    Edo speaker tenders apology over altercation at Monday’s plenary

     The Speaker, Edo House of Assembly, Blessing Agbebaku, on Tuesday tendered an unreserved apology for the altercation and rowdiness that arose during the suspension of three lawmakers at Monday’s plenary.

    The News Agency of Nigeria (NAN) recalls the speaker had on Monday suspended three lawmakers for allegedly plotting to impeach him and other members of the Principal Officers Council (POC).

    The suspended lawmakers are Okogbe  Donald Okogbe (PDP-Akoko-Edo II); Addeh Isibor (APC-Esan North-East I), and Iyamu Bright (PDP-Orhionnwon II).

    Agbebaku said: “I wish to apologise to members of staff of this assembly for what happened on Monday at plenary. It was not our intention to create tension in the house.

    “We promise that it will not happen again. This apology is because we hold you in high esteem.”

    Meanwhile, a bill for a law to establish the Edo State Tourism Agency to facilitate the development and regulation of tourism in the state, passed through a second reading.

    Leading the debate for the bill’s passage, the majority leader, Charity Aiguobarueghian (PDP-Ovia North East I), said the bill, when passed, would create job opportunities for youths in the state.

    The Deputy Speaker, Maria Edeko (PDP-Esan North East II), who also supported the bill, noted the state governor’s effort at creating cultural hubs across the state.

    Edeko added that the cultural hubs being built and other tourist sites in the state, however, needed a legal and institutional framework to coordinate and harness tourism potential.

    Other lawmakers who spoke in favour of the bill maintained that tourism remained very essential in revenue generation, hospitality, and job creation.

    The speaker, thereafter, referred the bill to the House Standing Committee on Culture and Tourism for fine-tuning.

    The house also adopted a business calendar of 37 sitting days for the fourth quarter of the first session of the eighth assembly.

    NAN reports the presence of armed security personnel at the assembly to forestall any breakdown of law and order following the suspension of the three lawmakers.

  • Edo Speaker, predecessor bicker over sporadic shootings at legislative quarters

    SPEAKER of the Edo State House of Assembly, Hon Kabiru Adjoto and his predecessor, Victor Edoror, have traded blames over Friday’s sporadic shootings at the legislative quarters. It was gathered that Edoror had been questioned by the police and asked to return on Monday for further interrogation. Sources said residents in the lawmakers’ quarters heard sporadic shootings after which the  the police were invited. Edoror was subsequently invited by the police. A source alleged  that the shootings were done by boys invited by Edoror during the naming ceremony of his new baby boy.

    Edoror however accused Adjoto of orchestrating the shooting to put criminal charges on him despite not paying him salary for many months. He said it was not possible for him to celebrate the birth of a son and cause mayhem at the same time. The former Speaker urged the police to investigate the allegation and urged his detractors to stop putting idols in their heart. “My wife gave birth to a baby boy and I celebrated it. They are doing this despite not paying my salaries and I still won election.”

    Speaker Adjoto on his part said whoever is on suspension is not supposed to be seen within the quarters. “He brought cultists and they were shooting sporadically. When the security could not control them, I called the Police Commissioner who came to chase them away.” On the complaint about the  non payment of salaries by the former Speaker, Adjoto said he is not in charge of salary payment and that the matter is before the court.

    Edo Speaker swears in new lawmaker

    Speaker of the Edo State House of Assembly, Kabiru Adjoto, has complied with the order of the Supreme Court by swearing in Mr. Godwin Adenomo as the new lawmaker representing Ovia South West.

    The Supreme Court last week sacked Mr. Sunday Aghedo and ordered him to refund all allowances and salaries he earned as a lawmaker, and declared Adenomo winner of the All Progressives Congress (APC) primaries.

    Speaker Adjoto informed the lawmakers that Adenomo has forwarded copies of declaration of assets and liabilities to the Speaker’s office.

    “It is constitutional for every public office holder to declare their assets before taking oath of allegiance.

    “The house is in receipt of the Supreme Court judgment to the effect that Mr Godwin Adenomo be sworn in as the lawmaker representing Ovia South West,” he said.

    Also at yesterday’s plenary, the lawmakers received a letter from Governor Godwin Obaseki, requesting the House to confirm nominees for the Edo State Independent Electoral Commission (EDSIEC).

    The letter reads: “I write to request the house to confirm Mr. Stanley Orobator, Mrs. Ododo Odaro and Kingsley Avanrenren, Austin Agbator, Emmanuel Ehiabhi, Asif Usman and Jonathan Anierua as members of EDSIEC.”

    Edo Speaker Justin Okonoboh yesterday narrated how he escaped an assassination attempt while returning to Benin City from his community in Igueben local government area.

    Okonoboh said his backup driver shielded him from the assassins.

    He said the assassins refused to back down even when his police escort fired warning shots into the air.

    According to him: “On my way back from my constituency at about 5pm on Friday where I went to settle some land issues, my aide in the escort van called me from his phone that we should be on alert that a  Toyata Camry was chasing us.

    “When we looked back the car was behind my back up Hilux van. The Camry wanted to overtake the Hilux to block me but the driver did not allow them.

    “The Toyata Camry struggled with the Hilux for about five kilometers and they almost crashed but did not give up.

    “The policemen inside the Hilux van fired a shot into the air to scare them but that did not deter them as they kept chasing us.

    “They pursued us from around Ugbegun-Nebudin -Ujogba road and it was when we got to the Benin-Auchi express way they waved their hands to give us a warning.”

    The Speaker said he was yet to ascertain whether they were armed robbers or kidnappers.

    He however insisted only assassins would behave the way the men did.

    He said: “My security aides inside the Hilux said the men were armed. I have enough security aides attached to me but the challenge is that there are no vehicles to convey them when I am traveling.”

    The Speaker said he has reported to the Commissioner of Police.

  • Edo Speaker to step down on Monday over zoning

    The victory of Godwin Obaseki as All Progressives Congress (APC) governorship candidate from Edo South Senatorial District and Philip Shaibu as his running mate from Edo North has forced the party to produce the House of Assembly Speaker from Edo Central.

    But Speaker Victor Edoror, an Esan indigene, was impeached on May 3 for alleged financial mismanagement and high handedness.

    After the APC governorship primary on June 18 and the nomination of Obaseki’s running mate, the party leaders from Edo Central complained of marginalisation.

    Sensing the danger the development posed ahead of the September 10 governorship poll, Governor Adams Oshiomhole met with APC leaders and resolved to return the Speaker to Edo Central Senatorial District.

    A member of the Assembly, who spoke in confidence, said Speaker Elizabeth Ativie will, on Monday 25, step down through a motion.

    It was learnt that Ativie had been offered the Deputy Speakers with “parting allowances”.

    The lawmakers who met with the governor and party leaders were said to have resolved not to return Edoror; they reportedly chose Justin Okonoboh.

    By the latest arrangement, the three senatorial districts will get their political dues through the party across the state.

    Following the detention of principal officers of Edo State Assembly, namely, the Speaker, Uyi Igbe, Majority Leader, Philip Shaibu and Majority Whip, Folly Ogedengbe by the Economic and Financial Crimes Commission (EFCC) over allegation of forgery which many believed ought to be the purview of Nigerian Police, Minority Whip of the House of Representatives, Samson Osagie yesterday said the National Assembly may be forced to review the EFCC “to remove any area of ambiguity for which the EFCC will want to hide under to be used as political tools by the ruling government.”

    Speaking to journalists on the crisis rocking the state House of Assembly which culminated in the arrest and detention of the trio last week, Osagie said his statement became necessary so as not to allow members of the public be deceived by the Peoples Democratic Party (PDP) which has been justifying the detention of the lawmakers.

    “I am speaking as someone who intervened in the matter and not one who was told or heard. I am not speaking out of hearsay. I was there and asked question why they were invited by the EFCC and I was told why they were invited by the EFCC,” he said.

    Osagie, who is seeking to become the senator to represent Edo South senatorial district said: “First, the EFCC is questioning the regularity of a motion filed on the impeachment of Ebea (Festus) as Deputy Speaker on the ground that the said motion could not have been proper since a member complained that his signature was forged.

    He said it was practically impossible for the EFCC to successfully prosecute the allegation of forgery against the lawmakers.

    IT was a carnival at the Benin City airport yesterday as thousands of supporter of the All progressives Congress (APC) thronged the airport to receive three principal officers of the state House of Assembly; Speaker Uyi Igbe, Majority Leader, Philip Shaibu and Majority Whip, Folly Ogedengbe who were detained in Abuja since Thursday by the Economic and Financial Crimes Commission (EFCC) over allegations of forgery.

    Meanwhile, the police said it has arraigned 22 persons suspected to have participated in the attack on the legislative quarters last Saturday that left sores injured and over 30 vehicles, and properties destroyed. Speaking to journalist at the airport shortly before they moved in a long convoy which caused vehicular traffic along Airport Road, Igbe said they were invited to Abuja expecting that they would be accused of financial misappropriation but that they were shocked that they were accused of forgery of a signature to impeach former Deputy Speaker, Festus Ebea.

    “Last week we were invited by the EFCC and they claimed that they were doing some investigations and that we will be able to contribute to it. So we went there on Tuesday. On Wednesday, we went to the EFCC office. And I was of the impression that the EFCC means Financial Crimes Commission, and therefore I was under the impression that they were going to investigate financial misappropriations. Only for us to get there and issues that concerns the House of Assembly was what they brought up. What they were telling us was that somebody alleged that we forged the signature amongst the signatures that we used to impeach the former Deputy Speaker Festus Ebea. And therefore that was the reason they invited us. I was taken completely aback.

    “But then again I am not too surprise because we all know that this is the systematic way that they use to harass and intimidate us. But I want them to know that this is only going to make us stronger, we will remain focused, we will keep our eye on the ball and eventually we will score the goal, we will not shake, we will not be intimidated, we refused to be intimidated, we are back to the state.

    “We cannot be intimidated by EFCC, we cannot be intimidated even by the President or the PDP. As far as I am concerned, Nigeria remains one, Nigeria will grow from strength to strength and nobody can derail the destiny of this country. And we are ready to fight intellectually. We will not arm our youths but the power of the tongue we shall use to defeat them. Never again will Edo state go back to the years of under development; never again will this country get leaders that are clueless about the issues of Nigeria. We are determined to fight for the destiny of our children.

    ”A statement by the Deputy Police Public Relations Officer (DPPRO), Ejiro Ahwara yesterday indicated that the 22 were arraigned on various charges ranging from conspiracy, threatening violence, willful malicious damage and unlawful possession of weeds suspected to be Indian hemp. It said the police in the state remain neutral in the crisis rocking the state House of Assembly but, regretted that despite persistent warnings from the Command, “hoodlums still remain unrepentant as they still allow themselves to be used by political gladiators to carry out their selfish aims”

    Police arrest Edo Speaker, Majority Leader

    Five persons, including the Speaker of the Edo State House of Assembly, Uyi Igbe and Majority Leader Philip Shaibu, have been arrested by the police for the attack on a lawmaker, Abdulrazaq Momoh.

    Momoh was attacked on Tuesday, shortly after he scaled the fence into the legislative quarters, Government Reservation Area, Benin City, when guards refused to open the gate at 11pm.

    It could not be confirmed if it was thugs or the security men who battered him.

    The Economic and Financial Crimes Commission (EFCC) has invited Igbe and Shaibu to appear in Abuja on Monday over a yet-to-be ascertained petition.

    The Majority leader, who confirmed the EFCC invitation, said they went to the police headquarters on their volition but were detained for over three hours.

    He said: “The EFCC has also invited us to Abuja on Monday. You could see the intimidation. When the Peoples Democratic Party (PDP) lawmakers, including Momoh, forcefully broke into the Assembly complex, the police did not invite them, let alone arresting them.”

    “None of the court orders issued against them was obeyed; the police never did anything to enforce court orders. But you can see we have been detained here since for an issue we know nothing about.

    “Secondly, the EFCC has invited us to Abuja. Nigeria is being embarrassed in South Africa for money laundering perpetrated by the Federal Government, and the EFCC has not done anything.

    “Former Aviation Minister Ms Stella Oduah is moving freely round the country. This is an attempt to intimidate and eliminate all Governor Adams Oshiomhole’s loyalists before the elections.

    “But the Federal Government must be careful. The EFCC has not arrested those people who stole our money but they are inviting us when we don’t award contracts. It is a plan to use federal might.

    “The President should talk to his people because we cannot be intimidated.

    “They are using government agencies wrongly because they have a PDP god father. The ex-minister was not arrested, they cannot cover up that mess and start inviting innocent lawmakers to Abuja.

    “This is the 18th time I have been going to EFCC. We are still here for what we don’t know anything about. The court warned Momoh not to go near the quarters, he went there and the police did not do anything about that.

    “These are plans to eliminate us but it will not work. The Presidency must be careful, everybody must obey the laws of the land, else Nigeria will become a banana republic,” he asserted.

    Shaibu denied reports linking him to the attack. The Majority leader said he does not have hitmen.

    “I’m prompted to debunk the claim because I don’t know anything about the incident. I only received information that an intruder, who scaled the fence of the legislative quarters, was dealt with.

    “At the time of the incident, I was in my official residence and I do not leave my house at night, unless there are serious official engagements. So there was no way I could have been there during the attack.”

    The All Progressives Congress (APC) has raised the alarm over an alleged plot by the Federal Government to incarcerate Oshiomhole’s loyalists.

    The party, in a statement by its Publicity Secretary, Godwin Erhahon, said: “We are aware of the plots by the PDP to arrest, maim, and eliminate those perceived to be loyalists of Governor Oshiomhole.

    “Momoh went there with thugs and it has nothing to do with our lawmakers. Why were they arrested by the police?

    “But we want to warn that any attempt to intimidate our people in Edo State will be resisted. The PDP cannot use federal might to hunt our people. We are still battling Boko Haram; let us not face another war in Edo, it might be too much for the President to handle.”

    Some youths in Auchi, Estako West Local Government Area, yesterday protested the attack on Momoh.

    The protesting youths destroyed Shaibu’s campaign billboards and posters.

    The government has warned detractors not to involve the governor in the matter.

    A statement by Oshiomhole’s Special Adviser, Media and Public Affairs Kassim Afegbua said rather than accuse the governor, the PDP should look inwards, especially as Momoh has a ‘history of violence’, which dates back to his days as a lecturer.

    He said: “We wonder what Rasaq Momoh was doing at the Legislators’ Quarters at 11pm when he has been ejected from the place.

    “It is curious that a supposed “honourable” member had to scale the fence to enter the quarters, in company of some of his thugs, because the gates had been locked.  That act in itself portrays a sinister motive.

    “We recall that as a member of the defunct Action Congress of Nigeria (ACN), Momoh was arrested by a team of Operation Thunderstorm in April last year for unlawful possession of firearms during the local government elections.

    “Even as a member of the ruling party, the governor insisted that he must be charged to court, a case which is still pending.

    “If anything, Momoh’s grouse was about the governor’s refusal to shield him from prosecution which precipitated his eventual defection to the PDP in search for cover.

    “We can say without equivocation that Oshiomhole does not have a history of violence in all his struggles in Nigeria both as a labour activist and as a governor.

    “However, the PDP, to which Momoh belongs, has a long history of violence in the state and beyond. We recall how three members of the then ACN:  Philip Shaibu, Johnson Oghuma and Kabiru Adjotor were macheted and axed by “honourable” PDP members in the House of Assembly four years ago.

    “We wish to state that the governor cannot be intimidated by the deliberate and well-calculated attempts by the PDP and its godfathers to visit terror on its member and blame a third party.

    “Only two weeks ago, we all watched with amazement the visit of terror on the judiciary in Ekiti by PDP thugs who are no doubt sympathetic to the governor-elect. Till date, no one has been brought to book for the desecration of the sacred altar of justice.

    “We have, over the years, become very familiar with PDP’s crude plots and shenanigans aimed at distracting Oshiomhole but as a government that enjoys the mandate of the people, we will remain undaunted in our resolve to take Edo to the next level.”

  • Plot to remove Edo Speaker thickens

    The plot to remove Uyi Igbe as the Speaker of the Edo State House of Assembly has thickened.

    It was learnt yesterday that the removal may take place next week after the defection of some All Progressives Congress (APC) lawmakers loyal to Pastor Osagie Ize-Iyamu.

    Pastor Ize-Iyamu and some aggrieved members have resigned from the APC and indications are rife that they will join the Peoples Democratic Party (PDP).

    Sources said the Ize-Iyamu group is lobbying lawmakers to join the PDP and perfect Igbe’s removal.

    As it stands, the PDP has four lawmakers and the APC 18.

    They said eight lawmakers will leave the party which will increase the PDP members to 12.

    With 12 members, the source said the “Omokhodion treatment” will be applied for the PDP to get majority members.

    Some lawmakers, who spoke to The Nation, denied the defection plans.

    The senator representing Edo North, Domingo Obende and some lawmakers  denied  that they are planning to leave the APC.

    A statement by Obende said the reports of his resignation were to create a false impression among his “teeming supporters who are preparing for his re-election”.

    “I want to assure my supporters that I remain an APC member.

    “I am seeking re-election on the platform of APC and I urge all my supporters to remain firm and committed to the party which has made us realise the dream of giving right representation to the people.”

    Another statement by Johnson Oghuma, Patrick Aisowieren and Festus Ebea also denied the report.

    They said: “We never discussed with any reporter that we are leaving the party we built together with our leaders.

    “The writer is trying to create confusion. We are sure he is sponsored by our enemies in the Peoples Democratic Party (PDP).

    “We remain in APC and we will not leave. The party remains unbeatable in Edo.”
