    Group decries doctors’ threat to go on strike

    The Senior Staff Association of Universities, Teaching Hospitals, Research Institutes and Associated Institutions (SSAUTHRIAI) of Teaching Hospitals/Federal Medical Centres sector has condemned Nigeria Medical Association (NMA) attitude for threatening to embark on strike because the government has agreed to implement agreements and memorandum of understanding it signed with JOHESU/APHA from 2009 to date.

    This was contained in a communiqué issued after its two-day meeting at the Lagos University Teaching Hospital (LUTH), Idi-Araba. It was signed by the sector’s Chairman and Secretary, Comrade Olawale Ogundipe and Comrade Ademola Olajire.

    The duo said they do not believe it is NMA’s responsibility to take over the job of the National Salaries Income and Wages Commission (NSIWC) and the Federal Executive Council (FEC) in deciding salary increment for other health workers duly employed by the Federal Government of Nigeria. “This recurrent attitude to us is unnecessary and uncalled for. We advise the NMA to desist from this act in the interest of peace and team work in the health industry,” they noted.

    In the same vein, the Council noted the progress made towards the implementation of the agreements with JOHESU during the nationwide strike embarked upon by the unions last year. SSAUTHRIAI urged the Federal Government to release without further delay other necessary circulars and settle all the issues in dispute to prevent another shut down of health services.

    “We hereby use this medium to call on Mr. President to prevail on the Minister of Health and other agencies of government to implement agreements reached with the unions. After exhaustive deliberations, the council notes the plea that the Federal Government be given five weeks within which to release implementation circular on the subject matter, had expired and we are already in the eighth week since the agreements were signed. We therefore appeal to government to expedite action towards the release of the adjusted CONHESS circular for implementation,” they stated.

    The group also stated that the council in session was intimated with the problem between the MLS in LUTH and the pathologist in which the Lagos University Teaching Hospital (LUTH) management appeared to be taking sides with the pathologists. Scientists who are management staff (Deputy Directors), who ordinarily should work at the headquarters in LUTH had been posted out to outstations which are a waste of human resources. A thorough review of the situation shows that the LUTH management action concerning the scientists contravened the laws of the land and the scheme of service for the MLS. Council therefore calls on the LUTH management and government to as a matter of urgency, reverse the situation in line with the rule of law.

    The group added: “We have it on good information that the LUTH management is attempting to contract out the laboratories in LUTH funded by tax payer’s money to a private entity. This will be vehemently resisted and by this information, we are calling on the National Assembly to quickly intervene in this matter.”

    The body equally noted the dangerous trend of hate speeches and call for disintegration of the country has continued to increase and should be checked. After thorough discussion and critical evaluation of the situation, council agrees that Nigerians should de-escalate aggressiveness and violence by avoiding hate speeches, and abhor allegiance to groups rather than national interest. “We opined that part of the solution to the problem is for the government to allow the practice of true Federalism as suggested by many eminent Nigerians and governors,” the group said.

    Ekiti Doctors to Fayose: Pay our salaries, we’re suffering

    Doctors are avoiding work in Ekiti State over poor working conditions occasioned by unpaid salaries and poor funding of the State University Teaching Hospital (EKSUTH).

    The state Chairman of the Medical and Dental Consultants Association of Nigeria (MDCAN), Dr. Kunle Ajayi, who disclosed this on Wednesday urged Governor Ayo Fayose to save the health sector from collapse.

    Ajayi made the appeal at the inauguration of the union’s secretariat/office complex, MDCAN House, located within EKSUTH premises.

    The building was commissioned by Fayose who was represented by Commissioner for Health, Dr. Olurotimi Ojo, who appealed to the doctors to bear with the government.

    Doctors in the employ of Ekiti State government are owed between seven and eight months arrears of salaries with resident doctors already on an indefinite strike.

    Ajayi said many best brains in the field of medicine left what he called “juicy appointments” elsewhere and came to EKSUTH shortly after it was upgraded from State Specialist Hospital in 2008 lamenting that the health institution has suffered neglect.

    He said: “When this place was upgraded to Teaching Hospital in 2008, a lot of us on juicy appointments came. We left behind all privileges we were enjoying.

    “But this hospital (EKSUTH) has received little attention in terms of funding, capacity building. This hospital has not received serious funding since inception.

    “The more (doctors) that would have come have been prevented because of the experiences of people on ground so that the future of people who left various places won’t be jeopardised.”

    But Ojo said: “I will speak with the governor on your behalf; there is no responsible father that will see his children suffering. The governor feels for you but he has been incapacitated by financial limitations.

    “The governor appreciates our consultants, resident doctors are currently on strike but I want to plead with them to come back. Everybody knows what is going on the allocations coming from Abuja.

    “I don’t want you (doctors) to be militant, let us show our strength during this period. All institutions on subvention in the state are going through this situation.”

    The Nigerian Medical Association, NMA, Ebonyi State chapter on Friday staged a peaceful protest against the kidnap of  Chief Medical Director of Federal Teaching Hospital Abakaliki(FETHA), Dr. Emeka Onwe Ogah and two other staff of the hospital.

     Also kidnapped alongside the CMD are the Director of Finance of the Hospital, S.N Ugama and that of Administration, Chief Christopher Ogbu.

     They were said to be returning from a meeting in Abuja when they were kidnapped near Lokoja, Kogi state on Thursday.

     The doctors marched from FETHA two complex in Abakaliki to Government House where they were later addressed by Governor David Umahi.

     Chairman of the Association, Austin Ikwudimma, while presenting their grievances to the governor, charged the Federal government to do more to secure the lives and properties of its members and all Nigerians.

    “We are here to register our displeasure, to let the state government convey this message to the federal government. Ebonyi state is doing its best and it is one of the safest states in the federation but it needs to do more.

    “Federal government needs to do more on the issue of security especially as regards to Doctors whose lives have been endangered. Apart from this kidnap, our members have been robbed. Our members have lost their vehicles; we have been intimidated and harassed. These things are coming  as if we are targets.

    “This is why we are here to tell the federal government to improve on the security situation in the country and ensure that our members are returned to us unhurt,” he said.

    Responding, Governor Umahi assured that the state government is doing everything possible to secure the release of the three victims.

    “Be assured that I am doing everything possible to make sure that they are released. I know how you people suffer sleepless nights and so on and so forth. So, you shouldn’t  be working in fear. Again, accept my apologies for what happened. We are doing everything possible to ensure that they are released,” Umahi said.

    Special Assistant to the Governor on Security, Kenneth Ugbala said the government is liaising with relevant agencies to secure the release of the three hospital officials.

    “Government will put every machinery in motion to ensure they are released unhurt and we want to assure that we are going to create more partnership with the federal government so that with our synergy, we can achieve more results”.

    The Nigerian Medical Association, Lagos State Chapter, on Thursday said exodus of  doctors from Nigeria had reached an alarming proportion, and called for improved health sector funding to discourage it.

    The Chairman the chapter, Dr Olumuyiwa Odusote, told the News Agency of Nigeria (NAN) in Lagos that more than 40,000 of the 75,000 registered Nigerian doctors, were practising abroad while 70 per cent in the country were thinking of picking  jobs outside.

    “The health crisis in Nigeria is unprecedented as the mass exodus hits an alarming proportion.

    “ Already, it takes a new patient two to three hours to see a doctor.

    “Over 100 doctors have resigned from the University College Hospital, Ibadan, this year; about 800 doctors resigned from Lagos State hospitals in the last two years, and over 50 in November alone.

    “Kebbi State has been unable to employ a single doctor in two years despite multiple adverts for employment; over 200 doctors and nurses have resigned from Ladoke Akintola Teaching Hospital this year.

    “Seventy per cent of Nigerian doctors are making plans to leave for foreign lands and are taking exams to that effect, “ he said.

    The chairman said that 236 doctors wrote primaries for West Africa College of Physicians in 2017 to gain admission into Nigerian teaching hospitals.

    He said that in 2012, more than 1,000 doctors had written the same exams and 660 of them had written the Professional and Linguistic Assessment Board Examination (PLAB) to practise in the UK over those primaries.

    “Our healthcare system has been neglected for an extended period, evidenced by lack of funding, under supply, inefficiency, decrepit equipment, poor quality, needless deaths and unhappy workforce.

    “Today, many of the country’s general hospitals, with the exception of those in Lagos, are not in good condition and are breeding grounds for infectious diseases.

    “Many also do not have sufficient beds; so, corridors are turned to sleeping wards,” he said.

    He told NAN that there was the need for increased number of public health centres fully equipped with adequate drugs and modern facilities and manned by specialists.

    Odusote said that fatigued and overworked doctors had committed errors.

    “The nation needs 303,333 medical doctors now and 10,605 new doctors annually to provide good quality patient care.’’

    According to him, providing better facilities and work environment, higher remuneration, career progression, professional advancement and better quality of life would guarantee good quality healthcare.

    The chairman said that allocation to health in the proposed 2018 Budget should have been more than 3.9 per cent.

    He said that the 3.9 per cent allocated to the health sector was less than the WHO-recommended 15 per cent.

    “NMA will nonetheless, continue with advocacy for improved healthcare financing through universal health coverage and full implementation of the National Health Act, 2014, “ he said.

    •Could this be evidence of lax monitoring and control?

    Nigeria needs about 237,000 doctors to meet the World Health Organization (WHO) recommendation but has only about 35,000. That is; instead of WHO’s recommendation of one doctor to 600 patients, Nigeria has a ratio of one doctor to 6,000 patients. Coming from the Head of the Ear, Nose and Throat (ENT) Department, University of Abuja, Professor Titus Ibekwe, we can take this as the gospel truth, and it is most discomfiting.

    We wonder in what area of life the country has met global standards, considering that even in terms of policing, it has far less number of policemen than she required. Given the doctor-patient ratio, it is obvious that the country has an acute shortage of medical doctors.

    This is probably part of what some people have exploited to set up illegal hospitals where they carry out nefarious medical services, including surgeries. Although, as with many other places without standards, or with lax regulatory activities, Nigeria also parades a lot of fake journalists, fake lawyers, etc., but the medical profession is the last place to condone fake doctors because it deals essentially with human lives.

    This danger was exemplified by the arrest of one fake medical doctor on November 3 by policemen from the Criminal Investigation Department (CID), Iyaganku, Ibadan, Oyo State. The arrest followed a report on the activities of fake doctors by the Oyo State Task Force on Private Health Facilities in Ibadan. The task force officials, acting on a tip-off, went to the hospital at about 11.00 a.m. and found five patients on admission. The fake doctor had performed surgical operations on two of them for fibroid and appendicitis.

    This is confounding in the sense that it was the third time that the fake doctor would be arrested. He had been arrested in 2008 and 2010, for medical malpractices and for training quack nurses. According to the chairman of the task force, Dr Adebisi Ayoola: “We were at the hospital on routine investigation, and we found he was still doing the same thing which he had been cautioned against in the past. This time around, what we found was an eyesore. There were five patients on admission in the hospital, and out of the five, two had been operated upon.”

    The shocker: “There was a woman who said she was referred to the hospital for fibroid. When we examined her, we found out that the fibroid was still intact, even after the surgery, meaning that what he did was just to open up the woman and close her back.”

    Perhaps nothing could be more callous. The task force chairman continued: “Another woman had also been there for the past few months with fracture of the right thigh bone. This is beyond his capacity to handle. There is no single qualified nurse in the hospital; this means that he was actually training auxiliary nurses.”

    We wonder, just as Dr Ayoola did, how many unlucky patients would have died in the hands of this fake doctor. The tragedy becomes compounded when it is realised that there are many such people out there gambling with people’s lives. Just last year, one Julius Afolabi, the self-acclaimed Medical Director of Adeolu Afolabi Clinic and Maternity Home in the Abule-Iroko area of Ota, Ogun State, was also arrested by the police, after failing to successfully carry out a fibroid operation for which he had allegedly been paid N200,000.

    Anyone with respect for the sanctity of human lives must be worried about the activities of these callous characters. It beats our imagination that just anyone can set up a clinic or hospital and be operating, sometimes for years before being apprehended. What are the regulatory agencies doing? In the particular case of the fake doctor in Ibadan, how was he able to return to ‘practice’ after being arrested twice? Could some people have been compromised along the line of duty? Nigerians deserve answers to these questions, and probably more.

    His staff who tried to shield him from arrest before he was located in his hideout in the hospital should also be arrested and interrogated. They are probably in the illegality together. But beyond all these, there is need for the public to be aware of how to detect fake hospitals. The government should also make healthcare accessible and affordable if we are to stop the activities of these quacks.

    Doctors in Ekiti State, under the aegis of the Nigerian Medical Association (NMA), have decried the six months’ unpaid salaries owed their colleagues working in government hospitals.

    They said the situation was causing them serious hardship.

    The doctors called for the immediate payment of their salaries and effective funding of health institutions, particularly the Ekiti State University Teaching Hospital (EKSUTH).

    They said this would improve healthcare delivery and ensure that EKSUTH meets its core mandate in research and training.

    NMA’s State Chairman, Dr. Sunday Omoya, spoke at the weekend in Ado-Ekiti, the state capital, at an event marking the end of the 2017 Physicians’ Week and the association’s annual general meeting (AGM).

    Omoya said 300 people were offered free medical treatment by doctors at Ipole Iloro in Ekiti West Local Government Area within the period under review.

    The NMA chairman said the body also held medical education for rural dwellers on dieting, hypertension, HIV/AIDS and other ailments ravaging the people at the grassroots.

    He added that NMA was tightening the noose on quackery with the signing of an agreement with state government for the introduction of accreditation of health facilities to fish out operators of illegal medical centres.

    Pleading for the payment of doctors’ salaries, Omoya said: “We are pleading that even if all the arrears won’t be paid, government must bring us as per with our colleague civil servants.

    “As we speak now, six months are being owed while civil servants are owed five months. This is causing serious demoralisation to our doctors in all the cadres of health institutions.”

    Striking doctors of LAUTECH Teaching Hospital, Ogbomoso, Oyo State, have appealed to the State Government to pay them their 12 months salary.

    The made the call in a statement signed by the branch President and General Secretary of the Association of Resident Doctors (ARD), Drs Sebastine Oiwoh and Ayobami Alabi, and made available to newsmen in Ibadan on Saturday.

    The News Agency of Nigeria (NAN) recalls that the doctors had 75 days ago embarked on industrial action over their unpaid salaries and poor working condition.

    The ARD said that their members had indefinite withdrawal of services, saying the management, board and the state government were fully aware of the industrial crisis.

    It said that their members were being paid twenty-eight per cent salary since January 2016 with twelve months salary being owed.

    “Our action is as a result of poor working conditions, persistent payment of percentage salary and poor funding of residency training.

    “Also among the problem is dearth of manpower, incomplete infrastructural development and neglect of the hospital to mention a few,” the statement read in part.

    The ARD said that government had embraced repeated obviation to the solution of the problem through relentless media propaganda of leakages, intended audit and restructuring in the last 14 months.

    According to the ARD, “In the last 14 months government has embarked on propaganda of intended audit and restructuring with no visible result but reckless abandon of the lives of our members to unlimited hardships.”

    It said that their members have never and would never support any act to pilfer, launder or to decimate the finances and resources of the hospital through illegal acts of corruption.

    The ARD said the hospital was replete with evidence of their relentless resolve to transparency, equity and due diligence.

    “We feel that for personal reasons the State Commissioner for Health, who is the acting board chairman, is playing politics with the welfare of our members.

    “And the lives of the citizens of Oyo state by his repeated excuses with no result after a year.

    “What needs to be done can be done immediately without the litany of excuses aimed at scoring personal points,” it said.

    It said that the same excuse given in March 2016 which saw them suspended their initial action and same on Aug. 29 during a visit of their national president with no visible solution.

    The ARD said the board chairman is meant to oversee and approve expenditure in the hospital, likewise ensure smooth running of the hospital by the Chief Medical Director.

    It said that the board and management should be held responsible for the claims of leakages.

    “We encourage the Oyo state government and Commissioner for Health to make haste at finding solutions to the problems.

    “We will also advise that the litany of excuses without solution for over a year should stop in the interest of the people whose lives are jeopardised through these dilly-dallying,” it said.

    The doctors said they would continue to call on all stakeholders, including traditional rulers, politicians and religious leaders, to prevail on the government to find solutions to the problems.

    It said that they would continue to do that in the interest of all, particularly at this time when epidemics was prevalent.(NAN)

    Everyone knows Aba for its bustling commerce and industry, but Enyimba City also once had an ugly side known for hard drugs. At York Street, addicts and peddlers reigned supreme. Until the last four years, York was where women were raped, phones snatched, and handbags stolen even in broad daylight by drug addicts almost on a daily basis.

    Commendation must be given to the immediate past commander of The National Drug Law Enforcement Agency (NDLEA) in the state, Mrs. Florence Ezionye who, with the support of then governor, Theodore Orji, ensured that the area was rid of the drug addicts.

    On a recent check by our reporter, it was found that the addicts were gradually coming back to the neighbourhoods especially around Milverton where various transportation companies are located.

    The activities of these addicts, The Nation learnt, are posing a great threat to business owners in the area. Shop owners lament the increasing rate of crime and other anti-social activities of the addicts.

    Apparently worried by the increasing rate at which Nigerian youths indulge in drugs, including trafficking, which has ruined so many lives and careers, landed so many in jail, and in some cases the grave, members of the Nigerian medical Association (NMA) Committee on Narcotics and Substance Abuse brought students of various secondary schools in Aba under a roof to educate them on the harmful effects of drug addiction.

    The essence of the seminar, according to the organisers, was to make the students agents of change and ambassadors of NMA and NDLEA.

    After the orientation from the NMA, the pupils are expected to take the message to their peers, families, churches, schools and any part of the society they find themselves.

    The message delivered by the state Commander of NDLEA, Akingbade Bamidele was clear: th agency will collaborate with anyone who will help to rid Aba and Abia Statre of illicit drugs and also rehabilitate people that are willing to give up their addiction.

    Bamidele said the agency will not relent in its war on illicit drugs in the state, adding that the dangers of illicit drugs cannot be overemphasised.

    Bamidele narrated how a boy whose name was withheld for security reasons reportedly sold his father’s two cars, a Lexus and a 4Runner worth N7.5 million for a paltry N350,000 in Umuahia, the state capital, due to his involvement in illicit drugs.

    Bamidele, who spoke on the topic: Illicit Drug and the Law, explained to the students that drug abuse can make someone to do things that he or she wouldn’t normally want to do.

    He said, “There’s a boy at Umuahia, that his father brought to us for counseling. He sold two vehicles: a Lexus and a Forerunner worth 7.5m for N350,000.

    “Do you know why? The reason is because he was involved in their illicit drug trafficking.”

    He further said that NDLEA will follow up the schools that participated in the programme using their special department in charge called Drug Demand Reduction Unit to make sure that the drug-free clubs are established, and also help in its sustenance.

    Speaking at the occasion, Dr. Mrs. Carol Iwuoha, National Chairman of the Committee of the Narcotics and Substance Abuse of the Nigerian Medical Association, said the choice of starting with Abia was not accidental but strategic to the campaign.

    Iwuoha said, “Basically first is that I practise here in Abia State. I’ve practised here for 20 years, so I’ve been here a while. Secondly, Abia is first on the list of the 36 states alphabetically and thirdly, there’s a lot of drug abuse in this state.

    “The main idea behind the choice of secondary schools is that these students at their age now can believe anything. They can be easily carried away by peers. If we win them now they can help us propagate the message and that’s why we are saying that they are going to establish drug free clubs in their schools where they are going to share their lessons and be drivers to saying no to drug abuse.

    “The desire to hold this programme came out from the passion for the burden of the NDLEA. They need a lot of collaborators and support from everybody. That’s why we brought the legislature here today so that they could give legislative backing to some of the fights we have to face in this process.

    “The reason we had this programme firstly is to support NDLEA. As a matter of fact, it’s part of the National Strategic Plan of the NMA to take up social responsibilities of reaching people with health problems and social problems around us.”

    Also speaking at the occasion, the Deputy Speaker, Abia State House of Assembly, Rt. Hon. Cosmos Ndukwe represented by his Special Assistant, Mr. Emmanuel Uchechukwu, advised the students to put the lectures into practice.

    “I want to add a voice to what we have learnt here today,” he said. “I want to say to us, as good students of Abia and Nigeria, to put all we have heard here into practice. It was a nice lecture. We must not end the message within ourselves. Carry on the message and save lives.”

    Dr. Nwachukwu Ugwunna, one of the guest lecturers, while speaking on the topic: Social Problems of Drug Abuse, said, “All drugs are dangerous, but some drugs are more dangerous than the others. Illicit drugs is said to kill an estimated 17,000 Americans annually. What does that tell you? Nobody is immunized against the dangers of drug abuse. Hard drugs make one socially backward and apathetic. Even those from more develop countries you may aim to copy due to communication exposure to their lifestyle, die of it. So why copy a path that leads to destruction? As adolescents, you’re in a crisis period and the only way to survive it is to avoid drugs in its entirety.

    Lekwauwa Ebenezer David, a student of Dority International Secondary School, Aba, commended the idea behind the project and acknowledged what he has learnt. “This lecture is good for us. I’m sure most of us don’t use drugs yet and this lecture will go a long way in ensuing that most of us don’t get into drugs as we heard, watched and seen the consequences of drug abuse and most importantly, how people are lured into the act of drug abuse. Personally to me, I’ve learnt what to teach my friends out there. I wish the lecture will come up every month with different persons participating not just us here.”

    Another student, Odimkpa Joshua, of Sacred Heart College Eziukwu, Aba expressed his feelings. “We are here to be enlightened about drug abuse. I can proudly say I’m fulfilled today because my head is updated with already existing, but new information to me. I picked interest in all the lectures, because they were educative. I can hardly pick a favourite. They said they will teach us more and I can’t wait to learn more and teach those around me.”
