  • Police nab official of fake recruitment agency in Edo

    The Edo State Government says the persons behind the fake recruitment agency that defrauded over 500 job seekers in Benin City, of millions of naira, for nonexistent jobs, have been arrested by the police.

    According to the Special Adviser to the Governor on Media and Communication Strategy, Crusoe Osagie, an official of KAI Consulting, the fake recruitment agency has been arrested by the police.

    “The suspect, Benjamin Amachi Chukura, is a graduate of Public Administration, from Ambrose Alli University (AAU) Ekpoma.

    “He claimed that his organisation wrote a letter to Edo State Government in November 2017 seeking recognition and partnership with the state on environmental issues.

    “Chukura told security agents that KAI Environmental is a voluntary organisation operating in Delta State with about 60 workers,” Osagie said.

    The governor’s aide further said that Chukura is being interrogated by the police to explain the roles of his colleagues in the employment scam.

    The news of the employment scam broke few days ago that over 500 job seekers in Edo State were made to pay over N10 million for jobs, by KAI Consulting, which claimed that it was recruiting workers for the Edo State Ministry of Environment and Sustainability.

    But the Commissioner for Environment and Sustainability in the state, Omoua Alonge Oni-Okpaku, debunked the claim and said that all state government jobs are handled by EdoJobs, a government jobs portal.

    Media reports quoted Chukura as saying that KIA Consulting received 113 applications from applicants who paid them for training them in preparation for their recruitment into the government agency.

    He admitted that the Chief Executive officer of the agency collected about N180, 000.

    Some of the money collected from the unsuspecting job seekers include: N5,000 for Uniform; N2,000 for handout; N1,000 for Identity Card; N500 for examination fee; and another N2,000 for rank.

    …Says facility will equip Edo youth with on-demand skills

    Edo State Governor, Mr. Godwin Obaseki, has commended the American Tower Company (ATC) Nigeria, for the laudable initiative in supporting the state government’s skills development programme for youth with the setting up of a Digital Skills Village.

    Conveying the governor’s commendation, the Special Adviser on Media and Communication Strategy, Mr Crusoe Osagie, said that the company was keying into the new thinking of the state government in equipping youths with on-demand skills for success at the workplace and contribute to solving everyday problems with technology.

    According to him, Digital Skills Village would boost the state government’s skills acquisition and development programmes for youth in the state.

    He urged other private investors in the state to support the state government’s initiative to improve human capital by focusing on skills development for youths.

    He assured that the Digital Skills Village Project, sited at Igbesamwan Street in Benin City, would be put to effective use, as beneficiaries would be drawn from the state.

    Earlier at the handing over ceremony, Chief Executive Officer of the contracting firm that handled the project for ATC Nigeria, PEES Electrical Ltd, Peter Balogun, said the Digital Skills Village Project was designed to complement the state’s innovation hub commissioned by the Vice President, Prof. Yemi Osinbajo.

    Balogun noted that the facility would serve as a training centre for youths who are being trained by the state government, on the use of digital skills to provide solutions to daily challenges.

    Chief Operating Officer and Project Manager, PEES Electrical Ltd, Areola Bolurinwa, said the centre which was built by ATC Nigeria, as part of its Corporate Social Responsibility (CSR) would assist the state government to capture more youths on its training programmes on the use of Information and Communication Technology.

    Bolurinwa noted that the facility will serve as ground for elementary training for youths who are beneficiaries of the state government skills acquisition programme, as beneficiaries who complete their training at the centre would proceed to the innovation hub at Institute of Continuing Education, ICE for further training.

    The ATC has also built similar digital skills training centres in Ekpoma and Irrua in Edo State.

    The Governor of Edo State, Mr. Godwin Obaseki, has expressed his gratitude to God and Edo people for their prayers, following the news of the accident involving a bus attached to the Press Unit of the Edo State Government House, on Wednesday, in Ugbowo area of Benin City, wishing the accident victims speedy recovery.

    “I received the news of the accident with great shock, especially when I learnt that a mother and her child of five years of age were involved. We are praying fervently for the quick recovery of everyone involved in the accident.

    “Thankfully, no life was lost. We have taken over the care of the child and his mother and other victims, we are in touch with the management of University of Benin Teaching Hospital (UBTH), where they are receiving treatment,” Obaseki said.

    He added that the few journalists that sustained injuries in the accident have been discharged after routine checks and treatment.

    The governor said he was moved by the torrent of messages and calls from friends, family members, Edo people and residents in general, to him, enquiring about the incident.

    “The calls and messages from people showed how much value we place on our common humanity as accidents can happen to anyone, irrespective of class and status. I appreciate the love and as a government, we will continue to do our best to transform the lives of Edo people and residents,” he added.

    Shortly after the accident on Wednesday, Special Adviser to the governor on Media and Communication Strategy, Crusoe Osagie, issued a press statement explaining the incident.

    He assured that an official of the state government was sent to the hospital to ascertain the degree of injuries sustained by the victims and interface with the doctors managing the victims.

    The Edo State government has urged residents in the state to clear gutters and embrace best practice in disposing their wastes as the raining season sets in.

    Special Adviser to Governor Godwin Obaseki on Media and Communication Strategy, Crusoe Osagie, said the early rains, though good for agricultural activities, “could impact on the physical environment if proactive measures are not taken by residents to desilt drains and properly dispose their wastes.”

    He noted that “the heavy rains are coming earlier than projected by the federal government weather monitoring agencies and could cut short the dry season window and impact on ongoing road construction work across the state.”

    Osagie assured that efforts are being made by the appropriate agency of government to reduce the down time of domestic wastes at collection points and evacuate debris from drainages.

    “The Ministry of Environment is worried over the delay in evacuating debris on the road side and is currently simulating several options with a view to adopting the most effective way of dealing with this challenge.

    “When the debris are left on the road side, the rains could wash them back into the gutters and when that happens, the surrounding environment will be flooded. People can be sacked from their homes and business places.

    “We need a new attitude towards waste disposal and management as stakeholders in our human environment. Often times we bring home things we do not need, that end up in our trash cans.”

    He maintained that the medium to long-term plans of the state government are to harness the energy generation potential in wastes and recycling/reprocessing through robust private sector investment, to create jobs, produce renewable energy and environmentally-friendly materials, among other benefits.

    “The waste to wealth initiative has become very popular across the world and Edo State is ready to key into it and get its fair share of the initiative,” Osagie said.

    The Peoples Democratic Party ( PDP )in Edo State has described the ban in night grazing by Fulani herdsmen by Governor Godwin Obaseki as unimplementable and cosmetic.

    It said the pronouncement of the ban was begging the issue and showed clearly that Governor Obaseki was unserious to addressing the serious issue of Fulani herdsmen menace.

    A press statement signed by State Chairman of the PDP, Chief Dan Orbih, said Governor Obaseki has effectively turned Edo State into a cattle colony during the day.

    Chief Orbih challenged Governor Obaseki to make his position on cattle colony adding that the main issue was not about night time grazing but about land for cattle colonies.

    According to the statement, “This government by this pronouncement has inadvertently given licence to the herdsmen to invade farms and feast on their produce as long as its done in the daytime.

    “Farms and farmers are now exposed to the menace of the rampaging herdsmen and Governor Obaseki’s policy emboldens them. It is a clear demonstration of the Governor’s insensitivity to the plight of Edo people who are now living in fear and danger.

    “Why is Governor Obaseki having difficulty in stating his position on the proposed policy of the creation of cattle colonies in Nigeria?”

    Osagie cautioned the opposition party not to trivialise a sensitive subject matter that requires a great deal of expertise to comprehend, a requirement he said, the PDP lacks and urged the party to know where to draw the line of propaganda.

    “We want to state as we did before that there is no agreement to establish cattle colonies in Edo State. Our decision was based on expert finding after a scientific research on the herdsmen/farmers clashes in the state. The Obaseki administration subjects every issue to critical thinking, wide consultation and research.

    “But unlike us, we have noticed that the Edo PDP’s decisions and declarations are never thought through and are self-serving. As we expect, because of the learning challenges of members of the Edo PDP, it seems to be an uphill task for them to comprehend the position of the state government despite the repeated declaration that there is no agreement to establish cattle colonies in Edo State. “Or is the Edo PDP subtly pushing for the establishment of cattle colonies?” He asked.

    He maintained that “A study of this matter has shown that an overwhelming majority of the nefarious activities of herdsmen happen at night. We are taking our decision based on the findings of a scientific research and not some knee-jerk reactions that are characteristic of the Edo PDP.”

    He asked the chairman of Edo PDP, Dan Orbih, to honestly tell Edo people and Nigerians if the total ban on cattle movement in any part of the country, be it at night or day, has stopped herdsmen from rearing their cattle across the country.

    “In the states where cattle rearing have been banned from moving in the day and night, are there no herdsmen activities or cattle in those states?”

    The governor’s aide stressed that “to make declarations that are not realistic and sustainable for the sake of talking is not the style of this administration.”

    He explained that “the ban on night-grazing and armed herdsmen are steps in the right direction in addition to the setting up of two committees that will monitor the activities of herdsmen in all parts of the state.”

    Edo State Government on Thursday after a crucial meeting with representatives of the various Fulani communities in the state and security officials, announced a ban on night grazing and the carrying of guns and other dangerous weapons by herdsmen in the state.

    He also announced a seven-man committee in each of the 18 Local Government Areas in the state to check clashes between herdsmen and farmers.

    “The seven-man committee will include the chairmen or heads of the LGAs, the Divisional Police Officers (DPOs), representatives of State Security Service and four representatives from the communities in the state.

    At the stakeholders’ meeting with the Serikis Hausa/Fulani from the 18 LGAs in the state, Obaseki charged the committee to “review all cases of herdsmen/farmer clashes in all the local government areas.”

    He said the State Government would release the report of clashes between herdsmen and farmers in the state to the committees for review.

    He explained: “The committees will ensure the registration of all the Serikis Fulani in every community across all the local government areas and the Seriki Fulani will liaise with everyone rearing cattle in the area.”

    According to the governor, there will be another committee that will be headed by him and members of the committee will include the State Commissioner of Police, the Director of the State Security Service in the state, the Commander of 4 Brigade with other members drawn from the communities across the three senatorial districts in the state.

    The Governor of Edo State, Mr Godwin Obaseki, has described as outright falsehood, the claim by the Peoples Democratic Party (PDP) in Edo State, that the Edo State government has approved land for the establishment of a cattle colony in the state.

    Special Adviser to the Governor on Media and Communication Strategy, Mr Crusoe Osagie, said in a statement issued on Monday in Benin City, that the claim is a barefaced and brazen lie concocted and fabricated by the PDP.

    “Our attention has been drawn to another set of lies by the dying Peoples Democratic Party (PDP), that Governor Godwin Obaseki of Edo State has approved land for the establishment of cattle colonies in Edo State.

    “We wish to categorically state that the Godwin Obaseki-led government has not entered into any agreement for cattle colonies in any part of Edo State.

    “The claim is the PDP’s concoction, fabrication, and the aim of the dying party, peopled by rogues and bandits, is to attempt to smear the rising profile and image of the Obaseki administration,” Osagie said.

    He noted that the “PDP’s resort to outright falsehood as a tactic for redeeming its irredeemable image, demonstrates the party’s lack of capacity to engage in intellectual and ideological contestations.

    “Only a hopeless party like the PDP tells such barefaced, blatant and brazen lies because it has no issues to bring to the table. It is also not true that the Edo State Government is not doing anything about the activities of the Fulani herdsmen in Edo North.

    “The security challenges we face today in Nigeria’s North East region originated with the PDP.”

    He explained that “every educated Nigerian knows that the nation’s security apparatus are controlled by the federal government and it will amount to sheer mischief to blame Governor Obaseki for the nation’s security challenges.”

    He assured that the Edo State Government was working assiduously to attend to all the needs of Edo people and residents in the state including the protection of lives and properties and will not be distracted by the false and bogus claims of the bandits who ruined Edo State when they were in power.

    “No amount of misinformation by the ailing PDP will sway Edo people and residents in the state, who witnessed the criminal activities of the PDP while the party was in power. Edo people are very intelligent who can sense a lie from a distance.

    “The PDP lacks the credibility to speak on any issue in Edo State. Rogues and looters cannot suddenly turn advocates of good governance. PDP cannot give what it does not have.”

    Edo State Government has commenced payment of little stipend to the 373 Libya returnees to enable them to go to their various destination.

    The payment started after the Libya returnees threatened to cause chaotic situation at the Motel Benin Plaza where they were lodged and their biometric obtained.

    They were alarmed that they were asked to go home without any money whereas previous Libya returnees were paid N41,000.

    To douse tension, the state government quickly mobilised and started payment equivalent to the destination of each returnee.

    Special Adviser to Governor Godwin Obaseki on Media and Strategy, Mr. Crusoe Osagie, said the state government was not aware that the federal government did not make any money available for the returnee.

    Osagie explained that the International Organisation on Migration and the Federal Government were responsible for returning Nigerians from Libya.

    He stated that “The European Union made €100 available for each Nigerians under the IOM returning programme. When they get here, they get N41,000 given to them in Lagos.

    “The Federal Government in its programme is not giving any money to returnees. Anybody who returned under the federal government is not getting any money. The federal government is returning migrants through Portharcourt while the IOM is returning Nigerians through Lagos.

    “Edo State Government is trying to provide something for them and has started making payment to enable them to visit their relatives. The little money is relative to where they are going to. It is not big money at all.

    “The returnees should be calm. We did not know that the federal government was not going to make any provision.”

    Obaseki’s 2018 budget is full of deceit, duplication – PDP

    Edo State chapter of the Peoples Democratic Party (PDP) has said that the state 2018 budget as signed into law by Governor Godwin Obaseki is full of deceit and duplication.

    It said the Edo 2018 budget was meant to inflict pains on the people.

    The PDP said the budget was padded and funds allowed to projects already completed and commissioned by former Governor Adams Oshiomhole.

    What it said made the budget unserious was the allocation of N15bn to the office of the Governor.

    State Chairman of the PDP, Chief Dan Orbih, who spoke at a press briefing in Benin City yesterday it was worrisome that Obaseki allocated 10 percent of the entire budget sum to his office at a time Edo people are experiencing hard times and finding it difficult to make ends meet.

    Chief Orbih accused Obaseki of wasting state fund on frivolous things by allocating N4bn as security vote, N1.5bn for governor’s office, N2.5bn for central administration, N2.105bn for governor’s entertainment and N1m monthly for an essential drug for the Governor.

    Orbih alleged that the budget was padded to the tune of over N500 under the guise of providing equipment for the new accident and emergency ward and construction of new and emergency ward complex at the Benin Central hospital 

    He said the provision of N134m to build a water fountain in the budget was misplaced as portable water was not available in the state.

    The PDP chairman said it was wrong to provide N100m for start-up packs for young entrepreneurs and small loans and another N100m for consultancy service.

    According to him, “The APC government is unserious. If Obaseki is sick, he should let us know about his health status. How come we will use N1m monthly to buy essential drugs for the Governor. We are forced to ask what exactly is wrong with the Governor?

    “The man Oshiomhole foisted on us is not a technocrat. Look at the budget breakdown. They gave us a man that has no knowledge of governance. There is no functional public water in Benin City. Water Board is not functioning now.

    “You need to go into the details of the 2018 budget to know what we are talking about. The government has remained adamant to pensioners but voted money to provide water fountain.

    “Some of the money is duplicated in other sub-heads. In the Ministry of Health, you will see Obaseki’s wonder.”

    Reacting to the allegations, Governor Obaseki said the PDP could not appreciate plans and initiatives contained in the 2018 budget because it was still stuck in primitive politics and a system that glorifies avarice.

    Governor Obaseki who spoke through his Special Adviser on Communication and Strategy, Mr. Crusoe Osagie, noted that the 2018 budget was meant to fix the damage caused by decades of misrule by the PDP.

    Obaseki stated that the budget was targeted at improving the well being of Edo people and aimed towards enhancing enterprise, building infrastructure, promoting agriculture, enhancing job creation and social economic well being of Edo.

    He added, “Specifically, some roads that will be constructed this year were budgeted for by the PDP in the past and money was released that ended up in their private safes. These roads were not constructed. We have the same issues in the education sector where money was released to build schools, only to be stolen.

    “But under Governor Obaseki, we are seeing roads being fixed everywhere and this will continue in the years to come. The PDP is bitter because there is no more money to share for birthday parties and ego trips. This budget will address the needs of ordinary Edo people.”

    “Hard as they tried, they cannot say that Governor Obaseki allocated any sum to himself, his family or his political party, as is the stock in trade of the PDP. The budget is clear in its purpose.

    “Specifically, given the need to fast-track development, the 2018 budget is focused on key areas that can easily spur growth. Over 60 percent of the budget went to infrastructure; around 20 percent to growth enablers, such as job creation and agriculture. Law and order got 10 percent because the PDP bastardised the state when it held the helm of affairs and almost succeeded in turning the state to a place without order.

    “But we understand why the PDP would come out to make these spurious allegations. In their heydays, they built roads on paper; the budgets were for the fun of it. Roads were budgeted for but no one could see where they were built. These, for them, were their hallmarks of governance.

    “The culture of stealing and greed, of appropriating to themselves the Commonwealth of the state still runs fresh in their veins. So, it is not a surprise that they are stuck in primitive politics and expect that others would wallow in such lows with them. This is just to let them know that the 2018 budget is for the people and for the growth of the state.”

    There is no question about Godwin Obaseki’s commitment to the welfare of Edo people as he continues to make the difficult decisions to clear out entrenched behaviours that inhibit growth Crusoe Osagie writes

    Lying adjacent to the University of Benin, Ekehuan Campus, is Garrick Memorial Secondary School (GMSS), a privately owned institution, which consists of rows of classroom blocks facing a vast open field. Regularly, especially on weekends, the open field hosts loud parties complemented with shrilling music. From burial ceremonies to wedding receptions to birthday celebrations, the catalogue of activities it hosts is endless.

    But, on August 2, the Edo State Government released a press statement, signed by the Commissioner for Communication and Orientation, Hon. Paul Ohonbamu, announcing the immediate ban of the use of public school premises, roads and other public places for social events. The rationale for the ban, the government said, was that the act is detrimental to the advancement of learning and the overall development of children who are forced to cope with the adverse after effect of this practice.

    “By our ancestry as Edo people, we have always shown the example of public order and decency which others have emulated over the years and this administration is determined to make Edo a model of magnificence and beauty once again,” the release said. “Henceforth, any violation of this decision of government will be dealt with in accordance with extant laws.”

    So, although the GMSS parties will continue considering that the school and its property are privately owned, the same will not be the case for its contemporaries that are owned by government.

    A Ferocious Backlash

    In a report published by the Vanguard Newspaper ten days after the ban was announced, it was alleged that a number of Edo people are not happy with the decision, after some scheduled burial and wedding ceremonies had to be disrupted as a result of the ban. The thrust of the Vanguard article was that the policy was targeted against the poor masses, “who may be unable to afford to hold such ceremonies in event centres, hotels and other private places.”

    The article quoted a press release by the Benin Youth Congress (BYC) condemning the government’s decision.

    One Osadolor Okonzuwa who issued a statement on behalf of BYC said: “The decision came too sudden for those who have made elaborate plans for marriages and burials of loved ones. Partying in houses, schools are age-long customs.”

    He claimed that the policy is anti-poor, and a gross disservice to the mass of electorates who favoured the governor’s candidature.

    “The saddest part is that youths who survive by installation of canopies and chairs will be out of business since event centres have fixed chairs and tables,” he claimed.

    However, it is rather unfortunate that the likes of Okonzuwa whose view on this issue seems precariously shallow was given the privilege of responding on behalf of the masses.

    It is sad that Okonzuwa and his cotravellers who claim to be defending the interest of the poor and downtrodden in their response to Obaseki’s policy could not wrap their minds around the fact that preserving the sanctity of these public schools is in fact an action towards the protection of the future of these poor people and their children.

    These half-baked activists need to wake up to the very elementary fact that the only sure path out of poverty for these ordinary people is a sound education which is clearly imperiled by the acts which Obaseki has now moved to terminate.

    Okonzuwa and his friends must remember that only the children of the poor attend public schools these days, and if Governor Obaseki takes a step to prevent the continued vandalism of these schools by banning partying in their premises, then it is a step invariably targeted at the well being of the less privileged and not the other way round.

    Meanwhile, the Special Adviser to the Governor on Basic Education, Dr. Joan Osa Oviawe explained that the ban by the Edo State Government on the use of premises of public schools for social activities would check vandalism of government infrastructure, create an effective line of communication and strengthen the harmonious relationship between schools and communities where they are located.

    “With such a measure in place, communities will take over ownership of the infrastructure as critical stakeholders and put the problem of vandalism behind them,” she said.

    Law and Order for socio-economic advancement

    Obaseki’s ban is not a surprising move, judging from the kinds of decisions he has set in motion since becoming the state governor. When he decided to sanitise Benin-City’s busiest spot, Ring Road, he was confronted with lots of criticism. “He should have built a motor garage for us first,” a taxi driver lamented to me recently in the ancient metropolis.

    But more than physical infrastructure, Obaseki believes that development starts from the mind, a function of mental gymnastics. If a people cannot think development, then no level of infrastructural progress can lift them out of the muddle of mediocrity.

    “People from this side of the world have always believed in doing the wrong things. So, for me, he has done the right thing,” a Doctor of Communications at the University of Benin, Daniel Ekhareafor, noted. “It is the same with his decision to clear Ring Road. Do you know the level of crime in that place before now? What the man is trying to do is that we must have a saner society where people play according to the rules.”

    Whether Obaseki’s “doing the right thing” will earn him favourable ratings is a political mystery, but there is no question about his commitment to the welfare of the state as he continues to clear out entrenched negative behaviours that inhibit development in societies.

    For example, because a prominent person dies, some people will just decide to block major roads, pausing the flow of economic activity. This is what the Obaseki government is against. In a civilised society, there should be law and order. If you want to celebrate, rent a hall – there are actually cheap alternatives – or use a personal space, like a family compound.

    At least, be creative, so the wheels of Edo society can continue to function without unnecessary hiccups.
