  • Rotimi Amaechi @ 54: The anointing of selfless service

Chibuike Rotimi Amaechi’s foray into public service is charismatically enigmatic, divine and historically rooted like the Macedonian call to spread the gospel of liberation to mankind.

His first stint at public service began at the University of Port Harcourt where he was elected to serve as the National President of the National Union of Rivers State Students (NURSS) as an undergraduate of the University of Port Harcourt.

Upon his graduation, his charismatic attributes endeared the young but dynamic Amaechi to Dr. Peter Odili who engaged him as Secretary at Odili’s PAMO Clinic where they built a relationship of confidence and mutual trust.

The Ubima-Ikwerre born son of a civil servant humbled himself to the political tutelage of Odili. So, when Dr. Peter Odili was eventually elected Deputy Governor of old Rivers State in 1992, like a team united in one accord, Amaechi served as his Special Assistant, a position which further exposed him to new friends and new macro political relationships.

This relationship between him and Odili blossomed into very cordial relationship between the Executive and Legislative arms of government in Rivers State when in 1999, Dr. Odili contested and won the governorship election of Rivers State, while his political godson, Amaechi, emerged as Speaker of the Rivers State House of Assembly, an office in which he served meritoriously for eight years.

In 2006, the confidence of the political godfather and son soared when Amaechi got the PDP ticket to contest the governorship election in Rivers State.

Amaechi legitimately won the ticket but was shut out by some political hawks within the Peoples Democratic Party (PDP), who felt that power belonged to man but Amaechi depended on God, being a child of destiny, eventually he reclaimed his mandate through legal means, when the Nigerian Supreme Court, on October 26, 2007, annulled the illegality of wrongful exclusion and consequently inaugurated him as governor of Rivers State.

While some of Rotimi Amaechi’s supporters basked in the euphoria of victory, a section of Rivers State were pessimistic and expressed misgivings about the new governor whom they metaphorically described as a chip of the old block, obviously referring to his relationship with Odili.

This was hinged on the spate of cultism and politically related killings in Peter Odili’s administration when militancy held sway, while night life associated with the garden city suddenly disappeared due to insecurity occasioned by activities of dare devil men of the underworld.

Love him or hate him, Amaechi is a man that cannot be ignored. He is ever determined to achieve a goal if he is convinced that it is in the best interest of the people. He is altruistic in disposition, selfless, highly principled and above all, God fearing.

His landmark achievements during his tenure as governor left an indelible mark in the lives of all Rivers people, prominent among these was the restoration of peace and security in Rivers State.

The criminal gangs and cultists who were literally known as ”bad boys”, who held the state to ransom took to their heels as they had no hiding place in the new order of peace, security and prosperity during Amaechi.

Burdened with the quest for development and peace, Ameachi quickly set up a peace and reconciliation commission, headed by a revered and retired Honourable Justice of the Supreme Court, Hon Justice Koyade Esho, to unearth the remote and immediate causes of cult clashes in the state and identify perpetrators and victims with the hope of pursuing prosecutions and granting compensations.

A man passionate about the welfare of his people, Amaechi built over 110 health centres in virtually all wards in the state and constructed referral facilities such as Prof Kelsey Harrison Hospital at Mile 2 Diobu, Dental Maxillo Facial Hospital at Garrison, General Hospital at Etche and Khana Local Government Areas and commenced the construction of the Mother and Child Hospital which was over 50 percent complete at the end of his tenure as governor.

Over 7,000 health workers were employed and over 600 medical doctors were also employed with each doctor receiving an official car.

Not satisfied with the level of food sufficiency in Rivers State then, Amaechi embarked on direct agricultural intervention programme by acquiring 200 hectares of land in Tai Local Government Area, for the cultivation and export of Banana in partnership with a Mexican firm, San Carlos Nigeria Ltd.

At Buguma community in Asari Toru Local Government Area, the Buguma Fish Farm was constructed to produce 1,000 tonnes of fish annually.

Songhai farms located at Bunu-Tai/ Ban-Ogoi in Tai Local Government Area was set up with over 314 hectares of land. This farm had livestock, arable farming, snail farming and poultry. It served as a resort for visitors and citizens of the state.

Some may accuse him of arrogance but those who are close to him dismiss it as an unfair remark affirming his sense of honesty and humility in service. According to one Mr. Igoniboyefe Martin, ”Rotimi Amaechi is a phenomenon. He’s being misunderstood by people who don’t understand him. He’s humble, honest, fears God and prays as if he is the General Overseer of a Pentecostal Church. Unlike some public officers, Amaechi has self-discipline. I think these are virtues that keep him ahead of his adversaries such that they say he’s arrogant, which is a fallacy.”

Little wonder, when he was appointed Minister of Transportation in 2015, the appointment was received with great celebration, despite the attempts to stop him at the senate.  Amaechi received the news of his appointment with humility and told his supporters to go on their knees to appreciate God, rather than engaging in what he called self-glorifying celebrations.

When he took over as Minister of Transportation, he was already aware of the importance of the ministry as a critical focal point of President Muhammadu Buhari’s administration’s plans towards its Economic Recovery and Growth Plan (ERGP).

Addressing journalists during a media parley, Amaechi revealed that; ”The transport sector is the second most important sector of the economy after oil and gas. This sector is the one that affects all sectors, including oil and gas”.

In line with his transformational principle of leadership, who does not entertain excuses but results, he swung into action by fashioning out what the  minister described as a ”Multimodel Approach” in reviving and  restructuring the long abandoned rail system in Nigeria.

It is in the light of the new vision, he said, ”We are currently upgrading all modes of transport, including rail, roads, sea and air”.

Over N4trillion have been earmarked for rail projects under the Buhari’s administration, which is an unprecedented investment in the history of the transport sector.

These railway projects include the Abuja-Kaduna railway and the Lagos-Ibadan railway cutting across Ogun State to mention a few.

Until he left office a few days ago, the ministry had also embarked on the construction of rail lines passing through Itoro, Awowo and Wasimi communities all in Ekwekoro Local Government Area of Ogun State.

So far, the Kaduna-Abuja railway has been completed. It started with one locomotive but now runs with two locomotives. In addition to that, the Itakpe-Warri rail project has been completed and is currently in use with 17 coaches.

Furthermore, the Nigerian Maritime Administration and Safety Agency, an agency under the supervision of the Minister of Transportation, initiated several reforms which resulted in an exponential increase in the internally generated revenue of the agency amounting to over N20 billion.

Apart from commencing work this year, on the Port Harcourt and Lagos to Calabar rail projects, the ministry has also started work on the river ports at Onitsha, Baro and Lokoja. Interestingly, the river port at Onitsha and Baro are ready while that of Lokoja would be ready soon.

The ministry, according to Amaechi, ”has opened talks with Chinese companies to see how we can capitalise on Nigeria’s internal water ways and use them as a means of transportation”.

The construction of two, deep-water ports are also underway in Lekki, Lagos State and another one at Ibaka in Akwa-Ibom State.

These projects are critical to reviving the transport sector, especially in boosting transportation of goods and services across the country as well as accelerating economic growth among countries in the West Africa Sub-Region.

The vision of the Ministry of Transportation under Amaechi is to ensure that all the state capitals in Nigeria are connected by rail. This is indeed in line with the campaign promise of President Muhammadu Buhari to connect every state by rail.

Humble and goal oriented, Rt. Hon. Chibuike Rotimi Amaechi is a most valuable asset, not just to the President Muhammadu Buhari’s administration, but to the nation at large.

  • Wike to Amaechi, others: let’s unite

Rivers State Governor Nyesom Ezenwo Wike has called on Transportation Minister Chibuike Rotimi Amaechi to join hands with him to develop the state.

It was the end of the road yesterday for the Rivers State All Progressives Congress (APC) in its battle to unseat the Governor Nyesom Wike-led Peoples Democratic Party (PDP) government in the Southsouth state.

The Supreme Court struck out three appeals filed by the APC, its candidate in the governorship election Tonye Patrick Cole and members of his faction.

The governor, in a state broadcast to mark the landmark ruling by the apex court waved the olive branch. He said the state stood to benefit more if all leaders are united.

The governor specifically urged Amaechi, the leader of the APC in the state, to team up with him in developing the state.

He said: “Although the present politics of acrimony and bitterness may have strayed from the noble path of the past, I still believe that we shall be better if standing and working together for our state and our people.

”I therefore appeal to the APC and the Minister of Transportation to join hands with us to move our dear state forward. We cannot as leaders continue to remain divided and expect government to deliver on its responsibilities to our people. Let us from henceforth seek the common ground instead of allowing our differences to be exploited to retard our march to progress.

”I appeal to our people to eschew all acts of acrimony, criminality, unrest, and violence throughout the state. I wish to recommit myself to continue to do all that is humanly possible to ensure the unity and peaceful co-existence of all our people, irrespective of political affiliation”.

Wike directed the Attorney-General and Commissioner for Justice to review all pending criminal cases linked to politics before the 2019 elections and make necessary recommendations to promote reconciliation.

He said: “I hereby direct the Honourable Attorney-General and Commissioner for Justice to review all pending criminal proceedings filed against any person by the state and directly related to political activities prior to the 2019 general elections and make appropriate recommendations to me for necessary action to promote reconciliation among us.”

The governor pledged to run an inclusive government aimed at promoting the state.

He said: “Today, I recommit myself to be the Governor for all the people of Rivers State for the next four years. Accordingly, we shall form an all-inclusive government to advance the collective interest of all our people, irrespective of party, ethnic or religious affiliations.

“We have come a long way in the last four years and accomplished a lot to be proud of. But there’s still a lot more to do to advance and realise the ultimate vision of our founding fathers for a truly united, secure, and prosperous State and we need the support of all our people to realize this bold vision.

“We salute the opposition for their courage to fight within the confines of the law to the end. Now that the legal battle is over, the task of building the State must take precedence over all other considerations.”

Wike expressed gratitude to God for the Supreme  Court judgment, assuring the people that with the judgment all legal tussles have come to a close with the people having nothing to fear.

He said: “Few hours ago, the Supreme Court of Nigeria struck out the consolidated appeals of the All Progressives Congress (APC) and Tonye Cole for lacking in merits.

“With this decision, all legal issues regarding the fielding of candidates by the APC for the 2019 National Assembly, Governorship and State House of Assembly elections in Rivers State have finally and permanently been put to rest.

“What this further means is that the victory of the Peoples Democratic Party (PDP) and its candidates in the 2019 National Assembly, governorship and State House of Assembly elections is legally safe, secured and protected.

“I wish to assure you that there is nothing else to fear or be worried about, as there is nothing more the APC or any other person can do to deny us the victory you freely gave to the PDP and its candidates.

“Let me also express my deepest gratitude to the people of Rivers State for the opportunity to serve you as your Governor for another four years. I am truly humbled by your continued trust and I will not take this support for granted.

“For me, the collective interest of the people of Rivers State is the reason I am in politics. When you gave me the mandate about four years ago, I committed myself to be the governor for all the people of Rivers State and stayed through to that commitment.”

Also yesterday, Rivers PDP Chairman Felix Obuah echoed the governor’s call on APC members to join hands with him.

According to him, yesterday’s ruling by the apex court once more heightened the dignity of the judiciary as the last hope of the common man.

Obuah, said in Port Harcourt, noted that having exhausted all avenues of defusing the choice of Wike by the mass of Rivers people, the APC had no choice but to acknowledge the obvious fact that the governor’s re-election had divine endorsement.

He hailed the wisdom and maturity exhibited by Wike, urging the governor to continue to see the state as one united and indivisible stock of God’s people.

Obuah said: “Members of PDP in Rivers State are delighted and will forever remain grateful to God for seeing them through all the stress and above all, granting the Rivers PDP undisputed victory at last.

“Today’s (yesterday’s) judgment of the Supreme Court striking out the consolidated appeals by the APC and Tonye Cole (the party’s governorship candidate) has ended the litigation by APC to put a wedge in the wheel of democratic governance in Rivers State.”

  • PDP blackmailing Supreme Court, APC alleges

The All Progressives Congress (APC) on Monday accused the main opposition People’s Democratic Party (PDP) of making frantic efforts to blackmail the Supreme Court over the exclusion of APC candidates from the just concluded elections in Rivers state.

The APC said contrary to the statement of the PDP, the apex court has not made any pronouncement on the exclusion of its candidates from the elections in the state, stressing the PDP should stop feeding Nigerians with fiction and concentrate on the real issues

National Publicity Secretary of the party, Mallam Lanre Issa Onilu said in a statement made available to newsmen that the APC was a firm believer in the rule of law and will allow the rule take its course and asked the PDP to do same.

The statement reads: “We read with dismay the nonsensical statement by the opposition People’s Democratic Party (PDP) against the All Progressives Congress (APC) and two senior serving cabinet members – Minister of Transport, Hon. Chibuike Rotimi Amaechi and Attorney-General of the Federation and Minister of Justice, Abubakar Malami (SAN).

“While the APC has no intention to join issues with the PDP over its fictional and concocted allegations against the party and its leaders, we are however well aware of the PDP’s intent to hoodwink and deceive the public; and most importantly, intimidate and blackmail our eminent Supreme Court Justices into doing their bidding in respect of the matter of the purported exclusion of Rivers State APC candidates from the last elections, before the apex court.

“Again, for the purpose of clarity, it needs restating that the Supreme Court has not made any pronouncement on the purported exclusion of APC candidates from the just concluded Governorship, National Assembly and State Assembly elections in Rivers State.

“Hence, the cheap attempt by the PDP to ambush the Supreme Court with their cock and bull conspiracies should be seen for what it is, hogwash!

“We urge Nigerians to completely ignore the evil machinations of the PDP as contained in their ludicrous and false statement on the matter of the purported exclusion of Rivers APC candidates in the last elections before the Supreme Court. The PDP as a party has refused to come to terms with the fact that the President Muhammadu Buhari-led APC administration is a stickler to the rule of law.

“As always, we shall allow the law takes its course in respect of the purported exclusion of our candidates in the elections in Rivers State and we advise the PDP to do the same, rather than overheat the polity with their illogical and false claims.”

  • X-raying Rotimi Amaechi’s 2018 scorecards

Christmas usually comes with lot of expectations and happenings. For many, it is a period to share, show love and lots more.

And so, for the Transportation Minister, Chibuike Rotimi Amaechi, the Christmas season will not be complete if majority of Nigerian public does not enjoy fully the results expected from him in the discharge of his duty as Minister of Transportation.

With so much achievements already recorded in the transportation sector under him, one would not hesitate to concur that Amaechi has proved his mettle.

How Amaechi is providing desired development in the position he occupies is a case study that every potential leader who desire success should emulate.

Amaechi is tireless about bringing the overall change needed in the transportation sector with the privileges at his disposal.

One of those efforts and sleepless nights of Amaechi is the result of the almost completion of the Lagos-Ibadan Railway project by February 2019 with the expectation that  passengers will be conveyed from Lagos to Abeokuta and possibly to Ibadan.

The construction of the Lagos-Ibadan rail project commenced one and half years ago and already it has recorded over fifty percent completion considering the entire components of this project up to the laying of tracks which has already stretched to 90 kilometres and that is about 80 percent completion of the 157 kilometres Rail Line.

Amaechi has achieved a considerable milestone in this regard and with the expectation that the stations are to be completed between Lagos and Ibadan in the New Year. In addition, partners have also been identified for the much talked about Port Harcourt -Maiduguri rail line which has the capacity to integrate the new Port and the new train park in Port Harcourt.

Accordingly, when the North-Western route becomes operational , the inter-connectivity with other West African States will be achieved.

The present administration has consistently pursued the realization of efficient and effective rail transportation for the country in line with the strategic vision for railway transport revival and development approved in year 2002.

Amaechi is pursuing vigorously completing and building new railway lines aimed at ensuring provision of an efficient and affordable transportation that could serve as backbone to industrial development of the various sectors and contribute to non-oil sector to diversify the economy.

Speaking recently while briefing journalists at Paplanto in Ogun State immediately after the inspection of the rail line and monthly meeting of the Project Monitoring Steering Committee of the Lagos-Ibadan rail line, Amaechi said, he had directed the CCECC to ensure that train run on the track by February 2019.

Amaechi further reiterated that the pace of work on the railway project is progressing given that there are minimal challenges that could hinder construction work.

He said the challenge of constant rainfall was no longer there and the contractor has few bridges to be built.

Amaechi also advised the contractors to temporarily suspend work on the construction of stations along the corridor of Lagos-Ibadan rail line and focus on the laying of tracks being the major work at the moment.

In the 2019 year ahead the stations will be completed with a brand new double track between Lagos and Ibadan.

In addition to this giant stride, Amaechi is also embarking on the North western route which connects Katsina, Kano, Gibiya and others.

Also, the coastal line which had been stalled for a very long time is not left out as well. Government has opened up discussion for financiers pertaining to this very important coastal line project which connects Lagos, Benin, Onitsha and continues from there to Warri, Port Harcourt and Calabar and passes through the South Eastern states which is about a thousand four hundred kilometres with a link to all the state capitals.

Corroborating Amaechi’s assertions is Engineer Fidet Okhira, Managing Director, Nigeria Railway Corporation (NRC) that the ministry has achieved much in 2018.

“2018 has been so good. In 2017 budget we got some capital and we were able to do massive projects like never before. We have procured two shutters that we use in loading at our various loading points. Since I joined the Ministry this is the first time we are buying brand new wheels”.

“We bought about twenty four and that will serve four Locomotives and we bought Sixty four Coaches and that will cover about fifteen Coaches. We also acquired some traction motors without which the Locomotives will not work. These are major spare parts required for Locomotives to come back to life and with good Locomotives you can guarantee smooth operation”.

Engr. Okhira further explained that “We are also adding about eighteen container wagons and we have also treated our tracks especially in the flood affected areas”.

For the Abuja-Kaduna train service, the Managing Director said, patronage had increased and the Corporation has been able to meet up with operational standard. He also confirmed that more Coaches had been procured to meet passengers demand.

“The Kaduna-Abuja train service has witness tremendous patronage and we are able to meet up with standard of maintenance. We have acquired more Coaches to accommodate more passengers and we have a target of ensuring that there should be train service every hour for Abuja-Kaduna, Itakpe-Warri and Lagos-Maiduguri train services”.

“As we approach the 2019 year, we intend to do more, we are hoping  that all our dream projects come to reality particularly the Port Harcourt-Maiduguri line, Calabar-Lagos line and the Kano project which is linking Maradi as well as the Central Rail line which is the Itakpe linking Lokoja and then to Abuja. We are also discussing with investors to link Itakpe to the Kaduna Rail line so as to ease people’s movement from the South-South to the North”, he explained.

For M.T. Babakobi, Director, Rail Transport Services in the Ministry, the success story is not different as the Lagos-Ibadan Railway project has achieved over 50 percent completion.

According to him “If you consider the entire components of this project in terms of track, it is 80 percent completed. We are hoping that in the New Year we should be able to have a train ride from Agege district of Lagos to Abeokuta. That’s a major feat in just barely a year and half of commencement of the construction work”.

”What it means is that the track lane has achieved almost 90 kilometres out of 157 kilometres. In the New Year, the stations will be completed and there will be new double track between Lagos and Ibadan. You will agree with me, we have achieved a great feat in the sense that we have been able to identify partners or financiers that are ready to go into the development of the new Port Harcourt-Maiduguri Railway line and that again has integrated the new port and the new park in Port Harcourt”.

Babakobi also maintained that the Itakpe-Warri rail line has also received much attention by the Minister and his team. He recalled that the project which was abandoned since 1987 got revitalised upon coming on board of the present Administration even though it was originally designed to convey Iron Ore.

As part of government efforts to improve on local capacity for railways, government had propose to the contractors handling the rail way projects to as part of their social responsibility establish a transportation University for Nigeria. The university will have a particular emphasis on railway both in terms of planning, construction, maintenance, operation and management.

Currently, majority of Nigerians, who were working on the railway construction sites, are in China benefiting from the Scholarship programme, an initiative by the Contractor.

Government has also brought in new Locomotives and Coaches to accommodate the increasing number of passengers on the Abuja-Kaduna train service.

Amaechi is determined to see all ongoing projects by his ministry completed at the stipulated time frame.

Going by these plans and achievements of the transportation Minister, Chibuike Rotimi Amaechi and his team, there is no doubt, that in the nearest future, if successive government should key into this laudable initiative of the Minister, Nigeria would have been connected by affordable and modern rail system which will in turn boost economic activities in all parts of the Country.

Already, there are high hopes that in 2019 the Lagos-Ibadan Railway will be fully completed and the rest of the segment from Ibadan to Kano would have commenced even as plans are rife to also commence work in full force on the Warri port, Bonny Island Deep Sea port and the Railway Industrial Park in Port Harcourt.

Amaechi’s resolve is to pursue with vigour railway development in Nigeria through the implementation of the 25 year strategic railway master plan in order to bridge the huge gap that exists in Nigeria’s infrastructures.

Amaechi is also committed to linking all major commercial and production centres in the country by rail for rapid Social Economic Development and improving the quality of life of the citizens.

Amaechi wishes all Nigerians a Merry Christmas and Happy New year in advance.

  • Wike’s jamboree

For some weeks now Governor Nyesom Wike of the oil rich Rivers State has been commissioning some projects initiated by his boss and predecessor, Chibuike Rotimi Amaechi, with so much fanfare. The governor would assemble some market women and his loyalists at night and invite top political figures outside the state to cut the tape.

After his invited guest would have finished commissioning the project, the Governor would mount the stage and begin to attack the man whom project he is commissioning. The governor does nothing other than criticise his boss and predecessor, Chibuike Rotimi Amaechi.

For record purposes however, every Rivers man will not forget in a hurry the collapsed state of infrastructure in Rivers State before Amaechi took over office in May 2007, as the executive governor.

Then, governor Nyesom Wike was Amaechi ‘s Chief of Staff who carried most of these project files that he (Wike) is commissioning today. Some of these projects were awarded to indigenous contractors who would sometimes go through the CoS if they must win the job.

If Wike would be sincere to himself and his invited guests he would humbly give credit to Amaechi for most of the projects he is commissioning .Such singular act would have earned him some applause from Rivers people in particular.

Amaechi may not have placed priory in commissioning projects when he was on the throne, doesn’t mean that he did nothing has been painted by Governor Wike at every slightest opportunity.  Anyway, the governor could go ahead to invite President Muhammadu Buhari to perform the commissioning as he has boasted or even President Donald Trump of America the interesting thing is that Rivers people know who worked and who is re-asphalting and painting projects. The millions of naira expended for the commissioning of these projects would have been used to construct at least the shortest kilometer of road in any parts of Port Harcourt but Wike would not think in that direction. Wike likes groove and unnecessary show off yet he has nothing to offer the people for three years after he was sworn-in as governor.

As the then governor of the state Amaechi focused on project delivery such that a former minister of petroleum Professor Tam David West said, “Any man who cannot see the projects Amaechi is building in all over the State is blinder than a bat”.

Professor West assertion was corroborated by Wike himself when as the then Director General of Amaechi Re-election Campaign Organisation in 2011, he told a mammoth crowd of Amaechi supporters in Ahoada West LGA that “ My boss the governor of Rivers State Chibuike Rotimi Amaechi has simplified my work for me.Amaechi’s projects that are in every local government area of Rivers State will speak for us. So believe me,as the DG of his campaign team I can now go to sleep”, Wike said.

As the governor, Amaechi worked tirelessly day and night to bring back the glory days of the garden city. He recognized that his primary function as stipulated in the nation’s statute book was to provide adequate security for the people and to maintain absolute law and order. In addition to that was the massive provision of the basic necessities of life such as water, health care, welfare and so on.

Amaechi promptly and aggressively confronts a task as if he was fighting with his last blood especially when it has to do with the issue of insecurity .He waged war against criminality and violence which could affect the revenue base of the state. Then, security was well funded as such; the prevalence kidnapping and terrorism in the state had no hiding place. Youths were meaningfully engaged. Some in crafts, others in sports and some in agriculture as the case may be.

Young school leavers were hopeful of being incorporated into the system due to the prevailing job opportunities. Corp members posted to the state saw no need returning to their home states due to the chances of securing jobs in Rivers State.

Importantly, Amaechi had a shift from sharing public funds to massive infrastructure building especially bridges and roads including a world class stadium which had the capacity to create wealth, jobs etc.

Amaechi also systematically tackled social and physical security through promotion of subsistence farming to venture agriculture just to mention a few.

Amaechi no doubt revitalised the entire state from the decay it was kept by previous government. Then, anyone who lived in the garden city before October 2007 will concur with my view. During his first year in office Amaechi literally turned the state into a busy construction site due to the volume of construction work ongoing. Some of these roads that have gained facelift  due to Amaechi’s intervention are, dualisation of Elekahia road, dualisation of G.U Ake road, construction and dualisation of the Trans Amadi road, dualisation and expansion of Ikwerre road, construction of Obiri Ikwerre inter- change, construction and dualisation of the Owerri/Airport road which is a federal road just to mention a few.

Amaechi was passionate in diversifying the state economy through his passion in investing in agriculture. Here, fish farms were built in some local government areas of the state including the Buguma fish farms. The Ogoni banana farm and the gigantic Songhai farm in Ebubu Eleme are legacies of his administration.

When Amaechi held sway, Port Harcourt was a place to dwell in. It was a place to behold, it was a safe haven for investors and investors who CRA, as fondly called by his supporters, was always on his toes to deliver good governance to his people. Time to time he was moving round the communities in the state to inspect ongoing projects to make the contractors deliver in other to improve on performance and governance.

For Amaechi, governance was a call to duty nothing more. His sense of openness knows no bound, a man endeared with tremendous dynamism and ponderous intelligence. Amaechi was a cynosure of all eyes. For him, his entire years of stewardship for public resources entrusted to him were hinged on openness and truth and transparency with which the process and operations of government businesses are performed.

Amaechi focused on building a new economy that called for massive infrastructural turn around, building of a mega city he called the Greater Port Harcourt City.

The establishment of a world class education system that ignited human capital development through oversea scholarships will not be forgotten in a hurry. Non indigenes resident in the state had no course to worry as they fully benefited from Amaechi’s benevolence. For Amaechi, there was nothing like a non-indigenous status in Rivers, there was no segregation at all. This principle of oneness saw Amaechi recruiting over 3000 non indigenes into the state work force. Amaechi consequently reversed the payment of school fees by non-indigenes which was formerly far higher than that of the state indigenes, the fees were pegged at flat rate for all and sundry.

Amaechi’s model primary schools are spotted all over the state including the remote communities, the purpose was to bring education closer to the people. The era when children had to travel a far distance to neighboring communities to acquire knowledge became history. Amaechi model primary and secondary schools were akin to standard university in some African countries, Amaechi  received wide spread commendation from both local and international bodies for building schools which are likened to higher institutions of learning.  The schools were fully equipped with modern facilities to aide learning especially for science students.

Amaechi’s Education Commissioner Dame Alice Nemi bagged an education ambassador award. Amaechi’s education policy “education for all is the responsibility of all was key to his administration’s mission statement. Amaechi was poised to providing quality education for his people, thus; his slogan, ‘Bring the child to school naked we will provide school uniforms, bags, sandal, books including computers for every child.”

Just like every other project he ventured in ,Amaechi embarked on affordable health care delivery. His health policy also received commendation with the introduction of free Medicare for all. Be you indigene or non-indigene ,all you required was to work a stone throw to access the health centers and you would get treated free of charge. The specialist hospitals were there for referral purposes, no matter the nature of illness you were hopeful of getting treated for free.

Prompt payments of workers’ salaries and pensions for pensioners were not left out at the time. Civil servants promotion exercise which became almost a dead matter reinvigorated. Civil servants of the state rose up to their duties of providing effective services to government and they both added value to their jobs because of the robust relationship that exist between them and government. That was the Rivers State that I know, a State of so much possibility.

  • Amaechi needs sympathy

In May 27, 2015, the immediate past failed Rivers State Governor, Chibuike Rotimi Amaechi made very disheartening comments about the incoming administration of Governor Nyesom Ezenwo Wike.

Amaechi said, ‘’ I’m not joking, we have no money anywhere. In Rivers State, no money. I think Nyesom Wike is coming, we are waiting. He will look for money for salary; there is none. But when he pays out salary, we will see if any of them can do what we did in this state: whether they can build the schools, the roads, even to get a loan’’.

After the prophecy of doom above, he ran to Abuja to await news of the collapse of Rivers State.  He was sighted at the Eagle Square happily playing the talking drum in anticipation of the failure of Governor Wike.

Since May 29, 2015, Amaechi has been waiting in vain. Rather than hear news of despair, he is hearing daily reports of celebration.  Rather than hear tales of woe, he has been hearing stories of endless commissioning of projects.

The Third Year Anniversary Celebration of the Wike administration has become a major headache to the immediate past failed Rivers State Governor.  Since May 23, 2018 Governor Wike has been rolling out key projects across the three senatorial districts.

As a statesman, Governor Wike has made it a point of duty to invite leaders from all political divides and interest groups to commission projects as part of the Third Year Anniversary Celebration. Former President Goodluck Jonathan, Former Head of State, General Abdulsalami Abubakar, Sultan of Sokoto, Obi of Onitsha, Oni of Ife, Former Plateau State Governor, Jonah David Jang, Former Jigawa State Governor, Sule Lamido, Former Vice President Atiku Abubakar and Speaker of the House of Representatives, Yakubu Dogara top the list of those who have commissioned major projects in the five weeks.

At the weekend, a frightened Chibuike Rotimi Amaechi received a chieftaincy title at Elele. This time, his testimony has changed.

From Wike is doing nothing to Wike is commissioning projects that he (Amaechi) has executed up to 90percent. I like to see the positive side of everything, even the lies of a failed politician.

At least, Amaechi has admitted that Governor Wike has been paying monthly salaries and pensions, including the four months arrears of salaries and six months of pensions that he used in sponsoring the APC National Campaign.

For the first time, he admitted that Governor Wike is working, even though he tried in vain to belittle the work.

Amaechi’s gnashing of teeth on the Woji-Elelenwo Dual Carriageway and Bridge commissioned by the Speaker of the House of Representatives, Rt Hon Yakubu Dogara  is uncalled for. He abandoned the bridge at less than 30percent and the contractor fled the site because the contract was not funded. This was acknowledged by Governor Wike during the commissioning of bridge and road.

Let me rehash a background of the all-important Woji-Elelenwo Dual Carriageway and Bridge that is giving Amaechi sleepless nights.

For two years running, the Nigerian Guild of Editors held their Annual General Conference in Rivers State.  They were opportuned to see the different stages of the Woji-Elelenwo Dual Carriageway and Bridge first hand.

The Guild of Editors  were opportuned to witness significantly, the progression  of this major Inter-Change, abandoned at less 20 percent completion by the immediate past failed Amaechi administration On July 30, 2016, Governor Wike led the Guild of Editors to inspect work on the Woji-Elelenwo Bridge. At this time, though the contractor had worked under the supervision of Governor Wike for over 9 months, the bridge was yet to get halfway.

From the point where the contractor had reached at the time, Governor Wike and the editors looked across the river into the virgin land and houses on the other side. It appeared as if the project will never be completed.

Aside the Nigerian Guild of Editors, another group that witnessed the progression of the Woji-Elelenwo Dual Carriageway and Bridge was the Nigerian Bar Association.  During their 56th Annual General Conference held in Port Harcourt in August 2016, Governor Wike took them on a tour of projects.  The Woji-Elelenwo Dual Carriageway and Bridge was one of the projects that was visited.

Still on that stretch is the Abuluoma-Woji Bridge which was abandoned by the previous administration at 30 percent, but completed by Governor Wike.  Both projects overwhelmed the immediate past Rivers State Governor because of their scoop.

All through the last quarter of 2015 when Governor Wike consolidated the process for the completion of Woji-Elelenwo Dual Carriageway and Bridge, the reason why the Amaechi administration fled the site was obvious. The project required commitment, strict supervision, dedicated funding and patience.  That failed administration lacked all these qualities.

The Woji-Elelenwo Dual Carriageway and Bridge was awarded by the previous administration in 2009 at N3billion. The same immediate past failed Amaechi administration revalued the road to N11billion.

It refused to fund the project after three years of inconsistency. As a result, the contractor fled the site. Nothing much was done, even though the Inter-Change was critical to free flow of traffic.

Governor Wike personally supervised the paving of the new road which links Woji-Elelenwo through to Akpajo in Eleme Local Government Area.  The governor debated with the contractors at different times, insisting on the best for Rivers people.

From 2015 to 2018, the administration of Governor Wike worked round the clock to deliver this all-important project.

The project is now an architectural masterpiece.  A beauty to behold and a golden manifestation of quality projects delivery. It is furnished with streetlights, flyover, under-pass, 750 meter bridge and a link road.

On June 8, 2018, the Rivers State Government delivered this brand new road to the good people of the state. It was a celebration of performance as men of goodwill gathered irrespective of party affiliation.

The Woji-Elelenwo Dual Carriageway and Bridge was commissioned by the Speaker of the House of Representatives, Rt Hon Yakubu Dogara.  He was overwhelmed by what he saw. His joy was written on his face. The relevance of the project transcended party politics.

He saw first the hard work of a leader committed to the welfare of Rivers people.  This spurred Rt Hon Yakubu Dogara to make very profound declarations.

Speaker of the House of Representatives, Rt Hon Yakubu Dogara described the Rivers State Governor, Nyesom Ezenwo Wike as a refiner’s fire and a fullers’ soap, who has diligently transformed Rivers State.

He said: “This governor is a consummation of excellence.  He is a representative of a refiner’s fire and a fuller’s soap. A refiner’s fire separates impurities from the gold and leaves the gold intact.

“Refiner’s fire brings out the best. A fuller’s soup removes dirts and leaves the cloth sparkling clean. I am exceedingly proud of what Governor Wike has done “.

He congratulated the people of Rivers State for the luck of having Governor Wike who is thriving in excellence.

The Speaker noted that though he belongs to the APC, as a parliamentarian, the entire country is his constituency. He noted that only tribalists are restricted to their tribes and political parties.

According to him, democracy has no place for tribalists, because they don’t value performance.

“I wonder why someone will look at this project and say nothing exists. If that is the case, the person is a tribalist. As citizens, we celebrate excellence and we must celebrate Governor Wike”, the Speaker said.

He said that in some other states, projects of the nature of Woji-Elelenwo Dual Carriageway would be celebrated for weeks.

At the commissioning ceremony, Governor Wike explained why he invited the Speaker of the House of Representatives to commission this massive project.

“I don’t want to invite my party person to commission this project. If I do, they will say I am playing tricks. That is why I invited a leader from another party to commission it. We are committed to the welfare of Rivers people “, he said.

The former Rivers State Governor, Chibuike Rotimi Amaechi, deserves our heartfelt sympathy.  He set the stage for Wike to fail, but Wike jettisoned failure and is now Nigeria’s best performing governor.

He is in deep national crisis because the performance of Governor Wike is in the public domain.  The appreciation is genuine and the state-wide acceptance is unprecedented.

In the face of national failure, Governor Wike has established a template for success and good governance.  He has reached out the 23 Local Government Areas of Rivers State without discrimination and continues to develop projects in hitherto neglected communities.

From Ikwerreland to Ekpeye-land through to Kalabari communities down to Ijaw, Etche, Ibani, Abua-Odual, Ndoki, Okrika, Andoni, Ogoni and others, no ethnic nationality in the state has been abandoned.

That was why Rivers State Governor, Nyesom Ezenwo Wike during the flag off of   Kira-Nonwa-Barayira-Sime-Eteo Road in Tai Local Government Area boldly declared:

“This is just three years and we have reached the 23 Local Government Areas. Let anyone come from any local government area, come forward to say that we have not executed project in his council.”

Rather than dwell on daily lamentations on the overwhelming success of Governor Wike, Amaechi should be honourable enough to apologise to Rivers people for stealing their resources to sponsor the worst Federal Government since the nation gained independence.

  • Ex-deputy speaker House of Reps lied against Amaechi

Ex-deputy speaker House of Reps lied against Amaechi

The Inter-ethnic Network for Chibuike Rotimi Amaechi (INCRA) has accused a former Deputy Speaker of the House of Representatives, Prince Chibodum Nwuche, of lying against the Transportation Minister, Rotimi Amaechi, an ex-Governor of Rivers State.

It also described as really unfortunate, Nwuche’s Wednesday’s statement during the inauguration of 8.4-kilometre Edeoha-Ikata-Ochigba Road in Ahoada East Local Government Area of Rivers state.

INCRA, through a member its Interim Management Team, Gift Elenwo, declared that the former deputy speaker did not act as a statesman.

Construction of the strategic road, which was started by Amaechi’s government, was completed by the Nyesom Wike’s administration and inaugurated on Wednesday by a former Speaker of the House of Representatives, Ghali Umar Na’abba.

Nwuche, who is from the area, during the road’s inauguration, alleged that Amaechi abandoned the project because of him (Nwuche), while claiming that Wike was not just a politician, but a statesman.

The ex-deputy speaker noted that the incumbent Rivers governor released funds for the construction of the road, despite the fact he (Nwuche) is a member of the All Progressives Congress (APC).

Nwuche said: “I tell people that politics is about the people.  People love Wike for his good works. They love him for the roads he has constructed for Ahoada people. I urge Governor Wike to keep being the good person that he is.”

INCRA, however, said: “Nwuche’s statement is not only misleading, but fraught with falsehood. We are at a loss as to why the former Deputy Speaker of the House of Representatives chose to sacrifice truth on the altar of  politics. It is disheartening that a statesman in his mould would  deliberately distort facts to suit a momentary political interest.

“The Edeoha-Ikata-Ochigba Road was awarded by former Governor Amaechi, with the Ikata-Ochigba section of the road fully completed, while the Edeoha-Ikata section was not fully completed before the expiration of his tenure on May 29, 2015, but the drainage and earthworks were fully done. Nwuche deliberately evaded the truth to misinform unsuspecting members of the public and impress his NEW (Nyesom Ezenwo Wike) benefactor, who merely asphalted the road.

“Rather than fault Amaechi, we had expected Nwuche to have apologised to his people over his inability to influence the construction of the road, while he was the Deputy Speaker of the House of Representatives and the number six citizen of the county, between 1999 and 2003, during which period Amaechi was the Speaker of the Rivers State House of Assembly.

“Nwuche’s spurious allegation was made maliciously and in bad faith to discredit the genuine efforts Amaechi made as a governor to bring social and infrastructural developments to the Ahoada region. It is not contestable that Amaechi as governor, constructed many roads in the area, including 13-kilometre internal roads in Ahoada Town, with drainages on both sides and the 9-kilometre Cohisa By-pass/Abuja Road, with drainages.

“It is our firm belief that Nwuche’s position on the road was informed more by his disinclination towards Amaechi than by the truth. It is on record that Amaechi embarked on massive construction of roads across the 23 LGAs and major towns in Rivers State. It is pertinent to point out that it might have been impossible for Amaechi to have constructed all the roads in the state, within the period he served as governor.”

The group also stated that the former deputy speaker was one of the top politicians in Rivers state that opposed the emergence of Amaechi as the governorship candidate of the Peoples Democratic Party (PDP) in early 2007 and that when Amaechi became governor on October 26, 2007, through the landmark judgment of the Supreme Court the precious day, he turned around to support the then governor (Amaechi).

It noted that in the build up to the 2015 general elections, Nwuche joined forces with President Goodluck Jonathan and Wike to fight Amaechi out of the PDP, believing that the then President Jonathan would retain his seat and banish Amaechi from the political spheres.

INCRA reiterated that shortly after President Muhammadu Buhari was declared winner of the 2015 election, the former deputy speaker defected to the APC from the PDP, ahead of the governorship election of 2015, declaring that the group was not surprised that Nwuche would at this time of seeming political wilderness in Rivers, gravitate towards Wike to seek pecuniary and alimentary gains over political integrity.

It said: “While we may understand Nwuche’s rationale for hobnobbing with Wike and the PDP, we do not seem to understand his reasons for withholding the truth from the public. Eventhough Nwuche was awarded a contract by Wike to renovate a section of the Western Ahoada County High School – a contract below his status and fit only for up and coming politicians – should that be enough reason to have smothered the truth?

“Has Nwuche suddenly lost faith in the APC, as a result of the slight delay in inaugurating the newly-appointed board chairmen and members of some Federal Government’s parastatals, of which he was appointed a board chairman?

“A man, who appears to have failed to reflect the kind of focus, commitment and tenacity expected of someone who once occupied the exalted office of the Deputy Speaker of the House of Representatives, must not be taken seriously.”

The group also urged Nwuche to be bold enough to define his political interest and pursue it openly and boldly, without fear or favour, rather than hiding under the guise of politicking beyond partisan limitations.

He said “I am sorry that the problem Rivers East is facing is led by a person from the zone, I am in a position to say sorry for what my younger brother is causing for the senatorial district and am advising him to stop now for if the people of the Rivers East senatorial district decide to cook for him (Amaechi) to eat, he cannot be able to eat it.”

  • 2018: Amaechi sets the ball rolling

2018: Amaechi sets the ball rolling

New Year usually comes with a lot of expectations and happenings. For many, it is a period of a new resolve, a time to move forward and put behind setbacks of life.

Every person or individual hopes that the year, 2018 will usher in good news in their respective lives and take them to the next level of bliss.

And so, for the Transportation Minister, Chibuike Rotimi Amaechi, the year 2018 signals a year of projects’ completion as another giant feat was again recorded last week in the transportation sector with the successful commissioning of  two additional locomotives/10 Coaches for Abuja-Kaduna train service and Inland Dry Port in Kaduna. Meanwhile, some of the projects expected to be completed this year are the Itakpe-Warri and Lagos-Ibadan Rail lines among others.

President Muhammadu Buhari, accompanied by top government Officials commissioned two additional Locomotives and ten (10) Coaches for the Abuja-Kaduna train service and Inland Dry Port.

That event has again shown that the man in charge, Rt.Hon. Chibuike Rotimi Amaechi is not just passionate about job delivery but concerned about ameliorating poverty in the position he superintends. Amaechi is tireless about bringing the overall change needed in the transportation sector with the privileges at his disposal. It is of note that while some other top government functionaries travelled to their respective homes and towns to wine and dine with their love ones during the festive period, Amaechi was glued to a specific assignment of setting the ball rolling as the transportation Minister in the Rail and maritime sectors of the economy.

One of those efforts and sleepless nights of Amaechi last year is the result of the latest commissioning of the two additional Locomotives, 10 Coaches and Inland Dry Ports in Kaduna. He is determined to see ongoing projects in his ministry completed at the stipulated time frame.

The commissioning of the Locomotives is part of government efforts towards alleviating the suffering of Importers and Exporters at the hinterland and numerous challenges they go through as businessmen who are zealous in participating in shipping and international businesses. The Dry Ports were conceived as parts of government Ports reform programme to facilitate efficient Cargo delivery to the hinterland, provide access to Port services amongst others.

According to the Minister, “ It is worthy of note, that on the 15th of March,2006, the Federal Government of Nigeria approved the development of six(6) geo-political zones of the country, on a public private partnership(PPP) basis, under the supervision of Nigeria Shippers’ Council”.

“Wisely buying into this Federal Government initiative, the Kaduna State Government, in April, 2011, sought for, and obtained approval to upgrade the existing Kaduna bonded terminal of the Inland Containers Limited (ICNL) into a Standard Dry Port”, he said.

The Dry Port, according to Amaechi will have direct benefits to the people as they will replicate port economy in the hinterland, improve the ease of doing businesses in the maritime sector, reduce transportation and transaction cost and attract various infrastructural and regional development projects just to mention a few.

Speaking further Amaechi said, “The multiplier effect of this project to the Federal Government and host State Government, as well as its environs, and the economy at large, cannot be overemphasised. At this juncture, let me appreciate the level of inter –agency cooperation among relevant government agencies. I once again, welcome Mr. President who agreed to personally commission this Dry Port and register my appreciation for the honour, as well as all the stakeholders who excitedly accepted our invitations to witness this historic event”.

Speaking at Rigassa train station in Kaduna during the commissioning of the Locomotives, the President recalled that he commissioned the Abuja-Kaduna railway service in July 2016, being the country’s first ever standard gauge train service.

“I am glad that this service has become very useful for commuters and would soon become the preferred means of transport for the journey from Abuja to Kaduna” he said.

Muhammadu Buhari reaffirmed the Federal Government’s resolve to pursue with vigour railway development in Nigeria through the implementation of the 25 year strategic railway masterplan. He reassured Nigerians of his administration’s resolve to bring all-round development to the citizens in order to bridge the huge gap that exists in Nigeria’s infrastructures.

He stated that government would further focus on coastal rail lines. “Additional critical projects which I particularly picked out include the coastal rail lines from Lagos to Calabar with branches in Benin, Agbor and Onitsha; Port Harcourt to Maiduguri standard gauge rail lines with branches in Warri, Awka, Abakaliki, Yola and Damaturu”, he said.

According to Mr President, rail lines from Kano to Kazaure, Daura, Katsina, Jibya to link some other cities in Niger Republic will commence in earnest this year as part of regional interconnectivity and also to boost trade and commerce in the region.

Buhari said that the private sector would be encourage to participate in the railway development as negotiations was on for the concessioning of the narrow gauge rail Lines to a consortium, General Electric (GE). “We are looking forward to a more efficient railway service on the narrow gauge line to be driven by the private sector”. The President added that government is creating conducive environment for private sector participation by strengthening the legal and regulatory framework towards this plan.

He reiterated government commitment to linking all major commercial and production centres in the country by rail for rapid social economic development and improving the quality of life of the citizenry.

The President further reiterated his administration’s resolve to continue to develop Nigeria’s railway system as he appreciated the Hon. Minister of Transportation, Rt. Hon Chibuike Rotimi Amechi for his doggedness in the Ministry and also stakeholders who have played major part in the continued development of the country’s railway system.

At the commissioning of the first Inland Dry Port in Kaduna, President Muhammadu Buhari expressed optimism that the Inland Dry port would boost the nation’s economy.

According to President Muhammadu Buhari, the facility with about 29, 000 tonnes of cargoes yearly is expected to serve the port of origin and destination as cargoes would be conveyed via locomotives from the Lagos Ports to Kaduna.

He said, the port would provide importers and exporters in the hinterland the opportunity to ship and clear cargo easily without travelling to Lagos adding that this would reduce the cost of transportation and doing business as well as eliminate congestion at the Lagos port. “It remains for Customs and port officials to make these facilities work and not frustrate business, commercial and industrial enterprises with unnecessary bureaucracy, inflicting delays and hardship, thereby deflating the objective of the whole exercise as has happened in the past. Make this facility work this time,” the President said.
