Boroffice’s group urges EFCC to investigate Mimiko
A political group in Ondo State, Ajayi Boroffice 2016 Group on Tuesday called on the Economic and Financial Crimes Commission (EFCC) to investigate a Memorandum of Understanding (MoU) signed between the State Government and Texas-based Liquefied Resources on exploration of bitumen in the state.The group in a statement issued and signed by its Chairman, Publicity Committee, Comrade Bola Roland described the bitumen’s deal as a deceptive ploy of Governor Olusegun Mimiko led’s administration to hoodwink the people of the state fraudulently.The group asked that if it was possible for a state to sign an MoU on solid minerals with the knowledge of the federal government.It said a recent statement by the Minister of Solid Minerals, Dr. Kayode Fayemi to the effect that the bidding round for the exploration of bitumen, would commence soon and shall be concluded before the end of the year has blown the lid off the phantom exploration deal Mimiko claimed he signed with a US companyIt urged the people of the state, especially the people in the southern senatorial area, whom it is claimed had suffered criminal neglect for over seven years under the Mimiko’s administration, not to be deceived by the news of the bitumen exploration MOU.The statement reads: “our group has joined the growing list of personalities and groups that have faulted the recent claim by the Mimiko led’s government that it had signed an agreement with a US based company on the exploration of the vast bitumen resources in the state, reputed to be the second largest in the world.“The truth which is already in the public domain is that the government of President Buhari has placed the exploitation and exploration of solid mineral resources as one of the cardinal revenue and employment generation drives of his administration.“To underscore his seriousness, the president has put the astute Fayemi in charge of this important drive; and last week, the minister visited the bitumen-bearing communities of the state to assure them of the seriousness and readiness to turn bitumen to a money spinning and employment generating resource for the people.“To any discerning mind, the bitumen deal of Mimiko could only be another orchestrated ploy to reap political capital from where he did not sow since the Federal Government is the only tier of government empowered by law to explore mineral resources; a responsibility which the current APC led Federal Government takes with every sense of urgency and seriousness.“The question to ask is: could Ondo State Government had signed an MOU on bitumen exploration without the knowledge and approval of the FG, in the light of Fayemi’s statement that ‘the FG would partner with the states, investors and the communities to create the enabling environment?”“The political group has therefore added its voice and weight to the earlier call of Senator Boroffice on EFCC to immediately commence a detailed investigation into the MoU purportedly signed between Mimiko’s administration and the phantom Texas-based Liquefied Resources on bitumen exploration in the State, in view of new information available to the public, courtesy of Dr Fayemi’s visit to bitumen-bearing communities in the state last week”. -

Fed Govt to revoke dormant mining, exploration licences
• Illegal mining to be formalised
Solid Minerals Development Minister, Dr. Kayode Fayemi has said the Federal Government will revoke mining and exploration licences that are dormant.
He said the ministry was working to formalise illegal mining by helping the illegal miners organise themselves into cooperatives and help them with facilities to access finances.
Fayemi said: “Many people in Nigeria own mining, exploration and small scale licences and they are not operating in the places where they occupy with the licences, it is not acceptable.
“Government has turned blind eye to such activities for a long time; henceforth, the government will no longer tolerate that. In a matter of weeks, we will publish the names of people who are holding onto dormant licences that are not in use and give them an appropriate period to redeem themselves or revoke the licences.”
Speaking during a fact-finding tour to Niger State, Fayemi said the government is not out to punish Nigerians who are working hard to eke out a living for themselves, adding that if they chose to remain illegal after the government had extended its support, they would have to face the wrath of the law.
“Illegal mining exists, we need to stop being in denial of it. One of this government’s priorities is to provide jobs for our people. We are not criminalising hardworking Nigerians who are trying to eke out a living for themselves rather, we are aiming to formalise the sector.
“We are working to ensure that those referred to as illegals are formalised into cooperatives to enable them contribute to the Nigeria society via taxes. After this step, anyone who chooses to remain illegal, we will wage war against them,” he said.
Fayemi, who paid a courtesy visit to Governor Abubakar Sani Bello after his visit to some mining sites in Paikoro and Chachanga, said the government wants mining to become the alternative revenue earner in Nigeria, stressing that the importance for a strengthened relationship between the Federal Government and states cannot be overemphasised.
“With what is happening to oil in the country, we do not have a choice but to look for alternative sources of revenue in order for Nigeria to move forward,” he said.
Bello urged the government to be serious in the development of solid minerals in the state adding that the over-dependence on oil have not paid the nation in recent times.
“There has not been seriousness in solid minerals and agricultural sector in the past. We have been too dependent on oil revenue which is not available to us again. We need to start developing other sectors that will be economically viable for the nation,” he said.
He lauded the efforts of Fayemi in ensuring that those with licenses in the sector put their licence to use. “We need to get a data of owners of licenses and bring them under one umbrella. We need to formalise the sector. Something needs to be done with those who have licenses and are not using it,” the governor said.
Bello then called for a more serious and beneficial relationship between federal and state government in the area of solid minerals development.

‘$4.5b Ajaokuta Steel Mill ‘ll be completed this year’
Nigeria is aiming to hand over the $4.5 billion Ajaokuta steel complex to private operators this year as part of a plan to kick start its industrial and mining industries, Minister of Solid Minerals Development Dr Kayode Fayemi has said.
Construction of Ajaokuta, which lies on the Niger River and was supposed to have an installed capacity of 5 million metric tons of steel a year, began in 1979. Work was delayed by the government’s failure to pay the builders, Russia’s Tyazhpromexport, on schedule. By 2004, when it was taken over by India’s Ispat Industries Ltd., it was yet to produce any steel. Ispat’s concession was revoked in 2008 and Nigeria is yet to resolve all outstanding legal issues, Fayemi said.
“Ajaokuta Steel Mill is one of the major issues I have put on the table,” Fayemi said in an interview in Cape Town yesterday. “Under my watch” it will be revived, he said.
Fayemi was appointed in November by President Muhammadu Buhari, about seven months after he won elections that marked the first change of power in Africa’s biggest economy since democracy was restored in 1999. Buhari is trying to boost the slowest economic growth this century by spending on infrastructure and diversifying economic activity away from oil, the price of which has fallen by about 70 percent over the last two years.
In addition to steel, Fayemi said the government aims to improve the implementation of mining laws, make available better data on the country’s deposits and act to regulate informal mining. Because of the global rout in commodity prices, Fayemi doesn’t expect significant investment soon.
“The sector has been comatose for some time. We will be ready for the next boom,” Fayemi assured.
Initially the focus will be on industrial minerals for domestic consumption, he said. Limestone for cement production, iron ore for steel, bitumen for asphalt, barium for oil drilling and lead and zinc will be focused on, he said.
The country will also try and attract investment into gemstone mining and will improve data on gold deposits in Zamfara State and elsewhere before trying to attract investors in 2017, he said. An attempt will also be made to revive thermal coal production for power generation.

Fayemi promises to block leakages in minerals exportation
Mr. Kayode Fayemi, Minister of Solid Minerals Development, has promised to block all leakages that smugglers used to export minerals out of the country.
Fayemi made the promise while receiving both local and foreign miners in Nigeria on Thursday in Abuja.
According to him, a large quantity of Gold is being taken out of the country without any record to show the volume and royalty paid through the relevant agencies in charge.
He said Blue Sapphires located in Manbila Plateau were being smuggled to Cameroon on a daily basis without any record to show.
On multiple monitoring of mining companies magazines by the security agencies, he promised to liaise with the National Security Adviser to avoid exploiting the operators.
He said stakeholders in the sector had enumerated different challenges, adding that the ministry would proffer solutions.
While decrying importation of marbles, tiles and ceramics available in Nigeria, he noted that Dangote also imported coals for its productions.
He urged operators to encourage communities where they mined to achieve peaceful operations; there should also be a joint venture between the federal, state and local governments on mining.
Mr Innocent Ezuma said the sector would play a crucial role in the country.
He urged the minister to set up Solid Minerals Development Bank with adequate funding to support professional mining operators.
Mr Boniface Owuike, Senior Manager, Public Affairs, China Civil Engineering Construction Corporation Nigeria Limited, called on the minister to set up a joint task force to monitor explosive magazine.
Owuike said the company had been encountering different security agencies monitoring its explosive magazine.
“The explosive magazine is where we keep explosives for our foreign business.’’ he said.
Other stakeholders in attendance urged the ministry to assist operators with intervention funds, to address dormant licences, stop illegal mining and block 1,400 routes where the minerals were moved to final destinations.
Some called on the ministry not to increase royalty as it would discourage miners; update the existing mineral map and set up a policy to protect local products and patronage.

Fayemi promises to transform solid minerals sector
The Minister of Solid Minerals, Dr. Kayode Fayemi expressed his determination to realize President Muhammadu Buhari’s dream in transforming the solid minerals sector by turning its potentials into concrete reality.
According to him, Mr. President has passion for Solid Minerals as some of the non-oil products to rescue the economy from its current challenges and expressed.
He spoke on his assumption of office at the ministry’s headquarters at Abuja.
The Minister was accompanied by the Minister of State, Abubakar Bawa Bwari and the Permanent Secretary, Mr. Musa Istifanus.
They were received by the most senior Director in the Ministry, the Director of Human Resource Management, Mr. Samuel Funsho Olawole along with other top management staff.
The ministry’s deputy director, Press and Public Relations, Ambrose Momoh made this known in a statement Thursday.
According to the statement, the minister solicited the cooperation and support of both management and staff to jointly realize the objectives and programmes of Mr. President.
The Minister of State for Solid Minerals, Abubakar Bawa Bwari, equally expressed their readiness to deliver on the mandates given to them by Mr. President.
Earlier, the newly appointed Permanent Secretary for the Ministry, Mr. Musa Istifanus, who was a former DFA with the Ministry, briefed the Minister on the existence of a Road Map prepared for the sector which said had not been implemented and the availability of specific mineral resources in virtually all the local government areas in the country.
He mentioned the need for the resuscitation of the Ajaokuta steel Industry to boost steel production in the country and serve as a source of revenue generation and job creation.

Ekiti varsity starts 1st semester exam
The Ekiti State University has commenced its 1st semester examination despite the impeachment crises in the state.
The examination, which started on Monday, April 20, came after the Vice Chancellor of the institution, Prof. Patrick Oladipupo Aina, had earlier notified the students that the examination was going to start.
According to a statement issued by the Vice Chancellor at a congress of the Academic Staff Union of Universities (ASUU), Ado-Ekiti chapter, earlier in the month, he disclosed that only 100 level students were exempted from writing the examination.
Our correspondent gathered that the institution has been on strike for over one month and as such the students consented to the authorities’ decision.
The institution had embarked on strike after the state governor, Ayodele Fayose, paid his outstanding debts, but refused to clear the debts of his predecessor, Kayode Fayemi.
But the institution’s authorities belief the state government will grant its request before the completion of the examination or the strike will continue.

Fayemi greets Christians
Former Ekiti state governor, Dr. Kayode Fayemi, has congratulated Christians for the successful completion of the Lenten season, which culminated in the Easter celebration.
In an Easter message by his Chief Press Secretary, Olayinka Oyebode, Fayemi also called on Christians to always demonstrate the virtues of love and sacrifice which the Lord Jesus Christ exhibited in ensuring the salvation of humanity.
Fayemi stated that despite the merriment of the Easter season, the period also provides Christians ample opportunity for sober reflection.
He urged Nigerians to imbibe and reflect on the lessons associated with the crucifixion and resurrection of Jesus Christ.
The former governor urged Christians to also use the period to offer thanksgiving prayers to God for the successful conduct of the presidential election and pray for peace, development and prosperity of Nigeria as the country approaches the May 29 date for a change of leadership at the centre and other levels of government.

Fayemi holds fourth anniversary thanksgiving
Top government functionaries and dignitaries from different walks will converge at St Patrick’s Catholic Cathedral, Ado-Ekiti today for a special thanksgiving service commemorating the fourth anniversary of the Dr Kayode Fayemi administration.
The church thanksgiving is coming barely three days after a special Jumat thanksgiving service at the Ansar-ur Deen Mosque in the state capital.
The thanksgiving would be followed by the commissioning of the new Governor’s Lodge (Ayoba Villa), a photo exhibition of achievements of the administration and presentation of books detailing activities of the administration and Governor Fayemi.
Dignitaries expected at the events include Speaker of the House of Representatives, Hon. Aminu Tambuwal; Nobel Laureate, Prof Wole Soyinka; state governors and captain of industries.

Ekiti: Dr Kayode Fayemi bows out in a blaze of glory
Here is one man, together with his wife, our dear outgoing First Lady, who, in their youth, have prepared themselves for whatever challenges life may bring: cultured and well educated.
No matter what ruckus or melodrama currently engulfs Ekiti State, Dr John Kayode Fayemi, the Omoluabi-outgoing governor of the state for the past four years, leaves behind him nuggets, indeed, absolutely unprecedented firsts in the annals of governance, not only in the state but in the entire country. The gentleman politician will look back to these four years as a period he gave of his best to his people; never for once allowing himself to be carried away by the appurtenances of transient power. Not for once did he ensconce himself in the giddiness that office can so very easily engender in lesser individuals nor did he ever forget that there was, one day, going to be the day after. He was neither garrulous nor off putting. Dr Fayemi was, forever, his composed and comported self. Nobody who knows him would have been surprised. Scion of a decent Christian parentage, intellectually sound and supremely confident, humble yet so self-effacing you could not have expected anything less.
Effective August, 1983, I had completely abandoned any involvement in politics consequent upon the crisis of that year in Ondo State, a part of which Ekiti was. I had to relocate to Lagos as was comprehensively captured by the Guardian edition of Tuesday 20, 1983 under the caption: POLITICIAN ON THE RUN SENDS PEACE MESSAGE HOME -no thanks to the murderous post- election escapades of the NPN, the precursors of today’s PDP. But by 2009, two whole years after his mandate had been stolen and after closely observing his seriousness and total commitment to retrieving same as well as my observing how very inpudently President Obasanjo had turned Ekiti into a plaything, I decided to throw my hat into the fray on the side of Ekiti and Dr Fayemi. Since then, there has been no looking back and today, I am as proud as could possibly be seeing what development Ekiti has experienced under his leadership.
Until the Ekiti Election Tribunal currently sitting validates the PDP victory in the June 21 governorship election, that is if it does, I shall remain unpersuaded that the PDP truly and transparently won that election. I say this from the heart in the total belief that we Ekitis could never have overlooked all the governor did in those four years, in every segment of the Ekiti society sans his having to relocate the Ekiti treasury to the Erekesan Market in the state capital for every Ekiti citizen to take his or her pick. Indeed, it continues to diminish each and every one of us Ekiti to be told by Nigerians across the board that we were driven by 2kg bags of rice to make up our minds on such a momentous occasion.
If, and when the tribunal does confirm the PDP victory, I shall on this very page advise the incoming governor Ayo Fayose, who is my aburo, to take to heart the fact that four, even eight years, is not eternity and that, as it is now for Dr Fayemi, there is going to come for him the day after. It is therefore important that like Fayemi, the development of Ekiti, in peace and harmony, should concentrate his mind. Fortunately, he severally told Ekiti people on his campaign tours that he is a changed man. He must know that the people will be extremely eager to see him demonstrate this. Of course, he knows me well enough not to be unduly silent if we see that change only in breach. Governor-elect Ayo Fayose knows what role I played, leveraging on our extant relationship, in his working with Dr Fayemi during the rerun election; a role significant enough to make him call me as soon as he got out of a tiff with former governor, Otunba Niyi Adebayo in governor Fayemi’s office reminding me of what fears he had expressed earlier on during the discussions. I shall remain resolute in calling attention to what I know will redound to the benefit of our people far beyond the sounding bites of politics. This is even more critical given that PDP is not known to run people-oriented governments either at state or federal level. For them, it is come and eat. I am not a politician but only a citizen journalist and Governor Ayo Fayose must be ready and prepared to hear from me whenever necessary through this very page.
I digress, as this is about the sterling performance of an outgoing governor, one who has demonstrated the qualities that have earned him the name Omoluabi governor, like Otunba Niyi Adebayo before him. Here is a man whose word is his bond; the very reason he was given the epithet, ‘O WI BE E SE BE E’ meaning he does that which he promises. Nor can anybody forget in a hurry Dr Fayemi’s empathy for the underprivileged. It was this that resulted in his unprecedented – in Nigeria – his welfare package for the elderly from which not less than 20, 000 elderly Ekiti citizens received a N5000.00K monthly stipend. He did not stop there as his spouse, our highly regarded First Lady, among other welfare packages for the underprivileged, not only fed hundreds of citizens but also distributed raw rations which the beneficiaries took back to their respective homes.
There will be no better way of concluding this article than to quote a total outsider, this time THIS DAY’S Olawale Olaleye who, unlike me, cannot be accused of undue partisanship writing about Dr Fayemi. In the paper’s edition of Friday, 10 October, he wrote:
‘As he prepares to leave office sometime next week, outgoing Ekiti State Governor, Dr. Kayode Fayemi, has shown leadership even with his approach to disengagement. He is by every means in a class of his own. ?His background as much as his upbringing, without much ado, are two major factors contributory to the make-up of this adult enigma. Break him down in whichever way, the outgoing Ekiti State Governor, Dr. Kayode Fayemi, painfully took the fall but stood even taller. He crashed out, tumbled but refused to crumble. ?He was not even down let alone out. He is still standing tall as he plans to quit with dignity, class and respect.
“From idea conception, articulation, implementation, and its constructive follow-up, he’s proven to be an astute administrator and a unique breed politician. ?He seems to be leaving behind shoes bigger than anyone of a lower-caste. He is bequeathing a vision, comprehensible only to anyone of his ilk.
“Perhaps, for those who had their doubts about the quality of this intelligentsia, his magnanimity in defeat immediately after the June 21 governorship election in Ekiti State, sums it up. Much as he may have expressed reservations about some of the processes that led to the election, he knew he had a responsibility to congratulate the winner, Mr. Ayodele Fayose. In any case, for every contest, there would always be a winner and a loser. He admitted to having lost the election, but not without a genuine and sincere fight. He’s since moved on and this can be located in many respects…’
As he bows out gracefully, I haven’t the slightest doubt Dr Fayemi is headed for higher ground. Here is one man, together with his wife, our dear outgoing First Lady, who, in their youth, have prepared themselves for whatever challenges life may bring: cultured and well educated, this is one couple for whom contentment is a creed. A perfect match, Nigerians and the world at large will have more reasons to celebrate this duo.
As for me and them, we are inseparable.

Fayemi urges O’dua on mgt of brick factory
•Factory to absorb 1,000 workers
Ekiti State Governor, Dr. Kayode Fayemi has urged the management of O’dua Investment Company to ensure that the resuscitated Ire Burnt Bricks Factory in Ire-Ekiti is run as a business concern rather than as a charity organisation.
The governor, who spoke in Ado- Ekiti while receiving the new Group Managing Director of the company, Mr. Raji Adewale, said the factory should not be seen as a charity organisation that will be making free donation of blocks to government agencies.
He recalled that the burnt brick factory was moribund for more than 20 years until the Fayemi-led government came on board and revived it last year.
Governor Fayemi assured that his administration is committed to leaving behind a functional profitable business that will add value to the people, even as the factory has commenced recruitment of about 1,000 direct workers.
While congratulating the new GMD on his appointment, Fayemi said the new manager would be placed on better footing in the interest of the people of the owner states.
