    Central banks in other climes

    Ibrahim Apekhade Yusuf takes a look at how the apex bank in other countries work

    CENTRAL Banks operate in different parts of the globe, from the USA, Britain, Germany, Belgium, Canada, Portugal, to Middle East Asia and in Japan, China, Malaysia, Saudi Arabia, Kuwait, to Brazil as well as the African continent.

    For sure, most of these countries’ central banks are saddled with the onerous responsibility of ensuring that the economy is on a clean bill of health in terms of monetary policy formulation, among other fiscal functions.

    But by far, the central banks in the USA and Britain remain, in the view of some economic and financial pundits, a model, in part, because of their socio-economic and technological advancement.

     

    The making of Bank of England

    From the middle of the 17th century, England, and London in particular, buzzed with ideas – indeed the era has been dubbed ‘the age of projects’ – but one which kept coming to the fore was the notion of a national bank.

    People sensed that the country was on the brink of a tremendous expansion of trade, but one vital element was lacking: what was needed was a bank or “fund of money” – more liquidity, in modern parlance – to drive the trade of the country. They looked with some envy across to the continent at the example of the Dutch who were then pre-eminent in Europe.

    Central to the success of the Dutch was the Amsterdam Wisselbank, which had been founded in 1609. It provided the motive power for the Dutch economy by lending to the City of Amsterdam, the State in the form of the Province of Holland and trade in the shape of the Dutch East India Company as well as being responsible for coinage and, of course, exchange. Much later, in 1683, it was empowered to lend to private customers. Payments over a certain amount had to pass through it and it therefore was convenient for the important finance houses to hold accounts with it. Thus, not only was it in a position to oversee the Dutch financial scene, it was also able to act as a stabilising influence on it.

    Dutch William had brought to his adopted country, England, an understandable desire to help his native country in its war against the French and this proved to be the catalyst necessary for the idea of a national bank to be accepted, albeit grudgingly by some.

    But it took a London-based Scots entrepreneur, William Paterson, to propose the scheme that eventually found favour: his first, proposed in 1691, had been rejected for several reasons. This was partly because, as he wrote in 1695, “Others said this project came from Holland and therefore would not hear of it, since we had too many Dutch things already.”

    Thus, the Bank of England can be said to have experienced some chequered existence which dates back to its foundation.

    But in 1997, the new government announced its intention to transfer full operational responsibility for monetary policy to the Bank of England. The Bank thus rejoined the ranks of the world’s “independent” central banks. However, debt management on behalf of the government was transferred to HM Treasury, and the Bank’s regulatory functions passes to a new Financial Services Authority.

    Subsequently, in 2013, the Financial Services Act 2012 established an independent Financial Policy Committee (FPC), a new prudential regulator as a subsidiary of the Bank, and created new responsibilities for the supervision of financial market infrastructure providers. The reforms came into force on 1st April 2013 when the Financial Services Authority ceased to exist.

    The Prudential Regulation Authority (PRA) at the Bank took responsibility for the prudential regulation and supervision of banks, building societies, credit unions, insurers and major investment firms. The PRA’s role was defined in terms of two statutory objectives to promote the safety and soundness of these firms and, specifically for insurers, to contribute to the securing of an appropriate degree of protection for policyholders.

    In promoting safety and soundness, the PRA focused primarily on the harm that firms could cause to the stability of the UK financial system. A stable financial system is one in which firms continue to provide critical financial services a precondition for a healthy and successful economy.

    The PRA worked alongside the Financial Conduct Authority (FCA) to create a “twin peaks” regulatory structure in the UK. The FCA was a separate institution and not part of the Bank of England. The FCA was responsible for promoting effective competition, ensuring that relevant markets function well, and for the conduct regulation of all financial services firms. This included acting to prevent market abuse and ensuring that consumers got a fair deal from financial firms. The FCA operated the prudential regulation of those financial services firms not supervised by the PRA, such as asset managers and independent financial advisers.

     

    The USA experience

    United States encompasses various bank regulations, from the early “wildcat” practices through the present Federal Reserve System.

    The Federal Reserve System (also known as the Federal Reserve, and informally as the Fed) is the central banking system of the United States. It was created on December 23, 1913, with the enactment of the Federal Reserve Act, largely in response to a series of financial panics, particularly a severe panic in 1907.

    Over time, the roles and responsibilities of the Federal Reserve System have expanded and its structure has evolved.

    Events such as the Great Depression were major factors leading to changes in the system.

    The U.S. Congress established three key objectives for monetary policy in the Federal Reserve Act: Maximum employment, stable prices, and moderate long-term interest rates. The first two objectives are sometimes referred to as the Federal Reserve’s dual mandate.

    Its duties have expanded over the years, and today, according to official Federal Reserve documentation, include conducting the nation’s monetary policy, supervising and regulating banking institutions, maintaining the stability of the financial system and providing financial services to depository institutions, the U.S. government, and foreign official institutions. The Fed also conducts research into the economy and releases numerous publications, such as the Beige Book.

    The Federal Reserve System’s structure is composed of the presidentially appointed Board of Governors (or Federal Reserve Board), the Federal Open Market Committee (FOMC), twelve regional Federal Reserve Banks located in major cities throughout the nation, numerous privately owned U.S. member banks and various advisory councils. The FOMC is the committee responsible for setting monetary policy and consists of all seven members of the Board of Governors and the twelve regional bank presidents, though only five bank presidents vote at any given time (the president of the New York Fed and four others who rotate through one-year terms). The Federal Reserve System has both private and public components, and was designed to serve the interests of both the general public and private bankers. The result is a structure that is considered unique among central banks. It is also unusual in that an entity outside of the Central Bank, namely the United States Department of the Treasury, creates the currency used. According to the Board of Governors, the Federal Reserve System “is considered an independent Central Bank because its monetary policy decisions do not have to be approved by the president or anyone else in the executive or legislative branches of government, it does not receive funding appropriated by the Congress, and the terms of the members of the Board of Governors span multiple presidential and congressional terms.”

    The authority of the Federal Reserve System is derived from statutes enacted by the U.S. Congress and the System is subject to congressional oversight. The members of the Board of Governors, including its chair and vice-chair, are chosen by the president and confirmed by the senate. The federal government sets the salaries of the board’s seven governors. Nationally chartered commercial banks are required to hold stock in the Federal Reserve Bank of their region; this entitles them to elect some of the members of the board of the regional Federal Reserve Bank. Thus the Federal Reserve System has both public and private aspects.

    The U.S. government receives all of the system’s annual profits, after a statutory dividend of 6% on member banks’ capital investment is paid, and an account surplus is maintained. In 2010, the Federal Reserve made a profit of $82 billion and transferred $79 billion to the U.S. Treasury. This was followed at the end of 2011 with a transfer of $77 billion in profits to the U.S. Treasury Department.

    The primary motivation for creating the Federal Reserve System was to address banking panics.

    Other purposes are stated in the Federal Reserve Act, such as “to furnish an elastic currency, to afford means of rediscounting commercial paper, to establish a more effective supervision of banking in the United States, and for other purposes.”

  • Canada budget deficit shrinks

    Canada’s federal budget deficit narrowed in November last year to C$614 million ($548 million) from C$1.67 billion a year earlier, with higher revenues outstripping a more modest increase in expenses, the Department of Finance said on Friday.

    According to Reuters, the deficit for the April-November period, representing the first eight months of the fiscal year, increased to C$13.85 billion from C$13.62 billion in the same period in 2012.

    The increase in the deficit for the year to date was mainly due to a C$2.8 billion liability the government booked in September for helping Alberta recover from floods in July. The government had also registered a C$700 million gain on the sale of General Motors Co stock. Absent these two factors, the deficit for April to November would have been C$11.7 billion.

    The Conservative government ran a record budget deficit in nominal terms, though not in proportion to the size of the economy, in reaction to the recent Great Recession, but it has pledged to return to the black by 2015.

    Finance Minister Jim Flaherty, in announcing that he will deliver his 2014-15 budget on Feb. 11, said on Monday there was no doubt the federal deficit would be balanced in 2015.

    For the month of November, revenues were up 8.2 percent and program spending by 3.3 percent from a year earlier, while public debt charges declined by two per cent.

    Parts of the United States and Canada are braced for potentially record-breaking low temperatures as a blast of arctic air blows across North America.

    A winter storm has already blanketed areas of Canada and the north-eastern US with up to 2ft (60 cm) of snow.

    More than 3,600 flights were cancelled on Monday, on top of thousands grounded over the weekend.

    Schools have been closed in several U.S states and residents urged to stay indoors for their own safety.

    The storm and the deep cold have been blamed for 16 deaths in recent days.

    Ice-breakers have been deployed to Lake Michigan as the weather worsens

    In developments across the region: “A power failure in Newfoundland, in Canada, late on Sunday left 90,000 homes without electricity. It was a blow to residents already trying to deal with rolling blackouts and the aftermath of a blizzard, CTV News reports

    “The National Weather Service in Kansas City predicted a low of -22C (-8F) for Monday morning, shy of the record low for this date of -25C (-13F) set in 1912. But life-threatening wind chills will make it feel much colder, the Kansas City Star reports.

    “South Dakota’s Keloland.com carries a report about farmers trying to keep their cattle warm, as the cold weather can have a devastating impact on herds.

    “In Indiana, a state of emergency has been declared in several north-west counties, allowing only emergency or law enforcement vehicles on the roads

    “In Thunder Bay, Ontario, where the temperature on Monday morning was -33C (-27F), skate rental business owner Roy Laham told the Chronicle-Journal newspaper he had only 20 customers on Sunday, down from the usual 200-300.

    Temperatures in the north and central US could feel as low as -51C (-60F) with the effect of wind chill, forecasters say.

    “The coldest weather in years will be making its presence known from the Upper Midwest to the Mid-Atlantic region for the beginning of the work week,” the US National Weather Service said in a statement.

    The states of Ohio, South Dakota and Illinois are among those set to be hit. Tennessee and Kentucky are forecast to see several inches of snow.

    Illinois Governor Pat Quinn called the storm “one for the record books” on Monday, warning Illinois residents to take precautions until it passed.

    An emergency room doctor in Minneapolis, Minnesota, told the Associated Press news agency he saw frostbite injuries occur even through protective clothing.

    What is causing the frigid conditions in such a wide swath of the US?

    On Monday evening the frigid weather is set to fall on the north-east US, where residents are still digging out from the week’s deadly snowstorm.

    In eastern Canada, the temperatures are expected to drop quickly throughout Monday. Freezing rain caused long airport delays in Toronto and Ottawa.

    In New York City, temperatures are expected to drop from 11C (52F) to roughly -12C (10F) overnight.

    Environment Canada’s David Phillips told the BBC the rapid temperature drop expected – about 24 degrees C in 24 hours in cities such as Toronto – means residents could be driving or walking on roads that are “like a rink of ice”.

    Cold temperatures could bring lows not seen in 20 years.

    Some parts of Canada could see as much as 60cm (23in) of snow over just a few days, Mr Phillips said.

    “We have experienced winters like this from time to time, but this one is quite brutal with much snowfall to match the cold,” Bill Brant, who lives in the south-east of the Canadian province of Manitoba, told the BBC in an email.

    Canada has now become the most attractive place to live and work as many African professionals are migrating there every year.

    Canada which is twice larger than the United States in size-about 3,855,103 sq. miles compared with the United States which is 3,794,083 sq. miles, unfortunately has only 33,158,300 people (2013 population figure-that is not up to the number of human beings living in California State alone).

    As a permanent resident in Canada, you have what is called a Green Card in the USA, which entitles you to relocate with your family who are under the age of 18.

    The good thing about this program is that there are four areas of assessment and points are awarded so that an individual knows whether or not they are qualified before entering into the program in the first place. It is in every way transparent.

  • Canada names Boko Haram terror group

    Canada has designated Boko Haram and the Caucasus Emirate as terrorist organisations under the country’s Criminal Code.

    Canadian Minister of Public Safety and Emergency Preparedness Steven Blaney spoke in a statement on Monday in Ottawa and posted on the ministry’s website.

    “Boko Haram is an organisation responsible for over 300 attacks in northern Nigeria, resulting in the death of over 1,000 people.

    “The Caucasus Emirate has carried out terrorist activities in Russia, resulting in the death and injury of many Russian civilians and security personnel,” the statement said.

    It quoted Blaney as saying that listing these organisations as terrorist entities sends a strong message that such actions will not be tolerated.

    The statement added that listing terrorist entities would facilitate the prosecution of perpetrators and supporters of terrorism, as well as countering terrorist financing.

  • Canada imposes new immigration rules

    Prospective visitors to Canada from several countries, including Nigeria, will be required to provide fingerprints and a digital photograph when they apply for a visitor visa, study or work permit.

    In a release made available to The Nation, this new requirement which took effect from last Wednesday, according to Immigration officials in Abuja, will not only help protect the safety and security of Canadians while helping facilitate legitimate travel, it will also protect prospective visitors by making it more difficult for others to forge, steal or use an applicant’s identity to gain access to Canada.

    The new requirement will put Canada in line with other countries which are already collecting this information from visitors, including the United States, the United Kingdom, Australia, countries in the European Union Schengen Zone, and Japan.

    In the long run, the use of this information will make entry to Canada easier by providing a reliable tool to readily confirm a person’s identity.

    Applicants will need to go in person to a visa application centre (VAC) to submit their application and give their fingerprints and have their photograph taken. There is a new fee of $85 CAD for the collection of fingerprints and the photograph, which includes application services at the VAC. Family members who apply together for a visitor visa will pay a maximum fee of $170 CAD.

    However, applicants under the age of 14 or over the age of 79 will not have to give this information. Diplomats and government officials travelling on official business are also exempt.

    Visitors upon arrival in Canada at a port of entry will have to submit themselves to a Canadian border services officer, who is expected to use all available sources of information to confirm that person’s identity, the release further stated.

     

  • Canada condemns Yobe terror attack

    Canada has strongly condemned Sunday’s attack at the College of Agriculture, Gujba, Yobe, where more than 40 students were killed.

    This is contained in a statement issued by Canada’s Foreign Affairs Minister, John Baird, on Monday.

    The European Union also joined in condemning the dastardly act, while the United States Embassy in Abuja condoled with the families of those who lost their lives in the violent attack.
    Baird said: “We condemned the perpetrators of this abhorrent act targeted innocent students while they were sleeping.
    “On behalf of all Canadians, I extend my deepest sympathies to those injured in the attack and to the families and friends of those who lost their lives.”
    The Canadian foreign minister expressed the hope that the perpetrators of  “this despicable act’’ would be brought to justice and pledged Canada’s support to help Nigeria fight terrorism.
    Meanwhile, a statement from the spokesperson of Catherine Ashton, the EU top diplomat, reiterated EU’s firm rejection “of such unjustifiable violence.’’
    The EU noted that the perpetrators of the attack clearly targeted children and students and contended that those responsible be brought to justice and held responsible for their acts.
    The statement also pledged EU’s support to Nigeria in the fight against terrorism, under the principles of the rule of law, respect and protection of human rights.
    A tweeter message from the U.S Embassy in Abuja said: “ our hearts are with the families of those who lost their lives in Gujba, Yobe.
    “We stand united with all Nigerian in this time of tragedy,’’ the News Agency of Nigeria quoted the embassy as saying in the message.

    Nigerians discuss Nollywood in Canada

    Emotions heightened Sunday afternoon during a panel discussion on the Nigeria’s emerging film industry which took place at the makeshift filmmaker’s lounge in Hyatt Regency, in the ongoing Toronto International Film Festival, Canada.

    The festival witnessed one of the largest gathering of filmmakers, government officials and Nigerians in the Diaspora in recent times, who seized the opportunity of the official selection of Half of a Yellow Sun, a screen adaptation of Chimamanda Ngozi Adichie’s Orange Prize-winning novel of the same title to be a part of focus discussion set by the festival organizers.

    Tagged: ‘Nigeria beyond Nollywood’, the one hour panel, anchored by a professor of Film Studies at the Canada’s Capital Varsity; the Carleton University’s Mr.  Aboubakar Sanogo, had filmmaker, Mahmood Ali- Balogun and the team of Half of a Yellow Sun, delivering on their experiences on the movie project.

    The discussion, which was meant to explore the possibility of institutional support, high technology and new business approach to enhance Nollywood’s better global acceptability, soon, turned to an argument on whether or not the model employed by the producers of Half of a Yellow Sun was necessary for Nollywood.

    Ali-Balogun differed with the subject of discussion when he noted that Nollywood remains the generic name for the Nigerian film industry, and that government’s orientation concerning support for the industry has changed; citing examples of the $200 million loan and N3 billion grant by the Federal Government for the entertainment industry in Nigeria.

    But Yewande Sadiku, an investment banker with 17 years experience who raised the funds for Half of a Yellow Sun maintained that there are greater opportunities to be enjoyed by filmmakers if they are willing to get out of their comfort zones of producing mainly for the local market.

    She argued that the business of filmmaking will be respected if Nollywood filmmakers learn to leave the aspect of financing to experts. “Half of a Yellow Sun project chose me because I have the skills that are relevant to get it going,” she said, noting however, that it was tough getting investors to fund the movies, but for her goodwill, popularity of the author and success of the book, which she said has sold more than a million copies and have been translated into 30 languages. “If a book has to be written about the sourcing of finance for this movie, it would be titled ‘ How not to fund a film,’” she joked.

    Sadiku’s position was supported by co-panelists;  Biyi Bandele, the movie director;  Andrea Calderwood, the producer and Kisha Cameron-Dingle, a producer at Completion Films, a body known for funding of short films in Africa.

    While some filmmakers praised the effort of Bank of Industry for supporting the movie and other projects brought to them by filmmakers, they feel that other government agencies need to do more by supporting the intervention policy of the feral government.

    Veteran filmmaker, Igwe Gabosky, did not mince words in attacking some agencies of government that he thinks do not have business being at the festival.

    He thinks the BoI has done well, by approving his loan of N300 million to setup distribution facilities for Nollywood.

    He noted that without a proper distribution and exhibition structure, it would be foolhardy for any agency to invest in movies which have Nigeria as the major distribution window.

    Gabosky is in Toronto as member of a new organisation called Nigerian Entertainment Business Group (NEBG). Other members of that group at the festival include retired banker and Nollywood enthusiast, Charles Igwe and President Association of Nollywood Core Producers, Alex Enyengao

    Other attendees include the Bank of Industry with Uche Nwuka and Promise George as the two delegates, National Film and Video Censors Board (NFVCB) with about 10 delegates, led by the Acting Director General, Ms Patricia Bala and the team from Africa International Film Festival (AFRIFF), comprising four delegates, led by founder of the festival, Chioma Udeh.

    Others are; Ugenyin Kalu, from Nigerian Export-Import (NEXIM) Bank, a staff of Unity Bank, filmmaker Lancelot Imasuen, journalists and some Canada-based Nigerian filmmakers.

    Half of a Yellow Sun is Bamdele’s first feature film. The filmmaker who lives in the UK said he is motivated by the desire for Nigerians to tell their stories rather than have foreigners tell them from their perspective.

    Set in 1960s Nigeria, the story follows the inter-twining lives of several characters before and during the Biafran War between 1967-1970: Ugwu, a thirteen-year-old village boy who was a houseboy for a university professor full of revolutionary zeal; Olanna, the warm, progressive and beautiful daughter of well-to-do city-dwellers; and Richard, a white English ex-patriot who falls in love with Olanna’s twin sister.

    British Hollywood actors Thandie Newton and Chiwetel Ejiofor take on the lead roles of Olanna and the revolutionary Professor Odenigbo, with Anika Noni Rose as Olanna’s sister, Kainene and John Boyega as houseboy Ugwu.

    Joseph Mawle plays the English writer Richard while other notable actors in the cast include Genevieve Nnaji, Gloria Young, Zach Orji, Tina Mba and veteran Nigerian singer/actress, Onyeka Onwenu. The original sound track for the movie was produced by Cobhams Asuquo and singer-songwriter Keziah Jones.

    Half of a Yellow Sun was shot at the Tinapa Film Studios in Calabar, Nigeria and in the United Kingdom.

    Jonathan praises $2b trade with Canada

    President Goodluck Jonathan yesterday welcomed increasing level of trade and economic relations between Nigeria and Canada.

    He said the level has risen from about $600 million three years ago to over $2 billion  presently.

    Jonathan, who spoke with the out-going Canadian High Commissioner to Nigeria, Chris Cooter, also welcomed the strengthening of bilateral cooperation between both countries in other areas, such as education, electoral reform and polio eradication.

    He praised Cooter for working very hard to improve relations between Nigeria and Canada during his three-year tenure in Abuja.

    Canada grants Nigeria $18m for Polio Eradication

    The Canadian government has donated $18million to the country’s  efforts towards polio eradication.
    Nigeria is still among the three countries with records of polio incident. The other two are Afghanistan and Pakistan.
    The grant which is to be  channelled through the World Health Organization (WHO) is coming through the Canadian International Development Agency (CIDA).
    According to a statement by the Canadian High Commission in Abuja, the grant is part of the total contribution of $250 million announced by  Julian Fantino, Canadian Minister of International Cooperation, during the Global Vaccine Summit, held in Abu  Dhabi, United Arab Emirates, April 24-25, 2013 to support the global goal of eradicating polio from 2013 to 2018.
