  • DIG warns men against inducement

    The Deputy Inspector-General of Police (DIG) in charge of Research and Planning,  Aminchi  S. Baraya, has warned policemen against accepting any inducement during the rescheduled general elections.

    Baraya, who was deployed to the North-West to supervise the elections, gave the warning while addressing officers and men on Friday  at the Police Headquarters in Birnin Kebbi the state capital.

    He said, “police officers are expected to provide enabling environment for voters to vote during the elections .

    “I urge you not to accept any inducement from anybody in order to destabilise the process.

    “Moreover, we don’t expect any incidents of thuggery before, during and after the polls; so, I urge you to work thoroughly to ensure peaceful election. If you are going to your area of duty,  go with your water and your food in other to avoid any distractions,” he added.

    Baraya also appealed to political actors in the zone to maintain peaceful atmosphere by cautioning their supporters not to foment any trouble that could disrupt the polls.” Kebbi State is one of the most peaceful states in the country, so I expect the political actors to always maintain the peace by cautioning all their supporters.”

    He also directed officers to ensure the safety and security of National Youth Service Corps (NYSC) members and other ad hoc staff of INEC deployed for the conduct of the exercise.

  • Police deploy DIG, AIG, eight CPs, 40 armoured vehicles

    Ahead of Saturday’s governorship elections in Osun State, the police has deployed 30 Armoured Personnel Vehicles  (APV), 10 AP carriers, two helicopters and sniffer dogs to ensure a hitch-free exercise.

    The police also said the security delegation for the election would be headed by a Deputy Inspector-General of Police (DIG) with the support of an Assistant Inspector-General  (AIG) and eight Police Commissioners (CP).

    Each of the eight Police Area Commands in the state will be manned by a CP, said Force Headquarters’ spokesman Jimoh Moshood, a Deputy Commissioner of Police (DCP).

    Moshood said the police would arrest and prosecute anyone found engaging in vote buying, selling before or during the election.

    Listing the security arrangement for the election, he said: “The DIG will lead, implement and coordinate the security operations, and also supervise the deployment of all personnel of other security agencies under the Inter Agency Consultative Committee on Election Security (ICCES) for the election throughout the 3,764 polling units/voting points in the 332 wards and the 30 LGAs of the state.

    “To ensure adequate security and safety of life and property before, during and after the election, the IG has graciously approved the deployment of adequate police personnel to Osun State. The personnel that were already trained and oriented on election security and electoral act on the responsibilities and functions expected of them, comprises the Police Mobile Force (PMF) Units, Counter Terrorism Unit (CTU), the Special Protection Unit (SPU), the Anti Bomb Squad (EOD), Conventional Policemen, the Armament Unit, personnel of FCIID, IGP Monitoring, IGP IRT teams, the sniffer dogs section and the Mounted Troop.

    “Four unarmed policemen and two others from other security agencies will be on duty at each voting point throughout the state. The PMF headed by a very senior officer will provide security at the RAC, Super RAC and Collation centres.

    “Two police patrol surveillance helicopters, 30 Armoured Personnel Carriers, 10 Armoured Personnel Vehicles and 300 police patrol vehicles are already deployed to cover the entire state including difficult terrains.

    “Other security and safety agencies who are members of Inter-Agency Consultative Committee on Election Security (ICCES) in the State have also been posted to complement the Nigeria Police Force during the election.

    “As part of additional measures to guarantee a peaceful and credible election, the IGP will on September 17, attend a stakeholders and peace accord meeting with INEC Chairman and the 48 political parties participating in the election and their flag bearers, INEC officials, election observers and other accredited stakeholders will also be in attendance in Osogbo, Osun State.

    “Furthermore, police officers and personnel of other security and safety agencies deployed for the elections are under strict instructions to be polite and civil but firm in the discharge of their duties and other responsibilities.

    “They are to provide adequate security for the electorates, INEC officials, movement of election materials, the accredited election observers/Monitors and other individuals and bodies that have statutory roles in the conduct of the election at the polling units, collation centres and INEC offices throughout the state.

    “The Nigeria Police Force will not tolerate, condone, or allow vote buying and selling anywhere in Osun State before and during the election. The Force hereby warn all political parties and their flag bearers to prevail on their agents, members and supporters not to engage in buying and selling of votes which is in violation of the Electoral Act.

    “The following phone numbers can be used by any member of the public who noticed any act of vote buying and selling anywhere in the state before and during the election: 08037025670, 08037160989, 08033415589, 08032451594.

    “Security agents have been trained and briefed not to abdicate their duty, hesitate or contemplate the immediate arrest, detention and handover to the Police joint team specially setup by the IGP to deal decisively in accordance with the law, anybody or group, agents of political parties or their sponsor(s) who engages or attempt vote buying and selling during the election, inclusive the buyers and the sellers will not be spared.”

  • DIG: we stopped rally to prevent breakdown of law and order

    Deputy Inspector General of Police (Operations) Habila Joshak said yesterday that the proposed rally of the People’s Democratic Party

    (PDP) in Ado-Ekiti, the Ekiti State capital was stopped to prevent possible breakdown of law and order.

    The police boss added that no party will be allowed to hold any rally not approved by the police until the Saturday’s election is held.

    Joshak, who is the overall commander of security operations for the

    Ekiti State governorship election, said the PDP did not obtain police permit for the botched rally.

    The police chief, who addressed reporters earlier in the day before the Government House drama occurred, described the action as a “pre-emptive measure” that was adopted because of the tense situation in the state.

    Joshak said: “Because of the tense situation, we had to do what we did. We heard that His Excellency (Fayose) was doing something in the Government House, the cyclists narrowed the road but we won’t go and block his place.

    “We don’t want people to gather and start another rally because dispersing them with smoke is not the best. The pre-emptive measure was okay.

    “It is better to be pre-emptive by ensuring that the situation did not degenerate.”

    Joshak added: “We are not here to usurp the authority of Governor Fayose. We are not here to rubbish him because he represents the People.

    “But we are not going to allow any unauthorised rally that can trigger violence in the state. You can see that the state is tensed up.

    “As law enforcement agents, we must be proactive and take actions that can prevent crisis rather than trying to quell it after it might have broken out.”

    Joshak said the security details of Very Important Personalities (VIPs) in Ekiti will be withdrawn on Saturday to give all parties participating in the election a level playing field.

    The DIG explained that he will work with one Assistant Inspector General of Police (AIG), Mr. H.H. Karma and three Commissioners of Police – Ali Janga, J.B. Kokumo and G.B. Umar, who will man each of the senatorial districts.

    Joshak said they had contacted Fayose’s security details and the candidate of the All Progressives Congress (APC), Dr. Kayode Fayemi as well as other top government officials to report at 6am at the Police Headquarters in Ado-Ekiti on Saturday.

    He said: “We won’t allow anybody to go to the polling booth with armed

    Men; this is a breach of the Electoral Act.

    “We have contacted them and they have to be here before election commences. This election must not be compromised. They will be documented and whoever defies this will be sanctioned, because they have been contacted.”

    Joshak urged his men not to work for any political party, saying any police officer found exhibiting partisanship will have himself to blame.

    “Those who want to create posts where votes are going to be bought will be disappointed. We are not going allow it.

    “If you cast your votes, you can keep a distance and protect your votes, but if you snatch the ballot, we will cut off your hands; if you run with it, we will stop your legs.

    “If you come out with masquerade on the day of election, we will get it arrested and unmask the man behind it.”

    “My men will be civil, so people are free to come out to vote. Nobody will be harassed; that is not part of our duties.

    DIG relocates to Yobe in search of Dapchi girls

    Deputy Inspector General of Police (Operations) Joshak Habila is in Yobe State to coordinate the plan to rescue the abducted schoolgirls.

    Habila, who was received at the Yobe Police Command headquarters by Commissioner of Police. Sunmonu Abdulmaliki  and other officers, admonished officers and men to  redouble their efforts in the search for the missing girls so as to “recover them, reunite them with their families to continue their educational pursuit”.

    He also called   on the people to help the police with useful information

    “I share the pains of this unfortunate incident with the people of Yobe and wish to assure them that we will work together with relevant stakeholders towards the recovery of the abducted school girls”

    He told reporters: “In The course of my stay here, I will meet with parents, school teachers, headmasters, principals and all the relevant authorities to ensure that their confidence in sending their children to school is restored.

    “This is the only way we can bring back the attention of children to school.  Wile in the state the DIG will meet with other security agencies, government officials, and traditional rulers, parents of the Girls, school principals and headmasters among other stakeholders for effective partnership that will lead to the recovery of the 110 schoolgirls.”, Habila said.

This proverb from Swaziland tells us that it is better to get rid of something you do not value or doesn’t bring joy and pleasure. It is therefore very important to make yourself an asset, something to be treasured and something that cannot be replaced.   • IGP deploys DIG, three AIGs, 26,000 policemen, others

    The Inspector-General of Police (IGP) Ibrahim Idris has ordered the deployment of the Deputy Inspector-General of Police (DIGs) in charge of Operations, three Assistant Inspector General (AIGs) and 26,000 policemen for next Saturday’s governorship election in Anambra State.

    Besides the policemen, the government has also deployed three police surveillance helicopters, 10 gun boats, 15 armoured personnel carriers (APCs) and 303 police patrol vehicles.

    The deployment is meant to cover all parts of the state, including the riverine areas and difficult terrains.

    The police also said there would be restriction of vehicular movement on Election Day.

    The police also urged Anambra residents to disregard the “Vote and Die” threat by the Independent People of Biafra (IPOB).

    In a statement yesterday in Abuja by the Force Headquarters spokesman Jimoh Moshood, a Chief Superintendent of Police (CSP), said: “The DIG of Police in charge of Operations has been deployed to Anambra State and will be assisted by an Assistant Inspector General of Police (AIG) and three commissioners of police to be in charge of each senatorial district to coordinate the security operations and supervise the deployment of security personnel for the elections throughout the state.

    “To ensure tight security and safety of lives and property before, during and after the elections, the IGP has approved the deployment of additional 26,000 police personnel, comprising the police special forces, police mobile force, the Counter-Terrorism Unit (CTU), Special Protection Unit (SPU), the Anti-Bomb Squad (EOD) and the Force Marine Police, conventional policemen.

    “Others are: the Force Armament Unit, personnel from Force Criminal Intelligence and Investigation Department (FCIID), mounted troops, the attack and sniffer dogs section, police gun boats, police helicopters and armoured personnel carriers (APCs) to Anambra State and most of these personnel are already on the ground.

    “Three police surveillance helicopters, 10 gun boats, 15 APCs and 303 police patrol vehicles have been deployed for the operations to cover the state, including the riverine areas and difficult terrains.”

    Giving details of how the security arrangement,  Moshood said: “Other security and safety agencies, who are members of Inter-Agency Consultative Committee on Election Security (ICCES), are also deployed to complement the personnel of the Nigeria Police Force during the election.

    “Four policemen would be deployed to each polling unit with personnel of other security and safety agencies. No armed security personnel will be allowed within the polling units.”

    “Armed police detachments on patrol vehicles are going to patrol the streets and other locations throughout the state to prevent crime and intervene to quell any violence that may occur during the election…”

    Working hours for policemen and officers will soon be reduced to eight hours per day, it was learnt yesterday.

    Deputy Inspector General of Police (DIG) in charge of Research and Planning and supervising officer in charge of the Southeast police formations Valentine Ntomchukwu broke the news in Owerri, the Imo State capital.

    Addressing officers and men at the Imo State Police Command Headquarters, he said: “After the 10,000 recruits on training conclude, they would be posted to areas required. Working hours will be reduced from whatever officer is subjected to, to only eight hours.”

    Ntomchukwu, who was accompanied by the Assistant Inspector General of Police (AIG), Zone 9, Hasiah Kama, Imo State Commissioner of Police (CP) Chris Okey Ezeike, among other senior officials, directed officers sewing their professional uniforms outside to desist.

    He noted that they should not complain if they are charged exorbitantly by anyone, stressing that such would amount to corruption.

    “If anyone is collecting money to sew uniform, it is unknown to the Police. What is happening then is corruption; you should complain to the Commissioner of Police,” he said.

    On promotions, he advised policemen to exercise patience till their time.

    He urged police officers to shun sectionalism, indiscipline and nepotism.

    The DIG advised policemen to embrace teamwork.

    Ntomchukwu said: “Officers must be responsible and responsive to the yearnings of the people. Response rate must be fast and accurate.”

    He warned that they should not arrest people at will without the constitutional requirements.

    Police Commissioner Chris Ezeike said since his assumption of office in the state in April 3, he had worked assiduously with the officers and men of the command to stem the tide of crime.

    He highlighted the achievements recorded within the time under review as including arrest of 87 suspects, recovering of 47 firearms and 661 ammunition.

    He added that 31 suspects have been charged to court for criminal offences, noting that the development was based on the immediate past police Commissioner, now AIG, Taiwo Lakanu’s efforts in the state’s  27 local councils.

    Ezeike hailed Imo State Governor Rochas Okorocha for assisting the police.

    A former Inspector General of Police (IGP) Ogbonnaya Onovo yesterday condemned the retirement of senior officers by the Police Service Commission (PCS).

    Onovo, who granted his first media interview at the Police Staff College, Jos, after the pulling out ceremony of Assistant Inspector General of Police (AIG) Joseph Mbu, described the trend as dangerous.

    He said to just ask Deputy Inspectors General of Police (DIGs) and Assistant Inspectors General (AIGs) to go in one fell swoop amounts to colossal waste of resources and valuable policing experience.

    According to him: “The DIGs that were sent away, some of them still have about five years in service. Some of the AIGs have seven years in service.

    “It is not fair. When we joined this job as Nigerians no one told us we can be sent away by mere whims and caprices of politicians.

    “We were trained both internally and outside. So, all the experiences have gone with the officers. Who do you work with? These are some of the issues.”

    He extolled the virtues of Mbu, who was Commandant of the college until his retirement.

    According to Onovo, Mbu was an extremely professional, courageous officer.

    “Mbu ran and danced where others feared to thread. I think he was the only officer in this dispensation who could look the politicians in the eyes and tell them the truth.

    “Such people are rare to come by. Nigeria needs people like them to move the force forward.

    “I am happy for him because he is leaving this job with his integrity intact.”

    In his valedictory speech,Mbu urged senior officers to take the welfare of their subordinates seriously.

    “Give them words of encouragement. Send an officer to visit their homes when they are sick; accompany them when they are bereaved. Consider them for casual leave and off duty.”

    He has a word of advice for the media, which constantly criticised his days as Rivers Commissioner of Police.

    Mbu said: “To the Nigerian media and people, please, stop visiting the sins of an erring policeman on the entire force.

    “See the police as partners in progress and encourage them to do their jobs effectively. Be interested in their working conditions and environments.”

    Fielding questions from reporters after the pulling- out parade, Mbu said he would return to cocoa farming in his home state, Cross Rivers.

    “I come from the cocoa producing area in Cross River State. We are very rich. In 1980 when I was going to the university I took $3,000. Then it was two naira to a dollar.

    “I have acres of cocoa farm plus the ones my father left. So, I want to go and concentrate on them.

    “I now have time to secure all the cocoa farms, plant cassava, watermelon, palms and plantain. There are alot of things to do and our soil is very fertile.”

    He said he is leaving the Force fulfilled.

    “I am leaving the Police with my shoulders and head high because I have served my fatherland with commitment, professionalism and honesty.

    “I am proud to be a police man. I never regret joining the Nigerian Police Force and to retire as a policeman. If there is reincarnation, I make bold to say I will return to be a policeman.”

  • DIG, lawyer, family in land row

    A Lagos family has accused Deputy Inspector-General of Police (DIG) Jubril Adeniji and a lawyer, Paul Ogundele, of using thugs to drive them out of their land.

    In a petition to Lagos State Governor Akinwunmi Ambode, Inspector-General of Police (IGP) Solomon Arase and the Legal Practitioners Disciplinary Committee (LPDC), the Wahab Lemomu family of Ita Pampa village in Ibeju-Lekki claimed that Adeniji Ogundele and the Eleku family are sponsoring some people to threaten them and destroy their properties.

    The family said it was granted an excision by the Lagos State government in 2007, which was gazetted, adding that it built on parts of the 25 hectare-land and sold some.

    It claimed that in 2012, the family and Oba Tajudeen Elemoro were taken to a Lagos High Court in suit LD/1946/2012 by Tajudeen Eleku, Segun Eleku, Korede Ayo, Lateef Eleku and Femi Bakare over a land at Oko Olomi.

    The Imams accused Adeniji and Ogundele of selling their land and threatening those who bought land from the family, asking for the IGP’s intervention to protect their rights to own properties.

    “After the court processes were served on us, Ogundele abandoned this case and some land grabbers backed by Adeniji and Ogundele invaded our properties at Ita Pampa with guns and other dangerous weapons and started destroying them.

    “They threatened to kill us and waste our lives should we fail to vacate the land for them. We and all those we sold our land to have been sent packing by force for the past three years. Ogundele and the thugs are still occupying our properties till date without any court order to that effect.

    “Since this problem started, we have reported at the Elemoro Police Station but one Alli who is the DCO (Divisional Crime Officer) there has always blocked our ways. The DPO (Divisional Police Officer) and DCO at Elemoro have refused to protect us and our properties from destruction but have instead protected the thugs backed by Adeniji and Ogundele,” the Imams claimed.

    The family said it petitioned the Area J Command when the division did nothing, adding that it learnt there was “an order from above” stopping the division from intervening in the matter.

    “We had to petition the AIG Zone Two at Onikan to investigate the officers at the Elemoro division, but it was the same result we got. As a result of the helplessness, we decided to investigate who was giving the “order from above” and “we found out it was DIG Adeniji”.

    The petitioners urged LPDC to probe Ogundele for alleged professional misconduct, indiscipline, inciting violence and defrauding.

    They accused the lawyer of continuous and flagrant disregard of the rule of law.

    Reacting, Ogundele said the case has been assigned to Justice Christopher Balogun, describing the petitioners’ claim as falsehood.

    Abiodun Imam is at large at the “moment because he was arrested for malicious damage and subject likely to cause breach of peace.

    “He was granted administrative bail at Elemoro Police Station and the case was charged to court because he destroyed 14 properties. When the case was charged to court, he absconded and was declared wanted.

    “Instead of coming to answer the charges against him, he ran to the Federal High Court and filed a fundamental rights suit against the IGP, myself and Okomi Eleku family. The case has been struck out for lack of diligent prosecution. They are running from the civil case before Justice Balogun. They went and filed another fundamental rights suit at the Lagos High Court.

    “Ita Pampa is 1.44km to Oko Olomi. It is a long distance to my client’s land.

    “I have responded to the petition against me they forwarded to LPDC. I have used the instrumentality of the law to fight my case. I have not at anytime resorted to violence. We are in court. I am making arrangements to sue them for libel because they are attempting to malign my reputation that I have built for the pass 24 years. I will sue them for N100 million damages,” he said.

    Adeniji denied the allegations against him, insisting he has nothing to do with the parties.

    He said: “I do not know any of them and I don’t know the type of support the other party is alleging me of. I have no dealings with any of the parties.

    “I was at the Force Criminal Investigation Department (FCID) before; I do not know if any such matter came before me. But if it did, am sure I handled it the best way I thought and moved on.

    “I was surprised when I saw the petition that I was supporting land grabbers. I do not have any land in that area. I have no business there at all. I am a police officer. I think they are just looking for somebody to embarrass.

    “Please, I need them to come forward with the kind of support they alleged I am giving. If they say their case is in court, am I a judge? I have absolutely nothing to do with them. I don’t know them and so, I leave them for God.”

    Deputy Inspector-General of Police of Zone 6, Calabar (DIG) Sotonye Wakama has warned those planning to foment trouble ahead of the Rivers rerun.

    Wakama urged them to relocate or incure the wrath of the police.

    He gave the warning when he visited the Independent National Electoral Commission (INEC) office in Port Harcourt, the state capital, yesterday.

    The police chief assured the management and staff of the commission of protection during and after the elections.

    The DIG, who is from Okrika, said the poll would likely be contentious, and assured all  that the police would deal with anybody instigating trouble  according to the law.

    Wakama was accompanied by his assistant, Adisa Bolanta.

    “We know the rerun elections in Rivers are likely to be competitive, if not contentious. A lot has happened that calls for concern to indigenes and residents. It is for this reason that I have come to the state to speak to stake holders and reassure INEC of safe polls.

    ‘’I am also warning that if anything happens in this state, if we see anybody for any reason doing anything untoward, which will harm any individual or destroy any property, we will stretch the elasticity of the law in respect to that offence to the fullest and deal with such person(s).

    “However, we are not carrying a knife to a gun fight, but should anybody bring out a knife, we will bring out our own; if they bring out guns, we will bring out our own and if they want to harm anybody, we will ensure that they will be decapitated.”

    He assured eligible voters of securityduring and after the elections and urged them to come out and vote in accordance to INEC stipulated rules.

    The police chief added that those with no reason to come out should remain in their houses until after the elections.

    Asked about his plans for the flashpoints, he said adequate arrangements had been made to ensure nothing goes wrong.

    Also speaking, a former Acting INEC Chairman, now National Electoral Commissioner, Hajia Amina Zakari, said INEC was ready to conduct peaceful, free and fair polls, but he appealed for a conducive environment.

    “ INEC is committed to doing the right thing in a conducive environment.”

    Resident Commissioner (REC) Aniedi Ikowak reiterated that card readers would be used to avoid irregularities.

    The Commandant General  of the Nigeria Security and Civil Defence Corps, (NSCDC), Abdullahi Muhammadu, yesterday, approved the deployment of an Assistant Commandant General (ACG), four commandants and 2,000 personnel for the rerun.

    A statement by NSCDC Public Relations Officer, Emmanuel Okeh said Abdullahi urged political actors to abide by the rules, and parents to restrain their wards from being used as thugs, as anyone cauwould be dealt with.
