  • Lawmaker reiterates commitment to constituency, empowers physically challenged

    A House of Representatives member for Owo/Ose federal constituency, Dr Bode Ayorinde, has maintained that his concern is for the betterment of the people in the area. The lawmaker said whether in office or outside, his constituents would continue to benefit from his little resources, particularly the physically-challenged.

    Ayorinde said even though he lost his bid to return to the lower chamber of the national assembly for second term through alleged manipulation, he considered it very imperative to assist a vital section in his constituency. He distributed various empowerment facilities worth millions of naira.

    The legal practitioner said life continued after stressing that he would not challenge the outcome of the election at the tribunal. According to him, he must continue to do good for those people who voted for him to represent them at the national assembly since 2015.

    Ayorinde said: “There is the need for us after the election to go ahead and execute our zonal intervention projects. We renovated schools, we installed transformers in some communities and did some other projects for my people.”

    The founder of Achievers University, Owo, said, he would continue to touch the lives of the people in the constituency and beyond within his limited resources. The PDP chieftain said the empowerment programme was the first phase, noting that there are 400 physically disabled persons to benefit from the programme.

    According to him, the distribution will be in four batches to the beneficiaries as part of the dividends of democracy to his constituents. Some of the items distributed include wheel chairs, grinding and sewing machines and cash of N10,000 to each of the beneficiaries.

    Many beneficiaries hailed Ayorinde for his magnanimity, stressing that the empowerment scheme would relieve them of the economic hardship they are confronted with. They noted that the lawmaker had done a lot for the people in Owo/Ose federal constituency, which deserved commendation.

  • Desmond Elliot thanks constituency, political elders on re-election

    Nollywood actor and producer turned politician, Desmond Elliot, has thanked his constituency members as well as his family and political associates for his victory at the Saturday gubernatorial and house of assembly polls which held in 27 states in the country on Saturday.

    Desmond, who sought re-election as member representing Surulere at the Lagos State House of Assembly, took to his Instagram account to show his appreciation.

    “Thank you, Thank you, Thank you Surulere, Surulerians, Everyone,” he wrote, attaching a ‘thank you’ poster bearing ‘ready to serve’ and with the All Progressives Congress, APC, logo emblazoned on it.

    “Thank you for giving me another opportunity to serve. I promise to be better and give more than my best to make you proud. To those I may have hurt, offended, knowingly or unknowingly pissed off, ahh to those who can NEVER see anything good in me, I’m very sorry. I dedicate this victory to God Almighty. To the memory of my Late Father

    Engr Emmanuel Elliott. My late Step mum. I dedicate this to all SURULERIANS you made it happen .. again.”

    In several other posts, he then listed his political associates.

  • Constituency pact keeps Bayelsa lawmaker’s dreams alive

    The Epie-Atissa Constituency in Yenagoa, Bayelsa State, has a political pact. The agreement, which was sealed in 2011 was brought to the front burner recently by stakeholders. The second term ambition of a member representing them in the state House of Assembly, Dr. Parkinson Markmanuel, renewed the understanding.

    Most of the stakeholders in the Yenagoa Constituency 1 gave credence to the agreement recently. Though nobody has been able to produce the signed, sealed and delivered copy of the pact, the stakeholders said it was a gentleman’s agreement and has been binding on them.

    The Deputy Paramount Ruler, Opolo-Epie, Chief Etime Laguo, was among leaders in the constituency, who confirmed the agreement when the lawmaker made public his intentions to return to his job. He said it was agreed that any performing lawmaker is entitled to two terms.

    He said leaders from the two clans that made up the constituency met and reviewed the performance of Markmanuel. He said the lawmaker was given a clean bill of health to return to the hallowed chamber. According to him all the persons that matter are on the same page.

    He said: “The Patriotic Citizens of Epie-Atissa comprising about 5000 members has appreciated the leaders for their wise decisions by their quick intervention.

    “The decision of 2011 is subsisting. Epie-Atissa has spoken and if Epie-Atissa has spoken, no other contrary view will be entertained. We call on all those who are nursing ambition to please shield their intention for another term and not now”.

    Also, the Acting Director-General, Markmanuel Campaign Organization (MCO), Mr. Patterson Barugu, said the conformation of the pact by the elders has boosted the ambition of the lawmaker.

    He said: “In 2011, the Epie-Atissa people came together and agreed that any member sent to the assembly should come for two terms for the benefit of having a ranking member in the House.

    “In line with what we discussed then, we heard people are runing helter skelter saying that other people are coming in the same party. We of the Markmanuel support group have come together because of what our chiefs, traditional rulers, opinion leaders in Epie-Atissa did in confirming the agreement.

    “They came together and checked performance for the three years and they all have endorsed him to come back for a second term. We have endorsed him and so anybody if you come from any other party, we know u are wasting ur time but to come under PDP is null and void.

    “You are doing so at your own detriment and Epie-Atissa will never support you. We are in support of Markmanuel second term. That is our decision”.

    Even the Chairman of the Bayelsa State Christian Association of Nigerian (CAN), Arch Bishop Jacob Akpiri is aware of the pact. He, however, said beyond the agreement, the lawmaker is the choice of the church in the constituency. He said the church would not longer remain neutral in any election adding that they had resolved to support the lawmaker financially.

    “We as the church have looked at those coming out in Constituency 1 in Yenagoa and that Parkenson Markmaunel is the candidate of the church. We will pray for him and not only pray for him, we will give our own financial support for his campaign”, he said.

    Also speaking, the Secretary of Epie-Atissa Joint Council of Traditional Rulers, Chief Natus Zebakame, insisted that the traditional stool had decided the case of the lawmaker based on the subsiding agreement.

    Zebakeme, who is a Special Adviser to Governor Seriake Dickson and also known as Ovoli-Ibe Epie said only a member of the house assembly, who is not performing well that is subject to change.

    “The big question is, is Parkinson Markmanuel performing well? I was surprised when I was called to call a meeting for the Epie-Atissa Joint Council of Traditional Rulers. So when the meeting was called, I was confronted urging me to produce documents to the effect of the resolutions.

    “It is the decision of the Epie-Atissa traditional rulers council that in any case a member of the assembly is not performing well, he or she is subject to change. The big question is, is Parkinson Markmanuel performing well?”

    Commending his constituents, Markmanuel said that it was the unanimous decision of the elders, traditional rulers and opinion leaders of Epie-Atissa kingdom for him to go back for his second term.

    He said: “My people have asked me to go back to the assembly to complete the second term because they have the understanding that every performing member must do a second term so that they can get a ranking member in the House considering the fact that these two kingdom have only one seat.

    “So anybody sitting there must be a very strong voice. So while we alternate Epie and Atissa, once it comes to one of the kingdoms, it is two terms except the person is not doing well. But they have accessed me and they have said I have done well to their satisfaction and as such I should go back and complete the second term”.

    The President of the Supreme Council of Non indigenes, Alhaji Alhassan Mauzu represented by Eze Orduve Joel said that in terms of performance, the lawmaker deserved a reelection.

    Even the women Leader of Epie-Atissa United Forum, Mrs. Favour Fabiri said the pact was still subsisting. She said they came en masse to support Markmanuel because of his achievements in the last three years especially on education.

    She said, “He brought out our youths from various communities and empowered these youths. Even in infrastructure, he has touched many communities. We believe in him and we know that if he goes back second tenure, he is going to do more”.

  • Constituency projects are no souvenirs for elections

    It is commonplace to hear people speak about constituency projects initiated and executed by lawmakers in their various constituencies. In fact, the controversy behind how much legislators receive as constituency allowance has been in the front burner of political discourse for quite some time now. There is nothing like constituency allowance, it exists only in the imagination of the public.

    I am worried by the erroneous impression prevailing in public domain about the execution of constituency projects in Edo State. Governor Godwin Obaseki has put a stop to using these projects as souvenirs for federal lawmakers in the state.

    People make a lot of noise as if constituency projects are a business given to a lawmaker who then becomes a contractor but that is not true. The job of the lawmaker is to identify such projects and it is for the Executive to certify and implement them in the constituency of the lawmaker. They call it constituency project because it originates from the lawmaker in his constituency, not that the lawmaker is the contractor executing it.

    The constituency project has to be approved first by the State or Federal Executive Council and it is then tendered while the contractor that wins it goes to work and he is paid as he puts in his certificate like every other contractor. But because they call it constituency project, there is an erroneous impression among some persons that it is a ‘gift’, and that lawmakers have become contractors. This is not true.

    Indeed, beyond just performing other oversight functions as provided for in the constitution, it will be incumbent on the legislature to look beyond the call of duty and political patronage in citing constituencies projects; the need of the constituency they represent must be seen to be accorded the desired priority if even development must be achieved.

    Senator Matthew Urhoghide has cried out that the Edo State government has destroyed all the projects he attracted to his constituency because he is a member of the opposition, Peoples Democratic Party. He alleged that agents of Governor Obaseki have begun tearing down the labels on the solar street lights installed in various streets of his senatorial district. A walk round the streets where the solar-powered street lights are located showed that the posters of Senator Urhoghide and Ogbeide Ihama have been removed from the street lights.

    However, government sources said the posters of the lawmakers placed on the street lights on roads under construction by the state government made the people believed that the road projects were part of the constituency projects. This led the governor to order the removal of the substandard and unauthorised road furniture including similar projects, on roads and other projects across the state.

    Obaseki had said that the decision became necessary in order to streamline project execution across the state and eliminate the chaotic situation currently being experienced. He stated that the growing trend of executing projects without recourse to the agencies of government that give approvals and licences for such projects, in line with laid down rules, was worrisome and must stop.

    The National Assembly also has the responsibility of oversight function to monitor the execution of constituency projects so as to stop using constituency projects to corruptly enrich some people.

    The Oyo State House of Assembly has urged authorities at the local government areas and Local Council Development Areas (LCDAs) to take over the maintenance of constituency projects in their domains.

    This followed what it called a high rate of abandoned constituency projects across the state.

    The Assembly expressed deep concerns about the constituency projects of its members, whom it said has the primary assignment of making laws for the progress of the citizenry.

    The Oyo lawmakers expressed the concerns at yesterday’s plenary.

    They noted that efforts had been focused at delivering the dividends of democracy to their constituents.

    Presenting a motion, titled: “Call On Local Governmenta and LCDAs in the State To Take Over the Maintenance of Constituency Projects Executed in Their Domains,” sponsored by Speaker Michael Adeyemo (Ibarapa East), Deputy Speaker Musah Abdulwasi (Saki West) and Majority Leader Kehinde Subair (Ibadan South West I), Musah described constituency and empowerment projects as welfare packages to reduce poverty at the grassroots.

    “To me, today is just like Christmas or Sallah celebration,” said Mariam Garba Bagel, representing Dass constituency in Bauchi State House of Assembly.

    “Dogara is the governor we know in this part of the state because we have never felt the presence of the present state here, only that of Dogara. He is the one doing everything for us,” said Iliya Habila of Kwara village in Bogoro local government of the state.

    Speaker of the House of Representatives, Yakubu Dogara was visiting his home state Bauchi to flag off three federal road projects in his  Bogoro/Dass/Tafawa Balewa constituency and part of Plateau State. He was also in town to launch some projects he and some of his friends completed. Then came the praises. Even the immediate past governor of the state, Isa Yuguda could not contain his joy.

    He said: “Thank God we have our son (Dogara) up there, without which it may not have been possible to do these great works. There is nothing we have to say to him than thank God and to thank him. We also pray that God should continue to lift many of his types that they will continue to come to our rescue in Bauchi State. This is the first major intervention of the Federal Government in the whole of the state in the past 16 years of our democracy.

    “I worked here for eight years (as governor) and was all the while dreaming of how I could construct these roads that today the fourth citizen of this country has come to open up and also to open up the environment, which we could not do for years.”

    On the visit, Dogara also donated over N3 million on behalf of himself and his friends to patients at the Abubakar Tafawa Balewa University Teaching Hospital for their medical bills.

    He said the hospital gesture was necessary because most of the patients were commoners who found themselves seriously ill at a very difficult time.

    He said, “Last year, I had cause to send a team of medical doctors who stayed here for over a week to attend to the health needs and challenges of people. Fortunately, we had patients even from Kano, from Yobe, Gombe, Plateau and other nearby states and thousands of operations were successfully carried out.

    “So it is in that spirit that we came here again, realising that health is wealth, it became absolutely necessary for us to pay this visit so that we can also access the facilities here and the working condition.

    “I was able to secure some level of funding for this institution and Federal Medical Centre at Azare. I called for their Chief Medical Directors in Abuja, and I handed over the allocation to them. Now it is up to them to decide which critical area they will use the money to intervene and we are waiting for them to finish that so that as soon as possible, the projects will be executed.”

    Speaking on the road projects, Dogara said, “The road project from Burga to Sum in Plateau State is not the only road that will be done. We will complete these roads in the next two years. We are flagging off another one from Pankshin to Tapshin to Gambar to Sara and then to Mangu in Plateau State so that they can connect with Lere Road in Bauchi State. We have also the road from Bauchi to Gombe. That has been awarded and it will be done as well.

    “And for this constituency, you don’t have to be told. Anywhere you move, you see primary school being built, you see health centre being built or being renovated. If you see any solar light in Dass, Tafawa Balewa, Bogoro for instance, I brought it.

    “It is all on the account of representation and if we don’t represent you well, you cannot have those projects. Those projects are testimony to the work that we do today.”

  • A health boost in Plateau constituency

    A member of the House of Representatives Hon Solomon Maren has strengthened health facilities in Bokkos/Mangu constituency of Plateau state, which he represents.

    The lawmaker, a chieftain of the Peoples Democratic Party (PDP) serving his first term at the House, made his constituents happy when he donated medical facilities to a hospital in Bokkos Local Government Area as well as to  Mangu General Hospital in Mangu Local Government Area.

    Hon. Maren said, “My decision to supply these health facilities to these two hospitals is for two basic reasons; first, it is part of my free medical outreach for my people, secondly it is to uplift these hospitals because the last time I came to these hospitals for a free medical outreach I was not impressed with the state of facilities in the hospitals, they were in such deplorable conditions that if left that way they will not be able to deliver quality health care to rural people.

    “You remember, during my last medical outreach when we carried out surgery on 148 persons, the facilities at the hospitals were obviously inadequate for a comprehensive medical programme that I intended. And I vowed to myself that before I return here fo another free medical outreach, I must do something about the poor facilities in these hospitals. Today, I’m here with those facilities to equip the hospitals because the health status of people of my constituency is important to me.”

    The lawmaker a complete set of metallic sterilisers used for sterilising surgical equipment. Until now, the hospital in Bokkos lacked the equipment, a situation that compelled its management to often take surgical kits to Jos or Pankshin for sterilising.

    Other facilities donated were stethoscopes, blood pressure monitoring machines in each wards complementing the only one in the cottage hospital. There were other items donated by the lawmaker, including mattresses.

    Hon Maren also kicked off his youth empowerment programme by providing a take-off grant for 150 youths whom he had earlier trained in skill acquisition in Gombe, Ibadan and Ilorin.

    The lawmaker said, “The youths are the working class in any society, and for them to be useful to the society, they need to be empowered, hence I sent them for skills training outside the state. But the training alone will not be enough; they need capital to start their business. With the startup fund I’m providing for them today, these youths have become self-employed. This is just the second batch because in 2016 over 300 youths benefited from a similar programme. Another group of youths will soon be sent on training outside the state”

    The beneficiaries were trained in bakery, weaving, knitting, juice making, food preservation, fashion design, tailoring and hairdressing, among others.

    Senator Jonah David Jang, who witnessed the event, urged Governor Simon Lalong to look into his administration’s handover notes, which he said, contained the list of all equipment needed for all upgrades and renovation of general and cottage hospitals in the state.

    Senator Jang said, “This is not an issue of politics anymore, it is time to look into the pain of our people. I urge Governor Simon Lalong to looked into our handover notes, it has the list of every equipment that is to be procured for all the upgraded and renovated hospitals in the state as time was not by our side to finish these projects.”

    The Chief medical surpritendant of Bokkos Cottage hospital, Dr. Geoffrey Kumven represented by Metron Kemza Shendam thanked the lawmaker for the gesture, appealing that the cottage hospital should be connected to the national grid for effective utilization of the donated equipments. The hospital is also in need of functional toilets and power generating sets.

    At the Mangu General Hospital, the medical superintendent, Dr. Daplet Ezra thanked the lawmaker for coming to their rescue, adding that he had, at some points, bought some of those equipment out of his own pocket.

    ‘We note with regret that despite our undiluted support for the party (PDP) whereby no person from Udi North challenged Governor Sullivan Chime during his elections, he never visited any part of Udi North either on a working visit or friendly tour’

    The people of Udi North in Udi Local Government Area of Enugu State have marshalled out strategies to extricate themselves from “centuries of marginalisation and neglect” of their area.

    They pointed the finger of blame at the last administration led by Sullivan Chime, who hails from Udi South.

    At the meeting which saw eminent citizens of the area pouring out their minds, three papers were presented at the occasion tagged “Udi North Leaders’ Forum”. A former secretary to old Anambra State, Prof. Onyema Ochioha presented a Paper on “Development Administration as Vehicle for attainment off Good Governance”, a security chief, Mathew Obodoechi gave a talk on “Security and Vigilance” while a former legislator, Chief Marcel Njeze presented a paper “The price of inaction on the history of marginalisation of Udi North.”

    After a thorough examination of their disadvantaged they claimed to have found themselves in the socio-economic and Political Map of Enugu State the people in a communique, we resolved that Udi North Constituency has been politically and economically marginalised and ignored for too long that it seems they have been forgotten. That “our hope and chances of liberation was dashed by the immediate past administration that discriminatively cut off Udi North from the little development that was brought to Udi Local Government to the extent that the construction of old Opi- 9th mile Onitsha Road was commenced without considering the Udi North side of the road”.

    They further claimed that in “the last eight years prior to the assumption of office by Governor Ifeanyi Ugwuanyi administration, rural roads in Udi North were not considered, Schools were not renovated, school children sit on the bare floor while in many instances, learning was being done under the Mango and Cashew Trees. It is in the same strength that any people with snake bite in Udi North, be it as far as Akpakwume/Nze and Affa must have to travel to Enugu before treatment could be administered because no General Hospital exists in the entire Udi North neither is there any functional Health Center.”

    According to them: “We note with regret that despite our undiluted support for the party (PDP) whereby no person from Udi North challenged Governor Sullivan Chime during his elections, he never visited any part of Udi North either on a working visit or friendly tour throughout his tenure as Governor.

    We also stand to be challenged and make bold to say that the only road done and which Udi North incidentally benefitted is the road from Eke leading to Sullivan Chime’s Expansive Farm/Ranch in Oghu. This was done ostensibly to enable him access to the farm and easy evacuation of his produce.

    Against these backdrops of innate and calculated slavery status that characterized the plight of Udi North since 1999, we view Sullivan’s decision to come to Udi North and declare his joining the All Progressive Congress (APC) as insult to the sensibility of Udi North and a deliberate attempt to put the People of Udi North on collision course with the People Friendly Government of Governor Ifeanyi Ugwuanyi and the worthy Representation of both Senator Ike Ekweremadu and Hon. Dennis Oguerinwa Amadi.

    We state in clear and unequivocal terms that Udi North has never ever supported any other party but PDP and this we vow to continue doing in support of Governor Ifeanyi Ugwuanyi, Senator Ike Ekweremadu and Hon. Dennis Amadi We note with joy that in less than two years, the bypass to decongest traffic at the 9th mile, a project conceived by Chimaroke Nnamani but abandoned by Sullivan has been completed by Governor Ugwuanyi. That the Uborji – Ameke Ngwo – Ama bypass which was pegged by Chimaroke, abandoned by Sullivan was done and completed by Governor Ugwuanyi all to the greater benefit of Udi North people as this is the route to our various communities.

    We are also not unaware of some landmark efforts of our brothers in the National Assembly particularly Senator Ike Ekweremadu and Hon. Dennis Oguerinwa Amadi.”

    They sent a save-our-soul message to Governor Ifeanyi Ugwuanyi of Enugu State to come to their rescue in constructing many roads in Udi North especially the Umulumgbe- Amokwu Affa- Ikedimkpa – Egede- Awhum link road, Ebe Junction by Enugu – Nsukka Road to Ebe Market then to Eke- Egede New Road and the completion of Affa-Akpakwume-Nze- Mkpologwu-Aku Road.

    In an apparent spite of former Governor Sullivan Chime who dumped the People’s Democratic Party (PDP) they declared: “In the light of these visible impacts, we state in clear terms that PDP is our party and that we are solidly in support of Governor Ifeanyi Ugwuanyi, Senator Ike Ekweremadu and Hon. Dennis Amadi.

    INEC ready for Ifako/Ijaye constituency by-election

    The Independent National Electoral Commission (INEC) has said that it was prepared to conduct the Ifako-Ijaiye Federal Constituency by-election scheduled for December 3.

    The commission’s Administrative Secretary, Mr. Clement Oha, made the assertion in Lagos, shortly after visiting Ifako-Ijaye. Oha said he was at the local government where the election would hold to assess the level of preparations.

    He expressed satisfaction with the commission’s staff, saying arrangements being put in place were “satisfactory and encouraging’’.

    He said: “We have made adequate provision for staff and their training, as well as for the election materials. We have been sensitising the people and parties. We have also been liaising with the security agents and we will be meeting them very soon.

    “If I am to assess our preparations, I will say that we are now 95 per cent ready for the poll in Lagos. We have all our logistics ready; we have prepared twice the number of card readers needed.

    “We have mapped out the Registration Area Centres (RACs) and the collation centres have been identified and prepared as well as the training venues.”

    He added that the commission would ensure adequate distribution of staff and election materials for a successful election.

    Oha, who assured the electorate that the commission was committed to conducting a free and fair election by giving the parties a level-playing ground, urged the party supporters to shun violence.

    He said: “On our part, we are ready, party leaders should go and tell their supporters and followers to be orderly and peaceful. They should cast their vote and go home and if they want to wait and monitor or observe proceedings, there is no problem, only that there should be no violence.

    “We have every assurance that the people we will be using on that day will deliver an election everyone will be proud of.”

    Oha, who also assured the people that the election would be conclusive, added that the accreditation and voting would be held simultaneously.

    Six political parties would be participating in the by-election. The parties are: the Action Alliance (AA), the Alliance for Democracy (AD), the African Democratic Party (ADC), the All Progressives Congress (APC), the Peoples Democratic Party (PDP) and the Social Democratic Party (SDP).

    The by-election became necessary, following the death of Hon. Elijah Adewale, who represented the constituency in the House of Representatives. He died in Abuja on July 20.

    •Governor’s aide: more projects coming 

    Lagos State House of Assembly Speaker Mudashiru Obasa has handed over reports of the constituency stakeholders’ meeting organised by the House to Governor Akinwunmi Ambode for implementation.

    The constituency stakeholders’ meeting, second in the series, took place simultaneously in all 40 constituencies.

    The reports contained requests and recommendations of the people on how the state would achieve growth.

    On Friday during the Executive-Legislative Parley, Obasa told the governor the reports contained wishes and recommendations of the people, urging him to ensure their implementation.

    “We decided to feel the pulse of our people through the constituency stakeholders’ meeting and what I’m presenting to you today is their aggregate demands and recommendations collated by our field officers, who worked in the 40 constituencies,” the Lagos Assembly Speaker said.

    Ambode assured that the contents would form major components of the 2017 budget.

    Ambode later handed over the reports to Commissioner for Economic Planning and Budget Akinyemi Asade for implementation.

    Ambode has a lot in stock for Lagosians, one of his aides said at the weekend.

    Senior Special Assistant on Media and Strategy to the Governor, Mr. Idowu Ajanaku, spoke when he hosted a delegation of young professionals in his office at Alausa, the state secretariat

    The delegates were led by Mr. Wale Adelakun, an ex-president of the Student Union Governing Council at the Federal University of Technology, Akure.

    Ajanaku said:  ”There are over eight thousands federal and state roads scattered across Lagos, with most of the road networks linking the rural areas with the urban areas in deplorable conditions. Fixing these roads is a major part of the people’s demand from the governor during the electioneering campaign.”

    He said Ambode’s response has been immediate and impressive, as he embarked on the construction of two roads each in the local governments and the local council development areas.

    Ajanaku said more projects were coming for the benefit of residents.

    He added that “the decision of the government to embark on the demolition of shanties and criminal hide-outs in recent times is in line with the vision of the government to develop Lagos to a mega city status”.
