It said the Boko Haram members, who fled from Borno State, were arrested in Oko Oba.

A statement yesterday by National Coordinator Gani Adams said the group was on the alert to combat any untoward development or atrocity by Boko Haram members.

  • DSS arrests herbalist, driver for killing varsity student

The Osun State Command of Department of State Service (DSS) has arrested a herbalist and commercial driver for allegedly kidnapping and killing a 400- level student of the Osun State University, Osogbo,  Adebisi Rofiat Damilola.

The driver, Elijah Oyebode, reportedly confessed that the herbalist, Jelili a.k.a Ifa (Oracle), gave him the assignment to bring a young lady and get N10,000 as reward.

In his confession at the DSS office, Elijah said Rofiat boarded his vehicle to Osogbo while returning from the Ipetu-Ijesa campus of UNIOSUN where the lady was schooling.

The victim’s corpse was found on the bush path along Ikirun/Iragbiji road few days few days after she had eft Ipetu-Ijesa for Osogbo on December 22, 2016 and got missing in transit.

Elijah, who spoke in Yoruba language, told reporters: “I took her (Rofiat) from Ipetu-Ijesa. There were other passengers in my vehicle that day. The girl matched the specification that Ifa (herbalist) gave me. Ifa said I should bring a lady that has never bore a child. When I saw the student, I was sure she had not given birth to a child.

“Ifa had given me a charm that I will use to hypnotise any lady that I want to bring. He said once I put the charm in my pocket, I only need to have body contact with the lady and she would be hypnotised. The charm was already in my pocket when I saw the lady and I ensured that my body touched her hand from there, she didn’t know anything again.

“After dropping other passengers at their various destinations, I took the lady to Ifa at his house in Ikirun and he received her and gave me N10,000. I pity the lady when I was leaving because I knew she would not come out alive. My conscience was telling me that what I did was bad.

“When I left Ifa’s house, I went to a bush to dump the lady’s luggage which contained some clothes. Few minutes later, her phone started ringing. I knew her people must be looking for her. I took the phone to Yusuf to help me sell it. I told Yusuf that a passenger forgot the phone in my vehicle.

“The phone kept ringing and I later picked it. Yusuf told me that it was dangerous to receive the call because they could use it to trace us. I removed the SIM card and threw it away instantly to prevent her people from reaching us. We sold the phone for N20,000. We shared the money N10,000 each.”

  • U.S. Embassy team takes on Magu over DSS allegations

U.S. Embassy team takes on Magu over DSS allegations

    •I’m innocent,
    says acting chair

United States Ambassador to Nigeria W. Stuart Symington and his key staff have met Acting Economic and Financial Crimes Commission( EFCC) Chairman Ibrahim Magu on the allegations levelled against him by the Department of State Services (DSS). The meeting was held on Friday, a source told The Nation.
Magu was said to have told the team that he was innocent of all the allegations raised by the security agency, which aborted his confirmation as EFCC Chairman by the Senate.
It was an informal session, the source said.
It was learnt that the session was part of the Embassy’s interest in the nation’s anti-corruption campaign.
It was gathered that the interaction might assist the US team to have a broader appraisal of the controversy on Magu’s nomination, which was not considered by the Upper Chamber.
The source said: “The US Embassy took on Magu on every issue in the DSS report to ascertain whether or not he committed the infractions levelled against him.
“The team wanted to know if Magu had indeed failed the integrity test which made the United States to support him.
“The Acting EFCC chairman responded to every issue without betraying his emotion. At the end, Magu said he was innocent of all the allegations against him.
“He said he has also responded to the query given to him by the Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami (SAN),” the source said, pleading not to be named because he is not allowed to talk to the media on the issue.
Responding to a question, the source said: “The U.S.  Embassy team was satisfied with Magu’s response. The Ambassador and others later took a photograph with him.”
“With this session, we are hopeful that the US support for the anti-corruption campaign of President Muhammadu Buhari will be more enhanced,” the source added.
Following the persistent intrigues over Magu’s fate, some donor agencies, anti-graft war partners and foreign missions have been anxious about the future of the battle.
Most of them were said to be sympathetic to the retention of Magu whom they have rated high.
The DSS alleged that Magu’s accommodation in Abuja was paid for by a “corrupt businessman” and that he flew first class to Saudi Arabia for lesser hajj, contrary to federal government’s directive to its officials not to travel in the elite cabin.
Magu was also accused of being illegally in possession of confidential EFCC documents when he was a director in 2007.
He was queried by Attorney General of the Federation (AGF) Abubakar Malami who was nominated by President Muhammadu Buhari to investigate the allegations.

  • Alleged treason: Wike, DSS clash

Rivers State Governor Nyesom Wike and Senate President Bukola Saraki’s Special Adviser on Youth Matters, Ikenga Ugochinyere, planned to cause chaos in Abuja, the Department of State Services (DSS) has alleged.

In a statement issued by its spokesman Tony Opuiyo on Tuesday evening, DSS said hoodlums, including three arrested youths and some organisations, were mobilised to ensure bloodletting capable of generating international reactions.

“The Department of State Services (DSS) wishes to inform the general public that it has uncovered a sinister plot by the Rivers State Governor, Nyesom Wike, to disrupt machinery of governance in strategic Federal Government agencies by provoking a violent breach of peace in the Federal Capital Territory (FCT), Abuja, today, 22nd December, 2016 and beyond, especially at this Yuletide season.

“To achieve this, the Governor has secured the services of one Ikenga Imo Ugochinyere, a personal aide to the Senate President, Bukola Saraki (Sen), to mobilise some hoodlums to execute their plan. The aim of the plot is to cause mayhem, a complete breakdown of law and order and cast the security agencies and the Federal Government in bad light.

“It is also intended to divert public and international attention from the ongoing Police investigation into the unwholesome role played by the governor and some of his cronies in the violence that trailed the re-run election in Rivers State which resulted in the gruesome murder of civilians, including the beheading of DSP Mohammed Alkali and some of his colleagues as well as the brutalisation of INEC staff who failed to do the bidding of the Governor,” the DSS stated.

According to the security agency, there is an international dimension to the “treasonable” agenda as those arrested have been found with banners and posters meant to be used by a hired crowd of unemployed youth to galvanise hate against government agencies.

“In furtherance of this plot, protesters are to besiege the National Human Rights Commission, Independent National Electoral Commission (INEC), National Assembly, the Nigerian Army and Police Headquarters as well as British High Commission, US Embassy and the UN Secretariat, Abuja; all in an effort to raise false alarm that Rivers State was under siege of security agencies during the elections.

“While the obvious aim is to draw public sympathy and international attention to spurious allegations of involvement of Federal agencies in violence during the last elections in Rivers State, the actual objective is really to trigger a round of violent actions against the government and create opportunity for idlers to join the deceitful protest.

“Part of the orchestration is to provoke the security agencies and prompt them to take action against the protesters that could result in bloodletting. It is in this line that Ikenga had gone to the outskirts of Abuja to mobilise unemployed youths to carry out his bidding – all this was to be done for a fee and resources to be provided from the treasury of the Rivers State Government.

“It is also worrisome that Ikenga would engage in this nefarious plot when, after his last arrest earlier this year by the Service, he had pledged to be law abiding and not to cause a breach of the peace.

“Though Ikenga is now at large, the trio of Emeka Idibia, Ugo Apuamagha and Ejike Nwachukwu have been arrested and are helping with further investigations; these men were picked up at the mobilisation venue trying to perfect the logistics for this unholy enterprise.

“The young men were hired by Ikenga to take custody of items and materials for the planned violent protest.  The recovered items include banners, placards and posters with denigrating, inciting and hate inscriptions meant to impinge the authority of the Federal Government and further subvert the entire machinery of governance in the country.

“In order to make this look credible, Ikenga and his cohorts had adopted such groups as Lawyers in Defence of Democracy (LDD) and Citizens for Good Governance (CGG) as cover to supposedly make them look like serious minded civil rights groups and thus bring them into collision course with security agencies.

“Investigations have so far revealed that while Ikenga is the field organiser and coordinator of the planned protest, Governor Wike is his sole financial sponsor.

“The DSS is disturbed that the governor, who is the Chief Security Officer of the state, will stoop so low to hire thugs and hoodlums to attack the Federal Capital Territory (FCT) and create an atmosphere of chaos and disorder at this yuletide season.

“Accordingly, the Service wishes to clearly state that it, and in fact other security agencies, will not be cowed, or by any means allow any person or group of persons, no matter how highly placed to subvert Nigeria’s statutory institutions meant to protect critical installations and law abiding citizens.

“In this regard, the Service also states in unequivocal terms that no amount of intimidation, grandstanding or outright manipulation of facts will be allowed to stop it and other agencies from conducting their duties as constitutionally mandated or concluding investigations into the Rivers State electoral violence.

“Finally, the Service wishes to restate its commitment to the protection of life and property in the FCT in particular and Nigeria in general; consequently, it advises youths to resist the temptation of being lured by desperate politicians to undermine the government or engage in acts capable of causing a breakdown of law and order.

“It calls on all Abuja residents to go about their normal businesses as the Service is committed to ensuring that the full wrath of the law is brought against persons or group of persons who may threaten the peace and stability of the country,” the DSS stated.

  • How DSS operatives arrested Saraki’s aide, by colleague

How DSS operatives arrested Saraki’s aide, by colleague

Operatives of Department of State Service (DSS) yesterday arrested the Special Adviser to the Senate President on Youth Matters, Mr. Ikenga Ugochinyere.

The DSS operatives were said to have stormed the Abuja office of Ugochinyere to prevent him from leading a protest against the December 10 legislative rerun election in Rivers State.

The DSS operatives were said to have broken into Ugochinyere’s office and carted away documents.

The security operatives arrived the office in four unmarked Hilux trucks at around 2 am yesterday.

It was said that Ugochinyere, who is also the National President of National Youth Council of Nigeria, was arrested in the process.

A source said the DSS operatives acting on a tip off, stormed the office “to stop a protest rally earlier fixed yesterday by Lawyers in Defence of Democracy”.

The source noted the “operatives came with four Hilux trucks with inscription DSS, SARs.”

He said that the operatives who left in the early hours of yesterday “ left a stern warning that no body should enter the premises.”

There was also heavy presence of security operatives in some designated areas where the lawyers had indicated interest to visit yesterday.

Ohazuruike Tochukwu, a member of the group, claimed that “armed security men suspected to be from DSS in the wee hours of Thursday invaded the office at Suit 29, Shaki Plaza area, 11 Garki and whisked away Barrister Ugochinyere, his driver and Secretary to unknown destination.”

Tochukwu added “This is the private law firm of the National President of NYCN. This place was invaded by DSS by 2am this morning, while the National President and some workers were inside this place.

“The security men guiding this place called us that some DSS men were here and they broke the place and took away the National President, his driver and secretary, Oguchukwu.

“The security men guiding the plaza said men wearing SARS uniform also came by 6 am after the DSS had left and warned them that no one should enter the office.”

Asked how he was certain that it was DSS operatives that invaded the office and arrested Ugochinyere, he said: “I spoke with Ugochinyere through his driver and they confirmed it was the DSS that arrested him.”

Ugochinyere was in May  arrested and detained by the DSS for one month and released without any charge.

An Abuja High Court later awarded N20 million compensation to Ugochinyere for wrongful detention and damages, a ruling the DSS appealed.

  • Magu and the DSS papers

Since coming to office about eight months ago as the anti-graft czar, Ibrahim Mustafa Magu has  been discharging his duty with single-minded purpose. All he is interested in is bringing to book those who used public office to enrich themselves. This cannot be a mean task, especially in a society like ours, where public officers, no matter their category, are untouchable. So, Magu is treading where even angels fear to walk by taking on these people. By so doing, he is only doing his job. But many, especially those affected and their friends, do not see it that way. They have taken it personal.

What they do not know is that if they did not do anything wrong, Magu would not have come after them. As head of the Economic and Financial Crimes Commission (EFCC), it is Magu’s duty to investigate pilferers of public funds. These are funds meant for national development and the provision of infrastructure. We complain of dearth of infrastructure today because these funds were not well managed. Rather than being used for the common good, they were siphoned by incorrigible public officers.

The stealing of public funds did not start today. It is an age-long problem, which is as old as Nigeria itself. Every public officer believes that public office is an opportunity for him or her to become rich. This is why many who get into office without a kobo to their names leave office stinking rich. Where did they get the money from? This is the question Magu is paid to ask and he has been asking that question without looking at faces in the past one year. Unfortunately, this has earned him many enemies. Virtually all the public officers being probed or tried today do not like Magu’s face. They will stop at nothing to do him in, if they have the slightest opportunity.

Magu has become an endangered specie just for doing his job. What these people want is an ally, who will join them in the looting of the country. Since Magu is not ready to play ball, they believe that the next thing is to ensure that he is not confirmed as EFCC chairman. If he were to be pliable, they would have been clamouring for his confirmation through some faceless groups. Never in the history of this republic has the confirmation of the head of an agency being so  delayed as that of Magu, who was appointed on November 9, last year, by President Muhammadu Buhari.

Despite holding office in acting capacity, Magu has not allowed that to affect his job, which he has been doing conscientiously and to the discomfort of those who believe that they should have unhindered access to the treasury. He has become their enemy because he denied them such access. Magu, like everyone of us, is not perfect, but there is no denying the fact that he does his job with near perfection. He is diligent and committed – two key attributes – required for the enormous task of cleansing the Augean stable, which our nation has been turned into by unscrupulous public officers.

Magu’s screening by the Senate is generating heat because of the kind of person he is – a no nonsense and uncompromising anti-graft czar. Were he to be otherwise, we will not hear all this noise about whether or not to confirm him. The Senate would have since asked him to ‘’bow and go’’. But because he is Magu, he is being subjected to all sorts of chicanery so that the president will withdraw his nomination. The Presidency also has its own share of the blame in all this. It is trite that the Presidency does not send a nominee for public office to the Senate for clearance without first knowing his security status. Why was this not done in Magu’s case?

By not getting a security report on Magu before sending his name for screening and confirmation, the president unwittingly left him in the hands of hawks in the Senate and his administration. The president should not deceive himself that he and all members of his administration are on the same page in the anti-corruption crusade. No sir, there are many in your administration that do not share your sentiments about corruption. These people still believe in the old order of doing things – awarding contracts and collecting 50 percent and abandoning public infrastructure to decay. The Presidency made a huge mistake by not securing Magu’s security clearance before sending him for confirmation. It took a big risk by leaving this important task to the Senate, which could have exploited it to make Magu a turncoat.

As things are now, the Department of State Service (DSS) may have given the Senate ammunition to deal with Magu, who does not enjoy cordial relations with many of the senators, who are either being probed or tried for one offence or the other. The DSS’ job is to screen some of the president’s appointees once their names are sent to it. After the exercise, it is expected to send its report to the president, who will on the strength of that report, decide whether or not to send the nominee’s name to the Senate. Magu was appointed in acting capacity after Ibrahim Lamorde’s exit. So, there was no need for his security screening before taking up the job. But what happened when the president decided to retain him for the job? Was he screened by DSS? What was the outcome of the screening?

f he was found wanting by the  screening panel, was the presi    dent  so advised? Is it appropriate for the Senate to ask the DSS to screen a presidential appointee and use the outcome to determine the appointee’s fate without recourse to the appointing authority? And what is all this about the DSS writing two reports on Magu – one clearing him and the other rejecting his nomination? Which of these reports do we believe? The one saying that Magu is not fit for appointment or the other giving him ‘benefit of the doubt’ and asking the president to appoint him if he so wishes? There is confusion over this matter and it is only the DSS that can clear the fog.

Let the DSS tell the nation if Magu is fit for appointment or not and state its reasons for whatever position it takes. For now, in this Magu case, it has not discharged itself well. It has only helped the Senate to arrive at an answer, which it has long wished for in order to paint Magu as unfit for the EFCC job.

    Wike’s faux pas

By now, Nigerians know Rivers State Governor Nyesom Wike for who he is. He is brash and rash and can do anything to get what he wants. The governor seems to enjoy swimming in troubled waters. To him, the end justifies the means.

Wike is having a ball as governor and his desire is to rubbish his predecessor’s achievements. Whatever politics he likes, he can play with former Governor Rotimi Amaechi. After all, they were bosom friends before things went awry between them. But whatever he does, he should not drag Rivers down the drain. If he truly loves the state, he should be more interested in leaving it better than he met it and not take it down the religious ravine.

Like every other state, Rivers has its own share of Muslims and Christians. But, last Friday at the Second Christmas Carol of the state, Wike was overwhelmed by the occasion when he was called to speak after the ministration of the Redeemed Christian Church of God (RCCG) General Overseer, Pastor Enoch Adeboye. After greeting the eminent preacher,

Wike said when he became governor last year, he thought it appropriate to introduce the yearly Christmas carol celebration because “this is a Christian state and I do not have any apologies for saying so”. But, the last time I checked, the Constitution in Section 10 states: “The government of the federation or of a state shall not adopt any religion as state religion”.

I don’t think this has changed. When last did His Excellency read his Constitution?

  • Over $1m cash recovered in panel member’s home

The office of the Attorney General of the Federation (AGF) has revealed how over $1.30million cash was recovered from the Abuja home of a member of committee set up by President Muhammadu Buhari to investigate procurement of arms and equipment in the Armed Forces, Air Commodore Umar Mohammed (rtd).

A lawyer representing the office, Shuaibu Labaran, said upon receiving intelligence reports, operatives of the Department of State Services (DSS) stormed Umar’s home, conducted a search and recovered $1,030,000 cash and other currencies at the military officer’s residence.

Labaran said some sensitive official documents (which he refused to name) and two pump action guns (marked: SBSG Magnum 397 and SBGS Interpress 09-1573) were also recovered during the search.

He gave the house address as No 4 Lungi Close, Mississippi, Maitama, Abuja.

Labaran spoke while making his opening remark, as the lead prosecution lawyer in the trial of Mohammed and his firm, EasyJet Integrated Services Limited, before Justice John Tsoho, of the Federal High Court, Abuja.

Under the Administration of Criminal Act (ACJA) 2015, a prosecutor is required, before the commencement of trial, to render an opening statement, containing a summary of his/her case against the defendant.

Earlier, Labaran told the court that the prosecution has complied with the order for Umar’s release from DSS’ custody, having fulfilled his bail condition, following which he applied to make the opening statement.

Lead defence lawyer, Hassan Liman (SAN), confirmed Umar’s release from the DSS custody.

He said his client was released on December 2.
