    ‘Jonathan has committed impeachable offences’

    An All Progressives Congress (APC) senator representing Edo North, Domingo Obende, has said President Goodluck Jonathan has committed some impeachment offences.

    But he said the Senate shunned impeaching him because it wanted to avoid causing chaos in the polity.

    Domingo was reacting to the gale of impeachment by the ruling Peoples Democratic Party (PDP) against governors of the main opposition, the All Progressives Congress (APC).

    His take was that the PDP had not been tolerant as the APC.

    The senator noted that had the APC been on the rampage like the PDP, Jonathan would have been impeached long ago for the glaring impeachable offences he had committed.

    Domingo warned that if the PDP does not soft-pedal on its intolerance and obsession for impeachment, the nation’s fledgling democracy would be in grave danger.

    The Vice-Chairman of the Senate Committee on Federal Capital Territory (FCT) addressed reporters at his home in Igarra, Akoko-Edo Local Government Area.

    He said: “What is happening is very surprising to some of us. There is danger around the corner. The danger is in the political arena. This is because a political system that ought to be stable, that thrives on impeachment threats does not augur well. What are we even talking about? Who is saying that the President has not committed an impeachable offence?

    “The National Assembly ought to be looking at these. But for reasons bordering on the need for stability and because the leadership of the National Assembly is mature in handling issues, we look at Nigeria as an entity that must be salvaged. Of course, the whole of Africa is looking at us as the giant of the continent. Are we going to be a giant in rascality?

    “To me, I see it as a clear parliamentary misbehaviour, where governors, who were given the mandate by their people, are not allowed to exercise their rights. And if they sure do, it is only the people who can call for their recall.

    “I think if you asked me, there should be a total repeal of these sections of harassment of impeachment (from the constitution).”

    While lamenting the flagrant abuse of existing laws before an impeachment can be said to carried out posited “Let it go through the court process first and if you win in the courts you can now come to the house and seek for an impeachment and of course they must query the chief judges who will just set up panel without having to know if the cases are right if such a person should be impeached.

    “For me, what is happening in Edo state, they know what they are doing now is illegal because the courts have told them to go and obey the law of the house because they are internal laws that govern what they are doing.

    “I have never heard or seen two chambers sitting on a state matter. Some are legislating and transmitting to Abuja or to EFCC or wherever.

    “We have a body and that is the state assembly commission.”

  • Senator decries misinformation on N800m water scheme

    Vice Chairman, Senate Committee on Federal Capital Territory, Domingo Obende, yesterday decried the misinformation concerning the status of the N800 million Okpella Water Scheme in Edo State. Obende, who spoke at the budget defence by the Minister of Information, Labaran Maku, enquired why the minister allegedly told the people that the project was completed and inaugurated. The lawmaker said the minister spoke about the project during his good governance tour of Edo State. Obende said he was concerned not only because the project was in Edo North but that his constituents were not happy that the project was said to have been completed when this is not the case. He said: “Mr. Minister, the N800 million Okpella Water Scheme project was assumed to have been completed and inaugurated. You spoke about it during your good governance tour of Edo State. “I also want to know when you get information from Ministries, Departments and Agencies whether you verify and cross-check such information.” Maku said he did not go to Edo State to inaugurate projects as claimed by the senator. He said after his tour of projects in the state, there was a forum in Benin where people were told to ask questions, noting that nobody raised the issue of Okpella. The minister insisted that he never said the project was completed. Chairman of the Senate Committee on Information, Media and Public Affairs, Senator Enyinnaya Abaribe asked Obende to reserve his question for the minister of Water Resources who he said was in a better position to explain the project.

    Senate seeks quick assent to anti-gay marriage bill

    •14-year jail term for same sex marriage offenders

    The Senate yesterday urged President Goodluck Jonathan to assent to the bill prohibiting same sex marriage in Nigeria.

    Senate President David Mark spoke after the upper chamber adopted the conference committee report on the bill.

    Besides prohibiting same sex marriage, the bill, sponsored by Senator Domingo Obende (Edo North) prescribed a 14-year jail term for offenders.

    Mark said the country has enough problems and the problem of allowing same sex marriage should not be added to it.

    He said: “I think this bill will go through now. We all agree with its content. We have been under attack by various groups. The earlier this is signed into law the better for our country. We have so many problems and we do not want to add this one to them.”

    The bill states that: “Marriage or civil union entered into between persons of same sex is prohibited. Marriage or civil union entered into between persons of same sex by virtue of a certificate issued by a foreign country shall be void in Nigeria and any benefits accruing there from by virtue of the certificate shall not be enforced by any court of law in Nigeria.

    “Marriage or civil union entered into between persons of same sex shall not be solemnised in any place of worship, either church or mosque or any other place or whatsoever called.

    “No certificate issued to persons of same sex in a marriage or civil union shall be valid in Nigeria. Only marriage contracted between a man and a woman, either under Islamic Law, Customary Law or the Marriage Act is recognised as valid in Nigeria.

    “Persons that enter into same sex marriage or civil union commit an offence and are jointly liable on conviction to 14 years imprisonment each.

    “Any persons or group of persons that administers, witnesses, screens, abets and aids the solemnisation of a same sex marriage or civil union, or supports the registration, operation of gay clubs, societies and organisations, processions or meeting in Nigeria commits an offence and is liable on conviction to 10 years imprisonment.”
