  • Stop reappointment of caretaker chairmen, NULGE urges Dickson

Stop reappointment of caretaker chairmen, NULGE urges Dickson

The National Union of Local Government Employees (NULGE), Bayelsa State yesterday appealed to Governor Seriake Dickson not to reconstitute the dissolved caretaker committees for council administrations.

Speaking in Yenagoa, the state Chairman NULGE, Mr. Akpos Ekiegha, said the cost of maintaining the caretaker chairmen and the system was one of the reasons why council workers were owed arrears of salaries.

Ekiegha asked Dickson to allow Heads of the councils to function as acting chairmen for at least eight months to enable them offset the arrears owed workers in their various councils.

He said:  “If the Heads of LGAs are allowed to run the system as Acting Chairmen, believe you me, there will be nothing like salary arrears.”

He cited Cross River and Delta states as examples of state running the same system.

“If civil servants are allowed to man the system, they know their boundaries, they cannot ask for a security vote of N20m but the caretaker chairman will ask for a security vote of between N20m and N40m.

“They (caretaker chairmen) would say there is security problem in so, so community.

“Therefore, they will say they need N100m to go and solve the problem, but we, as civil servants, have a limit.

“Our main focus is to pay our workers’ salaries and if any money is left, it will be intact.”

Ekeigha said backlog of salaries had reduced to only four- and- a half months within the short period the caretaker committees were dissolved with some improvement in federal allocations.

He further urged Dickson to fulfill his promise of taking over payment of primary school staff salaries from local government to enable teachers receive their wages regularly.

He said nonpayment of the primary school staff by the state government was part of the reasons the council workers were currently on strike.

Ekiegha also debunked speculation that the state government was interfering with local government funds.

Akeredolu said: “The local government is the pivot of socio-economic planning and development.
“It is also the tier of government closest to the people and a veritable facilitator of economic and social development at the grassroots.
“It, therefore, plays a vital role in pragmatic governance thus forgoing a sense of belonging in the populace.
“This administration has zero tolerance for corruption.
“We shall ensure proper monitoring to ensure that wastage is avoided and every dime spent is accounted for.”

  • Shettima warns caretaker chairmen against ‘betrayal’

Borno State Governor Kashim Shettima has warned council caretaker committee chairmen against aiding Boko Haram insurgents.

The governor, at the swearing in of the chairmen yesterday, vowed that anyone caught in the act will face prosecution, adding that anyone not ready to relocate to his local government was free to reject the appointment.

“Indeed, any of you not ready to relocate from Maiduguri to live, work and worship with your people in your local councils, is advised to reject this mandate.

“For the avoidance of doubt, we are declaring a zero tolerance for the services of any chairman who is not ready for permanent residency in his local government throughout the period of his tenure,” Shettima warned.

Findings showed that the governor’s warning may not be unconnected to news that a caretaker chairman and vice chairmen of two councils were arrested for allegedly aiding insurgents.

His words: “There is an important issue we must not ignore or pretend about. It is no longer news that some months back, a chairman and two vice chairmen were arrested for security-related matters. Any caretaker chairman who shames this administration will face the music alone.

“The Borno State government will not only disown such a person, but will take legal steps to ensure he does not hold any public office associated with the state.”

The governor urged Iheanyichukwu to always be on the road, supervising projects and reporting progress of work.
He said: “The former Works commissioner (Wachukwu) is intelligent but he could not meet up with the pace of work in the ministry. Take your (Iheanyichukwu’s) work serious. There should be no compromise.
“The day you misinform me on the status of projects, will be the day you will be sacked. The day you begin to use your office to form rings will be the day you will lose out.”
Wike urged the new caretaker chairmen to work with security agencies to fight insecurity.
The governor said the council chairmen should ensure the regular payment of workers’ salaries, adding that in no circumstance should the local government chairmen deduct their security votes before paying salaries.

    Wike suspends three caretaker chairmen

Rivers State Governor Nyesom Wike has suspended three caretaker commitee chairmen.

The chairmen  are those of Abua/Odual, Ahoada East and Ahoada West local government  areas.

The governor said they were suspended for failing  to  mobilise their  stakeholders to  attend  the  Special Security Town Hall Meeting for Orashi region.

Speaking at Omoku yesterday during a security  town hall meeting, Wike  said  the  meeting,  which was attended by Security  Service commanders and the commissioner of Police, was to restore peace to Ogba/Egbema/Ndoni, ONELGA,Abua/Odual,  Ahoada East and Ahoada West Local government areas.

He said insecurity in the four local governments had nothing to do with politics. Wike said security agencies had been mandated to clamp down on those who shield cultists, kidnappers and robbers.

According to him, nobody would be allowed to stop the programmes  of the government on account  of  insecurity.

He urged traditional, political  and  religious  leaders to work with the government  and security agencies to identify  the  criminals  to restore  peace.

“Nobody is happy. I am not happy. The service commanders are not happy. These cultists and criminals  are not from  Lagos, Kaduna  or Ebonyi.  They are indigenes of these communities  and the people  know them. Therefore, everyone must cooperate  with security agencies to resolve these challenges.”

The governor said commercial motorcyclists remain banned in the four councils between 5 pm and 8 am daily.

Wike said: “We must put an end to the ugly situation  in these councils.  Enough is enough.  We cannot allow these criminals  to kill innocent  people“ .
