    Performing council CDAs receive buses, cash

    Four Community Development Associations (CDA) have been presented buses while three others won cash for their self-help projects.

    Presenting the gifts, Lagos State Governor, Babajide Sanwo-Olu, said the rewards were a token of appreciation and commitment to improving lives in the over 5,000 CDAs.

    Sanwo-Olu, represented by  Deputy Governor, Obafemi Hamzat, said the government prioritises rural communities.

    He said the government built 53 rural feeder roads, provided rural electrification, through provision of 57 transformers, solar street lights, and  83 micro water work schemes for provision of potable water.

    He said this year’s theme: “Stronger together, building a resilient society” is  timely, and underscores determination of the administration to build resilient communities.

    Hamzat noted that givernment’s commitment to people can also be felt in sustenance of 25 per cent rebate on fare, continuation of Onje Eko, which is on in councils, 35 per cent wage increment for workers and free maternal deliveries.

    Special Adviser on Rural Development, Dr Yekeen Agbaje, hailed Babajide Sanwo-Olu’s commitment to ensuring all are touched by government.

    He said yearly the state celebrates communities, which give provide infrastructure.

    Agbaje said performing CDAs got prizes, including cars.

    Hilltop riverine (best rural community) and first runner up, Alapako CDA, got buses.

    In Best CDA category, Harmony Estate (first runner up) and a CDA at Ayobo-Ipaja (winner), also got buses.

  • Ikorodu council, CDAs to partner on projects

    The Chairman of Ikorodu Local Government Area of Lagos State, Mr. Wasiu Adeshina, has said the council will partner Community Development Associations (CDAs) on maintenance of construction projects embarked on by his administration.

    Adeshina told the News Agency of Nigeria (NAN) yesterday in Ikorodu that the ongoing construction works in the wards were complement to the socio-economic development and goal initiatives of the local government under his leadership.

    “This administration went into action in less than two years and we have embarked on and finished projects, especially construction and repairs of bad roads.

  • ‘CDAs, CDCs are symbols of peace’

    Lagos State Governor Akinwunmi Ambode has urged Community Development Associations (CDAs) and Community Development Committees (CDCs) to be symbols of peace and harmony.

    He restated his determination to promote peaceful co-existence among residents, irrespective of ethnic group, religion and political affiliation.

    The governor spoke on Sunday during Eid-el-Kabir celebration with members of the Community Advisory Council and CDAs at the Police College, Ikeja, Lagos.

    Ambode, represented by his Special Adviser on Communities and Communications, Hakeem Sulaimon, enjoined residents to play their role in developing the state.

    He hailed the CDAs for protecting infrastructure, and described them as strong pillars of his administration.

    “Let me again take this opportunity to reassure residents that we remain committed to the welfare and well-being of citizens, irrespective of their location in the state and without prejudice to ethnic, religious, political and socio-economic background,” the governor said.

    The governor praised the CDAs, who have completed their self-help projects and advised those yet to complete theirs to do so.

    Ambode told the CDA members that his promise to provide annual grants to complete self-help projects would be fulfilled, stressing that the fulfilment is hinged on the judicious use of the N500 million grant given to 275 CDAs.

    CDC Chairman of Ijede Mr. Ayoku Owolawi thanked the Ambode government for the “unexpected recognition” given members.

    Bad times for ‘Agberos’, CDAs in Edo

    Until the coming of Oba Ewuare II and Governor Godwin Obaseki, traders, property developers, commercial drivers and bike riders lived in fear of ‘agberos’, private revenue collectors, Community Development Association and all sorts of thugs. They faced daily harassment from several other faceless groups who made them to cough out money that never got to local or state government coffers.

    Traders at various markets, including squatters and hawkers, were made to pay between N500 and N1200 daily out of which only N60 got to the local government purse. These money was forcibly collected and goods of any trader who failed to pay were confiscated.

    Commercial bus drivers were made to pay between N900 and N4000 daily, taxi drivers paid between N500 and N3000 instead of N400 official rate for the both the state and local governments. Keke operators coughed out between N500 and N1000 daily against N200 official rate. The drivers were made to pay union dues to Driver Welfare Union before it was handed over to Professional Drivers on Wheel, Road Transport Employers Association and the National Union of Road Transport Workers. Besides, they were made to pay feeding money to chairmen, secretaries and treasurers of various motor parks.

    For private property developers, it was a journey through hell to erect a building due to constant demands from leaders of CDAs. Most times, three different communities’ CDAs would lay ownership of the piece of land. They made unreasonable demands ranging from development levy, borehole levy, fencing levy, roofing levy amongst others.

    Besides huge demands from property developers, many communities are yet to recover from wanton destruction of properties and loss of lives occasioned from attempt to change leadership of community CDAs. It was a common parlance among some youths to brag that ‘I work in community’ because of the financial gains.

    Believe Irorere from Ekiadolor was just 17 years when he was arrested for being a community fighter in Ekiadolor village because he was promised a parcel of land. He was arrested alongside Abraham Osifo with dangerous weapons while they were on their way to engage in a fight with neighboring Isikhu community in Ovia North East local government.

    Irorere is an apprentice learning how to repair heavy duty trucks. In his bid to get rich quick through the sale of land, he was encouraged to join in the fight against neighboring community to recover a large expanse of land out of which he would be given a piece.

    Speaking to reporters during a parade by the police, he claimed it was his first time of handling dangerous weapons.

    According to him, “I am a community fighter for Ekiadolor. We were going for a fight with a neighbourng community when I was arrested and they called me an armed robber. I am not an armed robber. I have not killed or injured anybody. The fight has just started. It was because of land. The land belongs to Ekiadolor community but Isikhu said it belongs to them. They picked me and others. The chairman said we should go and fight for the land and they would give us a portion. We were promised parcel of land. I carried cutlass. The chairman does not used to go to fight with us.”

    The story of young Irorere is a typical example of what youths in several communities under the guise of Community Development Association (CDAs) have resorted for land grabbing. For the prompt intervention of the police, Ekiadolor and Isikhu communities would have engaged in communal clash that would have resulted to loss of lives and properties.

    In 2015, Arougba Community in Oredo Local Government was enmeshed in crisis over sales of community land. Youth chairman of the community, Okoro Obaretin, was killed. Chief priest (Ohen-Ogba) of the community, Clifford Omosomwan, was  assassinated at his residence. Assistant head of the community, Goodluck Uwumahongie, was beheaded and his head was never found. Ten other persons were killed in the crisis while several houses, vehicles and motor-cycles were set ablaze.

    Azagba community in Uhunmwode Local Government was also enmeshed in crisis in 2014. Three youths- Osadolor , 28, Amigolo Ighitu , 45, and Ameosa Egbeobamwanye- who were hired by the CDA chairman were killed. Several houses were razed. Crisis in the community occurred over leadership tussle between spiritual leader of the community, Nosakhare Ogieriakhi and the CDA chairman, Charles Egbe.

    At Evbuekoi community,  Chief Priest of the community, Mr. Adesuwa Osaghea Osarodion, was last year chased away from his residence after some thugs invaded  the community over leadership tussle.

    Communities, such as Ukhoromi, Okabere, Ogheghe and several others in Edo South have been ransacked and properties destroyed when over attempts to change the CDA leadership or the Ohen (Spiritual head) or Odionwere (village head) want to take charge of the sale of community land.

    Besides the leadership tussle and wanton destruction of lives and properties, CDAs in some communities made land developers pay heavily for a building to be erected. They could sell one parcel of land to more than five persons, collect development levy as high as N300,000 for a land measuring 50 feet by 100 feet. As the chairmen of some CDAs became rich and powerful, they would start having loggerheads with the recognised head of the communities like the Ohen (Chief Priest) Odionwere (oldest man) or Enogie (Duke)

    However, Governor Obaseki did the unthinkable when on January 1 he announced a ban on all forms of collection of taxes, rates and levies from market women, hawkers and street traders. To show leaders of other various groups that he meant business, State Chairman of RTEAN, Osakpamwan Eriyo, was arrested in December last year over alleged threat to life. The action of Obaseki was in line with a promise he earlier made that his administration would not allow non-state actors collect revenue in the state.

    The state government has begun a pilot a scheme in three local government areas for the collection of revenue using Point of Sales otherwise known as e-ticketing. Commercial drivers are now made to pay N200 daily.

    It was Oba Ewuare II who began the campaign for the eradication of CDAs activities in communities under his domain. At the thanksgiving service to mark his coronation, Oba Ewaure II said the taking over of many communities by some youths under the guise of CDAs was worrisome and that communal affairs especially as it relates to land administration would henceforth be handled by the recognised leadership in the community.

    During a courtesy visit to Obaseki, the monarch told the governor to eradicate the menace of CDAs across the state.

    His words, “May I use this opportunity to seek the state government’s support in eradicating the menace of Community Development Associations in Edo South in particular and Edo state in general. Most of their actions have impeded the development of our communities. For the avoidance of doubt, CDAs are not supposed to be involved in land matters. Community lands as in other matters of the community are under the enigie, odionwere or ohenn as the case may be.”

    The Oba said youths have become terror in their communities instead of contributing to the growth of communities frowned at the current situation where the CDAs chairmen are custodian of community land instead of the Enogie, Odionwere or Ohen (Chief Priest). He said the era of illegal land grabbing has stopped and urged the youths to go back to farming instead of idling away in the name of CDAs.

    His words, “We are talking about hunger. The palace has many lands which many CDAs have encroached on. I don’t want hunger in the land. We have to produce our food. Many people don’t want to work again. They don’t want to go to the farm. Non indigenes are now doing the farm work in Edo land. Why is it that Edo people don’t want to farm again?

    Last month, the State House of Assembly passed the bill criminalizing activities of CDAs in the state. The bill prohibit forceful and illegal occupation of landed property by CDAs in the State.

    Explaining contents of the bill, Speaker Justin Okonoboh said the bill prescribed that no person or group of persons while acting for themselves or acting as agents or members of a community Development Associations to occupy any landed property in the State.

    ‘He said, “No youth organisations or other body by whatever name called shall demand or collect any fee or levy in whatever guise in respect of construction or development activities in any property in Edo.

    ”The bill also prescribed that a task force shall be established in the state which shall be responsible for the provisions of the law.”

    Speaker Okonoboh stated that any person who contravenes the provisions of the law commits an offense and shall be liable for ten years imprisonment or a fine of two million Naira.

    Following a recent increase in criminal activities in the state, the Assistant Inspector General of Police in charge of Zone 5, Mohammed Abubakar, at a stakeholders meeting warned the former revenue collectors to desist from causing mayhem in the state under the guise of being jobless.

    Alhaji Abubakar said the police has received security report that some groups among them were warming up to forment trouble and cause mayhem since they have been disengaged by the Edo state government.

    According to him, “The purpose of this meeting is for crime prevention. We are all aware of the fact that the state is very peaceful and the crime rate of the state is low. We have businesses going on without molestation. We have nightlife and everything is perfect.

    “However, we got intelligence that  some group of people are not happy with the recent happenings because of some policy pronouncement and that they are likely going to do some acts that will lead to the breakdown of law and order and to heighten tension in the state because of criminality and we feel that the people we need to partner with is you.

    “You are the people we are to partner with so as to know where the problems are and how we can tackle the problem so as to prevent commission of crimes and to prevent the breakdown of law and order. That is the essence of which we invited you here today because without you, we will not be able to know where the grievance are and you have a lot of membership”, he said.

    State Chairman of Road Transport Employee Association of Nigeria Pastor Sunday Erhahon informed the AIG that many of the association workers have been laid off due to the state government directives stopping them from collecting union dues.

    Pastor Erhahon stated that the state government directive may force the disengaged workers to take to crime and criminality in the state.

    Chairman, Akugbe Venture, Comrade Tony Kabaka told the AIG that the 2,722 persons working under him are jobless since the government opted to using POS to collect revenue.

    “For the revenue side like me, I have a database of 2,722 workers all over the state, they are jobless as we speak likewise the Road Transport Employer, likewise the Drivers Rebirth, the Drivers on Wheels, likewise with the National Union of Road Transport and the Drivers Welfare.

    “Sir,the latest development will not help the youth. We want you to use your good office to appeal to the governor to streamline the revenue collection this way.To start with, revenue collectors do not have a central park where vehicle can queue up and use the POS because most drivers are illiterate.”

    Ogun State Governor Ibikunle Amosun has presented a cheque of N50 million to Community Development Associations (CDAs) as grants-in-aid to complement their self-help projects.

    The governor presented the cheque at the International Community Day Celebration at the MKO Abiola Stadium in Abeokuta, the state capital.

    Amosun described the CDAs as veritable tools in nation building.

    “I want to appreciate the CDAs for their self-help spirit. It is evident that the government alone cannot shoulder all responsibilities of developmental projects in the country.”

    He pledged N5 million towards construction of their secretariat.

    Commissioner for Community Development and Cooperatives Gbenga Adenmosun said about 300 CDAs, 100 CDCs and 20 Zonal Community Development Committee would benefit from the grants-in-aids.

    The Ogun State Governor, Senator Ibikunle Amosun, has presented a cheque of N50 Million to Community Development Associations (CDAs) in the state, as grants to compliment community self-help projects across the State. About 300 communities are expected to benefit from the largesse.

    The governor, while presented the cheque during the International Community Day Celebration, held at the M.K.O Abiola stadium in Abeokuta, described the Community Development Association as a veritable tool in nation building.

    “I want to appreciate the CDAs for their self help spirit. It’s evident that the government alone can not shoulder all the responsibilities of developmental projects in the country. I really appreciate your efforts in putting necessary development in place, especially in community areas,” Amosun said.

    He also pledged to accord priority to the construction of the CDAs secretariat in the state capital with the promise of another N5Million to fast track the completion of a suitable secretariat complex for the association in Abeokuta, as it is important to have such a complex in the state capital.

    Speaking earlier, the state Commissioner for Community Development and Cooperatives, Hon. Gbenga Ademosun stated that about 300 CDAs, 100 CDCs and 20 Zonal Community Development Committee would benefit from the Grants-in-Aids and subventions being disbursed to them by the state government.

    Hundreds of residents of Abudu and Iyana – Ilogbo in Ado Odo -Ota Local Government of Ogun State marched on the Oke-Mosan Governor’s Office yesterday, protesting the routine invasion of their communities by hoodlums and land speculators.

    Carrying placards with various inscriptions, the residents appealed to Governor Ibikunle Amosun to save them from hoodlums and the ajagungbale, who they said are fond of carrying out surprise attacks on their communities.

    They accused the State Patron of the Christian Association of Nigeria (CAN), Bishop Bademu Adebayo, of sponsoring the hoodlums and the ajagungbale.

    Reliving their ordeal, the Chairman of the 24 Community Development Associations (CDAs) in Abudu and Ilogbo, George Owolabi, said hoodlums serving the cause of land speculators had been making life harrowing for them.

    Owolabi, the Chairman of the Ilogbo Area Community Development Association, alleged that on December 5, Adebayo and armed thugs stormed their villages, demanding from each landlord N1million for a property on a plot and N500,000 for property on half a plot.

    He said: “We have been living in Abudu for over 60 years now. They claimed they have gone to court to obtain judgment to demolish our houses. We are now being threatened everyday.

    “We can no longer sleep. They don’t allow artisans and shop owners to work. They extort money from us daily.”

    The governor, who was represented by the Secretary to the State Government, Taiwo Adeoluwa, lauded them for their peaceful demonstration.

    Adeoluwa assured that the government would write the police, requesting that the alleged threats to life and property be investigated.

    “The Bureau of Lands would be invited to look into the matter. We’ll inform the police too. I want to advise you to go to court because the government cannot award title to the land. If you own the land, go to court.”

    But Adebayo said the protesters were Awori people, who are plotting to eject the Egba and Owu  resident in Abudu communities.

    “The protesters are Awori, they want to overthrow the Egba and Owu people who live there with certificates of occupancy. They don’t want other tribes there. Just imagine that.

    “I’m not the only community leader there. My father has land there and they want to take over the land. They feel if they don’t first conquer me, they won’t be able to conquer other Egba and Owu people there.”

    I’ll continue to do development with the people, says Fayemi

    Ekiti State Governor Kayode Fayemi has promised that he will always involve people in the state’s development.

    The governor spoke at the weekend in Isan-Ekiti during his quarterly meeting with representatives of Community Development Associations (CDAs) across the state for a review of ongoing projects being implemented across communities through the grant-in-aids programme.

    Fayemi said the Community Self Help Projects programme was a fulfilment of his promise not to “do development for the people, but to do development with the people”.

    The various CDAs were represented at the meeting by their chairmen and secretaries.

    Fayemi said the programme was already actualising its set goals even as some communities have completed their projects while others are at advanced completion stages.

    Said he: “It is a quarterly meeting of community representatives in the 132 communities and farmsteads. We have projects almost dotting all communities. Some have been completed, some are half-way through, some are three quarter finished and we have milestone payment for them and some are due for second tranche payment.

    “The monarchs in each community show appreciation for the self-help projects. They chose the project, the contractor, the carpenter and plumber. The jobs are done in such a way that grows the local economy and help those who have skills in artisanship in the communities”, he said.

    The governor stressed the need for the community leaders to ensure peace in their various communities even as the State prepares for the June 21 governorship election.

    According to him, while every citizen had a right to belong to an association of his choice, the leaders should ensure the political parties and their members in the communities conduct affairs in accordance with the law.

    The CDAs lauded Fayemi for introducing the grant-in-aid programme, which has enabled them revive and complete many projects which the communities have abandoned for lack of funds.

    The Commissioner for Rural Development and Community Empowerment, Folorunso Olabode, said the meeting became necessary to get feedback on the self-help projects even as the government merely provides the funds and monitors the execution of the projects.

  • CDAs are development partners, says Amosun

    Ogun State Governor Ibikunle Amosun has described Community Development Associations (CDAs) as “worthy partners of the government” in providing basic infrastructure to improve the life of the people.

    Amosun spoke yesterday while inaugurating a 500KVA transformer presented to the Goshen Estate Community Development Association, Asero in Abeokuta, the state capital.

    He said his administration would continue to assist CDAs to enhance their ability to contribute to communal growth.

    The governor, who was represented by the Commissioner for Special Duties, Chief Olu Odeyemi, said to ensure that every community enjoys the dividends of democracy, the government distributed 500 transformers to them earlier this year.

    Amosun hailed residents of Goshen Estate for installing the transformer without waiting for the government.

    He said: “We have presented so many transformers to different communities. This community has taken a great step by coming together to instal their transformer. You have laid a good example for other CDAs to emulate.”

    The governor assured residents of the estate that by the first quarter of next year, mini power plants would be completed to provide them with potable water.

    He said the water projects would begin with the Arakanga Water Booster Station.

    Amosun said other requests by the community, such as the grading of internal roads and the building of a police post and polling booth would be looked into.

    Chairman of the CDA Pastor Oluseyi Sonde thanked the government for putting an end to black outs in the area.

     

  • Ogun CDAs urged to collaborate with govt

    Being the closest group to the people, Community Development Associations (CDAs) in Ogun State should collaborate with the government in its effort to enlighten the populace on the need to adhere to town planning regulations.

    The Permanent Secretary, Bureau of Urban and Physical Planning,TPL Taiwo Megbope gave this advice while addressing some CDAs in Sagamu during the Bureau’s “Build Right” sensitisation programme.

    Megbope reminded them that among others, town planning laws frown at erecting structures beneath high tension, on land designated for major road projects and on water ways and drainages to prevent flooding.

    The Permanent Secretary declared that the programme was organised to sensitise the people on the need to adhere to town planning regulations, warning that those who contravened would have their structures demolished.

    To prevent the painful occurence of demolition of structures, TPL Megbope enjoined members of the CDAs to sensitise members on the need to visit the nearest Town Planning Zonal offices in their areas for clarification, saying that Government derived no pleasure in pulling down structures.

    In his response, Chairman of Community Development Associations in the state, Chief Tokunbo Akinsowon described the “Build Right” programme as a great idea capable of assisting people to make the right decision when building their houses, promising that his members will abide by the rules and regulations guiding sustainable town planning and help in the process of rebuilding Ogun State
