DSS arrests ‘kidnappers’ in military uniform

The Department of State Security Service (SSS) in Kogi State said it has arrested at least 10 suspected kidnappers.

Six of the suspects have been arraigned in court, while four others, who operate in full military uniforms, were to be arraigned yesterday.

State Commandant Joseph Okpo, who addressed reporters in Lokoja, said the command, last week, arrested four members of a six-man gang terrorising motorists on the Abuja-Lokoja highway.

He named them as Haruna Saleh, Kabiru Shuaibu, Mumuni Adamu and Tukur Shuaibu, saying they specialised in robbery and kidnapping on major roads.

Okpo said the suspects confessed to some operations on the  Maraba-Jos road, Malufashi on the Zaria-Kaduna and Jaji-Zaria road, in full military uniform, adding that they were apprehended on their way to link up with their colleagues in Obajana.

The suspects, he said, were giving leads on the source of the military uniforms, adding that the command liaised with the police to investigate.

  • DSS arrests suspect over Buhari overthrow hoax, missile attack threat

DSS arrests suspect over Buhari overthrow hoax, missile attack threat

•Bursts fresh Boko Haram plot to bomb Abuja

It named the suspect behind the coup rumour and missile attack threat  as Jones Abiri, aka General Akotebe Darikoro, leader of the Joint Revolutionary Council of the Joint Niger Delta Liberation Force (JNDLF).

He was arrested last Thursday in Yenagoa, the Bayelsa State capital. He is a journalist working for a tabloid in Yenegoa.

The DSS said the JNDLF has “been furthering separatist tendencies in connivance with other criminal gangs in the Niger Delta region.”

Of Darikoro who operates under the nom-de-guerre “General-Kill and Bury”, the security organization said he has  “confessed and owned up to some criminal activities committed by the JNDLF, which include:

    *The vandalism of Nigeria Agip Oil Company (NAOC) trunk line in Ogboinbiri, Southern Ijaw LGA and bombing of oil pipeline belonging to Shell Development Company (SPDC) at Brass creek on 8th July, 2016, all in Bayelsa State;

    *Threat messages to managements of NAOC and SPDC demanding for the payment of five hundred million naira (N500m), and two hundred and fifty million naira (N250m) respectively;

*Threat to launch missile attacks against selected targets in Abuja including the Presidential Villa, Aso Rock.

It accused   Darikoro of also masterminding  the recently circulated hoax of planned overthrow of President Buhari by the military.

Ramat was apprehended at Jabi Motor Park, Utako, Abuja also last Thursday, as he perfected plan to  “attack the Federal Capital Territory (FCT) and its environs, in collaboration with other elements of an extremist cell of the Boko Haram group.”

The DSS in the statement signed by Tony Opuiyo said its “on-going tactical operations aimed at degrading the capabilities and hide-outs of criminal syndicates across the federation are now paying off with strategic arrests of top-level underground elements.”

It added: “one Stephen Mamayebo aka Oscar, a suspected militant was arrested at OMPADEC Primary School in Yenagoa, Bayelsa State. Mamayebo was arrested in connection with the kidnap of an expatriate staff of Setraco Construction Company and subsequent murder of two soldiers, namely Sgt Garba Umar and Private Bashir Kabiru, along Ogbia-Nembe road on 5th April, 2016.

“Furthermore, on 20th July, 2016, at Travellers’ Mosque, along Kaduna-Zaria Highway in Igabi LGA of Kaduna State, the trio of Ismaila Shuaibu, Kabiru Nasiru and Inusa Abdullahi were arrested during a tactical raid.

“The trio were members of a notorious kidnap gang which has been terrorizing innocent citizens along the Abuja-Kaduna highway, and other environs within Kaduna State.

“On 22nd July, 2016, about 1730 hours, at Total Petrol Station, along Aba road in Port Harcourt, Rivers State, one Chukwunyere Austin Okwaa was apprehended by the Service; he had been issuing death threats against the former Acting-Managing Director, NDDC, Ms Ibim Semenitari.

“Also, suspected handlers of illegal arms and ammunition along with a suspected fraudster were arrested by DSS while a kidnapper who was coordinating plans for the hijack of fuel-supply tankers in Oyo State has also been arrested by the DSS.

“On 22nd June, 2016, a raid on suspected criminals/miscreants hide-outs behind Ado Bayero Quarters at Naibawa area of Kumbotso LGA of Kano State resulted in the recovery of one AK-47 rifle with twenty-eight rounds of live ammunition, one Browning model pistol with two rounds of live ammunition and a P5 pistol with ten live rounds.

“Also, on 22nd July, 2016, the Service apprehended one Saidu Yahaya, during the screening of prospective Hajj pilgrims at the Muslim Pilgrims Board in Jos, Plateau State. He had been under the radar of the Service as a black-market and illegal gunrunner who has been supplying arms and ammunitions to criminal and ethnic/religious bigots in Plateau, Taraba, Benue and Nassarawa states.”

Also in the net of the DSS is one Samson Chijioke Nzegwu said to be the  ring-leader of a syndicate which has been using cloned/forged paraphernalia of the Enugu State Governor, Ifeanyi Lawrence Ugwuanyi, to defraud members of the public.

“During his arrest, the sum of one million naira, three laptops, ten different mobile phones, and other incriminating items were recovered from him.”

Similarly, a suspected kidnapper Esan Abiodun Christopher aka Maiyegun was arrested in Ondo State for belonging to the Reuben Akinbehinje-gang which masterminded the kidnap of two Catholic nuns and their driver in Akure, the state capital.

“The suspect was apprehended while coordinating plans to hijack fuel-supply tankers in Oyo State and he is currently under detention with five other members of his criminal gang, with whom he had masterminded the hijack of several fuel tankers in Ondo, Oyo, Osun, Kwara and Kogi States respectively, the DSS stated.

Last month, the JNDLF issued a statement threatening to attack the Presidential Villa, Abuja, the police headquarters, defence headquarters, NNPC Towers, CBN headquarters, National Assembly, military formations across the country, among others.

It warned occupants of the building to ‘vacate urgently.”

It said: “The followings occupants of these buildings should as a matter of urgency vacate them immediately IN THEIR OWN INTEREST to save their lives because our fight is not for ANY HUMAN BLOOD but to destroy all those infrastructures that were built with our oil and gas monies in this country. We will make federal government and oil companies to suffer as they have made the people of Niger Delta region suffer over the years.

It said it had acquired six missiles which it intended to launch “simultaneously at the night, as this will enable every Nigerian to see the movement of the MISSILES and equally to believe us of our seriousness attached to the final breakup as predicted by the United States of America (USA).

“We equally advise the diplomatic community to be neutral on this issue as wrong comments against us will be seen as saboteurs. Where they are staying presently will not be affected which is not part of our targeted areas of destruction in the country.”

It boasted that the deployment of war arsenal in the region would not stop it from operating, saying: “We shall embarrass the self acclaimed Nigerian Air Force with their recent deployment of fighter aircraft, helicopter gunship and surveillance aircraft when at this digital age, countries are talking about missile development, and they still condescend so low of their present obsolete equipment.”

Had the Boko Haram plot to bomb Abuja not been  foiled as claimed by the DSS it would have been the latest in the series of attacks on the federal capital territory and neighbouring settlements and towns by the sect over the years.

Some of the previous attacks include the 26 August 2011 car bomb attack on the United Nations building in Abuja in which at least 21 people were killed and 60 others wounded and the Christmas day 2011 attack on St. Theresa’s Catholic Church,  Madakka near Suleja, Niger State.

Thirty-five people were killed in the incident.

Two bombs believed to have been planted by Boko Haram also went off an Nyanya near Abuja on April 14, 2014 killing at least 88 people.

  • Judge berates DSS for flaunting court’s order on defendant

Justice Nnamdi Dimgba of the Federal High Court, Abuja, on Friday berated the Department of State Security (DSS) for flaunting a court’s order to remand a defendant in prison.

Dimgba had ordered that Air Commodore Umar Mohammed (rtd), who was arraigned before him on Thursday, be remanded in Kuje Prison pending hearing on his bail application.

But the DSS failed to produce the defendant in court while his counsel argued his bail application on Friday, the News Agency of Nigeria (NAN) reports.

Dimgba said he took strong exception to the DSS disregard of the court’s order by keeping a defendant in its custody, describing the action as an embarrassment to democracy.

“I take a strong exception to this type of behaviour; when the court orders that someone be kept in prison custody, the person ought to be kept in prison and not in the office.

“If the people at the DSS want to become judge and do their job as well, I am ready to vacate my office for them. But as long as I am still here, I take an exception to them flaunting the orders of the court.

“Once processes have been filed in court, it is no longer in their hands and the order of the court must be obeyed,’’ Dimgba said.

He asked the prosecuting counsel, E.A Orji, to convey the grievances of the court to the Attorney-General of the Federation and Minister of Justice.

The judge adjourned ruling on the bail application till 2:00pm on Friday.

Counsel to Mohammed, Mr. Hassan Liman (SAN), had told the court that the DSS whisked the defendant away immediately after the court proceedings ended on Thursday.

But the prosecuting counsel explained that the defendant was taken to the DSS office for documentation.

  • Avengers disown suspected ‘members’ arrested by DSS

Avengers disown suspected ‘members’ arrested by DSS

•Dare security agency to parade them

The Niger Delta Avengers (NDA) yesterday dismissed as false claim by the Department of State Security (DSS) that it had arrested two members of the militant group for plotting to kill a soldier in Kaduna.

It challenged the DSS to parade the suspects before reporters if it was sure of its claim.

The security organization had, on Friday, announced the arrest of two men it  said had links with wanted former Niger Delta war lord Government Ekpemupolo (aka Tompolo) while making plans for the assassination of a Kaduna-based military officer and the bombing of oil and gas pipelines.

It named the suspects as Christian ‘Sensor’ Oluba and Selky Torughedi.

But responding to the DSS announcement on its website yesterday, the Avengers asked the DSS to grant reporters access to the two men in its custody for the purpose of verifying claims that they are NDA members.

It said that the suspects were possibly DSS moles who were arrested after demanding payment for assignments they carried out for the agency.

Mudoch Agbinibo who signed the statement said: “The boys have the right to demand for their money from SSS. Why not pay them instead of arresting and labeling them as Niger Delta Avengers members?”

“If SSS are (sic) denying this, let them allow the suspects to speak to the press. We (Niger Delta Avengers) don’t have any connection with these boys. We dare the SSS to allow the boys to tell the world their side of the story.”

The Avengers said the security agencies would find it difficult to win peace in the Niger Delta if they continue to feed President Muhammadu Buhari “with false information about situation of things in the region.”

  • DSS uncovers plots to bomb Computer Village Lagos, worship centres, parks

DSS uncovers plots to bomb Computer Village Lagos, worship centres, parks

The Department of State Services (DSS) announced yesterday it had uncovered a plot to bomb Nigeria’s largest  computer market, the Computer  Village in Ikeja, Lagos.

It named one Chidiebere Onwudiwe, a graduate of Mechanical and Chemical Engineering and local members of the Indigenous People of Biafra (IPOB) as the brains behind the plot.

    Onwudiwe is currently under arrest.

The DSS said in a statement that the suspect was working with foreign and local members of IPOD to perfect the plot.

It also claimed to have uncovered another plot to bomb worship centres and parks during the coming Eid el Fitri festivities.

In a statement in Abuja last night, the DSS said its operatives had arrested two suspected members of the Niger Delta Avengers (NDA) linked to Government Ekpemupolo (aka Tompolo) while making separate plans for the assassination of a Kaduna-based military officer and the bombing of oil and gas pipelines.

It said: “On 7th June, 2016, one Kabiru SHUAIBU, the ring-leader of a kidnap gang, comprising his accomplices namely: Haruna SALEH, Tukur SHUAIBU and Abdulmumuni ADAMUNA, were arrested by the Service along Murtala Muhhamad Bridge, along Lokoja-Abuja Highway, in Lokoja, Kogi State.

“The suspects were part of a criminal gang which has been terrorizing innocent citizens in the Northern region of the Federation. During their arrest, a locally-made pistol, seven cartridges, 14 mobile phones and N615,000 were recovered on them.

“On 8th June, 2016, one Reuben Akinbehinje aka Chairman, the ring-leader of a notorious kidnap syndicate, was arrested by this Service in Akure, Ondo State, along with five (5) other members of his gang namely; John Imoleayo Uche, Seun Lajuwon, Seun Iseoluwa Akintayo, Lateef Fayemi Hammed and Saheed Oyewo.

“The Akinbehinje gang has been the brain behind the kidnap of two Catholic nuns in the State and other criminalities such as armed robbery, hijack and diversion of fuel tankers and cult-related activities in Ondo, Oyo, Osun, Lagos and Kwara States.

“Similarly, on 12th June, 2016, this Service arrested one Ifeanyi Michael Onyike, a suspected kidnap kingpin at D-line, Port Harcourt in Rivers State. Onyike was involved in the kidnap of Ebere Chinda, wife to Igo Chinda, the Personal Assistant (PA) to the Minister of Transport, Rotimi Amaechi.

“Further to this tactical offensive, on 25h June, 2016, in one of the North-Western States, one Sani Abdullahi, and his three accomplices, namely Rufai Tukur Abdullahi, Najeeb Abubakar and Abdullahi Ahmed, were apprehended by this Service. The group has concluded arrangements to embark on serial kidnap of high-value targets in Katsina State, before their arrest.

“This gang has hitherto been terrorizing the North-Western States of Kano, Katsina, Kebbi and Zamfara.

“In a bid to stem the activities of vandals in the Niger Delta, this Service effected the arrest of Selky Kile TORUGHEDI, on 17th June, 2016, in Calabar, Cross River State. Toruchedi is an ex-militant and suspected member of the Niger Delta Avengers (NDA), and was arrested for planning to assassinate one MB.Yahaya a serving military officer.

“Toruchedi, who is a close associate of Government Ekpemupolo (aka Tompolo), had already conducted surveillance at the residence of Yahaya in Kaduna, preparatory to his plot when he was intercepted.

“He is also fingered as a sponsor of pipeline vandalism in some States in the South-South region. Suspect is currently assisting the Service, with critical leads.

“In a related operation, this Service arrested one Christian Oluba aka Sensor, another suspected militant with the Niger Delta Avengers (NDA). Sensorwas arrested while perfecting plans to carry out explosive attacks on critical oil and gas pipelines, including critical storage points.

“Meanwhile, sequel to increasing threat posed to public peace by the activities of the Independent People of Biafra (IPOB), this Service arrested one Chidiebere Onwudiwe, a graduate of Mechanical and Chemical Engineering and known member of IPOB, on 22ndJune, 2016.

“Onwudiwe and his associates within and outside the country, were planning to carry out coordinated attacks against religious bodies/edifices, Police-Check Points and the computer village in Ikeja, Lagos State, with Improvised Explosive devices (IEDS). The suspect was apprehended while making logistics supplies for their nefarious plan.

“In another development, on 19th June, 2016, at Langtang North LGA in Plateau State, this Service in liaison with the military and Police, arrested one Nanpon Sambs (aka Yabam), an illegal arms dealer. SAMBS is a member of a notorious black market arms syndicate led by one Peter Nehemia (aka Adagyo) which operates in the State. A Rocket Propelled Grenade (RPG) launcher and circuit charger were recovered from a Toyota Highlander SUV belonging to the suspect.

  • Makarfi to police, DSS: watch Sheriff

Makarfi to police, DSS: watch Sheriff

The Peoples Democratic Party (PDP) National Caretaker Committee, led by Senator Ahmed Makarfi, has asked security agents to put ‘National Chairman’ Senator Ali Modu Sheriff under watch.

In a statement yesterday by its spokesman Dayo Adeyeye, the Makarfi group “appeals to the Nigeria Police, the Department of State Service and indeed all security agencies to call Sheriff to order as well as keep more than an eye on him, so that he doesn’t precipitate crisis in any part of the country, … since we, as Nigerians already have enough on our hands to contend with.”

It said Sheriff lacked the power to suspend the Edo State PDP executive committee. Urging the Edo executive to ignore the purported suspension, the Makarfi group said it was part of Sheriff’s plan to create confusion, ahead of the governorship election.

Adeyeye maintained that the National Working Committee (NWC) headed by Sheriff had ceased to exist, following the setting up of the National Caretaker Committee by the National Convention in Port-Harcourt, capital of Rivers State.

Also yesterday, the Makarfi group said it would continue to work day and night to build followership for the party.

“The committee still wishes to renew its call to Senator Ali Modu Sheriff to embrace dialogue leading to peaceful resolution of the situation at hand”, another statement by Adeyeye added.

It denied that Makarfi and the Secretary of the committee, Senator  Ben Obi, held secret meetings with an unnamed chieftain of the All Progressives Congress (APC), as alleged by Sheriff last week.

“On the other hand, as soon as the National Caretaker Committee was appointed, people started retracing their steps back to the Party.

But former Jigawa State Governor Sule Lamido raised the hope that the crisis is an indication that the party is strong and that it will soon be resolved.

Lamido told reporters in Bamaina village in Birnin Kudu Local Government, Jogawa state that the party would emerge stronger and bigger.

According to him, it is normal for people to fight for what is existent, valuable, worthy and important.

“PDP is a big party that has history and it is a party of conglomeration of all Nigerians across the devide.

“This is not our first crisis, if you go down our history from the formation of the party you will notice that this is not the first time we are having crisis.

“You can remember that the late Sunday Awoniyi had battle of leadership with former Chairman Banabas Gemade.

“We also had crisis during Audu Ogbeh’s reign.“You don’t fight for what is not in existence.

“PDP was in power for 16 years and the crisis and fight had always been with us,’’ he said.

He said that both Ahmed Makarfi and Modu Sherrif are members of PDP and would remain members no matter what happened.

Lamido said the party had the capacity to resolve its differences.

He gave the assurance that the discord within the party would soon be over.

The former governor stated that PDP would return to power in 2019 because it is a conglomeration of Nigerians.

  • DSS, EFCC: Age of Intolerance creeps upon Nigeria

DSS, EFCC: Age of Intolerance creeps upon Nigeria

A day after he was ordered to be released or produced in court, the Department of State Service (DSS) finally presented to the public the distressed and presumably ill Ekiti lawmaker, Afolabi Akanni. He had been arrested on March 4 and taken to Abuja to answer questions on allegations the secret service says pertain to national security. To compound the situation and not be seen as disobeying court orders, the DSS has cleverly evaded service of court warrant to produce the House of Assembly member. The presentation of Hon. Akanni to the public last Thursday was forced only when protests were beginning to gather steam in Ekiti on the rumour that the lawmaker was dead in custody.

Similarly, despite court orders, both the Nigerian Army and the Economic and Financial Crimes Commission (EFCC) had by last Thursday yet to release Col. Nicholas Ashinze, a former aide to former National Security Adviser, Col. Sambo Dasuki (retd.). The EFCC claimed he was no longer in their custody, while the army only gave indications that he would soon be released. Obviously, as Justice Yusuf Haliru of an Abuja High Court said last week, many state agencies, taking cue from the presidency, were beginning to act above the state and the law.

Gradually, Nigeria is being Turkenized, a condition in which the form of democracy prevails but the substance is either inexistent or insignificant. In Turkey, citing threats to the republic, the government intimidates the courts, abridges civil liberties, and muzzles the press. Yet, elections take place amidst colour and flourish, with the outcomes taken as a plebiscite on the government’s draconian and antidemocratic measures. In December, President Muhammadu Buhari had suggested during a media chat that both Col. Dasuki (retd.) and Biafra agitator, Nnamdi Kanu, would not be released from detention either because they might jump bail or because their lawbreaking propensity was egregious. He instantly appeared to foreclose whatever decisions the courts might reach. Indeed, months later, the foreclosed cases have been given teeth.

It is trite that arbitration between the government and citizens, or any two disputants, takes place in the courts. What is, however, increasingly evident now is that the government and the security agencies may prefer the courts to rubber stamp their wishes rather than arbitrate. To reach this position and inoculate the public against complaints over the government’s oppressive inclination, the government and the security agencies are framing the narrative simplistically in such a manner as to portray the ongoing national struggle for an ethical society as pro- and anti-corruption. Civil liberties, they insist, are a luxury when compared with the evil, chaos and deaths the corrupt and corruption have engendered.

Neither the EFCC nor the DSS seems conscious of the fact that their modus operandi is beginning to look like a throwback to the 1960s, 1970s, and 1980s. Both organisations are apparently conscious of support all the way to the top, and they will defy the courts as much as they can, or as cleverly as they can manage. The DSS, for instance, claimed not to be aware of any court order to release Hon. Akanni, when reports suggested it had evaded service. The EFCC and DSS are conscious of the fact that the imperceptive members of the public are with them all the way. Unobtrusively, therefore, the freedoms Nigerians have taken for granted since 1999 are beginning to be denuded, inch by inch, yard by yard, until they are made to reconcile themselves to living in socially and politically constricted environment.

Despite individual preferences — whether political or social — and differences in opinion regarding the course of the anti-corruption war, it is time Nigerians woke up to the ongoing gradual attenuation of their liberties. If they are not vigilant enough, they would soon find themselves battling an entrenched system of repression made worse by a unitary government masquerading as a federal government. The Ekiti government may be opprobrious, and some of its officials and state lawmakers may even be insufferable; yet, these are no excuses to endorse the government’s underhand methods. Nigerians may resent Col. Ashinze’s connection with Col. Dasuki (retd.), but it is also not an excuse to turn a blind eye to the systematic winnowing of constitutional provisions that guarantee the dignity of the human person. If the courts order the release of Col. Ashinze and Hon. Akanni, and both the army and the DSS cannot vacate the orders and secure fresh warrants to keep them, they must be told in unmistakable terms that they have become as lawless as those they are trying to prosecute, if not worse.

Anambra community petitions Obiano, police, DSS

Anambra State Governor Chief Willie Obiano and Police Commissioner Hosea Karma have been petitioned by Umunze community in Orumba South Local Government Area, following the court ruling restoring the town’s union leadership.

Also, petitioned was the Department of State Service (DSS), the traditional ruler of Umunze, Igwe Promise Eze, the chairman of Orumba South Council Area among others.

The petition was signed by the elected president of Umunze Progressive Union (UPU), Chris Amah and the secretary general of the union, Dom O. N. Uka and made available to reporters in Awka.

It was entitled, “request to remove the caretaker committee administering the affairs of the union.

The community said that it was sequel to the order of the High court, Awka made on the May 5, 2016, striking out the suit No. A/225/2007, Simeon Onunkwo and 10 others versus Governor of Anambra State and six others.

According to the petition dated June 1, 2016: “It has become necessary to make this clarification because of the protracted case that led to the appointment of a caretaker committee in Umunze by the government of Anambra State.”

“We now request that the caretaker committee administering the affairs of Umunze town should cease from functioning.”

“Since the suit, together with the order of injunction has been struck out by the court, there is nothing preventing the validly elected executives of (UPU) from continuing carrying out their functions and duties,” the community said.

  • El-Zakzaky being held in protective custody, says DSS

El-Zakzaky being held in protective custody, says DSS

The Department of State Services (DSS) has said leader of the Shi’ite Islamic Movement, Ibrahim El-Zakzaky, is being held in protective custody.

Counsel to DSS, Tijjani Gazali told reporters at the Federal High Court in Abuja that El-Zakzaky was in danger and the decision to keep him in “protective custody” is in line with the duty of the DSS to “protect” every Nigerian.

“He needs not give his consent, but the point is that he remains vulnerable and is under protective custody, and the job of the DSS is to protect every Nigerian. He is being held at his own will and for his benefit,” Gazali said.

Counsel to El-Zakzaky Mr. Festus Okoye said he was not aware that his client had consented to his detention.

“They told us that he is being held at his own will, but we are yet to hear that from him. So until we consult him and he says that, then we can confirm it,” Okoye said.

The trial was scheduled to continue yesterday after it was adjourned in May, following the absence of the respondents to the fundamental rights suit, namely the DSS and the Police.

At yesterday’s sitting, Mr. Gazali asked for a further adjournment to allow him prepare a counter affidavit to the motion by the defendant. The application was not contended by Mr. Okoye.

Justice Kolawole adjourned till July 13 for continuation of hearing.

  • Alleged extra-judicial killings by DSS

SIR: The Department of State Security (DSS) has recently been in the news – for bad reasons. I refer to the alleged brutal, extra-judicial brutal killing of one Damilare Eyitayo (a 39 year old man) by operatives of the service.

Section  33 (1) of the 1999 constitution provides that “Every person has a right to life and no one shall be deprived intentionally of his life, save in execution of the sentence of a court in respect of a criminal offence of which he has been found guilty in Nigeria”.

Similarly, section 35 (1) of the same constitution provides that “Every individual is entitled to respect for the dignity of his person, and accordingly, no person shall be subjected to torture or to in-human or degrading treatment”.

The story, as published by The Punch  edition of Monday May 9, page 4 and 5 goes thus: “The DSS operatives, said to have been accompanied by policemen and soldiers, stormed Aje Street in the Iyana Ipaja Area of Lagos State  in search of one Mr. Rilwanu, a supposed suspect. It was learnt that Rilwanu had gone into hiding, but his wife led the operatives to the house of his best friend (Damilare Eyitayo) after she was beaten up. Damilare Eyitayo was thereafter arrested and taken to the DSS office, also in Lagos, where he was brutally tortured until he died…”

Nigerians are today suffering untold harassment and intimidation in the hands of DSS operatives. The question now is; what can be done to halt this steady descent into outlawry by untrained and notorious DSS operatives?

I suggest that DSS operatives henceforth undergo psychiatric test to ascertain their level of sanity. Going forward, any case of suspect or arrested person dying in the custody of DSS anywhere in Nigeria must be investigated, and any operative indicted should be treated as common criminal.

DSS operatives must be made to understand that the use of torture as means of extracting confessional statements from suspect is unacceptable. Finally, the Director General of DSS must as of necessity visit state chapters of the agency, so as to have on the spot assessment of facilities and also activities of the agency, and if possible have direct interaction with detained suspects in order to find out if they actually committed the crime for which they were arrested.

If the above approaches are adopted, cases of extra-judicial killings by operatives of the department will be reduced.

Meanwhile, Nigerians eagerly wait to see justice done in the murder of Damilare Eyitayo.
