  • ‘How I succeeded as Edo council boss’

    The first female chairman of Ovia North East Local Government, Hon Lucy Omagbon, has attributed her achievements to prudent management of resources as well as adequate utilization of SURE-P funds.

    Hon Omagbon said she saved the N7.9m monthly SURE-P fund for about six months and used the savings to purchase 10 buses for the operation of Ovia North East Line.

    Besides the SURE-P funds, Omagbon said she shored up IGR from every nooks and crannies of the locality because she inherited a deficit of N25m at a time several council chairmen collected between N300m to N700m saved by Governor Adams Oshiomhole during the transition period.

    Speaking to newsmen after the inauguration of a six block of classroom and an ultra modern office complex, Hon Omagbon said the bold and difficult decisions she took saw a total transformation of the local government.

    Parts of the decision were the transfer of unwanted teachers from the local government and sacking of some workers who were illegally employed.

    She said buses in the fleet have been increased to 19 and the proceeds were used to pay salaries of junior workers.

    Explaining why she built a gigantic council secretariat, Omagbon stated that many staff were loitering around the secretariat due to lack of office space.

    She said her desire to made a change in the council was not to be called a looter after leaving office.

    According to her, “You choose what people will call you. If you want to be call a looter, share the money and if you want to be remembered well, work for the people. Our success was a collective effort between myself, the civil servants and the councillors. We met a deficit and it was a strong challenge for us. While other chairmen met huge sums of money, we met a deficit of N25m.”

    “That became a source of challenge. We set up an Economic Team and started going about to raise our IGR from the nooks and crannies of the local government. We had many teachers and we cried out because we were determined on the number of teachers we needed.”

    “The SURE-P Fund of N7.9m was not touched. We left it for about six months and we used it to purchase ten buses with which we started a transport line. Those 10 buses worked and we increased the fleet to 19 buses. We are not owing any bank in respect of those vehicles. The money they are working now helped us to do other things. Sometimes it help us to pay salaries of junior workers.”

    “We built this complex out of the desire and yearnings of the staff. I met staff loitering around. There were no offices. There is no accommodation for political office holders.

    We opted to do something and did not allow the initial difficult to deter us.”

  • Council boss woos residents

    The chairman of Abaji Area Council of the Federal Capital Territory (FCT), Hon Yahya Garba has urged residents to unite, irrespective of their religious and ethnic affiliations in order to achieve sustainable development in the council.

    Garba made the call while speaking with youth groups, women organisation, party stalwarts and community leaders when they paid him a courtesy visit after the election petition tribunal upheld his election as chairman of the council.

    The council boss said he dedicated  his victory to God and the good people  of the council for giving him the opportunity to serve, calling on the opposition party to join hands with him as his administration, that doors are open to accommodate every individual  in respective of party affiliation.

    “Abaji area council belongs to all of us let us put away political difference away and come together as citizens of the council and think of how we can develop and take the council to the next level,” he said.

    He added that his administration is poised to offer quality services to improve the well-being and quality of living through the provision of social basic amenities.

    Garba said that the administration has embarked on construction of meaningful projects, like the upgrade of Abaji main market, fencing of I’d praying ground, construction of Give road, electrification in various location, renovation of council secretariat amongst others.

    The Chairman of Ado-Odo/Ota Local Government, Ogun State, Hon Rotimi Rahman, has commissioned a new health centre in the Iloye area of the community.

    The project was a public-private partnership initiative bankrolled by foremost household products manufacturer, Binatone Nigeria Ltd, in conjunction with the local government.

    Speaking during the inauguration on Wednesday, Hon Rahmon urged residents to make the best use of the health facility by ensuring adequate maintenance of the environment.

    He praised the courage of one of the community leaders, who facilitated the project urging other residents to make selfless contributions towards the development of their community.

    Rahmon said: “The Iloye Health Centre that we are officially commissioning today, is not the first of its type that our administration has delivered to the public. The monthly rural health scheme for free medical services has also been inaugurated for the benefit of our rural populace. With our efforts at bringing healthcare to the doorsteps of our people, the incidence of maternal and infant mortality rate has been reduced.

    “I am happy to tell you that this health centre has been adequately staffed with qualified medical personnel, modern equipment and drugs by the local government. My remarks would be incomplete without recognizing Mr Joseph Babayemi, a management staff of Binatone Nig Ltd, who facilitated the construction of the health facility. I therefore urge residents to make the best use of this facility and ensure its protection from vandals,” he added.

    Six nabbed for alleged kidnap, murder of council boss

    Six persons have been arrested by the Department of State Security Services (DSSS), Ebonyi State Command, for alleged kidnap, murder and armed robbery.

    They were accused of allegedly abducting and killing the former coordinator of Okposi Development Centre, Mr. Ihebunandu Okorie, in March.

    The DSSS Director, Mr. L.B. Baba, parading the suspects at the weekend, said they abducted the council boss on March 16 at the Presbyterian Church, Okposi in Ohaozara Local Government.

    He said after contacting the family and demanding N50million ransom, which they later reduced to N5million before collecting N500,000, the suspects killed the council boss in Nguzu Edda forest.

    Baba gave their names as Ebere (32), Odichimma (30), Chukwudi (32), Amos (23), Peter (30) and Adamu. He withheld their surnames, saying some of them also engaged in drug pushing (cocaine).

    Items recovered from the gang included three AK 47 rifles, 16 magazines loaded with 437, Honda IV Tech car with Lagos State registration number FST 254 AE and Ash colour Toyota Picnic with Lagos State number plate JJJ 777 PU.

    The DSSS chief said one of the suspects, Ebere from Edda in Ebonyi State, was arrested in Abia State when he wanted to collect the ransom, adding that he owned two AK47 rifles and was a notorious cocaine dealer, Odichimma from Abia State was arrested in Asaba, Delta State in April. He is said to own one AK 47 rifle.

    Baba said Chukwudi from Umuozo Abia State was arrested in April at Promise Hotel, Lagos where he fled to after the kidnap of the late Okorie, while Amos, from the same town with the deceased in Ebonyi State, brought the business and involved other suspects. He was arrested at Ajegunle in Lagos State.

    Baba said Peter from Enugu Ukwu in Anambra State, a panel beater who built a compartment under the Toyota Picnic van used by the gang for the movement of arms and ammunition, bulk cash and cocaine, was arrested this month, while Adamu from Kogi State contacted one of the suspects, demanding AK47 rifle to rob a company in Port Harcourt.

    The DSSS boss said the suspects also participated in other kidnaps and armed robberies, including the abduction of an 80-year-old woman in Ilesha, Osun State in December last year, during which a N28.6 million ransom was paid before the victim was released, adding that they stole over N5 million from a bank in February.

    The menace of area boys in Ibadan could be about to end as the chairman, Ibadan South-East Local Government Area, in the Oyo State capital, Alhaji Abass Bolaji Nojimdeen has initiated a rehabilitation and empowerment programme to take them off the streets. OSEHEYE OKWUOFU reports.

    Ibadan South-East Local Government has within its territorial boundaries notable local areas including Mapo, Idi-Arare, Kudeti, Oja-Oba, Bere, Oje  and other indigenous places located deep inside the heart of the city thickly populated by core indigenes of Ibadan

    And here lies a large number of miscreant or area boys as they are called, the highest in all the local governments in the state.

    Visitors were usually welcome to the area by the intimidating presence of these boys who run after private vehicles especially posh cars. Even the locals who could afford a good car were not spared their harassment. They mill around the vehicles, even prostrating in front of moving ones, and soliciting for alms from the occupants.

    Looking unkempt, they are often dressed in shreds, dirty clothes, shouting after their targets “Baba re re baba ke , e sanu wa o…” (Please have mercy on us the good and wealthy one) as they pretend to serve as unsolicited body guards.

    In addition to begging, some do engage in acts of thuggery and other violent conducts which make them a danger not just to themselves but also the rest of the society.

    And this, has led to frequent embarrassment and intimidation of the unsuspecting visitors who were left to face the security challenges on their own.

    In Ibadan South-East Local Government Area, it was obvious from the bad image the miscreants are creating for the council and the state government that something urgent needed to be done to get them off the streets by engaging them in gainful employment that would help them become more useful to themselves and to the society. This, the council chairman, Alhaji Abass Bolaji Nojimdeen has recognised and has moved to achieve.

    “We cannot drive them away. They are our blood, our sons and we have to share their feelings too. It is not something strange, we are only lucky to have the largest number of area boys in the state because the local government falls within the heart of the city where we have a higher percentage of indigenes here.

    “And we started well, by inviting all of them to a meeting. And through their expressions from our interactions, we understand their plight and that has given us an insight into where and how to come in to assist them. We want to engage them meaningfully. And they have shown that they are ready to work with their hands and earn a living,” Alhaji Nojimdeen said.

    The council boss, in particular, initiated a programme to empower the boys with a view to making them useful to their immediate environment.  Many of them really embraced the programme, an indication that they don’t enjoy what they are doing, but they find themselves in it in order to keep the body and soul together.

    Fatai Yusuf, one of the area boys at Oja-Oba area of the city had described the programme as “an act of God to help us fulfill his purpose in life.

    “We love our chairman for the programme and we will continue to pray for him so that God should give him the strength to accomplish the rest of his promises for us. It is not that we don’t want to work, we have financial constraints.

    “Some have shops before, but due to one problem or the order the whole investment went down. Others are mechanics, barbers, and so on but there is no money to buy equipment and open shop.  Most of us have a family and we will like to take care of our children and wives at home. So, we really thank our chairman for this laudable programme to assist us to get our own business.”

    In all the trades enlisted for the area boys by the local government, sale of handsets and recharge cards proved to be the general choice according to investigation by The Nation.

    The council chairman had expressed the commitment of the council to give cash and other equipment to those who are yet to receive the grants.

    Quite a number of the boys have received needed training and grant to set up a business of their own.

    For Mr Akeem Laoye, 38, he was offered a grant to establish a small scale business of selling bean cake (Akara), fried yam, (Dundu)  and meat-pie.

    The council boss bought frying pans, bags of beans, gallons of vegetable oil and other equipment needed for his business as well as cash donation to assist him.

    All these were presented to Laoye at the local government headquarters along with other beneficiaries who also get similar seed money and equipment to start off.

    Laoye has since started enjoying the fruit of the business, which now puts food on the table for him and members of his family.

    When asked about his former trade as area boy, Laoye replied, “I hardly have time for such and besides, I don’t enjoy been called area boy. Now, I fry akara, buns, yam and sell. Every day I know how much I make as profit.

    “I feel proud doing this. I also pray that other area boys like me before should benefit from the programme so that they could have meaning in life. I thank the government of All Progressives Congress for their genuine love for us. They did not play us like the previous government who prefer to keep us a weapon for use during election.”

  • Council boss fails to account for N1.6b capital vote

    The Senate Committee on Federal Capital Territory (FCT) on Tuesday sent back the Chairman, Kwali Area Council, Mr. Joseph Chazhin, over alleged discrepancies in the expenditure of N1.6 billion capital vote.

    The committee also mandated the Chairman, Abaji Area Council, Yahaya Musa Mohammed, to explain why N323 million surplus budget the council recorded in 2011 was not reflected in the 2012 budget.

    Chairman of the Committee, Senator Smart Adeyemi, made the order when Chahzin and Mohammed appeared before the committee to defend their 2013 budget.

    Apart from the inability of the Kwali council boss to explain how much he received for capital projects, the committee also frowned that Chazhin could only report N7 million out of N74 million he projected as Internally Generated Revenue (IGR).

    Deputy Chairman of the Committee, Senator Domingo Obende, insisted that “it is either the IGR was not collected or the collected funds were diverted into private pockets.”

    Senator Adeyemi, who spoke in the same manner, added that the committee would take steps to investigate the anomaly.

    Adeyemi said, “Not even in Kogi State where I come from can any local government report N7 million IGR. It is either your boys did not collect the IGR or they diverted the funds. It is completely unacceptable to us. We will take steps to investigate what happened.”

    On the N1.6 billion approved capital budget, the committee said the council chairman was able to do N295 million project.

    Obende asked the council boss whether N295 million was the total money released to him or he diverted capital budget released to him.
