    Man jailed for attempting to sell baby

    The Federal High Court sitting in Calabar yesterday sentenced 31-year-old Ifeanyi Kelvin Okorogu to three years in prison for attempting to sell a three-day-old baby.

    Okorogu was arrested in December by the National Agency for the Prohibition of Trafficking in Persons (NAPTIP).

    The charge sheet signed by Unimwen Aigbeze, of NAPTIP accused Okorogu of trying to sell the baby of a 16-year-old girl to Angela Tokees Nwaelechi, on December 1.

    The offence is punishable under Section 29 of the Trafficking in Persons (Prohibition) Enforcement and Administration Act, 2015.

    Justice Inyang Ekwo sentenced Okorogu to two years on the first count and one year on the second.

    He said both sentences would run concurrently.

    Okorogu’s lawyer Cosmos Obinna urged the court to temper justice with mercy.

    He said the accused was a first-time offender, with no criminal record.

    The lawyer pleaded that Okorogo has an unemployed wife, two children and an aged mother, who will suffer if he is incarcerated.

    He said Okorogu had learnt from his mistake and would not commit such again.

  • DPR shuts down two fuel stations in Calabar

    The Department of Petroleum Resources (DPR) in Cross River State has shut down two stations for selling petrol above the approved N145 per litre.

    DPR Controller Mr. Bassey Nkanga said the stations violated government’s directives.

    He said it was wrong for marketers to increase the pump price when the Federal Government had not done so.

    Speaking with News Agency of Nigeria (NAN) after a routine inspection, Nkanga said the Federal Government was doing everything to end fuel scarcity.

    He said DPR would continue its surveillance on petrol stations to ensure that a litre of petrol is sold at N145 per litre.

    “We have not recorded any hoarding in Calabar. We have heard of a few stations selling above government prices and that was why we went out to monitor the sales and make sure they sell accordingly.

    “We have received calls from the northern part of Cross River that some people are selling above the approved pump price. We are moving into that area to restore normalcy,’’ the controller said.

    Nkanga, who described the illegal increase in pump price as ‘greed’, enjoined marketers to comply with the government approved price.

    “We have advised people against panic buying. We have told them not to store petrol in their homes.

    “We have made efforts through the media in appealing to the public not to engage in panic-buying because in a few days’ time, the product will be available for all.

    “The government is making efforts to make sure the situation becomes normal,’’ he said.

    Nkanga said his office was checking marketers at the depot to ensure none was selling above the government price.

    “We are doing intelligence report at the depot to fish out those that may be making efforts to sell above the approved pump price.

    “We have warned depot managers that anyone caught doing business with bulk buyers or diverting the product will be penalised,’’ he said.

    The controller told NAN that due to monitoring, his office stumbled on products meant for Adamawa State, saying he alerted his counterpart in Yola to take action.

    He appealed to his colleagues in other states, who might see diverted products meant for Cross River, to notify him.

    INEC advises youths on free, fair election

    The Independent National Electoral Commission ( INEC ) on Tuesday advised youths in Cross to acquaint themselves with issues and importance of voter education to ensure a successful election in 2019.

    The Resident Electoral Commissioner ( REC ) in the state, Dr Briyai Frankland, gave the advice in Calabar at a “Young Emerging Political Leaders’ forum organised by Hit Fm radio station.

    Frankland, in his paper, entitled: “Raising Incorruptible Leaders’’, said that adequate voter education for youths would lead to high voter turnout during the elections.

    He said that youth leaders needed to embrace the exercise ahead of the elections, adding that this would lead to massive youth participation in the election.

    “Youths should be used as tools for voter education rather than tools for thuggery, violence and other electoral malpractices.

    “When youths are properly informed, they will participate well in the processes of elections and make positive contributions.

    “Adequate information and voter education by the youths will go a long way to achieving free and fair election in Cross River and Nigeria,’’ he said.

    According to the REC, knowledge of electoral offences by the youths will reduce incidents of violence, thuggery and other social vices during elections.

    He said that it was due to the strategic role of youths in electoral process that INEC entered into Memorandum of Understanding ( MoU ) with the National Youth Service Corps ( NYSC ) to use corps members during elections.

    Frankland recalled that INEC had in recent past appointed some influential youths as its ambassadors and also established youth clubs in secondary schools and tertiary institutions across the country.

    According to him, this was to assist the organisation in inculcating electoral values in the youths while they were in school.

    He advised them not to see election as do-or-die but to learn the new idea of “the loser congratulating the winner’’ at all levels of election in Nigeria.

    Frankland urged the youths to be upright in all their endeavours and to shun violence and all forms of malpractices during elections.

    He also advised them to resist politicians who would want to use them for election rigging and to maintain their integrity at all times.

    Cross River Assembly passes 51 bills, initiates 31 motions

    The Cross River House of Assembly said it has passed 51 bills and initiated over 31 motions since its inauguration in 2015.

    Speaker of the House, Mr John Gaul-Lebo, made the disclosure in an interview on Monday in Calabar.

    He said that 35 out of the 86 bills proposed were at various stages on the floor of the House.

    “During the period under review from June 2015 when we assumed office till date, the Cross River House of Assembly has proposed a total about 86 bills.

    “Fifty-one of these bills have been passed into law while 35 are still being considered. The Cross River House of Assembly was rated the best in terms of legislative work by the Legislative Institute of Nigeria for the 2015/ 2016 legislative year.

    “If you check the Institute of Legislative Studies of Nigeria, I think we are the only House of Assembly with the highest number of bills passed so far,’’ he said.

    The speaker added that most of the bills were people-oriented meant to provide safe social services for the citizenry.

    The speaker attributed the success recorded by the assembly to the sustained cordial working relationship between the legislature and the executive, adding that no meaningful achievement could be recorded in a raucous atmosphere.

    The speaker said that the state’s 2018 budget proposal of N1.3 trillion was realisable.

    “One of the key projects that this budget will execute is the Deep Sea Port and the Super Highway which I believe will add more value and generate more revenue into the state coffers.

    “We support the figure that the governor has presented at this point because we are going to witness massive development in the state when this budget is fully implemented,’’ he assured.

    Ayade has failed workers – NLC

    The Nigeria Labour Congress ( NLC ) in Cross River State has given the Governor Ben Ayade a seven-day ultimatum, beginning from yesterday (Wednesday) to implement a Memorandum of Understanding (MOU) reached between both of them on July 2, 2017, else workers would resume strike.

    Addressing reporters, at the end of a State Executive Council (SEC) meeting at the NLC secretariat in Calabar, its chairman, Comrade John Ushie, said the governor had failed workers in the state by reneging on the agreement.

    It would be recalled that workers in the state had embarked on an indefinite strike earlier this, which they suspended after coming to an agreement, embodied by the MOU with the state government on July 2.

    Ushie said, “We express our disappointment with the government for failure to honour some critical aspects of the memorandum of understanding that was signed on July 2, 2017. Among them are some of the issues of the failure of government to pay gratuity to retirees from June 2013 till date.

    “We are also aware that the Cross River State Government, after that action that was suspended on the 2nd of July had agreed to pay that week.

    “The 2013 retirees were to be paid off their gratuity without any further delay or pressure. But we are here again to tell the whole world that that agreement was not kept and the government has jettisoned the agreement again.

    “That has led to this meeting today as directed by the National Executive Council meeting, which was held on the 16th of November, where the NEC directed all state councils where the government has not implemented fully the payment of salaries, arrears of salaries, arrears of pensions and gratuities to go back and put into a force a strategy to put into force that is complied with. And that was done on the basis of the fact that the Paris Club Refund has been released to all the state governments and that money was meant specifically to pay arrears of salaries, gratuities and pension.

    “But permit me to mention here that for Cross River State specifically, from 2015 did not own any arrears on salary. But we are aware that they owe arrears of pension and gratuities.

    “And so for us as labour, our thinking was that when this money came, government was to use it to clear the arrears and therefore use others for the payment of salaries as it was agreed initially.

    “But our disappointment is that the government did not keep to that agreement and therefore reneged on it. And today we are still discussing on the issue of gratuity of 2013, which the governor himself told us that the second Paris Club Fund that was coming was to be used for.

    “Today as it stands the government of Cross River is owing gratuity from 2013 till date. And soon we would enter 2018 as the workers continue to retire without their entitlements,” Ushie said.

    Ushie said the government had also failed the workers in terms of the implementation of the workers promotion; regularizing the state payroll system; selective payment of imprest to Ministries, Departments and Agencies; and failure to return the Etim Edem Motor Park to the National Union of Road Transport Workers, which were all part of the MOU.

    He said all efforts to reach the government to resolve the issues had proved abortive.

    “Government has failed to regularize the state payroll.

    “Since October 2016 they employed a consultant to handle payroll and we pointed out that they will not be able to handle the payroll because we already had in place a payroll that was superb and being copied by other states in this federation.

    “Today the state is paying half salaries, distorted salaries, even workers who gain promotion get to earn even lower than what they were earning before, as a result. Also there has been this conflict that the Accountant general’s Office would pay salaries, and in another month, the Office of the Head of Service would pay and this confusion has set it for workers not have their accurate salaries which has brought untold sufferings to the workers.

    “The government should make haste to correct this immediately.

    “SEC also views with dismay the selective payment of imprest to the MDAs. We have said it that no MDA would function properly without imprest and one of the things that would make MDAs work hard and deliver is the imprest, and where there are selective or no payment at all, it therefore means the civil service is gradually grinding to a halt.

    “Also failure to return the Etim Edem Motor Park to the National Union of Road Transport Workers, which is their jurisdictional scope of work is another issue discussed here and SEC has directed that government should without delay release the park to this statutory body, who are the only people recognized by the constitution and labour act to load and offload in a motor park.

    “SEC also wishes to inform the public that all efforts made to reach the government on the resolution stated above have proved abortive. We have done that severally through writing letters to the governor and through many other means without any response and this has led to this point.

    “SEC has given the state government a seven day ultimatum with effect from December 13, 2017 to fully implement the MOU. Failure to this, we shall resume our strike action which was suspended on July 2,” he said.

    27 countries storm Calabar for Miss Africa Beauty Pageant

    Twenty seven out of the expected 36 countries have arrived Calabar, Cross River State for the second edition of the Cross River State Miss Africa Climate Change Beauty Pageant.

    The beauty pageant which is the initiative of the Prof. Ben Ayade led administration is a platform aimed at creating awareness about the effects  and impact of climate change.

    Speaking on the pageant at the TINAPA Lake Resort, Miss Fatima Ibrahim Murtar, a Moslem contestant from Somalia sounded optimistic of winning the crown .

    “I want to do something different contrary to my belief,” she said.

    “We are already experiencing the effect of climate change in Somalia with deadly drought all over and I want to use this platform if I eventually win to educate our people, especially those in the affected regions about the dangers and see how we could bring succour to them through empowerment with the support of international bodies.”

    Miss Hellen Itivita from South Sudan, who was awed by Calabar’s beautiful scenery said: “It’s nice to be in Nigeria finally. I have been listening to their music, watched their movies but I have never been here but today, I thank God I made it here. It’s such a beautiful place to be.”

    On her chances of winning the crown, Hellen said: “I will stay positive. We all know Sudan is a war torn country and if I win this pageant I will work with the International Organizations there to preach more on the effect of climate change and environment.”

    Speaking in similar vein, representative of Botswana, Miss Gaseangwe Balopi, said: “It is an opportunity to visit Nigeria because I have always watched their movies right from when I was young and today I am physically here to see these beautiful people and its landscape.

    “I am glad that Africa is gradually transiting to the green economy which is the future from the traditional monolithic economy and I want to be that change agent that will help propagate the message of climate change across Africa to make a difference.”

    On her part, Nigerian representative, Miss Chikaodili Nna Udosen, said that if she wins the 2nd Miss Africa Climate Change, she will “woo all the stakeholders to join Cross River State in the campaign against climate change which is becoming a global challenge.

    “And I want to make my country proud by striving to win the pageant because it’s an honour to be the ambassador of this great event and I believe with the support of my people I  stand a better chance to win the show.”

    Senior Special Assistant to Governor Ayade on Event Management, Mr. Tom Ikpeme who promised a memorable 2nd edition of the pageant hinted: “As part of innovations winner of this year’s event will emerge through vote.”

    Ikpeme explained that the pageant has now received notable acceptability among African countries with increased number of participants and assured that the state will leverage on that and spice up the event with international entertainment fragrances. “

    Arik Air resumes flights from Abuja to Calabar, Uyo

    Arik Air on Tuesday announced that it was resuming flight operations on the Abuja-Calabar and Abuja-Uyo routes from December 15.

    Its Communications Manager, Mr Ola Adebanji, disclosed this in Lagos in a statement.

    Adebanji said the airline was increasing its capacity ahead of Christmas and New Year celebrations to enable customers celebrate the season with their families and friends.

    He said: “The capacity increase which will boost our key domestic routes, especially in the South East and South-South zones, takes effect from December 15 to run through January 14, 2018.

    “The main highlights of the new schedule are the resumption of Abuja to Calabar and Abuja to Uyo routes which were suspended earlier in the year.

    “Arik Air will be flying daily from Abuja to Uyo and five times a week from Abuja to Calabar.

    “Similarly, the airline has increased its frequencies between Lagos to Calabar, Lagos to Uyo, Lagos to Enugu, Lagos to Owerri, Abuja to Enugu to daily flights.

    “It will operate the Lagos to Asaba route five times weekly during the period.”

    According to him, customers that want to fly Arik Air on the Lagos-Port Harcourt route now have an early morning ( 7 a.m. ) departure from Port Harcourt and late evening ( 5 p.m. ) flight from Lagos.

    Arik Air’s Chief Executive Officer, Capt. Roy Ilegbodu,  said the airline came up with the new schedules because of its love for its intending passengers.

    He said that Arik Air was aware that many Nigerians would like to seize the opportunity it offered to celebrate the Yuletide with their loved ones across the country.

    “As a caring airline, we have put measures in place to fly customers to their respective destinations during this festive season,” he said.

    Gov. Ayade presents N1.3trn budget for 2018

    Gov.Ben Ayade of Cross River has presented a budget of N1.3 trillion for the 2018 fiscal year to the Cross River House of Assembly for deliberation and passage.

    Ayade, who presented the budget on Thursday in Calabar, said that the proposal was designed to add value to the socio-economic development and well being of the people of the state.

    Ayade, who tagged the budget as “Budget of Kinetic Crystallisation’’, said it was meant to crystallise what the state had achieved in the past two years of his administration.

    He said that the priority of the budget was to develop the state’s deep sea port and the super highway which he said were his two marked projects.

    The governor said that 70 per cent of the budget was for capital expenditure and 30 per cent,re-current expenditure.

    According to him, the size of the budget is expected to create room for potential investors, now that the annual construction of the state deep sea port and superhighway has commenced.

    He added that the budget was for actualisation and implementation of the state deep sea port, super highway and other laudable projects earmarked for completion.

    “The 2018 budget of N13.trillion, tagged `Kinetic Crystallisations’, is meant to drive the economy of the state to an enviable height.

    “The sum of N126billion was budgeted for the Ministry of Infrastructure. This is to help us develop critical assets in the state.

    “N7 billion was also budgeted for the state job centre with a view to helping us train our unemployed youths with marketable job skills.

    “Also, we have budgeted N2billion for our school feeding programme. In addition to that, we also budgeted N52billion for social welfare to care for the aged.

    “My administration is human friendly and my desire is to ensure that every family has what to eat before going to bed,’’ he said.

    The governor further said that the garment factory, with 1,000 workers, would be increased to 3,000 in 2018 as part of his administration’s drive to engage the unemployed in the state.

    The 2018 budget is far higher than the 2017 budget of N301billion.

    Responding, the Speaker of the Assembly, Mr John Gaul-Lebo, commended the governor for commencing work on the deep sea port and the super highway.

    Gaul-Lebo said that the two projects, when completed, would attract more investors to the state and improve its revenue profile.

    He assured the governor of the assembly’s continued support for the economic and political growth of the state.

    It will be injustice not to implement 2014 Confab report – Ike Nwachukwu

    Retired Maj.-Gen. Ike Nwachukwu on Saturday re-echoed the need for the Federal Government to implement the 2014 National Conference report, saying it addressed issues of restructuring in the country.

    He made this known at the retreat of Southern Senators’ Forum in Calabar on Saturday.

    Nwachukwu said it would be injustice to Nigeria not to have recommendations of the report implemented in view of its relevance to the call for restructuring.

    “I had the privilege in 2005 of serving as a member of former President Olusegun Obasanjo’s Political Reform Conference and it rolled into 2014 National Conference.

    “I will dare to say that the amount of work put into the 2014 conference, of course, building on the outcome of the 2005 conference, produced a fantastic report.

    “It will be total injustice to Nigeria if the recommendations of the 2014 National Conference are jettisoned.

    “Most of what we are talking about today were raised there, and after several weeks of grinding discussions, the report was drafted.

    “I recommend it to the Nigerian legislature to take a look at and use in finding solution to our present problems,’’

    Nwachukwu urged President Muhammadu Buhari to make history by heeding to the call of the people to implement the report.

    “I want to say to my senior colleague, President Muhammadu Buhari, that he has a fantastic opportunity in history.

    “He has the privilege to call a meeting of well-meaning Nigerians to take a look at the report to be able to set our country on a new path of unity, trust and better understanding.

    “We have a country with less ethnicism, less religiousity and we can build a country we all will want to live in.

    “I often wonder that if I get called by God, what I would say that I have bequeathed to Nigeria.

    “Here is the opportunity to bequeath to the generation coming after us a country on the path of unity, better understanding and love for one another,’’ he said.

    While recalling the contributions of the military to the unity of country, the elder statesman said the narrative had changed and there was a need to address some issues.

    He said that the military did what it did believing that that was the right thing to do to keep the country from falling apart.

    Nwachukwu, a member of the 2014 confab, stressed that while decrees were put in place and a new constitution written in the quest to building one united country, it had been a long time and things had changed.

    He pointed out that events had proven that though those intentions had kept our country united, it could no longer sustain the yearnings of the people.

    He said that unless “we set a new path that we will work to ensuring that we are truly our brothers’ keepers, no amount of military or writing of constitution will make us a one united country’’.

    Unity: Adopt Anthem’s second stanza at events- Kukah

    The Catholic Bishop of Sokoto Diocese, Bishop Matthew Kukah has urged Nigerians to stick to the use of second stanza of the National Anthem at events to further promote unity.

    The clergyman made the call while delivering an address at the two-day retreat organised by the Southern Senators’ Forum in Calabar on Saturday.

    He said the use of Muslim or Christian prayers at events would only make Nigerians more aware of their differences.

    “I am worried that we are increasingly making ourselves aware of our differences.

    “This is further dividing us. I am always worried and I have had a lot of argument with people about the idea of Christian and Muslim prayer.

    “If we continue at this level, one day there will be prayer for light skinned and not so light skinned people, short or tall people.

    “I am Chairman of the Governing Council of Nasarawa State University and the only opening prayer we say in all our meeting is second stanza of the National Anthem which is as good a prayer as ever,’’ he said.

    He urged Nigerians to continue to promote things that would further unite the nation than divide it.
