  • Oyo installs CCTV cameras, street lights in black spots in Ibadan

    •Govt introduces toll free lines

    The Oyo State government has begun the installation of closed-circuit television (CCTV) cameras in some black spots and business districts in Ibadan, the state capital, to boost security in the city.

    Also, the government announced the introduction of call centres and toll free lines through which security agencies would get useful security information from the public at no cost.

    The Executive Secretary of the Oyo State Security Trust Fund (OYSSTF), Mr. Femi Oyedipe, stated this in a statement yesterday in Ibadan.

    He also said the government had begun the collection of security levy from business premises, churches, mosques and corporate organisations with an estimated income of about N2 billion annually.

    Oyedipe said the government started the “Light Up Ibadan” project by installing street lights in major roads within the city.

    The trust fund chief said these were among government measures to ensure the “Safe City” project of the Abiola Ajimobi administration with logistics and technical capabilities to nip crime and criminality in the bud.

    Oyedipe said: “It is apparent that no government can single-handedly shoulder the huge responsibility of funding security. That is why the Abiola Ajimobi administration decided to set up the Oyo State Security Trust Fund in 2012 to serve as an avenue through which funds could be raised for the improvement of the security architecture of the state.

    “It is also in furtherance of this that government introduced one per cent security tax on all the contracts executed on behalf of state government. This has also assisted the Security Trust Fund in the past years.

    “I am convinced that by the time the security levy is spread to all the local government areas across the state, about N2 billion would be raked in annually and this would complement government’s efforts in the provision of security.”

     

     

  •  Smart City: Lagos to deploy 10,000 CCTV Cameras

    The Lagos State Government on Friday, said arrangement is in top gear to deploy additional 10,000 High Definition (HD) CCTV cameras across the state as part of the comprehensive Smart City Programme designed to provide a 24-hour driven economy.

    Speaking at the annual Ministerial Press Briefing to mark the third anniversary of Governor Akinwunmi Ambode’s administration, Commissioner of Science and Technology, Hakeem Fahm, said the smart city initiative, was intended to allow the citizenry and companies operate in a safe and secure environment, thereby creating more jobs and increasing the Gross Domestic Product (GDP) of the State.

    The commissioner said the focus of the smart city programme includes provision of security and surveillance, implementation of a metro fibre network and e-governance, He added that apart from HD cameras deployed in the first phase, other scope of the project involves integration of the deployed cameras with Centralized Emergency Command and Control Centre (CCC), provision of road signature structure and street lights across the state.

    “In the second phase of the project, we will be deploying 10,000 HD cameras, world class e-government solution and data centre solution, one key alarm, metro fibre network to serve as backbone for communication and unified communications with smart phones for first respondent agencies such as police, fire service, Lagos State Traffic Management Authority (LASTMA), Lagos State Ambulance Service (LASAMBUS), Vehicle Inspection Office (VIO), among others,” Fahm said.

    He said the initiative would address security, transportation and infrastructure in a sustainable manner, adding that thousands of surveillance CCTV cameras would eventually be deployed across the length and breadth of the State.

    “The security component will deploy thousands of surveillance CCTV cameras through the length and breadth of the State. The transportation component focuses on Intelligent Transport Service (ITS) and the connectivity component with provision of a metro fibre network through a major Internet Service Provider (IPS) that will eventually lead connectivity to various homes, offices and institutions in the State,” Fahm said.

    On activities of the Ministry in the last one year, the Commissioner said it was gratifying to report major portals being developed such as Driver’s Licence Processing and Verification Portals to ease the process of driver’s licence issuance and verification of vehicle registration, Education portals to enhance learning and registration of private schools, while Land Use Charge portal and Citizens Gate app, a platform where residents can engage with government online, were successfully implemented.

    He said through the Lagos State Online recruitment and testing portal, a total of 1,500 Local Government staff were recruited in November 2017, while free Wi-fi were provided at three selected parks and gardens across the State with plans to provide additional Wi-fi access at bus terminals and several parks and gardens in the State.

    On Yaba Information Communication Technology (ICT) hub, the Commissioner said the project was another eloquent example of the commitment of the present administration to truly create another Silicon Valley in the State where new set of entrepreneurs and innovators would be raised to address the challenges confronting the nation in the ICT sector.

    He said upon successful completion of the project, Lagos would become the catalyst for Information Technology (IT) penetration and enablement not just in Nigeria but Africa.

    According to him, “The ICT hub is aimed at boosting innovation and creativity among youths with soft skills knowledge in the State. The hub would create enabling environment for youths to showcase their talents, being future technology leaders and with a burgeoning youth population facing growing employment challenges, Lagos State saw the need to embrace software development and key into vast opportunities available.”

    While alluding to the activities of the Lagos State Residents Registration Agency (LASRRA), the Commissioner said in line with the mandate of the agency to register and issue residency card to residents thereby providing government with reliable demographic database to assist in effective planning and allocation of resources, over four million residents have so far been captured through deliberate strategies put in place in the last one year.

  • UTME: NSCDC arrests candidate who hid phone in pant

    Operatives of the Nigerian Security and Civil Defence Corps (NSCDC) have arrested one Miss Joy Apkabio and her accomplice, Andrew Etziuala, for alleged involvement in examination malpractice in the ongoing unified tertiary matriculation examination (UTME).

    Miss Akpabio was caught using a phone which she carried into the hall in her private parts.

    The Commandant, NSCDC Federal Capital Territory (FCT) Command, Mr. Patrick Akpan, disclosed this to newsmen in Abuja on Tuesday in Company of Spokesperson of the Joint Admissions and Matriculation Board, Dr. Fabian Benjamin.

    Mr. Akpan said the suspects were apprehended at Baptist Academy, Karu, a suburb in the outskirt of the Federal Capital Territory.

    The commandant, who revealed that Miss Akpabio concealed the mobile phone in her pant, said she was caught on CCTV cameras while using the phone to cheat.

    Master Etziuala on the other hand, was said to have supplied her answers to the questions through text messages.

    The answers, Dr. Benjamin said, dated back to 1990 JAMB questions and not that of 2018 questions.

    The board had banned the use of mobile phones and other electronic devices from examination centres.

    Mr. Akpan said: “We have in our custody today two suspects that were involved in examination malpractice in the ongoing JAMB UTME. Their level of involvement are as follows, a lady whose name is, went into the exam hall with a telephone handset and this is against the rules covering the JAMB examination.

    “She concealed the telephone set inside her panties and she went in un-detected and while the examination nation was going on, she brought it out.

    “With the use of modern technology; you know the examination centres have CCTV cameras that are sending live transmission of activities that are taking place in the examination hall, and the activities of our men and other JAMB officials who were deployed to the centres, we were able to detect what she was doing and she was immediately arrested.

    “Upon interrogation, we were also able to arrest her accomplice who is another young man by the name Andrew who introduced her into the business and was equally involved in sending text messages of supposedly answers to the examination she was doing.

    “They are in our custody now and we are going to carry out further investigations regarding their involvement and to know if there are other accomplice, he will equally be traced and arrested and thereafter, they will be prosecuted in a law court.

    Dr. Benjamin noted that their arrests would serve as a deterrent to other candidates.

    Benjamin, who said the board would continue to maintain the integrity of its examinations, added that its partnership with NSCDC would ensure that any candidate caught bridging its rules are arrested.

    He said: “Just as the commandant has said, we are doing this not because she has been arrested, we want this to serve as a deterrent to other candidates. This particular candidacy was spotted from our headquarters, web have made it clear that all our centres are covered by CCTV cameras.

    “We are also monitoring what is happening in all the centres from our headquarters. We got a report that something was happening in Baptist Academy, Karu, and we immediately dispatched a team who went there and go the candidate arrested.

    “We want to sound it very clear that there is no shortcut success. It is no longer business as usual because you will be spotted if you do anything in the examination hall.

    “This particular candidate went into the hall with her phone and text messages were sent to her, but we discover that the answers were for 1990 JAMB questions, they are not for 2018 questions at all. You can see the level of deception. Even if she wasn’t arrested, she would have failed.

    “We want Nigerians to know that the sanctity of this examination is very sacrosanct. We will not allow anybody to destroy what we are doing, we will continue to partner with NSCDC to ensure that whoever attempts to bridge the rule of the game is arrested.

    He added that over one million candidates had written the examination which commenced last Friday.

    Miss Akpabio, confessed that she hid the phone to beat the security checks and that she was caught in the examination hall when she brought it out for usage.

    She said: “I was caught with a phone in exam hall. Actually, I was about bringing out the phone to make use of it and they saw me.”

    When asked if she was aware that she was not supposed to go into the examination hall with a phone, she said yes. “It was just an accident.”

    Akpabio, who said she applied to study Business Administration, added that she had sat for JAMB for more than four times and had been unable to secure admission.

    “My last score was 179,” she said.

    She claimed that other candidates were using their phones when she was caught.

    Etziuala who was sending answers to her phone explained that the answers were generated by another member of the syndicate operating from a Business Centre in Jikwoyi.

    He said the suspect at large, allegedly hacked into JAMB examination questions and generated answers which were forwarded to him (Etziuala), who in turn forward them to Akpabio in the examination hall.

    Etziuala, who said he was a student of Federal Polytechnic Nasarawa, said he regretted his action describing it as a big mistake.

    “I did not know it will lead to something like this. I am just bothered that this has tarnished my image and others should learn from it,” he said.

    Oyo govt to install CCTV cameras in Ibadan

    THE Oyo State government will install close circuit television (CCTV) cameras in strategic locations across the state, Governor Abiola Ajimobi said yesterday.

    The move, the governor said, would place Oyo among the league of states and communities under the “safe city project”.

    Ajimobi spoke in Ibadan, the state capital, when he hosted the United States (U.S) Ambassador to Nigeria, Mr. Stuart Symington.

    Addressing the ambassador and his entourage, Ajimobi said the state, hitherto known for violence and brigandage, changed its course when his administration came in in 2011.

    He pledged to sustain the peace.

    According to him, CCTV cameras will be installed at strategic locations known to be red spots or crisis-prone for close monitoring of the state.

    Security operatives, Ajimobi said, would have direct link to the control base of the cameras.

    The governor said his administration’s efforts at investing in the security and safety of the state was based on its understanding that they aid development.

    On flooding, he said the intervention and assistance Oyo State got from the World Bank on 2011 flood helped the government in installing early flood warning signals which have helped prevent a recurrence.

    He said: “We came in 2011 and the state was regarded as an unsafe place. This made us come up with our hierarchy of development, drawing from man’s hierarchy of needs.

    “We identified that the job of a government is, firstly, security and safety. The approach we adopted has yielded results and transformed Oyo to be known as one of the safest states in the country.

    “Oyo has joined the comity of states in the Safe City Project where technology is deployed to combat crime and ensure safety and security.

    “We shall install CCTV cameras in red spot and crisis-prone areas across the state to alert security operatives at the central control unit for prompt response. This measure will help our state more secure and peaceful.”

    Symington said: “My visit to Oyo State is not just a courtesy call but a call for vision and wisdom. My goal is to look at Nigeria from every and a different point.

    “The reason for Nigeria’s greatness is because of its togetherness. It is a very great nation. We will like to see how the people of this great nation and the people of America can work together to build a better future for the Pacesetter State.”

    LASEMA to install 13,000 CCTV cameras

    The Lagos State Emergency Management Agency (LASEMA), on Tuesday said 13,000 Closed Circuit Television cameras would be installed at major location across the state to boost operations.
    A statement issued by the agency’s Head Public Affairs Unit, Mr Adebayo Kehinde, noted that the move was in line with the state government efforts to improve emergency and disaster management.
    The General Manager of LASEMA, Adesina Tiamiyu, was quoted as saying in the statement that the CCTV camera installations would encourage effective and efficient response system.
    He said that the state government also plans to step up a Monitoring and Surveillance Unit across the state.
    “Additional dispatch centres with CCTV cameras would be established across the state to complement the emergency call numbers.
    “With the CCTV, analysts could adequately monitor activities from the Command and Control Centres across the State.
    “This is aimed at activating emergency response where and when necessary. These combined efforts can only make Lagos safer,” Tiamiyu said.
    The general manger said that Gov. Akinwunmi Ambode, has approved the establishment of three dispatch centres at Lekki, Ikorodu Road and Badagry.
    He said that the centres would complement the existing dispatch points located at the LASEMA Response Unit, Cappa, Oshodi, and the Command and Control Centre, Alausa.
    “The agency is stepping up the activities of Monitoring and Surveillance Unit in preventing and militating against unnecessary loss of lives and properties in the state.
    “The operation will include monitoring and surveillance activities in domestic, industrial and public facilities, which is a paradigm shift from the orthodox strategy of waiting for emergency to occur and then respond.
    “The approach is a practical way of reducing emergency and disasters thereby reducing the huge expenses borne by the state government on emergency intervention and relief assistance to victims of various emergencies,’’ he said.
    Tiamiyu, however, called on the general public to partner with the state government in mitigating, preventing and reducing hazards.
    He urged the public to call the agency free toll line (112/767) whenever there is emergency for prompt intervention.

    FG installs 906 CCTV cameras in Lagos

    The Federal Government has installed no fewer than 906 Close Circuit TV cameras in strategic parts of Lagos State to enhance security surveillance, the Commissioner for Science and Technology, Mr. Adebiyi Mabadeje, said on Wednesday.

    Mabadeje announced this at a news conference in Ikeja organised to mark Governor Babatunde Fashola’s sixth year in office.

    He said the cameras were deployed from the 1,000 earmarked for the state, saying the devices were already assisting security agencies to track the activities of criminals.

    The News Agency of Nigeria (NAN) reports that the deployment of CCTV cameras nationwide to enhance surveillance, is a core component of the FG`s National Public Security Communication System Programme.

    “Yes the project is on and it is real. 906 of the 1,000 cameras earmarked for the state have already been delivered and they have already being installed at secret locations across the metropolis.

    “Though they have not been officially commissioned, they are already being put into use by the security agencies to track the activities of criminals,’’ he said.

    The commissioner noted that the installed cameras were sophisticated devices as they had the capacity to generate video, voice and data simultaneously, to ensure effective surveillance.

    He denied the report that the installation of the equipment had initially caused a rift between the state and the Federal Government.

    According to him, the parties actually had an understanding on the deployment of the devices.
