    2,000 ghost pensioners uncovered in Cross River

    A total of 2,000 ghost pensioners have been uncovered in the Cross River State payroll as at July 26, 2024, the Government House has revealed.

    The pension thieves, whose identities are yet undisclosed, have been the reason for the delay in the payment of inherited backlogs of gratuities spanning 2014 to 2024.

    Recall that the state governor, Bassey Otu, had months ago set up a committee to review the retired civil and public servants payroll to ensure it is free of pension thieves.

    However, the Chief Press Secretary to the Governor, Nsa Gill, yesterday alerted the news media on the latest discovery in the payroll by the committee set up by the governor.

    “So far, the audit and verification exercise has uncovered over 2,000 (two thousand) ghost pensioners, who have consequently been expunged from both the state and local government pensions payrolls,” Gill said.

    He said in a statement that with the near completion of the exercise to authenticate genuine pensioners, payment of gratuities will commence in August, 2024. The Committee led by the Secretary to the State Government (SSG) has one week from the date of their first meeting to submit its report to the government.

    The Government House spokesperson added that Governor Bassey Edet Otu “has approved the sum of N10 billion only to address the outstanding payment of gratuity for retired civil and public servants in the state.”

    He said the governor has equally approved the constitution of a committee of the Executives of State and Local Government Pension Unions under the headship of the Secretary to the State Government.

    The committee, he said, is expected to meet with the Secretary to the State Government (SSG) on Monday, July 29, 2024 with a view to working out modalities for the payment of gratuities to retired civil and public officers in Cross River State.

    It will be recalled that the present administration inherited a backlog of unpaid gratuities of retirees dating back to 2014, a condition that elicited a promise by the present administration to commence payment since last year, but has been delayed due to audit and verification.

    The Cross River Government has urged residents of the state not to participate in the planned August 1 nationwide protest.

    The Commissioner for Information, Dr Erasmus Ekpang, made the call in a statement in Calabar on Tuesday.

    Ekpang said that although Nigerians were passing through a difficult moment, government at all levels was showing enormous commitment to the wellbeing of the citizenry.

    He said that it was not in the interest of the nation to resort to protest. Saying,” remember how the EndSARS protest led to needless destructions”

    “The state government will not hesitate to take decisive actions against anyone or group who threatens the prevailing peace in the state,” he said.

    The commissioner said that the government had implemented several intervention programmes as part of its commitment to the wellbeing of the people.

    He said that no fewer than 117, 802 poor and vulnerable households had benefited from the series of interventions by the government.

    “We are not unaware of the inflation and the high cost of goods and services. We are aware of these challenges and their effects on the people.

    “The Sen. Bassey Otu-led government has initiated programmes aimed at improving the quality of life in the state,” he said.

    Ekpang said that under the Cash Transfer programme, the state Ministry of Humanitarian Affairs had disbursed about N1.3 billion to beneficiaries across the state.

    “Under the Small and Medium Enterprises, NG-CARES has disbursed grants ranging between N100,000 and N400,000 to 2,136 enterprises in the state,” he said.

    The commissioner further said that inputs had been donated to 73,634 poultry, piggery, rice, aquaculture and cassava farmers among others, under the FADAMA programme.

    “Under the recently launched Livelihood Grant Programme, about 4,000 poor and vulnerable individuals have received between N50,000 and N200,000 each.

    “20,898 poor and vulnerable youths were enrolled and paid sux months stipends amounting to N1.3 billion under the Labour Intensive Public Works programme,” he said.

    He said that no fewer than 100 canoes and fishing boats were built and distributed to youths in riverine communities.

    Ekpang also that in addition, the Otu-led government had spent N440 million to register 16,301 residents of the state to sit for the West African School Certificate Examination.

    “You can see that government is not resting in its oars, we have done all these to cushion the effects of the current economic challenges,” he said.

    It would be recalled that there are reports of planned anti-government protest scheduled to hold between August 1 and 10 across the country.

    The Cross River State Health Ministry has announced that there are no current cases of cholera in the state, with the last recorded case dated January 2024.

    The state commissioner of health, Henry Egbe Ayuk clarified that the recent disease outbreaks reported in other states have not been confirmed in Cross River state.

    During a media chat with journalists in Calabar, Ayuk refuted news reports suggesting new cholera cases, stating that such claims are false.

    He said: “The last time there was a confirmed case was in January 2024 and that has been addressed. This notwithstanding, the State is fully prepared for any emergency response in the current wave of national outbreak.

    “The public health emergency response centre has been activated while the local government response teams have all been strengthened with adequate capacity, including commodities to handle any emergency.”

    The commissioner further enjoined residents of the state to report any experience of diarrhoea or stooling, vomiting, or other cholera-related symptoms to the nearest health facility in the state, while restating the present administration’s commitment to the health and well-being of its citizens.

    “The citizens of the State are advised to adhere to precautionary measures by maintaining good personal hygiene, safe foods and water consumption, as well as avoid crowded environments,” he cautioned.

    The Cross River State Police Command has successfully apprehended a notorious kidnap kingpin identified as “Tallest,” whose other names are yet unknown.

    The arrest was executed by a team of policemen from the Anti-Cultism and Kidnapping Squad (ACKS) on 5th June 2024.

    Tallest was apprehended following the release of Prophetess Emmanuel Otu, a resident of Nyangassan, in Calabar Municipality, who was kidnapped on 25th May 2024 and released on 29th May 2024.

    Acting on credible intelligence, law enforcement officers trailed and arrested “Tallest” in the Calabar Urban Development (CUDA) environs.

    Police Public Relations Officer (PPRO) Irene Ugbo, said in a statement that the suspect is currently in police custody, and an investigation has commenced to determine his involvement in various heinous crimes, while efforts are ongoing to apprehend his accomplices.

    In a related development, the ACKS team the same day, in the early hours, responded to a distress call that a group of hoodlums had abducted a young man from his home and taken to the creek in the Nyangassan axis.

    The police team swiftly mobilised to the crime scene. Upon sighting the police, the hoodlums fled into the creek, abandoning their victim, Kingsley Eyo Andem, an 18-year-old male, who was found with multiple injuries inflicted by his abductors.

    Investigation revealed that Kingsley Eyo Andem was attacked based on allegations of dating the girlfriend of the gang’s leader, identified as ‘Olismam,’ the mastermind behind this brutal act.

    The command has intensified efforts to apprehend the gang members and ensure they face justice in accordance with the extant laws of the land.

    Twenty-Year-Old Aniedi Mfon has been sentenced to life imprisonment for raping an eight-year old minor in Cross River State.

    At the final hearing at the state High Court in Calabar, the presiding judge, Justice Blessing Egwu, while delivering judgment on the suit no: HC/FC/5C/2023, between the State versus Aniedi Mfon, bemoaned the rampant spread of rape cases in recent times.

    The justice, however, awarded the payment of a fine of N1million to the survivor.

    As the quest for the Girl-Child development continues to gain momentum across Nigeria, Cross River State is not left out as the Community Sports Education Development (CSED) has round-off a two-day seminar on Netball for Physical Education Teachers in the state.

    The basic Netball training which is “Project 2027,” an initiative of the CSED, is aimed  to provide Nigerian school children and Youth (especially the Girl-Child) access to learn and play the game of Netball in safe space. The Seminar held at the Table Tennis Hall of the U.J. Esuene Stadium in Calabar.

    Netball is about  the only sport globally that is specifically designed for girls and women;  CSED officials noted that the Initiative sees the game of Netball as a tool  to promote the general health and well-being of the Girl-Child, as well as empower the Girl-Child to blend sports and  academics.

    Some  38 participants from various secondary schools in the State, as well as three Cameroonian refugees who represented the Cameroon community that are based in Adagom-1, Adagom-3, and Ukende Camps in Ogoja local government area of Cross River State are amongst beneficiaries while Edema Fuludu, Ifiok Inim and Dr Grace Ataha are facilitators.

    In her remarks, Cross River State Director of schools from the Ministry of Education Mrs. Okama U. Amos stated that she was very pleased  with the initiative as it targeted at the female gender.

    Also speaking, Director of sports of the State Sports Commission, Mr. Moses Ita also urged the participants  to make good use of the knowledge gained during the training. As their post-training actions “will lead to the development of the game of Netball in Cross River State.”

She retired as deputy general manager in Planning Research and Statistics at Nigerian Nuclear Regulatory Authority (NNRA). Born on April 10, 1964 in Creek-Town, Odukpani Local Government of Cross River State, Eyoanwan Otu is committed to serving humanity. She is the wife of Governor Bassey Otu.

    As president and founder of Humanity Without Borders Empowerment Initiative (HUWIB), an NGO dedicated to meet people’s needs, Rev. Otu was awarded Key to the City of New York by Mayor Eric Adams through Arit Fuller Foundation for her work in this field.

    Her motto: “Touching Lives and Changing Destinies”reflects her concern for improving well-being and economic growth in Cross River with attention to women, children, youths as well as those with disabilities.

    As the governor’s wife, she spearheaded Back-To-School programmes that distributed school bags, uniforms, books, writing materials and shoes to five thousand pupils in public primary schools and initiated STEM programmes benefiting three thousand and eighteen girls.

    Partnering NAPTIP in Cross River, two girls have been rescued from human traffickers in the last nine months of supporting her husband.

    She has promoted values of an ideal family and ensured a clamp down on notorious baby factory ring, which resulted in rescuing seven expectant teenage girls, with nine children brought back to Calabar from Aba.

    Her medical outreaches have been laudable. Records show maternal mortality rates in all 18 local governments have reduced. Rev. Otu gave 1,000 mother-and-child delivery kits, encouraging expectant moms to register at health centres in their councils.

    As part of her “Who Deserves a Limb” initiative; an artificial limb was provided for Mr Sylvester Ohazurike – a native of Imo State living in Calabar,  and born without one arm.

    Medical equipment with consumables were distributed to primary and secondary tertiary health facilities in Calabar to aid health care.

    Administrative blocks in custodial centres were renovated,  kitchens built, and sick bays upgraded into clinics equipped with medical supplies benefiting inmates.

    Donations, consisting of 50 Point-of-Sale Machines (POS), wheelchairs crutches, food items, and cash provided support to people and persons living with disabilities.

    A young man suffering from spinal cord compression caused by tumor injury underwent surgery sponsored by Rev. Otu.

    Her free distribution programme gave bags of rice, stoves,  mattresses, educational materials, clothing, among others, to refugees in Ogoja.

    During Carnival Calabar Festival, senior citizens were celebrated, a two-week fun park was opened for children revitalising Children’s Carnival introducing Miss Humanity Beauty Pageants.

    Facilitation efforts carried out by Faith Care International with Henss Foundation ensured residents received general consultations, surgeries, laboratory investigations, dental eye care services rendered gratis during second phase outreach programme: 1907 general consultations;  122 surgeries; 105 laboratory investigations; 96 Dental Care Services and 341 Eye Care Services for Central Senatorial District residents.

    Less than a year into his first term, Governor Bassey Otu is firmly but confidently steering the ship of Cross River steadily to the coast of economic reawakening as could be gleaned from his recent inauguration of a multi-stakeholders committee to explore ways and means of bolstering palm oil, cocoa and coffee value chain in the state.

    In optimizing Cross River’s agro potentials, Governor Otu is living up to what his aggregate experience as a shrewd business administrator, banker and parliamentarian conferred on him.

    Almost the size of the entire southeast geo-political zone put together, Cross River is South-south’s bastion of huge, diverse agro production.

    For example, the northern and central Cross River are huge cocoa belts and the crop is massively produced there in commercial quantity. In fact, after Ondo State, Cross River comes next in cocoa production.

    Similarly, the southern and some parts of the central area of the state produce palm oil in export proportion, making Cross River the second largest oil palm producer in Nigeria after Edo State.

    With a robust roadmap for the re-engineering of Cross River in his kitty, the state governor, Senator Otu is leaving no one in doubt about his determination to walk the state through the corridors of economic greatness by broadening the frontiers of the state’s economy.

    This was exactly the import of the governor’s timely recognition of the cocoa, coffee and palm oil value chain as a treasure trough and an unmined gold the state is sitting on.

    Economic experts are of the view that if and when properly harnessed, Cross River’s cocoa, palm oil and coffee, whether traded within Nigeria or exported abroad could attract handsome revenue to the state, big enough to surpass its average monthly federal allocation and consequently leapfrog the state into an economic Eldorado.

    For example, palm oil and all the by-products of palm seeds and palm trees such as palm kernel oil,  palm kernel cake, palm kernel shell,  empty fruit bunches, mesocarp fibres, and brooms among others,  according to a recent disclosure by the National Palm Produce Association of Nigeria, was capable of contributing $20b annually to the Gross Domestic Product, GDP.

    What this means for Cross River is that as the second-highest grower of palm seeds and producer of palm oil in Nigeria, the state is indeed sitting on a gold mine.

    From the foregoing, it is obvious that the Otu-led administration’s well-thought-out plan to bolster palm oil,  cocoa and coffee production in the state speaks to the enthralling trinity of economic growth,  prosperity and progress which underpin the governor’s People First agenda and policy of his administration.

    To maximize the huge economic accruements from cocoa and palm oil productions,  Governor Otu has set the machinery in motion for the establishment of six new cocoa estates in the state which must be in line with climate and biodiversity considerations.

    Affirming agriculture as Cross River’s hope for economic revival, the governor also, has disclosed his administration’s earmarking of 3.5 million oil palm seedlings for planting this year. This is in addition to launching the transparent and digitally managed N30billion commercial agricultural development fund, called Project Grow.

    “Cocoa, coffee and palm oil are crops in which Cross River State enjoys unchallenged comparative advantage in the country. And determined to derive maximum return on our advantage, we have, after careful consideration, come up with this model of having key stakeholders to achieve our dream in an organized and cooperative manner”,  Governor Otu had told the committee headed by Professor Susan Ohen and whose terms of reference include a seven-year strategic master plan that outlines strategies that enhance cocoa,  coffee and oil palm cultivation,  productivity and quality; to design value chain policies for cocoa and oil production in a such a manner that it encourages direct investment,  support farmers and address market dynamics.

    There is no doubt that Governor Otu’s intervention on the side of boosting cocoa and palm oil production in Cross River will address the concerns of stakeholders like Dr. Edemdem Ayito who owns New Palm Oil Processing Factory, a 10-tonnes per day palm oil facility located in Kasuk Qua, Calabar. Dr Ayito had lamented some time ago that “we have a lot of palm oil in Cross River but there is no value addition.”

    In the words of Peter Strople, “Legacy is not only leaving something for people, it’s leaving something in people”.  Keen followers of Otu’s people-oriented government are confident that as he strides along with energy and purpose in the socio-economic and infrastructural retooling of Cross River, he will, at the end of his tour of duty, leave an indelible legacy of good governance in the hearts of the people and life-changing achievements which history will record in his favour.

    And if to give validity to Governor Otu’s agro-economy vision, some high net worth financial institutions are already seeking a collabo with the state government in the area of agriculture.

    For instance, just recently, the chairman, as well as the managing director/chief executive officer of Fidelity Bank Plc, Mustapha Chike-Obi, Nneka Onyeali-Ikpe respectively, along with other directors of the bank had made a high profile visit to the Governor Otu, seeking to forge a partnership in agriculture.

    The visit of Fidelity Bank which came barely two days following the inauguration of Prof. Susan Ohen’s Committee was no doubt, an indication that the bank had carefully cracked through the the governor’s vision.

    And by deliberately seeking to forge alliance with the governor’s developmental roadmap in agriculture, Fidelity Bank is confident that Otu is putting in place an investment plan and a behavioural discipline that are sure to get Cross River to where it should be headed.

    Cross River State Government has said the ongoing audit of the nominal roll and payroll has shown discrepancies in the system, including duplicate names of people.

    The Head of Service (HoS), Dr. Innocent Eteng, said this yesterday while explaining to reporters reasons the payment of January salary of some civil servants was delayed.

    The HoS said by the directive of the governor, “Cross River payroll system should be sanitised and the intention is not to witch hunt or punish any civil servant, not even pensioners. We undertook a comprehensive personnel audit to verify the actual wage bill of Cross River State.”

    This is the second audit in eight months since the government came to power last year.

    He said the first exercise was somehow futile because the results did not match the wage bill, “so the governor said we should look at it and sanitise it a little further. That was why the office of the Secretary to the State Government, liaising with my own office, embarked on another verification that has to do with bank verification.

    “The methodology adopted was that the files of workers should be perused and the nominal role of the entire civil/public service should be matched with the payroll, to see if there are irregularities and disparities. That was what the exercise set out to do.”

    Eteng reeled out statistics of what the audit had revealed.

    He said: “We have a payroll of 53,734 people. Out of this number, 48,552 underwent bank verification and 40,311 have been cleared up to date for payment of salaries.

    “The State Primary Health Care Development Authority PHCDA alone has 2,868 persons. Out of this number, 2,789 have been cleared for payment of salaries, and 77 others, we are still sorting their files to see if there are irregularities. Those who have not been paid are those who have issues.

    “The local government workers, we have 4,229 people. Out of this number, 3,366 have been cleared, and 863 are undergoing sorting.

    “At SUBEB, we have 14,410 officials. Out of this number, 13,286 workers have been cleared for payment of January salary, 139 are undergoing sorting.

    “For the civil service, we have 12,526 civil servants, 10,486 have been cleared for payment of January salary. Those who have issues because of irregularities we are trying to reconcile are 2,040 workers.”

    “Those who have duplicate names on the payroll are 429, those who have names repeated in banks and payroll have been identified and sorted out. One thousand nine hundred and sixty-four of this number is undergoing sorting; we are trying to see how we can match it.

    “We have 19,701 pensioners, local and state governments. Out of this number, 11,253 have been cleared for January payment. Those with same account number 251 pensioners and those who underwent bank verification 14,419, so the exercise is trying to be thorough and transparent.

    “The intention is that those who are not working should not be paid salary and we cannot have persons who are not working on our payroll. We do not blame this on any MDA or any person, but we know that the act of irregularity is bound to exist in the system and those irregularities must be cut if we want to carry the state forward because the vision of His Excellency is that Cross River State workers should enjoy the dividend of democracy, they should not be owed salaries. As I speak, almost everyone that’s cleared is going to receive salary today because the mandate has been sent to the bank already.”

    The HoS said those in the service, who are found wanting, will face appropriate punishment, including losing their job.

    “The governor is also keen to ensure that those who are unemployed are also brought to the system. We cannot have a system where youths are unemployed, therefore he intends to run a state where people who have certificates are brought into the system and the only way he can do this is to clean the payroll. That was why the exercise was undertaken.”

    Exco’s confidence vote in chair unsettles Cross River APC

    A storm may have emerged in the hierarchy of the Executive Committee (exco) of the All Progressives Congress (APC) in Cross River State, as a pressure group has made a call, demanding the resignation of the Chairman, Dr. Alphonsus Eba.

    The group, Northern Cross River APC Reconciliatory Movement, in a statement, blamed the chairman for the inability of the party to win the rerun held in two state constituencies, namely Yala II and Obanliku, in Northern Senatorial District, where the chairman hails from.

    The call is believed to have forced the hosting of the exco members by the chairman and a subsequent emergency meeting where critical decisions were taken.

    A statement from the party, signed by the Acting Publicity Secretary, Mr. Edem Inyang, showed that a vote of confidence was passed in the chairman and a decision was taken to set up a five-man committee to investigate alleged anti-party activities of some members identified to have played anti-party roles that caused the party’s defeat by the opposition Peoples Democratic Party (PDP), during the rerun of February 3.

    The rerun was held at Akamkpa/Biase Federal Constituency and two state constituencies of Yala II and Obanliku. APC won the Akamkpa/Biase Federal Constituency and PDP won the two state constituency seats.

    The body claimed that “the constant failure of APC in the northern part of the state is a sign of absolute ineptitude and rejection by the people, of Eba.”

    The exco, in its resolution, said the loss in Yala II and Obanliku state constituencies “was majorly occasioned by the high level of conspiracy and mind boggling anti- party activities of members.”

    The resolutions of the exco also “strongly condemns the impunity of some ward chairmen and members involved in anti-party activities.”

    The exco said further that “it invokes its powers contained in Article 21 ( 1) of the APC Constitution” and moved a motion for the suspension of the ward chairmen of Ijiraga and Mfuma-Ntrigon wards of Yala Local Government and directed that all party items with them be handed over to their vice chairmen with immediate effect.

    “Also, pursuant to Article 21 (3) of the APC Constitution, the state Executive Committee constituted a five-man Disciplinary Committee consisting of the following: Chief Edet Asia – chairman, Emmanuel Ateb – member,  Erong Igwe – member, Mr. Godwin John Inyang – member, Alfred Umoh Effiong – secretary; with terms of reference to work with candidates and agents of the party in the election to fish out those involved in anti-party activities. The committee shall invite them to clear their names and report their findings to the Executive Committee within three weeks.”

    They maintained that “the Executive Committee unanimously passed a vote of confidence in the Chairman, Eba, for his visionary, fearless, courageous and dynamic leadership, which resulted in several victories the party earned in the 2023 and 2024 general and rerun elections.”
