  • Chevron facility fire: Delta community vows not to cede its land to Ondo

    Polobubo (Tsekelewu) community in Warri North Local Government Area of Delta State has vowed to resist alleged schemes by Chevron Nigeria Limited to cede parts of their land to their Ilaje neighbours in Ondo State.

    The community made its position known on Monday during a meeting organised by the Delta State government among leaders and elders of the community on one side and representatives of Chevron on the other side. They gathered to discuss ongoing faceoff between the two sides over a facility location and an inferno raging on it.

    Recall that fire had broken out on an oil-well in the area since April 18. However, the situation had also sparked a heated disagreement between Polobubo leadership and the oil multinational, over the designation of the facility on fire; while the community identified it as Ikpalapkala-Bou oil-well, located in their Ijaw community in Delta State, Chevron has insisted that the facility is Ojumale oil-well, located in Ondo State.

    The community was represented by the hierarchy of the Polobubo (Tsekelewu) National Council (PNC) , including its National President, Mr. Ebilate Mac-Yoroki; the General Secretary, Mr. Midwest Kukuru; former President, Mr. Edmund Tiemo; one of the clan heads of Egbema, Chief Matthew E. O. Tiemo and Hon. Dickson Asoki, among others.

    Chevron’s management was also represented at the meeting, which held at the Delta State Government House (Annex), Warri, by Mr. Tony Emegere and Mr. Happy Appai, both of the Policy Government and Public Affairs (PGPA) Department.

    Presenting the community’s position at the meeting, Mac-Yoroki expressed sadness over the unpleasant and provocative positions that Chevron’s operations and recent actions had put the people trough, urging the Delta State government to step in and defend the position of its people by prevailing on the company to take steps to remedy every wrong done to the community since it commenced operations in the area.

    “The oil multinational had continued feeding the mass media and other agencies that the incident occurred in Ondo State. This is unacceptable and we will not succumb to such reckless and unsubstantiated claims.

    “Your Excellency sir, the aspiration of Ondo State government to have our community under its control could be traced back to the mid-70s, resulting in the boundary disputes between Delta and Ondo states, which final decisions were made in favour of Delta State. This is a re-enactment of the past, of which we are calling on Your Excellency to passionately wade into it, as a matter of urgency to checkmate the antics of the Ondo State government.

    “It will interest Your Excellency to note that your predecessors, be they military or democratically elected governments, fought relentlessly to maintain the status quo ante. On our part, it has not been without a price being paid for this struggle. Many of our patriots are martyred for this cause. We are still resolute to this day.

    “Our governor, we are not safe at this point in time when our health and environment are compromised by spontaneous fire incidents, coupled with our land being threatened. The entire area here in question is christened Tsekelewu field in NNPC’s data base. See the federal oil map, there is nothing like Ojumole Oil Field”, Mac-Yoroki said.

    He, however, pleaded with the state governor, Dr Ifeanyi Okowa, who was represented at the meeting by the Attorney-General and Commissioner for Justice, Mr. Peter Mrakpor, and the  Senior Special Assistant (SSA) to the governor on Intelligence Gathering and Community Development, Captain Smart Yomi Asekutu, to, among other things, prevail on Chevron to immediately end the inferno on the facility, evaluate the level of health and environmental damage the fire had done to the community and commence immediate remediation, even as he asked for an urgent delineation of the boundaries with Ondo State to forestall border crisis.

    Responding on behalf of Chevron, Mr. Emegere said the company, in a bid not to ignite communal crisis between the Ijaw of Polobubo in Delta State and Ilaje of Ondo State had been playing safe, dealing with both sides equally, adding that it would not be the duty of Chevron to determine who owns the land on which the facility is located.

    Although he initially denied reports that his company had allocated the land in question to Ondo State, he was immediately called to order by leaders of the community, citing media reports that quoted a department of the company, categorically zoning the land to Ondo State.

    The representative of the governor in the meeting, Mr. Mrakpor had tried to persuade the representatives of the company to see to it that immediate measures were taken to ease the negative effect of the fire on the environment and the health of the people. He, however, said he would take the message back to the governor for appropriate actions.

  • OKOWA, 2BABA, AY, OTHERS GRACE I GO DYE’S TALENT SHOW

    RE-ELECTED governor of Delta State, Mr. Ifeanyi Okowa, has shown his love for entertainment, as he joined entertainers like Innocent Idibia a.k.a 2Baba; comedian cum actor Ayo Makun, known as AY and other dignitaries at the grand finale of comedian Francis Agoda (I Go Dye)’s Delta State talent hunt tagged ‘Sorting Out Raw Talents’ (SORT).

    The event which came under the Francis Agoda Path of Honour (FAPOH) initiative, held on Thursday, March 7, 2019 in Asaba, where a budding comedian, Ezeh Godstime walked home with grand prize of N2 million and a brand new 2019 Hyundai Accent sedan car.

    The highly contested event had nine contestants who slugged it out for the star prize. A music sensation, Efetobore, who held the crowd spellbound with his vocals was announced the first runner up, with a cash prize of N1.5 million while a musical group known as Rhythm Melody emerged second runner up, going  home with the sum of N1 million.

    Judges of the show include 2Baba; comedian AY; producer of Night of a Thousand Laughs, Opa Williams; music producer, Nas T and OAP Monique.

    Governor Okowa who thanked  ‘I Go Dye’ for the initiative and encouraged the youths to harness their talents, said he would be looking forward to another edition of Project SORT next year. He shook hands with the contestants and charged them to be worthy ambassadors of the State and their families.

    The talent hunt had kicked off in Warri on February 13, 2019, with comedian Douglas Oghenekar coming tops and winning a cash prize of N500, 000. The second edition which held on February 21, 2019 in Agbor, was won by a young musical act Blessing Edeyibo who also got N500, 000 for her effort, while Godstime, a comedian and overall winner won the Asaba edition on February 28, 2019, with an initial prize of N500, 000.

  • We shall continue to work to eliminate poverty in Delta – Okowa

    The Delta state governor, Dr Ifeanyi Okowa, has said his administration will continue to work to end poverty in the state through its various empowerment schemes.

    Dr Okowa, who gave the assurance while speaking at the People’s Democratic Party (PDP) campaign rally in Patani town, the headquarters of Patani council area of Delta state, also said he would continue to give good and quality leadership to the state.

    The governor also charged the people of the state to stand strong and not allow any form of intimidation, even as he commended the people of Patani for sustaining peace in their area.

    The governor urged them to vote massively for the PDP from the presidential level to the House of Assembly in the forthcoming general elections.

    “We have done many road projects in Patani Local Government and many other infrastructural projects are ongoing. I am happy with the peace in Patani, we must stay together as one family by voting PDP all the way.

    “Do not allow anybody to harass you, be strong and courageous, this land belong to all of us, nobody can intimidate us. We will triple our youth and women empowerment as well as increase the number of widow beneficiaries in every wards. We will continue to work toward the unity of our people,” Okowa said.

    Also speaking at the rally, the Director-General of the Delta PDP Campaign Organisation, Mr Solomon Funkekeme, charged the people to vote massively for the party at all levels.

    “I want you to improve on your voting performance, government will continue to provide dividends of democracy to you. Embark on house to house campaign to woo more electorates for the party,” he said.

  • Oshimili North 2019: Group seeks Okowa’s intervention

    A political pressure group, Oshimili North Arise, has appealed to Delta Governor, Dr Ifeanyi Okowa, to intervene in the “protracted political alienation” of a section of Oshimili North Local Government Area in the state.

    The group, in a statement in Abuja on Sunday, said that one community, Ibusa, had since Delta was created in 1991, marginalized and oppressed other communities in the area, occupying all political offices available to all.

    In the statement signed by Ndu Ojejeh, Chairman and Carl Enumah, the group said that from 1999 when the third Republic began, to date, Ibusa had consistently produced the representative of the area in the House of Assembly.

    Similarly, it stated that all commissionership slot for the area, save for the current holder of the slot, had gone to the community, same as chairman of the local government.

    According to the group, between 1999 and 2007, Dr Felicia Nwaeze, from Ibusa, was in the House of Assembly and was succeeded by Mrs Pat Ajudua, wife of Fred Ajudua, who has been there from 2007 to date.

    It said that currently, Mr Peter Nwaoboshi, also from Ibusa, who was commissioner in the two terms of James Ibori as governor, “is the Senator representing Delta North District at the Senate”.

    “In spite of these cases of marginalization and brazen insensitivity by Ibusa people, they are currently pushing with every might, for Ajudua or another person from the community to be in the Assembly in 2019.

    “Ibusa is only one community out of others, including Okpanam, Illah, Ebu, Akwukwu-Igbo (Headquarters), Ukala-Okpuno, Atuma, Aninwalo and Ukala-Okwute, in the local government area.

    “We are saying that for equity and justice, the House of Assembly position should go to any of the other communities in the area in 2019.

    “Besides, the current position of Nwaoboshi as senator should suffice as a huge political gain for Ibusa people as it dwarfs the positions of commissioner, house of assembly member and local government chairman, put together.

    “Rather than be the arrowhead for perpetuating political disequilibrium and disharmony in the area, Sen. Nwaoboshi should show gratitude, magnanimity and transparent leadership by letting other positions go outside Ibusa in 2019.

    “This is particularly so when the senator is pushing hard to return to the Red Chamber and everybody in the local government area has endorsed it and is in the vanguard for actualizing it,” the group said.

    The people urged the governor to intervene and ensure that justice and fairness prevailed in Oshimili North in distribution of political positions “since Nwaoboshi and his followers may want their domination sustained”.

    “The governor should help by intervening to check the arrogance with which Ibusa people perpetrate the lopsidedness, injustice and unpatriotic acts in handling of political issues in our area,” they said.

    The group also appealed to Okowa to ensure that primary elections were conducted for all positions ahead of the 2019 polls “in the new spirit of PDP devoid of imposition and impunity”.

    The group added that Nwaoboshi, like the governor, should show good political leadership laced with tolerance, justice, accommodation, selflessness and inclusiveness.

  • We did not sack Delta Line workers – Okowa

    Delta state Governor, Dr Ifeanyi Okowa has said his administration did not sack staff of the Delta Line, the state owned transport company.

    Okowa made this known Friday during a quarterly media parley with journalists in Asaba.

    He said that following the commercialization of the state-run transport company, more than 100 staff would be absorbed by God Is Good Motors, the new management of the company.

    “We have already paid four months arrears before the take over and four more months will be paid and they are also to be paid a disengagement allowance which is being worked on now but many opted to move out probably because of the allowance which they are entitled to receive and thereafter any one of them who wishes to continue with the company will be subjected to interviews, so, nobody was sacked because I know that some of them are going to be re-engaged and those who will be useful will be put to work and no form of nepotism will be allowed, so nobody was sacked,  rather they were relived on their own accord, and over 100 workers will be re-engaged by the new management.”

    He continued, “I am sure that Delta Line is going to come up well because, with the plans that are on ground, we want the company to run in such a manner that as a government, and as a people, we can be proud of it and we can be sure that that when passengers are in these vehicles they can be rest assured of their safety and security; so, in the next few months, we are going to see brand new Delta Line buses, efficiency and quality of service will be the new order for the company.”

    Okowa who was happy with the progress made with the Delta Line, disclosed, “that Delta Line had over 400 drivers for just 200 vehicles, was totally alarming and it turned out that the functional vehicles were only about 80 and that functionality was failing because most of the vehicles were not doing well, and the remaining were just in mechanics.”

    The governor urged critics of the intention to commercialize Delta Line to get their facts right, stating that the transport company “is a commercial venture and it is supposed to make money for itself and possibly also for the state government through some dividend payment, but, unfortunately over time, government has continued to pour out money into that place, I have witnessed the capitalization of Delta Line three times in the past, and after some time we came back with millions and millions of debt and we could not continue in that manner and we could not allow the mistakes of the past to repeat itself, so, we thought that the best thing was to bring in a private partner who can run the company efficiently because one; is the provision of the services that you expect that company to provide and two; is sustainability of that venture to ensure that it does not go bankrupt.”

    He gave assurance that the interest of Deltans and the state were always uppermost in taking decision by his administration and the people will get good benefits from the partnership between God Is Good Motors and Delta State government.

  • Chieftaincy honours: Obaseki celebrates with Kachikwu family

    Governor of Edo State, Mr. Godwin Obaseki has congratulated the Kachikwu family over the conferment of Ochiligwe of Onicha-Ugbo and Ezinne Oligbo on Barr. Mrs. Josephine Ada Kachikwu, describing the honours as well deserved.

    Speaking at the conferment ceremony of the chieftaincy titles, in Issele-Uku, Delta State, Obaseki said that Mrs. Ada Kachikwu, who is the stepmother of the Minister of State for Petroleum Resources, has over the years contributed to her immediate community and exhibited exemplary qualities that marked her out for the titles.

    According to him, “the double titles show that she has a unique personality. This is not forgetting that her husband, late Justice Francis Okafor Kachikwu was a prominent Jurist in the defunct Bendel State and Nigeria, and they both impacted and touched lives.”

    Obaseki added that Mrs Kachikwu provided support to her husband throughout his successful career and even when her husband died, she continued to champion the cause of her community. “This tells of her character and commendable personality. We are happy to be here to celebrate her,” he said.

    Governor of Delta State, Dr. Ifeanyi Okowa, eulogised Mrs Kachikwu’s outstanding life of service to humanity, noting that she was a mother to all. “We are happy with her, as her service to her community has earned her double chieftaincy titles by two communities here in Delta State. It is wonderful to have this kind of honour.”

    Minister of State for Petroleum, Dr. Ibe Kachikwu said Barr. Mrs. Ada Kachikwu is a wonderful, committed, dedicated woman, who though married his father at the age of 18, was adept at managing home chores and many other maternal responsibilities of her step-children.

    He said her determination saw her achieve her dreams of being a midwife, lawyer and later a politician, which she used to positively to touch lives.

    He said the story of Nigeria will not be properly told until we are united, irrespective of our political affiliation, noting that it was important to tolerate one another as citizens of the country. “The earlier we rise against sentiment and live as one and united people, the better for us,” he added.

    The National Caretaker Committee Chairman of the People’s Democratic Party (PDP), Alhaji Ahmed Markarfi and the Chairman of the PDP National Elective Convention Committee, Dr. Ifeanyi Okowa Wednesday visited former military President,  General Ibrahim Badamosi Babangida at his Uphill residence in Minna.

    The duo came along with Taraba state Governor, Darius Ishaku, Senator Obi and Senator Abdul Ningi.

    The group arrived the Minna International Airport at about 1pm and headed straight to the Uphill residence of the former military President.

    Newsmen were not allowed into the indoor meeting that lasted more than an hour.

    However, The Nation gathered that the purpose of the visit may be related to the PDP National Convention coming up on Saturday.

    A Source in Babangida’s house said that the Chairman of the Convention and Delta State Governor was said to have assured the elder statesman that all aspirants would be given a level playing field stating that the convention would be hitch-free.

    After the visit to Babangida, the team visited the Niger state Governor, Alhaji Abubakar Sani Bello at the Government House in Minna.

    Attempts to speak to the Governors at the Government House also proved abortive as they said that they were on a private visit to see a fellow colleague.

    A bill seeking to provide a legal and institutional framework for the implementation and management of the Presidential Amnesty Programme in Nigeria was Tuesday criticized by stakeholders.

    While giving his opinion on the “Presidential Programme on Rehabilitation and Reintegration (Establishment and implementation) Bill, 2016 Tuesday,  the Governor of Delta State, Dr. Ifeanyi Okowa in his submission before the Essien Ekpeyong Ayi- headed House of Representatives committee on Niger  Delta Affairs said there is an urgent need to restructure the programme.

    This was as communities in the Niger Delta insisted on getting 2 percent of the annual budget of the international Oil Companies operating in their Communities. They also called for the use of security votes to support youths “who surrendered their arms but were not captured in the amnesty programe.

    Nearly all stakeholders at the event wanted a clarification on the supervisory role of the National Security Adviser in the proposed Amnesty Bill.

    Okowa in his submission presented by Pascal Adigwe said: ” One of the things that need to be urgently looked at is the structure of the programme, which at the moment is solely run by the federal government . This needs to change. The state governments in the region need to be engaged as partners with the federal government.

    “This partnership should take the form of involvement of the states in the selection, training and empowerment, while the federal government takes charge of the funding.”

    He decried a situation whereby those captured in the amnesty programme were sent to study courses that had no bearing on local needs.

    “I strongly recommend the model encapsulated in my administration’s S.M.A.R.T agenda where unemployed youths are trained in select disciplines relevant to local industries and the needs of the society,” he said.

    The Nigerian National Petroleum Corporation, NNPC in a presentation signed by its Group Managing Director, Maikanti Baru said it would not support that collection of gifts and donations as parts of the funding for the amnesty programme to avoid conflict of interest.

    “We recommend that loans, gifts and donations from individuals and private companies should be discouraged. Gifts of land from Communities for field offices should also be permissible. Other gifts and grants should only come from national, bilateral and multilateral agencies and the three tiers of government.”

    The chairman of the Oil Producers Trade Section (OPTS), Clay Neff, while giving their opinion on the bill rejected section. 15.2( e) of the Amnesty Bill.

    His words: “OPTS’ 24 members operate approximately 90 per cent of Nigeria’s oil and gas production.

    “In 2015 alone, OPTS contribution amounted to over US$ 141 million in support of voluntary corporate social responsibility initiatives on infrastructure development , education, and medical facilities to mention a few. As you’re aware, we also pay the required Niger Delta Development Commission levy.

    “Currently, government takes approximately 95 percent of net revenues from joint Venture Oil production. This includes corporate taxes, production royalties, NNPC share of production and a plethora of taxes and levies to the Federal Government of Nigeria and its agencies.

    “It is our view that the additional obligations sought to be imposed by Clause 15.2(e) of the amnesty bill will increase the burden on industry- thereby weakening Nigeria’s competitiveness in the global oil and gas industry.”

    He therefore submitted that section 15.2(e) should be deleted from the amnesty bill.

    But the communities faulted OPTS’ submission especially its assertion that they had spend over $141 million on CSR.

    Prof. Jasper Jumbo who spoke for the oil producing communities said what the Oil producers said they have done with such an amount is not visible to anyone.

    He said Security votes should go into programmes for other youths who surrendered arms and were not included in the amnesty and that the 5 percent of the Ecological Fund in the bill should be increased to 10 percent.

    The National Civil Society Consultative Forum in Peace and Security represented by Jaiye Gaskiya proposed a clear exit date for the amnesty programme. And that peaceful communities should be identified and provided incentives under the programme to encourage other communities to remain peaceful.

    The Speaker, Hon. Yakubu Dogara, represented by deputy Minority leader, Chukwuka Onyeama, noted that the passage of the bill will end militancy,,pipeline vandalism and bring business back to the Niger Delta by increasing the crude oil production output.

    The Court of Appeal in Abuja has affirmed the election of Ifaeanyi Okowa of the Peoples Democratic Party (PDP) as governor of Delta State.

    The court, in a unanimous judgment by a five-man panel led by Justice Uwani Abba-Aji upheld the decision of the Delta State governorship election tribunal delivered on October 26 this year.

    The court dismissed the appeal filed by Great Ogboru of the Labour Party for lacking in merit.

    The court is currently delivering a single judgment in the three cross-appeals filed by Okowa, PDP and Independent National Electoral Commission (INEC) against the tribunal’s judgment.

    There was apprehension Thursday across party lines in Delta state as the Appeal Court, sitting in Benin, reserved judgement in the appeal challenging the judgement of the state’s governorship election petitions tribunal, which had in October given victory to Dr Ifeanyi Okowa of the People’s Democratic Party (PDP), as duly elected governor of the state.

    Levels of anxiety were heightened Thursday among party faithfuls of the All Progressives’ Congress (APC) and the PDP over the likely angle the pendulum of the appellate court’s decision might swing when the judgement would be delivered, considering the events that necessitated changing the judges previously handling appeal.

    It would be recalled that the governorship petitions tribunal, which sat in Asaba, had on October 26, ruled in favour of Dr Okowa, his  party, the PDP and the Independent National Electoral Commission (INEC), dismissing the petitions filed by Olorogun O’tega Emerhor, the governorship candidate of the APC.

    However, the Appeal Court in Benin, after the parties in the appeal had adopted their final addresses, in the petition with file number CA/B/EPT / 2015, filed by Chief Thomson Okpoko (SAN), counsel to Emerhor and the APC,  reserved  its judgement.

    Chairman of the five-man panel of Appeal Court Judges, Justice Uwani Abba-Aji, who presided over the sitting, stated that the date of the judgement will be communicated to the parties, while assuring them that justice will be done.

    Dissatisfied with the decision of the lower tribunal, Emerhor and his party, the APC, had approached the Appeal Court, asking the court to set-aside the judgement of the tribunal and order a rerun election in the state.

    In the 11 grounds of appeal, the appellant averred that, “the learned Justices erred in law when they failed to nullify the election due to substantial non compliance with the Electoral Act, INEC guidelines and over voting in 61 percent of the polling units in the state.”

    The appellants also alleged a resort to manual accreditation instead of the mandatory use of card readers.

    Counsel to Emerhor and the APC, Chief Okpoko (SAN) while adopting and relying on his written addresses, contended that the lower tribunal chose to ignore the preponderance of evidence before the court and urged the Appeal Court to allow the appeal and set aside the judgement of the lower tribunal and annul the election as required by law.

    He also sought the outright dismissal of the cross appeal of the respondents as lacking in merit.

    The counsels to first respondent (Okowa), Alex Iziyon (SAN); second respondent (PDP), Timothy Kehinde (SAN); and third respondent (INEC), Damian Dodo (SAN) urged the appeal court to dismiss the appeal with substantial cost against the petitioners, stating that the appeal lacks merit.
