    Avert possible breakdown of law and order in Edo, Reps tells NSA, police

    The House of Representatives yesterday resolved to set up an ad hoc committee to interface with the National Security Adviser (NSA), the Nigeria Police Force (NPF) and other security agencies to avert a possible breakdown of law and order in Edo State.

    The House mandated its ad hoc committee to interact with the state government and the Benin Traditional Council to resolve the conflict that arose from the government’s plan to create more traditional institutions from the Benin Kingdom.

    The Green Chamber’s concern followed a motion of urgent public importance on the need to avert a likely breach of the peace in the state as a result of the state government’s plan.

    The motion was sponsored by Dennis Idahosa, Billy F. Osawaru, Murphy Omoruyi and Esosa Iyawe.

    The four lawmakers represent the seven local government areas that make up Edo South Senatorial District covering Benin Kingdom.

    Presenting the motion before the House, Idahosa reminded his colleagues that the Benin Kingdom has a history that dates back to several millennia with the Oba of Benin as the only titular traditional ruler of the kingdom.

    The lawmaker said due to colonialism and subsequent creation of local government areas, the Benin Kingdom was encapsulated in the seven local government areas, namely Oredo, Egor, Ikpoba-Okha, Uhunmwonde, Orhionmwon, Ovia South West and Ovia North East.

    According to him, despite the creation of seven local government areas in Edo South, the Oba of Benin remains the sole traditional ruler in the Edo South Senatorial District.

    He also said the Oba of Benin – with the support of the chiefs he appointed – exercises his customary supremacy over Benin Kingdom through the Benin Traditional Council, the only competent traditional authority in Edo South Senatorial District.

    Idahosa expressed concern that without any cause, the state government announced its intention to institute a “new regime” by creating new traditional councils in the seven local government areas with chiefs appointed by the Oba constituted into the proposed traditional councils.

    The lawmaker said such a plan amounted to constituting parallel customary authorities to compete with the Oba of Benin in influence over Benin Kingdom, thereby balkanising the age-long kingdom.

    He said the plan was a provocative and an unconscionable infiltration into the revered ancient traditional structure of the Benin Kingdom.

    Idahosa expressed concern that the development was generating distress and tension in Edo South Senatorial District with the possibilities of degenerating into a violent breakdown of law and order in the district.

    The Edo State Governor Godwin Obaseki has said the development of the 169-room Edo Radisson Hotel Project will boost the growth of the hospitality and tourism sectors and foster economic growth and development in the State.

    The governor said this at the signing ceremony of the International Management Agreement between the Edo State Government and the Radisson Hotel Group, at the Government House, in Benin City.

    The 169-room hotel, scheduled to open within the next 12 months is the Group’s 12th hotel in Nigeria and officially marks their debut in Benin City.

    Speaking at the signing ceremony, the governor represented by Secretary to the Edo State Government, Osarodion Ogie, Esq., said the project represents a symbol of the government’s commitment to fostering economic growth and transforming the landscape of the State.

    Ogie noted, “Today marks a significant milestone in our collective vision for progress and development in our beloved State. The Edo State Radisson Hotel Project represents a symbol of our commitment to fostering economic growth and transforming the landscape of our State.

    “The Hospitality and tourism sectors have long been recognised as powerful catalysts for economic prosperity, creating opportunities for employment, investment, and socio-cultural exchange. By embarking on this ambitious venture, we are signaling our firm belief in the potential of our State as a vibrant and thriving destination.”

    On his part, the Director of Development for Africa at Radisson Hotel Group, Erwan Garnier, said the Radisson Hotel Group, through the partnership with the Edo State Government, has progressed with its expansion in Nigeria with the signing of the Edo Radisson Hotel, Benin City.

    According to the Edo State Commissioner for Finance, Mrs. Adaze Kalu, “We are sculpting the landscape of our State by creating a new landmark that will shape the perception of Edo State in the eyes of the world. We envision a future where our State is synonymous with warm hospitality, unrivalled natural beauty, and rich cultural heritage.

    Located in Benin City, in Edo State, one of the nine oil-producing states of Nigeria, Radisson Hotel Benin City is situated in the prime Government Reserved Area (GRA). Conveniently accessible via the airport and Benin-Sapele roads, the two main arteries of the city, the hotel is just five minutes’ drive from the Benin Airport and on the doorstep of the Benin Golf Course and the city’s commercial center.

    The Radisson Hotel, Benin City is also within close proximity to various security offices, such as the Nigerian Army and the Nigerian Police Force, providing an additional security presence in the vicinity of the hotel.

    Edo, foundation partner to revitalise primary health centres

    Edo State government has signed a Memorandum of Agreement (MoA) with the Aig-Imoukhuede Foundation and Private Health Sector Alliance of Nigeria (PSHAN) to revitalise Primary Health Centres (PHCs) and provide technical support for 18 select PHCs in the state.

     Vice Chairman of the Aig-Imoukhuede Foundation, Mrs. Ofovwe Aig-Imoukhuede said the agreement signified a commitment by all parties to ensure improved healthcare outcomes for Edo State.

     She said: “There is no disputing the fact that our country’s health system is fraught with many challenges, including poor infrastructure, shortage of manpower and weak system. Research shows that 85 per cent of PHCs in the country constitute all the clinics and hospitals, while only 20 per cent of them are functioning. It is evident that there is a huge gap and people in the grassroots are in desperate need of intervention.

     “It is clear that the government cannot do it all. Public Private Partnership (PPP) is the way forward. We are adopting 23 PHCs in Nigeria, 18 of which are in Edo State. The first one is going to be in Sabongidda-Ora, Owan West Local Government Area, which is our home.”

     Managing Director/Chief Executive Officer of PSHAN, Dr. Tinuola Akinbolagbe, noted that the agreement was to address specific healthcare challenges in Edo.

     She said: “The Adopt-A-Healthcare Facility Programme (ADHFP) is a strategic initiative, aimed at revitalising and establishing standard PHCs across Nigeria. In the context of Edo State, the programme focuses on the vital objective of refurbishing PHCs to address specific healthcare challenges in the state.

     “The ADHFP aims to create a tangible and positive impact, acknowledging the unique needs of Edo State, by enhancing infrastructure, resources, and capabilities at the grass-roots level. Eighteen PHCs were carefully selected in Edo, based on criteria such as the availability of basic healthcare provision fund, water and power supplies, medical staff presence, and building conditions, among others.

     “The initial stage PHCs for revitalisation include Atoruru PHC in Sabongidda-Ora, Evbuodia PHC in Oredo, Uteh PHC in Iwogban, and Idunmungha PHC in Uhunmwode. These PHCs were chosen based on compliance with outlined criteria, ensuring that adopted facilities align with the programme’s mission of providing support to people in dire need.”

     Secretary to Edo State Government (SSG), Osarodion Ogie, expressed confidence that the initiative and agreement would impact significantly on primary healthcare system in the state. He urged officials of the foundation to visit the Edo State School of Health Technology, with a view to help in manpower training.

    There is pressure on Omosede Igbinedion, a lawyer, to join next year’s Edo State governorship race under the platform of the Peoples Democratic Party (PDP).

     Some chieftains of the PDP from across the three senatorial districts were said to have approached her to woo her to join the race.

    It was learnt that the PDP chieftains planned to hold another meeting with her to further convince her.

     A source said one of the reasons the PDP chieftains canvassed for their move to support Igbinedion win the PDP primary was because her antecedents in the House of Representatives between 2015 and 2019.

     The PDP chieftains were said to have analysed the outcome of the last National Assembly election and saw that Barr. Igbinedion topped all of the party’s candidates that contested the election in Edo South senatorial district.

     A PDP elder said: “Igbinedion needs no introduction to political dynamics in Edo State. She is is scion of Chief Gabriel Igbinedion, the Esama of Benin and has served in the House of Representatives between 2015 and 2019.

    “Igbinedion has remained a strong member of the ruling PDP in Edo.

     “We do not care if outgoing Governor, Godwin Obaseki is from Edo South as Igbinedion but who can win the election for our party. The Governor, himself, did not support power rotation in the last presidential election. He supported Atiku.

    “Barr. Igbinedion is our best choice of winning the governorship election. We are going to force her into the race. We will mobilise and pay for the nomination form for her.”

    Edo 2024: Governorship ticket not for highest bidder, says Orbih

    The National Vice Chairman (South-south) of the Peoples Democratic Party (PDP), Chief Dan Orbih, has said a “stranger” cannot succeed Governor Godwin Obaseki in next year’s election as governor of Edo state.

    He spoke at a meeting of leaders of ‘Legacy PDP’ from across the state’s three senatorial districts in Benin City, the state capital.

    Orbih urged the leaders to put up a very strong spirit to ensure that PDP has a good, marketable, and acceptable candidate for the poll.

    He affirmed his earlier position that the ticket for the Edo PDP election is not for the highest bidder.

    He said that the members and leaders of the ‘ Legacy Coalition’ will decide the party’s next candidate.

    Orbih said: “Elections have taken place in Imo, Bayelsa and Kogi. Next is the Edo governorship election loading. If the PDP must retain and win the governorship election, this powerful body now known as the “Legacy Coalition” must produce the candidate.

    “We must produce a candidate that will address the challenges of our state. One who will identify with the people and make Edo State great again.

    “Now is the time to go back to our respective LGAs to work. According to the INEC timetable, the process will start in February 2024. We must support and throw up delegates that cannot be compromised. Delegates that will support and vote for legacy coalition candidate. A known member of the party.     Reiterating that the ticket is not for sale, Orbih added: “I have heard stories of people boasting that they are prepared to spend money to compromise the process of nominating our candidate. 

    “By the grace of God and your support, the Edo State PDP ticket is not for sale. It is not for the highest bidder. On this, we stand. God bless PDP, God bless Edo state, God bless Nigeria.”

    Edo gains support for heritage policy at validation workshop

    Many stakeholders from various sectors converged at the Ogba Zoological Garden to participate in the Stakeholder Validation Workshop for the Edo State Heritage Protection and Promotion Policy Draft. It was during the recent celebration of World Tourism Day (WTD) 2023,

    This historic event was attended by an array of stakeholders, representing a broad spectrum of interests, including traditional rulers and chiefs, scholars, artisans, entertainers, and government officials, underscoring the policy’s wide-reaching implications.

    The participants engaged in meaningful discussions on the draft heritage policy, emphasising its importance and potential socio-economic benefits in protecting heritage sites, monuments, and traditions and helping them to become drivers of growth and employment.

    Highlighting the need for holistic involvement, Edo State Commissioner for Tourism, Arts, and Culture, Dr. Uyi Oduwa-Malaka, noted that the Edo State Government has assembled a strong and diverse team, spanning various sectors of the economy, to develop a comprehensive policy. She stated that her Ministry is working in close collaboration with relevant stakeholders across the State to guarantee the long-term effectiveness of the policy.

    While, the Permanent Secretary of the Ministry, Iryn Omorogiuwa (Esq.), highlighted the historical significance of the policy; “It is very important that we keep our history, our stories and not let people tell us otherwise. For the first time in history, we are going to have a document that focuses on us, our cultural and traditional heritage, our tangible and intangible assets.”

    The workshop shed light on the significance of preserving culture in Edo State. Using the Benin moats as a prime example of a heritage asset in dire need of intervention, Prince Patrick Oronsaye, an esteemed art historian, emphasised the critical necessity of the policy, stating:

    ‘‘The greatest damage we suffered here is the moat, 16,000km put together in a period of almost 500 years, 37 million metric tons of earth, was moved in the creation, 150,000 man hours resulted in the Benin city moat, it took us 30 years to destroy it. We are talking about protecting what is left, from palaces, to shrines, to grooves.”

    Stakeholders at the workshop were convinced that the Heritage policy would play a pivotal role in safeguarding Edo cultural, both tangible and intangible, assets from further deterioration.

    Musician and the convener of the Benin Bronze Festival Eno Louis advocated for a collaborative approach to sponsorship, stressing that the ministry should aim to create an enabling environment for businesses within the cultural and creative industries to thrive in the State.

    Another participant, Aiko Obobaifo of the Institute of Benin Studies, echoed the global significance of the policy, stating “every Black man in the world is waiting for Edo, for Benin to lead the way. Our heritage is something they cannot replicate.” Other stakeholders, including Mrs. Elizabeth Hannisdal from Visit Edo and Mr. John O. Igbineweka from Igbesanmwan Guild Carvers, expressed their optimism for the comprehensive Heritage policy and its potential to enrich the lives of Edo people.

    The Edo State Heritage Protection and Promotion Policy represent an ambitious endeavour to preserve, protect, and celebrate Edo State’s cultural heritage. The collaborative spirit of the workshop portends well for the policy’s successful implementation.

    Denying LG autonomy is working against constitution, says Edo Rep

    The member representing Esan West/Esan Central/Igueben Federal Constituency of Edo state, Hon. Marcus Onobum has said that disallowing local you from exercising their administrative and financial autonomy goes against the principles and letters of the 1999 constitution.

    In an interview with The Nation in Abuja, Onobum who is a former Speaker of the Edo State House of Assembly said the constitution proscribed three-tiers of government for the country.

    He explained that it was in recognition of the constitutional provision that the Edo State House of Assembly passed the local government autonomy bill sent to it by the 9th National Assembly.

    The bill on local government autonomy was one of the bills that failed to meet the required 24 state Assemblies for concurrence to become a law during the last constitutional amendment.

    He said, “The constitution is our guide and that constitution made it clear that there shall be three tiers of government and not arms of government. These three tiers of government are supposed to be independent of each other.

    “I personally believe that just as the state has its autonomy and not being controlled by the federal government, the local government should be allow to have their autonomy and be free to express themselves without interference from the states.

    “It is not just financial autonomy, but administrative autonomy too. The councilors should be able to express themselves freely just as we did at the state level.  The chairman who went round to campaign and made promises should be blessed to deliver on those promises without interference.

    “I believe that the state of insecurity we have today is brought about as a result of a weak local government system. In the first place, poverty is what drives people into committing crimes and all these start with the local government.

    “Even the President is from a local government. So, the bulk should not be passed to either the governor or the President. The local government as enshrined in the constitution should carry out their responsibilities and if there are bottlenecks that lead to the financial and administrative autonomy, it should be removed.”

    “We believe that the local government should be given a fair ground to do all that they need to do for grassroots development, for security of our country.

    “You can imagine that the 774 local government councils in Nigeria are dealing with the issue of insecurity, the President will have less to do. Today, the President and the governors are now carrying the burden of what to do.

    “The local issues such as security with the vigilante are things that the local government should be able to dodo while the federal government will now be protecting the territory to ensure there are no extern invaders. But what we are dealing with today are internal issues which is not supposed to be.”

    Speaking on the autonomy for state legislature that is not being implemented by the states, he said “When we had the fifth alteration of the constitution, I will like to say that under my leadership as Speaker of the Edo House of Assembly, Edo was the third state to pass the bill on autonomy for the judiciary and the local government.

    “But there are certain criteria you must meet. I understand that not all the states has fully constituted their Assembly Service Commission. There are certain administrative procedures that you have to go through to have full autonomy.

    “I understand that some states have started implementing the autonomy. If there are states that have not, I am sure that the process is on. It is legal for every state legislature to have full autonomy.”

    Group calls for support for Edo gov aspirants from Esanland

    A socio-economic, cultural and non-political group, the Esan New Era, has called for support for governorship aspirants from only Esanland in Edo Central Senatorial District, ahead of the September 21, 2024 election, in order to ensure justice, fairness and equity.

    The group made the call in Benin, the capital of Edo State, at a meeting hosted by its Executive Secretary, Pastor Christopher Onoye.

    The critical political stakeholders from Edo Central senatorial district, who were present at the crucial meeting, also resolved, without any reservation, to support any candidate of Esan extraction that would emerge after the primary elections of the different political parties, especially the governing Peoples Democratic Party (PDP), the main opposition All Progressives Congress (APC), and the opposition Labour Party (LP).

    Members of Esan New Era were emphatic about the fact that irrespective of the political party, in the Edo Central axis, Agbazilo, Okpebholo or whatever other divide the governorship candidate/s might emerge from, he or she/they would be adequately supported financially and materially, to ensure victory for Esanland.

    They also resolved that other governorship aspirants that might not emerge as the candidates of their political parties should endeavour to support the Esan candidate that would eventually emerge.

    The group thanked all Edo residents that had aligned with the Edo Central agenda, for the emergence of Edo governor of Esan extraction in 2024.

    While later speaking with reporters after the meeting, Onoye, said: “My greatest joy is that a good number of people from Edo North and Edo South Senatorial Districts are supporting the emergence of Edo governor of Esan extraction in 2024.

    “The massive support for Esanland to produce a governor in 2024, from residents of Benin Kingdom in Edo South Senatorial District, and the Afemai people of Edo North Senatorial District, shows the spirit of oneness existing among us in Edo State.”

    The group’s Organising Secretary, Valentine Uduebor, also noted that Esan New Era was committed to the actualisation of Edo governor of Esan extraction next year.

    He said: “We are not by our resolutions insisting that the Edo 2024 governorship position is our entitlement. All we are saying is that the people of Edo Central Senatorial District also have a stake in the state. As such, we are asking all and sundry to support us, just as we have supported other senatorial districts in the past.”

    It will be recalled that a former Edo governor (2008-2016), Senator Adams Oshiomhole, hails from Edo North senatorial district, while his successor, Godwin Obaseki, is an indigene of Edo South senatorial district, and he (Obaseki) is strategising to be succeeded on PDP’s platform on November 12, 2024, by Lagos-based lawyer, Asue Ighodalo, who hails from Edo Central senatorial district.

    The leaders of APC and LP in Edo state and at the national level are yet to zone their governorship seats, thereby creating tension among the members of the political parties, mostly from Edo Central and South senatorial districts, who are lobbying to be favoured.

    Chief Judge of Edo State, Justice Daniel Okungbowa, sitting at Court 1 on Sapele Road, Benin, on Monday, has fixed November 28 for ruling on a motion in a suit by Benin-based businessman, Michael Okojie, who alerted to threat on his life by his alleged lesbian bank manager wife, Mrs. Ann Okojie, who has three kids (minors) for him, but unlawfully removed his property and documents from the matrimonial home.

     Okojie wants his estranged wife to deposit with the court registrar for safe keeping, the documents she removed from his bedroom, pending hearing and determination of the suit/divorce petition, for her not to run away with the’ highly-cherished’ three children to an unknown destination, which he said would make it impossible for him to see them again.

    The motion was dated  July 21 without reply by the counsel to the respondents, Edoba Osifo, who was in court , without his clients, but rather filed counter-affidavit on October 4, which was replied by Okojie’s counsel, Imarhiagbe Edewi, on October 26.

     Edewi moved the motion, which was brought in pursuant to Section 73 (1) (D) (H) of Matrimonial Causes Act, 2024; Order 1, Rule 11 (a) (b) (c) of the Matrimonial Causes Rules, 1990; and Order XI Rule 10 of the Matrimonial Causes Rules, 1990; under inherent jurisdiction of the court, but was kicked against by Osifo, necessitating adjournment.

    Okojie  said in Benin his wife, manager of First City Monument Bank (FCMB) in Uselu, Benin branch, was involved in alleged bigamy and adultery with a married man, Felix Aganbi, the Benin-based producer of Akogate water.

     The petitioner also said his wife got deep in alleged lesbianism with a serving army officer, Major Ebinyo Ayah, then Finance officer of Supply and Transport (S&T) Barracks, Isihor, Benin, who hurriedly sought transfer from Benin to Abuja, when the alleged act was exposed, even with courage to commit the crime in his home, when Ayah was accommodated, based on his wife’s lies.

     In order not to continue to endanger his life, the businessman, on May 25, at Edo High Court of Justice, filed a divorce petition for dissolution of the marriage, with his estranged wife, Ayah and Aganbi as respondents in the suit B/447D/2023, with the three respondents, yet to appear in court, represented by Osifo.

      Okojie described as unbelievable, his discovery Ann, without dissolution of their marriage, applied on May 12 to use the swimming pool section of Benin Club, with the name: “Mrs. Ann Aganbi,” and her address as No. 1-6,Akogate Industrial Layout, Oluku, Benin, office of her illegal husband, which was approved by management of Benin Club on May 15.

     He wants the court to dissolve the marriage, grant him custody of the kids, to continue to give them quality education, care and for Ann, alleged lesbian and adulterer, not to corrupt the innocent kids, as well as to return the landed property and the documents.

     In the counter-affidavit, Ann said the grounds for the petitioner’s application were misrepresented and a fluke, stressing there was no valid marriage known to law between them, noting Okojie deceived her and her family into a bigamous relationship.

     The bank manager said: “There was solemnisation of holy matrimony between Janet Owenaze and the petitioner at St. Ambrose’s Catholic Church, Ekpan, Delta State, on October 11, 1997, and produced the petitioner’s first two children: Abiodun and Jennifer Okojie, but their statutory marriage was never dissolved, before the petitioner married me, and has remained undissolved till this moment.

     Ann was silent on allegations of lesbianism, bigamy and adultery levelled against her by her husband.

     Okojie, in his reply to Ann’s counter-affidavit, said her responses were false, lies and misleading, saying he did customary law marriage with Janet Owenze, but went to Catholic church for blessing, as she was six months pregnant, with no certificate of marriage issued, and that the traditional marriage was dissolved on September 23, 2008.

    Qualities next Edo governor should possess, by Idahosa

    Ex-political adviser to former Edo state governor Adams Oshiomhole and chieftain of the Peoples Democratic Party (PDP), Charles Idahosa, has listed the qualities the next governor should possess.

    He said the next governor should “know all the nooks and crannies of the state and who can relate with the yearnings and aspirations of the people.”

    Idahosa, also a former Commissioner for Information under Governor Lucky Igbinedion, added that any senatorial district can produce the governor.

    However, he maintained that the next hover should have an understanding of the culture and customs of the Edo people.

    Speaking with reporters in Benin City, Idahosa stressed that in all spheres of human endeavours, Edo State has “homeboys” who had achieved greater heights without moving out of the state.

    He described as unfortunate the recent crisis between Governor Godwin Obaseki and his deputy, Comrade Philip Shaibu, saying that it was wrong for the governor to put a ceiling on the career of his deputy.

    Idahosa said having served in the House of Assembly and the House of Representatives before becoming deputy governor, Shaibu is eminently qualified to succeed his boss.

    The PDP chieftain said Obaseki should rally the party leaders round his own candidate and ignore his deputy, the same way Oshiomhole ignored his deputy for eight years, Dr Pius Odubu, and mobilised the party to support Obaseki.

    He said: “When it comes to politics, we need somebody that understands the terrain and who is part and parcel of the people. You don’t go and bring somebody who doesn’t know us. This time, we need somebody who is part and parcel of us.

    “We need as the next governor of Edo State, someone who understands the terrain, who is part and parcel of the people. We want someone who at the early stage of his tutelage was with us and not someone imported from somewhere else.”

    On the recent face-off between Obaseki and his deputy, Idahosa blamed it on weak leadership.

    He said: “The major problem we have is weak leadership. What we see here is that people are afraid of telling the truth to power. The quarrel was unfortunate. I was very disappointed at some comments of our leaders.

    “The governor has no right to tell the deputy governor the limit of his political ambition. Obaseki didn’t need to fight Shaibu, the fight was totally uncalled for.”

    Idahosa also spoke on the division within the ranks of members of the PDP ahead of the state governorship election and acknowledged that “there is a problem in the party, I just pray the PDP puts its house in order before the election”.
