    Mutfwang signs MoU, flags off digital revolution, connectivity in Plateau

    Plateau Governor Caleb  Mutfwang has signed a Memorandum of Understanding (MoU) between the State Government and Solutron Eastern Fibre Limited for the implementation of a state-wide Broadband Fibre Infrastructural Project.

    The landmark event, at the Twin Theatre, New Government House, Little Rayfield, signifies a major step toward realizing Governor Mutfwang’s vision of a digitally connected, knowledge-driven Plateau.

    Describing the initiative as “a game changer and a homecoming for Plateau’s digital revolution,” Governor Mutfwang said the project would transform Plateau into one of Nigeria’s most connected and data-driven states, while positioning it as an emerging ICT hub for youth entrepreneurs and innovators. 

    “With this new journey, you can now sit anywhere across the State and work in America,” the Governor remarked, highlighting how the initiative would open global opportunities for Plateau citizens through digital connectivity.

    Mutfwang, while expressing appreciation to Mr. Rwang David Chall who resides in England, United Kingdom for his support and contributions to the project, reaffirmed the administration’s commitment to leveraging technology for inclusive growth and sustainable development. 

    “Every genuine son, daughter, and friend of Plateau has a duty to bring value home. If we redirect even 10% of the resources circulating elsewhere back to Plateau, our economy will experience an unimaginable transformation,” he said.

    He called on stakeholders to embrace the digital era as a powerful tool for development, productivity, and global competitiveness.

    The 25-year Build, Operate, and Transfer (BOT) partnership will establish a robust fibre optic network connecting ministries, departments, and agencies (MDAs), as well as schools, hospitals, and homes, with high-speed Internet. Upon completion, the infrastructure will be fully handed over to the Plateau State Government.

    Mutfwang further assured Plateau citizens that the agreement will enable the State to among others, map and redesign existing fibre routes for effective planning and management, expand Internet access to rural communities in line with his digital inclusion agenda and empower local Internet Service Providers (ISPs) and promote tech entrepreneurship.

    The Governor added that it will align with Nigeria’s National Broadband Plan and “Dig Once” Policy for sustainable digital growth.

    Mutfwang described the MoU as “a turning point, not just in technology, but in the destiny of our people. It is a bold declaration that Plateau is ready to compete, connect, and create.”

    Mutfwang launches Nigeria Learning Passport to boost digital learning in Plateau

    In a bold move to transform the education sector and expand access to digital literacy, the Governor of Plateau State, Barr. Caleb  Mutfwang, has officially launched the Nigeria Learning Passport (NLP), an innovative e-learning platform aimed at making quality education more accessible and effective across schools in the state.

    The launch took place at the Twin Theater, Government House, Little Rayfield, Jos.

    Governor Mutfwang emphasised his administration’s resolve to extend the initiative to rural communities in order to ensure that no child is left behind in the global race for digital competence.

    “I thank God for this opportunity to leapfrog from where we are in public sector education to where we need to be. My gratitude goes to UNICEF, TECNO Mobile, Airtel, and other partners for deepening access to digital literacy, which is now an absolute necessity in today’s world,” he said.

    “Those of us born before the computer era have the responsibility to ensure our children access the digital space, the reality of today’s world. I urge all stakeholders, especially SUBEB, to take this initiative as far and as fast as possible.”

    The Governor directed the Ministry of Education to produce a strategic plan for full digital integration in all levels of education within the next two to three years, citing potential partnerships with institutions such as Neva University, an online learning platform founded by an indigene of Plateau state.

    He described the programme as a “critical step towards expanding access to digital literacy,” underscoring its importance in preparing children to excel in a technology-driven era dominated by Artificial Intelligence and rapid innovation.

    Highlighting the success of the pilot project at GSS Kuru, Governor Mutfwang pledged to replicate it across all communities.

    He acknowledged the shortage of Computer-Based Test (CBT) centres, with only a few number in the state, mostly in Jos and announced ongoing collaborations with the Federal Ministry of Communications and major telecom operators (Airtel, MTN, and Etisalat) to improve broadband access through fibre optic installations.

    Speaking on behalf of Dr. Nazhat Rafique, Chief Field Officer of UNICEF Bauchi Office, Mr. Abdulrahaman Ibrahim Ado stated that the Nigeria Learning Passport is designed to reduce the number of out-of-school children and improve learning outcomes.

    “With over 2 million children in Plateau State now able to access the platform both online and offline, the NLP has come to stay. Its flexibility ensures that learning is accessible to all, regardless of location,” he affirmed.

    The State Commissioner for Education, Dr. Kachollom Gang, reiterated the government’s commitment to making technology a standard feature in education across the state.

    “We are building an education system where technology is not a privilege but a standard available in our cities, towns, villages, and even the most remote communities,” she said, commending UNICEF’s support.
