“The runner up needed  over 60 per cent of the cancelled votes to win the election  while in Sokoto state, the margin was over 3,400 votes while the cancelled votes were over 75,000, so, the election could  go both ways, both of them could  win the election as we have seen.”

  • INEC plans issuing certificates of return to PDP candidates in Rivers, says APC

The campaign organisation of the All Progressives Congress (APC) IN Rivers state have alleged that even before the conclusion of collation of results for the governorship and state house of Assembly election, the Independent National Electoral Commission (INEC) may have concluded plans to hand over victory to the People’s Democratic Party in the state.

Director of Strategic Communication of the campaign, Prince Tonye Princewill said information available to them indicate that the Commission has already prepared certificates of return for all PDP candidates in preparation to formally declaring them winners.

Copies of the unsigned certificates allegedly prepared by the commission bearing the names of PDP candidates were dated March 14, 2019 and are supposedly issued for the outcome of an election held on the 9th of March 2019.

The certificates bearing the name of the INEC National Chairman, Prof. Mahmood Yakubu and are for 20 state constituencies across the state.

Princewill said; “Even before the conclusion of the Governorship and State House of Assembly elections which it suspended in Rivers State, the Independent National Electoral Commission, INEC, had declared the candidates of the People’s Democratic Party, PDP, winners.

“The Commission has also prepared their Certificates of Return, including that of Governor Nyesom Wike. The certificates, which have the name of the National Chairman, Prof. Mahmood Yakubu, are reportedly in the custody of the Resident Electoral Commissioner, REC, Obo Effanga, who was the mastermind behind the certificates-before-election-results deal with PDP.

“Though the electoral umpire had suspended the Rivers’ elections via a statement on March 10, 2019, the certificates bear dates later than the April 15 date INEC said collated results would be declared. In its latest press statement on the election saga in Rivers State, INEC gave April 19 as the date that certificates of return will be issued to winners.

“The recent revelations that INEC had prepared Return Certificates in favour of some Candidates in the purportedly suspended Governorship and House of Assembly Elections in Rivers State which took place on the 9th of March, 2019, came to few political watchers, participants and activists as a surprise given the many ‘Electoral Faux pas’ and open bias shown by INEC in Rivers State electoral matters.

“To others, especially optimal optimists who still believed that INEC at a point in time, may perhaps carry out its duties impartially and independently like its name suggests, the revelations totally destroyed the slim hopes that INEC in Rivers State would do the right thing and allow the people of Rivers State to choose those they want to govern their affairs in the Brick House and House of Assembly.

“It should be recalled that INEC conducted the Gubernatorial and House of Assembly elections in the entire country on the 9th of March, 2019, Rivers State inclusive. It should also be recalled that whilst results were collated, declared and announced at seven (7) ward Collation Centers in Rivers State in clear violation of extant Electoral laws and totally ultra vires its powers under the Electoral Act (2010) as amended, purported to suspend an electoral process on spurious and unfounded allegations.

“What is particularly noteworthy is the fact that it was ONLY IN RIVERS STATE that this kind of electoral faux pas took place in Nigeria and furthermore, that the purported suspension only took place when INEC as well as observers and participants in the elections had seen that the Governorship Candidate of the African Action Congress (AAC), Engr. Biokpomabo Festus Awara, had taken a clear and seemingly unassailable lead over the obviously preferred candidate of INEC in Rivers State, Chief Nyesom Ezebunwo Wike, current and outgoing Governor of Rivers State.

“What is most curious and begging for answers however, is that while INEC purportedly ‘suspended’ the Elections in Rivers State, it nonetheless secretly and in a manner totally devoid of even the slightest pretences of neutrality, went ahead to prepare in anticipation of the results it intended to declare, ‘Certificates of Return’ dated 14th of March, 2019.

“This was a time when the process was purportedly suspended by the imperial INEC in Rivers State led by the famous/infamous Obo Effanga, the State REC who could not conclude a bye election held in Phalga Constituency 3, again when he saw clearly that the PDP candidate was being trounced by the APC candidate.

“INEC had meanwhile severally announced plans for resumption of the final processes of the election in Rivers State but had jumpstarted that process by preparing in advance the said Certificates of Return in favour of mostly PDP candidates it intends to announce as returned.

“Why then one must ask, is INEC taking Rivers People for a ride

Sanwoolu said:”A victory for one is a victory for all. It is a victory for all Lagosisns. No victor, no vanguished. We will all make life better for Lagosians.”

He also thanked President Muhammadu Buhari for showing leadership example of what the APC stood for and for winning Lagos votes.

The governor-elect also applauded the national chairman, Comrade Adam’s Oshiomhole, Lagos APC GAC leaders, and Asiwaju Bola Tinubu, who he noted, was in birthday celebration mood.

He peeped into the future, praying that all the critical stakeholders will be present at his inauguration on May 29.

However, in a voice somehow laced with emotion, Sanwo-Olu said the inauguration date will coincide with the post-humous birthday of his late mother, who had passed on few years ago.

Reiterating his commitment to an all-inclusive administration, the governor-elect said his doors were already open to stakeholders, including the opposition, to make their contributions to governance.

He promised to reenact the true greatness of Lagos which the stakeholders stand for.

Sanwo-Olu added: “We will not betray public confidence. Better times are coming. Lagosians deserve the best. We must get it right in Lagos.

“If we get it right in Lagos, we will get it right in Nigeria.

“We are ready. We are committed. We will do the job that Lagosians have given to us”.

Imam Gafar, who paired with a Christian priest to pray for Sanwo-Olu and Hamzat, urged them to work for public good.

The cleric, who also advised them to beware of pychopants who peddle falsehoods, wished the governor-elect a successful tenure.

Also, he charged Dr. Ibijoke Sanwo-Olu and Mrs. Oluremi Hamzat to be prepared for the challenges of adjustment to new life and cooperate with their husbands.

The REC reflected on the election, saying that it was adjdged credible, smooth, peaceful, free and fair by the international community.

Hailing Sanwoolu for his victory, Olumekun said:”Lagosians have spoken Your Excellency and I dare say that they spoke loudly and without equivocation ocation.

“Therefore, the journey to a better Lagos is laid squarely in your court. May God Almighty be your lode-star in this journey.”

Nothing that Lagosians maintained their peace and decorum during the exercise, he urged them to sustain the tempo of tranquility.

Olumekun thanked the Inter-Agency Consultative Committee on Election Security chaired by Lagos Police Commissioner and the National Youth Service Corps for their collaboration.

He thanked the Branch Controller of the Central Bank of Nigeria Atise Ekhator for ensuring the safety of the sensitive electoral materials, traditional rulers, media led by the Nigeria Union of Journalists (NUJ) chairman Dr. Quasm Akinreti, civil society, youth and women groups for their cooperation.

However, the REC lamented the apathy that marred the poll, pointing out that, in Eti-Osa Constituency 1, the turnout was below four percent.

He said: “This is unacceptable in a sophisticated society like Lagos.”

Olumekun, therefore, admonished the political parties, pressure groups, religious bodies and civil society groups to rise to the occasion in the areas of voter sensitisation, education and mobilisation of the electorate to complement Inec’s efforts in ensuring large turnout of voters during elections.

He noted that the victory was for the good people of Ogun State, pledging that he would not betray the trust and confidence reposed in him as expressed with their votes.

Abiodun said: “Victory at the poll is neither that of our great party, All Progressives Congress (APC), nor mine alone. It is indeed the victory for all the good people of Ogun State who, despite the challenges that could have dampened their spirit and prevented them from exercising their civic duties, defied the odds and came out in their large numbers and laid the foundation for this ceremony.

  • INEC presents certificates of return to El-Rufai, 34 lawmakers

As it presented certificates of return to Kaduna state Governor Nasir El-Rufai and 34 elected house of assembly members in Kaduna on Thursday, The Independent National Electoral Commission (INEC) has explained why inconclusive elections has become the order of the day in Nigeria.

The election management body, noted that though, inconclusive elections did not start with the present commission, it became rampant because elections have become highly competitive.

National Commissioner supervising Plateau, Niger, Kaduna States and FCT, Professor Antonia Okoosi-Simbine stated while presenting certificate of return to the Governor and the lawmakers.

According to Professor Okoosi-Simbine, “Our democracy is deepening incrementally having conducted the sixth successive election without an interregnum; there is improved integrity in the electoral system; the elections are becoming more and more competitive and the margin between winners and runners-up are decreasing to the extent that in many instances elections into the Executive and Legislatures are increasingly becoming inconclusive.

“This explains why the phenomenon of inconclusive elections appears to have Increased. To be sure, it existed prior to the existence of the present commission. We cannot expect less when a few big parties are contesting for power at every level.” He said.

She also noted that the election was marred by violence through, “a new trend, in which some parties and candidates engaged in violent behavior, including manhandling election duty officials and intimidation of voters, collation and Returning Officers.

“The Commission views this trend with grave concerns and will continue to work on greater voter enlightenment for mandate protection as well as with the security agencies to curtail this ugly trend.”

She however advised politicians who felt aggrieved in the just concluded general elections to seek judicial remedy in law court.

“The commission advises disgruntled persons and parties to feel free to seek judicial remedy where they believe they have genuine case(s) to pursue.

“Indeed, seeking judicial remedy is not only a part and parcel of the electoral process in Nigeria; it is consistent with the culture of democracy as opposed to resorting to self-help.

However, the INEC boss called on governor El-Rufai to ensure the people of the state enjoy dividends of democracy.

“I encourage you to deliver more materials benefits to the diversity of people in Kaduna in order to meet their governance expectations,” she told El-Rufai.

Agboke urged the elected officials not to downplay the dreams, feelings and expectations of their constituencies and electorate in general who risked their lives and sacrificed their comfort and shunned intimidation to cast the votes for the eventual winners.

He said: “Let me admonish the elected officials not to downplay the dreams, feelings and expectations of their constituencies and the electorate in general. The voters, in some cases, risked their lives, sacrificed their comfort, shunned intimidation and harassment to cast their ballot for you.

“You cannot afford to disappoint them. Always have it at the back of your minds that 2023 is around the corner. Elections are designed to renew or withdraw mandate.

“Presently, arising from the general elections in this state, we have a total of 17 petitions before the Oyo State Election Petition Tribunal.  The breakdown is four Senatorial and 13 House of Representatives petitions.

“Filing and hearing of election petitions fall into post-election activities as aggrieved candidates are given the opportunity of presenting their grievances before the judiciary.”

Soyebi commended the state for the peaceful conduct which resulted in no case of inconclusive elections.

He called for improved electoral participation by the people, saying the number of votes recorded in the last election was a far cry from the total number of people on the voters’ register.

He also urged the people to support the commission in its preparations for the 2023 elections, which he says has started in earnest.

Makinde thanked INEC, the security operatives and his supporters that ensured peaceful conduct during the March 9, polls.

While congratulating the lawmakers-elect, Makinde expressed willingness to work with them in his “desire to make the lives of Oyo state indigenes better.”

“It was a tortuous journey that did not come at zero cost but it is also a journey that the entire nation is poised to learn from Enugu,” he stated.

Ugwuanyi stated that they had prayed for a peaceful and transparent election and icommended efforts of security agencies during the process.

A National Commissioner of INEC, Mr. Festus Okoye, who also spoke at the occasion, said INEC could no longer afford to plan in an uncertain environment.

    INEC: Enugu polls exceptional

The national leadership of the Independent National Electoral Commission (INEC) has commended the peaceful and successful conduct of the general elections in Enugu State, describing it as one of the best in the country.

The electoral umpire added that the exercise in Enugu State, unlike in some states, witnessed no case of “violence, snatching of ballot boxes or all sorts of electoral malpractices”.

The INEC commendation was made by the National Commissioner in charge of Information and Voter Education, Festus Okoye, during the presentation of certificates of return to Governor Ugwuanyi and others.

Okoye, who congratulated the recipients, on behalf of the Chairman of INEC, Prof. Mahmood Yakubu, for their victory at the polls, explained that the exercise “is a formal statutory and confirmatory process that you have won an election in accordance with the constitution and electoral dictates”.

He also congratulated “in a very big way, the people of Enugu State for taking ownership of the electoral process and driving it in a very peaceful and conducive atmosphere that fused power and sovereignty back to them”.

Offering advice to the recipients, he said: “The sealed Certificate of Return that will be presented to you is not a trophy that marks the conclusion of your service. Rather it marks the beginning of your service to the people. The validity of the certificate rests with the people of Enugu State. It is within their constitutional mandate to renew, withdraw and or elevate it. The key word is service to the people”.

Kano re-run: CUPP denies plan to challenge results

A coalition of 42 registered political parties in Kano State, under the aegis of coalition of United Political Parties (CUPP), has dissociated itself from reports that it had concluded plans to challenge the victory of Governor Abdullahi Ganduje at the just concluded supplementary election before the tribunal.

CUPP, who visited the Kano State governor-elect, was led by its chairman, Alhaji Isah Nuhu Isah, who expressed disgust over a plan to challenge the governor’s victory.

Isah who is also the chairman, lnter Party Advisory Council (IPAC), described the position of the coalition as unacceptable, pointing out that “CUPP has distanced itself from such claims.”

“CUPP was shocked and perplexed to read the contents of the news conference discrediting the whole conduct of the process, security agencies, INEC and worst still the declaration to challenge the outcome of the exercise.

“We in CUPP comprising the representatives of the 42 political parties in the coalition, and joined by the Inter-party Advisory Council (IPAC), categorically disowned and disassociate the coalition from the sham press conference as well as condemn it in its entirety as it does not reflect our true assessment of the election.”

Isah also explained that the coalition was dismayed by the action of the conveners of the news conference for using the coalition to express personal and untoward views for whatever reasons and influence under the guise of CUPP.

He noted that the coalition monitored the supplementary election in Kano and in all sincerity believed it to be free, fair and peaceful, but acknowledged that there were pockets of violence in some polling units.

Ganduje wondered why only the People’s Democratic Party (PDP) faulted the re-run election while it was not the only party that participated.

“Why is PDP crying more than the bereaved, are they hiding some mischievous anti-Kano mission?”

Ganduje promised to run an all-inclusive government, which would be anchored on unity, where members of other political parties will be embraced.
