    APC controls Edo Assembly with 15 members

    Following yesterday’s defection of a Peoples Democratic Party (PDP) lawmaker in Edo State House of Assembly to the All Progressives Congress (APC), the ruling party now controls the assembly with 15 members. 

    In the 24-member 8th Edo State House of Assembly, APC now has 15 lawmakers, while the main opposition PDP is left with nine legislators.

    Governor Monday Okpebholo yesterday predicted the collapse of PDP in the state, with more of its members dumping it for the APC.

    Okpebholo spoke at the Government House, Benin, while receiving the representative of Ikpoba-Okha Constituency, Nicholas Asonsere, who dumped the PDP for the APC.

    During the 2023 general election, PDP had 15 seats; APC won eight seats, while Labour Party (LP) had one seat. But with the November 12, 2024 inauguration of Okpebholo as governor, most of the opposition politicians have opted to defect to APC.

    House of Assembly Speaker Blessing Agbebaku (Owan West Constituency) and Deputy Speaker Maria Edeko (Esan Northeast II), both of PDP, are still maintaining their offices, and yet to indicate plan to defect to APC.

    Governor Okpebholo thanked all new members who joined APC from other parties. He assured them that the party (APC) was a place of opportunities, as they would not be discriminated against, but would be given opportunity to contribute to the development of the state.

    The governing All Progressives Congress (APC) has regained control of the Edo Assembly. 

    The party now has 15 lawmakers to nine of the main opposition Peoples Democratic Party (PDP). 

    Edo Governor Monday Okpebholo predicted the collapse of the PDP in the State with more of its members defecting to the APC.

    Okpebholo spoke at Government House, Benin, while receiving the representative of Ikpoba-Okha constituency in Edo House of Assembly, Nicholas Asonsere, who dumped the PDP for the APC.

    During the 2023 general elections, PDP had 15 seats to APC’s eight seats while Labour Party (LP) had one seat.

    Okpebholo thanked all new members who joined the APC from other parties and assured  the party was a place of opportunities, as they would be given rooms to contribute to the development of the State.

    According to him: “Very soon, the opposition PDP will collapse in Edo State, because of what the APC represents. My idea for Edo people is development. My focus is on development, and I will not be distracted from making life better for Edo residents.

    ” I will utilise Edo resources, which is obtained from Internally-Generated Revenue (IGR) and Federal Account Allocation Committee (FAAC).

    “The resources meant for Edo people will be used to develop the state and make life comfortable for the residents.”

    Edo Assembly backs Okpebholo’s move to hire consultant for fund recovery

    The Edo State House of Assembly has approved Governor Monday Okpebholo’s request to engage Tiarua White Consults Limited to assist in the recovery of funds owed to the state from the Project Gazelle Afriexim loan and other crude oil loan arrangements.

    Governor Okpebholo’s letter, read during Tuesday’s plenary by Speaker Chief Blessing Agbebaku, also secured the Assembly’s approval for a 10 percent deduction at source as the consultant’s professional fee.

    The governor explained that Edo State seeks to join 35 other states in reclaiming funds due from the loan initiative, emphasizing the need for legislative support to move forward.

    Speaker Agbebaku backed the request, noting the potential for the recovered funds to drive socio-economic development across the state.

    Following a voice vote, lawmakers granted approval for the consultancy engagement.

    In a related development, the House also received a letter from the Edo State chapter of the Peoples Democratic Party (PDP), dated April 8, 2025, nominating Mr. Charity Aiguobarueghian as the new Minority Leader and Yekini Idiaye as Minority Whip.

    The changes followed a shift in the Assembly’s composition, with the ruling All Progressives Congress (APC) now holding 13 seats, and the PDP reduced to 11. 

    Aiguobarueghian had previously served as the Majority Leader until April 7, 2025.

    Edo Assembly gets new Majority Leader, Chief Whip

    Edo State House of Assembly yesterday named Jonathan Aigbokhan (APC–Esan West) as the new Majority Leader, following the emergence of All Progressives Congress (APC) as the majority party in the House.

    Last month, APC notified the Assembly of its new majority status and indicated that changes in the House leadership would be announced in due course.

    APC currently holds 13 seats after four lawmakers defected from Peoples Democratic Party (PDP) and Labour Party (LP), reducing PDP’s seats to 11.

    During yesterday’s plenary session in Benin, the Speaker, Blessing Agbebaku, read a letter from the APC leadership nominating new principal officers.

    According to the letter, Aigbokhan was appointed as the new Majority Leader, Addeh Isibor as Deputy Majority Leader and Mustapha Lecky as Chief Whip.

    The position of Deputy Chief Whip, initially assigned to Richard Edosa (APC-Oredo West), was withdrawn, as the House does not recognise such a position. Edosa, formerly the sole LP lawmaker, recently defected to the APC.

    The Speaker and Deputy Speaker positions remain occupied by members of the minority PDP.

    Following the announcement of the new leadership, Speaker Agbebaku disclosed that the PDP would also submit its list of principal officers.

    He emphasised that the distinction between majority and minority should not distract from the House’s collective responsibility to serve the state.

    “What matters is that we all work together to ensure the success of Governor Monday Okpebholo,” Agbebaku said.

    Edo Assembly sacks political appointees

    Edo State House of Assembly yesterday relieved political appointees attached to members of the house of their appointment with immediate effect.

    Speaker Blessing Agbebaku announced their sack during plenary session in Benin.

    He said the decision was taken by the 24 members of the house, adding that the political appointees sacked would be paid their February salary.

    He listed the appointees to include special advisers (SAs), senior special Advisers (SSAs), among others.

    The Speaker said the appointees were appointed by the members upon assumption of the Eight Assembly in June 2023.

    “I think, it is two years now, and, I think the House has graciously agreed that the SAs and SSAs should be relieved of their appointments today, February 19.

    ‘’We will meet consequently to know the next line of action to take on that. They will receive this month’s (February) salary.”

    Edo Assembly orders security personnel transfers, passes key infrastructure bills

    The Edo State House of Assembly has passed a resolution directing security agencies to immediately transfer personnel who have served in specific locations for over five years across the state. 

    The resolution, passed on Wednesday, also mandates traditional rulers to reside in their communities.

    It followed a security motion raised by Esan Southeast representative, Osezua Ojezele, who highlighted the rising attacks by herdsmen in Ubiaja, which have resulted in multiple deaths.

    To enhance security in rural areas, lawmakers insisted on the immediate redeployment of long-serving security personnel.

    The Assembly also passed two key bills: one establishing the State Roads Funds (SRF) and the Edo State Roads Funds Board and Administration (EDSRFBA) to finance road construction and maintenance, and another creating the Edo Rural Access Road Agency (RARA) to oversee the development of rural roads. 

    Speaker Chief Blessing Agbebaku also announced the dismissal of all political appointees of lawmakers, including Special Assistants (SAs) and Senior Special Assistants (SSAs).

    Edo Assembly considers bill to establish rural access road agency

    The 24-member Edo State House of Assembly yesterday deliberated on two bills to establish the state roads funds and rural access road agency, with urgent rehabilitation of rural access roads forming part of the deliberations.

    Majority Leader Charity Aiguobarueghian, on second reading, pushed for the passage of a bill for a law to establish the state roads funds and Edo roads funds board and administration, for the purposes of funding the management, planning, development, rehabilitation, construction and maintenance of classes C and D roads, and the rehabilitation of class B roads.

    The bill for a law to establish Edo rural access road agency, for the purposes of the overall management, development, rehabilitation, reconstruction and maintenance of classes C and D roads in the state, and for other matters connected therewith also scaled second reading.

    There was presentation of a report of the House of Assembly’s standing committee on energy and water resources, on a bill for a law to repeal Edo State Electricity Law 2022, establish Edo State Electricity Market, Edo State Electricity Regulatory Commission, Edo Electrification Agency, Edo State Electricity Transmission Company and for purposes connected.

    Consideration of the bill, which sought to extend electricity distribution to rural communities in Edo State, was stepped down till a later date.

    Edo State Internal Revenue Service (EIRS) says the state’s Internally Generated Revenue (IGR) has soared to N10.4 billion in January, from N7.2 billion last December.

    The EIRS Head of Communications, Courage Eboigbe, quoted the Chairman of the board, Mr Oladele Bankole-Balogun, as announcing this in a statement yesterday in Benin.

    Bankole-Balogun attributed this achievement to the visionary leadership of Governor Monday Okpebholo since assuming office last November.

    “In just 100 days, Governor Okpebholo’s leadership has enabled the EIRS to achieve an all-time revenue milestone, offering reassurance to the people that their future is bright and secure,” he said.

    He said the governor had revitalised critical infrastructure with unprecedented speed, ensuring security and creating tangible change for the citizens.

    “The governor is transforming his promises into reality under strong leadership,” he said.

    “In spite of skepticism, Edo has regained hope with new roads, rehabilitated infrastructure and a bolstered security system,” he said.

    Edo Assembly sues suspended LG chairmen

    The Edo State House of Assembly has taken legal action against the 18 suspended local government chairmen, seeking judicial interpretation of Section 20 of the Edo Local Government Law, 2000 (as amended). 

    The suit aims to determine whether the 24 lawmakers had the authority to suspend the elected chairmen and their deputies for two months.

    Filed at the Edo High Court in Benin under suit number B/34/2025, the case was instituted by the Assembly’s legal counsel, C. O. Edosa. The defendants include the suspended chairmen, Edo State Governor Senator Monday Okpebholo, and others, while the Speaker, Chief Blessing Agbebaku, and councillors from the 18 local government areas are listed as claimants.

    The claimants presented four key issues for determination and sought nine reliefs. Among their arguments is whether Section 20(b) of the Local Government Law grants the Assembly the power to suspend local government chairmen and vice chairmen. They also questioned whether the suspension violated the law or undermined the democratic structure of local government administration in Edo.

    Additionally, the suit seeks clarification on whether, based on Sections 11(3) and 14 of the law, the legislative leaders of the 18 councils qualify as democratically elected members of their respective councils.

    They sought to know if the legislative arms in the councils were entitled, in the absence of the chairmen and vice chairmen, to act on behalf of the councils, particularly with regard to the administration, management, and/or control of the affairs of the local government councils and all the funds due to the local government councils.

    The claimants sought a declaration that by their (suspended council chairmen’s) actions, the legislature had not in any way obliterated the existence of the democratic structures of the councils, and therefore, democratic system of local government administration and governance were still intact and in place.

    They further sought declaration that by virtue of Section 20 (b) of the Local Government Law, 2000, Edo State, the first claimant (Edo State House of Assembly), had the power to suspend the chairmen and vice chairmen of local government councils in Edo.

    The claimants also wanted a declaration that by the combined reading of the provisions of Section 11(3) and Section 14 of the Local Government Law, 2000, Edo State, the 3rd – 19th claimants (leaders of the Legislative Arms of Local Government Councils in Edo State) were democratically elected members of the local government councils.

    The defendants were to enter appearance personally or through their counsel within forty two days of being served the writ of summons.

    In case the defendants did not enter appearance within the time and at the place mentioned such order (s) would be made and proceedings might be taken, as the presiding judge might consider such as expedient.

    The hearing in the suit brought before Edo High court, Benin, by the suspended chairmen against Okpebholo, Edo House of Assembly and others would be heard on February 17.

    The court granted the restraining order by the claimants (the 18 suspended local government council chairmen), and placed a lien on all local government accounts in Edo, after restraining the councils’ officials from accessing the accounts, pending the hearing and determination of the substantive suit.

    BREAKING: AGF faults Edo Assembly’s suspension of LGAs chair, vice-chair

    The Attorney General of the Federation (AGF) and Minister of Justice, Lateef Fagbemi (SAN) has faulted the purported suspension local government chairmen and vice chairmen in Edo State by the state’s House of Assembly.

    Fagbemi said although the facts of the case was still vague, it is unlawful for a state’s House of Assembly to suspend duly elected Local Government leaders.

    The AGF said the only organ with such power is the Legislature at the Local Government level.

    The Edo House of Assembly had, on Tuesday, passed a resolution suspending the Chairmen and Vice Chairmen of the state’s 18 Local Government Areas for two months.

    The House directed the leaders of the LGAs’ legislative arms to take over the leadership of their respective councils.

    The Edo state lawmakers reportedly acted pursuant to a complaint by the state governor, Monday Okpebholo, who accused the council leaders of insubordination for allegedly failing to comply with his directive to submit their councils’ financial records to him.

    Edo Assembly suspends 18 LG chairmen, vice chairmen for two months 

    The Edo State House of Assembly, on Monday, suspended all 18 local government chairmen and their vice chairmen for two months. 

    The lawmakers further directed the leaders of the legislative arms in the councils to assume control of their administration during the suspension period. 

    The decision followed the adoption of a motion moved by Isibor Adeh, representing Esan Northeast 1 Constituency, and seconded by Donald Okogbe of Akoko-Edo 2 Constituency. 

    Governor Monday Okpebholo, in a petition dated November 16, 2024, titled “Insubordination and Gross Misconduct by the 18 Local Government Chairmen Over Their Refusal to Submit Financial Records for Scrutiny,” called on the Assembly to address the issue. 

    While moving the motion, Adeh cited Section 20(b) of the Local Government Act, which empowers the House of Assembly to suspend any local government chairman for two months pending an investigation into allegations of misconduct.

    The motion was supported by 14 lawmakers, and opposed by six, while three members abstained from voting. 

    Speaker of Edo Assembly, Chief Blessing Agbebaku, who directed the Clerk of the House, Yahaya Omogbai, to do a head count of the members, declared that insubordination and gross misconduct would not be allowed from the council chiefs.

    In a related development, the lawmakers also screened and confirmed four nominees as Chairman and members of the Edo State Sports Commission.

    The commission to be chaired by Amadin Enabule, has Godwin Bazuaye, Frank Illaboya, and Anthony Odianosen as members.
