    Lagos State Chairman of the All Progressives Congress (APC) Alhaji Babatunde Balogun has declared Mr. Babajide Sanwo-Olu winner of the governorship primary election held yesterday.

    Balogun said Sanwo-Olu polled 970,851 votes to Governor Akinwunmi Ambode who scored 72,901 votes.

    Declaring the election as free, fair and transparent,  Balogun said the voters were counted in the presence of observers.

    He praised party members who turned up in the 245 wards to participate in the shadow poll, saying they demonstrated their commitment to the party.

    ”The people have now rendered their decision and there is no reason to cast aside the sovereign will of the people. For me, as party chairman, to see vast number of people to come out to vote and then say no primary took place would cast stain on the party and its leadership. This I shall not do.

    ”Those persons who now claim this election did not take place stand in direct opposition to the spirit of democracy and the expressed will of APC members in Lagos. The party faithful have spoken and it is their voice that is paramount.

    “The Lagos chapter of the APC is committed to honouring their choice. Their decision must stand as the true expression of the APC in Lagos.

    ”To embark upon any other course will be to betray our members, our state and the core principle of progress and democracy upon which the APC is founded. Such a move is also at variance with the President’s strict adherence to the principle of transparency, openness and participatory democracy.”

    The chairman added: “I congratulate and thank all members of the APC in Lagos State for coming out to participate in the governorship primaries in our state.

    “The people assembled in 245 wards throughout the state to peacefully select our standard bearer for the 2019 gubernatorial election in Lagos.

    “Demonstrating their commitment to democracy and to the party, they voted in large numbers and did so with enthusiasm and great purpose.

    ”To be clear, an APC primary election was held in Lagos State today, 2 October 2018 in accordance with the party’s constitution.

    ”Pursuant to that constitution, it was decided that this primary would be conducted by a direct open system where each voter queues behind his or her preferred candidate.

    “Not only is this option approved by our party rules, it is the option that is most favoured by the people and by those who favour transparency and openness. Indeed, this method was used for the just concluded presidential primary, for our primary election in Osun State and for all subsequent primaries conducted by our party.

    “It would seem a most questionable practice for us in Lagos to switch to a different method at the last moment for this one governorship primary. Such a move would be tantamount to electoral malpractice.

    ”The election was held in every ward in the state. It was conducted peacefully and without incident. More importantly, this exercise was clearly free, fair, honest and just.

    “Unprecedented numbers of APC members have now exercised their democratic right and expressed their democratic will. There have been no significant or material complaints of intimidation or irregularity in the conduct of the election. By all accounts, the exercise was credible, open and honest.

    ”The people have now rendered their decision and there is no reason to cast aside the sovereign will of the people.     IPOB: ‘Kanu must be declared a terrorist’

    The Embassy of the United States of America (U.S.A) in Nigeria and its spokesman Russel Brooks have been dragged before a Federal High court sitting in Abuja over the comments and the stand of the US government on the Indigenous People of Biafra, when it was proscribed by the Nigerian Government last month.

    The Federal Government last month secured an ordered of the court proscribing IPOB as a terrorist organisation.

    But the U.S. Embassy, through its spokesman said IPOB is not a terrorist organisation under US laws.

    In the suit, dated and filed 11th October,2017, the plaintiff, Nze Charles Ugwu, through his lawyer, Simon Kanshio, Esq. UGWU claimed that Nigerian laws are not inferior to laws of other countries and that the statement by the US Spokesman was to undermine the sovereignty of the Nigerian state which is anchored on its constitution.

    He wants the court to compel the spokesman to withdraw his statement and declare the embassy as a promoter of terrorists’ activities in line with the Terrorism Act.

    But the plaintiff asked the court to determine the following terms

    “Whether by a true interpretation of sections 1, 4 and 5 of the Terrorism (Prevention) (Amendment) Act, 2013 and the United Nations Convention on Terrorism the 1st Defendant’s statement endorsing the proscribed terrorist group named Indigenous People of Biafra (IPOB) does not amount to promoting terrorism in Nigeria?

    “Whether the United States of America represented in Nigeria through the second Defendant is no longer obligated to be bound by the United Nation Convention on Terrorism which the United States of America signed and ratified?

    “Whether the third Defendant as the Chief Law Officer of the Federation is not duty bound under the Terrorism (Prevention) (Amendment) Act, 2013 to advise President Muhammadu Buhari, GCFR to declare the 1st Defendant a persona non grata for supporting the Indigenous People of Biafra (IPOB) a proscribed terrorist group, thereby promoting terrorism in Nigeria?

    He also prayed the court for the following reliefs:

    “A declaration that by true interpretation of Sections 1, 4 and 5 of the Terrorism (Prevention) (Amendment) Act, 2013 and the United Nations Convention on Terrorism the statement of the 1st Defendant from the office of the 2nd Defendant endorsing the Indigenous People of Biafra (IPOB), an organization proscribed and labelled as a terrorist group by a Nigerian court presided over by Honourable Justice Abdul Adamu Kafarati on 19th September, 2017 is tantamount to supporting and inciting terrorism and violence in Nigeria.

    “A declaration that the 1st and 2nd Defendants representing the United States of America in Nigeria are under absolute obligation to obey Nigerian laws both statutory and judicial so far as they are within the territory of Nigeria irrespective of their personal opinions, perceptions or ideologies.

    “An order compelling the 1st and 2nd Defendants to withdraw their endorsement of the terrorist group named Indigenous People of Biafra (IPOB) within Seven (7) days of delivery of judgment in this case.

    “An order directing the first defendant to apologise to the Federal Government of Nigeria in 10 national dailies upon delivery of judgment in this case as his statement endorsing the Indigenous People of Biafra (IPOB), despite the judgment of the court proscribing them as a terrorist group, is an affront to the Judiciary with the attendant effect of undermining the sovereignty of the Nigerian State.

    “The plaintiff, an indigene of Enugu State but resident in Kano State, in an affidavit in support of the suit said Kanu and his fellow members of IPOB went about his so called freedom agitation in a violent manner which has led to killing of hundreds of persons and destruction of properties worth billions of naira within the last two years, thus necessitating the arrest of Kanu and some of his men.

    •76 arrested

    EX-Kano State Commissioner for Rural and Community Development in ex-Governor Ibrahim Shekarau’s administration, Alhaji Musa Illyasu Kwankwaso of the Peoples Democratic Party (PDP), has been declared wanted by the police.

    He is wanted for alleged involvement in the destruction of election materials at Kauran Mata Ward in Madobi Local Government during last Saturday’s elections.

    Briefing reporters yesterday when parading the suspects arrested in connection with electoral violence, Police Commissioner Ibrahim Idris said Alhaji Kwankwaso scaled the fence when detectives from the State Criminal Investigation Department (SCID) stormed his home.

    He said the top politician was implicated by 14 suspected thugs arrested by the police, who confessed that Alhaji Kwankwaso, a leader of a group called the PDP Vanguard, sent them to destroy election materials.

    Idris added: “The suspects also fingered Kwankwaso as their sponsor. Detectives from the SCID stormed his home, but he jumped the fence, abandoned his regalia (jumper) and escaped into the bush. We are looking for him and four other suspects.”

    Narrating the incident, he said: “On April 11, about 7 am when the Independent National Electoral Commission (INEC) supervisor was sharing materials at Kauran Mata Registration Area Centre (RAC) in Madobi Local Government, before distributing to polling stations, Hussaini Ibrahim of Kauran Mata village, the chairman of the PDP Vanguard in the area, introduced himself to the INEC supervisor and demanded explanation on the sensitive materials.

    “While being attended to, he snatched ballot papers and tore them. He and other 18 accomplices, all of the same address, snatched and set ablaze 4015 ballot papers for the Governorship and House of Assembly elections.

    “The police arrived and rescued the INEC officials. They disarmed the thugs and retrieved the Card Readers. The materials were retrieved about 10:30 am. Accreditation and voting were later done.”

    The police boss said the exhibits recovered included two knives, a cutlass and a stick.

    He said the police arrested 76 suspects in connection with electoral offences,  adding that the exhibits recovered included 15 ballot boxes, ballot papers, four INEC bags, eight knives, two sticks, two swords, two cutlasses, three INEC stamps, three markers, two tap gums, two Card Readers, seven INEC reflective jackets, scissors, torn Governorship and House of Assembly result sheets and accreditation register.

    Idris said the police and INEC were working to ensure the suspects’ prosecution.

    Kwara State Governor Abdulfatah Ahmed has declared his bid for a second term at a carnival-like rally in Ilorin, the state capital, witnessed top leaders of the All Progressives Congress(APC), prominent monarchs, clerics and other stakeholders. Correspondent  ADEKUNLE JIMOH examines the battle for the Kwara Government House and the governor’s chances at the poll.

    The crowd was huge. The people were singing, dancing and waving brooms, the symbol of the All Progressives Congress (APC).

    It was at Ilorin, the capital of Kwara State where Governor Abdulfatah Ahmed declared his intention to seek re-election.

    Aspirants for parliamentary elections were accompanied by their supporters to the venue of the rally. They were competing for the attention of visiting national leaders, who were in one accord.

    But, the governor had no rival. Having been endorsed as the consensus candidate, he exuded confidence and optimism.

    “I have lived up to expectation. I have fulfilled my campaign promises for the first term. I am asking for the renewal of my mandate to serve you,” he said, as he unfolded his agenda for the second term.

    As early as 8 am, many indigenes had stormed the Metropolitan Square, venue of the event.  The rally was witnessed by top party leaders, including Asiwaju Bola Tinubu, former military Head of State and APC presidential aspirant General Muhammadu Buhari, former Vice President Atiku Abubakar, Sokoto State Governor Aliyu Wamakko and his Imo, Rivers, Kano, Rivers, and Edo counterparts;  Owelle Rochas Okorocha, Dr. Rabiu Kwankwaso, Chibuike Amaechi, and Adams Oshiohmole.

    Other dignitaries included House of Representative Speaker Aminu Tambuwal, former Kwara and Ekiti state governors;  Alhaji Shaaba Lafiagi and Dr Kayode Fayemi, APC National Publicity Secretary Alhaji Lai Mohammed, party trustee Alhaji Kawu Baraje and Speaker of the Kwara State House of Assembly Razak Atunwa

    The host was the party leader and former governor, Dr. Bukola Saraki, who was hailed by party leaders for his leadership skills and commitment to the progress of Kwara.

    Ahmed thanked the political machinery that thew him up as the governor. He also expressed gratitude to the people that voted for him three and half years ago. He  promised to accelerate the development of the state, if re-elected.

    The governor said: “ I humbly and formally declare my intention to run for a second term in office so that I can do more for our state and its people. By the grace of God and with your mandate, we intend to accelerate the development of our state, if re-elected for a second term in office.”

    Ahmed added: “I will boost the local economy through the establishment of an independent power projects (IPP) that will power industrial clusters, stimulate jobs and improve power supply to our communities.

    “By the grace of God, we will upscale our education reforms, with the complete overhauling and modernisation of 120 secondary schools as we start the process of benchmarking our schools against global best practice.”

    The governor promised to fight the infrastructure battle through road construction and rehabilitation. He said his administration will even construct federal roads that have been neglected.

    He said: “By the first quarter of next year, we will take another bold step towards providing our youth with functional skills when the City and Guilds-affiliated International Vocational Center, Ajasse Ipo takes in its first set of students. This school will connect with our Quickwin initiative, under which a new crop of youth entrepreneurs is currently receiving vocational and entrepreneurship training, to fill middle level manpower gaps.

    “In sports, we intend to completely overhaul and modernize the indoor sports hall of the Ilorin Township Stadium in line with high standards of Main Bowl and in order to promote sports development, especially among our youths.”

    The governor reiterated his commitment to the Saraki political dynasty. He said: “I reaffirm my belief in our political structure. A structure that has given hope to the hopeless; that has made governance inclusive in Kwara State. This structure gives hope that you can be anything you want subject only to the limit of your abilities.

    “It is only this structure that could have enabled Abdulfatah Ahmed, the son of a middle-level policeman, to become governor.”

    Saraki, who represents Kwara Central in the Senate, said Kwarans will vote for continuity in next year’s election. He described Ahmed as a loyal politician who has worked with commitment and dedication to the welfare of the people.

    Saraki added: “Governor Abdulfatah Ahmed has attended to some of our problems and I want you to give him four more years. The people of Kwara should come out during elections and vote for the APC. This is the party for you; the other parties are only there for themselves. You don’t see them. When you go and see them they only say ‘thank you,’ can thank you help you?

    “This election is for all of us. They say they are coming with Abuja power; tell them that you have people’s power.”

    Baraje, who said the Peoples Democratic Party (PDP) has no place in Kwara, urged the people to girds their loins against rigging.  He said: “Contrary to the belief of the opposition, their lies, and fabrications, the APC is on ground in Kwara State. The second thing that this crowd is telling you is that, in 2011, when the state put forward that young, experienced and versatile young man to be the governor of the state, little did we know that we were voting for efficiency; performance of the highest order.

    “Kwarans are telling you that they have seen your handiwork. It is not a lie; it is something that is visible. It is what everybody can see. This crowd is telling you to continue in office for another four years. I therefore, join them that you should continue and come forward to accept our endorsement.”

    The venue was electrified with Tinubu’s arrival. The APC national leader, who initially addressed the audience in Yoruba language abridged all protocols, saying the electorates are far more important than lengthy protocol.

    Tinubu fired salvos at the Federal Government, chiding President Goodluck Jonathan for his failure to restore security as the Commander-In-Chief.The former governor of Lagos State asked the President to resign.

    Tinubu said: “I saw the sea of refuges caused by Boko Haram insurgents and the lies coming from the Jonathan Administration. They have exhibited failure, lack of capacity, vision, creativity; the lie of yesterday is what they repeat today and it is what they will repeat tomorrow. They are lying to you.

    “They are lying about the security; toying about the security of this country. I don’t have time to explain the logic of their lies.

    “But, if you control the armed forces and you are the Commander-in-Chief of Federal Republic of Nigeria, why should any part of this country be under occupation? And you give us excuses every day. In any civilised country Jonathan should resigned. But, if he will not resign, he should wait for our broom. We will sweep them. I will come back.

    “This is just the endorsement of Governor Ahmed; that he will be re-elected by the grace of God, with the support of you people here and those outside there. The unemployment situation will be conquered by the APC administration. We have the vision for the security of the lives of our children.

    “The thieves that daily steal your money have not given you any job; they cannot create jobs and they are starving states of funds to pay workers salaries. The best thing to do is to sweep them away through broom revolution. APC is a party of the masses.

    “It now behooves you to begin a house to house campaign that this is a party of the masses.

    “You had not seen Bukola and myself mounting the same podium campaigning for the same party before this time. This is a new beginning. This is a time of good things and tidings from us. We have brought good luck and commonsense revolution.

    “Now, it is time to apply commonsense revolution and it is about your lives. It is about your education, your jobs and about the security of this country. We stay together since independence and we will remain together. Any affecting any section of this country affects all of us.

    “Be ready to vote for change at the centre. The race has started again. We have endorsed Governor Abdulfatah Ahmed for a second term in office as he has performed creditably like his predecessor, Senator Bukola Saraki.”

    In a remark, Tambuwal said the APC would engender prosperity and eradicate poverty. He said: “By voting the APC at the centre, you will be voting for prosperity and the eradication of poverty. What we are witnessing today in Nigeria is not governance, but misgovernance. We are witnessing a system that does not have the interest of the people of this country at heart.  It is also incumbent on us as a people to vote out Goodluck Ebele Jonathan come 2015. That will bring peace, progress and development of Nigeria.

    “In Kwara State, your political history is very rich. You have had the foundation of the political struggle of this state laid by our late leader, Dr Olusola Saraki. This structure that is being sustained by God Almighty has always delivered Kwara to the right place. I believe that this time around there will not be anything different. With the support of the people of the state APC shall form 100 percent the government in the state from the local council to state Assembly and to the government house. Eventually and ultimately, the state has always been providing leadership in the politics of this country.

    “When it comes to presidential elections, I am sure that the state will provide such leadership to the extent that we shall deliver this country to the government at the centre to APC.”

    Amaechi said: “I am very impressed with the number of persons that I have seen here today. What you must do is to stop the PDP from rigging us. You must go out that day to stop them from rigging us. When you vote, do not go home at all. They will bring soldiers and police, remain there. If they want to kill us, let them kill us. If you go home, you will hear a different result.  Stay there and make sure that nobody rigs you out.

    “They have soldiers and police, they do not have God. God is in the APC. That is the problem they have and once God is in APC, and we work with God, we shall defeat them.You know your governor will do better if you have an APC presidential candidate who wins the next election. The reason is that currently, they are stealing money.  The money we should use in building ore schools, more hospitals, more transport and other amenities, they are putting it in their pocket. They are taking the money to South Africa.

    “We thank God we saw small, you do not know the ones we are not seeing. So, let’s vote them out so that we can vote in a better president from APC and our money will remain here. Can’t we manufacture our own guns? Why can’t we? Mubi has been over-ran by 30 to 40 young boys, who are not trained as soldiers? It simply shows that we are not funding our military. It is time to fund our military because our military has the capacity to chase away these boys. But we need treat our military with respect and with necessary support and we will win them.

    “This is the time to say the truth. The problem with the other party is that they do not know the truth and they do not say the truth at all. If a man does well, what do you tell him? You tell him ‘thank you’, is that not? And that is what we are here to do to tell your governor thank you.

    “The way to tell him thank you is to get up on the day of election and vote for him and vote for APC. If you tell him ‘thank you’ and you vote him back in, he will work well and better for you He had already worked. You are not testing him because you have already tested him and you know how well he has done.”

    Kwankwaso said: “We are removing the incompetent government in Abuja. By voting for the APC, we are bringing in employment for our young men and women. We are voting for peaceand development in Kwara and Nigeria.”

    ‘Fed Govt should have declared seized $9.3m’

    The Federal Government ought to have declared the $9.3 million seized early this month in South Africa at home and point of entry to the country, the Inter-Governmental Action Group against Money Laundering in West Africa (GIABA) has said.

    It is a specialised institution of the Economic Community of West African States (ECOWAS) responsible for facilitating the adoption and implementation of Anti-Money Laundering (AML) and Counter-Financing of Terrorism (CFT) in West Africa.

    Head, GIABA office Nigeria, Timothy Melaye, told The Nation at the weekend that money laundering laws stipulated that funds above $10,000 should be declared at the point of entry and exit into another country.

    He said the GIABA office was waiting for the Customs to confirm if the seized fund was declared at the point of exit before it could make further comments on the matter.

    “It is a delicate matter, but we are expecting details from the Customs. When this happens, we will make further statements,” Melaye said.

    Man declared wanted over political crisis, stepbrother’s death

    The police have declared one Mr Daniel Abiodun wanted following a political crisis that engulfed the Ojo Local Government Area of Lagos State, on April 3 which left two persons killed and dozens seriously injured.

    The young man is also wanted in connection with the death of his stepbrother, Mr John Abiodun, who slumped and died in the course of a fight which came up when Daniel accused John of stealing his valuables after breaking into his room.

    During a press conference on the matters, the police alleged that Daniel and others also at large masterminded the crisis which disrupted a rally organised by the youth wing of the All Progresssives Congress (APC) in the local government area.

    The police alleged that Daniel, the youth leader of the Peoples Democratic Party (PDP) in the locality, used a group of thugs who were loyal to the PDP, struggling to take over power from the ruling party.

    The source told our correspondent that “the local government area is a stronghold of the APC, but the PDP is determined to take over the area and others by defeating the party in the 2015 general elections”.

    The source further said: “Apart from the policemen who are searching for him (Daniel), some members of his extended family have vowed to deal with him. They are likely to kill him, if they get him.”

    Investigation revealed that John was a member of a brutal cult, ‘Aiye’, that kills and maims in the local government area. Members of this group are out to kill Daniel who is held responsible for the death of his stepbrother

    Kaduna State Governor Mukthar Yero said yesterday that he is yet to declare interest in contesting the 2015 governorship election.

    He also said he was not interested in becoming the governor of the Central Bank of Nigeria (CBN).

    In a statement by his Director-General, Media and Publicity, Ahmed Maiyaki, the governor said as a respecter of the rule of law, he believes that it was not time to declare such interest.

    The statement said: “On the question of 2015, as a staunch respecter of the rule of law, Governor Yero believes it is not yet time to declare interest in contesting the election.

    “However, it is pertinent to clarify that he reserves the right to contest and will make his decision known at the right time and in accordance with the provisions of the Electoral Act (2010) as amended.

    “The governor remains resolute in his principle of putting the interest of the people above personal interest and cannot be distracted by these antics of scoundrels and political jobbers.

    “We call on residents and Nigerians to ignore such wicked rumours and join hands with the administration to take our state to greater heights.

    “It has become imperative for us to once again dispel the rumour connecting the governor on-the-soon to be vacant position of governor of the Central Bank of Nigeria (CBN).

    “The governor has no interest in taking up appointment at the CBN or any other institution.

    “Yero remains committed and focused to providing purposeful leadership to bring about the transformation of Kaduna State.”

    Jonathan has declared assets, says Conduct Bureau chair

    President Goodluck Jonathan has declared his assets and has no case to answer, Dr Sam Saba, the Chairman of the Code of Conduct Bureau (CCB), has said.

    “As far as we are concerned, Mr President has declared his assets, though not publicly. There is no law that says that you should declare your assets publicly; it simply states that you should declare your assets.

    “What is important is that he has declared his assets and when we go through his form and we discover any area that is questionable, then we will take him to court,” he said.

    Saba spoke through the Federal Commissioner representing Northwest in the Bureau, Alhaji Ibrahim Manzo. Manzo, represented Saba at a Compliance Training Workshop for Public officers yesterday in Abuja.

    He said the Bureau was doing its bit, but that the public was not doing its own part by refusing to blow the whistle on defaulters.

    Saba, who noted that the fight against corruption is the collective responsibility of all patriotic Nigerians, said Nigerians should wake up to the task.

    He said the aim of the training was to sensitise public officers to the importance of assets declaration and what was required of them while filling the form.

    “If they know what they are being asked and how to answer correctly, it will lessen our work and reduce the burden of taking people to court for non-compliance,” he said.

    Saba said education was the key to understanding any issue, and that the Bureau organised the enlightenment programme in the hope that the National Universities Commission (NUC) would help in sending the message across through education.

    The Executive Secretary of the NUC, Prof Julius Okojie said the bane of corruption in the country was lack of provision of basic necessities of life and lack of knowledge of basic societal norms.

    Okojie said that an individual’s behavioural pattern was determined by the society because “what the society defines as right, is what the people follow’’.

    “We know that there are issues, but we must endeavour to be on the side of truth. When we learn to be honest and stand on the side of truth, this country will be better for all of us.’’

    Alhaji Kabir Mashi, the Acting Chairman of the Federal Inland Revenue Service, described the compliance programme as “a very good and noble development”, adding that with interaction, there would always be a better understanding of critical issues.
