  • Ebonyi organises workshop on open governance

The Ebonyi State government has signed up to open governance, a global practice on transparency and accountability, and organised a workshop to enlighten the public and civil society on it.

The workshop which lasted for three days was put together to encourage civil society to engage with the government as well as to work out permanent mechanisms for the sustenance of the initiative in the state.

Speaking during the workshop, the state governor, David Umahi, reiterated the commitment of the administration to leadership modelled on the global best practices.

This he explained, included embracing the principles of transparency, accountability and responsiveness as yardsticks in government, assuring that the government was ready to truly participate in the global initiative, the Open Government Partnership.

The governor disclosed that he had to personally sign the letter of intent as a major condition and qualification for entry into the programme. He recalled that the government had been practicing a form of open government by way of town-hall meetings and live airing of the state budget presentation.

The governor expressed the hope that with the mutual cooperation of both the public sector and the civil society, the state would be elevated to the dream-height of a model sub-national entity, and appealed to the international agencies to support the state.

He gave the assurance that, “OGP in Ebonyi is a programme matched with implementation”.

Earlier in her opening speech the OGP state focal person, Mrs. Ugo Nnachi, emphasised that OGP was going to further strengthen determination to embrace the principles of transparency and citizen engagement.

She then called on international agencies to support the government in the OGP implementation, assuring that government had started aligning the governance processes to the OGP principles.

Mrs. Nnachi encouraged the civil society to stand to present an agreed, coherent and concrete stance with government in the process of determining and implementation of commitments. She explained that, “the OGP process is about co-creation, co-monitor and co-review”.

Also addressing participants during the workshop the representative of the Open Government Partnership National Coordinator, Dr. Haruna Abdullahi, said that OGP was a multi-national initiative for the institution of open governance, the aim of which was to enshrine the culture of transparency, accountability and responsiveness.

Dr. Abdullahi stated further that the process would be through the collaboration of government and members of the civil society organisations in order to secure concrete commitments, promote open governance, empower citizens and fight corruption through new technologies and innovations.

Relating the history of OGP from inception at the international level in 2011 through the admission of Nigeria in 2016, the National Coordinator’s representative said that the process was being replicated at the sub-national level in Ebonyi and called on participants to tune their minds and understanding to the process as would be made clear in the course of the workshop.

The three-day workshop was action-packed, with participants from both the public sector and the civil society organization showing high enthusiasm and dedication.

The programme, which was carefully packaged for the enlightenment of participants, had speakers and resource persons drawn from institutions that were directly or indirectly linked with the business of open government and transparency.

With separate days allotted for the public sector and civil society participants, instruction materials and topics were carefully chosen to delve deep into the meaning, scope, operation and the structure of the Open Government Partnership.

The result of the workshop was the identification commitments based on the four thematic areas, and the formulation of the OGP steering committee drawn on equal basis from the state actors and non-state actors.

It was all the more fulfilling as participants showed clear understanding of the contents of the workshop, and thus, the process of the Open Government Partnership, judging by the quality of questions with which they challenged instructors, and how eagerly the technical sessions were carried on and generally participated in.

As a parting message, the state focal person enjoined all (citizens, commissioners, technocrats, etc) to rally round to make a success of the OGP process in the state.

She reiterated that co-creation was key in making OGP work and called for sustained high-level commitment and constructive citizen engagement for enduring reforms to be sustained.

  • Ebonyi: Umahi to empower 13,000 indigenes with N2.6bn

Gov. David Umahi of Ebonyi, on Thursday said that the state government would empower 13, 000 Ebonyi indigenes with N2.6 billion within the next three months.

Umahi made the disclosure during a meeting with political, social, religious and other stakeholders on the importance of the continuous voter registration exercise.

The governor said the beneficiaries would receive N200, 000 each to start businesses of their choice as the amount could be increased to N400,000 with the support of the Bank of Industries ( BOI ).

“Stakeholders are therefore, enjoined to compile the names of the beneficiaries from our various communities and training programmes will be organised for them for effective utilisation of the funds.

“Emphasis should be placed on women, youths and the vulnerable, as no other state has empowered its people more than the present Ebonyi government,’’ he said.

Umahi urged the stakeholders to assist in re-orientating the youths to embrace self-sustaining ventures, instead of craving for political appointments and white-collar jobs.

“Politics will become unfashionable in the next 10 years as people will only sustain themselves with what they can do with their hands,’’ he said.

He noted that the state would target the registration of 2.5 million persons to improve on its statistics of having 1.5 million persons below the registration age.

“Massive participation in the voter registration exercise would enable us to negotiate our way to the top as we strive to record the highest number of registered voters in the South-East zone.

“We should embark on house-to-house campaign to ensure massive registration, especially from those that are qualified but are temporarily not registered.

“We have set up committees to ensure the success of this exercise as they will become station rooms in the polling units, wards, councils and state levels,’’ he said.

The governor said that workers could be exempted to register within the next two weeks but those who absent from work and fail to register would be severely punished.

“The exercise should be devoid of political undertone as the Inter-Party Advisory Committee ( IPAC ) should organise political outreaches to ensure that everyone participates in the exercise.

“Anybody who truncates the exercise will be physically dealt with and such person should be reported to security agencies and Independent National Electoral Commission ( INEC ) among others,’’ he said.

Rev. Fr Abraham Nwali, Chairman, Christian Association of Nigeria ( CAN ), Ebonyi Chapter, urged the people to actively participate in the voter registration exercise because such had biblical undertone.

“It is the duty of the citizens to participate in exercises that will produce good leaders whom God will use to fulfill his numerous promises to his people,’’ he said.

Stakeholders from various sectors of the state pledged their commitment to ensure the overall success of the exercise.

He was appointed SSG by Governor David Umahi, the governor’s first appointment, right at the stadium after the governor’s inauguration.

In a letter of his resignation, brained by The Nation, the former state scribe literally said he took his decision so as to protect his relationship with the governor, David Umahi.

He stressed that he has more to preserve than occupy the position of the secretary to state government.

Odoh said that in the past two years, he and other members of the State Executive Council haves not been offered conducive atmosphere to sincerely air and express their views on sensitive policy matters.

He said: “in my opinion, this is the highest level of hypocrisy and the values I live does not allow me to operate in such deceptive atmosphere where people live opposite of what/who they are”.

“Having assured you on my inception of office and at several times that I owe you the responsibility to be truthful and honest always, I wish to inform you that all is not well in your administration sir. If you observe carefully, almost all your appointees are nearly completely disconnected from your policy direction as they lack genuine sense of purpose, dignity, clear sense of commitment to decision taken in Council because of low morale”.

  • Ebonyi fans plead with Nigerians over Super Eagles loss to Serbia

Ebonyi football fans have pleaded with football fans in the country over the Super Eagles 2-0 loss to Serbia in a friendly on Tuesday in London.

The fans in an interview with the our reporter on Thursday in Abakaliki pleaded with Nigerians not to crucify the Super Eagles over the 0-2 loss to Serbia in the friendly.

Commenting on the outcome of the match, the fans, however, noted that the NFF and the team’s technical crew had lots of work to do before the World Cup.

Emmanuel Uzor, Chief Press Secretary to Gov. David Umahi, said the match provided the essence of friendly games which was to reveal the actual condition of teams.

“The match is a wake-up call on the players and coaches that several issues need to be addressed before June, for the country to perform credibly at the world Cup.

“All aspects of the team need to be reviewed and strengthened and the players need to be adequately motivated to perform optimally,’’ he said.

Sule Abubakar, Head of Sports Development of the Hausa community in Ebonyi, urged the NFF to urgently address the issue of Captain John Mikel Obi’s unavailability for national call-ups.

“The skipper is sorely missed in the two matches as the situation is reminiscence of the AFCON 2019 qualifier against South Africa when he and other top players were missing.

“All issues concerning his work permit need to be sorted out before the next set of friendlies because serious contenders for the World Cup are presently playing with their best players,’’ he said.

Chief Abel Nwankpuma, a hotelier, urged Coach Gernot Rohr to stop experimenting at this stage and stick to the starting team which ensured Nigeria’s World Cup qualification.

“The coach used the friendlies to experiment and I believe that he has assessed the players and determined their capabilities to perform at the world stage.

“He should now use the remaining three friendly opportunities to assess his starting team and experiment on formations instead of players,’’ he said.

Billy Agbai, Goalkeeper Trainer of Bright Light FC of Abakaliki, urged Rohr to give opportunities to some experienced players in the remaining friendly matches.

“Rohr should test Austin Ejide who is presently performing well in Israel if he has no confidence in Ikechukwu Ezenwa because Francis Uzoho is inexperienced for such a big stage.

“Uzoho did not inspire confidence during both friendlies but Ezenwa has been consistent since the qualifiers, while Ejide can offer the needed experience having been to previous World Cups,’’ he said.

Mrs Uzomma Chukwunweike, a Physical and Health Education Teacher, also called for the re-assessment of players such as Obafemi Martins and Efe Ambrose.

“The Eagles attack spearheaded by Odion Ighalo has been blunt with the goals coming from schemers such as Victor Moses and Alex Iwobi.

“Obafemi Martins with his experience can be tried in the next friendlies due to time constraints while a more experienced Efe Ambrose can supplement Leon Balogun instead of the rookie — Chidozie Awaziem,’’ she said.

  • Umahi to Opposition: ‘You can’t intimidate us with police’

Umahi to Opposition: ‘You can’t intimidate us with police’

Apparently irked by persistent arrests of some government officials by security agencies suspected to be instigated by some opposition politicians, Governor David Umahi on Wednesday said the state shall no longer remain silent in the sight of the unprovoked arrests.

Umahi stated this while receiving the new Assistant Inspector General of Police in charge of zone 6, Calabar, Tilli Abubakar.

He described as alarming the rate in which opposition politicians influence arrest and transfer of cases from the state to Abuja and Calabar respectively with sole aim of intimidating the people of the state and browbeating them to submission.

He said his administration has uncovered plots by the opposition to embark on random arrests of perceived government strongmen with the sole purpose of transferring them to the Force headquarters where they will be detained till election is over.

He warned that from henceforth, his administration will no longer allow such brazen intimidation of the law abiding citizens of the state by opposition politicians whom he described as desperate politicians.

“We don’t like our people being arrested here and taken to Abuja and Calabar respectively over various flimsy cases, we have all the police establishments in the state, why should a matter that is happening in a police post be sent directly to the Commissioner of Police without going through the Divisional Police Officer in charge of the area?

“We will resist this type of wickedness and intimidation, any crime that is committed here should be investigated in the place the crime was committed. We are not against the police doing their job but our people have died in this type of incessant arrests and transfer to Abuja and Calabar”, he said

“We have had cases of these people dying in accident on their way to Abuja and in some cases, assassins have disguised themselves as policemen and army to come and arrest our people and get them killed on the way”

“We will not allow it to happen again in the state. Politicians thinking of coming to arrest my people and keep them away during election will be resisted.  We will not accept this intimidation. If they come with 500 policemen, we will raise over 5000 men to resist them”, Umahi added

The Governor also appealed to the AIG to help bring to an end the lingering crisis between some parts of Ebonyi state and Cross River state by establishing a boarder command to take care of the crisis in the affected regions.

Responding, the Assistant Inspector General of Police, AIG, Tilli Abubakar described governor Umahi as the most police friendly governor in the country and lauded his support towards the police force in the state and the country in general.

He commended the governor for rebuilding the State headquarters of the police, adding “the gate of Police headquarters is more beautiful than the gate of the government house. The governor is the most security conscious governor in the country”.

“He built the most expensive gate for the command and he is doing everything good to assist the police and carries every security agencies along in the discharge of his official duties”, the AIG added.. Ends

  • Day Ebonyi communities stood still for Umahi

Day Ebonyi communities stood still for Umahi

The Central School Obiozara recently was agog as the people of Ohaozara, Onicha and Ivo Federal Constituency of Ebonyi State converged on the school in their numbers to honour their son, David Umahi who hails from one of the local government areas in Ohaozara Federal Constituency.

It was a gathering of who is who in the Constituency in particular and the state in general.

Umahi’s Deputy, Kelechi Igwe, Nigeria’s former Ambassador, Frank Ogbuewu, former Minister Fidelis Nwankwo, National Vice-Chairman of the Southeast Peoples Democratic Party (PDP), , CEO of Orient Global, Ifeanyi Chukwuma Odii and a host of other dignitaries attended the event.

Also in attendance were the member representing Ohaozara Federal Constituency at the House of Representatives, Linus Okorie, Deputy Speaker of the State House of Assembly, Odefa Obasi Odefa and other lawmakers from the zone.

Welcoming the guests to the event, Mr Odii who was the Chairman of the occasion, said Governor Umahi is a worthy son of the area.

He noted that he has fulfilled all the campaign promises he made to the people which included massive infrastructural development of the area and the state.

Mr Odii said the governor’s second term is not in doubt as the people of the zone are ready to vote massively for him again.

In a motion moved by Mr Okorie and seconded by Odefa, members of the zone unanimously adopted Umahi as the sole candidate of the zone for this year’s governorship election to enable him to complete the good works he has started in the state.

Responding, Governor Umahi told opposition parties in the state that there is no vacancy in Ebonyi  State Government House in 2019, insisting that PDP was on ground and will win the next general election.

He said 29 political parties in Abuja have already adopted him as their sole candidate for the 2019 general election and will be in the state next month to seal the deal.

He challenged those who are interested in occupying the Government House to display their achievements as, according to him, he has transformed the state which earned him various adoptions by the people.

He said the state has been a PDP state, even as he urged the people not to be deceived by some people who are scheming to unseat him in 2019.

“We have accepted to continue with this divine call. Anybody who tries by any means to terminate it will not succeed because God will contain those who contain with us.

“I will give attention to politics in Ebonyi on January 1, 2019 and it is going to be a Tsunami. It is going to be divine manifestation. You will see what you have never seen before and it is not by my might.

“No other party apart from the PDP can take Ebonyi State because God has already taken Ebonyi under PDP. When they tell you they have plans, ask them to go and organise rally and show what they have. Let them show what they have because if you want the votes of the people of Ebonyi State, you will come and talk with them.

“For now, Ebonyi is 100 per cent a PDP state. Let nobody deceive you because no humankind other than PDP is on ground. Let them organise rally, let them bring as usual people from the neighbouring states.

“By April, we will organise one-million-man mega rally and it is a rally that will challenge every other states in this country based on the number of people that will attend it.

“Those that we have adopted are irrevocably adopted but this adoption is conditional. You have to go back to your constituency and encourage voters to register; you have to go and take care of the women, youths, support the governor and support the widows. If you are not doing these, we will collectively review our support.

“Already, there are some people who I am reviewing my support for them. If you think that you will cause trouble simply because you have been adopted, we will first stop projects in your area and your people will tackle you. We have to go and work very hard though we have done very well.

“When you want to challenge us, are you going to tell people about our concrete roads? Will you tell them about empowerment of our youths? Will you tell them about taking care of the widows? Will you tell them about electricity? Will you tell them about flyovers? Will you tell them about the peace in the state?

“Let me announce to you that, already 29 political parties in Abuja have adopted me as their sole candidate. By February, they are coming to make real the adoption in Ebonyi State”, Umahi stated.

  • Ebonyi to commence registration of herdsmen

Ebonyi to commence registration of herdsmen

In a bid to forestall herdsmen attacks which have claimed hundreds of lives across the country in recent times, Ebonyi state government on Wednesday said it will soon start registration of all herdsmen operating in the State from next week so as identify genuine cattle rearers from the violent ones.

This is even as the State Executive Council has approved the sum of N29 million worth of relief materials for victims of herdsmen attack in Benue and Taraba States.

The state governor, David Umahi made the stated this on Wednesday during the first State Executive Council meeting held at the Executive Council Chambers Government House Abakaliki the capital city.

According to him, Government would convoke a meeting with Herdsmen, Traditional Rulers, Security Agencies among others to brainstorm on ways to avert any crisis that may erupt between farmers and Fulani herdsmen operating in the State.

The governor said, “On Monday we would hold a meeting with herdsmen, traditional Rulers and the Security Agencies, we have to register all the herdsmen in the State to fish out genuine ones, our people are not happy with the level of destruction of our farmlands.

“During the meeting, we will agree on why the State Government would provide boreholes to the herdsmen for their cattle, they abandon it and resort to destruction of farmlands at Ezillo and Izzi communities of the State”

“The cattle ate up the rice farms, we would not take laws into our hands, trouble herdsmen would be registered, we would do a serious meeting with herdsmen in the State,” the Governor reiterated.

Umahi frowned at a situation where herdsmen blocked his convoy on his way to the village stating “imagine where a Governor is travelling to his village and is being stopped by cattle, this is unacceptable,” he said

“We condemn the killings in Benue and Taraba States, we urge the Federal Government to fish out the Killers of innocent lives, we commend President Buhari for tracking the militants that massacred the people in River State,” he said.

Meanwhile, Mr Umahi has warned that any Executive Council member that has not added to the economy of the State would not continue with the administration.

“By March 2018, any Executive Council member that has not added to the economy of the State will not continue with us, if you know that you wake up in the morning and you think of nothing, you have to start thinking of another Political Party to join,” he said.

“Leadership is about courage, not every member of the State Executive Council believes in the mission of this administration, some people are making a Political calculation on our Executive Council Members,” he reiterated.

The Governor announced that by August 2018, the administration would be able to complete all on-going projects embarked upon since the Government since assuming the mantle of leadership,”

He opined: “It is only when that is done, we come out to tell the people that we are ready for politics, we are looking at the National Level, nobody will be making political calculations without Ebonyi State,” he reiterated.
