    Poll: DHQ warns military officers, others against partisanship

    The Defence Headquarters on Wednesday warned military officers and men against being partisan or compromising the electoral process.

    It vowed to sanction any military officer or man that tends to compromise the law or the electoral process.

    It said the Chief of Defence Staff, Air Marshal Alex Badeh and Service Chiefs will not derail the nation’s democracy.

    It reassured Nigerians of the military’s commitment to peace, law, order and stability in the country before, during and after the forthcoming elections

    The DHQ, which gave the warning in Abuja in a statement issued by the Director of Defence Information, Maj-Gen. Chris Olukolade, asked military personnel to uphold their oath of office to protect the constitution of the Federal Republic of Nigeria.

    The statement said: “The Defence Headquarters has noted the palpable tension being generated in certain quarters with regards to the roles of the Nigerian military in the ongoing political activities and recent developments especially in relation to the electioneering programmes in the country.

    “Accordingly, it has become necessary to reassure all citizens that the Armed Forces of Nigeria remains committed to its duty in working to ensure the sustenance of peace, law, order and stability in the country before, during and after the forthcoming elections.

    “It is also important to reassure Nigerians that the military will while working with all security agencies and stake holders in the process, remain professional, apolitical and non-partisan in all operations or activities related to this crucial exercise.

    “The Armed Forces of Nigeria is quite conscious of the fact that apart from its primary constitutional role of defending the country from external aggression and internal insurrection, it also has the responsibility of providing support in aid of civil authority such as the need to provide complementary security arrangement to protect our electoral process.

    “It is on record that the military has successfully lived up to its responsibility while discharging this duty during previous elections without equivocation.

    “In this instance, all military personnel have been reminded and warned to remain ever conscious of their service oath and solemn commitment to protect the constitution of the Federal Republic of Nigeria even while remaining loyal to constituted authorities in the country.

    “No excuse will be acceptable for any act of commission or omission that tends to compromise the law or the electoral process as well as decent conduct or judgment on the part of any service personnel while discharging duties related to elections in any part of the country.”

    DHQ, security agencies assure of fair polls

    The Forum of Spokespersons of Security and Response Agencies (FOSSRA) yesterday assured Nigerians that it would  remain professional, non-partisan and apolitical at all times, especially during the elections.

    The forum made the pledge in a communiqué after its first meeting for 2015 held in Abuja.

    It was signed by the Director of Defence Information, Maj-Gen. Chris Olukolade (chairman) and Emmanuel Okeh (secretary).

     The communiqué said: “The spokespersons, who called on politicians to avoid making reckless statements and inciting comments, called for the cooperation of religious and community leaders in sensitising their subjects and followers on the need to shun violence and thuggery and pledge to support and work with the Independent National Electoral Commission (INEC) to ensure free, fair, credible and non-violent elections.

    “The forum appeals to Nigerians to strive always for the promotion of peaceful coexistence, tolerance, orderliness and brotherliness.

    “The forum reassures Nigerians of their readiness to remain neutral, non-partisan and professional before, during and after the conduct of the  elections.”

    DHQ confirms 14 soldiers dead

    Weekend’s clashes between Boko Haram insurgents and troops in Baga, Borno State, claimed the lives of 14 soldiers, the Defence Headquarters (DHQ) confirmed yesterday. It said 30 others sustained injuries.

    The DHQ however said that the fighting was still ongoing in Baga and that many insurgents had been mauled down.

    A statement and a tweet by the Director of Defence Information, Maj-Gen. Chris Olukolade gave insight into the battle to reclaim Baga since Boko Haram invaded the fish town on January 3.

    There had been claims and counter-claims on the actual situation in the troubled community.

    While the Amnesty International alleged that more than 2,000 civilians might have died in the deadliest raid on Baga by Boko Haram, the DHQ said the actual figure of civilian casualties has not been creditably determined.

    The tweet said: “We are fighting in Baga. We are   taking terrorists down; we are losing our soldiers too…”

    But the statement was more specific on the situation of the war in Baga.

    Olukolade said: “A total of 14 soldiers were killed in action during the attack, while over 30 who were wounded are now receiving medical attention. Most of those declared missing in action have also rejoined their unit in the ongoing reorganisation for further operations.

    “Although several of the terrorists died in the course of the attack and efforts at repelling the assailants, the actual figure of civilian casualties is yet to be creditably determined as is being propagated in certain quarters.

    “The Nigerian military has not given up on Baga and other localities where terrorists’ activities are now prevalent. Appropriate plans, men and resources are presently being mobilised to address the situation.

    “The Nigerian component of the Multinational Joint Task Force which retreated from its Baga Headquarters last weekend and more of the troops are regrouping for necessary debriefing and briefing for subsequent missions.

    “It is necessary to reassure Nigerians that the Nigerian Armed Forces and security agencies are capable of flushing out the terrorists from Baga and all parts of the nation’s territory where their activities are prevalent. No portion of Nigeria’s territory has been or will be conceded to terrorists.

    “The use of all available resources within the armed forces will continue to be maximised to sustain the tempo of the counter-terrorism campaign towards containing and eradicating terrorism in the nation’s territory.

    “The support and understanding of all partners and neighbouring countries will however continue to be utilised where available and relevant in the conduct of the mission and in line with existing agreement and understanding.”

    In a separate statement last night, the DHQ said the interpretation of recent terrorists’ attacks by Amnesty International has vindicated the position of the military that troops never engaged in massacre of people in the town.

    The DHQ said: “This interpretation of the recent terrorists attack on Baga is quite valid. You will recall that the military has maintained all through that the troops never engaged in any massacre in Baga as some activists and the media alleged in 2013.

    “We have been insisting that such viciousness and barbarism were more typical of the terrorists’ pattern of operation than the action of the troops.

    “Unfortunately however, some interest groups and terrorist sympathisers for whom it is more convenient continued to misinform the world, have kept attributing the evil to Nigerian troops.

    “The attack on the town by the blood hounds and their activities since January 3rd, 2015, should convince well- meaning people all over the world that Boko Haram is the evil all must collaborate to end rather than vilifying those working to check them.

    “Those who have found it more convenient to insist on labelling the Nigerian military with allegations of human rights abuse using Baga as a reference should note this development.

    “Let us hope this will encourage them to begin placing blames where they belong. The priority of all our military action in this campaign has been the protection of our civilian population.”

    The DHQ said more troops had been deployed in Damaturu to secure Yobe, the state capital.

    Boko Haram insurgents had on Friday attacked Damaturu with the aim of seizing the town.

    But the insurgents were successfully repelled by troops.

    The DHQ confirmed that five soldiers were wounded in the counter-attacks on the insurgents.

    It added:  “The terrorists had launched massive attack from different directions of the town on Friday evening, but troops were promptly mobilised to repel the attack that lasted the night, resulting in heavy casualty on the terrorists before the rest of them retreated.

    “Weapons including IEDs and Rocket Propelled Grenades captured from the terrorists are being compiled while their dead as well as civilian casualties are yet to be determined.

    “Pursuit of the fleeing terrorists is also ongoing while the five soldiers who were seriously wounded in the attack are being treated in the military medical facility.

    “Although normalcy has been restored, the town is also being reinforced with more troops.”

    Boko Haram: DHQ warns politicians against inciting mutiny in Armed Forces

    As politicians warm up for campaign ahead of next year’s elections, the Defence Headquarters yesterday warned  the political class  against inciting mutiny in the Armed Forces.

    The war on Boko Haram terror,the DHQ said, is not all about equipment but mindset of both the military and the public,and described  incitement to protests or mutiny in the military as an ill-wind that would ultimately blow no good to anyone

    It vowed not to succumb to alleged blackmail to forestall the exercise of due command and control over the system.

    The DHQ, which gave the warning in a statement by the Director of Defence Information, Maj-Gen. Chris Olukolade, said there was no going back in the  trial of some troops who refused to launch counter-attacks on insurgents.

    It asked individuals or groups to moderate their activities with decorum.

    Although the statement was silent on those being cautioned, the military was apparently reacting to a statement credited to Governor  Rotimi Amaechi of Rivers State, who is the Director-General of  the Buhari Campaign Organization.

    Amaechi had said it was within the fundamental rights of soldiers to protest.

    The DHQ faulted Amaechi’s principal (General Muhammadu Buhari) and the All Progressives Congress (APC) for not disowning the statement credited to the governor.

    It said: “In view of the series of insinuations, allegations and false claims being made by certain activists and politicians on the legal and disciplinary process in the Nigerian military, the Defence Headquarters finds it necessary to call on politicians to avoid using the forum or medium of their political campaigns to incite or endorse acts of indiscipline in the nation’s military establishments.

    “This call has become necessary as the trend got to another level on Tuesday when a prominent politician declared that ‘The soldiers have the right to protest for the Federal Government’s failure to fully equip them’.

    “It was expected that the fellow quoted or his party would have made immediate moves to correct this fallacy or erroneous impression being propagated especially in view of the level of knowledge of his principal and candidate in forthcoming elections. Unfortunately, no such gesture seems to be forthcoming.

    “There is, therefore, the need to caution against the propagation of this dangerous idea before it causes more problems.”

    The DHQ insisted that the ongoing trial of some officers and men is in accordance with military law and the 1999 Constitution.

    The statement added: “For the avoidance of any doubt, the military institution rejects this declaration and its intention in all ramifications. The military law as recognized by the Constitution of the Federation is an appropriate legal document for the management of affairs of the military.

    “The processes it outlines for handling military offences remain legal and will continue to be applied in the interest of the nation’s security and democracy.

    The Defence Headquarters on Wednesday said a suicide bomber was killed at a military checkpoint in Gombe while trying to escape after a failed mission.

    It also confirmed the capturing of two bomb-making experts in Kano.

    But fresh facts emerged on Wednesday that more officers and soldiers were being arraigned before court martial because they had been avoiding battles with Boko Haram.

    According to a statement issued by the Director of Defence Information, Maj-Gen. Chris Olukolade, the botched suicide mission took place in Bajoga.

    The statement said: “A suicide bomber who rammed into a military check point in Bajoga, Gombe State yesterday, failed to achieve his mission.
    “His attempt to escape also failed as he was brought down by vigilant soldiers when he tried to flee after hitting a military Armoured Personnel Carrier with his IED laden Honda car.

    “The explosives which failed to detonate have been evacuated and handed to the police.”

    The DHQ also confirmed the arrest of two bomb-making experts in Kano.

    It added: “Also in Kano, security forces have raided the terrorists’ hideout in Nasarawa Local Government Area leading to the arrest of bomb making experts who are already helping in the investigation into activities of bombers lately. Officers believe that the efforts will yield useful clues.

    “Troops deployed in all locations of the counter terrorism campaign have been directed to sustain the tempo of operations all through the period of seasonal celebrations and ensure that the intention of terrorists to attack civilian targets while avoiding troops is duly frustrated.”

    But there had been growing concern in the military on the refusal of officers and soldiers to go into battle against Boko Haram insurgents.

    A highly-placed military source said: “We have more than 300 officers and men facing trial for mutiny because they refused to go into battle with the insurgents.

    “The military has addressed all issues and even provided these officers and men with sophisticated equipment but they had refused to fight in some places.

    “They had allegedly failed to perform their duties in violation of sections 60, 61 and 62. No matter the situation, the law has to take its course. The military is not being wicked as being insinuated.”

    Section 60 says: “(1) A person subject to service law under this Act who-(a) deserts; or (b) persuades or procures any other person subject to service law under this Act to desert,is guilty of desertion and liable, on conviction by a court-martial, to imprisonment for a term not exceeding two years or any less punishment provided by this Act.

    (2) A person convicted of an offence under subsection (1) of this section shall only be liable to be imprisoned for not more than two years if-

    (a) Where the offence is against paragraph (a) of that subsection, he was on active service or under orders for active service at the time when it was committed; or

    (b) Where the offence is against paragraph (b) of that subsection, the person in relation to whom it was committed was on active service or under orders for active service at that time.

    Section 61 deals with “assisting and concealing desertion and absence without leave.”

    Barely 48 hours after the seizure of Chibok, the Defence Headquarters on Sunday said the town has been recaptured by troops from the insurgents.
    It also claimed the troops were also pursuing fleeing and wounded terrorists.
    The DHQ made the clarification in a terse statement on its website against the backdrop of the counter-insurgency measure put in place at the weekend in Chibok by the military.
    The statement said: “Terrorists who attacked Chibok town early yesterday have been effectively flushed out. Subsequent mopping up is still ongoing
    “Troops continue pursuit of fleeing terrorists and arrest of the wounded. Normalcy is restored. Chibok is secured.”

    The Defence Headquarters (DHQ) said yesterday that five Boko Haram insurgents have surrendered after encounters in Konduga, the Borno State town that has been a theatre of war.

    It said the affected insurgents pleaded for mercy after surrendering their weapons.

    The DHQ, which made the disclosure in a tweet yesterday, said some captured insurgents were already giving useful information.

    The tweet said: “As the heat on terrorists continues, five terrorists yesterday surrendered with all their weapons to troops in Konduga, pleading for mercy

    “Other captured terrorists have also been giving useful information on the subsequent plans of the group in an apparent offer to cooperate.”

    Another security source said: “For the fourth time, the insurgents had attempted to gain entrance into Konduga on Saturday but they were repelled by troops.

    “Following relentless onslaught by troops, many members of the Boko Haram terrorists group are beginning to surrender voluntarily.

    “Some of them submitted themselves and their weapons to the leadership of the troops in Konduga during a further campaign at the weekend.

    “In the last few days there have been several attempts by terrorists desperate to gain entry to Konduga which the Nigerian troops have continued to foil.

    “The terrorists’ move was aimed at recovering the bodies of their prominent fighters who had died in the previous encounters in the area.

    “Also, the Nigerian troops have recovered more weapons during the mop up operations while some of their (terrorists’) vehicles have been destroyed.

    In the last two weeks, troops killed over 150 Boko Haram insurgents in Konduga to halt their bold bid to march on Maiduguri.

    The latest development confirmed the alarm raised by the Borno Elders Forum (BEF) Maiduguri is under threat.

    The BEF last Wednesday cried out that Boko Haram insurgents had surrounded Maiduguri.

    A statement by the Chairman of the Forum, Amb. Gaji Galtimari Usman, said about 50 per cent of the population of Borno State had relocated to Maiduguri.

    DHQ probes report on Shekau’s condition

    The Defence Headquarters yesterday launched a probe into the alleged “killing ” of the Spiritual Leader of Boko Haram, Imam Abubakar Shekau in the encounters in Konduga with insurgents.

    Intelligence sources have been analyzing the features of a top commander of the sect who was mauled down  in the encounters on September 17.

    The fallen commander was said to have “the same character as someonewho has been posing as Shekau.”

    A few months ago, the Directorate of State Security had declared Shekau dead in a battle. It declared the person who appeared in a video as an impostor.

    The DHQ pledged to address the nation after ascertaining the truth or otherwise of the claim by troops.

    According to senior military and intelligence sources, “a commander sharing the features of Shekau was hit and fallen.”

    One of the sources said: “The DHQ has received reports of alleged fallen of Boko Haram leader, Imam Shekau by troops.

    The  Defence Headquarters will soon address the nation after full investigation of their latest discovery.

    The source gave background to the ongoing probe by the DHQ.

    He said:  “Nigerian troops might have scored a strategic victory in the current battle against terrorists operating in the Northeast on September 17.

    “During a desperate attempt to capture Konduga in their delusion to eventually marching on and capturing Maiduguri, the man who had been mimicking Late Abubakar Shekau in recent videos might have been killed.

    “It is getting more certain that the terrorists’ commander who has been mimicking Shekau in those videos was  the one killed in Konduga on September 17, 2014.”

    “The suspected demise of the Boko Haram leader is responsible for the scattering of the sect members in different independent locations in the neighbouring countries, especially in Cameroon noticed in recent days.

    Another military source said: “The process of confirming that the body we have is the same as that character who has been posing as Shekau is ongoing.

    “He is definitely a prominent terrorist commander. I don’t want to say anything about this yet please.”

    A third  high-ranking military source insisted that the “resemblance is too striking to be a coincidence.

    “The troops cited his facial marks, beards and teeth apart from the recovery by the Nigerian troops of some of the Armoured Vehicles and Hilux jeeps that had featured in previous videos of the prime suspect.”
