    Twelve All Progressives Congress (APC) senators-elect yesterday teamed up with their Peoples Democratic Party (PDP) colleagues to return Senator Abubakar Bukola Saraki unopposed as the President of the Eighth Senate.

    Hon. Yakubu Dogara was voted Speaker of the House of Representatives.

    But the APC, in a statement issued in Abuja, described the emergence of the duo as an act of “indiscipline” and “treachery”.

    Senator Ike Ekweremadu emerged Deputy President of the Senate.

    Ekweremadu is the immediate past Deputy Senate President under the Senator David Mark Senate Presidency.

    All the 57 senators-elect, mostly PDP members, present during the election unanimously elected Saraki.

    Saraki represents APC Kwara Central Senatorial District. Ekweremadu represents PDP Enugu West Senatorial District.

    The election of Saraki and Ekweremadu ended the intense lobbying for the offices.

    Senator Ahmed Lawan (APC Yobe North) and Senator George Akume (APC Benue North West), who emerged APC consensus candidates for Senate president and deputy Senate president were not at the Senate chamber during the election.

    The 12 APC senators who teamed up to choose Saraki included Saraki himself, Dino Melaye, Ahmed Rufai Sani, Aliyu Magatakarda Wamakko, Ibrahim Abdullahi Gobir, Mohammed Shaaba Lafiagi, Rufiu Adebayo Ibrahim, Mohammed Danjuma Goje, Mohammed Ali Ndume, Mohammed Ohiare and Francis Asekhame Alimikhena.

    Sources said a meeting of PDP senators in Mark’s home on Sunday may have sealed the plot for the senators to vote Saraki in an arrangement that would also see Ekweremadu emerge as Deputy President of the Senate. The Nation reported the “intrigues” exclusively yesterday.

    The election of Saraki started at exactly 10 am  when the Clerk to the National Assembly (NA), Salisu Maikasua, welcomed the senators-elect.

    He read the proclamation memo issued by President Muhammadu Buhari for the first session of the Eighth Senate to hold by 10am .

    Maikasua reminded the senators-elect that they were free to vote for the candidate of their choice in a free and fair election.

    The CNA mandated the Deputy Clerk to the Senate, Adedotun Durojaiye, to proceed with the roll call of the senators-elect in alphabetical order.

    The Deputy Clerk took the roll call and announced that only 57 Senators-elect were in the chamber.

    He also gave the quorum required for the election as 37.

    The remaining APC senators were at the International Conference Centre together with party leaders waiting to hold a meeting with President Muhammadu Buhari.

    The roll call and quorum established, the Deputy Clerk asked for a proposal to take the chair of the Office of the Senate President.

    Former Zamfara State Governor Ahmed Rufai Sani proposed that Saraki do take the chair of the Senate President.

    Senator Dino Melaye (Kogi West) seconded Senator Sani’s proposal.

    Saraki was immediately called to accept or decline the proposal.

    Saraki accepted to take the chair of the Senate President.

    The Clerk to the Senate asked whether there was any further proposal or nomination for the Office of the Senate President. There was dead silence in the Senate Chamber.

    The Clerk, once again, asked whether there was further proposal for the Office of the Senate President.

    There was no response from any of the senators-elect.

    The Clerk announced that Saraki had been duly elected as the President of the Eighth Senate.

    Maikasua administered the oath of office on Saraki.

    There was jubilation on the floor of the Senate as those in Saraki’s camp launched into a victory song.

    The next stage was the election of the Deputy President of the Senate.

    The Deputy Clerk to the Senate called for proposal for the Office of the Deputy President of the Senate.

    Senator George Thompson Sekibo (Rivers East) proposed Senator Ike Ekweremadu to take the chair of the Deputy President of the Senate.

    Senator Olaka Nwogu (Rivers West) seconded the proposal. Ekeremadu accepted.

    The Clerk also asked if there was further proposal.

    Senator Rufiu Adebayo Ibrahim (Kwara South) nominated Senator Mohammed Ali Ndume who represents Borno South. Ndume accepted.

    The voting for the Office of the Deputy President was by secret ballot. Senators-elect were handed ballot papers to make their choice.

    At the end of balloting and counting of votes at 11.55 am, the Deputy Clerk to the Senate announced that 75 senators-elect participated in the election.

    He said Ndume received 20 votes. Ekweremadu got 56 votes.

    One Senator-elected abstained from voting.

    Maikasua inaugurated Ekweremadu as Deputy President.

    Maikasua singled out Mark and inaugurated him as “a mark of honour.”

    This is the first time in the past 16 years of the rebirth of democracy in the country that the President of the Senate and Deputy President of the Senate will be elected from two opposing political parties.

    APC produced the President of the Senate. The Deputy Senate President was elected from the opposition political platform of the PDP.

    History again as defiant Reps pick Dogara

    History repeated itself yesterday as members in the Eighth House of Representatives defied the All Progressives Congress (APC) to elect Hon. Yakubu Dogara as Speaker.

    On Saturday, the APC, in a mock election, chose Ahmed Lawan as the candidate for Senate President and Femi Gbajabiamila for Speaker, House of Representatives.

    For two hours, 11 minutes, members voted to pick the number four citizen. It was a keenly contested election.

    The Clerk of the National Assembly at 4.38pm announced the result. Dogara polled 182 votes. Femi Gbajabiamila got 174.

    Two votes were voided; 358 lawmakers voted.

    Dogara assumed his seat at 4.45pm.

    Conceding defeat, Gbajabiamila caused a rousing applause as he went to hug Dogara after the votes were counted and validated by the Clerk of the National Assembly, Salisu Maikasuwa.

    Dogara was presented with his certificate and sworn in by the Clerk at 4.40pm

    Dogara’s victory is a re-enactment of the 2011 scenario where members if the Seventh Assembly  defied the Peoples Democratic Party (PDP) to elect Aminu Tambuwal instead of Mulikat   Akande- Adeola who was the party’s choice.

    As early as 7.00 am, the outer grounds of the National Assembly had been filled with people. Security was tight and access into the complex was restricted.

    By 9:15 am, the doors of the green Chamber were thrown open. PDP members filed in Hon. Abdulmumin Jibrin went round to give members copies of the House Rules.

    Gradually, the Chamber was filled up. Dogara’s Camp raised a solidarity song.

    At 9:40 a.m., Dogara walked into the Chamber in a white dress. PDP members stood up to honour him, calling him “Mr. Speaker”.

    By 10:21, there was wild jubilation by the Dogara Camp as the news was broken that Senator Bukola Saraki had won the Senate presidency.

    At 11:03, Gbajabiamila stepped into the Chamber. He was followed by a stream of APC members who went round, urging members to “ vote Gbaja”. They chanted “Sai Gbaja!” as a refrain.

    Thereafter, there was a flux of movements as members criss- crossed the Chamber, trying to sell their candidates.

    By 11:16, Imo State State Governor Rochas Okorocha was seen talking to some members in the Chamber. The Alaafin Of Oyo, Oba Lamidi Adeyemi, entered, accompanied by his four wives.

    At 11:58a.m., the Clerk of the House, Sanni Omolori, entered the Chamber in his full ceremonial regalia, pushing the tension a notch higher.

    At 12:33a.m., the Clerk of the National Assembly, Salisu Maikasuwa, began proceedings by congratulating members-elect and wished them a successful tenure. He thereafter read the proclamation by President Muhammadu Buhari inaugurating the Eighth House.

    Omolori called the roll of members-elect and the CNA announced that 358 members were present, one having died and another absent.

    Thereafter, nominations began.

    First to nominate was Hon. Abdulmunin Jibrin, who nominated Hon. Yakubu Dogara for Speaker. His nomination was seconded by a new member from Imo State.

    Dogara said he wholeheartedly accepts his nomination.

    Mohamed Abdul Sanni, who hails from the same state as Dogara, nominated Gbajabiamila. This was seconded by Hon. Isiaka Shuaibu from Edo State.

    Gbajabiamila accepted the nomination “with a sense of humility and gratitude”.

    At 1:21 p.m., Omolori announced that the election would be by secret ballot and read the guidelines to members.

    Voting proper began at 1:20 pm in an alphabetical order of the names of states and terminated at 3:31 pm.

  • Dogara: what my emergence as Speaker means

    House of Representatives Speaker Yakubu Dogara has described his emergence as an assertion of independence of the legislature.

    He said the legislature has run out of excuses to deliver dividends of democracy to Nigerians.

    “What has been demonstrated here today is the resolve of Members of the House to assert the independence of the legislature as a co-equal arm of government.

    “My dear colleagues, by electing me as Speaker you have demonstrated to the world that our legislature is living up to the dreams and aspirations of our founding fathers.

    “You are leaving a legacy of an accountable, autonomous, focused, progressive and united House capable of playing its role as the stabilizing force in our polity. We have shown once again that this is a House of the Nigerian people.

    “After 16 years of unbroken experiment in Constitutional democracy, it is right to say that the Nigerian legislature has come of age. The House continues to remain the repository of the democratic hopes and ambitious of our people. This is a truly representative Chamber that can be relied upon to rise to the occasion when duty calls.

    “It should be noted that we are heirs, to a long tradition of a House where debates are robustly undertaken, where radicalism flows as an institutional prerogative. We continue to be the bulwark for the defence of the rights and privileges of the “common man”. We shall continue to champion the rights of the weak and poor. We shall continue to be the anchor for the wellbeing of our people.

    After the euphoria of today comes the difficulties of tomorrow. We take office at a period in our history when the morale of our people are at its lowest ebb. We take office when our economy is in shambles, when the living conditions of Nigerians are in poor shape, when infrastructures are nonexistent or at best decayed. Our people are no longer safe in their homes .We face a debt crises once again.

    “We are in a period of great social and political malaise. Provision of basic necessities of life for our people are becoming increasingly difficult. Long fuel lines, high cost of living, and epileptic electricity supply or in most instances complete darkness has become the order of the day.

    “The health needs of the majority of our people are not being met. Extreme poverty still envelopes a large percentage of our population. For too long, Nigerians have suffered degradation and neglect. The list is endless.

    “It will be unfair to say that efforts have not been made by our past leaders to solve all these problems. Quite to the contrary ,a lot of progress has been made in many fields. But it appears as if we have not done enough, as the  problems still remain.

    “We are poised to use our new office to wage a mortal combat with the cancer of corruption, incompetence, insecurity, bad governance and infrastructural decay. We shall wage an unrelenting legislative war on insecurity, unemployment, poverty, lack of power supply, educational inadequacies, health problems and social decay.

    “We hope that our best will be good enough. I pledge to you my colleagues and Nigerians that we will play our part in this new opportunity offered us by Nigerians to recover our nation from the clutches of hunger, poverty, disease, social, economic, political and infrastructural quagmire.

    “It is now our responsibility to fashion out the legislative instruments that will lead to Nigeria’s renaissance. Let the word go forth from here that it shall not be legislative business as usual again in Nigeria.

    “We, as a parliament can only justify the confidence of our people by keeping faith with our duties of Law making, Representation and Oversight of the Executive arm of government. However, inspite of our responsibility for checking and balancing the Executive , good governance can only be effected when all arms of government are working in harmony and partnership to bring about the CHANGES voted for by Nigerians on March 28, 2015.

    “We shall cooperate and work harmoniously with the Senate of the Federal Republic of Nigeria to deliver on the mandate given to us by Nigerians,” he said.

    He also unveiled a legislative Programme of Action and a legislative compass to guide his actions in office in the document.

    “We further pledged that the 8th House of Representatives will concentrate on legislation that will bring the changes required and voted for by Nigerians. Legislative measures that will tackle the issue of endemic unemployment crises; insecurity of lives and property; poverty alleviation; health and education; Endemic Corruption; electricity and Energy crises; General infrastructure decay etc. We shall work closely and speedily to pass legislation that will tackle these matters.”

    “We also propose to introduce the following: Sectoral debates on various aspects of the Nigerian economy are some of the legislative measures we would introduce.

    “This proposal envisages that the House will designate specific legislative sitting days or weeks in its calendar specifically for discussion on various problems facing the nation.

    “Such identified themes, sectors, areas or problems include  –  Unemployment, Health, Education and Social Services; Power/Energy Sector, Oil and Gas, Science and Technology; Commerce and Industry;  Transportation; Telecommunications; Agriculture; Mining; Manufacturing; Diversification of the Economy, Finance, Corruption, Security Matters, Infrastructure etc.

    “We expect that these debates will lead to crafting of new laws or amendment to existing ones or indeed make recommendations on how to better manage the economy.

    “We shall fine-tune this document and present it to the entire House for debate, amendments and adoption as soon as we commence legislative duties.”

     

  • PDP, Atiku, Ahmed, others greet Saraki, Dogara

    The Peoples Democratic Party (PDP), Vice President Atiku Abubakar and Kwara State Governor Abdulfatah Ahmed have congratulated the Senator Bukola Saraki and Hon. Yakubu Dogara as Senate President and Speaker of the House of Representatives.

    A statement yesterday by the PDP National Publicity Secretary, Olisa Metuh, described the development in both chambers of the National Assembly as victory for democracy.

    It assured that it would continue to partner with like minds in other political parties and groups to ensure that the nation’s democracy, was sustained in the overall interest of the people.

    “What is paramount to the PDP is the sustenance of our democracy and the wellbeing of our people, irrespective of creed, class or ethnicity. The PDP is therefore willing and ready to partner with like-minded individuals in other political parties and groups to sustain our democracy, ensure good governance and promote the unity and stability of our dear nation. Nigeria as a nation belongs to all of us. Its interest therefore must be put over and above personal, partisan or group interests at all times.

    “In this regard, the PDP notes with gratitude, the immense contributions of the immediate past Senate President, Senator David Mark for the decency and mature manner with which he ensured the smooth take off of the 8th National Assembly”, the party added.

    The statement also commended the PDP Acting National Chairman, Prince Uche Secondus for “successfully galvanising” PDP members in both chambers of the National Assembly, which it said, contributed to the peaceful conduct of the elections.

    The PDP charged its members in the National Assembly to continue to uphold the tenets of democracy and enforce the constitutionally vested parliamentary role of check and balances to ensure the much desired accountability and probity in the polity.

    It urged the All Progressives Congress (APC) to accept the will of the people, respect the independence of the legislature.

    Atiku congratulated the newly elected leaders of the National Assembly, admonishing them to see their elections beyond the narrow interests of their political parties.

    The former Vice President in a statement from his media office, said with the elections of its presiding officers, the 8th National Assembly should swing to work and put the overall national interest beyond the personal political interests of its members.

    He said with the election of its presiding officers, the 8th National Assembly has prepared the ground work for a full legislative business and reminded every member of both the Senate and the House of Representatives of their responsibilities to their constituents, which, he said, is to put national interest before their individual political interest.

    Atiku added that Irrespective of the political mix through which the presiding officers emerged, the 8th National Assembly should never lose focus of its role as a partner in progress with the other arms of government, especially the executive arm.

    “The Nigerian people look up to the new National Assembly to work with the executive arm in finding solutions to the problems of insecurity, poverty, illiteracy and joblessness in the country. Their election is indeed a call to duty, and it is a call for which they cannot afford to fail the nation,” he said.

    Ahmed and the Speaker of the House of Assembly, Dr Ali Ahmad, hailed the emergence of Saraki as the Senate President.

    Ahmed, in a statement by Senior Special Assistant on Media, Dr Muideen Akorede, said: “On behalf of the government and people of Kwara State, I congratulate my leader, distinguished Senator Bukola Saraki, the new Senate President and Chairman of the National Assembly. His emergence not only reaffirms the supremacy of popular will, it also underlines our collective preference for a credible legislature and our confidence in Senator Bukola Saraki’s capacity and competence to lead it.”

    Ahmad described Saraki’s emergence as liberation of the National Assembly and respect for sanctity of the Constitution.

    Ahmed, in a statement by his media aide, Alhaji Abdul-Rahman Sanni, said the senators have demonstrated maturity and zeal to deepen the country’s democracy by ensuring the independence of the first arm of government.

    He expressed confidence that the National Assembly under the leadership of Saraki would serve as the voice of Nigerians, check and balance, and stabilise the nation’s polity, stressing that the Senators had demonstrated that the nation’s constitution supercedes any other sentiment.

    Supporters of Yakubu Dogara, an aspirant for Speaker of the Eighth House of Representatives, have vowed to press on with his nomination for the position.

    The group criticised the straw election conducted by the leadership of  All Progressives Congress (APC) on Saturday that produced erstwhile Minority Leader Femi Gbajabiamila as the candidate of the party for speaker.

    Its members, under the aegis of Consolidation Group, at a news conference in Abuja yesterday, said they would go against the position of the party on the issue of a consensus candidate.

    It added that it would forward a petition to President Muhammadu Buhari to call the leadership of the party to order.

    Gbajabiamila had won 154 votes against Dogara’s three in the mock election.

    Spokesman of the group Abudulmumin Jibrin, who was flanked by Dogara and 18 members of the group, said the mock election and its outcome was a mockery of the party and democracy.

    Urging the party’s leadership to tow the path of honour and integrity, the group rejected the outcome of the exercise, which it claimed its members did not attend.

    According to the group, the exercise was arranged, adding that the number allocated to Dogara was not correct because those that voted for their candidate were impostors.

    THE Peoples Democratic Party (PDP) is plotting to take over the seat of the Deputy Speaker in the Eighth Assembly, it emerged yesterday.

    It was learnt that the current Deputy Majority Leader, Leo Ogor, has been offered Deputy Speaker by one of the aspirants contesting for the office of the Speaker.

    The alliance is to ensure that the PDP caucus votes as a bloc for the All Progressives Congress (APC) aspirant, Yakubu Dogara (Bauchi).

    It was also gathered that part of the understanding was that chairmanship of standing committees in the House would be shared on 50-50 basis between APC and PDP

    According to a source, who pleaded for anonymity, the alliance that was consummated during the party’s retreat for National Assembly members in Port Harcourt, Rivers State, has caused disaffection among PDP members.

    The retreat, which was attended by members of PDP National Working Committee (NWC), party leaders, governors, senators and House members was to strategise on the new role of the party as opposition in the eighth assembly.

    Some members were said to be against the alliance that was seen as a form of imposition by the leadership of PDP.

    The source said: “The two leading aspirants in the contest for speaker of the House of Representatives, Femi Gbajabiamila and Yakubu Dogara, were expected at the retreat to seal a deal with the Peoples Democratic Party (PDP) caucus in Port-Harcourt, Rivers State.

    “The idea was dropped because the PDP leadership felt that such physical presence would gather storm that may hijack the essence, using the retreat to educate the PDP members on their new role as opposition lawmakers.

    “The PDP leadership advised the two to stay away from the retreat”.

    Throwing light on the accord, another source confirmed that PDP caucus gave its support to Dogara on the ground that the alliance would produce an APC Speaker with PDP as deputy.

    He said: “Until nine months ago, Dogara belongs to the PDP and trusted to support the PDP more than Gbajabiamila, who is said to be favoured by the APC, which reportedly zoned the speakership to Southwest where Gbajabiamila is the sole candidate while Deputy Speaker goes to Northeast.

    “But PDP members are divided because of the offer put across to the PDP after the retreat by Dogara.

    “We PDP members-elect would do Dogara’s project. Only about 35 per cent of us are supporting Gbajabiamila.

    “We see a future for our party in a Dogara’s leadership of the House.”

    Also yesterday, an aspirant for the position of Speaker, Abdulmumini Jibrin has stepped down for Dogara.

    Jibrin said he believed in the passion and ability of Dogara to lead the 8th House.

    His words: “You will recall that on Wednesday, April 8, 2015, I held a press conference where I declared my intention to contest for the position of Speaker of the House of Representatives.

    “However, in the last few weeks, I had consulted widely with my supporters and colleagues.  In order to diffuse the prevailing tension, unite the House and ensure a smooth take-off of the Buhari administration, I hereby withdraw from the race for the Speakership of the 8th House of Representatives and consequently throw my weight behind the candidature of Rt. Hon. Yakubu Dogara, one of our senior colleague, a man of integrity, an astute legislator and an amiable gentle man.

    ‘Nobody can impose Dogara on House’

    House of Reprentatives member Hon. Aliu Sani Madaki (Dala Constituency, Kano State) is a chieftain of the All Progressives Congress (APC). In this interview with Victor Oluwasegun, he speaks about the battle for speaker and other issues.

    The party is silent on the zoning of the Speaker. What does this portend?

    My take is that it is not right and proper that the party is taking this long just to bring out the issue of zoning, and that can cause problems in ways one cannot imagine. Because if someone has been campaigning for a long time and you allow it to take very long, when he has campaigned, he has spent resources , he has visited so many people,maybe when you come and say you have zonedita place that does not favour him, there is tendency that someone can say he will still go ahead will his campaign.

    That is why I am appealing to the party to say please,because of the unity of this party, bring out its zoning formular. And I can assure you that we, especially the members of this party are loyal party members,we’ll do our best to abide by the decision of the party, because we are sure the party will do that which is in the interest of all.

    A new member-elect from Niger State has said that, as new members, they should write their own rules.

    Well my advice to the new member is to exercise some little patience, that he will very soon become a member of the 8th assembly, and when he becomes a member, after he has been sworn in then he can bring up a motion for the amendment of our rules and if it is in tandem with the wishes of the vast majority of members as it is the tradition in all democratic dispensation, then we’ll change the rules to what he wants if it’s what the majority wants. But as somebody who has not been sworn in now, he should be mindful of the fact that he’s still not yet a member. If he says he want to write his own rule now, it means someone who is not even a member, or not even elected can come and say he wants to write his own rule. You can re- write the rules when you become a member. And very soon, he is going to be a member, and when he does that, he has every right to re- write the rule as is usually the case.

    There is another member from Jigawa State who has declared his intention. The argument is that the new members are more than the ranking members…

    Everybody has the right to aspire to be this or that. But I believe there are rules and regulations that guide the conduct of members into the National Assembly. And I am sure nobody will want somebody that is not conversant with the way and manner National assembly is being run, becomes a Speaker. I believe even that person if he has respect for the National Assembly will prefer that he enters the National Assembly and see how the business of the National Assembly is being run, before he aspires to be this or that. But it is, like I said earlier, the legitimate right of every members to want to be this or that, but it should be done within the confines of the rules of the National Assembly of the House of Representatives as the case may be.

    Should there be zoning? Among the contestants, who are you rooting for?

    I think I personally believe and know for a fact that a vast majority of members- elect into the 8th House of Representatives are rooting for the candidature of Rt. Hon. Femi Gbajabiamila. And for obvious reasons. Hon. Femi Gbajabiamila has been the minority leader and I have been been opportune to be in the House with him in the last four years. And he has run the affairs of the then opposition party very well. And I think it is right and proper that now that party has become the majority party, that is what is done in developed countries. In the US congress when the Conservative Party, that is the Republican Party, became the majority, automatically the Leader of the Opposition becomes the Speaker of the House of Representatives. I believe if we have developed well, we wouldn’t even be arguing today who will be the Speaker of the House of Representatives, By right, it’s Femi. And if you’re talking in terms of capability, it should be Femi Gbajabiamila. And, if you’re talking in terms of grassroots support, by grassroots support, I mean the support of members- elect, if you’re going by that, Femi is far ahead of any other contestants. Let me say, other contestants that there names are even mentioned, with due apology are not even on grounds terms of support base. It’s just on the pages of newspapers. Or some people are being backed, quote and unquote, by a Godfather who is bent on foisting someone on us. And I’m sure the House of Representatives will not succumb to threat or intimidation from anybody.

    You have been in the House since 2011. In 2011, the majority party zoned the position to the Southwest. Speaker Aminu Tambuwal emerged victorious in rebellion. Do you see this scenario playing out again?

    Let me recap your mind to what brought about that rebellion. I think it’s very important. I recall when we came in 2011, we were willing to assert our authority and tell the party, PDP then that they have done something wrong. To our understanding and based on what our leaders told us then, there was an agreement in PDP, the North will have two terms, the South would have two terms. By then, Obasanjo had done two terms, which was for the South. Yar’Adua came and started, after two years God in his infinite mercy took away Yar’Adua. It was agreed that Jonathan would complete his tenure and after he completes that tenure, someone from the North would take over as President. But when the time came, the President refused to abide by that arrangement in which he said he should be allowed to do only one term and that after that one term he would go. So, when we came as members from the North, we were aggrieved on that decision.so, when Tambuwal came out and said he wanted to contest for House of Reps Speaker, we said we were going to support him to tell the party that what they did was wrong, that if there was no agreement to zone the Presidency to any section,we don’t see any reason why someone would come now and say there was an agreement to zone the Speakership as it was done then, to the South-West. We came and rebelled against the party, but, if you could remember, e had the full support of the South- West. That was the only reason we have Aminu Tambuwal as our Speaker. Because, if you take away the vote of the ACN, we would not have Aminu Tambuwal as the Speaker.

     

    You  mentioned just now that some people are being supported by powers, what do you mean by that?

    There is a candidate who is in the race, I don’t like mentioning names, who if you take one person out of the equation, nobody would be talking about his candidature. Dogara is supported by one person, that one single person is the only person, the way I see it, with due apologies, it is coming out to be a contest between Femi Gbajabiamila and somebody, and not between Femi Gbajabiamila and Dogara. Somebody powerful in the National Assembly who is fronting or who is desperately pushing for the candidature of Dogara, for reasons best known to him. Because I know for a fact when we came into the National Assembly in 2011, Dogara was one of the staunch enemies of the House project, I know for a fact Dogara was never in tune. When Gbajabiamila was taking Tambuwal to Asiwaju and other leaders in the south to support his candidature, that time, Hon. Yakubu Dogara was going round everywhere to work against him. That’s a fact we all know. But today to our surprise, the tables are turning. We don’t know the reasons. I’m baffled.

     

     

     Now what do you foresee in the next few days?

     

    What I foresee is the victory of the people. The victory of democracy. God willing, Femi Gbajabiamila will be our Speaker. The House of Reps has a way of solving its own problems. Anybody who sits and think he will foist a leadership on us is making a big mistake.

     

    One of the candidates from Kano promised new members- elect 75 percent slots as Chairmen and Deputy chairmen, how feasible is this?

     

    I don’t know who that is. I am from Kano and I am not aware. That’s all I would say. I don’t know if there is any other member from Kano, apart from the name you called that is aware of what you’re saying. We’re 24 in the National Assembly, I as a person, I am speaking for myself, I’m not aware, and I don’t know of any member who is aware of what you’re saying.

    But I believe everybody has a right to come and aspire for whatever he wants. But as a caucus, Kano, we never sat and discuss the candidature of the person you mentioned.

     

    But that is surprising as he said he had the endorsement of all members from Kano?

     

    That’s what I’m telling you, I’m not aware.and I’m sure other members from Kano too especially this issue you said about endorsement are not aware of it.

     

    There is the story that there is a likelihood of an alliance between Gbajabiamila and one of the contenders, that is Mungonu from Borno State. Do you foresee that?

     

    I believe politics is about negotiations, about give and take. And I believe Hon. Monguno is eminently qualified to be the Deputy Speaker of the House of Representatives and if they have an alliance with Femi, I would support it.because I know the pedigree of Femi and the pedigree of Hon. Monguno. And let me say this, that is why I’m saying if people are bringing names, bring names of people that are accepted in their locality. Hon. Monguno is supported by almost all members from Borno State. He is support by a vast majority of members from the North-East. But other candidate you’re saying is from Bauchi, you can quote me, go to Bauchi ask them to give you names of five people, they’re only eleven, ask them to give you five names that want to become Speaker, out of those five, I am telling you, you will not see the name of Dogara there. Go to the North- East, ask them to give you names of ten people from the North-east that want to become Speaker, Dogara’s name will not be there. So you now come back and ask yourself, what is this Dogara, where is he from? Where is his support base? I’m from Kano, if I want to be speaker I will start from Kano, then I will go to other north western states, then I will move to the North and then I will go to the south. Dogara is from Bauchi State, we have eleven members-elect from Bauchi go round, who is supporting Dogara? In North-east we have six states, go round the six states, who is supporting Dogara? Go and find out. People are not on ground but because they have powerful backers, who believe they can always have their way, because they’ve had their ways for four years in the House of Representatives, they feel now that they’re even going, they must impose their choice on members. Let me assure them, this time around , it will not happen. And my advice to them is to concentrate, God has done something for them, very wonderful. I don’t know if there is any other person who was speaker House of Reps and after finishing speaker, he becomes something. Most of those who finish after being speaker becomes something. Most of them end up hanging around. But God in his infinite mercy made Aminu Waziri Tambuwal Governor of Sokoto State, but he is not thinking about the good he will do to the people of Sokoto State, no, he is intent on foisting…because that is the truth, people don’t like to say it…he is intent on making sure that he saddles us with somebody we don’t like as our Speaker. It will not work God willing. We will revolt against it, like we revolted against those who wanted to make Mulikat Speaker against our wish, that is how we will revolt against those who want to foist Dogara on us. Let me say, I have nothing personal against Dogara but it is my believe he is not qualified to be the Speaker of the House. I believe Femi is more qualified.and I believe as a Northerner, I believe as someone who is from the North- West that we from the North, God in his mercy has brought a situation where now there is an alliance between the south west and the North west, I believe in the interest of Nigeria we should bring the South east, the South South into this alliance so we have a united country. But some people are trying to abort the alliance midstream just for political reasons, just for selfish…let me put it that way…very selfish reasons. I believe it will not augur well for the political development of Nigeria. I think we should be very careful not to bring something that will have repercussions to what will happen in 2019. This alliance has saved Nigerian democracy, by this I’m talking of the alliance we have between the North and the south west. We should bring others on board not trying to destroy that alliance not to break that bridge, we should build bridges not destroy them.

     

    What do you suspect is the reason Speaker Tambuwal is backing Dogara?

     

    Selfish interest…let me put it that way..very selfish interest…personal selfish interest, I don’t know.

     

    We know Hon. Dogara from Bauchi state is heading the House Committee on House Services…

     

    Well maybe that place should be looked into very well. Because with the desperation people are pushing this Dogara project down our throats, I’m amazed, I’m beginning to think maybe people should look very carefully

    Into all the things that happened in these four years in the House Services Committee. I believe that place there is something some people are trying to cover. Because I can’t understand the desperation. And like i told you, go to Bauchi, nobody is supporting Dogara, go to North- east, nobody is supporting Dogara, but everywhere you go you hear Dogara’s name. who is supporting Dogara? Just one powerful person who is calling this…he will go to this, go to that, he has access to everywhere. He goes and tell them tales by moonlight. You know tales by moonlight? Because when you know something is not there, I’m telling you, you can verify this: go and check all members- elect from Bauchi they’re eleven, ask you is supporting Dogara except Dogara himself, go to North-east who is supporting Dogara apart from Dogara himself. Check, how many are with Dogara? You will find he has nobody, but he has one person, who is moving, moving and going to Villa, going to this, telling tales by moonlight…Dogara is on ground, if you don’t give Dogara ticket there will be problem. Problem where? When we didn’t make Mulikat Speaker, there was no problem. And now there is another part of the story I’m hearing, people will come and tell if Femi becomes Speaker, Asiwaju will take everything. When I hear that I laugh. Why? When Asiwaju was helping Tambuwal to become Speaker. That time Asiwaju was not trying to control Tambuwal, when Asiwaju assisted Buhari to become President, he was not doing something wrong, but now if he says he’s supporting Femi that he’s doing something wrong. I’m amazed with the way people think for very petty and selfish reasons I must say.

     

    Still on Tambuwal’s backing for Dogara, like one of you had said earlier on, are you suspecting that there’s a sharp one like fraud or scam?

     

    Its a rumour I’m hearing, let me not say I’m did not hear it, its a lie I heard it from so many people. People would say maybe Tambuwal is supporting Dogara because they have done something in the House services and they want it covered. That is what I heard, but I don’t have evidence to back it up and so I’m nota kind of person that will be circulating rumours but that s the rumours going round. Because people are saying it. When Tambuwal wanted to become Speaker, one of his arch enemies was Dogara. Dogara was opposing him while Gbajabiamila was taking him from house to house, from pillar to post to make sure he becomes Speaker. Now Dogara is nobody without Tambuwal. What makes his aspiration even tick is because Tambuwal is with him, but its the truth nobody wants to say. But that’s the way I am, I will say it: Tambuwal is supporting Dogara.

     

    This issue of Tambuwal supporting Dogara you’re saying, is it something you’ve confirmed yourself or you’re joining the hearsay party?

     

    Its not hearsay, by his action, by his utterances. Recently some members of the group that I belong to, the Patriot went to him. The statement he was making, he was trying to instigate members to work against the party if the Speakership is not zoned to the place where his candidate is from. He said people should go and vote for who they like, blah, blah, blah, that no big man should ask them to vote for this or that. And I’m assuring him that no big man will tell us to vote for this or that , but who we are voting is Femi.

     

    But if you’re saying that at some point Asiwaju supported Tambuwal ascendancy to the seat of the Speakership…

     

    I’m not saying , I’m stating, its a statement of fact.

     

    If Tambuwal is no longer toeing the line, are you now suspecting that there’s a crack between…

    Well I don’t know why that crack should affect Femi. Lets assume there is a crack.

    It also appears that Femi is Asiwaju’s candidate?

    What I said, when Tambuwal presented himself, he went to Asiwaju and Asiwaju supported him. Ask Tambuwal whether Asiwaju did not support him, he’s in a better position to answer that question. And I know for a fact that Asiwaju supported Buhari’s to become President and I’m proud of it. And for that as a person, I feel indebted to Asiwaju. Not for supporting me but because he has supported Tambuwal who is my brother, he has supported Buhari who is my brother, that’s the way I am. And I believe that’s the way every reasonable human being should be, whoever does good to you, you should pay him with goodness.

    As a parliamentarian do you support the independence of the legislature?

    Very much .

    One of the cardinal principles of legislative independence is that at the time of election they pick own their leaders.

    That is why I’m telling Tambuwal to stop interfering in the way and manner were going to elect our leader. Because he has been our Speaker for four years either for good or for bad, and God in his infinite mercy has now made him a big man in Sokoto. Let him go and face his job in Sokoto and I am praying for him to do well there. But please, let him allow members- elect of the 8th assembly to choose who would be their Speaker. It should not be Tambuwal who would choose our leader for us. You cannot shave my head in my absence.

    Don’t you also think zoning as being introduced by the party is a form of interference?

    It is a form of interference, but that is done so as to have balancing. It will not be good like some people are saying now to have President from the North, Senate President from the North and Speaker from the North. I don’t think that is fair, I don’t think its justice, I don’t think its equity. We should take as we usually do, two to this side, two to this side. The time would come when our democracy has developed to a certain level, when we can have all from one house and there won’t be a problem, but as it is now, we want this democracy to thrive and it would thrive by being fair and equitable to all of us.

    Apart from all these other factors you have enumerated, can you sell the candidacy of Femi Gbajabiamila to us?

    Let me say for a fact I know Gbajabiamila to be hard working, I know him to be honest and I know him to be somebody who is a man of his own words. If Gbajabiamila tells you this, that is what its going to be. Gbajabiamila is not the kind of person who will tell you this in your presence and when you go he tells you something else. And what you need in leadership is somebody who is honest, who is not corrupt. And based on the four years I’ve stayed with Femi Gbajabiamila, I have not seen him involved in any corrupt activities to my understanding of him. And I am one of the few members who are very close to him because of the way I am in the House and the way he is.

    Let’s repeat the question that one of the contenders is promising new members-elect 75 percent of the chairmanship and deputy chairmanship positions in the House. How feasible is this?

    Like I said earlier as long as you’re a member of the House of Reps elect, everybody has a right to aspire for whatever you want. But my advice would be: you should please promise what you know is possible. You don’t make promises on the spur of the moment just because you want to be elected as Speaker.

    Youths march for Dogara

    THE aspiration of Yakubu Dogara for the Speaker of the House of Representatives got a boost yesterday when two youth groups marched in Abuja in his support.

    The youths, under the aegis of the Northeast Unity Forum (NUF) and Nigerian Youth Against Political Sabotage (NYAPS), told reporters that their action was informed by the need to ensure justice and fairness in the distribution of leadership positions in the new government.

    The National Coordinators of (NYAPS), Tony Obuah and Alhaji Mohammed A. Wandi, who spoke on behalf of the groups, said: “We have gathered here today in solidarity to give a sense of belonging to the people of Northeast. To say that they have suffered so much and they need to be given the opportunity to feel accepted as bona fide citizens of this country”.

    “You can bear me witness the trauma these people have gone through and are still going through due to the Boko Haram insurgency. There has been increasing poverty in the Northeast. Education is at its lowest ebb because of insurgency.

    “So, we feel it’s high time they are compensated having produced the second largest votes that gave victory to the All Progressives Congress in the just concluded presidential elections on March 28th.

    “So, we need to give them a sense of belonging by showing them that they are our brothers and sisters.

    “Since the return to democracy in this 4th Republic, they have never held any prominent political position apart from appointment and they should be given a chance this time around.

    “And this time, we have seen the quality of good leadership in Dogara. He has demonstrated over time that he has the capacity to manage people and resources through his exemplary conduct in handling various committee assignments as chairman,” he said.

    He noted that Dogara, who is one of the ranking members of the incoming 8th Assembly, has also shown maturity on the floor of the House during debates on matters that effect the Northeast and Nigeria as a whole.
