APGA should enforce party discipline, says Okorie

Pioneer National Chairman of the All Progressive Grand Alliance (APGA) Chief Chekwas Okorie examines the protracted crisis in the party and contends that unless discipline is restored, the platform would continue to flounder.

The entire members of the All Progressives Grand Alliance, APGA, in Nigeria and abroad, especially the good people of Anambra State, will bear out that the leadership of our great party under Chief Edozie Njoku as National Chairman, has repeatedly offered Professor Chukwuma Soludo, the Governor of Anambra State extended latitude to halt his continued sponsorship of crisis in APGA. I do not wish to bore you with the plethora of anti-party activities perpetrated and sponsored by the only governor produced on the platform of our party in the present dispensation. Highly respected and very senior clergymen in Anambra State, traditional rulers, association of town union presidents-general, several Anambra State business and intellectual elite have at various times appealed to Governor Soludo to cease his unprovoked destabilizing war against the survival of the Party that provided him with the singular opportunity to realize his long elusive life time desire to become the governor of Anambra State, after two previous failed attempts.

Ins spite of all entreaties to Gov. Soludo to give peace a chance to allow APGA to live out its full potential and promise, he remained recalcitrant and carried on like a bull in the China shop.

When the Supreme Court of Nigeria delivered an unambiguous and decisive judgment on the APGA leadership dispute, which affirmed Chief Edozie Njoku as the National Chairman of  APGA after correcting what Hon. Justice Mary Peter-Odili (Justice of the Supreme Court rtd) in an elucidating letter referred to as a “trajectory of errors” identified in the earlier judgment the Court delivered on 14th October, 2021 in the same suit, every reasonable Nigerian expected that the protracted leadership dispute in APGA would cease finally following the general rule that there must be an end to litigation. The authentic National Chairman of APGA, Chief Edozie Njoku immediately extended his hand of fellowship to Gov Soludo and his followers repeatedly to join hands with the leadership of our great party to rebuild it. Similarly, I was unrelenting in appealing to Gov Soludo to use his good offices to promote peace and reconciliation in APGA. I intervened in my capacity as the founder and vision bearer of this great party of immense historical importance in Nigeria.

APGA is the first Igbo contribution to Nigeria’s political party system since 1923 (about 101 years ago).

Gov. Soludo and his goons refused to accept the finality of the Supreme Court judgment. Two members of the National Working Committee of the Party had to approach the FCT High Court 40 in Bwari to seek the enforcement of the Supreme Court judgment as provided by the relevant provision of the 1999 Constitution of the Federal Republic of Nigeria as amended, that any court of record below has the mandate to enforce the judgment of the Supreme Court. Notwithstanding all the stumbling blocks put on the part of justice, the trial court delivered a landmark judgment on the 6th of June, 2023, whereupon the court affirmed Chief Edozie Njoku as the National Chairman of APGA and validated the National Convention of the Party held at Owerri, Imo State, on the 31st of May, 2019. True to character Gov. Soludo’s faction of APGA proceeded to the Court of Appeal to challenge the judgment of the trial court. On June 28, 2024, the Court of Appeal, in a crushing and devastating judgment, resolved all the 10 grounds of appeal formulated by Victor Oye, the Appellant in the Soludo sponsored appeal in favor of APGA and dismissed the appeal in a unanimous judgment of three erudite Justices of the Court.

At this point, we resumed our appeal to Gov. Soludo to cease fire and embrace peace in his political interest and in the interest of the Party. In order to underscore our genuine and sincere interest in the peace process, Chief Edozie Njoku, the National Chairman of APGA, honored Gov. Soludo’s invitation to his Abuja residence.  Needless to say, the meeting that lasted for nearly 3 long hours was more of a monologue that turned out to be Chief Edozie’s waste of valuable time that could have been deployed to something more productive. What followed was yet another frivolous suit slammed on INEC and Chief Edozie Njoku at a Federal High Court by one Mr. Sly Ezeonwuka, a Special Assistant to Gov. Soludo who claims to have been elected as the National Chairman of APGA in an illegal convention that was nullified by the judgement of the FCT High Court referred to  above which was upheld by the Court of Appeal. The same INEC that over indulged the Soludo faction for nearly two years is now being disparaged by very beneficiaries of INEC protection for the simple reason that the Commission has come to terms with reality and chose to comply with the unambiguous judgment of the Supreme Court which was enforced by a trial court and affirmed by the Court of Appeal. Upon being served the INEC counter-affidavit to their stupid suit, they knew that their suit was dead on arrival. Their next line of action was to seize the opportunity of filing a motion at the Court of Appeal for leave of court to appeal to the Supreme Court to mischievously include three other reliefs, which are tantamount to reopening a suit the Court of Appeal has dismissed. Gov. Soludo thinks that his unfettered access to the common patrimony of the good people of Anambra State grants him the assurance that the Court of Appeal can easily be compromised. The audacity of sponsoring Chief Victor Oye to embark on this latest misadventure at the Court of Appeal is incredible. A contemnor who has blatantly refused to purge himself of contempt is unashamedly before the Court of Appeal to protect his being sentenced for contempt of valid orders of a court of competent jurisdiction.  Nigerians are watching to see whether the appellate court will stand on the side of a contemnor or protect the sanctity of the Nigerian judiciary and rule of law.

It has become abundantly clear to all discerning Nigerians that Gov Soludo is determined as he threatened, to sacrifice APGA rather than submit to Chief Edozie Njoku as the National Chairman of our great Party.

The continued survival of APGA in spite of all its vicissitudes, is by the special grace of God. APGA is a product of three attempts for registration at INEC in 1996, 1998, and 2002. APGA is a spirit and therefore indestructible. APGA will outlive all of us, including Prof Chukwuma Soludo.

Nobody born of a woman can prevent APGA from recovering its rightful place in Nigeria’s political space as the only political party in Nigeria anchored on genuine progressive ideology. Nobody born of a woman can be an undertaker to bury APGA as Prof. Soludo boasted in his tantrums and hallucinations.

In conclusion, it is on behalf of the Board of Trustees of the All Progressives Grand Alliance, APGA, that I advise the National Working Committee (NWC) of APGA to activate without delay the Party’s disciplinary machinery to sanction all those who may be found guilty of anti-party activities and whose actions and utterances have brought the Party to public ridicule and shame. I strongly advise that the Party’s disciplinary measures must include but not limited to Prof Chukwuma Soludo. The sanctity of the supremacy of the political party in party democracies all over the world must be sustained and maintained.

Anambra poll: Ex minister, UPP chair advise INEC to use upgraded voter card reader

•EFCC should be part of monitoring team, says Okorie
    •Chidoka: APGA is adrift

National Chairman of the United Progressive Party (UPP), Chief Chekwas Okorie and former Minister of Aviation, Osita Chidoka has advised the leadership of the Independent National Electoral Commission (INEC), to abide by its promise to conduct the November 18 Anambra gubernatorial election with upgraded voter card reader.

The duo spoke when Okorie officially presented the certificate of return to Chidoka, certifying that he has been duly elected as the UPP 2017 governorship candidate in Anambra State in the primaries conducted on the August 19, 2017.

The ex-corps marshal of the Federal Road Safety Corps, (FRSC) was also presented with INEC’s form CF 001 and the nomination form from INEC which is form 4B 1.

Okorie recommended that based on past experiences, the Economic and Financial Crimes Commission (EFCC), should be allowed to be part of the monitoring team to avert crisis.

According to him, “We have a candidate whose godfather is the Almighty God. The people of Anambra State demanded a clean person and we have given them. There is no other candidate that can boast of solid grassroots mandate than the person we are presenting to you today.

“I appeal to the Independent National Electoral Commission (INEC), to comply with the promises they made to political party leaders, the promises they made to media chiefs, who were assembled differently. The promises they made to pro-democracy and donor agencies that the Anambra elections will be conducted with an upgraded voter card reader that will transmit results right from the polling unit to the central server. That was what was promised all of us. And it was demonstrated before us and we applauded it because for the first time the ordinary Nigerians, in Anambra State will indeed chose who their governor will be.

“Once that is done, we are home and ready. I wish to recommend if only for the Anambra election, the Economic and Financial Crimes Commission (EFCC), should be part of the monitoring team. I say this because in 2013 in Anambra State, we saw people carrying sacks of money in naira close to polling stations and they were giving N5, 000 to vote for a particular political party. And when the attention of the police was drawn to the development, the police who were obviously been compromised said that they were invited to maintain law and order and not to chase people who were carrying money around. If EFCC is part of this election the past experience will not repeat itself.”

Chidoka also advised INEC to keep to its promise and allow the rule of law to take its course.

He vowed to unite the Igbo in particular and Nigeria in general if elected as the governor of Anambra State in the forthcoming election.

His words: “Anambra State is about to start a new beginning. No more shall Anambra people be voting for people who are sponsored by forces that are not the people contesting the election. No more will Anambra State be ruled by an ideologically vacuous and bankrupt party. The UPP have come to restore the low voice of the Igbo.

“APGA as a party have no position neither does the government of Anambra State on the agitation for Biafra by the Igbo. They have no position on the issue of restructuring of the country. They have worked with PDP and are willing to work with APC. APGA as a party is adrift and we want to send it to its final funeral. And the reason why we want to do that is we have to help Nigeria to re-channel Igbo anger and energy towards building a nation that works for everyone. I stand here to say any vote for UPP is a vote for a better future for Anambra State and Nigeria. If INEC does what the chairman have said and allows for the electronic transmission of results from all the polling unites in Anambra, I can tell you the influence of the money bags will be minimal. INEC should play by the rules.”

  • ‘Stop blackmailing Buhari with threats of impeachment’

‘Stop blackmailing Buhari with threats of impeachment’

The United Progressive Party (UPP) Friday asked the Senate to blackmailing the Executive arm of government in order to obtain some form of soft landing for its principal officers over their current trial for alleged forgery of the Senate standing rules.

In a statement signed by the National Chairman, Chief Chekwas Okorie, the party said that the leaders of the Senate should subject themselves to the judicial process with regard to the on-going trial of some top Officers of the Senate on forgery accusation.

The party describes as satanic, subversive and dangerous, the threats by the lawmakers to impeach President Muhammadu Buhari for unspecified impeachable offences, asking them to completely erasing such thoughts from their mind.

He said: “Our attention has been drawn to some threats emanating from some persons in the National Assembly to commence impeachment proceedings against President Muhammadu Buhari for unspecified impeachable offences.

“We wish to state unequivocally that such thoughts at this point in time are satanic, subversive and dangerous. It should be erased completely from the minds of those contemplating such move.

“Any such act of vengeance will be most unpopular, unpatriotic and condemnable. All hands must be on deck to salvage our country from its present state of economic downturn, excruciating poverty and security challenges.

“In the spirit of separation of powers as clearly defined in the 1999 Constitution of Nigeria as amended, it behoves the National Assembly and its leadership to submit themselves to the judicial process with regard to the on-going trial of some top Officers of the Senate on forgery accusation.

“It must not be seen that the National Assembly is resorting to the blackmail of the Executive arm of government in order to achieve any form of soft-landing for its Officers who are already facing trial.”

Okorie also condemned calls for immunity for principal officers of the National Assembly, pointing out that such ad fate, especially at a time when Nigerians are canvassing the removal of immunity clause from the constitution.

He said: “We hold the view that it is absolutely in bad fate for some of our legislators to propose to seek to include in the on-going amendment of the Constitution of the country, provision for the immunity of principal officers of the National Assembly.

“It is the general position of majority of Nigerians that the immunity provision as currently stated in the 1999 Constitution as amended, should be amended to remove criminal proceedings in the immunity clause, such that the President, the Vice President, Governors and Deputy Governors will not be immuned from criminal proceedings when such offences are committed by any of them.

“This feeling of most Nigerians is as a result of the impunity, recklessness, corruption and the insensitive conduct of majority of those who are protected by the immunity clause.

“It is therefore disturbing that some of our elected legislators wish to add the principal officers of the National Assembly to the long list of those acting with impunity and polluting our democracy.

“More disturbing is the fact that each time there is effort to amend the Nigerian Constitution a proposed obnoxious provision rears its head to scuttle the entire exercise especially after huge scarce public resources had been expended in the process of constitutional amendment.

“We remember with sadness how the attempt to include a provision for a third term under President Olusegun Obasanjo administration completely scuttled all the efforts put in to amend the constitution at that time.

“In the same manner another effort for constitutional amendment ended up in the archives after President Goodluck Jonathan refused to promulgate the already concluded exercise because of an innocuous provision that was interpreted by the Presidency to reduce in a very minimal way the powers of the President.

“Again, the public resources expended in that exercise went down the drain. And now President Jonathan is not anywhere to exercise the powers of President.

“This time the much expected constitutional amendment which Nigerians anticipate that will address most of the fears and misgivings of many sections of Nigeria appears doomed as a result of this mischievous and self-serving plot to include in the constitution an immunity provision for Principal Officers of the National Assembly.”

Okorie however expressed concern over what he called “the lopsided nature of the appointments into key and strategic Public Offices by President Muhammadu Buhari” saying such lopsidedness was unsettling.

He urge the President “to review these appointments to reflect the spirit and letters of the Federal Character provision of the Nigerian Constitution which he swore an oath to uphold and defend at his inauguration as the President and Commander-in-Chief of the Federal Republic of Nigeria.

“We believe that he will stand out as a man of honour, consideration and integrity if he shows sensitivity to public concern over the exceeding lopsidedness of his appointment to public office. We make this recommendation for the review of these appointments out of genuine patriotic disposition as a friendly opposition political party.”

  • No big deal if Jonathan loses presidential election – Okorie

The presidential candidate of the United Progressive Party (UPP), Chief Chekwas Okorie, has frowned at threats of war credited to supporters of the President Goodluck Jonathan, saying there is no big deal if the President loses the forthcoming elections as he will not be the first person to be defeated as incumbent President.

Speaking with journalists in Abuja on Tuesday, Okorie expressed concern over the utterances of leaders of the Peoples Democratic Party (PDP) and All Progressives Congress (APC) in what has become very inciting and provocative altercations in the name of elections’ campaign.

He said it is more worrisome that this trend has assumed more dangerous momentum after the Abuja peace agreement which all the political parties and their presidential candidates signed.

Okorie said: “If Dr. Goodluck Ebele Jonathan is defeated in this election which is what I’m working hard to achieve as a contestant for the office of President, he will not be the first incumbent to lose in an election. There is no reason to threaten the corporate existence of Nigeria because of his failure to win in a democratic contest.

“In the same token if Gen. Muhammadu Buhari is defeated in the 2015 general election, he will not be the first person to lose election after four attempts. The legendry Abraham Lincoln, a one- time President of the United States of America, achieved his ambition to be President in his sixth attempt at presidential elections.

“If I win the 2015 presidential election, which is my desire and ambition in this contest, I will not be the first to cause an upset in such contest and win the election. There is no reason why any of these scenarios should cause a national insurrection.”

UPP presidential candidate emerges Dec 11

•Igbos have not endorsed Jonathan, says Okorie

THE United Progressive Party (UPP) will on December 11 pick its presidential candidate and running mate in Aba, it was learnt yesterday.

Its National Chairman, Chief Chekwas Okorie, who disclosed this in Abuja at the weekend, also stated that Ohanaeze Ndigbo has not endorsed President Goodluck Jonathan for reelection.

Briefing newsmen on the party’s activities towards the 2015 general elections, Okorie said UPP will only consider alliance with any party until it has tested its strength on the field.

According to him: “I have never been an apostle of pre-election merger or coalition. UPP is in this 2015 election to win the Presidency.

“UPP is ready for any relationship with PDP or APC, but not until we have tested our strength in the field.

“We have more than enough issues to confront the PDP with. I have not sold out on the Igbo cause. I have never used the cause of the Igbo people to enrich myself.”

He stated that the UPP will spring surprises in the forthcoming general elections.

Okorie said: “You will see that anybody who has done the calculation of the outcome of 2015 presidential election on the basis of two parties fighting it out will have to return to the drawing board.

“The candidate will emerge with his running mate. I want to inform Nigerians that Igbo people did and have not endorsed President Goodluck Jonathan as President in 2015.

“Initially Igbo people wanted to endorse him at a meeting, but they are now blaming me for not allowing that to happen.”
