    The Joint Task Force (JTF) in the Niger Delta, “Operation Pulo Shield” has identified Bayelsa, Rivers and Delta states as axis of crimes in the Southsouth.

    The finding is contained in a new intelligence report released by the Task Force on crimes in the region, even as gunmen, suspected to be sea pirates yesterday shot dead two persons in Kuroamagbene, a seaside community in Southern Ijaw Local Government Area of Bayelsa State.

    Community sources identified one of the victims as a relation of the Special Adviser to the Bayelsa Governor on Education, Dr. Godswill Ziriki.

    Police spokesman Alex Akhigbe confirmed the incident, saying he was awaiting a detailed briefing from the Divisional Police Officer (DPO) in Oporoma, headquarters of the council area.

    The waterways of Rivers and Bayelsa were identified as the hubs of crude oil theft with operators said to be so rich that they overwhelm traditional and local authorities in the areas.

    The document also identified the creeks as hideouts that kidnappers use to keep their victims while negotiating ransom payment with their relations.

    More worrisome is the report that the crimes are not only restricted to criminals in the region, but their associates in other parts of the country who ferret their victims to the riverside areas of the mentioned states.

    Confirming the report, JTF Media Coordinator Lt. Col Onyeama Nwachukwu, said the worrisome finding was in spite of the Task Force arresting 498 oil thieves as well as seizing 18 vessels, 26 barges, 545 assorted boats and destroying 748 illegal crude distillation camps (refineries) in the past few weeks.

    He said illegal crude oil refining activities are on the rise in the three states.

    In Rivers State, the report identified Akassa, Igbematoru, Tebidaba, Sagana and Kola/Obieku as headquarters of illegal bunkering.

    Similarly, Ukubie, Lorbia 1 and Lorbia 2, Ekeni and Ezetu communities of Southern Ijaw Area of Bayelsa earned the disgraceful honour of hosting kidnap victims from all parts of the country.

    He said: “We have discovered that in most communities, they even store stolen crude in septic tanks. The people have been so oppressed by these oil thieves, pirates and kidnappers, that they are afraid to volunteer information to the JTF.”

    Nevertheless, Lt. Col Nwachukwu said the JTF has unravelled the causes of insecurity and criminal activities by gunmen and other hoodlums in Azuzuama and other parts of the volatile Southern Ijaw Local Government of Bayelsa State.

    “We have identified the perpetrators and tracked them through a Joint Operation code-named ‘Operation Clean Slate’. The hideouts of the criminals were destroyed and various war-like materials including speed boats, assorted ammunitions and communication gadgets were either destroyed or recovered.

    “In spite of these successes, we have deployed troops at Azuzuama for a robust operation involving all components of the JTF,” he added.

    Assistant Editor, Dare Odufowokan, takes a look at the current moves ahead of next Delta State governorship race.

     

     

    One issue that has dominated public discourse since 2011 when Governor Emmanuel Uduaghan began his second and final term in office as the governor of Delta State is the issue of which senatorial district should produce his successor in 2015.

    And as the date for the next gubernatorial election gradually draws nearer, the discussions on the matter also get more intense. Rumours that some politicians who are not from Delta North Senatorial District are gearing up to throw their hats into the ring of the contest for the governorship seat are also heating up the polity.

    Besides, the silence of the leadership of the party on the much-argued existence of a zoning arrangement that ceded the 2015 governorship to Delta North has continued to fan the embers of political agitation within the state.

    For instance, the Anioma Agenda, a political pressure group that seeks the emergence of the governor of Delta State in 2015 from the northern Senatorial zone of the state, recently cautioned the Urhobo Progressive Union (UPU), against denying Delta North the chance to produce Uduaghan’s successor.

    The group, in a press statement, jointly signed by its Chairman, Alex Nnamdi Onwudiamu and Secretary Godwin Ossai, said it was aware of what it called desperate moves by an Urhobo group to deny Anioma people their turn to be governor.

    “This call became necessary due to current political manoeuvres with reference to a recent parley between Arewa Consultative Forum (ACF) and Urhobo Progressive Union (UPU), which we see as having the capability of creating disaffection among the different federating units in Nigeria with predictable consequences on the polity, peace and unity currently pervading the landscape in Delta State,” the statement read in part.

    While urging UPU to exercise restraint in the interest of the Delta State, Anioma Agenda explained that the Anioma people’s strategy to clinch the governorship position of Delta State in 2015, is that of “appeal and persuasion to the conscience of all, hinging primarily on the altar of equity and fairness and backed strongly by the political history of Delta State since its creation in 1991.”

    The group added that the “Anioma people will obviously not accept to remain in a state where we do not have equal access to political power, neither are we going to say that in pursuance of our quest for power, that we are willing to engage all and sundry in a needless desperation for power at all costs.

    “We are seeking, soliciting and pleading for the support of the Urhobos, Ijaws, Isokos and the Itsekiris, knowing full well that an alliance within Delta State shall achieve for us the desired good and we advise other ethnic nationalities to follow this worthy example which is hinged on equity, justice and fairness. Indeed, we believe equity breeds unity,” Anioma Agenda said.

    Similarly, Ndokwa Unite, a political pressure group based in Delta North, also rose from an enlarged meeting and said in a communique signed by Dr. Boniface Opia, Greg Ikoko and Mr. Mathew Emeni, that since the Delta Central and South districts had ruled the state for eight years respectively, any attempt to prevent the emergence of a governor from Delta North will heat up the polity.

    The group further stated that it was important that other senatorial districts support the quest of Delta North for the 2015 gubernatorial race, disclosing specifically that the gubernatorial seat should go to Ndokwa ethnic nationality.

    But if feelers emanating from various political camps in the state are to be considered strong enough, then the people of Delta North will have to brace up for serious politicking if their dream of producing the next governor is to come to fruition.

    This is because numerous politicians from the two other senatorial districts appear to be opposed to the zoning arrangement being canvassed by Delta North. The critics of the arrangement say the contest should be thrown open in order for the best candidate to emerge as governor in the interest of the state.

    The National Chairman of Urhobo Political Movement (UPM), who is also Commissioner representing Ughelli North and Ethiope East Local Government Areas on the board of DESOPADEC, Emaye Obiewevre, recently declared that there will be no zoning in Delta State come 2015.

    While emphasising that only a credible candidate should be allowed to occupy Government House in 2015, Obiewevre urged Deltans to be wary of politicians with hidden agenda who come to them under the guise of zoning.

    “We don’t want somebody who will come to Government House to implement an ethnic agenda. Those aspiring to the governorship under the banner of one ethnic group or the other should be resisted by the people.

    “So we must all resolve that in 2015 we will not select our candidate based on tribal line, rather our yardstick for selection of candidate for Government House will be credibility, purposeful leadership and the interest of Deltans,” he said.

    Toeing a similar path, the Chairman of the Democratic Peoples Party (DPP) in the state, Tony Ezeagwu, said zoning does not exist in his political party currently ently and that he was not a party to any arrangement about rotation of political offices within the PDP fold.

    “As far I am concerned, if an Anioma man comes to my party to take the governorship form, I will not deny him. And if an Urhobo man comes to take form, I will not deny him either. This is because in my party, there is no zoning arrangement for now. Our party is open for all Deltans.”

    But Delta State House of Assembly Speaker, Rt. Hon. Victor Ochei, during a consultation visit to him at his residence by leaders of the Anioma Agenda, while reiterating his earlier commitment to peaceful co-existence in the state, applauded the overall developmental programme put in place by Governor Emmanuel Uduaghan, adding that the existing tripod that led to the emergence of a Delta Central and South indigenes occupying the number one seat of the state should be symbol for promising equity, fairness and justice.

    The speaker said there are enough bases for the Aniomas to have a shot at the governorship in 2015. He, however, advised the group to maintain absolute decorum while persuading other senatorial districts who are yet to key into this laudable programme to do so without over heating the polity for the general good of the entire state.

    In the opinion of Chief John Ehikwe, former secretary of the National Party of Nigeria (NPN) in the old Bendel State and the national coordinator, Anioma Awareness Initiative, a group of leading politicians championing the quest for a governor from Delta north, the district is ready to govern the state.

    “I want to tell you that Delta North Senatorial District is the most united district in the state. For instance, since we started this question on who is to occupy the Government House come 2015, there has not been anybody who has come to say we do not want to produce the governor. All the groups that came out have been saying that it is our turn,” he said.

    But the question remains how far the people of Delta North can go in their quest to be allowed to produce the next governor of a state as multi-ethnic and diverse as Delta? Only time can provide an answer to this question.

    15 in race for governor in Delta

    Delta State governorship aspirants have begun mobilisation, ahead of the next general elections. Correspondent OKUNGBOWA AIWERIE examines the strengths and weaknesses of the contenders as well as the issues that may shape the race.

     

    In two years’ time, Delta State Governor Emmanuel Uduaghan will vacate office, af ter the completion of his second term.

    No fewer than 15 Peoples Democratic Party (PDP) chieftains are scheming to succeed him. In other parties, there are also some aspirants eyeing the position.

    The number of aspirants may go up, following the registration of the proposed All Progressives Congress (APC). The PDP aspirants are basking in the euphoria of the power of incumbency. However, opposition aspirants have said that this will crumble during the elections because there will be alternative routes for the voters to explore.

    In Delta State, there are the serious aspirants, the not-so-serious and the pretenders. Campaign offices are being set up. Structures are being fortified. But the primaries will seperate the wheat from the chaff.

     

    The aspirants

     

    The top contenders for the governorship include Senator Arthur Okowa, Dr Festus Okubor, Hon. Victor Ochei, Elder Godsday Orubebe, Ben Williams, Navy Commander Onabu, Senator Pius Ewehrido, and Chief Great Ogboru.

     

    Okowa

     

    He is the senator representing Delta North District in the Upper Chamber. Okowa has intimidating credentials. He was the Chairman of Ika South local government, Commissioner of Health and Secretary to Delta State Government. He was defeated by Uduaghan during the 2007 polls. He is a grassroots mobiliser and a towering personality in Delta politics. He has a large followership in Delta North District, which he represents in the National Assembly. But he also has appeal in other senatorial distrits. In fact, he has structures across the three zones. Many believe that he can rebuild his political structure he used during his failed 2007 governorship bid. But he faces a stiff opposition from some influential politicians in the state, who still believe that he cannot be trusted. To them, he accepted to become the secretary to government when he had the opportunity to discredit the controversial PDP primaries that threw up Uduaghan, press for a new shadow poll and smile away with the ticket. His critics maintained that he should have aligned with the other aggrieved aspirants to protest the alleged imposition of Uduaghan, instead of jumping at the prospect of becoming the Secretary to Government.

    Others have chided him for ethnicity, recalling that that he has not risen beyond being the champion of Ikaland. They alleged that Okowa is always eager to defend the interest of his native Owa Aliero, in utter insensitivity to the interests of other towns and villages in the senatorial district.

     

    Okubor

     

    He is an orator. He is former Governor James Ibori’s Commissioner for Information. Currently, he is the Chief of Staff in the Uduaghan Administration. in 2011, Okubor was the Deputy Director-General of Uduaghan Campaign Organisation. He is perceived as a dark horse in the race for the top job. However, many believe that his closeness with Governor Uduaghan may tilt the balance in his favour. They arrive at this conclusion because Uduaghan is interested how his successor will emerge. But, the governor’s support may be a double edged sword. Unless those who were injured by the imposition of Uduaghan in 2007 are pacified, they may resist Okubor’s emergence. There is the pervading feeling in Delta State that Ibori, who is in jail abroad, will determine who succeeds Uduaghan.

    Besides, Okubor has some weaknesses. He does not seem to have a deep purse to run an effective state-wide campaigns. Also, the presence of his kinsman, Arthur Okowa, in the race may split Anioma votes. Okubor lacks the required experience to survive in the rough and tumble of Delta politics because he has never sought elective office before.

     

    Ochei

     

    He is the Speaker of the House of Assembly. He has endowed his office with visibility. He also enjoys cordial relations with the governor. enjoys immense visibility in his current job. Ochei is a three-time legislator representing Aniocha North Cnstituency. He is a wealthy politician and philanthropist who commands the respect of his constituents. If wealth alone is all it takes to become the governor, Ochei will win the governorship with mimimal effort. But Delta politics is treacherous and unpredictable. Ochei‘s critics accuse him of arrogance, But he rejected the label, saying that his self-confidence has been uncritically confused with arrogance. Until recently, when he divested his shares in Davnotch Nigeria Ltd, he has received a lot of bashing for allegedly using his influence as a top politician to corner lucrative contracts from the government for his company.

     

    Orubebe

     

    The Minister NigerDelta Affairs hails from Delta South Senatorial District, the same zone that produced Uduaghan. He is from the Ijaw extraction. Ordinarily, with zoning in place, Orubebe’s name should not come up for mention. But tongues are wagging. With the recent rapprochement between Uduaghan and Chief Edwin Clark, his ambition cannot be ruled out. Orubebe is a protégé of Clark and, with the rising sentiment in some quarters that zoning should be jettisoned, analysts believe that he has a good chance. A major challenge he has to surmount is that he comes from the minority Ijaw tribe. Also, if he becomes the PDP candidate, then, zoning is dead in Delta State. The only alternative is for him to defect from the PDP. But will Orubebe defect?

     

    Ewherido

     

    He is from the Delta Central District. He is a formidable politician beloved by the Urhobo. The senator was a member of the House of Assembly between 1999 and 2007. He also served as the Acting Speaker. Ewherido is major player in Delta politics. His is popular in his zone. Against all odds, he contested against the PDP for the Senate on the platform of the mushroom party, the Democratic People Party (DPP). That was after he lost the governorship primaries to Uduaghan in the PDP. He had gone underground, following his failed governorship bid, only to resurface and daze the PDP at the senatorial election. Urhobo has a superior numerical strength and, if the tribe supports him, he will shake the state in 2015. The ethnic group has been in the political wilderness in the last eight years, shopping for a credible candidate. But a major minus for Ewherido is his perceived independent mind.

     

    Ogboru

     

    Ogboru is a millionaire-businessman and veteran governorship aspirant. He loves power. But it has eluded him since 2003. In 2011, his party, the Democratic People Party, made a frantic attempt to prove that Ogboru is popular in the state. The party won eight seats in the House of Assembly. It also won a seat each in the House of Representatives and Senate. The “People’s General”, as he is fondly called by supporters, appears to be battle weary these days. He seems to have slowed down. But his supporters inisist that he is a crowd puller and a factor in Delta politics. But can Ogboru still count on the support of the Urhobos, especially with the emergence of Ewherido? Only time will tell.

     

    Williams

     

    Williams, fondly called “the Ben Lion Heart of Delta”, is running on the platform of the proposed APC. The retired Airforce Sports and Physical Education School instructor is from the Delta North. He is busy setting up campaign structures across the local governments. He is an advocate of power shift. Williams had boasted that the APC will dislodge the PDP in 2015. “The die is cast between the APC and PDP in Delta. PDP has failed and APC is now the saving grace. It is only the APC that can avert the disintegration of the country. It is only APC that can reposition Delta State”, he said.

     

    Keyamo

     

    Lagos lawyer Festus Keyamo has also joined the race. He is a pro-democracy activist and radical lawyer. The structure campaigning for him is the ‘Delta Frontiers”. The youths and students are rooting for his candidature. However, Keyamo has not announced his political platform. His associates have ruled out the PDP. This means that he he will jostle for the ticket in the APC or other smaller parties.

    NPA to develop Delta ports

    The Nigerian Ports Authority (NPA) is to develop the Delta port and harness its potentials to make it attractive for business, NPA Managing Director Mallam Habib Abdullahi has said the authority .

    Speaking during inspection of the construction of some infrastructure at the ports, Abdullahi said his visit was part of efforts by the NPA to rebuild the port and reposition it.

    He said NPA would carry out the dredging, channel marking, wrecks removal, acquisition of new crafts and rehabilitation of the moles at Escravos to increase business activities at the ports.

    A channel management company, Abdullahi said, would be contracted to assist in dredging and maintenance of the channel and wrecks removal.

    The Port Manager, Mr Obumneme Onuenyenwa, regretted that despite the huge potential of the ports, only about 40 per cent of the land owned by it had been developed.

    He raised the alarm that some unauthorised persons were encroaching on the land belonging to the port, urging the management to tackle the problem.

    He listed some ongoing developments in the port to include its perimeter fencing, and the rehabilitation of the quay walls by Julius Berger and China Harbor Engineering Company.

    History was made in the oil city of Warri, Delta State yesterday when the Chief Judge of the Federal High Court, Justice Ibrahim Auta, presided over the inaugural sitting of the Federal High Court, Warri Division.

    Delta State Governor Emmanuel Uduaghan, eminent jurists and members of the Nigeria Bar Association (NBA), who attended the sitting, described the ceremony as historic and long overdue.

    Auta said: “It is my hope that the creation and the official opening of this division today will reduce the cost of litigation to the riverine people of Warri, comprising Warri North, Warri South, Warri South-West, Bomadi, Okpe, Ughelli North, Ughelli South, Udu, Isoko South, Isoko North, Ethiope South, Ethiope West, Burutu, Patani and Sapele local government areas.”

    Uduaghan said industrial courts would be established in Asaba and Warri.

    He promised to do whatever he could to ensure the smooth operation of the new court.

    Executive Director, Regional Businesses, South Directorate, Diamond Bank Plc, Mr Victor Ezenwoko stated that the job of the bank is service and if one is not being serviced well, the bank has failed in its responsibility.

    “Our job is service. Banking is like the job of an insurance agent. If one is not doing well and fails to listen or take corrections one has failed in his responsibility. We might be working and think we are doing well and that our customers are happy while that is not the case. We are here today because without our customers we will be nowhere.     ATM Service Supervisor, Mr Chukwudi Ibeh spoke on the importance of cashless banking as it has been embraced in Lagos State stating that it is of great importance and he further encouraged Deltans to embrace the culture.

  • Delta bans okada in Ethiope East

    The Delta State Government yesterday banned the use of motorcycles in Kokori and other parts of Ethiope East Local Government.

    Troops of the 3 Battalion of the Nigerian Army swooped on the area on Monday in a manhunt for one of the most notorious criminals in the Niger Delta.

    Kelvin, a notorious hoodlum, believed to be responsible for the death of over a dozen security operatives, including soldiers, police and prison wardens, is reportedly holed in a remote part of the area.

    Over 80 per cent of crimes around the area, which is the “headquarters” of kidnappers and robbers in the state, are traced to him.

    He was fingered for the daredevil attack on a convoy conveying prisoners, including kidnappers and robbery suspects, to court last month. Those freed included a suspect said to be his close friend.

    At the time of this report yesterday, uneasy calm pervaded the community as soldiers continued to patrol the streets and suburbs around the hitherto sleepy town.

    It was gathered that the ban on Okada, announced by the Secretary to the State Government, Ovouzorie Macaulay, was part of measures aimed at reducing the criminal’s mobility and bring the search to a quick end.

    Addressing reporters after a security council meeting in Warri yesterday evening, the SSG said: “One of the real outcome of today’s meeting is the fact that the security council has decided to place a ban on Okada in Kokori town.

    “Any Okada riding in Kokori is banned with immediate effect.

    “In other words, from this moment onwards, no Okada of whatever type commercially is allowed in Kokori. Seven days from now in every part of Ethiope East Okada will not be allowed.

    “In other words, whether in Kokori, Isiokolo, Okpara, Abraka, Eku, all use of Okada remain banned.

    “But the other villages and towns have seven days grace from today. By next Wednesday, Okada remains banned in the whole of Ethiope East. But with effect from this moment, Okada is banned in Kokori Town.”

    Niger Delta varsity gets internship centre

    The Niger Delta University (NDU)has launched Nigeria’s first Internship Centre at a seminar entitled: Blending Academic Pursuits with Career, Entrepreneurship and Workplace Development.

    The Internship Centre based at the university’s entrepreneurship facility, will provide on-campus internship to all final year students in entrepreneurship and vocational skills.

    The Acting Vice Chancellor of the university, Professor Humphrey Ogoni, stated that the goal of the centre was to ensure that students of the university graduate with two certificates; one in the chosen field of study and the other in entrepreneurship. The centre will also equip students for the competitive job market.

    The special guest of honour Dame Didi Walson Jack, the Hon. Commissioner of Science, Technology and Manpower Development in Bayelsa State in her speech, stated that the Internship Centre was an improtant platform for ensuring that graduates are employable and also become employers of labour.

    The centre is supported by Afrigrants Resources and will be implemented as a Public Private Partnership initiative.

  • Niger Delta may be submerged, don warns

    A university don, Prof Dagogo Fubara, yesterday in Port Harcourt, advised the government to take predictions by the the Nigerian Metrological Agency (NIMET) seriously.

    The Head of Department of Geosciences, Rivers State University of Science and Technology (RSUST), warned that the coastline of the Niger Delta may be submerged in the next 30 years, if the present rise in the sea level is not checked.

    The don said despite the warning over the rising sea level, the Federal Government seems not to be paying any attention because most parts of Nigeria were not affected by last year’s ocean surge.

    He urged the Federal Government to learn from the government of the Netherlands, which took precautions to build engineering structures to protect the country from ocean surge.

    The Rivers State Assembly, last week, urged local governments to prepare shelters that would accommodate displaced persons during flood.

    It called for a joint technical committee to plan ahead to avoid a recurrence.

    NIMET had estimated rain fall of between 1,500mm to 3,000mm this year compared to the 800mm to 900mm of last year.

    Delta State leaders have praised the leadership qualities Senator David Dafinone, who recently clocked 86, describing him as “the most distinguished Deltan alive today”.

    They said that the renowned accountant and astute politician has served his state, country and humanity as an administrator and politician.

    Thehe Chairman of Delta Politicians, Businessmen and Professional Forum, Mr. Abel Minna, noted that Dafinone has erected legacies that cannot be destroyed, urging the younger elements to emulate him.

    He added:“ His contributions to the development of the Northern Nigeria, defunct Bendel State and the Urhobo nation are impossible to estimate. The home of the renowned accountant and politician for years was a fountain of quality advice, inspiration, encouragement, hope and material support to community leaders, politicians, professionals and businessmen”.
