  • ‘School-based management committee to monitor renovation of 230 schools’

    The Edo State Governor, Mr. Godwin Obaseki, has said that School-Based Management Committee (SBMC) will play a critical role in monitoring the refurbishment of the over 230 primary schools under the Edo Basic Education Transformation (EdoBEST) programme.

    The governor disclosed this at the Edo State Universal Basic Education Board (SUBEB) appreciation banquet organised for EdoBEST field workers in Benin City, the State Capital.

    He said plans are underway to ensure that the refurbishment of schools is completed before the end of the holiday season, adding that in 2019, another batch of 230 schools will be renovated.

    “My goal is to refurbish all the schools under EdoBEST before the end of 2019. I will rely on the School-Based Management Committee (SBMC) to help the state government monitor all the contractors to ensure good service delivery and, where necessary, draw government’s attention to poor jobs,” he added.

    Obaseki assured: “We will provide furniture in all the schools slated for refurbishment. We will start with schools in deplorable conditions before moving to other schools and we will ensure all our schools in the state have toilet facilities.”

    He explained that ten years ago, the All Progressives Congress (APC)-led administration focused on the physical infrastructure in schools in Edo State, with the red roof revolution, but maintained that the buildings didn’t solve all the problems.

    “Our administration is now focusing on the people, the system as well as the process. When we get it right, things will fall in place,” he added.

    He commended the field workers under the EdoBEST programme for the success and progress recorded so far in less than one year, adding that his administration will commence the Federal Government’s Home-Grown School Feeding programme next year in the state to encourage enrolment.

    According to him, “I am happy to be in your midst today to celebrate with you as you have made me proud. I thank all the field officers that have driven the process, making it possible to attain this much success in revamping the education sector in the state. Education Marshals shall be introduced into the school system in 2019.”

    Commissioner for Education, Hon. Emmanuel Agbale, said the field workers comprise 106 Social Mobilisation Officers (SMO), 54 Learning and Development Officers (LDO) and five Quality Assurance Officers (QAO).

    Agbale said the 106 SMOs visited 607 EdoBEST schools to sensitize and work with 11,382 SBMC, who were trained in 202 clusters across the three senatorial districts.

    The commissioner said the EdoBEST programme is core in the education reforms of the Obaseki administration, aimed at improving teaching and learning as well as infrastructure.

    The Chairman, SUBEB and Special Adviser to the Governor on Basic Education, Dr. Joan Osa Oviawe, thanked the governor for giving them the opportunity to contribute their quota to the development of basic education in the state and commended the field workers for making the programme a success.

  • Edo SUBEB completes training for fresh 1, 500 teachers

    The Edo State Universal Basic Education Board (SUBEB), has completed training for a new batch of 1, 500 public primary school teachers in the state, on the use of modern technologies in the classroom.

    The training is an initiative of the Governor Godwin Obaseki-led administration to reform the basic education sub-sector of the state, and restore the glory of public education.

    It entails training of teachers and deployment of Information and Communication Technology (ICT), and reforming the school system to adapt to modern trends in pedagogy.

    The training of the teachers selected from public primary school across the state is a component of the Edo Basic Education Sector Transformation (Edo-BEST) Teachers’ Professional Development (TPD) phase II programme.

    Recall that in May 2018, Governor Obaseki launched the Edo Basic Education Sector Transformation (Edo-BEST) programme, which signalled the start of the overhaul of the basic education sub-sector in the state.

    The Edo-BEST TPD phase II programme entails the training of teachers on new teaching methods, deployment of Information and Communication Technology (ICT) tools in teaching; harmonisation of teaching and learning outcomes across locations as well as the adoption of interactive classroom management model among others.

    Other aspects captured by the training include: governance and institutional development; teacher and curriculum development; community participation and partnership; and infrastructure and organisational development.

    The 1, 500 teachers who have completed their training, are part of the 5, 000 teachers selected from primary schools across the three senatorial districts of the state and are being trained in three batches.

    According to the Chairman of Edo SUBEB and Special Adviser to the Governor on Basic Education, Dr. Joan Osa Oviawe, 3, 500 other teachers are expected to complete their training on August 31 and September 14, noting that by September, the state government would have successfully trained a total of 7000 teachers and outfitted them with digital devices and smart phones for the headteachers.

     

  • 65-yr-old arrested for defiling, impregnating pupil in Edo

    A 65-year-old, Matthew Omokhafe, has been arrested for allegedly defiling and impregnating a 13-year-old Primary Four pupil in Akoko-Edo Local Government Area of Edo State.

    Acting Chairman, Edo State Universal Basic Education Board (SUBEB), Dr. Joan Osa Oviawe, disclosed this in a chat with journalists in Benin City, on Friday, noting that the board played active role in the arrest of the culprit.

    According to her, “We took a course of action by visiting and ensuring that the case was transferred from the Akoko-Edo Area Division of the Nigeria Police Division to the State Criminal Investigation Department in the state capital, Benin City.”

    Dr. Osa Oviawe added that “with the collaborative efforts of the Child Protection Network (CPN), SUBEB was able to handover the child’s custody to the State Ministry of Women Affairs and Social Development.”

    She assured that the case would be charged to court to ensure that justice is done.

    Edo SUBEB has been at the forefront of the fight against child abuse and molestation, spearheading the arrest and prosecution of individuals that put children in the state’s public schools in harms way, especially as regards sexual abuse of minors.

    The board has been working in tandem with the State Ministry of Women Affairs and Social Development in bringing succor to the affected children, ensuring their safety.

  • Police arrest 58-year-old man for defiling minor in Edo

    …Edo sets up committee on child defilement

     

    The Edo State Government has set up a committee to check the incidence of child defilement in the state, in a renewed effort to strengthen the Child Rights Law to address issues of sexual abuse of children.

    Acting Chairman, Edo State Universal Basic Education Board (SUBEB) and Special Assistant to the Governor on Basic Education, Dr. Joan Oviawe, disclosed this during a press briefing at the Government House, Benin City, when the state government handed over a 58 years old man, Mr. Lambert Ighodaro, to the State Police Command for prosecution for allegedly raping a 12 years old girl in Benin City, Edo State capital.

    Dr. Oviawe added, “After the case was reported by SUBEB to the Police, Mr. Lambert was apprehended by the Police.”

    She said, “This was after SUBEB received report of the incident from the class teacher of the 12 years old girl, who is a pupil in one of the primary schools. She had observed that the girl was always absent from school and contacted the girl’s guardian to find out the cause of her absenteeism.”

    “The girl told her class teacher how she was being sexually abused by Mr. Lambert Ighodaro, in his house during school hours since 2017. She alleged that the man gives her money after defiling her,” she added.

    The SUBEB boss told journalists that the state governor, Mr. Godwin Obaseki, had set up an inter-ministerial committee to develop a framework to curb the incidence of child defilement in the state.

    She said the board is concerned about the wellbeing of pupils while in and out of school, noting that structures are being put in place to assist victims of rape overcome stigma, while the perpetrators are not only shamed but prosecuted.

    She said, “Teachers who were trained recently in the Edo Basic Education Sector Transformation (Edo BEST) programme, were trained on ways to identify children who have been abused physically and sexually.”

    Oviawe explained that the board was also investigating two other cases of sexual abuse involving an 11 years old girl and another eight years old girl.

    “The state government is reviewing existing Child Rights Law to strengthen the law made to combat all forms of abuses against children in the state,” she noted.

     

     

  • FG lauds Obaseki for foresight in conducting school census

    Executive Secretary, Universal Basic Education Board (UBEC), Dr. Hamid Bobboyi, has commended Edo State Governor, Mr. Godwin Obaseki, for the ongoing education reforms as well as the governor’s foresight in conducting a school census in the state to strengthen the education sector.

    Dr. Bobboyi made the submission in Benin City, during the monitoring of ongoing National Personnel Audit (NPA) of primary and secondary schools in the state being conducted by UBEC.

    Recall that the Edo State Universal Basic Education Board (SUBEB) had conducted a similar exercise in public schools few months ago, comprising public primary and secondary schools from Kindergarten to Senior Secondary School (SS) 3. The current exercise by UBEC covers public and private schools across the country.

    In his remarks, Bobboyi said, “It is highly commendable that the state governor understands the essence of the exercise, having conducted a similar exercise to generate data from schools to aid planning. The exercise by UBEC will help map out primary and secondary schools across the state.”

    According to him, “The ongoing National Personnel Audit is being organised to collect data for planning. The exercise is being carried out in public and private schools. It also covers faith-based schools and is being conducted nation-wide. Through the exercise, UBEC will develop a geographical information system (GIS) for locations of the schools. This will be done in collaboration with the National Space Research and Development Agency (NASDRA). The data generated will be useful for strategic planning in the basic education sub-sector.”

    Acting Chairman, Edo State Universal Basic Education Board (SUBEB) and  Special Adviser to the Governor on Basic Education, Dr. Joan Osa Oviawe, said, “The state will continue to strengthen existing collaboration with UBEC as the state governor remains committed in his strategic vision to improve access to quality basic education in the state.”

    She commended the team of enumerators, noting, “The state government will be as responsive as possible in areas where there are challenges in the ongoing exercise.”

    Dr. Oviawe urged private school proprietors to collaborate with the enumerators who are going round to collect the data for the NPA, adding that the exercise is not intended to increase tax of private schools’ proprietors.

    Proprietor, Inomwan Foundation School, in Benin City,  Gen. (Rtd.) Godwin Abbe, commended the state governor for the initiative to reposition the basic education sector, noting, “Governor Godwin Obaseki’s ongoing reforms in the basic education sector have set a fantastic pace in repositioning the sector.”

  • Edo hands over father, two sons to police for defiling 9-yr-old child

     

    The Edo State government has handed over 70 years old Francis Ezomo, and his two sons; Nosa Ezomo, 26 years old and Festus Ezomo, 29 years old, to the Edo State Commissioner of Police, Mr Johnson Kokumo, for allegedly defiling a nine-year-old girl, who is a relative of Mr Francis Ezomo’s wife.

    The Acting Chairman of the Edo State Universal Basic Education Board (SUBEB) and Special Adviser to the Edo State Governor on Basic Education, Dr. Joan Osa Oviawe, told journalists after the suspects were handed over to the Police at Government House, Benin City, that the case was reported to her office by the headmistress of the minor.

    “The issue came to the limelight when the headmistress of the minor’s school noticed a change of behaviour in the minor and decided to ask her what the problem was. The nine years old girl narrated her ordeal to the headmistress who then informed the Education Secretary of the local government council where the alleged crime took place. We then swung into action and got the Ministry of Women Affairs and Social Development involved,” Dr. Oviawe said.

    The SUBEB boss added that when “we could not get the necessary action required from the Police, the state government swung into action and these three men were apprehended almost immediately.”

    She explained that the Ministry of Women Affairs and Social Development has taken custody of the child who is now in a safe place and assured that SUBEB would ensure that her education is not truncated.

    “What the men have done is bad and their actions have attempted to destroy the life and future of the minor. The three men took advantage of the child and exposed her to trauma. We have waded into the case to ensure justice prevails,” Oviawe said.

    The commissioner of police assured that his men would investigate the allegation and charge the case to court.

    “Scientific investigation for the minor was sent to the hospital and a doctor report has shown that her hymen has been broken. The scientific report has established that the minor was sexually abused. We will investigate the case and charge them to court,” Kokumo said, and urged parents not to leave the duty of nurturing their children to teachers in schools.

    “Nurturing a child is not just the responsibility of the school, both parents and guardians have a lot of roles to play in the proper training up of our children,” the police boss said.

  • Obaseki okays teachers’ promotion, clears three years backlog

    Edo State Governor, Mr. Godwin Obaseki, has approved the promotion of teachers in public primary schools in the state.

    The outstanding promotions approved by Governor Obaseki covers three years, from 2013, 2014 and 2015.

    Obaseki has also directed that promotion letters be issued to the affected teachers by the State Universal Basic Education Board (SUBEB).

    Acting Chairperson, Edo State Universal Basic Education Board (SUBEB) and Special Adviser to the Governor on Basic Education, Dr. Joan Osa Oviawe, said: “the details of the promotion letters are being finalised. A list of the teachers affected by the directive of the governor will be sent out to education secretaries in the Local Government Education Authorities (LGEAs) indicating teachers who have been promoted across the 18 local government areas.”

    Dr. Oviawe explained that, “Clearing the backlog of promotion for teachers speaks to the prevailing narrative that Governor Obaseki cares about the welfare and wellbeing of teachers in the state.

    “The governor’s directive has further demonstrated his commitment beyond mere rhetoric. He has continued to display maximum support to provide conducive environment for effective teaching and learning.”

    Noting that lifting the ban on the promotion of teachers in primary schools is significant, she added, “This will enable the state government achieve the objectives of Edo Basic Education Sector Transformation (Edo-BEST).”

    Edo SUBEB apprehends school vandal, reads riot act

    Acting Chairman of the Edo State Universal Basic Education Board (SUBEB), Dr. Joan Oviawe, has described as condemnable the vandalisation of properties at the Special Needs Schools for the Visually Impaired, Mentally Challenged and Hearing Impaired at Ukhegie, in Benin City.

    In a statement on Thursday, in Benin City, Dr. Oviawe, who disclosed that the suspected vandals have been apprehended,sternly warned that the state government would no longer tolerate the destruction of facilities in public primary schools, noting that perpetrators will be held accountable and prosecuted in the court of law.

    “It was gathered that window fittings and other facilities at the school were undone and carted away on Monday, February 12, by the suspects, whose names could not be released because the Police hasn’t concluded investigations on the matter.

    “A total of six classrooms were affected in the incident with aluminum roofing sheets of one of the classrooms completely damaged. Officials of the school said this was not the first of such incidents at the school,” she said.

    Dr. Oviawe said the incident is not only morally reprehensible but should be frowned at, adding, “The state cannot progress when facilities in primary schools are vandalised. Such acts put the future of children in public schools in jeopardy. These children deserve the right to learn in a conducive environment with adequate facilities.”

    She appealed to communities and other stakeholders to work with government to root out vandals, noting, “Edo people who reside close to public schools should support government’s stance to stamp out the activities of vandals. They are encouraged to report individuals and groups who vandalise public assets in schools to the nearest police post.

    She said efforts are ongoing to retrieve the stolen items from buyers, noting that the arrested suspects are in Police custody. “We intend to use the prosecution of this matter to teach others who are in the habit of vandalising public property lessons,” she said.

    Obaseki tasks Edo SUBEB on service delivery, accountability 

    The Governor of Edo State, Mr. Godwin Obaseki has tasked the newly recruited staff of the Edo State Universal Basic Education Board (SUBEB) on efficient service delivery and accountability to ensure a strong and vibrant education board.

     

    Obaseki gave the charge at the closing ceremony of a two-day Orientation/Retreat held for the newly recruited staff of SUBEB, in Benin City.

     

    He explained that strong institutions are needed to sustain his administration’s educational policies geared towards repositioning basic education in the state.

     

     “We want to build a very strong and dynamic SUBEB that is focused and free from unnecessary external influence. We want the board to be self-sustaining, that was why we moved everyone out of SUBEB and recruited new crop of workers” he said.

     

    The governor regretted that SUBEB across the country has been turned into a political tool, to the detriment of the educational wellbeing of the Nigerian child.

      

    He said: “Now is the time for us to train our children to fit into the current technology-driven world so that they can contribute their quota to global advancement.”

     

    He warned that his administration has zero tolerance for corruption, and declared that any fraudulent or redundant person would be dismissed.

     

    “We have given you the right orientation so you have to align with the mandate of the board; we will equip you with the appropriate technology to boost your productivity.

     

    “Anybody we find lagging behind will be dropped because our goal is to have a renewed basic education system,” he stressed.

     

    The governor mandated the agency to come up with a work plan within a 30-day period so that it could source funds, and disclosed that the state government has made money available for it to do its work. 

     

    He commended the outgoing board committee members for their efforts at strengthening the agency.

     

    Obaseki further said that the Special Adviser on Basic Education, Dr Joan Osa Oviawe will serve as the Sole Administrator of the board pending when a new board would be constituted. 

     

    Mrs Caroline Aikoriogie, an administrative staff, who spoke on behalf of the staff, thanked the governor for deeming it necessary to reposition the board and assured him of their support.
