    NMDPRA, firm sign MoU for CNG infrastructure development

    The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) otherwise known as Midstream and Downstream Gas Infrastructure Fund (MDGIF) has signed a Memorandum of Understanding (MOU) with IBILE Oil and Gas Corporation for the development of infrastructure for the Compressed Natural Gas (CNG).

    Addressing reporters at the agreement signing ceremony in Abuja, the Minister of State for Petroleum (Gas), Hon. Ekperikpe Ekpo, noted that the pact will pave the way for the firm to accelerate the penetration of CNG to drive the transport sector.

    According to him, owing to the removal of the Premium Motor Spirit (PMS) petrol subsidy, the need for an MoU for an alternative fuel has become expedient.

    His words: “It is an important moment in the history of this ministry and today, I have witnessed the signing of MoU between the NMDPRA with IBILE Oil and Gas Company.

    “This will help them to develop the infrastructure for CNG. And of course, with the withdrawal of subsidy the alternative means now is the natural gas.

    “So what they are coming in to do and the essence of this agreement or MoU is to fast track the penetration of natural gas in the form of CNG to drive the transport sector.”

    Asked when the agreement will become effective, the minister said it took immediate effect.Ekpo said, “We have started everything today. It is left for the party concerned to perfect everything and I don’t think it will take a longer time.”

    He vowed to ensure that he drives the parties to keep to the schedule in the agreement because Nigerians are eager to see the alternative fuel to petrol.

    Meanwhile, MDGIF, Executive Director, Malam Mansur Kuliya, said the agreement was in consonance with the mandate to provide incentive for CNG.

    The National Assembly yesterday frowned at the inability of the Presidential Steering Committee on the Compressed Natural Gas (CNG) Initiatives to account for the money allocated to it from the N500 billion meant for palliatives.

    Speaking on behalf of the Senate and House of Representatives Joint Committees on Petroleum Resources, Senator Jarigbe Agom Jarigbe alleged that the presidential committee was carrying out its activities in secret.

    He said: “We are aware that on October 1, 2023, the President made a promise to Nigerians to address the challenges of the common man by introducing palliatives to ameliorate the suffering of Nigerians as a result of the removal of subsidy.

    “Mr. President also committed to building training workshops, providing CNG conversion kits to advance the natural gas revolution of the Federal Government.

    “The joint committee observed with utter dismay the non-provision of those palliatives in the 2024 Appropriation Bill, which has been made available to the joint committee.

    “The budget of the Ministry of Petroleum Resources is neither here nor there. It does not represent the policy direction of Mr. President on the decade of gas and usage of compressed natural gas as an alternative source of fuel.

    “A capital budget of N5.8 billion for a ministry that is critical to achieving the natural gas revolution policy of the government and ameliorating the suffering imposed on Nigerians smacks of unseriousness.

    “The Steering Committee on the Compressed Natural Gas Initiative has also refused to brief the National Assembly on the programmes they are carrying out.

    “Their activities are shrouded in secrecy and the Ministers of State for Petroleum Resources as well as Oil and Gas are completely in the dark as to the activities of the Presidential Steering Committee on CNG initiatives.

    “In trying to get self-help, the Presidential CNG initiative has embarked on a fund raiser which comes up tomorrow in order to extort funds from so-called stakeholders.

    “As a parliament, we do not align ourselves with running government programmes in disregard to the provisions of the law. We cannot achieve what Mr. President wants without providing for the CNG and other important projects in the Appropriation Acts. Doing so will only open a window of fraud, which will impact negatively on the citizens.

    “Let it be on record that the Steering Committee of the PCNGI cannot account for the funds already provided for them from the N500 billion approved for palliatives for the purpose of CNG and advancement in the country…”

    Chairman of the House Committee on Petroleum Resources (Upstream), Al Hassan Ado Doguwa said: “We have less than N10 billion budget to consider. So, it is just the name that is big. Like people would say: big for nothing. If you have issues, you should make a proposal. But the real budget is what will come out of this institution.

    “We want a Ministry of Petroleum Resources that will not only be robust but must be vibrant and proactive to be able to compete in the global market. A situation where you have other ministries budgeting over N40 billion is not good enough.”

     The transition to natural gas energy embarked on a significant trajectory with the formal presentation of two CNG-powered buses to the State House in Abuja on October 27, 2023, by the PCNGi. This marked the initiation of a transformative revolution, symbolizing the nation’s preparedness for positive change. In rapid succession, this milestone was followed by the inauguration of the CNG Conversion Center in Lagos on October 28, 2023, situated at FEMADEC Energy Group’s station in Abijo along the Lekki-Epe Expressway. Subsequently, the Abuja CNG conversion center, located at the National Institute of Transport Technology (NITT) in the Federal Capital Territory (FCT), was commissioned a few days later. Within a span of two weeks, several other CNG conversion centers have been inaugurated in various states, including Ogun and Kaduna. This swift and widespread deployment signifies a dynamic and proactive approach to establishing a robust infrastructure for natural gas-powered mobility, with the promise of more centers to be launched in the near future.

     The PCNGi’s rapid establishment of CNG conversion centers not only underscores their serious commitment but also demonstrates their dedication to meeting Nigerians’ aspirations for an improved quality of life and a cleaner environment, providing access to more affordable and environmentally friendly fuel for daily use. The socio-economic benefits of these conversion centers, particularly for the residents of Abuja, the FCT, become apparent upon closer examination, offering multiple reasons for optimism regarding their future commutes and livelihoods. Abuja, being historically one of the hardest-hit cities during fuel crises, whether due to scarcity or price increases, has experienced recurring challenges in recent years. The residents of the capital city have consistently borne the brunt of the hardships associated with fuel-related issues. The advent of CNG conversion centers in the city is a transformative reality, bringing genuine relief to the residents and addressing the longstanding issues tied to fuel crises.

     At the inauguration of the Abuja CNG conversion center on November 2, the Program Director of the PCNGi, Engr. Michael Oluwagbemi, stated that the transformation of PMS vehicles into Compressed Natural Gas (CNG) bi-fuel vehicles at this facility signifies a significant transition in their approach to future planning. “It goes beyond simply changing the type of fuel, it reflects a shift in mindset, a deliberate decision to adopt cleaner and more cost-effective energy alternatives.” On the safety concern of most Nigerians regarding natural gas, Engr. Oluwagbemi further noted that “Abuja residents should be aware that driving a car that has been converted to run on CNG can be considered safe, provided that the conversion is executed correctly and in strict adherence to all relevant safety protocols.

     “Converting a petrol-powered vehicle to operate on CNG involves installing a CNG conversion kit. This kit includes essential components like a CNG storage cylinder and a pressure regulator. This is the reason the government is diligent in creating certified conversion centres and employing the services of certified CNG installers. This ensures that your vehicle undergoes a thorough inspection and certification process after the conversion.”

     With the above considerations, it is reassuring that the proposed energy transition is not only cheaper, but also safer, and will truly work out in their overall best interest of citizens. Other advantages of a widespread adoption of this transformative shift in mindset and lifestyle include the following, among others. That CNG is a more cost-effective alternative to traditional fuels like PMS cannot be overemphasized. The Presidential CNG Initiative (PCNGI) stated that the cost of an equivalent litre of CNG to PMS is between N320 and N350. Comparing this to regular gasoline which now retails for an average between N550 – N600 per litre shows that CNG is better for Nigerians than PMS in this austere period.

     The savings achieved by converting vehicles to CNG can significantly reduce the overall cost of commuting for Abuja residents, offering relief from the burden of high fuel prices and the inflation that is galloping out of control. Another related advantage is that the adoption of CNG in public transportation, such as buses and taxis, will lead to more affordable fares, and by extension reduced cost of production or overheads for individuals and businesses in the capital city. This will not only make public transport more accessible but also reduce traffic congestion and the environmental impact of private vehicle usage.

     During the handing over ceremony of the CNG buses at the State House in Abuja on October 27, Zacch Adedeji, the chairman of the steering committee for the PCNGi, stated that while the federal government is looking to roll out more conversion centres across the country in the next 6 months, citizens can expect partnerships with the private sector, cooperatives, state, and union-operated mass transit operators with the aim of rolling out over 11,500 CNG-fueled vehicles during the same timeframe. By virtue of this CNG transition, a CNG economy is sure to emerge in the coming months, opening up various value chain opportunities for the private sector to appropriate. Thus, as the CNG industry gains momentum, businesses in the capital city can explore such opportunities for investment and partnership, driving economic growth and diversification in the process.

     One of such partnerships could be in Research and Development. The conversion center can serve as a hub for research and development, fostering collaboration with local universities and institutions. This, in turn, can lead to innovations in CNG technology and infrastructure. The potential is limitless and exciting. A direct consequence of this CNG economy is job creation as the establishment of the conversion center in Abuja is already generating numerous employment opportunities across the emerging value chain. This development is not only benefiting residents of the capital city, it’s also drawing workers from other states as they fill the direct and indirect opportunities springing up for enginners, technicians, kit producers, maintenance workers etc. The impact on reducing unemployment and increasing the GDP of the FCT cannot be ignored.

    Another most important and timeous advantage of the CNG transition is the environment benefit to the city. CNG is a cleaner-burning fuel compared to traditional gasoline or diesel. By converting vehicles to CNG, the emission of harmful pollutants into the atmosphere in Abuja will be significantly reduced, resulting in reduced air pollution, improved air quality, and overall public health.

     The PCNGi’s focus on CNG and EVs therefore aligns with global efforts to reduce carbon emissions and combat climate change.     No room for monopoly in CNG, says Fed Govt

    The Federal Government yesterday said it will not allow cabal or monopoly in its execution of the energy transition initiative with the adoption of Compressed Natural Gas (CNG) in powering vehicles in the country.

    The Senior Special Assistant (SSA) to the President on Domestic Affairs, Toyin Subair gave this hint while speaking in Abuja at the commissioning of a CNG conversion and training centre at the National Institute of Transport Technology (NITT).

    Subair said: “With the Presidential Compressed Natural Gas Initiative (P-CNGI), there is no monopoly that is going to be created. There are no special suppliers, there are not going to be special companies. All the players from every part of the country will be treated equally.

    “We are not going to focus on one part of the country and ignore other parts. This is everybody’s product and everybody’s initiative to achieve.

    “There is no cabal that will be involved in this. We are opening the economy and this part of it to everybody in the country.

    “We have direct instruction. If you are able to set up a conversion centre, we will work with you. If you are able to import kits, we will work with you. If you are able to do training for people we will start working with you.”

    “We are bringing all the banks and private equity companies together to let the see what the sector is and let everybody come in.

    “There is going to be a level playing field. And that is the assurance of the President on this initiative and we pray to God that it is going to be extremely successful.”

    Subair, who expressed disgust that the country had wasted its resources on the importation of refined petroleum products from foreign countries, said CNG remained the best way to reduce transportation cost in the country.

    He spoke about the many benefits of CNG, adding that not only is it cost effective, the country can power every vehicle with it at one-third of the current cost.

    Subair expressed delight that many people are optimistic about the success of the transition project.

    The Minister of Transportation, Saidu Alkali said CNG is not only cheap and available in high quantity in Nigeria, it has many uses.

    Alkali, who was represented by the Acting Director Road Transport and Mass Transit Administration, Ministry of Transportation, Mrs. Cynthia Akhideno Isimeme also spoke about the many benefits of CNG, which he said include reduction in noise and air pollution, among others.

    The Director-General and Chief Executive (DG/CE) of the NITT Dr. Bayero Salih Farah said the newly commissioned centre “is open to all categories of vehicles.”

    Farah urged vehicle owners in Abuja and its environs to take advantage of the cheap energy that CNG provides.

    Arising from its two-day conference, the Petroleum Training Institute (PTI) Effurun yesterday asked the Federal Government to motivate more investors to operate and stake their funds in the Compressed Natural Gas (CNG) and Liquefied Petroleum Gas (LPG) technology.

    Delivering the communique on the conference tagged: “The 3rd Edition of the Biennial International Conference on Hydrocarbon Science and Technology (ICHST),” in Abuja, the PTI Director of Research and Development, Dr. Tina O. Isichei, called for the encouragement of investment in gas in order distribute it to satisfy the domestic growing energy needs of various offtakers that are far off the pipelines.

    Her words: “Government should encourage more investors to participate and invest in Compressed Natural Gas (CNG) and Liquefied Petroleum Gas (LPG) technology to utilise gas and distribute it to satisfy the domestic growing energy needs of various offtakers that are far off the pipelines.”

    She also urged the government should encourage more Tertiary Institutions and corporate bodies to go off the National Power Grid (PHCN) by investing in CNG, LPG or renewable energies since this energy usage is cleaner, cheaper, and environmentally friendly.

    PTI however sought collaboration between key stakeholders and the government is panacea for unlocking Nigeria’s gas potential in a sustainable manner.

    The Institute said the domestication of oil and gas technologies is the most promising approach to revamping the industry; therefore, government should ensure in-country domestication of natural gas development for economic transformation.

    Isichei asked the government develop adequate gas infrastructure and provide enabling commercial and fiscal terms.

    He urged the stakeholders in the industry to collaborate with academic institutions in the country such as the PTI, to research into the application of AI and Big Data technology to improve the gas exploration, distribution and utilisation in Nigeria.

    She said “Data mining, Block chain, AI and Internet of Things (IoT) are gaining interest by Exploration and Production (E&P) companies, agricultural sectors, refineries andpetrochemical companies; more investment needs to be carried out on their effective utilisations in-country.

    PTI said the Ministries of Petroleum Resources (Oil) and the Ministries of Petroleum Resources (Gas) must ensure the integrity and security of supplies of CNG, LNG to the various plants thereby increasing gas penetration and utilization by local users, for power, transportation, industrial and domestic purposes.

    The institute insisted Nigeria should ensure the domiciling of the proposed African Energy Bank in-country to easily facilitate oil and gas energy projects financing.

    She said for  Nigeria to be among 50 developed nations by the year 2050, there is the need for vigorous efforts to support R&D for the purpose of domesticating many technologies.

     “Nigeria must expand sources of funding R&D to PTI and other academic institutions through incentives like tax credit etc. Research should be coordinated so that outputs can be market driven,” she said.

    According to her, due to the strategic uniqueness of PTI in the oil and gas industry and the need to deepen local capacity, NNPC Ltd, Regulators and Major Oil Companies should partner with PTI in human capacity development in the oil and gas value chain and infrastructural upliftment to enhance its service delivery.”

    Ogun signs MoU with Indian auto firm on production of CNG mass transit buses

    Ogun State government has signed a Memorandum of Understanding (MoU) with Ashok Leyland of India for the supply of Compressed Natural Gas (CNG) mass transit buses in the state.

    The Secretary to the Ogun State Government (SSG), Tokunbo Talabi represented the state government at the signing ceremony, while Rajesh R, the head and senior vice president of international Operations, signed for Ashok Leyland.

    The signing of the MoU at the weekend signaled the commencement of the project aimed at delivering a public transport system (mass transit buses and transport infrastructure) in the state.

    The MoU followed a meeting that Governor Dapo Abiodun held with potential investors on the sidelines of the Nigeria-India bilateral meeting in Delhi, India.

    Talabi said: “This MoU is in line with the ISEYA agenda of His Excellency aimed at operationalisation of the approved multi-modal transport master plan for Ogun State connecting air, road, sea, and rail.”

    He said the state would receive more CNG buses when the project fully comes on stream, adding that it would further reduce the cost of transportation in the state for the benefit of residents, he added.

    He said: “Furthermore, the parties will explore areas of collaboration, including the potential setup of a CKD plant for the buses and will create over 2,000 jobs when fully executed.”

    The meeting also had in attendance, Dapo Okubadejo, Chief Economic Adviser and Finance Commissioner designate; Special Adviser on Justice and Commissioner Designate, Oluwasina Ogungbade (SAN); Engr.     CNG berates Lekwot over comments on IBB

    The Coalition of Northern Groups (CNG) has warned Zamani Lekwot over his recent attempt to smear former military president, Ibrahim Badamasi Babangida, in his role in the Zangon Kataf crisis.

    CNG spokesperson, Abdul-Azeez Suleiman, who issued the warning in a statement in Abuja, said Lekwot should keep his frustrations to himself and avoid making baseless accusations.

    According to the CNG, Lekwot’s accusations are baseless, misguided frustrations borne of pent-up ethnic jealousy aimed at promoting a separatist agenda that would harm the unity and stability of Nigeria.

    The CNG said that since Lekwot’s disgraceful retirement and subsequent indictment in the Zangon Kataf crisis had been nursing sinister grudges against certain sections of Nigerian society.

    The group recalled that Zamani Lekwot, who was a retired army colonel, emerged as a key figure in the Zangon Kataf crisis of 1993, using his influence to mobilize the Atyap ethnic group against the Hausa-Fulani.

    CNG said: “Lekwot was found by a Commission of inquiry set up by the then military administration and headed by Justice Rahila Cudjoe to be instrumental in organizing attacks on Hausa-Fulani communities in Zangon Kataf and other parts of the state that resulted in the deaths of many people and the displacement of thousands of others.”

    The CNG said since his indictment and unceremonious retirement from the military, Lekwot had been licking his self-inflicted wound among the league of authors of mindless violence and separatism.

    Suleiman said: “As far as Nigeria and Nigerians are concerned, Lekwot is an inconsequential nonentity and his rantings, the rantings of an ant. Indeed no one expects anything good, responsible or reasonable from people like him whose hands are stained by the blood of the innocent.

    “We therefore warn Lekwot and others in his league that it is no longer acceptable for any frustrated element to deploy hate campaigns, propaganda, and senseless ethnic agitations, aimed mainly at instigating conflict.”

    The minister of state petroleum resources (oil), Heineken Lokpobiri has vowed to go to the creeks to attain the desired result in the sector.

    Lokpobiri also pledged to work hard to increase the production of crude oil on a sustainable basis.

    The minister, who described himself as a creek boy, stressed he would not spend much time sitting in the office.

    In the same vein, the minister of state petroleum (gas) Ekperikpo Ekpoh, said the ministry would work hard to maximize the utilization of Compressed Natural Gas (CNG) for power infrastructure in order to reduce of cost of transportation.

    The two ministers spoke at the inaugural meeting with the heads of Ministries, Departments and Agencies under their purview in Abuja.

    Lokpobiri said: “I have too much energy. I have come here to utilize the energy to revamp the sector. I am here to work with the agencies to increase production on a sustainable basis.

    “Even if you speak grammar from now to tomorrow you don’t increase production, you have achieved nothing. You are the experts. I am here to provide leadership so that we can go to the creeks…

    “I am not going to spend more time in the office. I am going to spend more time in the fields so that we can achieve results. I don’t want to be told stories so that we can achieve the result.”

    Meanwhile, Ekpoh said that owing to the removal of the PMS subsidy, the task of providing alternatives now falls on the ministry. 

    He pledged his commitment to ensuring that together with the heads of MDAs, “we will deliver on this task of building a sustainable gas utilization framework for the development of the requisite infrastructure for Nigerians.”

    He noted that Nigeria’s proven natural gas reserve blesses the country as one of the nations with the greatest gas reserve globally.

    Ekpoh said that it is certain that using the gas reserves can stimulate the domestic economy.

    He added that patronising the domestic utilization of gas will support hundreds of thousands of jobs for the growth of the economy.

    According to him, it is the task of the ministry to work hard to translate the potential to reality for the economic advancement of Nigeria.

    On CNG, he said, “With the removal of fuel subsidy, the responsibility of providing a sustainable alternative to PMS falls on us in the ministry.

    “In line with the just approved Presidential Compressed Natural Gas Initiative, and as an immediate short-term strategy, you will maximize the utilization of Compressed Natural Gas in the sector and later improve installation, expand and use in association for power generation infrastructure.”

    In his comments, the permanent secretary, Gabriel Aduda said there is an urgent need to ramp up production.

    Speaking at the Future Energy Conference 2017 organized by the West African Power industry Conference (WAPIC) in conjunction with the Federal Ministry of Power, Works and Housing, the Managing Director of Powergas, Mr. Pulak Sen reiterated to the audience the need to migrate from diesel based Power Generation to Gas Based Power Generation, which is cheaper & cleaner source of Fuel. Compressed Natural gas (CNG) is more cost efficient and safe to handle, when compared to Conventional Liquid Fuels.

    “We provide a Complete Energy Solution to customers, ranging from CNG supply, Gas Generator based IPP as well as Solar Hybrid Solutions through our diversified group offerings. We partner with various OEM Suppliers & Industries and supply CNG to different parts of the country, where no Pipeline is available.”

    Nigeria is rich in Natural Gas, as it holds 190 trillion standard cubic feet (Tcf) of proven reserves, making it the ninth largest reserves in the world, but ironically, Nigeria ranks 22nd in production and utilization whereby only 13% of Gas Production is used for Domestic Power Generation.

    Mr Sen added that Powergas delivers CNG through the Virtual Pipeline technology to markets and industrial clusters. In the current scenario, most industries use Diesel for Power Generation in the hope of connecting to Pipeline Gas. Powergas unique virtual pipeline solution eliminated the need for Pipeline Gas and guarantee uninterrupted demand and supply flow. He also commended government on its effort towards the Power sector especially ensuring reduction in flaring.

    Also speaking at the event, the Chairman, Senate Committee on Power, Senator Enyinnaya Abaribe stated that the government is committed to the development of the Power sector because of its importance to improving the Country’s GDP.
