of the Registrar and Bursar, who were key figures in the past administration of the university.

    The governing council of the institution has also been dissolved.

    The Bursar of the Osun State College of Education (OSSCE) Ila-Orangun, Mr. Akin Latiwo, may be dismissed from office following the recommendation of the Governing Council of the institution.

    The Chairman of the Governing Council of the college, Chief Niyi Akande disclosed this to reporters during a facility tour of the 35-year-old-institution.

    Chief Akande said the council recommended that the bursar be dismissed on account of several misdemeanours, including alleged incompetency; inefficiency; dishonesty and theft.

    “We didn’t send him (Bursar) on suspension. He was recommended for dismissal because only the governor can dismiss an officer at that level.

    “So, all these put together made it necessary for the council to make recommendation to government to get rid of the man in the interest of the college, the state and even in his own interest.

    “I am sure the matter is receiving adequate attention of the government because I am sure Governor Aregbesola is not the type of governor that will sweep corrupt cases under the carpet. Not this governor that I know,” he said.

    Akande, however, clarified that the recommendation of the governing council has nothing to do with the uncompleted Amphitheatre contract over which several millions of Naira had been expended without anything to show for it.

    The chairman lamented the high level of impunity that pervaded the institution prior to his assumption of office, revealing several stories of financial mismanagement allegedly involving the bursar. He pointedly mentioned the spurious insurance welfare scheme allegedly put in place between 2010 and 2011 for the students who were made to pay N300 each as premium.

    He said the purported insurance company, AIICO, wrote the college to deny the existence of any such scheme for the students.

    To change the culture of impunity in the college, Chief Akande said he insisted on the dismissal of the daughter of a traditional ruler in the state. It was alleged that the monarch was caught stealing the funds of the college. Chief Akande added that he stopped financial exploitation of the students by lecturers.

    Akande, who also expressed discontent over the retarded growth of the college when compared with others that were founded in 1979, attributed it to years of unchecked impunity, indiscipline and corruption.

    Akande revealed that the college was now set to partner with private investors, saying the college has the wherewithal to be self-sufficient

    The Provost of the college, Dr. Gbadamosi Basiru, however, told reporters that the 300-seater e-library of the college was ready for use.

    The Provost further disclosed the receipt of 450 laptops, out of which 150 were distributed to members of staff of the school while the remaining 300 were installed in the library for students’ use.

    “We are ready for any computer-based examination; be it the Joint Admissions and Matriculation Board (JAMB), the West African Examinations Council (WAEC) or any other examination for that matter. Not only that, the college has a 500KVA power generating set aside the one installed for the library’s use.

    Gbadamosi also said he plans to introduce entrepreneurship vocational courses for the students so that when they graduate “the students would not only be armed with their certificates, they would also have acquired skills in one vocation or the other that would make them be self-reliant”.

    He said all the students would be encouraged to develop interest in at least one vocation, in addition to the course they offered to pursue, adding that a committee was already working to identify various vocation studies that could be undertaken in the school.

    He said the vocation courses would be introduced once they are approved by the governing council and the government.

    ASUU demands reversal of sack of UNIOSUN’s VC, registrar, bursar

    The Academic Staff Union of Universities (ASUU) has intervened in the crisis rocking the multi-campus Osun State University, Osogbo.

    The body called for immediate reversal of the indefinite suspension of the Vice Chancellor, Prof. Bashir Okesina, the registrar and bursar by the governing council led by its Chairman and Pro-Chancellor, Prof. Gabriel Olawoyin.

    At a briefing at the weekend in Osogbo, the state capital, ASUU Coordinator, Ibadan zone and Chairman, University of Ibadan branch, Prof. Segun Ajiboye, said it was regrettable that the governing council acted beyond the scope of power granted to it by the law establishing the university.

    He said it was “urgently necessary” to address the briefing, which was attended by some ASUU leaders, including the union’s national treasurer, Dr.Ademola Aremu, the ASUU chairman at the Ladoke Akintola University of Technology, Ogbomoso, Dr.Oyebamiji Oyegoke, and his counterpart for Osun State University branch, Dr. Oluseye Abiona, to ensure sanity was restored into the university system.

    Ajiboye, who insisted that only the Visitor, Governor Rauf Aregbesola, could suspend or sack Okesina, said ASUU had studied the law establishing the university and concluded that the governing council overstepped its boundary.

    He warned that the governing council should not create unnecessary crisis in the institution, saying what was expected of the council was championing improved welfare of the university workers by ensuring that their salary arrears were paid to boost their morale.

    In the interest of equity and fairness, Ajiboye advised that the status quo should remain within the university while the visitation panel set up by the government should be allowed to do its work.

    The ASUU Coordinator said: “Since the crisis is between the management and the council what should be done is for both parties involved to submit themselves to the visitation panel and wait for recommendations.

    “It has never happened in the history of any university that a VC was sacked by the council. The governance crisis is taking a dangerous dimension and what message are we sending across to the world. Prof. Olawoyin is laying a bad precedent in this case.

    “Prof Olawoyin is diminishing Uniosun and Prof. Basir Okesina. What if after the conclusion of work of the visitation panel, the VC is not found guilty, what becomes of his person?

    “So, ASUU is demanding immediate reversal of suspension and let the status quo ante remain while the visitation panel carries out its assignment.

    “In the spirit of equity and fairness, the suspended VC should return to his office since the governing council is a party in this issue. Let the commissioner for education take over and save the university from further crisis and ensure there is sanity in the system. Let the law establishing Uniosun be respected.”

    Prof. Jelili Oguntola Alamu has been appointed the Acting VC while the accountant now acts as bursar and another senior office in the non academic has taken over as the registrar.

    Varsity gets bursar

    Management of the McPherson University, Seriki-Sotayo, Ogun State has announced the appointment of the Mr Adeyemi Onilado as the school Bursar.

    Prior to his appointment, Onilado worked for years in private and public sectors where he held top management positions.

    A statement signed by the Head, Information and Public Relations Unit, Mr Tony Ogunbiyi, stated that the position was advertised in the national dailies and was keenly contested.

    Ogunbiyi said due process was followed, noting that Onilado’s outstanding performance got the Council’s approval.

    Mr Onilado is a Chartered Accountant with over 20 years of working experience. He holds a Bachelor’s degree in Accounting (Second Class Upper Division) from the University of Ado-Ekiti and a Master’s degree in Business Administration from Olabisi Onabanjo University in Ago Iwoye, Ogun State. He is a Fellow at the Institute of Chartered Accountants of Nigeria (ICAN) and a member of related professional bodies.

    The Governing Council of the Obafemi Awolowo University (OAU), Ile-Ife, has announced the appointment of Mr David Oladotun Awoyemi as the Registrar and secretary to the Council. The university also appointed Mrs Josephine Akeredolu as the Bursar.

    A release by the Public Relations Officer, Mr Abiodun Olarewaju, stated that while the appointment of Akeredolu took immediate effect, Awoyemi’s resumption would be effective from June.

    Born on January 23, 1959 in Ile-Ife, Awoyemi attended Osogbo Grammar School between 1970 to 1974 before proceeding to the then University of Ife, where he obtained a degree in Philosophy.

    Awoyemi, who joined the service of the university on August 9, 1982 as an Administrative Officer II, was until his appointment the Director of Academic Affairs. He worked in all the units of the Registry department and rose to the level of Director in charge of Academic Affairs in 2008.

    He also served in the Vice–Chancellor’s office from 1986 to 1990, Centre for Energy Research and Development from 1996 to 1998. Between 2005 and 2006, he worked at the College Secretary Office of the Postgraduate College and the Centre for Distance Learning of the university from 2007 to 2008.

    Awoyemi has attended and delivered papers and reports at several conferences, workshops and seminars both within and outside the country. He is also a member of different professional organisations.

    Mrs Akeredolu, who hailed from Badagry in Lagos State, joined the services of the university as an Accountant II on August 9, 1982 and was posted to the cash office and the Bursary department. In October 1986, she became an Accountant I and was posted to the Expenditure Control of the Bursary department.

    She rose through the ranks to become the Deputy Bursar, then acting Bursar before being appointed as substantive Bursar. She is a member of several professional institutions.

    Born on the November 8, 1956, Akeredolu attended Our Lady of Apostles Primary School in Lagos between 1962 and 1969, before proceeding to the Holy Child College, Ikoyi, Lagos between 1970 and 1974. She also attended Federal School of Arts and Sciences, Victoria Island, Lagos between 1976 and 1978.

    She studied Accountancy at the University of Lagos (UNILAG) and graduated in 1978. She proceeded to Toronto School of Business, Canada, where she obtained a Diploma in Micro Computer in Business Application in 1989. She also has a Master’s degree in Business Administration from the Obafemi Awolowo University, Ile-Ife, in 2002.
