    Niger Delta students’ crisis deepens

    The crisis rocking the Niger Delta Students’ Union Government (NIDSUG) may have taken a new dimension, following the accusation against an official of the Niger Delta Development Commission (NDDC), who allegedly ‘financed’ the union president’s impeachment. EMMANUEL AHANONU reports.

    The last may not have been heard of the Niger Delta Students’ Union Government (NIDSUG) crisis, which culminated into the purported impeachment of its president, Obada Akpomiemie. Four weeks after parliament members of the union allegedly removed Obada, what transpired behind the scene has started to emerge.

    Some members of the union have alleged that the parliament’s members were induced to unseat the embattled president. A special assistant to the chairman of the Niger Delta Development Commission (NDDC) was alleged to have “financed” the impeachment.

    To justify the impeachment, it was learnt that some members of the union executive and parliament were asked to write petition against Obada, following his rift with the NDDC official (name withheld) at the inauguration of NDDC Hostel at the Michael Okpara University of Agriculture, Umudike (MOUAU) in Abia State.

    The process was, however, described as “kangaroo panel” by state coordinators of the union, who said Obada remained the president. They said the Senate President, Chimdi Obiarandu, did not have the right to preside over the parliament sitting, because his election was declared inconclusive.

    Obada said his disagreement with the NDDC official led to the crisis. He said: “The problem started when I complained about action of some people, who are preventing us from meeting the NDDC chairman, Sir Bassey Dan Abia. Each time we wrote to the NDDC boss, one of his Special Assistant would throw the letter into a trash bin. He has been feeding his boss with wrong information about our union.

    “We saw a good platform at MOUAU to tell the NDDC boss of our plight. But, when the official sensed I would expose him, he altered the programme agenda and removed the item reserved for students’ opinion. So, we embarked on a protest to draw Dan Abia’s and Governor Okezie Ikpeazu’s attention to the alteration, which the Special Assistant saw as an affront and swore to deal with me.”

    His opposition to NDDC’s inconsistencies, Obada said, led to the inducement of the parliament members to disorganise the union.

    The co-ordinator of the union in Rivers State, Maxwell Othemidia, a final year Chemistry Education student of Rivers State University of Science and Technology (RSUST), said the impeachment of Obada was null and void, saying there was no sitting.

    Asked if he was aware of the parliament members’ inducement, Maxwell said: “When you see a bird dancing at the middle of road, its drummer is close-by.”

    Chimdi denied any inducement, saying Obada’s impeachment followed a petition by members of the union. He said some of the parliament members were being owed their sitting allowance, adding nobody gave them money to impeach the president.

    Genesis Jeremiah, the union’s pioneer president, said NIDSUG’s problem started and ended with the union’s complaint against NDDC. He said the NDDC official met with the parliament members at LandMark Hotel five days after Obada led a protest at MOUAU to contrive the president’s impeachment.

    Genesis, who claimed to be at the meeting, said: “When I barged into their secret meeting, I saw the NDDC official giving members of the parliament instructions. He was surprised to see me with others. I confronted him on why he wanted to cause crisis in the NIDSUG, he replied that members of the union were having a meeting and he decided to greet them,” Genesis said.

    The Vice President, Bariture Mgbee, corroborated Chimdi’s position, saying Obada was invited to answer allegations against him but said the president did not show up.

    Juliet Manyo, treasurer of the union, said: “I am ashamed of the ongoing crisis. Some so-called students’ leaders have been compromised by politicians to kill the union. I was offered a bribe but I declined, because I was not elected to destabilise the union. They are victimising Obada because he is fighting for the interest of all Niger Delta students.”

    The union Clerk, Chinenye Aniogwu, a student of Delta State University (DELSU), also accused the NDDC official of intimidating the union leaders. “It is clear that they want to intimidate our members with their sudden wealth; we cannot be intimidated,” she said.

    Save our lives, Delta steel workers beg Buhari over 20 year entitlements

    Aggrieved employees of Delta Steel Company (DSC) have appealed to President Muhammadu Buhari to come to their aid and prevail on the company to pay all entitlements owed them over the last 20 years.

    The workers’ appeal, which was contained in a statement issued by the spokesmen of the DSC Pressure Group; Amanyo David, Emmanuel Ikhalo and John Okari, demanded that the company be compelled to pay all dues and entitlements that should be paid to retrenched employees from 1995 to date.

    Narrating the ugly experiences that the employees of the company had been made to go through since the first retrenchment exercise in 1995, the group said those sacked had yet to be paid their entitlements, while the company has also failed to fulfil its contractual agreements with those whose appointments were terminated.

    The group particularly expressed sadness over the inhuman disposition of the Assets Management Corporation of Nigeria (AMCON), which intervened in the crisis in 2012, expressing sadness that AMCON only intervened in the company’s indebtedness to banks, while shunning the plight of the staff of the company.

    “Since the 1995 reorganisation/retrenchment exercise by the then management of DSC, under the ownership of the then FGN, it is sad to note that all the victims of this exercise are yet to be paid their commensurate dues, benefits, emoluments and so on, many of those involved in this exercise have died, awaiting payment of their dues.

    “Precisely, on the 18th of May, 2012, the Assets Management Corporation of Nigeria (AMCON), on the order of the Federal Government, intervened with the intention of paying workers’ dues and entitlements, salary arrears, offset the bank loans and contractors’ debts.

    Delta Gov Tribunal: PDP closes case, fails to call any witness

    It was drama at the Delta State governorship tribunal sitting in Asaba yesterday when, against the heightened expectations of further legal fireworks, the 2nd respondent; People’s Democratic Party (PDP), ?announced the closure of its defence without calling any witness.

    The All Progressive Congress (APC) and its gubernatorial candidate, Olorogun O’tega Emerhor, are challenging Okowa’s victory at the poll at governorship election petition tribunal.

    The tribunal had adjourned on Wednesday to allow the PDP commence its defense on Friday by calling it’s witnesses, having filed over 50 witnesses’ statements on oath.

    Okowa, the 1st respondent, had on Wednesday closed his defense without calling any further witnesses, having called only three out of over 20 witnesses he had earlier proposed.

    At the resumed sitting today, counsel to the PDP, Chief T.A Kehinde SAN, shocked the tribunal when he announced he will not be calling any witnesses, but will be relying on the witnesses already called by the first respondent and his earlier cross examination of the petitioner’s witnesses, adding that he chose to close his case on the basis of that.

  • Police kill three suspected kidnappers in Delta

    The Delta State Police Command has killed three suspected kidnappers.

    The gang allegedly abducted Mrs. Paaga Blessing Emabari, 48, at Okuokoko in Okpe Local Government Area.

    It was gathered that the victim escaped from her abductors before squaring up with the police in gun battle.

    Police spokesperson Celestina Kalu, a Deputy Superintendent of Police (DSP), said the Orerokpe division’s patrol team intercepted one Toyota Corolla saloon car with registration number BWR 532 HL.

    The spokesperson said the occupants of the car turned in a suspicious manner on sighting the patrol team.

    Their action aroused the suspicion of the patrol team, which chased the car.

    According to her, with the “assistance of vigilantes, three of the hoodlums were fatally injured while others escaped with bullet wounds”.

    She added: “The vehicle was recovered to the station. Investigation is in progress while efforts to track down the fleeing criminals are on.”

    Kalu confirmed the recovery of a stolen car, a light green Toyota RAV4 Sport Utility Vehicle (SUV) with registration number LEH 550 AA, which was allegedly snatched from the owner at Ovwian Aladja on September 12.

    According to her, information got to the Safer Highway Patrol Team 013 at DSC Round-about in Warri.

    The petrol officers reportedly spotted the snatched vehicle, which “they flagged down, but the occupants refused to stop”.

    Kalu added: “…The vehicle was pursued by the team and the two occupants abandoned the SUV, escaping into the bush. Meanwhile, the vehicle has been recovered while investigation and efforts are ongoing to apprehend the fleeing suspects.”

    Delta launches data base of unemployed youths

    Delta State Governor Ifeanyi Okowa has identified lack of statistics and data base of unemployed youths in the state as one of the factors mitigating against effective job creation initiatives and past youth empowerment programmes in the state.

    To address the challenge, the governor disclosed that the state government has launched a database of unemployed youths in the state through the job and wealth creation scheme, which promises to keep the youths off the streets.

    He said the database would provide a steady feed of participants for the programme and also enable the government in planning for its future and those of the youths..

    “By the next six months when the next phase begins, we will simply pull out the next set of participants from the database, so, there is opportunity for as many as are qualified to be enlisted in subsequent phases of the scheme.”

    The governor spoke at the Songhai-Delta, Amukpe in Sapele Local Government Area of Delta State, on Wednesday, August 26, he flagged off the training of1,645 young men and women who were part of the agricultural programme of the state government.

    The gathering included young school leavers, graduates and others who are among a batch of 6,000 youths targeted in one of the state government wealth creation programme tagged Youth Agricultural Entrepreneurs Programme (YAGEP) and Skills Training and Entrepreneurship Programme (STEP).

    The  STEP and YAGEP are part of the programmes aimed  at taking teeming youths off the street. It is also aimed at the  fulfillment of the State Governor, Senator Dr Ifeanyi Okowa campaign slogan tagged ‘Prosperity for all Deltans’.

    The governor, while flagging of the programme, explained that the scheme was being executed in phases, adding that the introduction of the scheme has enabled the state government to develop a database of the unemployed in the State.

    He explained that with the performance of the participants, who had been on a week-long orientation course, he was confident that the programme was headed in the right directions. He said all the programmes were strategically designed, stringently planned and specifically tailored to tackle the problem of youth unemployment and produce lasting and sustainable prosperity across in the state.

    He said that his administration had adopted the Micro, Small and Medium Scale Enterprises (MSMEs) model which is the best way to tackle youth unemployment, because job and wealth creation are the bedrock of his “S.M.A.R.T” agenda.

    The Governor who was flanked by his deputy, Deacon Kingsley Otuaro,a lawyer,  said that the Wednesday’s event is the latest part of his effort to bring prosperity to the state, industrialize it through the YAGEP and STEP initiative which was one of his electioneers promises to Deltans.

    “Today’s event is undeniable proof that our administration’s S.M.A.R.T agenda is well and truly on course; it goes without saying that job and wealth creation are the bedrock of the S.M.A.R.T agenda, with YAGEP and STEP as the flagship programmes and other programmes under the Job and Wealth Creation Scheme are Production and Processing Support Programme (PPSP), Development of Agro-Industries, and Extension of Microcredit,” he added.

    Speaking on the prospect of the scheme, Governor Okowa said that while previous programmes sought to prepare people for employment, the Job and Wealth Creation Scheme seeks to produce wealth creators and job creators adding that critical differences also exist in the selection and screening process, training approach, management system, and collaboration with the organised private sector”.

    He maintained that the scheme is not the typical empowerment programme that is often cash based; “it is a wealth and job creation scheme, it is not about skills acquisition; it is about building a knowledge economy and the overarching goal is to equip participants with the technical know-how, vocational/technical skills, values and resources to become self-employed and employers of labour.”

    Giving statistic of how MSMEs have been faring in the country, Governor Okowa said that more than 90 per cent of businesses in Nigeria employ less than one hundred persons which put them in Micro, Small and Medium Scale Enterprises (MSMEs) category, adding that that was a sector that can get most of Nigerian youths off the street.

    “By definition, MSMEs are companies that employ less than 250 persons and available statistics indicate that 97% of all businesses in Nigeria employ less than 100 persons and they account for about 50% of Nigeria’s productive workforce and 46.54% of the Gross Domestic Product (GDP)”.

    While congratulating the participants at the orientation course, Governor Okowa said; “while multinational companies and big corporations get all the public attention and acclaim for their capacity to induce foreign investment capital, MSMEs remain the backbone for economic growth and social development in any society.”

    Earlier, the Commissioner for Economic Planning in the state, Hon. Kingsley Emu in a welcome address said, the participants’ spirit are high and assured that at the end of the day, they will surpass the governor’s expectations.

    Speaking in the same vein, the Sole Administrator of Songhai-Delta Dr Theophilus Okpidi in an address, thanked Governor Okowa for revamping the centre, adding, “I salute your courage and pray that God will make ways for you and direct your steps towards the actualization of the job and wealth creation scheme for the benefits of Deltans.”

    He appealed to the governor and the state government to put in more into the strategic agriculture farm settlement and its facility, which is structure along the line of the famous Soghai in Port Novo, Republic of Benin.

    In his address, the Chief Job Creation officer in the state, Prof. Eric Eboh disclosed that one thousand, six hundred and forty-five youths were been trained in the ongoing exercise. He thanked Governor Okowa for initiating the programme that will make the youths entrepreneurs.

    Speaking with Niger Delta Report, one of the beneficiaries, Karen Arubayi, expressed gratitude to the governor for the opportunity to be among the first trainee of the YEGAP AND STEP programmes, enthusing that the training module and syllabus would ensure that the state government get the best out of it.

    “Yes, it is strenuous, rigorous  and very tasking, but that is because nothing good comes easy. I am very excited about this opportunity and the prospect that awaits at the end and I am determined to put in my best to ensure that I do not waste my time and the government’s resources,” she added.

    Other participants expressed similar feelings, with some particularly happy that they are given opportunity to give feedback as well as to access and assess their instructor on their performances and teaching.

    Side attractions at the event included cultural displays, matchpass and presentation of Certificate of Honour on the governor by the National Association of Nigerian Students.

  • Delta poll: Tribunal admits election results as evidence

    Delta State Governor Ifeanyi Okowa, on Friday, failed to stop the All Progressives Congress (APC) governorship candidate, Olorogun O’tega Emerhor, from presenting the governorship election result sheets used in the April 11 election from the 25 local government areas.

    The APC candidate approached the tribunal, challenging the election of Okowa of the People Democratic Party (PDP).

    At the resumed hearing on Friday, APC’s lawyer, Thompson Okpoko (SAN), while examining his witness, Ore Ohimor, said he would tender forms EC8A, EC8D and EC8E, that is, the state, local government and unit-by-unit election result sheets for the 25 local government areas.

    But Ken Mozie (SAN), lawyer to Okowa, opposed the moved.

    The lawyer argued that the documents sought to be tendered were not neither pleaded nor listed in the witnesses’ statement on oath.

    He averred that the documents listed in the witnesses’ statement on oath are: forms EC8D and EC8E, not form EC8A.

    Mozie said any attempt to tender form EC8A would amount to subverting due process and obtaining justice through the backdoor.

    He said: “We object to the admissibility of these documents. The fundamental foundational requirements were not met. In paragraph 14 of the witnesses’ statement, only forms EC8D and EC8E were pleaded. In their reply to our reply, it was not pleaded; no reference was made to the document sought to be tendered. Therefore, listing the document will not cure it, if it was not accommodated in their pleading.”

    Counsel to PDP, Timothy Kehinde (SAN), noted that it was an elementary principle of law to put the parties on notice and not by surprise.

    The lawyer said the document sought to be tendered should be specifically pleaded.

    He said an “unpleaded” document cannot be admitted even when the document was mentioned in the witnesses’ statement.

    According to him, the document was not mentioned in the witnesses’ statement on oath; neither was it pleaded.

    INEC’s lawyer, O. Anumonye, averred that “the document sought to be tendered by APC and Emerhor were not referred to in the witnesses’ deposition”.

    He added: “Having pleaded over voting by tendering forms EC8D and form EC8E, pleading form EC8A will constitute springing a surprise.”

    But Okpoko said Form EC8A was listed among the documents to be tendered, adding that the documents were identified on paragraphs seven and eight of the petition.

  • Lawyer arrested with gun in Delta

    The Delta State Police Command, at the weekend, arrested a lawyer for alleged illegal possession of a locally made double-barrelled short gun.

    Police spokesman Celestina Kalu said the lawyer, Prince Imoh, was arrested in company of his younger brother, Felix Imoh.

    In a statement, Kalu said both suspects were arrested at 13 Ohrerhe Street, Agbarho, Ughelli North Local Government Area, following a search warrant on their premises.

    The spokesperson said the gun was allegedly recovered when Felix, who was said to have concealed it in his shirt, was trying to relocate it when the police searched the house.

    She added the command had begun investigation into the matter.

    Security operatives of the Joint Task Force in the Niger Delta, ‘Operation Pulo Shield’ in the early hours of Saturday sacked and seized a militant camp in Beniboye, Burutu local government area of Delta state.
    Although details of the operation were still sketchy at press time, it was gathered that a huge cache of arms, ammunition and explosives were recovered from the fighters.
    Residents of nearby Odimodi community said the military encountered stiff resistance from the militant group identified as Red Beret, who were reportedly mobilising with fighters from nearby Rivers and Bayelsa states to attack the community.
    “There were sporadic shooting and heavy explosions during the operation that lasted well over four hours,” one source told our reporter.
    It would be recalled that armed gang from the camp recently overran Odimodi community.
    There were also concerns that the activities of the gang was threatening the peace and security of communities in the area and the operations of Shell Petroleum Development Company’s Forcados crude export terminal.
    JTF’s Joint Media Campaign Coordinator, Lt Colonel Isa Ado, who was contacted by our reporter, could neither confirm nor deny the report.
    While saying he wasn’t aware of the details of the operation, Lt Col Ado promised to give details, if there was indeed any operation in the area.
    However, a usually reliable source who is conversant with the operation, said it started at about 2am on Saturday and lasted till around 6am when the recalcitrant gang members were over powered.
    The interim chairman of Odimodi Community, Chief Elex Pukon, whose house was among several ravaged in an attack on the community on Monday, confirmed the report.
    He fingered some disgruntled members of the community as sponsors of the gang alleged led by one Sanomon.

    ROBBERY, KIDNAPPING KINGPINS IN TROUBLE, SAYS IG

    Police Inspector General Solomon Arase declared yesterday that the force is poised for  battle with kingpins of  armed robbery, kidnapping, cultism and other social vices in the Southeast and Delta state axis.

    He said the police will collaborate with governments at that level to deal with crime syndicates in the area.

    Arase made the pledge in Awka at a South-East/Delta State Security Conference 2015 with the theme “Security, Bedrock of Governance.’’

    The crime syndicates, according to him, are operating highly organized networks which must be crushed.

    He was confident that the conference would identify ways to replicate the successful security concept being employed in other climes.

    He also called for sustainable regional security framework, joint operation, funding and the political will by the various levels of government within region to make the approach work.

    Arase lauded Governor Willie Obiano of Anambra for organising the conference. The governor said the time has come to stand up to  all the crimes and criminalities that have stunted economic growth for decades in the region.

    Describing security as the panacea for rapid economic growth and development, the governor observed that mankind’s greatest worry has always been how to ensure a safe and secure world.

    Said he: “Our world has never been an easy place to live in. Speaking about mankind’s never-ending struggle for a better world, the great French philosopher, Jean-Jacques Rousseau, the author of The Social Contract, observed in 1762 that “man is born free, and everywhere, he is in chains.” Ladies and gentlemen, man is in a different kind of chain today.

    “The pertinent question we must ask ourselves is how long? How long shall the South East and Delta State and other contiguous states bear the brunt of brazen criminality and meaningless brigandage? How long shall our people’s well known enterprising spirit be driven away to nourish distant lands while our homeland wallows in squalor?”

    He recalled that there was a time Anambra State experienced waves of gang rules in the commercial city of Onitsha that were so dominant that constituted authorities felt helpless under their brutal onslaught.”The story is very much the same across the states in the region and Delta State. It may vary in degrees from one state to another but this region has had a most troubling crime history for far too long. The time has come to wipe this dark history away!” he said.

    In his remarks, Gov. Ifeanyi Okowa of Delta, described security as the “bedrock of good governance.’’

    On his part, Gov. Okezie Ikpeazu of Abia, asked investors from the region to come home and create jobs to reduce the prevalent crime in the area.

  • Community protest alleged military harassment

    Leaders of Odimodi Community in Burutu Local Government Area of Delta State, have protested against alleged threat to the peace and security of the community and harassment of its 90 year old monarch by the leadership of the Nigeria Navy’s NNS Delta.

    They accused the security agency of partisanship, meddling in the community’s internal affair and threatening the peace and security of the oil-producing Ijaw community.

    The community’s displeasure was contained in a letter to the Commanding Officer, NNS Delta, Warri, Commodore Aliyu Sule, following the CO’s invitation to the nonagenarian clan head, Chief Yangaboy Angalabiri.

    The letter, authored by Larry Ovwromoh & Associate, followed an invitation letter from the CO, threatening to take “action” against the monarch and leadership of the community, unless the monarch makes a long trip from Odimodi to appear before him in Warri and also allow a sacked leadership of the clan to remain in place.

    Attempts to get the Navy’s reaction were abortive as the Base IO, Lt Tope Ogunaike, was unavailable. Commodore Sule was yet to return our reporter’s calls or respond to text message sent to his mobile phone since Friday.
