    Diversification: Edo intensifies push for agric as next oil

    The Edo State government appears determined to transform the state into the heartbeat of Nigeria’s agricultural revolution. The plan is to make agriculture Edo’s ‘New Oil’ by opening up the state for investments in agri-business. The state’s strategic push to prioritise agric via public-private partnership could be the template to galvanise other states in search of life without oil. Asst Editor CHIKODI OKEREOCHA looks at recent policies and initiatives that may have positioned Edo to harness agriculture’s immense capacity to create jobs and industrialise the state.

    Nigeria’s intrinsic potential lies beyond oil. And harnessing this potential, mostly in the non-oil sectors such as manufacturing, agriculture and agro allied industries, solid minerals, Information and Communications Technology (ICT), entertainment and tourism, among others, has become imperative following the sustained decline in global oil prices which started since 2014.

    The crisis foisted various fiscal and economic challenges on the nation such as sharp drop in foreign earnings, decline in foreign reserves and unstable macro-economic environment. State governments appear worse hit. Many of them could not pay workers’ salaries or meet other financial obligations, prompting huge financial bailout by the Federal Government for some distressed state governments.

    This has forced a strategic rethink in favour of diversifying the economy away from oil, as the nation’s age-long over-dependence on proceeds from oil is believed to have triggered the crisis that later snowballed into a debilitating recession. Since then, economic managers at all levels particularly those in the states have been on their toes in a bid to diversify their economies by exploiting opportunities in the non-oil sector particularly agriculture.

    However, while it appears to have been motion without movement in the Federal Government’s economic diversification agenda and indeed, some state governments’, the Edo State Government, The Nation learnt, has moved a notch higher in transforming its intention to diversify into practical actions.

    Rather than hope for a major rebound in oil prices, which appears to be the disposition of the Federal Government and some state governments, the Governor Godwin Obaseki-led administration in Edo State may have resolved to walk the diversification talk by positioning Edo for life without oil by prioritising the agric sector.

    Intent on harnessing the huge investment opportunities in agric, the government, under Obaseki’s watch, put the right foot forward by drawing up an ‘Agricultural Roadmap’ anchored on the state’s comparative advantage in oil palm production, cassava and maize cultivation, as well as other key crops such as rubber, cocoa and timber.

    As part of efforts to operationalise the agric roadmap and ultimately, make agric Edo’s ‘New Oil’, the governor is said to have been courting local and international investors to invest in agri-business. One of the State Government’s investment tours to South East Asia paid off when Singapore-based Tolaram Group confirmed plans to invest in oil palm and cassava cultivation in the state.

    Tolaram Group, which is headquartered in Singapore, with business interests currently in Asia, Africa and Europe, has a diversified portfolio consisting of consumer goods, infrastructure, energy, digital services and other interests, which include distribution, financial services, paper products, real estate and textiles.

    The Group’s proposed investment in Edo, according to sources conversant with the deal, is estimated at $50 million, and the bit on cassava is primed to produce ethanol. While in Singapore, the government also sealed deals covering investments in agriculture, specifically, oil palm and cassava to feed the processing plants of Tolaram Group.

    The investment is expected to contribute to efforts at diversifying the state’s revenue base and empowering people to go into farming with the assurance that companies in the state would buy off produce from them at competitive prices.

    The Edo State Saro Farm in Sobe, Owan West Local Government Area, where harvest is  ongoing, is also seen as a template for leveraging a robust public-private partnership to open up a state’s investment opportunities to potential local and foreign investors.

    The Nation learnt that it was the outcome of a Public-Private Partnership (PPP) initiative with Saro Agro Sciences Ltd., a leading company in agribusiness. The maize farming was conceived by Obaseki to create jobs for thousands of youths across the state.

    According to him, the maize farm was part of his administration’s accelerated agriculture initiative to boost job creation in the state. He said between 50, 000 to 80, 000 agricultural jobs would be created before the end of the year in the state.

    The first phase of the initiative targets job creation for 1,000 farmers through the cultivation of 5,000 hectares of maize farms across five local government areas of the state.

    Another key aspect of the government’s policies on agriculture is the contract farming scheme that has opened up farmlands to investors with enough financial muscle to undertake large scale farming.

    This would not only ensure that lands that hitherto lay idle will be put into good use, but also that the locals would be gainfully employed.

     

    Edo fertiliser plant is game changer

    One of the key challenges to profitable agriculture in Nigeria is lack of certified inputs that guarantee the best of yield. To tackle this, the Edo State Government recently revamped the hitherto moribund Edo Fertiliser Company Limited in partnership with Wacot Limited.

    The fertiliser plant, which is a public-private venture, has the capacity to produce about 60, 000 metric tonnes of fertiliser per annum. The state also has a standing public-private partnership arrangement for the supply of high quality seeds to farmers in Sobe and other farm settlements in the state.

    At the inauguration of the plant, Vice President Yemi Osinbajo expressed delight at the 500 direct jobs created by the investment, noting that more youth will be engaged as a result of the ancillary economic activities that would be generated by the fertiliser plant.

    “The President Muhammadu Buhari administration is committed to making it easy for investors to do business in the country. We want to achieve this through the promotion of transparency and efficiency. We want every state to be involved in this drive and create the enabling environment for business to thrive in their domain,” Osinbajo said.

    The revamping of the facility was part of the revitalisation of fertiliser blending plants across the country. It was the direct consequence of the presidential initiative to diversify the economy from crude oil, boost farming activities as well as develop the agriculture value chain.

    Osinbajo added that agricultural activities in the country could be enhanced significantly if there was improved access to inputs, hence the drive to make fertilizer, which is a major farm input, easily available and accessible to farmers in Nigeria.

    Osinbajo explained that the blending plant would also complement Obaseki’s agricultural development initiative, which is aimed at improving investment in agriculture via public, private partnership as well as creating jobs for youths across the three senatorial districts of the state.

    Obaseki, who described the commissioning of the plant as “a major milestone”, added that “The aim of revitalizing this plant is to make the state self-sufficient in food production and enable farmers get fertilizer at affordable prices. We in Edo State are determined to make food available in the country.”

    He added the facility would go a long way in providing fertilizer for neighbouring states such as Kogi, Delta, Ondo and Anambra among others as it was the only blending plant in the region.

    He commended the Federal Government’s leadership role in the execution of the Presidential Fertilizer Initiative as well as the management of WACOT for partnering with the Edo State Government in revamping the plant.

    The Group Managing Director of WACOT, Mr. Rahul Savara, said the Presidential Fertilizer Initiative has made local production feasible and sustainable in the country, assuring that the Edo Fertilizer and Chemical Company would be made up of 95 per cent indigenous workers.

     

    Nexus between youth, agriculture and jobs

    The State Government’s plan is to build a strong nexus linking youths, agriculture and jobs. It believes that tapping opportunities from its vast arable land to provide jobs for teeming youths would quell job crisis. The idea is hinged on the thinking that agriculture has a huge potential for job creation, which affords the people better life.

    At the opening ceremony of Edo Fertilizer Plant, Obaseki said the plant was a key peg for engaging youths in the state, especially as it provided needed input to fast-track agricultural development. According to him, “This achievement is an open call to other investors to bring in new technology, create more jobs and expand our economic opportunities.”

    Much as these efforts are directed at opening up Edo for agri-business investment, experts say that it also tells of the governor’s long-term plan to make the state the heartbeat of agricultural revolution in Nigeria. Going by the steps taken so far, not only will more investments flow into the state, but the people are in a determined march to progress.

     

    Dangling the proverbial carrot to investors

    Aware that positioning Edo as an investment destination of choice will not be a tea party, the State Government as part of efforts to woe investors, has removed all the barriers to trade and investment.

    One of such moves was the signing of the Private Property Protection Law (PPP) law. The law criminalises the activities of Community Development Associations (CDAs) in the state.

    The CDAs were said to be notorious for harassing land owners by making them pay all sort of illegal levies and fraudulently sold people’s property until the PPP Law was put in place by the Obaseki-led government.

    The passage of the PPP law effectively outlawed the activities of land speculators and grabbers, who had for years tormented investors in the state. This has cleared the space for investors to site factories and industries in parts of the state without fear of intimidation from anyone.

    As part of efforts to woe investors, the State Government has prioritised infrastructure by creating a separate Ministry of Infrastructure to drive the realisation of the Gelegele Seaport, the expansion of the Benin Airport in partnership with the Federal Government and the construction of intra-city and inter-state roads amongst other projects.

    The Nation learnt that work on the Gelegele Seaport is in progress as there is sufficient economic justification for its development. According to Obaseki, the facility would serve as an agro-processing zone and will be driven by the State Government and the private sector.

    The governor explained that the seaport will be located where there is enough gas that can be used to generate electricity and power industries. “There is sufficient economic justification for the Gelegele port and we will raise funds from the private sector to develop the facility,” he said

    Obaseki said the seaport is on course as his administration is talking to consultants who are currently working on the designs and conducting studies on water depth, the width of the river and the amount of dredging needed. He assured Edo people that a lot is being done to make the project a reality within the shortest and realistic time possible.

    To further underscore its commitment towards preparing Edo for life without oil, the State Government has concluded arrangements to host a 3-day business/investment summit tagged, ‘Alaghodaro Investment Summit,’ with the theme ‘Envisioning the Future.’

    Alaghodaro is a Benin catch phrase meaning ‘Progress’ or ‘Moving forward.’ According to its organisers, it will bring together top-notch Nigerian and International business leaders, investors, bankers, industry experts, policymakers and the academia to set the agenda for the state’s development.

    The Alaghodaro summit is a parley for key investment discourse on Edo’s future, wherein manufacturers, industrialists, investors, agro-allied businesses would dominate and generate immense internal revenue, allowing the people the opportunity to pursue their affairs without worrying about the hues of the international oil market.

    It will showcase how Edo State intends to partner with the private sector to leverage on its competitive advantage in different sectors for sustainable economic growth.

    The Edo State Government has approved the bill to enact the Edo State Trafficking in Persons Prohibition, Enforcement and Administration Law 2017As monthly pension payment hits N244million.

     

    The bill which was presented by the Attorney General and Commissioner for Justice, Professor Mrs Yinka Omorogbe, at the weekly Executive Council Meeting on Wednesday, provides for the establishment of the Edo State Task Force on human trafficking and other related matters.

     

    Commissioner for Communication and Orientation, Rt. Hon. Paul Ohonbamu, who spoke with journalists after the meeting, said the bill will help to check the disturbing and illegal activities of human traffickers in the state.

     

    Ohonbamu explained that the bill will be sent to the Edo State House of Assembly for consideration and passage.

    Other decisions reached at the EXCO meeting according to the commissioner, are the approval of the appointment of Prince Raphael Ojo Alufah as the Elekor of Ekor (village head) in Akoko North clan, Akoko Edo Local Government Area and the ratification of the programme of events for the forthcoming Alaghodaro Investment Summit.

     

    He explained that “the local government in the state have increased pension payment from 212 million monthly to 244 million monthly and have paid over 2.4 billion from January to September 2017.” 

     

     “Arrangement for the celebration of the first-year anniversary of the present administration was also discussed at EXCO, which approved that the event is marked by three programmes including An investment Summit tagged Alaghodaro 2017 with the theme: ‘Envisioning the Future’ from November 10-12, 2017.

    “The groundbreaking of the Edo State Industrial Park at Iyanomo, Ikpoba Okha Local Government Area will be done on Saturday, November 11, 2017, and an interdenominational service in collaboration with the Christian Association of Nigeria will be held at the Samuel Ogbemudia Stadium on November 12, 2017, which is the main anniversary day,” Ohonbamu said.

    Edo anti-CDA taskforce orders arrest of Odionwere of Ohonre Community

    Standing firm on its resolve to curtail illegal activities of Community Development Associations (CDAs), Edo State Government has ordered the arrest of the Odionwere of Ohonre, Mr. Victor Ugiagbe, over his refusal to honour invitations by the Taskforce on Private Property Protection.

    The Vice Chairman of the Taskforce on Private Property Protection, Chief Osaro Idah, disclosed this on Monday, warning against the antics of CDA members who still perpetuate illegal activities in the state.

    He said that Mr. Ugiagbe, who hails from Ohonre Community in Ovia North East Local Government Area of the state, was reported to have claimed ownership and destroyed the perimeter fence of a landed property belonging to one Mr. Oviasuyi Brown.

    He added that when the task force invited Mr. Ugiagbe to make his case, he refused to honour the taskforce’s invitation on the allegations leveled against him.

    Chief Idah said the committee would further seek legal advice from the Edo State Ministry of Justice to ascertain the final steps to be taken in the court case filed by Mr. Victor Ugiagbe against the taskforce’s order.

    The taskforce’s Public Relations Officer, Hon. Osaro Obazee, said the committee has presided over and resolved about one hundred cases since its inauguration.

    He noted that some cases were resolved by the warring factions in communities that have been sensitised on the consequences of disregarding the PPP Law.

    According to him, “Some communities that know the implications of the law have resolved land disputes amicably. The task force only waded into those that weren’t making headway.”

    The Edo State Government has assured the people of the state that work on the Gelegele Seaport is in progress as there is sufficient economic justification for its development.

    Speaking to journalists on the socio-economic gains of the planned seaport, Governor Godwin Obaseki explained that it would serve as an agro-processing zone and will be driven by the state government and the private sector.

    Reacting to the rejection of a motion on the establishment of the seaport, sponsored by Honourable Ehiozuwa Johnson Agbonayinma in the House of Representatives, Obaseki said Gelegele seaport will serve as an export processing zone, and added that the appropriate agencies are already being consulted.

    “For me, I don’t understand what was being attempted or what the issues are at the House of Representatives. We never designed a Port that requires such a motion to be moved on the floor of the National Assembly. I must add that we are ready to work with all organs of government to realise this project as it will impact greatly on the economy of the state and region,” the governor said.

    He explained that the seaport will be located where there is enough gas that can be used to generate electricity and power industries.

    “There is sufficient economic justification for the Gelegele port and we will raise funds from the private sector to develop the facility. We do not believe that the federal government will stop or discourage Edo State from building a Port that is economically viable,” he added.

    Edo to partner VLISCO Group on Skills Acquisition programme

    The Edo State Government has expressed readiness to partner with VLISCO Group to support skills acquisition programme for youths in the state, as part of efforts to tackle the scourge of human trafficking and slavery.

    Governor Godwin Obaseki, said this while playing host to top management of VLISCO, led by the Chief Executive Officer (CEO), David Suddens, who paid him a courtesy visit at the Government House in Benin City, the Edo State Capital on Monday.

    Obaseki said the goal of his administration is to empower the youths by creating an environment that will attract businesses and employment opportunities.

    “As a government, our plan is to first attract businesses to the state and ensure that they thrive by taking advantage of our strategic location as a logistics hub,” he said.

    He lamented that with a population of about 4.5 million people, 60 percent under the age of 25, many of the youths want to travel abroad.

    He explained that given “the strategic location of the state, the European Union (EU) and other international partners are asking us to come with proposals and are ready to support and help create industries and jobs for our young people to ensure they stay back and be gainfully employed.”

    The governor said his administration will leverage on the comparative advantage of the strategic location of the state to attract investments, adding that “the advantage gives the state a market size of about 60 million people.”

    Earlier, the CEO of VLISCO said his organisation is known for the production of Dutch wax, and assured that they are looking at opportunities to expand their business.

    He said the company’s vision is to grow cotton in Nigeria and export the product to Holland. He added that his group intends to build a printing mill in Nigeria that will print for Nigerian consumers, using high digital printing technology.

    The Edo State Government has disclosed plans to enact laws against human trafficking, as part of the ongoing measures to tackle illegal migration and drastically reduce the trade in human beings.

    The state Attorney General/Commissioner for Justice and Chairperson of the Edo State Taskforce on Human Trafficking, Prof. Yinka Omorogbe, disclosed this at the flag-off of a state-wide sensitisation  workshop on human trafficking and illegal migration, held at Idogbo, the Headquarters of Ikpoba Okha Local Government Area.

    Prof. Omorogbe said, “the state government is working on a law to ensure perpetrators who aid human trafficking and illegal migration are sentenced to jail without the option of fine. All hands must be on deck to support this drive in curtailing the menace, which has damaged the reputation of the state.”

    The Edo State Taskforce on Human Trafficking is a collaboration of the state government and international agencies such as the European Union. It is aimed at rebranding the state as an investment destination with human resources potential.

    Prof. Omorogbe said instead of youths to take to illegal migration, they should rather take advantage of the state government’s initiative on job creation, as the state is already setting up technical centres for skills acquisition.

    The Enogie of Ukhiri, a community in Ikpoba Okha Local Government Area, Bar. Godwin Aigbe, commended the state government’s efforts in organising the sensitisation workshop to enlighten youths on the dangers of human trafficking and illegal migration.

    Bar. Aigbe said “youths should take advantage of the government’s job initiative by registering on the state job portal, which will avail them better opportunities than embarking on treacherous illegal journey to Europe.”

    The Edo State Government has said that the recent arrests by the State Police Command of seven persons in connection with the murder of Prof. Paul Otasowie, a lecturer with the University of Benin, killers of three police officers who also kidnapped Andy Ehanire, the Chief Executive of Ogba Zoological Garden, justify Obaseki’s insistence on a new commissioner of police for the state.

    While commending the new Commissioner of Police, Johnson Kokumo, the state government, through the Special Adviser, Media and Communication Strategy to the Edo State Governor, Crusoe Osagie, stated that the security challenges in Edo required a highly experienced operational police officer at the helms of affairs and that it is quite gratifying that CP Kokuma has since hit the ground running, “a result of which is the large hurl of arrests in barely 48 hours of his assumption of duty in Edo State”.

    Otasowie, a senior lecturer in the Department of Electrical and Electronics Engineering, was on October 4 killed by gunmen in Ekehuan area, in Oredo Local Government Area of the state.

    The deceased, who was the Director of the institution’s Student Industrial Work Experience Scheme, was said to have been shot in front of his residence.

    The police explained that seven out of those principally responsible for the killing have been arrested and each has given useful statement to the police. The police further stated that four suspects in the murder of three police officers and the kidnap of Ehanire of have been arrested.

    The police, through Moses Mkombe, the force public relations officers, said that the command is still on a manhunt for the rest other members of the group.

    “Each of them has spoken on the role he played in the crime and we have been able to extract useful information from them. We are currently on a manhunt for the other members of the gang,” Mkombe said.

    The Edo State Government has revealed plans to set up a specialised court across the state as part of its ongoing efforts to attract more investors in the property development sector.

    This much was disclosed by former Inspector General of Police, IGP, and Chairman, Edo State Private Property Protection Task Force, Dr. Solomon Arase, at the Government House in Benin City, during a chat with journalists on the state’s efforts at creating the enabling environment for investors in property development.

    “The state governor has promised to speed up the process to create specialised courts which will enable us prosecute individuals and groups involved in illegal land allocation which stifles economic development,” Arase said.

    The thinking in Edo State government circle is that the specialised courts will assist in the speedy and timely dispensation of property-related legal matters which is a basic requirement in attracting investors into the state’ property sector.

    Investors are believed to be discouraged from investing in the state because of the activities of the outlawed Community Development Associations (CDAs).

    Dr. Arase further said that the state is also making efforts to rehabilitate members of the outlawed CDAs through the setting up of farms and technical institutions across the state to provide the youths who were members of the CDAs with skills and better means of livelihood.

    The former IGP stated also that the taskforce is also collaborating with traditional institutions to sanitise the process of allocating landed property to developers.

    The chairman commended the synergy between the state governor and the Oba of Benin in creating the legal framework to address the chaotic and illegal activities of the CDAs which worked against the growth of the state in the past.

    The Edo State Government has disclosed plans to build ultra-modern bus parks in Benin City, as part of the state’s ongoing efforts to decongest the state capital.

    This was disclosed by the Commissioner on Infrastructure, Hon. Osahon Amiolemen at the Government House in Benin City during a chat with journalists on the state’s efforts at developing infrastructure across the state.

    According to the Commissioner, “the state government is putting plans in place to enter into long-term Public-Private Partnerships (PPA) to enable it achieve its strategic plans in decongesting the major parts of the state capital by constructing ultra-modern bus stations.

    The construction of the ultra-modern bus parks will include a major bus park to be used for intercity and intracity commuters at Obakhavbaye as the use of Oba Akenzua Cultural Center as a bus station is only a temporal provision.”

    On road construction and rehabilitation across the state, Engr. Amiolemen said “the state government has approved a new pricing template for input in road projects across the state for cost-efficient projects.

    Noting that the approval for the rescaling of pricing for road construction inputs will allow for more roads project, he said, “there are about 40 roads being constructed and rehabilitated, of which some have been awarded. These included; Ikpokan, Moruyi Street, Obakhare, Lucky Way, and 19 streets all in Benin City. Others included the ongoing rehabilitation of Eghuaghua, Iruekpen road first phase in Edo Central Senatorial zone and the Aghua-Agbede road in Edo North Senatorial zone.”

    Edo sets three months timeline for building plan approval

    As part of efforts by the Edo State Government to unlock the socio-economic benefits in the housing sector, the Edo State Ministry of Physical Panning and Urban Development has unveiled a three months time limit for processing and issuing  building plan approvals to prospective developers.

    According to the Commissioner for Physical Planning and Urban Development, Hon. Erimona Edorodion Oye, the new procedure will ensure “that all applications for building permits do not exceed three months which is in line with the provisions of the Nigerian Urban and Regional Planning Law, Decree no. 88 of 1992.”

    Hon. Oye urged all those who have ongoing/ pending building plan approvals to submit all the necessary documents required for the granting of their building approvals so that their building plans can be processed.

    He advised the public that “any pending building plan approval application in the Ministry of Physical Planning and Urban Development that does not have the necessary documentation required and that has exceeded three months, come December 30, 2017, shall be deemed to have expired and approval will be denied/rejected.”

    The commissioner assured of the state government’s readiness to begin the issuance of building permits within three months.
