    APC: Dickson planning to dump PDP

    Bayelsa State All Progressives Congress (APC) yesterday said Governor Seriake Dickson was planning to dump his ruling Peoples Democratic Party (PDP) for the opposition.

    APC accused the governor of funding the crisis in the state to destroy the leader of the state’s opposition, Timipre Sylva.

    The party’s faction also said although its Deputy National Publicity Secretary, Comrade Timi Frank, was from Bayelsa, he was politically not from the state because he was not representing the state at the party’s national leadership level.

    Addressing reporters after a meeting with APC national leadership in Abuja, factional State Chairman, Joseph Fafi, as well as Organising Secretary, Tonye Okio, said Dickson wants to destabilise the party in Bayelsa before taking it over as its state leader.

    The factional chairman said the state’s APC would not allow the governor to destroy the party’s structures which Sylva built over the years.

    He said there was evidence that the suspended chairman worked with Dickson, adding that statements to the media emanated from Dickson’s chief press secretary.

    Fafi said the suspended chairman was not fighting for Bayelsa APC, adding: “He has been fighting to be executive director of Finance of the Niger Delta Development Commission (NDDC). He wants to chair the local content’s board and wanted to be deputy governor.”

    The factional chairman said APC’s state leadership submitted a petition to the party’s national leadership, which promised to look into the allegations.

    Dickson behind our party’s crisis, says APC

    The Bayelsa State chapter of the All Progressives Congress (APC) yesterday accused Governor Seriake Dickson of causing the crisis in the party.

    In a statement by its Publicity Secretary, Mr. Panebi Fortune, the party said there was an underhand dealing between Dickson and the suspended Chairman of the party, Chief Tiwe Oruminighe.

    Oruminighe and a few members of the State Executive Committee have been attacking the state’s party leader and former Governor Timipre Sylva, accusing him of selling appointments to his cronies.

    In the heat of the crisis, Dickson released a statement purportedly supporting the faction of the APC Executive Committee, led by Oruminighe.

    But APC said: “It has become compelling for us to expose the underhand dealings between Dickson and …Oruminighe alongside two of his accomplices.

    “In the last few days, the state and the nation have witnessed the outright misdemeanour on the part of the suspended party chairman and two members of the state Exco. As a party built on the principles of discipline, justice and fair play, 25 of the 31 members in the state Exco of the party suspended Orunimigha and his co-travellers for gross indiscipline and misconduct.

    “However, our attention has been drawn to a statement laced with lies and outright misinformation, purporting and insinuating financial dealings between two leading lights in our party – Chief Sylva and the Minister of State for Agriculture, Senator Heineken Lokpobiri, prior to the appointment of the latter as minister. We find these lies very disgusting and ignoble, hence we see them as the ranting of a bunch of misled ingrates.

    “But our curiosity is that the statement emanated from Daniel Iworiso-Markson, the Chief Press Secretary to Governor Dickson. The question of who is behind the suspended chairman and his ‘boys’ does not need to be asked. What rather baffles us is the rationale behind this incredulous act of anti-party and unconscionable desire for monetary gains in the name of politics.

    “We wish to state unequivocally that the entire membership of the state Exco aside the suspended trio of Oruminighe, Julius Eddy and Daniel Marlin, is solidly behind our leader, Sylva, as well as the Minister of State for Agriculture. We call on relevant security agencies to unravel the source of the attached email statement from Iworiso-Markson.”

    Dickson reconciles Imo PDP

    The Chairman of the Peoples Democratic Party (PDP) Peace and Reconciliation Committee and Governor of Bayelsa State, Seriake Dickson yesterday met with the party’s leadership in Imo State at the Bayelsa State Governor’s Lodge, in Asokoro, Abuja, with a view to reconciling feuding factions.

    A communiqué issued at the end of the meeting said the warring factions resolved to unite to strengthen the party and ensure its victory in elections, beginning with the March 19 senatorial rerun in Imo North. The leaders pledged to be loyal to the party’s National Executive Committee, to conduct the upcoming congress in line with the party’s constitution. They also resolved to hold an all-inclusive leadership meeting in Owerri,

    Governor Dickson thanked the leaders for toeing the path of peace. He promised to translate the good news to the party’s leadership.

    Present at the meeting were two former governors of the state, Chief Achike Udenwa and Chief Ikedi Ohakim, former deputy speaker of the House of Representatives and Imo State governorship candidate in 2015, Emeka Ihedioha, Senators Hope Uzodinma, Samuel Anyanwu, and Athan Achonu, Southeast Chairman of the party, Col. Austine  Akobundu (rtd) and the party’s National Woman Leader Dr. Kema Chikwe.

    Dickson to support prosecution of Ese’s abductor

    Bayelsa State Governor Seriake Dickson yesterday met with the family of Ese Oruru at the Government House, Yenagoa.

    The governor, who spoke after the meeting, said he had set up a medical team, including psychologists, to facilitate Ese’s recovery.

    Dickson hailed the media and civil society groups for their efforts in securing Ese’s freedom adding that his administration would support the family at this critical time.

    The governor also called for a comprehensive investigation into the abduction and subsequent prosecution of the culprits.

    He described the incident as “unfortunate”, adding that the state government had directed the Ministry of Justice to collaborate with the Police, towards ensuring that Ese’s abduction was prosecuted to a logical conclusion.

    Dickson, who described Ese as a minor, wondered why it took so long to secure her release.

    He said there were questions begging for answers, “as those who knew something about her abduction failed to say or do something to ensure Ese’s return to her parents”.

    The governor said: “This matter has to do with enforcement of the laws of this state. This matter is not religious; it is not a matter that has to be swept under the carpet, because of one tradition or the other.

    “We, as a government, are seeing this matter as one of law enforcement; the rights of a young girl, innocent childhood, her right to proper development and her right to grow up in the company of her parents and also practice for now the faith of her parents. A lot has happened.

    “I want to use this opportunity to assure all that. The Nigeria Police Force is working hard and I have directed the Ministry of Justice to collaborate effectively with them to ensure that this matter is prosecuted to a logical conclusion.

    “I also trust and believe that the police investigations would also extend far and wide, because there are questions begging for answers and we as a government, We want to know why adults, fathers and grandfathers, who saw a minor taken away from here down and into circumstances she found herself in in far away Kano did not make it a priority of returning that child; that minor to the lawful and proper custody of her parents.

    “We want to know why it took this long; we’d like to know those who knew what was going on, but did not say something. We like to know those who could have saved this situation much earlier, but did not.

    “Like I said, we are looking at this issue not from the prism of culture, tradition or religion. From now on, this matter has to be looked at purely and simply as a case of law enforcement and as a case of state responsibility and protection and safety of our children; in this case, a minor. I have had preliminary briefings by the Police Commissioner and his team.”

    Dickson said Ese’s case should be treated as an infringement on her fundamental human rights and law enforcement.

    The governor said he had received preliminary briefings from the Police Commissioner.

    “We have directed that a team be set up, made up of medical practitioners, counsellors, who would liaise and work with Ese and her parents to offer support, we are prepared to support and stand by Ese, not just now, but most importantly in the days, months and years ahead.

    “I like to thank all Nigerians for their legitimate concern in this matter. I appreciate the efforts of the parents and the Oruru family. I thank my counterpart, the Kano State Governor, since this matter became public knowledge. I like to thank the media.”

    Dickson sets up panel on civil servants’ role in politics

    Bayelsa State Governor Seriake Dickson has set up a panel to probe the roles of civil servants in the last election.

    It was gathered that civil servants who were known to have worked and voted for the All Progressives Congress (APC) in the election were jittery following the ongoing moves by Dickson to isolate and sanction them.

    Yesterday, Dickson constituted a five-man panel and ordered it to investigate the level of involvement of some career public civil servants in partisan politics.

    It was learnt that the move could be part of measures by the governor to prune down the number of civil servants in the state amid outcries by his government that it could no longer meet up with its wage bill because of dwindling revenue.

    But some of the civil servants frowned on the development describing it as vindictive and appealed to the governor to be magnanimous in victory.

    One of the civil servants, who spoke in confidence, said she was among persons whose salaries were withdrawn following allegations that she supported the APC.

    Dickson, in a statement by his Chief Press Secretary, Mr. Daniel Iworiso-Markson, said the move was designed to save the civil service of the state from destruction by politicians.

     He named members of the panel as Mr. Renner Tiebiri (Chairman), Dr. Enokie Bribena  (secretary and Legal Adviser), Suru Oyarede, Walton Liverpool and Ebikipah Ebikake.

    The governor, in the statement said to have been signed by the Secretary to the State Government, Chief Serena Dokubo-Spiff, said it had come to the notice of the government that such public servants were involved in partisan politics in the last December, 2015 and January, 2016 governorship polls.

    He said such persons  “were used as coordinators of political parties and party agents at various levels”.

     According to him, the state government was aware of plans by a particular political party to use some public servants as witnesses to testify during election petition tribunal.

     He said: “The action of such public servants, most of whom were card-carrying members of various political parties, was a clear contravention of the extant Public Service Rules, PSR No. 030422 (a-d) of the 2008 edition”.

     The government, he said, would invoke the provisions in the Public Service Rules, PSR 030401 and 030402 to deal decisively with any public servant indicted by the panel.

     He said the panel was empowered to investigate workers in all tiers of the public service, including persons in the educational institutions and the unified local government service.

    He said: “I told the family that it could have been worse because their daughter may have disappeared forever.

    “This matter has to do with enforcement of the laws of the state. Everything has to be done to protect the girl child, like Ese’s case has shown.”

    “This is not a religious matter, but the right of a young girl to grow up with her parents.

    “I want to use the opportunity to assure all that the police and the directorate of public prosecution are working to ensure that this matter is pursued to its logical conclusions.

    “There are questions begging for answers. How come adults who see a minor in far away Kano did not deem it right to return such minor to the lawful custody of her parents?

    “We want to know who could have saved this situation but did not.

    “We have set up a team that includes medical psychologists and others. We are ready to support and stand by Ese, not just now but in the days, months and years ahead.”

    Bayelsa State Governor Seriake Dickson has said the government would support efforts to reunite Ese with her family in Yenagoa, as well as ensure her proper rehabilitation and reintegration into the society.

    He thanked individuals, non-governmental and civil society groups for bringing the matter to national and international focus.

    Governor Dickson lauded his Kano State counterpart Abdullahi Ganduje for his role in Ese’s release and praised security agencies for handling the matter with swiftness and professionalism.

    Dickson thanked the Emir of Kano, Mallam Muhammadu Sanusi II, for ensuring the safety of Ese and eventual handing over to the police.  “The government and people of Bayelsa State will remain eternally grateful to all those, who contributed in one way or the other in giving the issue the desired attention,” he said.

    Bayelsa State Governor, Seriake Dickson, at the weekend embarked on a fence-mending mission with former ministers in the administration of President Goodluck Jonathan to rescue the Peoples Democratic Party (PDP).

    The forum of ex-minister has refused to recognise the new national chairman of the party, Ali Modu Sheriff, describing his emergence as unacceptable.

    Dickson appealed to the ex-ministers to bury the hatchet and work with Sheriff to move the PDP forward.

    Some of the ex-ministers at the meeting included former Minister of Education, Malam Ibrahim Shekarau; former Minister of Aviation, Femi Fani-Kayode; former Minister of Women Affairs, Chief (Mrs.) Josephine Anenih; former Minister of Power, Mohammed Wakil and former Minister of Special Duties and chairman of the forum, Kabiru Turaki.

    Seriake called for organisation of a transparent and credible National Congress in the next three months.

    The Congress, he said, should carry every interest group and foster unity in the party.

    He advised the former ministers against litigation and divisive inflammatory comments in the media over the emergence of Sheriff.

    The governor also called on the National Working Committee (NWC) to produce a timetable soonest that will lead to the conduct of a conclusive and transparent convention.

    He specifically urged them to align themselves “with the position already taken by National Executive Council (NEC) in respect of the leadership issues affecting the party.”

    Dickson, in a statement by his Chief Press Secretary, Daniel Markson-Iworiso, was appreciated at the end of the consultative interactions.

    The statement said: “The governor commended the former ministers for the inclusion of all members who served between 1999 till date, which has created a diverse blend of human assets which the party need especially now that the PDP is in opposition.

    “Dickson urged them to join hands with other leaders and statutory organs of the party in the onerous task of re-building and re-positioning the party.”

    Dickson laments dwindling allocation, says Bayelsa got N2.9b in February

    Bayelsa State Governor, Seriake Dickson, on Friday, lamented the poor financial position of the state, as it received N2.9 billion for the month of February from the federation accounts.

    A statement issued on Friday by his Chief Press Secretary, Daniel Iworiso-Markson, said the governor stated this in Yenagoa, during the inauguration of three new Special Advisers.

    He called on the Federal Government to take drastic measures to change the harsh economic situation facing Nigerians.

    Dickson explained that the state government got the February allocation after deductions at source, including bonds incurred by the previous administration.

    The governor said it was becoming increasingly difficult for the government to meet its financial obligations.

    He said, “I have not seen anything like what has just been reported to me by the finance team. For this month, what has come into our state is N2.9 billion; it has never been this bad. Meanwhile, our salary obligation to civil servants alone is about N4 billion, so you can see where we are, as a state.

    “Four years ago, when this government started, the first allocation we received was about N16 billion. At some point, it climbed to N18 and even N19 billion. And, that was why we put all your resources in most of these ambitious projects that a number of them, including the Ogobiri bridge, first flyover and several roads have been completed.”

    While advising Bayelsans, particularly the workers to show greater understanding, said the state government would be compelled to take hard decisions after due consultations with stakeholders.

    Delivering his charge to the new special advisers, Dickson stated that they were re-appointed in appreciation of their meritorious service to the state in the last four years.

    He described them as resourceful, tested and tried apostles of the restoration government.

    He, however, urged them to be above board in the discharge of their duties and devise innovative ideas for the government to tackle the challenges of security, information and financial management towards achieving sustainable development.

    The governor assured that his administration would improve on its security infrastructure and strategies to ensure that the state maintains its position as one of the safest states in the federation for investments and other social activities.

    Governor Henry Dickson of Bayelsa State has launched a personal initiative to stop ex-PDP ministers from proceeding to court to challenge the recent selection of Senator Ali Modu Sheriff as National Chairman of the party.

    Dickson fears recourse to litigation will sentence PDP to a prolonged crisis.

    He has reached out to the ex-ministers to beg them to reconsider their position, and made a commitment that all the organs of the party would stick to a three-month tenure for Sheriff.

    The ex-PDP ministers are said to be non-committal yet, only promising to get back to the governor.

    Senate Deputy President Ike Ekweremadu is understood to have had a separate audience with the aggrieved former ministers.

    An enlarged meeting of the PDP governors and the ex-ministers has been scheduled for Wednesday in Abuja.

    Well-placed party sources said Dickson had a peace parley with a 15-man delegation of the ex-ministers on Thursday at the Bayelsa Lodge annex in Abuja.

    Some of those at the session were the Chairman of the Ministers Forum, Mallam Tanimu Turaki (SAN), Suleiman Abubakar, Femi Fani-Kayode, Ibrahim Shekarau, Josephine Anenih, Kenneth Gbagi, among others.

    It was learnt that the governor was worried about two legal issues which might scuttle Sheriff’s tenure.

    These are the legality  of the session presided over by the then Acting National Chairman of PDP, Prince Uche Secondus, which led to the selection of Sheriff and the end of the tenure of NWC by March 28.

    One source said: “The governor spent a considerable time pleading with the ex-ministers not to go to court against Sheriff because it will plunge PDP into a deeper crisis.

    “He told the delegation that the party needed unity now more than division. He urged the ex-ministers to allow the selection of Sheriff to stand as directed by key organs of the party.

    “But he made a commitment that the party will ask Sheriff to stick to the three-month tenure.”

    The source said that Dickson proposed an enlarged meeting of the ex-ministers and PDP governors next week.

    “I think we are meeting on Wednesday. After the session, the governor met with members of the Board of Trustees too.”

    A member of the ex-PDP Ministers Forum confirmed the meeting with Dickson, saying: “We did not give him our word but we appreciated his intervention.

    “We listed conditions for peace, including an end to impunity by some PDP governors and the need to resolve legal issues on the tenure of the NWC which will statutorily end on March 28.

    “Even if we agree to allow Sheriff to be national chairman, it is going to be difficult because there are two outstanding legal issues.

    “One, the NWC and NEC meetings which selected Sheriff were illegal because there was a subsisting court order banning Secondus from presiding over any session as an Acting National Chairman. Every process towards Sheriff’s emergence was a nullity.”

    “Two, by the 28th of March, the tenure of NWC ends. Sheriff and all NWC members are expected to quit for new set of officers. So, the governors who are insisting on Sheriff cannot build anything on nothing.

    “We asked for the inclusion of ex-ministers forum in the caucus of the party.”

    “We gave Dickson an assignment on these two legal issues. We will meet too and take a position on his offer. On our next step, nobody knows until we meet next week.”

    Meanwhile, it was gathered that the Deputy President of the Senate, Chief Ekweremadu has held a separate meeting with the ex-ministers in Abuja.

    Another former Minister said: “Ekweremadu said the appropriate party organs will look into all our grievances.

    “He pleaded with us to give room for the use of internal mechanism in the party to address Sheriff’s matter.
