1,680 school children kidnapped in 10 years, 180 killed in 70 attacks, says Edo lawmaker

…Reps want urgent action on safe schools

The member representing Uhunmwonde/Orhionmwin federal constituency of Edo state, Billy Osawaru (APC, Edo), said on Wednesday, May 8, that more than 1,680 school children have been kidnapped in Nigeria since 2014 when 276 schoolgirls were first abducted from Chibok.

Quoting reports from Safe the Children, the lawmaker said 180 school children were killed in about 70 attacks between April 2014 and December 2022 with an estimated 60 school staff kidnapped and 14 killed while 25 school buildings were reportedly destroyed during that period.

Moving a motion of urgent public importance at Wednesday’s plenary, Hon. Osawaru said the trauma and shocking experiences the kidnapped children pass through will forever be in their minds and may likely give them a phobia of going to school again.

He expressed concern over the increasing rate of kidnappings and wanton destruction of lives and properties across the schools in the country since 2014 to the extent that children/students are no longer safe even in their schools, especially in places like Borno, Nasarawa, Niger, Zamfara, Katsina and Kaduna states.

He said: “Most recently, on Thursday, 7th of March 2024, about 287 schoolchildren were kidnapped from a government-owned school in Kaduna State’s Kuriga town. Before then, on Friday, 22nd of September 2023, about 24 students of the Federal University of Gusau in Zamfara State were kidnapped by bandits.”

He said further that in Nigeria, policemen are not posted to guard most of the schools despite the level of attacks frequently experienced, adding that the police are not sufficient in manpower and equipment, hence the level of losses incurred any time such attacks occurred.

He argued that if no drastic measure is taken to curb the escalating insecurity situation in the country and in the schools, the entire school may end up being shut down due to the activities of these miscreants and hoodlums.

He said the government owes the people the responsibility of providing for their welfare and security, stressing that it is therefore incumbent on the government to fulfill its obligation to the people in this regard.

According to him, due to the directive of Mr. President and the relentless efforts of our security agencies, the school children who were victims of the March 2024 attack have long been united with their families, which is very commendable.

He said however that the trauma and shocking experiences they must have been through will forever be in their minds and may likely give them a phobia of going to school again.

He maintained that despite the efforts of Nigerian security agencies, the miscreants appear to be reinforced and have perpetuated serious chaos in most schools and have made lives extremely difficult for the majority of the school children/students and staff who now live under perpetual fear and threat to their lives.

The Edo Lawmaker also said that based on the report (Save the Children), more than 1,680 schoolchildren have been kidnapped in Nigeria since 2014 following the abduction of 276 schoolgirls from Chibok in Borno State and counting.

He said the fear of attacks has stopped many children from attending schools, saying in addition to the abductions, over 180 school children were killed and nearly 90 injured in 70 attacks between April 2014 and December 2022, with an estimated 60 school staff kidnapped and 14 killed while 25 school buildings were reportedly destroyed during that period.

He also said that majority of these attacks took place in North-West Nigeria (49 attacks), followed by North-Central Nigeria (11 attacks) etc.

Hon. Osawaru stressed that in Nigeria, the number of out-of-school children, as per the report from UNICEF, was put at 10.5 million – before the effects of the conflict, humanitarian crisis and COVID-19 pandemic were felt.” One wonders at present what the figure will be due to the effect of these numerous attacks in different schools nationwide.

He contended that the embarrassing situation has continued adversely affecting the educational sector and the Nigerian economy in several ways, calling for an all-inclusive approach to arrest the situation.

The House therefore resolved to direct its Committees on Army, Airforce, Navy, Police Affairs, and Defence to interface with all security Chiefs to identify how best to secure our schools and proffer immediate lasting solutions to the security challenges in the country.

The House also resolved to direct schools to engage the services of Private Security outfits to complement the efforts of the security agencies in securing the schools.

It also said that religious leaders, Traditional Rulers, the National Orientation Agency, and Civil Society Organisations should be made to contribute towards value re-orientation and social re-awakening especially to the out-of-school children still living in fear.

‘My suspension politically motivated’ Edo lawmaker alleges

Mr Donald Okogbe, representing PDP Akoko-Edo 11) in Edo House of Assembly on Monday described his suspension as a “vendetta that was politically motivated”.

The News Agency of Nigeria (NAN), reports that the Speaker of the Assembly, Blessing Agbebaku, on Monday suspended three lawmakers over alleged plot to impeach him and other principal officers.

The three suspended lawmakers are; Mr Donald Okogbe (PDP Akoko-Edo 11), Bright Iyamu (PDP Orihonmwon South) and Adeh Isibor, (Esan North East 1).

Okogbe noted that the speaker, by the rules of the House and Constitution of the Federal Republic of Nigeria, did not have the unilateral power to suspend a member.

Okogbe, who said the allegations levelled against them were untrue and unfounded, noted that  the action of the speaker was unconstitutional and against the rules of the House.

“The suspension is purely a vendetta that is politically motivated.

“The speaker acted with impunity and has become a tyrant in the red chair and has become one man suppressing the democratic ideals of the House,” he said.

Okogbe, who also denied the allegations of planting charms in the assembly complex, said he was a devoted Catholic and do not involve himself in rituals

“The allegations levelled against me and others are completely untrue and as a Christian, I hold strongly to my Catholic ideals. I do not have a hand in the ritual and I do not do ritual.

“The suspension came to me as a shock but what is more important is that the House rules and the Constitution of the country made it clear that suspension of any member can only be approved if it enjoys the support of the majority of the Lawmakers.

“Our position is that the speaker does not have the sole power to suspend and that is the point we made during plenary.

“Even if that power exist, suspension of a member cannot be from one sitting and not indefinitely. Anything otherwise is illegal. The power to suspend rest on the members of the House,” he added.

According to Okogbe, I am not bothered because I know that no unjust decision will stand and justice shall prevail.

Also speaking, Bright Iyamu, (PDP Orihonmwon South) said the suspension was illegal adding that they were still studying the situation.

“We are in a meeting, when we are done, we will brief you,’’ he said.

  • INEC withdraws Certificate of Return from Edo lawmaker

The Independent National Electoral Commission (INEC) has withdrawn the Certificate of Return issued to Sunday Aghedo representing Ovia South West Constituency in the House of Assembly.

It issued a new Certificate of Return to Mr. Godwin Adenomo in compliance with the Court of Appeal judgment sacking Aghedo.

The appellate court, last week, sacked Aghedo and declared Adenomo the duly elected member to represent  Ovia South West Constituency.

It ordered that Adenomo been sworn in immediately.

After collecting the certificate, Adenomo stormed the House of Assembly with his supporters to submit it to the Speaker Justin Okonoboh.

He vowed to use legal means to ensure that the sacked lawmaker refunded all funds he collected.

Adenomo said: “Today I presented  myself before the State House  of Assembly and presented my Certificate of Return. I have done everything within time limit and I expect speeding action towards a speedy swearing in”

“By law the former House of Assembly member does not have the locus to seat as the member representing the constituency any longer. What entitles him to seat, the certificate of return has been withdrawn. What is important is that as we speak the former member cannot legally seat at the State House of Assembly.

“I am very happy, though Justice was delay but it was never denied . The judgment says the former member should return every paraphernalia and penny he had collected so far to me. So, when we finish this process, I will approach court for enforcement but as for swearing in, I will depend on my party for that. It is a family matter I don’t have problem with anybody.”

  • Edo lawmaker hails Dangote for training youths

The lawmaker representing Oredo East in the Edo State House of Assembly, Osaigbovo Iyoha, has lauded Chairman of Dangote Group Aliko Dangote for training over 50 youths on concrete road technology.

Iyoha spoke when he inspected Navis street, which is being built by AG-Dangote Construction Company.

The 450 meters road, which links Forestry Street and Lagos Street, is a pilot scheme by Dangote to show the use of concrete technology in road construction.

Over 50 youths have been recruited by the construction firm to be trained in general road construction, surveying, carpentry, masonry, safety, lab technology, welding and road supervision.

“We thank the Edo State government and Ag-Dangote for the project and for choosing this street to be the first, maybe because of its nearness to the city centre.

“They are training our people; they have sent some of them to Obajana for training. 20 of the youths are from around this area while 30 are from across the state. So, I see a better Edo and I believe very soon, we will meet the challenges of unemployment,” Iyoha said.

    Police arrest Edo lawmaker’s ‘attackers’

The police in Edo State have arrested some suspects who allegedly attacked a lawmaker, Abdulrazaq Momoh, at the legislative quarters, Government Reservation Area, Benin City.

Police Commissioner Foluso Adebanjo said he visited the lawmaker at the University of Benin Teaching Hospital (UBTH), where doctors are battling to save his life.

Adebanjo said it was unfortunate that the attack took place in the legislative quarters and vowed to arrest the perpetrator(s).

He said: “Politicians should not overheat the polity. Those involved would be prosecuted, no matter how highly placed.”

Details of the attack are sketchy but sources said Momoh was attacked shortly after he scaled the fence into the quarters when guards refused to open the gate at 11pm.

It could not be confirmed if it was thugs or  the guards, who attacked him.

The lawmaker was still in a coma, when our reporter visited the hospital.

His seat was declared vacant last month, when he joined the Peoples Democratic Party (PDP) without due process.

The state chapters of the PDP and the All Progressives Congress (APC) are trading words over the attack.

PDP State Chairman Dan Orbih said Momoh was attacked by ‘APC thugs’ because he joined the PDP.

Orbih said the attack was a reflection of the growing desperation of the APC-led administration in the face of its fast dwindling political support.

“We call on the inspector general of police to arrest the suspects involved in the incident.”

APC State Chairman Anslem Ojezua said neither the party nor Governor Adams Oshiomhole is violent.

He warned the PDP not to involve the party or the governor in the matter.

Ojezua said: “Even when Momoh left the party instead of resorting to physical combat, the party went to court.

“Momoh is the one who has a history of violence. There was a time he was caught with firearms and he is still facing court action.

“There is no way the governor could condescend to send people to attack anyone because all through his trade union days there was no record of him taking up arms against anybody.

“Whatever happened at the legislative quarters should be left firmly to the lawmakers.”

A lawmaker in the Edo State House of Assembly, Abdulrazaq Momoh, has been remanded in police custody on health grounds.

Momoh was arrested on April 20 during the local government elections allegedly with a pump action gun.

His counsel, Olayiwola Afolabi, objected to the additional charge, which included a request for the case to be tried at the High Court.

Afolabi argued that electoral offences are tried at the magistrate’s court and that his client has never robbed before.

Police Prosecutor Sgt Daniel Matto said it was a coincidence that the robbery was committed on election day.

The Magistrate, Caroline Mwoha, adjourned till May 7 to rule on whether or not to accept the amended charges .
